The tripartite account of propositional, fallibilist knowledge that p as justified true belief can become adequate only if it can solve the Gettier Problem. However, the latter can be solved only if the problem of a successful coordination of the resources (at least truth and justification) necessary and sufficient to deliver propositional, fallibilist knowledge that p can be solved. In this paper, the coordination problem is proved to be insolvable by showing that it is equivalent to the ''''coordinated attack'''' problem, (...) which is demonstrably insolvable in epistemic logic. It follows that the tripartite account is not merely inadequate as it stands, as proved by Gettier-type counterexamples, but demonstrably irreparable in principle, so that efforts to improve it can never succeed. Moral reasoning traditionally distinguishes two types of evil: moral and natural. The standard view is that ME is the product of human agency and so includes phenomena such as war, torture and psychological cruelty; that NE is the product of nonhuman agency, and so includes natural disasters such as earthquakes, floods, disease and famine; and finally, that more complex cases are appropriately analysed as a combination of ME and NE. Recently, as a result of developments in autonomous agents in cyberspace, (...) a new class of interesting and important examples of hybrid evil has come to light. In this paper, it is called artificial evil and a case is made for considering it to complement ME and NE to produce a more adequate taxonomy. By isolating the features that have led to the appearance of AE, cyberspace is characterised as a self-contained environment that forms the essential component in any foundation of the emerging field of Computer Ethics. It is argued that this goes some way towards providing a methodological explanation of why cyberspace is central to so many of CE’s concerns; and it is shown how notions of good and evil can be formulated in cyberspace. Of considerable interest is how the propensity for an agent’s action to be morally good or evil can be determined even in the absence of biologically sentient participants and thus allows artificial agents not only to perpetrate evil but conversely to ‘receive’ or ‘suffer from’ it. The thesis defended is that the notion of entropy structure, which encapsulates human value judgement concerning cyberspace in a formal mathematical definition, is sufficient to achieve this purpose and, moreover, that the concept of AE can be determined formally, by mathematical methods. A consequence of this approach is that the debate on whether CE should be considered unique, and hence developed as a Macroethics, may be viewed, constructively, in an alternative manner. The case is made that whilst CE issues are not uncontroversially unique, they are sufficiently novel to render inadequate the approach of standard Macroethics such as Utilitarianism and Deontologism and hence to prompt the search for a robust ethical theory that can deal with them successfully. The name Information Ethics is proposed for that theory. It is argued that the uniqueness of IE is justified by its being non-biologically biased and patient-oriented: IE is an Environmental Macroethics based on the concept of data entity rather than life. It follows that the novelty of CE issues such as AE can be appreciated properly because IE provides a new perspective. In light of the discussion provided in this paper, it is concluded that Computer Ethics is worthy of independent study because it requires its own application-specific knowledge and is capable of supporting a methodological foundation, Information Ethics. This paper traces the resurgence of interest in epistemology at the turn of the century, as a reaction against the nineteenth-century development of Neo-Kantian and Neo-Hegelian idealism, through the interwar renaissance of epistemology, prompted by major advances in mathematics, logic, and physics, and its ultimate transformation from a theory of ideas and judgement into a theory of propositional attitudes, sentences, and (...) meanings. Purpose – To review and discuss Luciano Floridi’s 2019 book The Logic of Information: A Theory of Philosophy as Conceptual Design, the latest instalment in his philosophy of information (PI) tetralogy, particularly with respect to its implications for library and information studies (LIS). Design/methodology/approach – Nine scholars with research interests in philosophy and LIS read and responded to the book, raising critical and heuristic questions in the spirit of scholarly dialogue. Floridi responded to these questions. Findings – (...) class='Hi'>Floridi’s PI, including this latest publication, is of interest to LIS scholars, and much insight can be gained by exploring this connection. It seems also that LIS has the potential to contribute to PI’s further development in some respects. Research implications – Floridi’s PI work is technical philosophy for which many LIS scholars do not have the training or patience to engage with, yet doing so is rewarding. This suggests a role for translational work between philosophy and LIS. Originality/value – The book symposium format, not yet seen in LIS, provides forum for sustained, multifaceted and generative dialogue around ideas. (shrink)

