Technologies of democracy are instruments based on material apparatus, social practices and expert knowledge that organize the participation of various publics in the definition and treatment of public problems. Using three examples related to the engagement of publics in nanotechnology in France (a citizen conference, a series of public meetings, and an industrial design process), the paper argues that Science and Technology Studies provide useful tools and methods for the analysis of technologies of democracy. Operations of experiments and public demonstrations (...) can be described, as well as controversies about technologies of democracy giving rise to counter-experiments and counter-demonstrations. The political value of the analysis of public engagement lies in the description of processes of stabilization of democratic orders and in the display of potential alternative political arrangements. This paper discusses the operations meant to act on situations of ontological uncertainties for chemicals. Using examples related to substances developed as part of nanotechnology programs, it analyses technical and social instruments meant to define the existence of these substances, as « new » or « existing » chemicals. Carbon nanotubes developed by a French company offer an illustration of containment, while the legal disputes about nano silver in the U.S. display oppositions about whether or not these compounds are equivalent (...) to colloïdal silver. The operations meant to deal with the ontological uncertainty of these substances define categories and craft political organizations. As such, they suggest developing an analytical approach able to jointly examine the ontologies of material objects and the forms of political ordering. (shrink)

The Fukushima accident was a crisis in Japan, and a crisis elsewhere. In Europe, the aftermath of Fukushima was a period of intense questioning, about how to ensure the safety of nuclear reactors, and how, at the same time, ensure the ability of the European Union to act as a consistent political actor in the face of potentially catastrophic risks. Using empirical material related to the post-Fukushima stress tests and the subsequent discussions about the European regulatory framework for nuclear safety, (...) this paper shows that stress tests have provided a peculiar form of European intervention, restabilizing regulatory boundaries while extending the European gaze. It describes the overall operation thereby performed as the “normalization of the crisis” whereby the exceptional situation enters the realm of the normal functioning of the public administrations, and where the actions undertaken take the form of the legal norm. The very existence of explicit techno-scientific controversies in the “nano” arena is often denied on behalf of a conception of science, risks, public engagement and responsibility which borders on a disembodied idealism and merits at least serious discussion. The recurrence of this view prompted us to clarify our position regarding our common field of research, in order to avoid being trapped in the seemingly clear divide between the universal and neutral pursuit of pure science, on the one hand, and on (...) the other hand the infinite variety of values and opinions that lead to the horrors throes of pure relativism. We therefore launched an internal trans-disciplinary project, in order to overhaul the premises underpinning both this idealistic standpoint and our own work, and to find a better definition of our approach to the exploration of the real policy implications of NST research initiatives. Indeed, the debates surrounding NST clearly have wider implications for the examination of issues of Science, Technology and Society as a whole. A first step in this clarification process was taken in Paris, at the conference which has now been published in this issue of Foundations of Chemistry. We further develop it in this paper, in the hope that it will contribute to the joint construction of a better nano-future. (shrink)

This paper argues that the logical coherence of classical theism can be defended through the traditional free-will defense and argument from divine omniscience and human finitude, but only at the cost of moral scepticism. The above two-pronged defense entails moral scepticism because it demands that we construe clear and undeniable cases of morally unjustifiable evil as merely apparently unjustifiable evils which can be morally justified from some moral point of view. The paper argues that justification is impossible because such basic (...) evils can never be justified from any "moral" perspective. The very conditions necessary for having a moral perspective demand that one recognize certain evils as unjustifiable from any moral point of view. This is the case because moral theories are designed to give us insight into such evils. Moreover, I argue that even if one rejects the above argument, moral scepticism still follows because any intelligible account of moral knowledge requires that its proponents be able at least to point to certain cases of unjustifiable evil if their theory is to have any purchase in the real world and avoid the charge of moral irrelevance and moral scepticism. But this is precisely what the classical theist cannot do. If, however, the classical theist rejects this moral scepticism, then real cases of morally unjustifiable evil must be admitted to exist and a single one of these is sufficient to undermine the logical coherence of classical theism. This article examines the domestic use of drones by law enforcement to gather information. Although the use of drones for surveillance will undoubtedly provide law enforcement agencies with new means of gathering intelligence, these unmanned aircrafts bring with them a host of legal and epistemic complications. Part I considers the Fourth Amendment and the different legal standards of proof that might apply to law enforcement drone use. Part II explores philosopher Wittgenstein’s notion of actional certainty as a means to interpret (...) citizens' expectations of privacy with regard to their patterns of movement over time. Part III discusses how the theory of actional certainty can apply to the epistemic challenge of determining what is a “reasonable” expectation of privacy under the law. This Part also investigates the Mosaic Theory as a possible reading of the Fourth Amendment. (shrink)

