A comprehensive introduction to water ethics, this book explores the common thread between debates in the allocation of water resources, the human right to water and the commodification and privatisation of water services, and fills the gap for alternatives to the predominantly consequentialist approach to dealing with these issues.

It has been suggested that water and social values were divorced in modernity. This paper argues otherwise. First, it demonstrates the historical link between ethics and politics using the case of American water governance. It engages theories regarding state-centric water planning under ‘high modernism’ and the claim that water was seen as a neutral resource that could be objectively governed. By developing an alternate view from the writings of early American water leaders, J.W. Powell (...) and W.J. McGee, the paper offers a way to understand the project of state-centred governance without the claim that water falls to the latter half of a society/nature dualism. Second, the paper reviews how the emerging ‘water ethics’ discourse helps organise both the ethical and legal norms at play within contemporary political shifts towards decentralised governance. The review identifies how McGee's early influence may warrant more attention, both in terms of water governance and environmental ethics. The paper concludes by arguing that, given the arguments presented, success in decentralising water governance turns not only on political considerations, but also on fairly ordering normative claims as part of fostering and extending the reach of coordinated water governance. TheJournal of Religious Ethicshas published only two full‐length articles focusing on American Indian religious ethics in the last decade. This may signal that the field is uneasy about integrating American Indian religious ethics into its broader discourse. To fill this research lacuna and take a step toward normalizing religious‐ethical engagement with American Indian ethics, this article argues that the field needs an intentionally anticolonial, self‐aware approach to understanding American Indian religious ethics—one that decenters methods and approaches (...) that may facilitate the analysis of Christian texts, groups, and phenomena, yet limit insights into the religious‐moral beliefs and practices of Native Americans. The article first shows examples of how religious‐ethical methods, definitions, and epistemological starting points can obfuscate rich and accurate understandings of Native American religious‐ethical systems and phenomena. Next, it turns to historical and anthropological studies and Native American philosophy and ethics to outline an interdisciplinary framework for integrating American Indian traditions into the discourses of religious ethics. This book examines some possible ethical principles to resolve moral dilemmas involving water. Existing problems in current water management practices are discussed in light of these principles. Transformation of human water ethics has the potential to be far more effective, cheaper and acceptable than some existing means of “regulation”, but transformation of personal and societal ethics need time because the changes to ethical values are slow.

Based on analysis of interviews with managers about the ethical questions they face in their work, a typology of morally questionable managerial acts is developed. The typology distinguishes acts committed against-the-firm (non-role and role-failure acts) from those committed on-behalf-of-the-firm (role-distortion and role-as-sertion acts) and draws attention to the different nature of the four types of acts. The argument is made that senior management attention is typically focused on the types of acts which are least problematical for most managers, and that (...) the most troublesome types are relatively ignored. A questionnaire on the attitudes towards the functions of research ethical committees was sent to members of selected research ethical committees in Wessex and some controls. Almost all respondents felt there was a need for ethical review of research projects; 42 per cent thought there was a need for some training before joining a committee; 67 per cent thought the system could be improved and 47 per cent thought that monitoring or follow-up procedures should be adopted. Ethical committees were thought (...) to be purely advisory, as opposed to mandatory, by 33 per cent, and 63 per cent thought they should restrict their review to ethical problems as opposed to scientific or design problems. Views about the function of non-medical members ranged from 'none at all' to 'very important'. Of the 10 controls who were asked whether they would become a member of an ethical committee if asked, seven said that on balance they would and the reasons stated varied from the view that it was a 'very important committee' to the feeling that it was 'a necessary but irksome job'. This review essay examines three important new contributions to the water governance literature, which provide important overviews of the changing water governance structures over time, and advance the call for a new water ethic. Furthering this work, I suggest that the need for a water ethic is globally important, but it is particularly urgent for indigenous communities. Settler expansion, fixed political boundaries, and subsequent colonial framings of land and water ownership have affected indigenous communities throughout (...) the world and have led to severe environmental and social justice disparities. Although the books under consideration provide examples of indigenous rights associated with water protection, the theme is largely underdeveloped. Thus, I suggest that insights from indigenous communities’ more holistic and long-term relationship with water could help define and move forward the adoption of a new global water ethic. These insights are gleaned from work with indigenous communities throughout North America, particularly those in the Salish Sea and the Great Lakes regions. A new water ethic could incorporate three precepts: (1) treat water as sacred; (2) consider rights and responsibilities together; and (3) practice hydrophilia (love and know your waterways). The principal objective of this article is to develop an overtly theological interpretive lens for assessing the ethics of human germ line genetic modification (GGM). In constructing this lens, I draw upon four selected doctrinal or thematic strands: Incarnation, resurrection, procreative mandate, and sin. In turn, I derive four corresponding moral claims: there is no Christian essentialist understanding of the body, the body cannot be perfected, offspring remain a good of marriage, and sin is a universal human disability. In (...) conclusion, I contend that for Christians there are three possible broad options for assessing the ethics of GGM: refusal, endorsement, and ambivalence. In each, I assess the principal strengths, weaknesses, and limitations of the respective theological themes, moral claims, and options. In addition, for the sake of this inquiry I assume that the technologies at issue are safe, efficacious, and do not entail the destruction of embryos or fetuses. (shrink)