Recreational Drugs European Network (ReDNet) project aims to use the Psychonaut Web Mapping Project database (Psychonaut Web Mapping Group, 2009) containing novel psychoactive compounds usually not mentioned in the scientific literature and thus unknown to clinicians as a unique source of information. The database will be used to develop an integrated ICT prevention approach targeted at vulnerable individuals and focused on novel synthetic and herbal compounds and combinations. Particular care will be taken in keeping the health professionals working directly with (...) young people showing problematic behaviors regularly updated in terms of novel compounds and combinations as well. A user-friendly project website will be developed aimed primarily at delivering the information/prevention approaches, but will also be a way of communicating with project partners and relevant stakeholders (e.g. thematic forum facilities, instant messages, blogs, video chat, wikiblog, newsletters distributed via mailing list). The website will support various ICT prevention tools, including an SMS alert service. Different areas and sections will be aimed specifically at the different target groups. -/- . (shrink)

Chi siamo e che tipo di relazioni stabiliamo gli uni con gli altri? Luciano Floridi sostiene che gli sviluppi nel campo delle tecnologie dell’informazione e della comunicazione stiano modificando le risposte a domande così fondamentali. I confini tra la vita online e quella offline tendono a sparire e siamo ormai connessi gli uni con gli altri senza soluzione di continuità, diventando progressivamente parte integrante di un’“infosfera” globale. Questo passaggio epocale rappresenta niente meno che una quarta rivoluzione, dopo quelle di (...) Copernico, Darwin e Freud. L’espressione “onlife” definisce sempre di più le nostre attività quotidiane: come facciamo acquisti, lavoriamo, ci divertiamo, coltiviamo le nostre relazioni. In ogni campo della vita, le tecnologie della comunicazione sono diventate forze che strutturano l’ambiente in cui viviamo, creando e trasformando la realtà. Saremo in grado di raccoglierne i frutti? Quali, invece, i rischi impliciti? Floridi suggerisce che dovremmo sviluppare un approccio in grado di rendere conto sia delle realtà naturali sia di quelle artificiali, in modo da affrontare con successo le sfide poste dalle tecnologie correnti e dalle attuali società dell’informazione. Pensare l’infosfera: La filosofia come design concettuale di Luciano Floridi è la traduzione, rivista e parziale, di un libro pubblicato in inglese sulla logica dell’informazione (The Logic of Information, Oxford University Press, Oxford 2019). All’interno della riflessione sul digitale che il filosofo italiano sta conducendo ormai da qualche decennio, questo saggio si colloca come terza parte di una tetralogia legata alla filosofia dell’informazione. I primi due volumi, The Philosophy of Information e The Ethics of Information, sono già stati pubblicati (...) rispettivamente nel 2011 e nel 2013 mentre l’ultimo, riguardante la politica dell’informazione, è in corso di stesura. Come esplicitato dallo stesso Floridi nell’introduzione, l’oggetto di indagine del testo è la filosofia stessa, precisamente rispetto al suo metodo e alla sua natura. Ciò che a essa manca è proprio uno spazio fuori di sé in cui si possa avere un dibattito su cosa sia la buona filosofia. Floridi prova a crearlo definendo la filosofia come «passione per il sapere e il capire». Questo significa che per fare buona filosofia non basta porre domande o cercare risposte ma bisogna «avere coraggio nel porre le domande giuste al momento giusto e offrire le risposte corrette, anche se spiacevoli e impopolari». La situazione in cui la riflessione è situata si potrebbe sintetizzare così: «La filosofia oggi è un po’ come un computer che ha perso memoria a causa dei bachi del sistema. Bisogna riavviarla». La base da cui far ripartire la filosofia, per Floridi, si fonda su quella che lui stesso chiama «la quarta rivoluzione», ovvero quella delle tecnologie digitali che sempre più «influenzano il modo in cui concepiamo il mondo e ci rapportiamo a esso, così come il modo in cui concepiamo noi stessi e interagiamo tra noi». Quand on se penche sur l’héritage philosophique de Turing, deux risques se posent. Le premier, c’est de le réduire à son test célèbre (Turing 1950). Ce qui a toutefois le mérite de la clarté. N’importe