This paper aims to show the historical contingency of policy entrepreneurship in science by analyzing the case of brain research in South Korea during the last decade of the 20th century. This decade saw an increasing emphasis placed upon the development of information technology and its use for societal changes. The rise of the “Information Society” in Korea was an important context for shaping the field of brain research as an amalgam of multiple disciplines which led to the passage (...) of the Brain Research Promotion Act; the first law in the world enacted to promote brain research. This paper, through focusing on in what context someone takes up an entrepreneurial role, shows how the concept of interdisciplinarity has been shaped by, and how it has influenced the development of brain research and its related policy measures in Korea. It ultimately reveals the contingent and transient aspect of a policy entrepreneur and his effect on building a new field. (shrink)

The main aim of this article is to use the case study of comprehensivisation to examine the role of party activists as policy entrepreneurs and public intellectuals during the period 1950–1965. The intention is to widen the traditional notion of the public intellectual in order to better evaluate policy-making processes within the Labour Party. It will be argued here that these figures were also policy entrepreneurs, who actively created and advocated new policy solutions, not (...) just unconnected idea merchants hawking impractical or ignorable ideas without a clear strategy. Previously, Labour policy on comprehensivisation was viewed as a ‘missed opportunity’, a case study of ambivalent policymakers lacking vision. However, this article demonstrates that, over a long period of time, a methodical policymaking process considered and adopted a position that advocated a more comprehensive schooling system. In this process, the sustained activities of Fabian Society and NALT members, acting as policy entrepreneurs within the Labour Party’s policymaking organs to transform often non-committal and vague conference resolutions into a usable policy solution. The Covid-19 pandemic triggered a crisis affecting many spheres of socio-economic life. Both the authorities and entrepreneurs found themselves in a new and unusual situation. The lockdown introduced in the Polish economy in March 2020 has changed drastically environment and conditions for entrepreneurs and companies in Poland. The article touches on the problem of changes in the system of formal and informal institutions during that period. An attempt was made to answer the question: to what extent was the (...) institutional state order compatible with the spontaneous order during that period, did the paths of entrepreneurs and the government meet and an agreement was reached in the name of setting a common policy direction to support the economy in the difficult period of the pandemic, or did the paths of these parties diverge? The research hypothesis requiring verification was that the institutional crisis in Poland deepened during the Covid-19 pandemic, as reflected in the slow erosion of the principles of institutional governance. The analysis shows that the progressing institutional weakness of the state during the period under review deepened the crisis of institutions. Its symptom was the gradual disappearance of social dialogue and arbitrary decisions taken by the government. The rules of law did not take into account the needs of entrepreneurs. Over time, the trust in the government and the law has declined. In a response to the prolonged lockdown in many sectors of the Polish economy, some desperate entrepreneurs took steps to circumvent the law, and there were active protests of entrepreneurs against the government’s decisions. The government might defend its authority only with ineffective repressions applied to entrepreneurs. (shrink)

The question I wish to take up in this paper is whether competitive markets, as mechanisms that initiate the distribution of scarce goods, allocate those goods in accordance with what participants in those markets deserve. I want to argue that in general people do not in fact deserve what they get from market interactions, when “what they get” is determined by the competitive forces coming to bear on the market. This more general claim is meant to apply to all participants (...) in the market. However, my strategy here is to focus on the particular case of the role of entrepreneurs, as I will define them, and whether they deserve the profits they reap in a competitive capitalist market. In particular, I will argue that the claim that entrepreneurs deserve their profits, when spelled out precisely, is indeed not plausible. Generalizing from this claim, I want to suggest how moral desert is inappropriate as a justification of market shares whenever competition determines the magnitude of those shares. I should stress, though, the particularity of my central claim: it is that “ entrepreneurs do not deserve their profits.” This is not to say that, for other reasons, people should not receive the rewards doled out by a market. My claim is only that desert has nothing directly to do with it. I am deviating significantly here from the usual strategy for denying the relevance of desert claims to principles of distributive justice. (shrink)