A leading ethicist offers a theological guide to thinking Christianly about the ordinary nature of everyday life.

Waters aries that the demands of indigenous bio-prospecting programs need to be considered against the needs of indigenous communities. Issues of sovereignty and rights to self-determination need to be resolved in the context of negotiating bio-prospecting plans. By setting out clear guidelines and priorities, as determined through the eyes and values of indigenous peoples, indigenous communities may have an opportunity to participate in the global sharing of biomedical information and healing for all our relations. Before any projects get underway, however, (...) social, political, and legal issues ought to be settled so that informed decision can be made on the part of indigenous communities to partake of the invitation to bio-prospecting, or not. Advocacy publications, particularly those focused on the reporting and analysis of religious news and theology, have proliferated throughout American history. Today some 3,000 religious periodicals continue to vie for the eyes and hearts of American readers. Like their mainstream journalistic counterparts, advocacy publications over the years have formed professional associations that provide ongoing seminars, workshops, and professional standards for conduct and mutual accountability such as codes of ethics.

Based on the results of open ended interviews with managers in a variety of organizational positions, moral questions encountered in everyday managerial life are described. These involve transactions with employees, peers and superiors, customers, suppliers and other stakeholders. It is suggested that managers identify transactions as involving personal moral concern when they believe that a moral standard has a bearing on the situation and when they experience themselves as having the power to affect the transaction. Anyone reading Yuval Shany’s response to my article, “The Blessing of Departure—Exchange of Populated Territories The Lieberman Plan as anExercise in Demographic Transformation,” would hardly characterize it as “agreement.” In part this is because Shany builds his case by assuming I am saying something about self-determination that misses—at least misplaces—my real point. This is unfortunate, both as it masks the fact that Shany and I actually agree transfers can be legal, and it distracts attention from the points of real, substantive (...) disagreement. The misreading is not an accident, rather the product of a patterned view. The points of disagreement, center on: whether transfer is a harm per se; whether the presence of a minority affects the state’s power to transfer; whether there is a positive right not to be denationalized; and whether there is a hierarchy of rights. BackgroundBiobanks are considered to be key infrastructures for research development and have generated a lot of debate about their ethical, legal and social implications. While the focus has been on human genomic research, rapid advances in human microbiome research further complicate the debate.DiscussionWe draw on two cystic fibrosis biobanks in Toronto, Canada, to illustrate our points. The biobanks have been established to facilitate sample and data sharing for research into the link between disease progression and microbial dynamics in the lungs (...) of pediatric and adult patients. We begin by providing an overview of some of the ELSI associated with human microbiome research, particularly on the implications for the broader society. We then discuss ethical considerations regarding the identifiability of samples biobanked for human microbiome research, and examine the issue of return of results and incidental findings. We argue that, for the purposes of research ethics oversight, human microbiome research samples should be treated with the same privacy considerations as human tissues samples. We also suggest that returning individual microbiome-related findings could provide a powerful clinical tool for care management, but highlight the need for a more grounded understanding of contextual factors that may be unique to human microbiome research.ConclusionsWe revisit the ELSI of biobanking and consider the impact that human microbiome research might have. Our discussion focuses on identifiability of human microbiome research samples, and return of research results and incidental findings for clinical management. (shrink)