qui peut reconnaître la contribution en question et la situer dans le débat important sur la philosophie de l’intelligence artificielle. Le second risque est de le diluer dans un récit universel, faisant des idées deTuring les graines de tout ce que nous faisons et savons aujourd’hui. (...) Ceci a l’avantage de reconnaître la grandeur de ce génie. Cependant, dans un cas comme dans l’autre, nous allons probablement moins identifier les contributions conceptuelles deTuring qui nous ont aidés à forger un discours philosophique contemporain et qui méritent d’être approfondies et développées. Pour éviter ces deux risques, je me concentrerai dans les pages suivantes sur trois leçons philosophiques spécifiques, qui me semblent particulièrement significatives pour l’émergence de la philosophie de l’information et ses développements. Je ne propose pas ici une analyse philologique ni savante,mais un exercice minimaliste, herméneutique. Façon de faire écho àla démarche deTuring et de rendre hommage àson génie extraordinaire :ses interprètes n’ont pas fini de tirer parti de son héritage intellectuel. Artificial agents, particularly but not only those in the infosphere Floridi (Information – A very short introduction. Oxford University Press, Oxford, 2010a), extend the class of entities that can be involved in moral situations, for they can be correctly interpreted as entities that can perform actions with good or evil impact (moral agents). In this chapter, I clarify the concepts of agent and of artificial agent and then distinguish between issues concerning their moral behaviour vs. issues concerning their responsibility. (...) The conclusion is that there is substantial and important scope, particularly in information ethics, for the concept of moral artificial agents not necessarily exhibiting free will, mental states or responsibility. This complements the more traditional approach, which considers whether artificial agents may have mental states, feelings, emotions and so forth. By focussing directly on “mind-less morality”, one is able to by-pass such question as well as other difficulties arising in Artificial Intelligence, in order to tackle some vital issues in contexts where artificial agents are increasingly part of the everyday environment (Floridi L, Metaphilos 39(4/5): 651–655, 2008a). Uno dei principali problemi nello studio della mente e della sua "collocazione" consiste nell'identificazione del corretto Livello di Astrazione a cui le varie descrizioni fenomeniche e le corrispondenti ipotesi esplicative possono essere sviluppate e confrontate. L'articolo contribuisce all'attuale dibattito metodologico in filosofia della mente analizzando due nozioni fondative, quella di modello e quella di simulazione, sulla base del concetto di Livello di Astrazione. L'ambito è quello del Metodo delle Astrazioni, proposto in Floridi e Sanders [2003]. Il Metodo delle Astrazioni (...) si basa su una particolare branca dell'informatica teorica, quella dei Metodi Formali (Roever e Engelhardt [1998]; Woodcock e Davies [1996]), dove la matematica discreta è utilizzata per descrivere analiticamente le specifiche del comportamento di sistemi che elaborano informazioni. I sistemi sono descritti in termini di osservabili e regole di transizione, cioè come sistemi di transizione. Le descrizioni comportano l'utilizzo di variabili che rappresentano osservabili nella realtà, astraendo da altri eventuali osservabili. L'idea di fondo del Metodo delle Astrazioni è che tale processo di filtraggio sia ineliminabile in qualsiasi accesso alla realtà. Il tentativo di sondare un sistema in maggiore profondità produce una maggiore astrazione delle teorie e degli oggetti teorici che descrivono tale sistema. Il Metodo delle Astrazioni si presenta quindi come uno strumento per organizzare e chiarificare le varie teorie che intendono fornire una spiegazione della realtà o della conoscenza. La principale tesi dell'articolo è che "modello" e "simulazione" non possano essere pensati come nozioni a sé stanti, ma che la loro natura possa essere chiarita nei termini di tipi di relazioni tra sistemi di transizione. Nello specifico, si argomenta che la relazione di simulazione è una relazione tra gli osservabili di sistemi di transizione, mentre il modello è una relazione tra le regole di transizione di questi sistemi. Dati questi due nuovi tipi di relazioni, è possibile arricchire con ulteriori strutture di analisi il Metodo delle Astrazioni, estendendo la sua applicabilità. The theories of information ethics articulated by Luciano Floridi and his collaborators have clear implications for law. Information law, including the law of privacy and of intellectual property, is especially likely to benefit from a coherent and comprehensive theory of information ethics. This article illustrates how information ethics might apply to legal doctrine, by