Research on the challenges facing African women entrepreneurship and the impact of the coronavirus disease 2019 (COVID-19) pandemic is scant. This article explored the challenges and the impact of COVID-19 on African women-owned businesses and the effect thereof on the 17th goal of the African Union (AU) Agenda 2063. African women entrepreneurs experience many social inequalities, ranging from cultural norms to family to legal and regulatory measures to accessing finance. The COVID-19 pandemic exacerbated these challenges as many African women (...) entrepreneurs have been forced out of business because of measures taken by African governments to halt the spread of the disease. The article reviewed current literature on African women entrepreneurs and the impact of the COVID-19 pandemic using two databases and is based on a total of 104 published articles. The article provided a foundation for post-COVID-19 policy directives in Africa. The authors recommend measures to mitigate these challenges and discuss strategies for policymakers to re-position African women entrepreneurs for the post-COVID-19 era towards achieving AU Agenda 2063 and realising the Africa we all want. Contribution: The study aligns with the United Nations Sustainable Development Goal of ending poverty in Africa and the AU Agenda 2063 goal of achieving gender equality and empowerment of all women and girls to achieve the Africa we all want. Most studies examining gender and development programs in international nongovernmental organizations consider how these organizations construct global policy agendas, or how such policies are implemented in local contexts. However, INGOs originate in specific countries. Drawing on the varieties of capitalism literature, this article analyzes the impact of “national gender imaginaries” on gender and development programs implemented by INGOs in Cambodia. Based on 43 in-depth interviews, I argue that INGOs from Scandinavia, the United States, and South Korea, informed by different (...) gender imaginaries, pursue different ways of promoting women in development. Local Cambodian nongovernmental organizations, aware of this variation in national models among INGOs, employ distinct strategies to appeal to donors while adapting the models to the Cambodian context. Since the 16th National Congress of Communist Party of China (16th NCCPC) in 2002, more and more private entrepreneurs have appeared on the political arena in China. The article first describes the state of the phenomenon, and analyzes the reasons and the related ethical issues of private entrepreneurs participating in politics. For this purpose, the article begins by suggesting a framework of analyzing the ethical analysis of corporate political actions, then applies it to a case study of the (...) phenomenon, and finally, makes some policy suggestions to the government for regulating the practice of private entrepreneurs' involvement in politics. In the 1990s, Dutch nature policy adopted a new policy concept, ‘nature development’, whereas, until then, ‘nature preservation’ had largely dominated both the discourses and practices of nature policy-making. Nature development can be regarded as the Dutch counterpart of concepts such as ecological restoration, emerging simultaneously in other national nature policies. This paper argues that the rise of the nature development concept in the Netherlands is mainly due to the entrepreneurial strategies of a relatively small group of (...) individuals. To study the impact of the latter’s entrepreneurial strategies on the adoption and implementation of the new concept, we first made a content analysis of nature-policy documents issued between 1977, when the concept of nature development was coined for the first time, and 2012. Next, we analysed newspaper articles covering the debate on Dutch nature policy. Third, we conducted semi-structured interviews with the key individuals involved. This article deliberately takes an agency perspective, emphasising the complementary roles that policy entrepreneurs played in the different phases of the policy change process, with concept developers, early adopters and translators, and early implementers. Their success is to be attributed to a smart combination of discursive and network strategies. (shrink)

Using Giddens’s structuration theory and empirical data from a study with social enterprise stakeholders, the article explores how social entrepreneurs and the structure co-create one another. We show that the development of the contemporary significance of social entrepreneurialism lies in a combination of complex context-specific structural forces and the activities of agents who initiate, demand, and impose change. Social entrepreneurs intentionally tackle social challenges, but their actions bring unintentional results, such as the transfer of state responsibilities onto communities. (...) Direct outputs of their activities introduce indirect outcomes, bringing wider changes in culture and policy. The evolving nature of entrepreneurship and a number of factors that interplay in time and space, and enable and constrain social entrepreneurs, confirm the applicability of Giddens’s theory in the field of social entrepreneurship. The originality of this article derives from revealing mechanisms that enable social entrepreneurs to emerge and reasons for structural change. We also build a “co-creation model of structure and agency” that can be used to “engineer” the process of social entrepreneurship. (shrink)

