Ragpickers are people who salvage usable items from other person’s rubbish, and they are spread over different localities all around the world. This raises numerous issues related to the dignity of human life, and the right to education. In addition to discussion of these issues, this paper includes an interview study on bioethics of 150 ragpickers engaged in collection of papers, bottles, waste plastic materials, scrap iron materials and so on in Tiruppur city, Tamil Nadu, India. Ragpickers are mostly children (...) below 14 years of age. The objectives of the study were to find out the socioeconomic conditions of ragpickers, to examine the effect of environment on their health conditions and to identify their problems at work. Society as a whole regards rag picking children as anti-social elements, an embarrassment to the community and unfit to live. However their useful contribution to society and ecology is little understood and generally ignored. The waste collected by these children is recycled and produces 25% of writing paper, the packing materials, egg trays, economic plastic and metal house hold items, and so on, used in our homes. Society and ecology benefit from the production of cheaper household goods, and the slowing down of the destruction of the already threatened rain forests. It also helps to prevent the mountains of putrifying waste materials from building up in city centres. The ragpickers valuable contribution to society should not be ignored and taken for granted. There are a number of ethical and human rights issues raised by this practice, which should not be condoned as ethically acceptable social attitudes to a child’s life. (shrink)

The development of mankind and its concrete manifestations in technical, economic or other spheres is always determined by contradictions, uncertainty and the emergence of non-standard circumstances. At the beginning of the third millennium the world is characterized by acceleration of economic dynamics and complication of the mega environment, which requires mastering the realities of the present and the future. Exactly this problem that necessitates the definition of the Concept and priorities of the direction of socio-economic policy (...) in Ukraine and conducting further research in the field of developing the application framework for their implementation. The importance of socio-economic impacts from the introduction and use of genetically modified crops is reflected in increasing efforts to include them in regulatory frameworks. Aiming to identify and understand the present knowledge on SEI of GM crops, we here report the findings from an extensive study of the published international scientific peer-reviewed literature. After applying specified selection criteria, a total of 410 articles are analysed. The main findings include: limited empirical research on SEI of GM crops in (...) the scientific literature; the main focus of the majority of the published research is on a restricted set of monetary economic parameters; proportionally, there are very few empirical studies on social and non-monetary economic aspects; most of the research reports only short-term findings; the variable local contexts and conditions are generally ignored in research methodology and analysis; conventional agriculture is the commonly used comparator, with minimal consideration of other substantially different agricultural systems; and there is the overall tendency to frame the research upon not validated theoretical assumptions, and to over-extrapolate small-scale and short-term specific results to generalized conclusions. These findings point to a lack of empirical and comprehensive research on SEI of GM crops for possible use in decision-making. Broader questions and improved methodologies, assisted by more rigorous peer-review, will be required to overcome current research shortcomings. (shrink)

Economics differs from physics, we are told, in that the laws economics studies hold only ceteris paribus whereas those of physics are supposed to obtain universally and without condition. Does this point to a metaphysical difference between the laws the two disciplines study or does it reflect merely a deficiency in the level of accomplishment of economics as compared to physics?