examining legal questions related to the ownership and control of the personal data representations, including photographs, game avatars, and consumer profiles, that have become ubiquitous with (...) the proliferation of information and communication technologies. Recent controversy over the control of player performance statistics in “fantasy” sports leagues provides a limiting case for the analysis. Such data representations will in many instances constitute the kind of personal data that information ethics asserts constitutes an information entity. Legal doctrine in some instances proves sympathetic to such an assertion, but remains largely inchoate as to which data might constitute a given information entity in a given instance. Neither is information ethics, in its current state of development, entirely helpful in answering this critical question. While information ethics holds some promise to bring coherence to this area of the law, further work articulating a richer theory of information ethics will be necessary before it can do so. In Pensare l’infosfera La filosofia come design concettuale, Luciano Floridi states the value of a correct analysis and philosophical responses within the information age we are living in. The aim of this paper is to suggest several ideas for reflecting on some of Floridi’s topics such as the analysis of presence, relationship and semantization. In the second paragraph, after a brief introduction about the author, I will analyse philosophical insights on the relationship between being and determination. In the (...) third paragraph, I am going to suggest the importance of a correct analysis of presence. In the fourth paragraph, a possible analogy between the philosophy of information and a certain form of neo-idealism will be shown. At last, I try to show how the philosophy of information can play a key role in the way we think about reality, but also its possible conceptual risks. (shrink)

The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. In the past months, there has been a lively debate about so-called COVID-19 apps developed to deal with the pandemic (Morley et al. 2020b). Some of the best solutions use the Bluetooth connection of mobile phones to determine contacts between people and therefore the probability of contagion, and then suggested related measures. In theory, it may seem simple. In practice, there are several ethical problems (Morley et al. 2020a), not only legal and technical ones. To understand them, it is useful (...) to distinguish between the validation and the verification of a system, remembering that these words are used here only in the design/engineering sense, and certainly not philosophically. Accountability is a cornerstone of the governance of artificial intelligence (AI). However, it is often defined too imprecisely because its multifaceted nature and the sociotechnical structure of AI systems imply a variety of values, practices, and measures to which accountability in AI can refer. We address this lack of clarity by defining accountability in terms of answerability, identifying three conditions of possibility (authority recognition, interrogation, and limitation of power), and an architecture of seven features (context, range, agent, forum, standards, process, (...) and implications). We analyse this architecture through four accountability goals (compliance, report, oversight, and enforcement). We argue that these goals are often complementary and that policy-makers emphasise or prioritise some over others depending on the proactive or reactive use of accountability and the missions of AI governance. Artefacts do not always do what they are supposed to, due to a variety of reasons, including manufacturing problems, poor maintenance, and normal wear-and-tear. Since software is an artefact, it should be subject to malfunctioning in the same sense in which other artefacts can malfunction. Yet, whether software is on a par with other artefacts when it comes to malfunctioning crucially depends on the abstraction used in the analysis. We distinguish between “negative” and “positive” notions of malfunction. A negative malfunction, (...) or dysfunction, occurs when an artefact token either does not or cannot do what it is supposed to. A positive malfunction, or misfunction, occurs when an artefact token may do what is supposed to but, at least occasionally, it also yields some unintended and undesirable effects. We argue that software, understood as type, may misfunction in some limited sense, but cannot dysfunction. Accordingly, one should distinguish software from other technical artefacts, in view of their design that makes dysfunction impossible for the former, while possible for the latter. (shrink)

This article argues that an ethical framework will help to harness the potential of AI while keeping humans in control.