Scholars increasingly argue that entrepreneurs and their small- and medium-sized enterprises should play a central role in reducing the rate and magnitude of climate change. However, evidence suggests that while some entrepreneurs recognize their crucial role in addressing climate change, most do not. Why some entrepreneurs nevertheless concern themselves with climate change has largely been overlooked. Some initial work in this area tentatively suggests that these entrepreneurs may engage with climate change because of their personal values, (...) which either focus on financial or socio-ecological reasons, or a combination of both. Yet, it is unclear if all for-profit entrepreneurs engage with climate change for the same reasons, or if indeed their motivations vary across business types. Over a period of four years, we examined entrepreneurs’ motivations to engage with climate change through a variety of qualitative research methods. Our findings illustrate how entrepreneurs who address climate change have motivations specific to their business activity/industry and level of maturity. In each instance, we link these motivations to distinct conceptualizations of time and place. We contend that, through a more differentiated understanding of entrepreneurial motivations, policy-makers can draft climate change-related policies tailored to entrepreneurial needs. Policies could both increase the number of entrepreneurs who already engage in climate change mitigation and leverage the impact of those entrepreneurs already mitigating climate change. (shrink)

Recently, scholars have begun to shift their focus toward the idea of the marketization of startups and the relationship with entrepreneurial psychology or other factors; however, the establishment of a unified and clear standard of entrepreneurship educational methods remains unfulfilled. Our study investigates 46 representative startups in four industries, including financial technology, biotechnology, education, and cultural tourism areas in Guangdong-Hong Kong-Macao Greater Bay Area and Southeast Asia to observe factors from different backgrounds but matter in common for building entrepreneurship education (...) systems and methods in different countries. We used the fuzzy qualitative comparison method to survey startup entrepreneurs and executives through questionnaires, selecting startup key factors including entrepreneurial psychology, product advantage, market and cultural environment, entrepreneurial policy, and geographical advantage. The survey was conducted on six key variables, namely, geographical advantage, to observe the conditional grouping and paths of factors influencing the establishment of Startups from an overall perspective. This study explores the path combination that plays a key role in the establishment of new enterprises, and further uses specific industry cases to verify the rationality and credibility of the path combination. The main conclusions are as follows: There are five combination paths affecting the establishment of new enterprises, which are “psychology and market,” “psychology, product, and region,” “psychology, culture and policy,” “psychology, market, and culture,” and “market, policy, and region” combination paths; Entrepreneur psychology, market environment, and entrepreneurship policy are the core conditions to improve the effectiveness of the establishment of new enterprises, while the other three variables are non-core variables in different paths; There are different paths of entrepreneurial paths and factor combinations in different regions or industries. Institutions significantly impact people’s attitudes and behaviors, both favorably and negatively. The purpose of this article is to examine the influence of several institutions on the intentions and decisions of Saudi entrepreneurs to start a business. Accordingly, the study on which this article is based used cross-sectional data of 3,376 respondents obtained from the Global Entrepreneurship Monitor in 2016. The findings demonstrated that insufficient business legislations and policies have a detrimental impact on the ability to start small businesses. Furthermore, (...) it was discovered that the more media attention is given to successful entrepreneurs, the greater the likelihood of small businesses being established. Surprisingly, the typically high regard for successful entrepreneurs had no positive impact on the establishment of small businesses in Saudi Arabia. Moreover, there was no negative impact of fear of failure on the likelihood of starting small firms. Finally, the influence of control variables, such as age and gender, was also varied. Because the study was limited to the context of Saudi Arabia, future research could focus on expanding the analysis to other Gulf countries and including more institutions. (shrink)