In view of the twentieth anniversary of the Socium i Vlast’journal, on the day of the Russian science, a round table was held in the Chelyabinsk branch of the Russian Presidential Academy of National Economy and Public Administration in order to discuss topical issues of crisis dynamics and risks in the context of new global challenges. Below the main materials of the report based on the results of interdisciplinary research series as exemplified by the Chelyabinsk region are presented. The report (...) discusses the following issues: the economic dynamics of crisis processes, the analysis of trends variability, the assessment of the total income of organizations and individuals, the classification of development scenarios, the visualization of trajectories when analyzing the “picture of changes”. Globalization is being celebrated in many circles as a distinctive achievement of our age, drawing peoples and societies more closely together and creating far greater wealth than any previous generations ever knew. While the first of these assertions is correct in the sense that societies and cultures are colliding, hitherto relatively closed horizons are opening up, and spaces and time are compressing, the second deserves critical interrogations. Using Africa's experience with globalization as a case study, this article argues that globalization (...) be understood as an emerging preference for certain institutional and policy practices that are creating and coercively imposing pervasive but avoidable conditions of material deprivations on many societies. The article defends a motivational rationale anchored in the normative vision of socio-economic and development rights as a way to mitigate the deleterious effects of unguarded globalization. The study of the interrelationship between ethnomedicinal knowledge and socio-cultural values needs to be studied mainly for the simple reason that culture is not only the ethical imperative for development, it is also the condition of its sustainability; for their exists a symbiotic relationship between habitats and cultures. The traditional communities around Binsar Wildlife Sanctuary of Uttarakhand state in India have a rich local health care tradition, which has been in practice for the past hundreds of years. The (...) present study documents the Ethnomedicinal uses of 54 medicinal and aromatic plants (MAPs) along with their botanical and vernacular names, family, habit, habitat, threat status, collection season, purpose of collection, quantity, conservation practices, market potential and part(s) used in traditional health care system. The documented species belonging to 38 families have been used to cure more than 47 different kinds of ailments. These MAPs collected from the wild in a particular season and used as per the method prescribed by traditional herbal healers (Vaidyas) that provide effective results. Perception of local people during field trips based on socio-demographic characters showed them to prefer herbal system of treatments and they understood the status of traditional health care systems in the region. The study reveals that approximately 70 % population of the study area depend on herbal systems of treatments and preferred to visit Vaidyas for curing a variety of ailments because the traditional system of medicine is one of the most important prevailing systems in the region where modern health care facilities are rare or in very poor conditions. The organic cultivation practices of selected MAPs were demonstrated to rural inhabitants through capacity building training program and participatory action research framework approaches for sustainability and enhancement of livelihood security. A series of workshops and village level meetings on traditional health care systems were organized and forming/registered a strong association of Vaidyas for making their traditional system of health care more practical and effective. The study emphasizes the potentials of the ethnomedicinal research, conservation practices, socio-cultural and religious ethics for promoting traditional plants based treatments and also the need to document the indigenous knowledge for scientific validation before its industrial application. Scholars have compared the transitional justice processes of Colombia and South Africa in some respects, but there has yet to be a systematic moral-philosophical evaluation of them regarding how they have sought to allocate economic goods. Here I appraise the ways that South Africa and Colombia have responded to their respective historical conflicts in respect of the distribution of property and opportunities. I do so in the light of a conception of reconciliation informed by a relational ethic of harmony, (...) a value salient in the worldviews of many indigenous peoples in both Africa and South America. I argue that, given such an account of reconciliation, one of Colombia’s major proposed ways of allocating property and opportunities, whereby offenders would labour for the sake of improving victims’ socio-economic conditions, would be much better than what South Africa has done, even if Colombia has yet to put such a policy systematically into practice. Certification of banana plantations is widely used as a device for protecting and improving socio-economic conditions of wageworkers, including their incomes, working conditions and—increasingly—voice [related to labour relations and workplace representation]. However, to date, evidence about the effectiveness of certification in these domains is scarce. We collected detailed field data on economic benefits for improving household income, social benefits for labour practices, and the voice of wageworkers focusing on identity and identification issues amongst wageworkers at Fairtrade certified (...) banana plantations and comparable, non-certified plantations in the Dominican Republic. We used different types of regression models to identify significant relationships. Econometrical analysis of survey results complemented by field observations and outcomes from in-depth stakeholder interviews indicate that the impact of Fairtrade certification on wageworkers’ economic benefits is rather limited. However, the impact on the voice of wageworkers, is more evident. On Fairtrade certified plantations workers are more satisfied with the course of life and better represented. Thus while the additional value of Fairtrade certification on primary wages seems limited, Fairtrade has relevant positive effects on the labour force, particularly by delivering in-kind benefits, offering a sense of job-security, improving voice and enabling private savings. Benefits of certification, but also other interventions with a similar purpose, might therefore not be discerned in terms of economic benefits such as wages or basic labour conditions that are under direct control of national law, but they should be identified in terms of social benefits and improved norms of conduct for wageworker engagement. The paper is an outline of the author’s research project to be undertaken in 2006. It is focused on the process of transition from authoritarian to democratic order in Serbia after 2000. Starting from the findings of previous studies of transition, in Serbia and in other post socialist countries, the research will adopt a socio-anthropological approach and deal with the following topics: the model of transition being applied in Serbia preconditions for democratic transformation; a balance sheet of positive achievements (...) accomplished and, on the other hand, "lost chances"; socio economic, political and cultural obstacles to articulating a coherent strategy of democratic development; psychological and anthropological aspects of current processes; alternative paths of democratic development feasible within given conditions. A central question the research will aim at resolving is why the current situation in Serbia is often described as suffering from a "democratic deficit". (shrink)

