The book (in German) on “Solar Energy – challenge for research, development and international co-operation” is the report of a study group of the Akademie der Wissenschaften zu Berlin. It reviews solar thermal, photovoltaic, and bio mimetic solar energy techniques; prospects of de-central techniques in developing countries; transport and storage of solar energy; and chances for cooperation with Arabic countries and countries of the South of the former Soviet Union. The prospect of large scale energy production in arid areas, and (...) the modern potentials of conducting electricity over long distances by high-voltage DC transmission (V, 2.1) are particularly relevant for the concluding section. Political chances as well as risks were considered for reliable long term cooperation with various Arab countries on these issues. The recommendations appear to be still appropriate 25 years after the book was published, particularly the political advice in favour of cooperation between Europe and suitable countries of the Maghreb. The global time scale of implementation (discussed in chapter I, 7.2) is of the same (high) magnitude as that of other major changes in the history of technology, such as the substitution of sailing ships by steamboats which took almost a century. : In 1927, Fritz Jahr, a Protestant pastor, philosopher, and educator in Halle an der Saale, published an article entitled "Bio-Ethics: A Review of the Ethical Relationships of Humans to Animals and Plants" and proposed a "Bioethical Imperative," extending Kant's moral imperative to all forms of life. Reviewing new physiological knowledge of his times and moral challenges associated with the development of secular and pluralistic societies, Jahr redefines moral obligations towards human and nonhuman forms of life, outlining the concept (...) of bioethics as an academic discipline, principle, and virtue. Although he had no immediate long-lasting influence during politically and morally turbulent times, his argument that new science and technology requires new ethical and philosophical reflection and resolve may contribute toward clarification of terminology and of normative and practical visions of bioethics, including understanding of the geoethical dimensions of bioethics. Tacitus and Sima Qian are eminent representatives of Roman and ancient Chinese historiography. The starting-point of the paper is a striking parallel between the two historians: During the reign of autocratic emperors both authors undergo experiences which not only affect them on a personal level, but also influence their historiographie practice. The paper traces this influence with respect to the representations of individual historical characters. On the one hand it analyses the representations of rulers: of Tiberius, adoptive son and successor (...) of Augustus, and of Wendi, natural son and successor of Gaodi, the founder of the Han-dynasty; on the other hand it studies the representations of second and third rank characters such as senators, ministers, generals, and - in the case of Sima Qian - also of people from other walks of life. The similarities which can be observed between the two authors point to the existence of certain anthropological constants, whereas the differences are to be attributed to basic differences in Roman and Chinese political thinking and to differing degrees of the intensity of the experiences undergone by each historian. First, it analyzes Rahner's placement of Mary outside his theology's center, while he resists marginalizing her. This analysis involves contrasting Rahner with Hans Urs von Balthasar. Second, it reads Rahner's theology of Mary's Assumption as an exercise in fundamental-eschatological theology. He takes a similar approach in his theology of the saints. Third, it considers Rahner's thoughts (...) on devotion to Mary and the saints, relating these practices to his fundamental-eschatological theology. Rahner’s contextualization of Mary and the saints within the wideness of all history, to which eschatology attests, reflects his holding open of the universal Catholic ethos. The paper interprets Wittgenstein’s famous call to silence at the end of his Tractatus – that “whereof one cannot speak, thereof one must be silent” – as a critique of philosophy itself. Wittgenstein was concerned throughout his philosophical life with finding a way to delineate the limits of language. These limits, once we have them clearly in view, rob our attempts to put forth philosophical theories of their legitimacy. In order to give a critical assessment of this Wittgensteinian critique of (...) philosophy, the paper primarily focuses on the roots of that critique in Wittgenstein’s earliest writings – his notebooks, his 1913 “Notes on Logic,” the 1914 set of notes dictated to G. E. Moore, and the Tractatus itself. Wittgenstein’s influence by Fritz Mauthner and, mediated through Mauthner, by Kant receive special attention. The conclusion is that, far from Mauthner’s radical anti-philosophical bias, we can come to see a deep appreciation of the power, the draw, and the significance of philosophical problems in Wittgenstein’s writings. The text closes with a short look at how Wittgenstein’s thinking about the limits of language evolved later in his life. (shrink)