To understand how small business entrepreneurs respond to government policy one has to know their risk and time preferences. Are they risk averse, or have high discount rates, such that they are hard to motivate? We have conducted a set of field experiments in Denmark that will allow a direct characterization of small business entrepreneurs in terms of these traits. We build on experimental tasks that are well established in the literature. The results do not suggest that (...) small business entrepreneurs are more or less risk averse than the general population under the assumption of Expected Utility Theory. However, we generally find an S-shaped probability weighting function for both small business entrepreneurs and non-entrepreneurs, with entrepreneurs being more optimistic about the chance of occurrence for the best outcome in lotteries with real monetary outcomes. The results also point to a significant difference in individual discount rates between entrepreneurs and non-entrepreneurs: entrepreneurs are willing to wait longer for certain rewards than the general population. Stephen Weatherford provide an original analysis of evidence use in education policymaking to help scholars and advocates shape policy more effectively._ The book shows how multiple types of evidence are combined as elected officials and their staffs work with researchers, advocates, policy entrepreneurs, and intermediary organizations to develop, create, and implement education policies. _Evidence, Politics, and Education Policy_ offers an in-depth understanding of the political (...) environment in which evidence is solicited and used. Two key case studies inform the book’s findings. The primary case—a major, multimethod study—examines the development and early implementation of the Common Core State Standards at the national level and in four states: California, Indiana, Massachusetts, and Tennessee. Together, the two cases illustrate the conditions under which different types of evidence are used and, in particular, how federalism, the complexity of the policy problem, and the policy’s maturity shape evidence use. In this thought-provoking book, David Hart challenges the creation myth of post--World War II federal science and technology policy. According to this myth, the postwar policy sprang full-blown from the mind of Vannevar Bush in the form of Science, the Endless Frontier. Hart puts Bush's efforts in a larger historical and political context, demonstrating in the process that Bush was but one of many contributors to this complex policy and not necessarily the most successful one. Herbert Hoover, (...) Karl Compton, Thurman Arnold, Henry Wallace, Robert Taft, and Curtis LeMay--along with more familiar figures like Bush--are among those whose endeavors he traces.Hart places these policy entrepreneurs in the broad scheme of American political development, connecting each one's vision of the state in this apparently esoteric policy area to the central issues, events, and figures of mid-century America and to key theoretical debates. Hart's work reveals the wide range of ideas, often in conflict with one another, that underlay what later observers interpreted as a "postwar consensus." In Hart's view, these visions--and the interests and institutions that shape their translation into public policy--form the enduring basis of American politics in this important area. Expedition of the growth of a country’s economy in the wake of entrepreneurial activity is significant. As skills are utilized and knowledge is applied, the entrepreneurs establish new businesses, and the enhancement of the latter is brought about through their sagacious decision-making and ingenuity. At one end, where entrepreneurial activities have been a boon to the societal progress; they have sped up development of economies worldwide. This can be attributed to a gamut of factors, which include, societies’ expansion on (...) the grounds of industrialization and urbanization; nurture of a culture of more information and awareness; formal training of the entrepreneurs; and, relaxed legal procedures. This study lays down emphasis on how upholding stable business policies can positively impact an entrepreneurial venture. Employing a well-developed and verified scale, data collection from 230 respondents was done on a convenience basis. The respondents chosen for this survey among whom the distribution of questionnaires was conducted were all situated in various localities of the District Central of Karachi, Pakistan; and descriptive statistics were applied on the variables pertinent for this study such as the establishment of stable business policies, continuation of the existing business policies, and achievement of the business targets based on the stable policies. It is intended that this research article shall serve to augment the scholarly literature that already exists on the subject matter that pinpoints the significance of the stable and continuous policies for an entrepreneurial business involved in the primary schooling businesses across the District Central of Karachi, Pakistan. This research paper addresses the need of having stable business policies for Pakistani entrepreneurs, and envisions itself to be one of the blueprints that can be considered by the relevant regulatory bodies while they make informed decisions. A well sketched out itinerary of initiatives could then be composed, which can assist in the meeting of the targets of entrepreneurial ventures, and eventually help in eradicating poverty from Pakistan. While investigating the role of business and accepting that profitable partnerships are the primary solution for poverty alleviation, we voice certain concerns that we hope will extend the authors’ discourse in Alleviating Poverty through Profitable Partnerships . We present a model that we believe can serve as an effective framework for addressing these issues. We then establish the imperative of inclusive growth. Here, we engage with the necessity of formulating strategies that focus on the pace and, importantly, the pattern of (...) economic growth, including its social and cultural dimensions. We also deliberate on the parameters of inclusive growth with the overriding objective of ensuring that multiple strata of society share the benefits of globalization. Turning to the critical role of institutions in promoting social welfare, we explore the impact of government policy vis-à-vis the leverage enjoyed by other social institutions. Despite the reality that state and private interests often operate at cross purposes, we argue that government must still be an integral part of the solution matrix. With direction from other social institutions, entrepreneurial forces can be unleashed to tackle endemic poverty prevalent in the base of the pyramid. We then provide an in-depth case study in which the availability of telecommunications in rural areas was utilized as a means to foster development and ensure inclusive growth. The conclusion examines lessons learned while operationalizing the model, and spells out the impact of our enablers at ground level. (shrink)

This paper analyses the life and work of the historian Frederic C. Lane, Assistant Director of the Social Sciences for the Rockefeller Foundation in Europe, 1951–1954. During this period, Lane worked in close contact with Joseph Willits – head of the Social Sciences Division – and contributed to the definition of Rockefeller policies towards Europe during an early stage of the Cold War.