Since the announcement and establishment of the Oversight Board (OB) by the technology company Meta as an independent institution reviewing Facebook and Instagram’s content moderation decisions, the OB has been subjected to scholarly scrutiny ranging from praise to criticism. However, there is currently no overarching framework for understanding the OB’s various strengths and weaknesses. Consequently, this article analyses, organises, and supplements academic literature, news articles, and Meta and OB documents to understand the OB’s strengths and weaknesses and how it can (...) be improved. Significant strengths include its ability to enhance the transparency of content moderation decisions and processes, to effect reform indirectly through policy recommendations, and its assertiveness in interpreting its jurisdiction and overruling Meta. Significant weaknesses include its limited jurisdiction, limited impact, Meta’s control over the OB’s precedent, and its lack of diversity. The analysis of a recent OB case in Ethiopia shows these strengths and weaknesses in practice. The OB’s relationship with Meta and governments will lead to challenges and opportunities shaping its future development. Reforms to the OB should improve the OB’s control over its precedent, apply OB precedent to currently disputed cases, and clarify the standards for invoking OB precedent. Finally, these reforms provide the foundation for an additional improvement to address the OB’s institutional weaknesses, by involving users in determining whether the OB’s precedent should be applied to decide current content moderation disputes. In recent years, policymakers, academics, and practitioners have increasingly called for the development of global governance mechanisms for artificial intelligence (AI). This paper considers the prospects for these calls in light of two other geopolitical trends: digital sovereignty and digital expansionism. While calls for global AI governance promote the surrender of some state sovereignty over AI, digital sovereignty and expansionism seek to secure greater state control over digital technologies. To demystify the tensions between these trends and their potential consequences, we (...) undertake a case analysis of digital sovereignty and digital expansionism in China, the European Union, and the United States. We argue that the extraterritoriality embedded in these three actors’ policies and escalatory competitive narratives, particularly those from the US, will likely undermine substantive global AI governance cooperation. However, nascent areas of alignment or compromise, notably in data governance and technical standards, could prove fruitful starting points for building trust in multilateral fora, such as the G20 or United Nations. Since approval of the EU General Data Protection Regulation (GDPR) in 2016, it has been widely and repeatedly claimed that the GDPR will legally mandate a ‘right to explanation’ of all decisions made by automated or artificially intelligent algorithmic systems. This right to explanation is viewed as an ideal mechanism to enhance the accountability and transparency of automated decision-making. However, there are several reasons to doubt both the legal existence and the feasibility of such a right. In contrast to the (...) right to explanation of specific automated decisions claimed elsewhere, the GDPR only mandates that data subjects receive meaningful, but properly limited, information (Articles 13-15) about the logic involved, as well as the significance and the envisaged consequences of automated decision-making systems, what we term a ‘right to be informed’. Further, the ambiguity and limited scope of the ‘right not to be subject to automated decision-making’ contained in Article 22 (from which the alleged ‘right to explanation’ stems) raises questions over the protection actually afforded to data subjects. These problems show that the GDPR lacks precise language as well as explicit and well-defined rights and safeguards against automated decision-making, and therefore runs the risk of being toothless. We propose a number of legislative and policy steps that, if taken, may improve the transparency and accountability of automated decision-making when the GDPR comes into force in 2018. (shrink)

To create fair and accountable AI and robotics, we need precise regulation and better methods to certify, explain, and audit inscrutable systems.