Jahr’s bioethical imperative, influenced by Christian and humanist traditions from Assisi to Schopenhauer and by Buddhist philosophy holds its own position against Kant’s anthropological imperative and against dogmatic Buddhist reasoning: ‘Respect each living being as (...) an end in itself and treat it, if possible, as such’. Jahr interprets the 5th Commandment ‘Thou shall not kill’ offensively and liberally as ‘common morality’ which includes the obligation of caring for one’s own health, public health and health education within the wider framework of a universal bioethical Sittengesetz. In the article-translation the actual contemporary thoughts about the bioethical imperative, which serves not only the object of interdisciplinary study, but also the practical approach to acquiring responsibility and environmental image of thinking, are found. Didactic considerations of Yahr go beyond the paternalistic upbringing, they point to the content and methodological purpose of teaching ethics to ethical discourse. According to Yahr, ethics does not regulate philosophical, theological or political knowledge, does not act as a dictatorship of a way of behavior. Ethics is the conduct of discussions, the culture of discussion and communication. Following the philosophy of Yahr, Professor Hans-Martin Zass formulated the geo-ethical imperative: "Respect the Mother Earth and all natural life as it is, for which the responsible person is an end in itself, and get around as much as possible in this way!". In respect for all living things, there is a relationship between man and animals, plants, nature, including the health systems, educational-informational and research organizations. Pastor Fritz Jahr, who had no immediate influence during his times, built a strong first Protestant foundation for contemporary theological and ethical concepts in medical ethics, bioethics, and environmental ethics. What kind of reality is legal reality, how is it created, and what are its a priori foundations? These are the central questions asked by the early phenomenologists who took interest in social ontology and law. While Reinach represents the well-known “realist” approach to phenomenology of law, Felix Kaufmann and Fritz Schreier belonged to the “positivist” “Vienna School of Jurisprudence,” combining Hans Kelsen’s Pure Theory of Law with Edmund Husserl’s phenomenology—and thereby challenging Reinach’s views on how legal reality (...) and the legal a priori were to be conceived. This paper addresses the controversy between these positivist and realist approaches to phenomenology of law, with the goal of introducing the lesser known theories of Kaufmann and Schreier. The special focus on their critique of Reinach’s outline should give us an overview of their positions vis-à-vis the basic and a priori elements of which legal reality consists and the role that phenomenology plays in analyzing them. There is one general tendency to be noted: While the phenomenological legal positivists see the root of legal reality in an act of interpretation according to a “normative scheme of interpretation,” Reinach locates the roots of legal reality in social interaction and argues for the existence of entities independent of any interpretation. In the German intellectual context, the answer to this question could be as laconic (...) as it would be superfluous: it consists in a deictic reference to the name and, implicitly, to the work of Niklas Luhmann. American readers, in contrast, may need some introductory explanation in order to understand the epistemological triangle between contemporary pedagogical thought, Maturana's biology, and Luhmann's philosophy—and, above all, in order to assess and even to appreciate its intellectual potential.Niklas Luhmann is certainly difficult to read, at least for starters, and to those who met him during his lifetime he invariably appeared to be a dead-serious person. But today, more than five years after Luhmann's death, we begin to discover traces of a sometimes uncanny irony—one may want to call it a "practical irony"—in his writing. One of the discursive gestures that characterized Luhmann's texts were references to academic authors who nobody had ever heard of (let alone read), presented with the same seriousness and with the same attitude of intellectual reverence that we normally reserve for the classics: for example, to the logician Gotthart Guenter, the philosopher Fritz Heider, the biologist Humberto Maturana, or the mathematician George Spencer Brown. There is no doubt that, in each case, a specific concept or a specific thought developed by one of these authors had turned out to be truly important within Luhmann's own work, and yet the "effects of authority" that his very serious quotes produced were nothing short of hilarious. For Luhmann's readers, with that self-flagellating attitude in which we academics so like to indulge, quite regularly attributed the experience that they had never heard of those seeming "authorities" to their own lack of intellectual cosmopolitanism. This is why, until the present day, some departments of sociology or