Entrepreneurship success is the ultimate goal pursued by entrepreneurs, and entrepreneurial passion is also considered an indispensable and important element on the road to entrepreneurial success. However, the internal influence mechanism of entrepreneurial passion on entrepreneurial success is still insufficient in academic circles. In view of this, based on the theory of social information processing, this research analyses the internal mechanism of entrepreneurial passion through individual psychological capital on entrepreneurial success and the promotion of external entrepreneurial policy support. Through a multi-time and multi-source questionnaire survey of 455 entrepreneurs in entrepreneurship parks and entrepreneurship centers in Wuhan, Guangdong, Shanghai, and other places, the research results show that entrepreneurial passion can increase individual psychological capital and positively affect entrepreneurial success; psychological capital mediates the relationship between individual entrepreneurial passion and entrepreneurial success. Entrepreneurship policy support at the environmental level can promote the effect of entrepreneurial passion on the accumulation of psychological capital, and promote the transformation of entrepreneurial passion into entrepreneurial success through psychological capital. The above research results are helpful to the accumulation of entrepreneurs’ psychological capital and provide a useful reference for entrepreneurial success. (shrink)

Innovative theories and policy proposals originating in the economics profession have diffused globally over the past several decades, but these models and policy programs transform as they spread. Existing models of change based on the concept of “paradigm shifts” capture the transformation of the economics profession at a high level of abstraction, but analysis of more concrete policy changes and associated ideas requires developing theory at a lower level of abstraction. I propose a field theoretic model of (...) change based on the concept of cycles of polarization and settlement. According to this model, settlements are characterized by multiple cross-cutting axes of competition and debate in a professional field. Moments of contention emerge when field entrepreneurs successfully build professional movements, resulting in polarization. However, contention is episodic and followed by the emergence of “centripetal forces” which lead a gradual return to the center. I develop this model by examining the case of monetary economics and policy in Latin America, a critical case for studies of the policy influence of economic ideas and experts. (shrink)

Research on entrepreneurship as a policy discourse has focused mostly on relations between the discourse and targets of the policy, that is, actors intended to become entrepreneurial or entrepreneurs, while the role of policy implementers has received much less attention. The present study examines the ‘rationality’ of entrepreneurship policies by analyzing how actors in charge of the grassroots level policy implementation in the farming context use entrepreneurship discourse and argue for the communicative and interactive viability (...) of their mission. The analysis of stances and positioning in interview talk reveals that policy implementers are active discourse users who, on the one hand, are able to reflect on the dilemmas and problems inherent in their task but, on the other hand, use their rhetorical agency to maintain and defend their mission as promoters of entrepreneurship policy and to save and support their own face as experts. As a result, the implementation emerges as a delicately managed interaction process. (shrink)

The world economy, already launched toward the globalization of markets, is strenuously searching for nonrenewable natural resources, to exploit in the productive processes to satisfy the demands of a world population in continuous growth. In such a context ecological taxation can contribute to the resolution of environmental problems, stimulating the entrepreneurs to appraise opportunities, not only environmental but also economical, that spring from the introduction of innovations of sustainable processes. With this in mind this article has proceeded with an (...) evolutionary adaptation of the environmental curve of Kuznets, through a three-dimensional re-elaboration inserting as a third variable the sustainable technological component and showing how this can represent a valid tool of environmental politics for the attainment of an acceptable level of pollution for society in developed countries. Therefore, the objective of public governance is to favor research in the field of sustainable technology and to induce, even through the introduction of environmental taxation and facilitations, enterprises to use productive eco-compatible processes with the purpose of improving the general level of the quality of life in harmony with the concept of sustainable development. The plurality and complexity of modern science and technology require the research institutions in universities, government and even the private sector to engage in a plurality of activities, from basic to applied science, from graduate education to extension work and teacher-training. They should also be stimulated to diversify their sources of funds, from government to private companies, non-profit foundations and paying clients and students. Specialisation will take place, is necessary, and should grow through a combination of external incentives and internal (...) drive. Scientific research and development, to remain alive, should take place in a highly internationalised and competitive environment for resources, prestige and recognition. The business case constitutes an important instrumental motive for corporate social responsibility (CSR), but its relationship with other moral and relational motives remains controversial. In this article, we examine the articulation of motives for CSR among different stakeholders in Germany historically. On the basis of reports of German business associations, state agencies, unions, and nongovernmental organizations from 1970 to 2014, we show how the business case came to be a dominant motive for CSR by acting as a coalition magnet: the (...) vocabulary was used strategically by key policy entrepreneurs, while being ambiguous for flexible interpretations by different stakeholders, and thereby growing in attractiveness. As a resulting discourse coalition emerged among business, state, and civil society actors, the moral and relational motives for CSR became increasingly marginalized. The article offers a new approach to studying motives and contributes to understanding the complementary or competing nature of different motives for CSR. (shrink)