Svätopluk Štúr is a strong critic of strands of German thought that emphasize the will to power as an organizing principle of human society. Štúr is particularly critical of Nietzsche’s vitalism, which Štúr believes culminated in national socialism and the destruction of the Second World War. This paper describes and examines Štúr’s criticism of a number of German thinkers and focuses especially on Štúr’s criticism of Nietzsche. Štúr criticizes Nietzsche’s emphasis on life over knowledge. Štúr offers a different philosophy of (...) life grounded in the dignity of human beings and the social consequences of ideas and actions. This paper concludes by examining what Štúr means by dignity in terms of a moral agent and as opposed to Nietzsche’s emphasis on vitalism. (shrink)

Hans Georg-Gadamer is best known in the English-speaking world for his major work on philosophical hermeneutics, _Truth and Method;_ he has also written extensively on the subject of Plato. Most commentators on Gadamer's work therefore view Gadamer either as a historian of philosophy or as a philosopher in his own right, critically engaged in the philosophical issues of our time. In _Beyond Being,_ Brice R. Wachterhauser contends that this perceived bifurcation in Gadamer's work oversimplifies and distorts important parts of (...) Gadamer's thought. Wachterhauser argues that only by viewing Gadamer's contribution to philosophy as an integrated whole and by reading Gadamer's hermeneutical studies in light of his Plato studies are we able to avoid certain key misunderstandings of Gadamer, as well as to comprehend more clearly the radical implications of Gadamer's thought. For years, phenomenological psychiatry has proposed that distortions of the temporal structure of consciousness contribute to the abnormal experiences described before schizophrenia emerges, and may relate to basic disturbances in consciousness of the self. However, considering that temporality refers mainly to an implicit aspect of our relationship with the world, disturbances in the temporal structure of consciousness remain difficult to access. Nonetheless, previous studies have shown a correlation between self disorders and the automatic ability to expect an event in time, (...) suggesting timing is a key issue for the psychopathology of schizophrenia. Timing disorders may represent a target for cognitive remediation, but this requires that disorders can be demonstrated at an individual level. Since cognitive impairments in patients with schizophrenia are discrete, and there is no standardized timing exploration, we focused on timing impairments suggested to be related to self disorders. We present the case report of AF, a 22 year old man suffering from schizophrenia, with no antipsychotic intake. Although AF shows few positive and negative symptoms and has a normal neurocognitive assessment, he shows a high level of disturbance of Minimal Self Disorders (SDs) (assessed with the EASE scale). Moreover, AF has a rare ability to describe his self and time difficulties. An objective assessment of timing ability (variable foreperiod task) confirmed that AF had temporal impairments similar to those previously described in patients, i.e., a preserved ability to distinguish time intervals, but a difficulty to benefit from the passage of time to expect a visual stimulus. He presents additional difficulties in benefitting from temporal cues and adapting to changes in time delays. The impairments were ample enough to yield significant effects with analyses at the individual level. Although causal relationships between subjective and objective impairments cannot be established, the results show that exploring timing deficits at the individual level is possible in patients with schizophrenia. Besides, the results are consistent with hypotheses relating minimal self disorders (SDs) to timing difficulties. They suggest that both subjective and objective timing investigations should be developed further so that their use at an individual level can be generalized in clinical practice. (shrink)

ABSTRACT In recent years, debates on same-sex marriage and the recognition of transwomen as women have been raging. These debates often seem to revolve around the meaning of, respectively, the word ‘marriage’ and ‘woman’. That such debates should take place might be puzzling. It seems that if debates on gay and transgender rights revolve around the meaning of these words, then those in favor of same-sex marriage and of the recognition of transwomen as women have no room left to maneuver. However, prima facie, the pro – and anti-, in both cases, have genuine disagreements over the meaning of these words: though the analyses of revisionary theorists are revisionary, they are analyses. Sally Haslanger and other philosophers in her wake have appealed to an anti-descriptivist externalist view of meaning to provide the conceptual foundations of this practice of revisionary theorizing: revisionary analyses bring to light what, unbeknownst to us, these words mean. In this paper, I argue that a descriptivist externalist view should be preferred instead. My argument rests on the thesis that what is contested in these debates is the meaning of the words ‘marriage’ and ‘women’ as used in the law. (shrink)