The purpose of the study is to analyze various approaches to the processes of formation of the Russian civilizational identity in the context of modern Russian nation-building and modernization of education. The article substantiates the relevance of the growing civilizational paradigm of Russian education in accordance with the value orientations of the updated Constitution of the Russian Federation, the foundation of which is the course of positioning Russia as one of the civilizational poles of multipolar world development. An important (...) class='Hi'>condition for the construction of the Russian civilizational identity is the dissemination of ideas about Russia as a state-civilization in the socio-pedagogical space. As a result of the analysis, the authors come to the conclusion that the modern model of national and civilizational identity should be built as a multi-level education, in which the Russian civilizational identity is complemented by the image of Russia as a Eurasian civilization. It is this image that can act as a certain supra-civilizational level, acceptable in other civilizational formations, which logically fits into the modern geopolitical vector of Russia, aimed at the formation of socio-economic, political and military institutions in the Eurasian space. En la filosofía política latinoamericana predomina una concepción sobre la condición humana,- aunque no siempre se presentase en estos términos-, en lugar de una presunta naturaleza humana, biológicamente determinada o una esencia humana metafísicamente concebida. Los valores por sí mismos, lo mismo éticos que políticos, jurídicos, religiosos, estéticos, etc., no son capaces de realizar absolutamente nada si estos no van acompañados de profundas transformaciones socioeconómico políticas que trascienden su espiritualidad para tratar de convertirse en factor material de impulso al continuo (...) e infinito proceso de enriquecimiento de la condición humana. Este concepto se corresponde mucho mejor con el criterio histórico, holístico, complejo y dialéctico y por tanto contradictorio del perfeccionamiento del hombre en su lucha contra diversas formas de alienación, por lo que resulta más apropiado para concebir el desarrollo progresivo de la democracia y los derechos humanos. Latin American political philosophy is dominated by a conception of the human condition, - though not always he was appearing in these terms-, rather than an alleged human nature, biologically determined or a metaphysically conceived human essence. By themselves, the same ethical values, to political, legal, religious, aesthetic, etc., are not able to do absolutely nothing if they are not accompanied by profound socio-economic political transformations that transcend their spirituality to try to become a material factor of impulse to the infinite and continuous process of enrichment of the human condition. This concept corresponds better with the historical approach, holistic, complex and dialectic and therefore contradictory development of man in their struggle against various forms of alienation, which makes it more appropriate to conceive of the progressive development of democracy and human rights. Bold approaches to data collection and large-scale quantitative advances have long been a preoccupation for social science researchers. In this commentary we further debate over the use of large-scale survey data and official statistics with ‘Big Data’ methodologists, and emphasise the ability of these resources to incorporate the essential social and cultural heredity that is intrinsic to the human sciences. In doing so, we introduce a series of new data-sets that integrate approximately 30 years of survey data on victimisation, fear (...) of crime and disorder and social attitudes with indicators of socio-economic conditions and policy outcomes in Britain. The data-sets that we outline below do not conform to typical conceptions of ‘Big Data’. But, we would contend, they are ‘big’ in terms of the volume, variety and complexity of data which has been collated and ‘big’ also in that they allow us to explore key questions pertaining to how social and economic policy change at the national level alters the attitudes and experiences of citizens. Importantly, they are also ‘small’ in the sense that the task of rendering the data usable, linking it and decoding it, required both manual processing and tacit knowledge of the context of the data and intentions of its creators. The purpose of the study is to reveal the factors and features that increase the efficiency of the educational process in universities in modern conditions of digitalization. The article consistently analyzes the features of the processes occurring in the modern digital economy, shows their impact on the effectiveness of the educational environment of the university, and also considers the specific features of digitalization in modern socio-economic conditions. The scientific novelty of the research lies in the theoretical analysis of (...) the ways and means of increasing the efficiency of educational work in the university. Based on the theoretical data of the research, it is possible to create practical and theoretical programs and make possible changes in the educational policy of universities in order to better use digitalization in the educational process. Introduction. At present, the issues of the Far East accelerated economic development remain in the focus of the state attention. Among the key mechanisms of state policy is the formation of advanced development territories (ADT). The article sets the task of studying the impact of the institutional measures taken on the welfare and the population’s life quality in the Far Eastern territories. Particular attention is paid to studying migration processes and analyzing the economic activity of the Far East (...) population. The purpose of the article is to study the effects of implementing mechanisms for accelerated economic growth, as well as assess their impact on the life quality in the Far East regions. Methods. The authors use the following methods: economic and mathematical modeling, computational and analytical methods, comparative and spatial analysis. Scientific novelty of the research. For a comprehensive assessment of the regional well-being, the authors propose to supplement the multiplicative model based on the A. Sen’s extended welfare function with a composite ecological index. It takes into account the ecological conditions of human life, which are an important aspect of well-being. The authors obtain ecologically adjusted indicators of well-being for the eastern regions of the Russian Federation and study their dynamics, as well as the relations with the data on the population’s migration activity during the formation of new institutions of advanced development in the East of the country. Results. The authors find out that most of the Far Eastern territories are still lagging behind the average Russian level in socio-economic development. The results of assessing the level of well-being of regions on the basis of a multiplicative model without taking into account the environmental factor show that the most prosperous areas are raw materials-based territories. It is shown that the role of environmental factors in the life quality in the Far Eastern territories of Russia is very significant - the ecologically adjusted level of well-being is noticeably lower than the indicator that does not take into account this aspect of well-being. The authors reveal that socio-economically disadvantaged regions with difficult natural and climatic living conditions have very high rates of migration outflow. Their coefficients of migration loss reflect the presence of a crisis in economic development, which has been increasing in recent years. An analysis of trends in economic activity shows a relationship between the dynamics of the number of employed and the implementation of ADT projects in the Far Eastern territories. Conclusions. The conclusion is that the measures taken by the state for the advanced economic development of the eastern territories of the country have not yet had a noticeable positive impact on the welfare and life quality in the Far East regions. The study examines the consequences of the COVID‐19 pandemic‐induced lockdown on the socio‐economic status of 212 female migrant workers employed in the informal sector, originating from four underprivileged districts of West Bengal, India. The study assesses the changes in their scope of employment, financial instability, and the level of violence experienced within households and workplaces in the pre‐pandemic and post‐lockdown phases. We apply the binary logistic regression to identify factors influencing their low employment scope, the t‐test to observe (...) changes in their income as a consequence of the pandemic, and the Wilcoxon signed‐rank test alongside effect size analysis to detect any rise in experiences of violence and exploitation against women. The findings suggest a notable decrease in their employment scope due to the absence of previous jobs, low wages, insecure workplaces, and family constraints; a decline in earnings; and an increased incidence of violence against them. The research suggests designing reforms to improve the current situation of female migrants, who represent one of the most marginalized sections of society. Formalizing the labor market and ensuring proper registration of these women would enable them to gain access to social security benefits, pension schemes, and relief packages that are vital for their well‐being. This article examines and assesses Bernard Hodgson’s critique of the Neoclassical concept of rationality and its place in the literature. It is argued that Hodgson’s Trojan horse critique is superior to the others because it addresses the role of empiricist epistemology in reducing reason to instrumental rationality and consequent disappearance of the human subject of political economy. The second phase of the empiricist level of analysis reintroduces the capacities for ethical deliberation, self-determination, and the socio-historical conditions and institutional setting (...) of the economic agent. Because Hodgson’s solutions presuppose empiricist terrain, they are arbitrary. This occurs because the fundamental problem of Neoclassical rationality is its ontology. Yet by introducing the human subject into economic theory, Hodgson’s solutions move onto an ontological terrain adequate for economic analysis of human subjects. (shrink)