Applications of artificial intelligence (AI) for cybersecurity tasks are attracting greater attention from the private and the public sectors. Estimates indicate that the market for AI in cybersecurity will grow from US$1 billion in 2016 to a US$34.8 billion net worth by 2025. The latest national cybersecurity and defence strategies of several governments explicitly mention AI capabilities. At the same time, initiatives to define new standards and certification procedures to elicit users’ trust in AI are emerging on a global scale. (...) However, trust in AI (both machine learning and neural networks) to deliver cybersecurity tasks is a double edged sword: it can improve substantially cybersecurity practices, but can also facilitate new forms of attacks to the AI applications themselves, which may pose severe security threats. We argue that trust in AI for cybersecurity is unwarranted and that, to reduce security risks, some form of control to ensure the deployment of ‘reliable AI’ for cybersecurity is necessary. To this end, we offer three recommendations focusing on the design, development and deployment of AI for cybersecurity. (shrink)

The paper investigates the ethics of information transparency (henceforth transparency). It argues that transparency is not an ethical principle in itself but a pro-ethical condition for enabling or impairing other ethical practices or principles. A new definition of transparency is offered in order to take into account the dynamics of information production and the differences between data and information. It is then argued that the proposed definition provides a better understanding of what sort of information should be disclosed and what (...) sort of information should be used in order to implement and make effective the ethical practices and principles to which an organisation is committed. The concepts of “heterogeneous organisation” and “autonomous computational artefact” are further defined in order to clarify the ethical implications of the technology used in implementing information transparency. It is argued that explicit ethical designs, which describe how ethical principles are embedded into the practice of software design, would represent valuable information that could be disclosed by organisations in order to support their ethical standing. By isolating the features that have led to the appearance of AE, cyberspace is characterised as a self-contained environment that forms the essential component in any foundation of the emerging field of Computer Ethics. It is argued that this goes someway towards providing a methodological explanation of whycyberspace is central to so many of CE's concerns; and it isshown how notions of good and evil can be formulated incyberspace. Of considerable interest is how the propensity for anagent's action to be morally good or evil can be determined evenin the absence of biologically sentient participants and thusallows artificial agents not only to perpetrate evil but conversely to `receive' or `suffer from'it. The thesis defended is that the notion of entropy structure,which encapsulates human value judgement concerning cyberspace ina formal mathematical definition, is sufficient to achieve thispurpose and, moreover, that the concept of AE can be determinedformally, by mathematical methods. A consequence of this approachis that the debate on whether CE should be considered unique, andhence developed as a Macroethics, may be viewed, constructively,in an alternative manner. The case is made that whilst CE issues are not uncontroversially unique, they are sufficiently novel to render inadequate the approach of standard Macroethics such as Utilitarianism and Deontologism and hence to prompt the search for a robust ethical theory that can deal with them successfully. The name Information Ethics is proposed for that theory. Itis argued that the uniqueness of IE is justified by its beingnon-biologically biased and patient-oriented: IE is anEnvironmental Macroethics based on the concept of data entityrather than life. It follows that the novelty of CE issues suchas AE can be appreciated properly because IE provides a newperspective. In light of the discussion provided in this paper, it is concluded that Computer Ethics is worthy of independent study because it requires its own application-specific knowledge and is capable of supporting a methodological foundation, Information Ethics. We propose a formal framework for interpretable machine learning. Combining elements from statistical learning, causal interventionism, and decision theory, we design an idealised explanation game in which players collaborate to find the best explanation for a given algorithmic prediction. Through an iterative procedure of questions and answers, the players establish a three-dimensional Pareto frontier that describes the optimal trade-offs between explanatory accuracy, simplicity, and relevance. Multiple rounds are played at different levels of abstraction, allowing the players to explore overlapping causal (...) patterns of variable granularity and scope. We characterise the conditions under which such a game is almost surely guaranteed to converge on a optimal explanation surface in polynomial time, and highlight obstacles that will tend to prevent the players from advancing beyond certain explanatory thresholds. The game serves a descriptive and a normative function, establishing a conceptual space in which to analyse and compare existing proposals, as well as design new and improved solutions. (shrink)

