We address three issues regarding the relationship between political party affiliation and returns in the equities markets, as measured by the NYSE Composite Index and its sub-indexes. First, we find a tendency for returns to be greater during Democratic presidential administrations; however, this result is statistically insignificant. Second, we conclude that returns during the last two years of presidential administrations are greater than during the first two years. Third, we examine the relationship between the majority party in each house (...) of Congress and equity returns. Buultjens discusses the future prospects for democracy by asking whether the present "democratic starburst" can be translated into durable systems and working institutions.

In this chapter, I try to answer the above question, and another question that it presupposes: can philosophy of language help us navigate the political news cycle? A reader can be sceptical of a positive answer to the latter question; after all, citizens, political theorists, and journalists seem to be capable of following current politics and its coverage in the news, and there is no reason to think that philosophy of language in particular should be capable of helping (...) people make sense and respond to the news. I will illustrate the application of philosophy of language to three contrasting strategies of political propaganda: dogwhistles, meaning perversions, and bald-faced lies. I hope that these help us see that philosophy of language can be a good tool in diagnosing demagoguery, and in resisting it. (shrink)

We invite systematic consideration of the metaphors of cycles and circulation as a long-term theme in the history of the life and environmental sciences and medicine. Ubiquitous in ancient religious and philosophical traditions, especially in representing the seasons and the motions of celestial bodies, circles once symbolized perfection. Over the centuries cyclic images in western medicine, natural philosophy, natural history and eventually biology gained independence from cosmology and theology and came to depend less on strictly circular forms. As potent (...) ‘canonical icons’, cycles also interacted with representations of linear and irreversible change, including arrows, arcs, scales, series and trees, as in theories of the Earth and of evolution. In modern times life cycles and reproductive cycles have often been held to characterize life, in some cases especially female life, while human efforts selectively to foster and disrupt these cycles have harnessed their productivity in medicine and agriculture. But strong cyclic metaphors have continued to link physiology and climatology, medicine and economics, and biology and manufacturing, notably through the relations between land, food and population. From the grand nineteenth-century transformations of matter to systems ecology, the circulation of molecules through organic and inorganic compartments has posed the problem of maintaining identity in the face of flux and highlights the seductive ability of cyclic schemes to imply closure where no original state was in fact restored. More concerted attention to cycles and circulation will enrich analyses of the power of metaphors to naturalize understandings of life and their shaping by practical interests and political imaginations. Across the world, the lives of men and women who are otherwise similarly situated tend to differ from each other systematically. Although gender disparities varywidely within and among regions, women everywhere are disproportionately vulnerable to poverty, abuse and political marginalization. This article proposes thatglobal gender disparities are caused by a network of norms, practices, policies, and institutions that include transnational as well as national elements. These interlaced and interacting factors frequently modify and sometimes even reduce gendered vulnerabilities but their (...) overall effect is to maintain and often intensify them. Women’s vulnerabilities in different areas of life mutually reinforce each other and I follow other authors in referring to such causal feedback loops as cycles of gendered vulnerability. I argue that these cycles now operate on a transnational as well as national scale and I illustrate this by discussing the examples of domestic work and sex work. If global institutional arrangements do indeed contribute to maintaining or intensifying distinctively gendered vulnerabilities, these arrangements deserve criti cal scrutiny from philosophers concerned with global justice. Riker (1982) famously argued that Arrow’s impossibility theorem undermined the logical foundations of “populism”, the view that in a democracy, laws and policies ought to express “the will of the people”. In response, his critics have questioned the use of Arrow’s theorem on the grounds that not all configurations of preferences are likely to occur in practice; the critics allege, in particular, that majority preference cycles, whose possibility the theorem exploits, rarely happen. In this essay, I argue that the (...) critics’ rejoinder to Riker misses the mark even if its factual claim about preferences is correct: Arrow’s theorem and related results threaten the populist’s principle of democratic legitimacy even if majority preference cycles never occur. Rike University ofDetroit