This paper shows that “commensualism” was initially defined by the Belgian zoologist and parasitologist Pierre-Joseph van Beneden (1809–1894) as referring to biological associations between organic individuals from different species. According to van Beneden, one individual derives biological advantages from this kind of association, whereas the other one remains neutral, i.e. does not receive any biological loss or gain. (...) L’utilisation de l’intelligence artificielle dans le domaine de la santé pose la question des limites de celle-ci : jusqu’où devons-nous employer l’intelligence artificielle, la médecine pourrait-elle être déshumanisée et perdre son sens \textit{princeps}? Le philosophe Gilbert Simondon (1924-1989) propose durant la seconde moitié du vingtième siècle une philosophie de la technique. Il s’agit de repenser la technique, non pas comme aliénation, mais comme possibilité d’évolution, avec le développement de la technique. Cet article présente ainsi l’intelligence artificielle comme une technique que (...) l’humain doit s’approprier afin de limiter les risques de déshumanisation et d’optimisation du potentiel de l’intelligence artificielle. The unconscious-thought effect occurs when distraction improves complex decision making. Recent studies suggest that this effect is more likely to occur with low- than high-demanding distraction tasks. We discuss implications of these findings for Newell & Shanks' (N&S's) claim that evidence is lacking for the intervention of unconscious processes in complex decision making.

In a recent paper, Gualtiero Piccinini and Carl Craver have argued that psychology is not distinct from neuroscience. Many have argued that Piccinini and Craver’s argument is unsuccessful. However, none of these authors have questioned the appropriateness of Piccinini and Craver’s argument for their key premise—that functional analyses are mechanism sketches. My first and main goal in this paper is to show that Piccinini and Craver offer normative considerations in support of what is a descriptive premise and to provide some (...) guidelines on how to argue for this premise. My second goal is to show that the distinctness question should be of great significance for philosophy of cognitive science. (shrink)

This article is about the conception of truth and signification in Augustine's early philosophical writings. In the first, semantic-linguistic part, the gradual shift of Augustine's position towards the Academics is treated closely. It reveals that Augustine develops a notion of sign which, by integrating elements of Stoic epistemology, is suited to function as a transmitter of true knowledge through linguistic expressions. In the second part, both the ontological structure of signified things and Augustine's solution to the apparent tautologies of mathematical (...) truths are examined. Again his notion of sign turns out to be the keystone; this time, however, the natural in contrast to the conventional sign of linguistic expressions. In their complementarity, both parts show how Augustine intensely struggles with and overcomes the skepticism of the sensible world through his conception of sign and signification. (shrink)

In the context of Multiple criteria decision analysis, we present the necessary and sufficient conditions allowing to represent an ordinal preferential information provided by the decision maker by a Choquet integral w.r.t a 2-additive capacity. We provide also a characterization of this type of preferential information by a belief function which can be viewed as a capacity. These characterizations are based on three axioms, namely strict cycle-free preferences and some monotonicity conditions called MOPI and 2-MOPI.

This article argues that many situations in social life can be analyzed by their requirement for the justification of action. It is in particular in situations of dispute that a need arises to explicate the grounds on which responsibility for errors is distributed and on which new agreement can be reached. Since a plurality of mutually incompatible modes of justification exists, disputes can be understood as disagreements either about whether the accepted rule of justification has not been violated or about (...) which mode of justification to apply at all. The article develops a grammar of such modes of justification, called orders of worth (grandeur), and argues that the human capacity for criticism becomes visible in the daily occurrence of disputes over criteria for justification. At the same time, it is underlined that not all social situations can be interpreted with the help of such a sense of justice, which resides on a notion of equivalence. Regimes of love, of violence or of familiarity are systematically distinct from regimes of justification. (shrink)