Due to the socio-demographic change in most developed western countries, elderly populations have been continuously increasing. Therefore, preventive and assistive systems that allow elderly people to independently live in their own homes as long as possible will become an economical if not ethical necessity. These respective technologies are being developed under the term "Ambient Assistive Technologies". The EU-funded AAT-project Ambient Lighting Assistance for an Ageing Population has established the long-term goal to create an adaptive system capable of improving the (...) residential lighting conditions of single living elderly persons also aiming at supporting the preservation of their independence. Results of an earlier survey revealed that the elderly perceived their current lighting situation as satisfactory, whereas interviewers assessed in-house lighting as too dark and risk-laden. The overall results of ALADIN showed a significant increase in well-being from the baseline final testing with the new adaptive lighting system. Positive results for wellbeing and life quality suggest that the outcome effects may be attributed to the introduction of technology as well as to social contacts arising from participating in the study. The technological guidance of the study supervisors, in particular, may have produced a strong social reactivity effect that was first observed in the famous Hawthorne experiments in the 1930s. As older adults seem to benefit both from meaningful social contacts as well as assistive technologies, the question arises how assistive technology can be socially embedded to be able to maximize positive health effects. Therefore ethical guidelines for development and use of new assistive technologies for handicapped/older persons have to be developed and should be discussed with regard to their applicability in the context of AAT. The main goal of the present research is to examine socio-ecological hypothesis on apology and compensation. Specifically, we conducted four studies to test the idea that an apology is an effective means to induce reconciliation in a residentially stable community, whereas compensation is an effective means in a residentially mobile community. In Studies 1, 2a and 2b, American and Japanese participants (national difference in mobility; Study 1) or non-movers and movers (within-nation difference in mobility; Studies 2a and 2b) imagined (...) the situations in which they were hurt by their friends and rated to what extent they would be willing to maintain their friendships upon receipt of apology or compensation. The results showed that compensation was more effective in appeasing residentially mobile people (i.e., Americans and movers) than stable people (i.e., Japanese and non-movers), while apology was slightly more effective appeasing residentially stable people than residentially mobile people (significant in Study 1; not significant in Studies 2a and 2b). In Study 3, by conducting an economics game experiment, we directly tested the hypothesis that mobility would impair the effectiveness of apology and enhance the effectiveness of compensation. The results again partially supported our hypothesis: In the high mobility condition compensation increased one’s willingness to continue the relationship with the offender, when compared to willingness in the low mobility condition. The importance of socio-ecological perspective on the forgiveness literature is discussed. (shrink)

One cannot really speak of a school of personalistic economists. Moreover, there is a wide gulf between the economic philosophy of the personalists and the mathematical context of economic science. Since the thirties, philosophers such as Alexandre Marc, Jacques Maritain, Emmanuel Mounier and many others have been searching, on the basis of a personalistic view of man, for a `third way' between individualistic capitalism and statist socialism , but there was seldom interest from the side of the scientific (...) economists.Fortunately, there are some notable exceptions. François Perroux, Kenneth Boulding, Ernst Schumacher, Serge Christophe Kolm, and Amartya Sen are economists who, in various ways, have attempted to bridge the gulf between the personalistic view of man and economic rationality. By carrying out an immanent critique of some of the standard economic assumptions, they opened a path for a normative economics that was clearly distinct from a purely positive economics as well as from Pareto's welfare economics. One can affix various labels to these attempts: humanistic economics , socio-economics , moral economics . In what follows, I shall interpret these attempts as initiatives in the direction of a personalistic economics. I would also situate the current research in `economics and ethics', which is becoming part of the mainstream of economic thought, and which has received official recognition with the recent Nobel prize award to Sen, within this tendency towards a more personalistic economics.Attention to moral feelings, human rights, altruistic motives, justice and solidarity, non-profit organizations, etc., contribute to situating the economic problem in a field where economics, politics and ethics no longer function as three distinct domains but where their interaction is central.Yet does this interactive economics fit into a personalistic way of thinking? Is a generalized system theory not more attractive? System theory has a different focus than personalistic economics. System theory considers the axioms of system equilibrium and sustainable growth as the ultimate horizon, whereas a personalist sees them as merely important conditions for a good society and economy. However refined it may be, system theory views the person from an external point of view, while the personalist refers to the internal experience of human freedom and meaning as something that transcends and regulates the system's functionality.One could object that neo-classical economists do not use system theory as their point of departure. In their eyes, system equilibrium is the result of the utility-maximizing behaviour of individuals. These individuals subjectively determine what their preferences are and then act accordingly. Is this openness for a free, utility-maximizing actor — where there is room for both material and immaterial, egoistic and altruistic preferences — not sufficient to speak of a personalistic economics ? If this were true, then the discourse of personalism would be more or less superfluous.I take the term `personalistic economics' to refer to a normative economics that does not simply reconstruct the problem of efficient allocation as an individual or social problem of utility, but in the first instance as a problem of human dignity and social justice. To reduce the problem of human choice to a problem of subjective utility is in itself a far-reaching normative standpoint. As soon as one realizes this, there is no reason to exclude other normative assumptions, such as personalistic ones. (shrink)

On the basis of these findings, I suggest that the structure and organisation of the field of Hungarian economics under state socialism should be described as a case of “partitioned bureaucracy”.9 The compromise between research economists and the political elite in the New Course era between 1953 and 195510 survived the post-1956 reaction in so far as political economy, with its predominantly legitimatory and ideological functions, remained partitioned from the other sectors in the field through the remainder of the state-socialist (...) period. This secured considerable protection both for Marxist-Leninist political economy—which faced the destabilising effects of exposure to the findings of serious empirical research—and for the other sectors, which were professionally oriented and earnestly interested in the pursuit of unbiased empirical research, free from stifling agitprop interference. Our data concerning the reputational control of the field reflects only one, although very important, aspect of this partitioning. Another and much plainer aspect is that, from the early 1960s, the Agitation and Propaganda Department of the Central Committee no longer exercised control over the field, except in the political economy sector.The proposition about the “mechanism paradigm” should not be taken seriously as a statement of a Kuhnian type of intellectual organisation of Hungarian economics, with “reform economics” at its “hard theoretical core”. But it should certainly be taken seriously as a reflection of the sociopolitical structure which emerged and developed from the mid-1950s onwards. Neither the politicians nor the economists saw as necessary or even contemplated the integration of Hungarian economic research with Western mainstream economic thought. In exchange for the professional expertise and socio-economic intelligence necessary for the exercise of power, Hungary's state-socialist political class offered their economists relative autonomy and freedom from interference. The price the economists had to pay was partly to refrain from openly and systematically challenging the beliefs perpetuated by the political economy of socialism, and partly to accept in their research the paramountcy of policy orientation. But this burden they assumed willingly since it made them the only group within Hungary's academic intelligentsia—indeed, the only group in Hungarian society outside the political class—with the privilege of being coopted to the institutions with power over some restricted domains of policymaking. After 1989, especially under the conservative Antall government, this proved less than advantageous.11 Although the benevolence of many critics is open to question, it could greatly benefit the field if the economists' expulsion from contemporary politics went hand in hand with provision of the material, intellectual and institutional conditions for a new approach where a fundamentally scientific orientation is paramount. The article reveals the essential features and conditions of the long-term process of development of competitive innovation economy - knowledge economy on the example of Ukraine, where the dialogue of late postmodernism and early post-industrialism create special regional conditions. The article characterizes education as not just a form of social consciousness and practice, but as a social and cultural engine and simultaneously marker of civilization development level; considers higher education system from the point of view of society request to form (...) specialists of high qualification level and as a result powerful factor of regional economic growth; offers the directions of Ukraine higher education reforming, which still has signs of late postmodernism. The authors of this article have proved that the synergy of the economic and educational-scientific spheres is capable of changing the global laws of society's existence and returning the course of history to a truly humanistic, technological and divinely attentive course. The development of innovative activities, the introduction of new technologies, which in the long term to overcome the negative trends, primarily related to the need for structural reform of the educational sector in Ukraine and other regions, which are attractors of world change. In particular, cardinal changes require higher education as the most important resource potential that determines the direction of sustainable economic development. (shrink)