Mercy Violence is the heart and secret soul ofthe sacred" (Girard 1977, 31). René Girard reaches this shocking conclusion by tracing the dynamics ofthe generation ofviolence in history, and the ingenious ways in which humanity has learned to funnel violence into ritual sacrifice to avoid apocalypse. His argument pivots upon his understanding ofhumanity as inherently (...) flawed, as fated to conflict in the struggle to survive. Ifthe sacred mechanism of ritual sacrifice is not deployed, violence takes on a power and personality all its own: "If left unappeased, violence will accumulate until it overflows its confines and floods the surrounding area. The role ofsacrifice is to stem this rising tide... and redirect violence into 'proper' channels" (10). Girard's theory about the violent origins ofthe sacred institutions of ritual sacrifice, law, and myth highlights perhaps the chief paradox of religion: it has been used to promote as much as to oppose violence. Today, as feminists explore how women in particular have been the objects ofsuch violence, they too have turned to Girard to understand this paradox, and yet most have ended up criticizing Girard for falsely universalizing typically Eurocentric and androcentric conceptions of humanity, violence, and religion (Shea, Kirk-Duggan, Nowak 24-6).' In Girard's view, the ritual ofsacrifice and the law are generated out ofthe socio-psychological mechanisms ofacquisitive mimesis and scapegoating as the sacred's way of controlling violence. In ways he leaves largely implicit, these mechanisms reflect the devastating cyclical effects of violence upon its victims. Girard stops short of reflecting on the roles gender plays in the cyclical processes of violence, and yet, as my subsequent analyses shall demonstrate, there can be little doubt that women participate in these processes in ways both like and unlike men. Women have been scapegoated throughout history, but not all women end up as victims ofviolence and the rituals constructed to appease it. Nor do many women remain simply victims of the tides of violence: many repeat the cycle of victimization and themselves become perpetrators. Real business cycle theory, as exemplified by Fischer Black's Business Cycles and Equilibrium, posits that business cycles are due to random?technology shocks,? and not to monetary, fiscal or other government policies. Rational expectations and complete markets are supposed to enable decision makers to avoid the costly mistakes that would otherwise result from policies that distort incentives to borrow and invest. This paper questions the assumptions of rational expectations and complete markets from an Austrian?school perspective. It argues that decision (...) makers economize on information costs by basing their plans at least in part on the actual prices observed in the course of doing business, and that government regulations have impinged on the evolution of markets, leaving them far from complete. It is a commonplace in the history of science that reputations of scientists play important roles in the stories of scientific knowledge. I argue that to fully understand these roles we should see reputations as produced by communicative acts, consider how reputations become known about, and study the factors influencing such processes. I reapply James Secord's ‘knowledge-in-transit’ approach; in addition to scientific knowledge, I also examine how ‘biographical knowledge’ of individuals is constructed through communications and shaped by communicative contexts. My (...) case study is Carl Sagan, widely discussed – amongst scientists, media professionals and publics – for his skill as a charismatic popularizer, his perceived arrogance, his political activism, and his debated merit as a researcher. By examining how aspects of Sagan's reputation circulated alongside his scientific work – rather than existing as a static context for his scientific work – I show how different forms of knowledge influence each other as they circulate. Despite their purported demographic and institutional decline, White evangelical voters were instrumental in the election of Donald Trump in 2016, and even more so in his 2020 loss. The story of Trump’s electoral successes among Christian voters in the last two elections is in large part the story of religious nationalism—and White Christian nationalism in particular—because Trump personifies the convergence of nationalism-infused forms of messianism and apocalypticism intrinsic to White evangelicalism, which culminate in QAnon cultic ideology. However, these same ethnoreligious/nationalist (...) patterns and logics extend much further back than Trump’s insurgent candidacy. This chapter traces the recurring, resurgent patterns of “zombie nationalism” among White evangelical Christians in the United States over the last half century that emerged in response to periods of significant societal change and certain recurring sociopolitical issues. In particular, alongside established elective affinities around ethnicity (whiteness) and religion (Christianity), this chapter makes the case for incorporating gender and sexual politics as key factors in the articulation and legitimation of religious nationalism in the United States. White Christian nationalism tends to reemerge as a salient political force during periods of rapid social change