philosophy in Germany have Spencer Brown or Guenter specialists on their payrolls, and this also explains why some of those authors have had moments of intense reception [End Page 22] in the world of the humanities and social sciences at German universities. Among them, Humberto Maturana, together with his co-author the late Francisco Varela, seem to be the exception confirming the rule that none of those Luhmann references had the intellectual power to survive Luhmann himself.Now why should one trust Luhmann's trust in Maturana? The debate about the importance of Luhmann's thought (he labeled it a "theory of social systems") in the larger context of contemporary Western philosophy has barely begun to become serious, and we are certainly many years away from a definitive consensual evaluation. But there are two—very different—features about Luhmann's work that make him fascinating at first glance. One lies in the simple fact that, probably, no other thinker since Hegel has managed to develop a restrained set of basic concepts and premises into a systematically coherent philosophical edifice of similar proportions. In this sense, entering the dimension of Luhmann's thought offers the patient reader a possibility to view many familiar positions and questions from sometimes radically different innovative angles. Less obvious, however, and more intriguing is Luhmann's intellectual bet to develop his systemic thought under strict avoidance of notions such as "subject," "subjecthood," or "agency." It was this very bet (about whose existential and political motivations he only left some rather vague remarks) that explains Luhmann's fascination for much theoretical thinking emerging from biological research, above all for Humberto Maturana's work. For from a biological perspective, subjecthood and agency are highly marginal attributes in the realm of living organisms. I believe that this (almost hidden) component in Luhmann's thinking can explain the particularly strong affinity of contemporary pedagogical thought in Germany with his work. This fact is demonstrated by millennia of her life‘s history, growing in ages, having tempers, moods and seasons, and allowing all forms of life living on her and interacting with them and their interactions. Recent natural disasters and accidents, caused by humans in their drive to cultivate and to control, have again brought the powers of the earth and the land to our attention. (...) A new dimension in the visions and virtues of cultivation needs to extend on a global scale the Hippocratic ‗do no harm‘ virtue and principle from the singular doctor-patient interaction towards all forms of life, including the life of the earth.This paper interprets the Bioethical Imperative, developed by Fritz Jahr in 1927, into land ethics and earth ethics; it also discusses the concept of cultural geography of Ernst Kapp, 1845 in Germany, and the land ethics of Aldo Leopold, 1949 in the USA. Of particular new moral and cultural concern is the risk of radiation to the genetic heritage of all forms of life, to livable biotopes and interactive environments. This article explores the collaborative research of the Nobel laureate Hans Spemann (1869–1941) and the Swiss zoologist Fritz Baltzer (1884–1974) on problems at the intersection of development and heredity and raises more general questions concerning science and politics in Germany in the interwar period. It argues that Spemann and Baltzer’s collaborative work made a significant contribution to the then ongoing debates about the relation between developmental physiology and hereditary studies, although Spemann distanced himself from _Drosophila_ genetics because of (...) his anti-reductionist position. The article analyzes how Spemann framed the issues of heredity in terms of an epigenetic principle in the context of his work on the “organizer,” and it explores the experimental dynamics of research on newt merogones carried out by Baltzer in a methodological development of Spemann’s constriction experiments. Finally, these research attempts are discussed as part of a broader “prehistory” of the mid-twentieth century cell nuclear transplantation experiments, which provided the basis for later animal cloning. In 1997, thanks to a conference paper by Rolf Löther of Berlin Humboldt University, the name of Fritz Jahr (1895-1953) was mentioned for the first time as the creator of the term and concept of bioethics (Bio-Ethik). As yet, Hans-Martin Sass of the Kennedy Institute of Ethics has been the only one to analyze Jahr's ideas more thoroughly, dedicating to the subject a series of papers (see Sass 2007). In December 2010, a collection of 15 papers by Jahr (...) was published in the German original, while in May 2011, a selection of 16 papers appeared in English translation (Jahr 2011).So who, in fact, was Jahr? The paper by Fritz Hamm, Hans Kamp and Michiel van Lambalgen (in what follows abbreviated as ‘HKL’) is a very rich one. Not only does it contain a wealth of empirical and formal insights concerning the analysis of tense and aspect, planning and causality, and other phenomena, it also contains some penetrating remarks concerning the scope and method of semantic theory.