Anticipating critiques of democratic demagoguery, she reclaims the early modern notion of enthusiasm, linked to religious fanaticism, to account for uncritical admiration towards populist leaders. The article analyzes the dependence of the phenomenon of education on the type of civilization in space of which the life of the world community takes place. It is based on the interaction of social institutions of the market, science and education. It “proceeds” on the surface by the division of social labor, which generates a specific form of social system of education in dependence on the social division of labor in specific socio-economic conditions. To reproduce effectively its (...) structural and functional parameters, the author suggests resorting to the paradigm of the «life cycle of educational systems in the context of a civilizational approach» based on the use of cognitive analysis. Its advantage is only that the concept «grasps» the phenomenon of education as a whole. This means that the phenomenon of civilization education is studied as a social institution and social system of the industrial society. To analyze the dynamics of knowledge change, two methodological conditions must be used: to apply the civilizational approach and the paradigm of the life cycle of social systems, since this phenomenon has a long-lasting dimension in space and time; the meaning of educational content at each stage of industrial civilization life is distinguished: natural knowledge prevailed at the stage of its origin; at the stage of growth - technical knowledge that corresponded to the essence of civilization itself; at the stage of maturity - scientific knowledge turned into ideologues of social development, which led to the emergence of technocratism and “drove” the planetary community into a dead end; at the stage of decline - technological knowledge led to the loss of mainstream guide of social development and began the catastrophic destruction of the social organism of the planet, which entails a change in the type of civilizational development; the solution is seen in the rise of the planetary community into the space of informational civilization, the transition of education to mastering methodological knowledge corresponds to it. The purpose of this article is to provide a multi-perspective examination of one of the most important contemporary security issues: weaponized, and especially lethal, artificial intelligence. This technology is increasingly associated with the approaching dramatic change in the nature of warfare. What becomes particularly important and evermore intensely contested is how it becomes embedded with and concurrently impacts two social structures: ethics and law. While there has not been a global regime banning this technology, regulatory attempts at establishing a ban (...) have intensified along with acts of resistance and blocking coalitions. This article aims to reflect on the prospects and limitations, as well as the ethical and legal intensity, of the emerging regulatory framework. Standard evolutionary explanations seem unable to account for inclusivist shifts that expand the circle of moral concern beyond strategically relevant cooperators. Recently, Allen Buchanan and Russell Powell have argued that this shows that that evolutionary conservatism – the view that our inherited psychology imposes significant feasibility constraints on how much inclusivist moral progress can be achieved – is unjustified. Secondly, they hold that inclusivist gains can be sustained, and exclusivist tendencies curbed, under certain favorable socio-economic conditions. I argue (...) that Buchanan and Powell concede too much to the evolutionary conservative, because their second point shows that conservatives are right about the first: inclusivist shifts are unrealistic where it matters most, namely under harsh social, political and economic conditions. I suggest two promising strategies for solving this problem. One is to focus on different forms of moral progress to secure the same moral gains. The other is to look beyond possible extensions of our psychological capacities altogether, by providing institutional support that renders them irrelevant. We should bypass, rather than further stretch, the constraints of our evolved psychology to make moral progress possible. (shrink)