and diversification, driven by racialized religious grievances symptomatic of Nietzsche’s concept of ressentiment, or the paradoxical internalization and reprojection of a person’s or group’s perceived endangerment, victimhood, and/or suffering, in order to gain power. Drawing on examples of marriage equality and reproductive rights, this chapter demonstrates how an understanding of sexual politics is key to both apprehending and breaking the cyclical reanimation of White Christian nationalism. Escaping the nihilistic impulses driving these cycles will require White evangelicals to develop new hermeneutical tools capable of transforming the exclusionary patterns of racism, ethnocentrism, heteronormativity, and patriarchy that fuel the engine of ressentiment animating zombie nationalism. The political philosopher Leo Strauss provides a useful context for this issue by weighing the three primary regimes he finds available to modernity: traditional regimes, liberal regimes, and the universal state . He posits a new cycle of regimes for the modern world, just as Plato and Polybius did for the ancient world. Enhanced weathering, in comparison to other geoengineering measures, creates the possibility of a reduced cost, reduced impact way of decreasing atmospheric carbon, with positive knock-on effects such as decreased oceanic acidity. We argue that ethical concerns have a place alongside empirical, political and social factors as we consider how to best respond to the critical challenge that anthropogenic climate change poses. We review these concerns, considering the ethical issues that arise (or would arise) in the large-scale deployment of enhanced (...) weathering. We discuss post-implementation scen- arios, failures of collective action, the distribution of risk and externalities and redress for damage. We also discuss issues surrounding ‘dirty hands’ (taking conventionally immoral action to avoid having to take action that is even worse), whether enhanced weathering research might present a moral hazard, the importance of international governance and the notion that the implementation of large-scale enhanced weathering would reveal problematic hubris. Ethics and scientific research interrelate in complex ways: some ethical considerations caution against research and implementation, while others encourage them. Indeed, the ethical perspective encourages us to think more carefully about how, and what types of, geoengineering should be researched and implemented. (shrink)

Rosser's thoughtful and careful review of my book on business cycles reflects a different methodological stance than my own. I believe that economic theory and macroeconomics cannot escape using the concept of risk, even though, as Rosser points out, risk is not a simple unidimensional magnitude in many circumstances. I view the rational expectations assumption as a useful way of presenting a theory, rather than as a descriptive account of real‐world expectations.

The present yearbook (which is the fourth in the series) is subtitled Trends & Cycles. It is devoted to cyclical and trend dynamics in society and nature; special attention is paid to economic and demographic aspects, in particular to the mathematical modeling of the Malthusian and post-Malthusian traps' dynamics. An increasingly important role is played by new directions in historical research that study long-term dynamic processes and quantitative changes. This kind of history can hardly develop without the application of (...) mathematical methods. There is a tendency to study history as a system of various processes, within which one can detect waves and cycles of different lengths – from a few years to several centuries, or even millennia. The contributions to this yearbook present a qualitative and quantitative analysis of global historical, political, economic and demographic processes, as well as their mathematical models. This issue of the yearbook consists of three main sections: (I) Long-Term Trends in Nature and Society; (II) Cyclical Processes in Pre-industrial Societies; (III) Contemporary History and Processes. The Great Recession has brought with it a renewed interest in Hayek's business-cycle theory, which holds that loose monetary policy generates an unsustainable boom characterized by a lengthening of the capital structure. Hayek's theory has received robust criticism for decades, although the criticisms have varied in quality. Various empirical disconfirmations pose the most serious challenge. The small empirical literature on the subject generally confirms Hayek's predictions about variations in the capital structure, but has not persuasively linked the capital structure to (...) the business cycle. A better option, then, may be to abandon Hayek's business-cycle theory, preserve his capital theory, and graft it onto a Keynesian or monetarist understanding of the business cycle that is more consistent with modern macroeconomics. Two fundamental business ethics issues that repeatedly surface in the academic literature relate to business's role in the development of public policy [Suarez, S. L.: 2000, Does Business Learn? (The University of Michigan Press, Ann Arbor, MI); Roberts, R. W. and D. D. Bobek: 2004, Accounting, Organizations and Society 29(5-6), 565-590] and its role in responsibly managing the natural environment [Newton, L.: 