This article highlights the limitations of the tendency to frame health- and wellbeing-related digital tools (mHealth technologies) as empowering devices, especially as they play an increasingly important role in the National Health Service (NHS) in the UK. It argues that mHealth technologies should instead be framed as digital companions. This shift from empowerment to companionship is advocated by showing the conceptual, ethical, and methodological issues challenging the narrative of empowerment, and by arguing that such challenges, as well as the risk (...) of medical paternalism, can be overcome by focusing on the potential for mHealth tools to mediate the relationship between recipients of clinical advice and givers of clinical advice, in ways that allow for contextual flexibility in the balance between patiency and agency. The article concludes by stressing that reframing the narrative cannot be the only means for avoiding harm caused to the NHS as a healthcare system by the introduction of mHealth tools. Future discussion will be needed on the overarching role of responsible design. (shrink)

This chapter provides an overview of six topics related to governance, ethical, legal, and social implications of artificial intelligence (AI) for sustainable development goals (SDGs) initiatives. We identified six common challenges and related opportunities to mitigate such challenges, as referred to by the authors analysing the chapters provided in the book The Ethics of Artificial Intelligence for the Sustainable Development Goals. They are (1) governance and collaboration, (2) private investments and the role of big tech companies, (3) AI and communities, (...) That AI will have a major impact on society is no longer in question. Current debate turns instead on how far this impact will be positive or negative, for whom, in which ways, in which places, and on what timescale. In order to frame these questions in a more substantive way, in this prolegomena we introduce what we consider the four core opportunities for society offered by the use of AI, four associated risks which could emerge from its overuse or (...) misuse, and the opportunity costs associated with its under use. We then offer a high-level view of the emerging advantages for organisations of taking an ethical approach to developing and deploying AI. Finally, we introduce a set of five principles which should guide the development and deployment of AI technologies. The development of laws, policies and best practices for seizing the opportunities and minimizing the risks posed by AI technologies would benefit from building on ethical frameworks such as the one offered here. Artificial intelligence (AI) as a general-purpose technology has great potential for advancing the United Nations Sustainable Development Goals (SDGs). However, the AI×SDGs phenomenon is still in its infancy in terms of diffusion, analysis, and empirical evidence. Moreover, a scalable adoption of AI solutions to advance the achievement of the SDGs requires private and public actors to engage in coordinated actions that have been analysed only partially so far. This volume provides the first overview of the AI×SDGs phenomenon and its related (...) challenges and opportunities. The first part of the book adopts a programmatic approach, discussing AI×SDGs at a theoretical level and from the perspectives of different stakeholders. Online service providers —such as AOL, Facebook, Google, Microsoft, and Twitter—significantly shape the informational environment and influence users’ experiences and interactions within it. There is a general agreement on the centrality of OSPs in information societies, but little consensus about what principles should shape their moral responsibilities and practices. In this article, we analyse the main contributions to the debate on the moral responsibilities of OSPs. By endorsing the method of the levels of abstract, we first analyse the moral responsibilities (...) of OSPs in the web. These concern the management of online information, which includes information filtering, Internet censorship, the circulation of harmful content, and the implementation and fostering of human rights. We then consider the moral responsibilities ascribed to OSPs on the web and focus on the existing legal regulation of access to users’ data. The overall analysis provides an overview of the current state of the debate and highlights two main results. First, topics related to OSPs’ public role—especially their gatekeeping function, their corporate social responsibilities, and their role in implementing and fostering human rights—have acquired increasing relevance in the specialised literature. Second, there is a lack of an ethical framework that can define OSPs’ responsibilities, and provide the fundamental sharable principles necessary to guide OSPs’ conduct within the multicultural and international context in which they operate. This article contributes to the ethical framework necessary to deal with and by endorsing a LoA enabling the definition of the responsibilities of OSPs with respect to the well-being of the infosphere and of the entities inhabiting it.