Digital platform economy has radically changed the modes in which work is organized, stretching the functionality of legal environment of work and its governance. This article builds on a strand of labor law scholarship that advances the need to rethink the legal construction of work and work relationship in order to adapt it to the dynamically evolving socio-economic context. By applying a business and human rights lens to this process, this article confutes the mainstream argument that labor rights (...) guarantees remain contingent on an individual’s enjoying the status of an employee under national jurisdiction. We survey a largely underexamined conception of affording protection to platform workers under International Human Rights Law (IHRL). In doing so, we argue that the instruments of IHRL may in some respects be even better placed than that of national law, both strengthening and complementing areas where state protection is weak or non-existent. Through the right to just and favorable conditions of work perspective, we outline the non-contested, albeit partly poorly implemented obligations of states, as well as largely contentious and contested responsibilities of private actors such as digital platforms towards the rights-holders. We conclude by arguing that the leverage offered by IHRL in the struggle to curb a quasi-sovereign power of the platform largely outweighs the democratically motivated objections this avenue may raise. Developing countries have recently experienced a burgeoning of small-scale individual entrepreneurs (SIEs) – who range from petty traders to personal service workers like small street vendors, barbers and owners of small shops – as a result of market-based reforms, rapid urbanisation, unemployment, landlessness and poverty. While SIEs form a major part of the informal workforce in developing countries and contribute significantly to economic growth, their potential is being undermined when they engage in irresponsible and deceptive business practices such as (...) overpricing, sale of underweight or substandard products, or attempts to hoard goods, to name a few. Despite the growing interest in corporate social responsibility (CSR) initiatives of small businesses in developing countries, the SIEs have received almost no attention. To address this void in the literature, we explore the reasons for the less than optimal level of social responsibility demonstrated by some SIEs in developing countries. We do so by drawing upon the existing literature to develop a comprehensive framework of social responsibility of SIEs highlighting their unique characteristics and the different contextual factors that they encounter in developing countries. Based on this framework, we then present a set of propositions specifying the influence of these contextual factors such as business environment, cultural traditions, socio-economic conditions, and both international and domestic pressures on the business practices of SIEs. The framework offers an explanation for the lack of responsible entrepreneurship of SIEs and has important implications for promoting sustainable business practices in developing countries where businesses are striving hard to survive and compete. In this article, I argue that conventional reasoning on corporate social responsibility (CSR) is based on the assumption of a liberal market economy in the context of a nation state. I build on the study of Scherer and Palazzo (Acad Manage Rev 32(4):1096-1120, 2007), developing a number of criteria to identify elements of liberal philosophy in the ongoing CSR debate. I discuss their occurrence in the CSR literature in detail and reflect on the implications, taking into account the emerging political (...) reading of the firm. I conclude that the apolitical framework in the mainstream CSR literature has to be overcome since it does not reflect recent changes in the socio-economic conditions for economic actors in a globalizing world. Despite sharing Catholic Social Teaching as their system of morals and both being confronted with marketisation pressures, working conditions at German and Belgian Catholic social service providers of elderly care differ. We argue that an interdisciplinary approach is needed to understand such differences, as interpretation of CST is mediated by local contexts. Working conditions result from interactions shaped by each country’s respective religious, legal and socio-economic contexts, providing players with different levels of discretion and power resources. In Belgium, (...) working conditions at Catholic elderly care providers tend to be better due to a strong Catholic trade union, encompassing labour market regulation and a universal legal system applying to all care providers. Moreover, there is strong interaction between these Catholic care providers and other Catholic institutions. By contrast, German CSSPs, operating as faith-based organisations with their own legal framework in a relatively liberalised and decentralised labour market, are able to use various flexibility practices which put pressure on working conditions. Using such practices is partially justified by the Catholic discourse on charity and altruism, stressing the particular nature of work in the Catholic care sector. Overall, the article demonstrates differences in the local application of CST. It also shows how transnational differences in working conditions at Catholic social service providers are the product of more than just local differences in the interpretation and application of CST principles, being shaped by interactions between a country’s specific religious, legal and socio-economic contexts. This research note examines the relationship between public attitudes toward universal basic income and country-level socio-economic conditions in 21 European Countries. Despite abundant theoretical and empirical research on UBI, a comparative analysis of public appetite for UBI has been unavailable due to data limitations. This research note takes advantage of the 2016 European Social Survey to explore the connection between public support for UBI and levels of social protection and economic insecurity.

In the conditions of the prevailing postmodernism new requirements to the manager of education as the specialist and as the person are allocated, according to what the emphasis on the influence of such processes as globalization, informatization, and innovative development on the preparation of modern experts in management is made. The analysis of the newest tendencies in pedagogical education proves the growth of requirements to professionally significant qualities of the head of a modern educational institution. Based on a thorough analysis, the features of professional competence of education managers, their professionally important and personal qualities that determine their professional activity are determined. Among the main professionally significant qualities of an education manager are such as strategic thinking, readiness for self-development, ability to make operational decisions, special and general abilities, positive motivation of professional activity, cross-cultural competence, emotional intelligence and cognitive empathy, effective time management. It is established that the effectiveness of management activities of a modern education manager is determined by his ability to properly assess the business environment, set complex but achievable goals, organize staff for their implementation. Societies of the East are often contrasted with those of the West in their stances toward technology. This paper explores these perceived differences in the context of international ethics guidance for artificial intelligence (AI) and robotics. Japan serves as an example of the East, while Europe and North America serve as examples of the West. The paper’s principal aim is to demonstrate that Western values predominate in international ethics guidance and that Japanese values serve as a much-needed corrective. We recommend (...) a hybrid approach that is more inclusive and truly ‘international’. Following an introduction, the paper examines distinct stances toward robots that emerged in the West and Japan, respectively, during the aftermath of the Second World War, reflecting history and popular culture, socio-economic conditions, and religious worldviews. It shows how international ethics guidelines reflect these disparate stances, drawing on a 2019 scoping review that examined 84 international AI ethics documents. These documents are heavily skewed toward precautionary values associated with the West and cite the optimistic values associated with Japan less frequently. Drawing insights from Japan’s so-called ‘moonshot goals’, the paper fleshes out Japanese values in greater detail and shows how to incorporate them more effectively in international ethics guidelines for AI and robotics. The modern world is multicultural and multilingual, it creates difficulties for the mutual contacts of the nations with different languages. The problem of overcoming the language barrier in a multilingual world is urgent. One of the best ways to solve this problem is bilingualism: possession of two languages, a native and a second one, generally intermediate language. The choice of the intermediate language is determined by socio-political and socio-economic conditions of contacting people. In a multinational state official (...) language of the country serves as an intermediate language. In the multi-ethnic Russian Federation, Russian language chosen as the intermediate language, by which representatives of different nationalities come into contact with each other. National-Russian bilingualism in the Russian Federation has become a mass phenomenon: all non-Russian population in varying degrees is fluent in Russian language. Further improvement of bilingualism at the present stage is solved in the new format - as an active bilingualism. In an active and harmonious bilingualism, languages distribute responsibilities among themselves: native language and intermediate language perform different public functions and the number of functions is usually not equal, one language performs more functions than the other does. It depends on the status of the language: the higher the status of the language, the more reason a speaker has for its extensive use in different areas of communication. Harmonious bilingualism helps to keep the national identity of each language and makes it possible to operate each of them on an equal footing in a multicultural space. Among the many politically and legally equal languages of the Russian Federation, a special place belongs to the Russian language: it performs a consolidating function, combines the languages of the nations of Great Russia into one united family. Multilingual Russia can be compared with a starry firmament. The more bright stars we can see, the more beautiful the starry sky is. The star of the Russian language in the sky shines especially bright. (shrink)