2005, Business Ethics and the Natural Environment (Blackwell Publishing, Oxford)]. When studied together, researchers often examine if, and how, (...) corporations influence environmental policy decisions. Drawing from literatures on corporate political activity, corporate social and environmental performance, and corporate environmental disclosure, we develop and empirically examine two research questions concerning the relations between corporate political expenditures, environmental performance, and environmental disclosure. The questions are: (1) Do corporations that are poorer environmental performers spend more on political activities than their better-performing counterparts? (2) Is there an association between corporations' spending on political activities and the extent of their financial report environmental disclosures? We investigated these questions through analyses of data we gathered on a sample consisting of 119 U.S. environmentally sensitive firms for the 2001-2002 election cycle. After controlling for firm size and specific industry effects, our tests reveal a significant, inverse relationship between firm environmental performance and political spending. This is consistent with the notion that U.S. firms with relatively poorer environmental performance records engage more intensely in corporate political activities as part of their overall strategic management of their relationship with the state. In addition, a significant and positive association between the amount of political spending and the extent of environmental disclosure suggests that environmental disclosure and political spending are both proactive, complementary tactics to strategically manage public policy pressure. If corporations' strategies are intentionally designed to unreasonably limit their environmental responsibilities or to misrepresent firm environmental performance, then we argue that these activities reflect a significant lapse in ethical conduct. Practical reasoning as an important form of argumentation in politics has received limited research attention in critical discourse studies despite the proposal of an analytical model. Focusing on argument development surrounding events related to the extradition bill crisis of Hong Kong, this paper analyzes 48 editorials published in the South China Morning Post during the crisis period adopting Fairclough’s model. A number of recurrent themes have been identified in the corpus in association with the four argument components within the model (...) – Claims, Goals, Values and Circumstances – which may increase understanding of the social contexts of the extradition bill crisis. It is further argued that, although Fairclough’s model may not capture the arguments in individual editorials comprehensively, the model can be usefully applied to analyze a collection of interrelated editorials to reveal more insights about an ongoing political crisis. abstract Cowen and I agree that rational‐expectations theory is unrealistic and that risk is difficult to quantify. However, we continue to disagree about the riskiness of consumption as opposed to investment. Since more investment might lead to a recession if investment is relatively risky, Cowen's use of rational‐expectations theory to buttress the Austrian school's claim that market economies can shift toward relatively more investment without experiencing macroeconomic disruption remains suspect.

Politeness in conversation is a fascinating aspect of human interaction that directly interfaces language use and human social behavior more generally. We show how game theory, as a higher-order theory of behavior, can provide the tools to understand and model polite behavior. The recently proposed responsibility exchange theory :313–344, 2019) describes how the polite communications of thanking and apologizing impact two different types of an agent’s social image: warmth and competence. Here, we extend this approach in several ways, most importantly (...) by adding a cultural-evolutionary dynamics that makes it possible to investigate the evolutionary stability of politeness strategies. Our analysis shows that in a society of agents who value status-related traits over reciprocity-related traits, both the less and the more polite strategies are maintained in cycles of cultural-evolutionary change. Introduction. The paper contains political and psychological profiles of the local self-government deputies in the city of Chelyabinsk. The purpose of the study is to examine how municipal reform in 2014 influenced institutional opportunities for creating a new model of political leadership in terms of its effectiveness on political and psychological level. Methods. The author’s approach is based on the combination of political and psychological techniques, such as qualitative content analysis, psychobiography and in-depth interview (for assessing (...) politicians’ images in mass consciousness). Scientific novelty. The author presumes that political leadership is a complex phenomenon based on institutional and psychological factors. Its institutional framework for the purpose of the research is determined by the municipal reform. The deputies’ psychological profiles are viewed as individual patterns of political behavior shaped as a result of adopting individual psychological characteristics to the demands of political