The claim that all human thought involves "interpretation," that all human thought is in some way relative to a contingent context of cognitive, theoretical, practical, and aesthetic considerations, has become widely accepted, but waht we understand by "truth" and how we should best pursue it are questions raised with renewed force once a hermeneutical starting point has been embraced. Brice R. Wachterhauser's collection Hermeneutics and Truth is an attempt to contribute to this concersation. No thinkers have wrestled with the (...) issue of truth and interpretation in more illuminating ways for the Continental tradition of philosophy than Heidegger and Gadamer. Hermeneutics and Truth is a dual focus on Heidegger and Gadamer, but it concentrates primarily on Gadamer's efforts to think through the issue of truth for hermeneutics and only secondaily on Heidegger's thought on this issue. In his article, “Wittgenstein and Basic Moral Certainty,” Nigel Pleasants argues that killing an innocent, non-threatening person is wrong. It is, he argues, “a basic moral certainty.” He believes our basic moral certainties play the “same kind of foundational role as [our] basic empirical certaint[ies] do.” I believe this is mistaken. There is not “simply one kind of foundational role” that certainty plays. While I think Pleasants is right to affiliate his proposition with a Wittgensteinian form of certainty, he exposes (...) himself to a tension that exists in On Certainty regarding how we acquire it: is certainty natural, is it social? In this paper, I present two ways in which we come to possess certainty: a bottom-up approach, where certainty is part of our instinctual predisposition, and a top-down approach, where certainty is acquired through positive reinforcement by family and culture. Since 2000, numerous monographs have been published on the interrelation between those subjects, and organizations such as the Performance Philosophy Network continue to promote innovative research by theater professionals and academics alike. However, a lacuna remains in this bustling scholarly enterprise. This scholarship, by and large, tends to draw from either ancient philosophy or from Continental European thought. Hamlyn's book is exactly what the subtitle says it is: a history of the philosophy of perception, where this is taken to be a part of what is now called the philosophy of mind, as distinguished from the theory of knowledge. He expounds and criticizes, clearly and carefully, the views of Western philosophers from the pre-Socratics to Ryle and Sartre, and in a final chapter of about ten pages he offers some conclusions of his own. He holds that "in the (...) primary sense, perception can signify any means whereby we come to recognize, identify or characterize something by means of the senses" ; that there is a conceptual connection between perception and sensation, in the sense that "an essential condition of our application of the concept of perception to a being of any kind is that such a being should have sense experiences or sensations" ; but that it is a mistake "to ask what experiences, processes or activities constitute perception... [although] this is just the question which has so often been asked in the history of philosophy and psychology". "An understanding of the concepts of sensation and perception comes... not by asking what experiences, processes or activities these terms stand for. It can come only as the result of an inquiry into the concepts which form the schemes to which these particular concepts belong". These schemes, Hamlyn says, center around the concept of knowledge, and include such concepts as those of identification, recognition, and awareness. (shrink)

Exploring Certainty: Wittgenstein and Wide Fields of Thought considers how, where, and to what extent the thoughts and ideas found in Wittgenstein’s On Certainty can be applied to other areas of thought, including: ethics, aesthetics, religious belief, mathematics, cognitive science, and political theory. Robert Greenleaf Brice opens new avenues of thought for scholars and students of the Wittgensteinian tradition, while introducing original philosophies about human knowledge and cognition.

We investigate the role of continuous reductions and continuous relativization in the context of higher randomness. We define a higher analogue of Turing reducibility and show that it interacts well with higher randomness, for example with respect to van Lambalgen’s theorem and the Miller–Yu/Levin theorem. We study lowness for continuous relativization of randomness, and show the equivalence of the higher analogues of the different characterizations of lowness for Martin-Löf randomness. We also characterize computing higher [Formula: see text]-trivial sets by higher (...) random sequences. We give a separation between higher notions of randomness, in particular between higher weak 2-randomness and [Formula: see text]-randomness. To do so we investigate classes of functions computable from Kleene’s [Formula: see text] based on strong forms of the higher limit lemma. (shrink)

Laurent Henninger intervenant sur les « révolutions militaires » (notion située au carrefour du débat historique lancé dans les années 1980 par Geoffrey Parker – en polémique avec Jeremy Black – et du débat stratégique américain dans les années 1990) souligne que les avancées dans l’art de la guerre ont été depuis cinq siècles une des composantes majeures de la barbarisation et du totalitarisme. La notion de « révolution militaire » est aujourd’hui contestée par ceux qui y voient un (...) outil interprétatif de trop longue durée et lui préfèrent l’idée de « mutations militaires » (selon laquelle l’accumulation de changements millimétriques sur la longue durée débouche sur des ruptures). Après avoir passé en revue la première révolution militaire – XVe-XVIIe siècles – fondée sur la mise à distance de la cavalerie grâce à l’infanterie nouvelle, à l’artillerie du champ de bataille, Henninger s’interroge sur le critère discriminant pour qualifier les nouvelles guerres de la Renaissance (l’hyperviolence n’en est pas un à ses yeux) et voit dans les armes à feu la vraie rupture car elles influent de façon radicale sur la peur et le courage des combattants et sont source d’une véritable « inhumanité » dans la mesure où leur feu est « imparable ». Il insiste sur l’émergence d’un nouveau type de courage guerrier non archaïque et plus « stoïcien » marqué par l’acceptation de la mort. Dans cette perspective, l’« inhumanisation » technique porterait en elle la possibilité de la barbarisation. L. Henninger développe ensuite cette thèse à partir de l’examen des guerres mécanisées de la période 1860-1950 en s’attardant sur la guerre de Sécession puis sur la Grande Guerre. Il relie aussi la question du totalitarisme à la réflexion sur les « bombardements stratégiques massifs » et les débuts de la dissuasion nucléaire (terme qui ne s’impose que vers 1960). Il conclut en insistant sur le fait que, selon lui, la brutalisation des conflits naît toujours d’un retard de la pensée de la guerre et sur le paradoxe d’une culture occidentale qui produit en même temps barbarie de la guerre et codes qui tentent de l’enrayer.