Application of technologies has an important role in agricultural development. Identifying and assessing the impacts of agricultural technologies is necessary. This study aimed at assessing the impacts of laser levelling economically, socially, environmentally, and technically in the viewpoint of the agricultural experts and identifying factors determining their perception of the impacts. The study samples (151 experts) were selected using multi-stage random sampling in Fars Province, Iran. The results revealed that experts considered uniform distribution of water, using conservation tillage, facilitating agricultural (...) activities, decreased water consumption and decrease of water wasting as the most important technical impacts of laser levelling technology. The most environmentally important impacts were the decrease of soil erosion and retention of crop residues. Experts stated the most significant social impacts as improvement in villages living conditions and sense of belonging to rural areas. Besides, an increase of income and reduction of inputs costs were among the economic impacts of laser levelling technology. According to the results, attitude towards water and soil resources conservation and environmental beliefs had the highest direct effect on individual perception toward impacts. Practical recommendations have been presented based on the results of the study. (shrink)

The liberal constitution in South Africa, which entrenches a certain kind of socio-economic organisation, renders systems of socio-economic organisation traditional to Africa, dysfunctional. These traditional communitarian systems contain within themselves structures endorsing harmony, mutuality and reciprocity as ground rules or values which distribute significant resources (both material and moral) to all agents in accordance with their socially determined deserts. The absence of these structures in South Africa contributes to a condition, inflamed by liberal structures, of (...) rights paralysis under which agents are unable to translate rights into substantial benefits. In this article I examine this condition with reference to two traditional systems of socio-economic organization to exhibit their advantages as correctives to the paralysis of rights, and to compare them in order to establish which one is preferable. At the turn of the Millennium, the issue of education, especially higher education, its role in state formation and impact on the life of society acquired particular relevance and became a subject of research of not only teachers and historians but also economists, political analysts, psychologists, social scientists and, above all, philosophers (which gave rise to a variety of models and trends in the philosophy of education). In the meantime, there is some lack of fundamental integrative studies into comprehensive educational-managerial (...) and socio-historical, socio-economic and state-political experiences of some developed countries in the implementation of these philosophical and educational paradigms, trends, models and reforming/modernization concepts of higher education and science, to be examined with consideration for similar challenges faced by education and science in Ukraine. Nearly every developed country has wide experience in building up a system of higher education. Results of reviewing such experience may contribute to the development and enrichment of the domestic educational system, afford an opportunity to avoid repeating mistakes and offer new approaches to solving a range of problems in this field. Based on the above, we also believe that it is impossible to pretend to develop a strategy for educational and scientific modernization reforms that deal with challenges of educational and scientific institution of society in management of scientific and educational space (which applies to both a social component of the philosophy of education and the field of educational management) without analyzing the existing models, schools, trends and their classification in the modern philosophy of education. This paper examines potential differences in land use between Q'eqchí Maya and Ladino farmers in a remote agricultural frontier in northern Petén, Guatemala. The research site, the Sierra de Lacandón National Park, is a core conservation zone of Guatemala's Maya Biosphere Reserve. In recent years, much has been written about the dramatic process of colonization and deforestation in Petén, Guatemala's largest and northernmost department. Since the early 1980s a rapid rural transformation has occurred where once remote forested regions have been (...) colonized by small farmers, and lands have been converted to maize fields and cattle pastures. Consequently, less than half of the original forest cover in the department remains. Although approximately half of Petén's rural settlers have been Q'eqchí Maya, their land use, and its subsequent impact on Petenero forests, has been little studied. Results suggest that despite heterogeneous land use systems in migrant origin areas, given similar physical and socio-economic conditions following settlement in this remote frontier, Q'eqchí and Ladino farmer land use is remarkably similar. Only a modest land use difference appears to exist between the two groups: Q'eqchí Maya appear to have more extensive swidden maize rotations while Ladinos dedicate more land to pasture. (shrink)