role presumed by the reform’s conceptual foundations. Results. The data contain evidence that political and psychological profiles of the deputies under analysis in general lack features which make it possible to uncover the institutional potential of the reform. A new model of political leadership presumed by the reform’s conception was supposed to possess such attributes as: 1) widening political representation; 2) enhancing effectiveness of communication between leaders and followers; 3) depoliticizing agenda. The analysis shows that deputies elected under reform on the “inner” level are rigid and reproduce inertial model of political behavior. On the “outer” level their perception is superficial and does not have explicit potential to improve due to revealed unconscious parameters. Conclusions. Two electoral cycles within the reform did not fully reveal the leadership potential of the deputies. Therefore, the perspectives of its prolongation are viewed by the author as highly problematic. The paper examines the media attention given to the Norwegian Progress Party (FrP) during the parliamentary elections in which it participated between 1973 and 2017. Particular attention is paid to the ideas of media populism and the so-called life-cycle model that outlines the relationship between the different media types and a populist movement regarding its life span. Our data consist of media coverage of the parliamentary election campaigns in Norway in Verdens Gang’s (tabloid) and Aftenposten’s (legacy) newspapers between 1973 and (...) 2017 in general (n=16,536) and the FrP’s media attention in these two major newspapers in particular (n=1,671). The research method employed was a quantitative content analysis. The media coverage of the FrP follows somewhat the life-cycle model, but the party’s internal development and status in the political field, immigration as an individual issue, and changes in political and the media environments seem more important factors for the media attention. The nature of the climatic response to solar variability is assessed over a long-time scale, as in the case of the periodicity of 1500 years (Dansgaard-Oeschger cycle). For this reason it is important to perform an analysis to detect the existence of this periodicity in the Holocene and the possible influence of the sun on this periodicity. For this purpose, the method of Wavelet analysis in time-frequency was used. The information of oxygen isotopes (δ18O) and Berilium-10 (10Be) at the North (...) Pole reveals a periodicity of approximately 1000 years, whereas at the South Pole it shows the existence of a periodicity of about 1500 years. The comparison of the information of δ18O and 10Be suggests a possible solar influence on the appearance of these periodicities. Possibly the current global warming is due to Dansgaard-Oescher cycle and not by anthropogenic effects. (shrink)

In this article we (a) interlink the philosophical ideas of Ernst Schumacher and Karl Popper within the framework of planning and management, (b) describe project management cases implemented using the principles of project cycle management (PCM) and (c) study whether the success or failure can be attributed to following these concepts. We consider two basic concepts for perceiving the world surrounding us: the concept of organisation and that of self-organisation. The former emphasises the predictability of the future, where the results (...) of each activity are predetermined and can always be achieved through thorough analytical planning. The latter sees the world as a generic whole where numerous interactions take place simultaneously, leaving the future unknown. As it has been shown, for example, by Schumacher, Hayek and Popper, the real world is uncertain and orders of great complexity appear spontaneously in a self-organised manner. Mankind has thus to cope with the self-organising world and to plan and manage therein. PCM is one of the most widespread contemporary management techniques used for that purpose in both the private and public sectors. However, PCM lacks a proper theoretical basis as well as philosophical framework. We have proposed elsewhere that the concept of piecemeal social engineering elaborated by Popper in his The Poverty of Historicism could serve as a theoretical basis, which can combine the organisational nature of planning and the self-organising and fuzzy world. Thus the task is mentally to split the planning and implementation issue: to take the whole into pieces and rearrange them in a desired manner in the planning phase (concept of organisation; convergent problem solving). The actual implementation of the plan ought to be conducted following a stepwise approach, re-planning all through the process (concept of self-organisation; divergent problem solving). “The future cannot be forecast, but it can be explored.” Not all human actions are unpredictable, but we cannot be sure what the results would be or judge the value of an action based on its inclusion in some plan. This is the first volume in a new, definitive, seven-volume edition of the works of Michal Kalecki, one of the twentieth century's most distinguished economists. Kalecki was one of the three contemporary economists to arrive at the conclusions publicized by Keynes, although Kalecki arguably presented these views even earlier than