Studies of local knowledge and farmer participatory research tend to focus on raising crops and livestock. Little attention is given to processing and marketing farm products, an important source of income for rural households, particularly women.This article presents the case of an investigation into processing and marketing of milk products by agropastoral Fulani women, which revealed how the women under stand local market forces and recognize important social and even local political functions of their marketing activities. However, it also revealed (...) the limits of their knowledge about how the local economy interlinks with national and international economies.Reasons are examined why the study did not lead to local technical and institutional development in dairying. Differentiation is made between two types of research: “extractive” research to provide information for development planners and academics; and participatory or “enriching” research, in which data collection, analysis, and reporting are done with rural people, to use in their own problem-solving. It is argued that “enriching” research should be aimed at increasing rural people's present knowledge, so that they can better understand and cope with external influences on their activities. They could then better defend their own interests against the macroplanning State.Finally, the ethics of documenting the research results are questioned. Documentation of conventional research is primarily for empowerment and enrichment of the extractive economic and academic systems. But there is also a danger that wider dissemination of results of participatory research and local knowledge will not benefit the rural participants but rather strengthen the information base of planners, so that they can better manipulate local economies. Descriptions of how managers think about the moral questions that come up in their work lives are analyzed to draw out the moral assumptions to which they commonly refer. The moral standards thus derived are identified as (1) honesty in communication, (2) fair treatment, (3) special consideration, (4) fair competition, (5) organizational responsibility, (6) corporate social responsibility, and, (7) respect for law. It is observed that these normative standards assume the cultural form of social conventions but because managers invoke them (...) as largely private intuitions, their cultural status remains precarious and unclear. When managers use moral expressions in their communications, they do so for several, sometimes contradictory reasons. Based upon analyses of interviews with managers, this article examines seven distinctive uses of moral talk, sub-divided into three groupings: (1) managers use moral talk functionally to clarify issues, to propose and criticize moral justifications, and to cite relevant norms; (2) managers also use moral talk functionally to praise and to blame as well as to defend and criticize structures of authority; finally (3) managers (...) use moral talk dysfunctionally to rationalize morally ambiguous behavior and to express frustrations. What limits ought there be on a state’s ability to create a homogeneous society, to increase or perpetuate non-diversity, or to create hierarchies within existing diversity? This article examines those questions with reference to the Lieberman Plan—which proposes to transfer populated territories from Israel to the Palestine in exchange for Jewish settlements on the West Bank— as an abstract exercise in demographic transformation by the state. First the article considers if the Lieberman plan would “work”: Would it create the alterations (...) it proposes, and would those changes achieve a stable, peaceful, perhaps even just settlement? It finds that though there is debate about the range of effect, there is little doubt that transfer would alter the state’s demography. It then turns to the international standards that might govern the transfer of territory and the denaturalization of citizens, to see how they would characterize such a plan. It finds that comparisons to ethnic cleansing are inapposite, and that norms protecting citizenship are considerably more complex than they first appear—even allowing ethnically targeted denaturalization in some cases. The article then analyzes the loyalty provisions of the Lieberman Plan, and notes that, contrary to the usual normative assumption that citizenship is tied to the state, the foundations of citizenship are actually a habitual or formative link to a given territory, which in turn creates a right to citizenship not in any particular state, but in the one that incidentally is sovereign over that territory. This interaction of citizenship and territory, when considered together with norms requiring equal protection for all citizens, suggests that the polity has an interest in defining its own territorial scope, and thereby its membership. The legal regime is ambiguous, and therefore deliberations about this question are in the realm of politics. The article demonstrates how transfer’s assimilation to existing norms suggests a novel interpretation of selfdetermination with far-reaching consequences for both sides of the conflict. Finally, the article notes that international law, though it polices excesses, is largely silent on the principal determinant of demography: the fact of state control over territory. (shrink)

Meta-ethical attempts to define concepts such as 'goodness', ‘right and wrong’, ‘ought’ and ‘ought not’, have proved largely futile, even over-ambitious. Morality, it is argued, should therefore be directed primarily at the reduction of suffering, principally because the latter is more easily recognisable and accords with an objective view and requirements of the human condition. All traditional and contemporary perspectives are without suitable criteria for evaluating moral dilemmas and without such guidance we face the potent threat of sliding to a (...) destructive moral nihilism. This book presents a possible set of defining characteristics for the foundation of future moral evaluations and engagements, taking into consideration that the historically maligned female gender may be better disposed to ethical leadership. A significant number of physicians will be sued at least once in their career, especially if they practice in some of the more vulnerable specialties. In addition, there is some evidence that the threat of malpractice lawsuits changes the practice style of many physicians, leading to the practice of “defensive medicine” (...) and raises the total cost of health care. Clearly, the prevention of medical malpractice is an issue that deserves considerable attention from physicians and from those who train them.Empirical evidence suggests that medical negligence may play a relatively minor role in malpractice lawsuits.