Cloth, $50.00.Franz Rosenzweig tried hard to convince the neoKantian Hermann Cohen of the merits of Zionism and the normalization it would bring to Jews and Jewish life. His attempt met with this response from Cohen: "Oho! So the gang (...) now wants to be happy, does it?" For those ignorant of the history of Jewish philosophy, one might imagine that Jewish philosophers, no less than their non-philosophical kinsmen, were so weighed down by the burdens of history and persecution that happiness could play no role in their theorizing. But happiness plays a key role in the history of Jewish moral and political philosophy, especially in the premodern period. Even Spinoza, the last of the medievals and the first of the moderns, the great critic of the rabbinic tradition and of Maimonides in particular, is concerned in his Ethics with identifying those activities that together constitute human well-being and the good life. Only lately, since the Enlightenment and Kant, has non-eudaimonism been a live option for Jewish thinkers. Only with the rise of (modern) Orthodoxy, and its predilection for construing goodness as rectitude and rule-following, has eudaimonism fallen out of favor. But with Tirosh-Samuelson's weighty volume on happiness in premodern Judaism, there can be no excuse in the future to imagine that all Jews are, or must be, closet Kantians, strict deontologists. To think otherwise seems to come close to taking on the classical (anti-Semitic) dichotomy of legalistic Judaism vs. spiritual Christianity. In it own way, Happiness in Premodern Judaism is a critique of such a one-sided, monochromatic view of Judaism, whether from the Christian or even from the Jewish side.Tirosh-Samuelson writes explicitly as an intellectual historian, rather than as a philosopher. She understands herself and her project as one that presents just the facts, without evaluating them. While one may cavil at a lost opportunity, in the present case this would be churlish, given the enormous erudition on display. After an introductory chapter outlining the foundational moral theories of Plato, Aristotle, and the Hellenistic philosophers, the text presents the (Greek-inspired) areteic wisdom literature of the Second Temple period, the teleological theocentrism of the rabbis, the Greco-Arabic Islamicate culture that nurtured Jewish philosophers from Saadia in the tenth century to Maimonides in the twelfth, the rabbinic and kabbalistic critiques of the philosophical ideal of happiness commencing [End Page 338] with the translation (into Hebrew) of Maimonides' Guide of the Perplexed at the beginning of the thirteenth century, and finally, very important and the focus of much recent scholarly work, the transformation of Jewish eudaimonism through direct contact with Christian Scholasticism and later with the humanist Renaissance. Tirosh-Samuelson is admirably clear in pointing out that such anti-Maimonidean tendencies are ill-characterized as anti-philosophical. Hasdai Crescas in the late-fourteenth and early-fifteenth centuries launched a massive critique of Maimonides' physics, metaphysics, and moral philosophy, but did so in as rigorous a manner as any philosopher would. The picture that enfolds over the course of the text is one of vigorous dialectic between partisans of 'alien' (Greek) wisdom and those who viewed such wisdom with considerable suspicion. For an ideology described by Marx himself as one that was suitable only for advanced societies, backward Naples ironically served as the point of entry for Marxism in Italy. As theorists and activists, the great Neapolitan Marxists—Antonio Labriola, Carlo Cafiero, Arturo Labriola, and Amadeo Bordiga—completely dominated the initial stages of the movement. For an understanding of the severe socio‐economic conditions that did much to make Naples the incubator of radicalism in post‐Risorgimento Italy, the literature of the meridionalisti (southern (...) reformers) remains indispensable. Under attack on both sides of the Atlantic by a new generation of historians who admirably seek to produce a nuanced history of the South by rising above the stereotypes associated with a one‐dimensional image of the “Southern Problem,” the meridionalisti require supplementing today as historians. Nevertheless, the reaction against them has been too extreme. They remain invaluable eye‐witnesses to the conditions and events that formed the historical context of Marxism's momentous appearance in Italy. (shrink)

Great impact on arising the idea of sustainable development came from so called Brundtland Rapport in 1987. In the document it was stated that one of the conditions of sustaining development in the World requires such development which would satisfy needs of present gen-erations without depriving future generations abilities and satisfactions of their needs. In reference to the idea of sustainable development two-fold purposes were undertaken: (1) instantiation of distributive justice criteria, and (2) explaining validity of future generation justice. Through analysis of the concepts "homogamy" and "heterogamy" within the context of educational levels, we can see that the marriage market is not random. The processes are influenced composition of spouses, as we noted in the study, a strong socio-economic conditions that also allow us to know the situation of women in recent decades.

Abstract In The Descent of Man (1879), Charles Darwin proposed a speculative evolutionary explanation of extended benevolence—a human sympathetic capacity that extends to all nations, races, and even to all sentient beings. This essay draws on twenty-first century social science to show that Darwin’s explanation is correct in its broad outlines. Extended benevolence is manifested in institutions such as legal human rights and democracy, in behaviors such as social movements for human rights and the protection of nonhuman animals, and in (...) normative attitudes such as emancipative values and a commitment to promote the rights or welfare of animals. These phenomena can be substantially explained by cultural evolutionary forces that trace back to three components of what Darwin called the human “moral sense”: (1) sympathy, (2) our disposition to follow community rules or norms, and (3) our capacity to make normative judgments. Extended benevolence likely emerged with “workarounds,” including political ideologies, that established an inclusive sympathetic concern for sentient life. It likely became as widespread as it is now due to recently arisen socio-economic conditions that have created more opportunities for people to have contact with and take the perspective of a broader cross-section of humanity, as well as other species. Nigeria is developing country where the practice of euthanasia is not legalized. But a look at the socio-economic conditions of Nigeria calls for the need to legalize the practice in this country. This paper examines the features of this country such as poverty, endemic diseases and a low level of investment in healthcare systems . It argues for the need to legalize euthanasia by justifying it as a policy and practice and identifying factors which are to be taken (...) into account. They include poor standard of living which reduces the life span of many and limited health care resources which prevents access to health care. The paper justifies legalizing euthanasia in Nigeria by responding to some arguments against euthanasia raised by critics emphasizing at the same time ethical issues such as autonomy, dignity and quality of life for euthanasia debate. It concludes by stressing that in Nigeria, a competent person who is terminally ill and undergoing severe pain should be able to determine how and when to end his life; the possibility of this will only depend on the legalization of euthanasia in this country. Recyclable issues do not receive sufficient attention, which thus see low awareness among Malaysians. This paper1 proposes women’s active participation in re-upcycling habits to maintain the ecologically challenging world today. Empowering women-at-home in this way enable them to sustain their own social and ecological well-being. Women can be active participants in community development activities. Even though they may be disinterested to work outside home, their involvement in their community should be encouraged. Embeddedness theory advocates empowerment of women through re-upcycling actions (...) are to be initiated from home. With the support from community, in turn, these actions can be an economic resources for their households. Malaysian women are most affected by employment opportunities, supports and reassurances from various sectors, such as the government, nongovernmental organisations and most importantly, the men in their lives. Depriving them from this socio-economic foundation will further impact the unemployment rate for Malaysia. On the other hand, if strategic planning is implemented by utilising the abundance number of unemployed women-at-home, the socio-economic conditions of the nation can also be improved. Indeed, this paper motivates discussions on the employment policy whereby re-upcycling activities may pave ways for women-at-home to get involved in employment, without leaving their homes. (shrink)