Keynes. Volume I contains Kalecki's writings on the theory of the business cycle and full employment. His seminal Essay on the Business Cycle Theory is preceded by his earlier theoretical studies (...) and followed by publications which developed and defended its main concepts and ideas. This volume also contains the 1939 book Essays in the Theory of Economic Fluctuations, the work which established his reputation. Also included are papers documenting his confrontation with Keynes's General Theory, including Kalecki's review of that work, and his various studies on the theory and policies relating to full employment, both the well known `Political Aspects of Full Employment' and `Three Ways to Full Employment', and those which have unfairly received less attention. The editorial comments and annexes at the end of the volume, besides giving valuable information on the background to the main texts, include illuminating exchanges of correspondence between Kalecki and Keynes, Joan Robinson, and others. The nature of the climatic response to solar variability is assessed over a long-time scale, as in the case of the periodicity of 1500 years (Dansgaard-Oeschger cycle). For this reason it is important to perform an analysis to detect the existence of this periodicity in the Holocene and the possible influence of the sun on this periodicity. For this purpose, the method of Wavelet analysis in time-frequency was used. The information of oxygen isotopes (δ18O) and Berilium-10 (10Be) at the North (...) Pole reveals a periodicity of approximately 1000 years, whereas at the South Pole it shows the existence of a periodicity of about 1500 years. The comparison of the information of δ18O and 10Be suggests a possible solar influence on the appearance of these periodicities. Possibly the current global warming is due to Dansgaard-Oescher cycle and not by anthropogenic effects. (shrink)

The world was changing at a blistering speed in Bagehot's day. New scientific ideas were reshaping the world, and every field of human inquiry was affected by this new interest in giving a full explanation for the history of everything in existence. In this work, first published in 1872, Bagehot applies scientific ideas, like survival of the fittest, to the development of nations and government. He further discusses the effect of scientific and technological advancements, like the invention of stronger and (...) more deadly weapons, on politics. British journalist WALTER BAGEHOT (1826-1877) was an early editor of The Economist and was among the first economists to discuss the concept of the business cycle. As a nexus of fertility’s finitude and female midlife, menopause is a physical and cultural phenomenon through which the relation between the medicalization of the female reproductive cycle and normative attitudes toward aging become expressed. Age, like other systems of separation, can function as an “instrument of regulatory regimes” and shows similarities to gender in its body-bound, surface-focused, and morally coded position in the sociomedical sphere. Being concerned with conflict and its role both in providing democratic regimes with salutary forms of innovation and in enhancing the capacity of societies for self-government, this dissertation examines Machiavelli's thought on "revolution" in the Discourses. This dissertation develops three arguments: that Machiavelli's notion of conflict includes not only conflict between socioeconomic groups but conflict between political leaders; that Machiavelli's version of the mixed republic reflects not merely the channeling of contending social forces but the institutionalization of change so (...) that the quintessential virtu of a well-ordered republic is its ability to recruit responsible leaders whose individual ambition for public recognition is directed to the common good of the political community; and that although Machiavelli was aware of the power of public imagination in creating a change of regime, his vision of redemption in the Discourses remains far from a populist mode of revolution that can be identified with the emergence of one revolutionary class through indoctrination. ;Each argument appears as a heterogeneous body of thought. But this dissertation argues that there is common ground in terms of temporizing with or delaying a radical change through class upheaval. We may learn from Machiavelli's antityrannical and republican thought on revolution that the wisest policy for treating revolution is not simply avoiding impending dangers by extraordinary measures in a dire emergency but also making use of the spirit of new political actors by election, accusation, and rivalry between political leaders in normal times. And, if Machiavelli's redemptive politics is analyzed in an arena free from the simple antinomies of liberalism versus republicanism, what Machiavelli's thought on revolution in the Discourses may have to offer us is that a broad notion of revolution---one that includes the nature of hostility among human beings, the cycle of regimes, and the creation of a new political order---helps us react better to conflict and deal with its political consequences in multiple forms straightforwardly; and political solutions of social and economic questions, such as the mixed republic and the role of prudent leaders in its actualization, should be emphasized.