While sociologists and political scientists have become interested in the role of ideas in the political process, relatively little work looks at how ideological claims are actually deployed in political discourse. This article examines the economic claims made in two pairs of Congressional debates over tax cuts, one generally associated with Keynesian economic theories, and one tied to supply-side ideas. While these bills were indeed initiated by groups subscribing to different economic ideologies, subsequent debates look surprisingly similar. The bills were (...) closer in substance than one might expect, and while their proponents came from opposite political camps, in both cases supporters focused more on supply-side than demand-side effects and emphasized tax cuts’ ability to pay for themselves through economic stimulation. The authors propose that politically acceptable economic claims may evolve more slowly than the economic theories that inspire policy entrepreneurs, and that this “discursive opportunity structure” may not only constrain the political process but may potentially shape the political effects of expert knowledge. Women entrepreneurs think and start taking risks of operating enterprises and combine various factors involved in production to deal with the uncertain business environment. Entrepreneurship and technological innovation play a crucial role in developing the economy by creating job opportunities, improving skills, and executing new ideas. It has a significant impact on the income of the household. The study focused on investigating the role of (...) women’s entrepreneurship and innovation technologies in contributing to household income in the challenging situation of the pandemic COVID-19. The paper emphasized identifying the determinants of female entrepreneurial contribution toward household income. This study collected data from selected rural and urban areas of district Faisalabad through a self-administered questionnaire. Investigators interviewed female entrepreneurs and chose them through the snowball sampling technique from a population of purposively selected female-run businesses. Interviews were conducted with women entrepreneurs to gather relevant information for the survey investigation at their workplaces and home. The effects of various factors, including age, education, family size, income from other sources, time allocated to entrepreneurial activity, firm size, and location were estimated empirically using an ordered logit model. The study findings exhibited a positive and significant role of respondents’ education, family size, time allocated to entrepreneurial activities, and firm size. The survey outcomes also indicated that the contribution of entrepreneurial income to household income in the rural areas is significantly higher than that in urban areas. This study signifies that regulations against gender discrimination in public and private institutions are helpful. Besides, encouraging an environment for entrepreneurial culture among women in the country would increase family income. The study’s findings and policy implications directly link to Sustainable Development Goal 5 of Gender Equality and SDG 8 related to decent work and economic growth. (shrink)

Entrepreneurs generally lack the marketing capabilities necessary to bring their new product to market. To engage the resources required to do this, they must somehow place a value on the enterprise. However, all of the methods of valuation currently available are based on the use of historical or current revenues, and therefore are not applicable to an entrepreneurial enterprise with a first-time product. In Valuing an Entrepreneurial Enterprise, Audretsch and Link present a valuation method uniquely tailored to emerging technology-based (...) ventures that have no revenue history to lean on. Conflict zone entrepreneurs—local entrepreneurs running small businesses in conflict settings—have paradoxical impacts on stability: holding the ability both to foster peace but also to enhance conflict. Prior scholarly work has been unable to explain this divergence, as existing entrepreneurial indicators do not account for fundamental peacebuilding elements. In response, the article consolidates divergent fields of study, applies paradox theory to analyze underlying tensions in the field, and reframes entrepreneurship through a peacebuilding lens based on intergroup inclusivity and value-creating (...) business practices. Using several cases, this article shows how entrepreneurial activity in conflict zones can foster sustainable peace, limited peace, or conflict, arguing that entrepreneurship based on value-creating and inclusive practices can result in pro-peace outcomes. Communities, scientists, policy-makers and industries are requiring farmers to address environmental and wellbeing challenges in their on-farm management, transitioning away from a productivity dominated focus towards a multi-faceted system focus that includes environmental and social values. This paper analyses how Miraka Ltd., an Aotearoa-New Zealand indigenous owned and operated milk company, has taken on the role of institutional entrepreneur to enable and support change towards a multi-faceted system amongst its supply farmers. Observations and interviews were carried out to: (i) (...) identify farmers’ changes in practices, beliefs and values over the last ten years; and (ii) identify how Miraka functions as an indigenous entrepreneur in the agricultural sector. Findings show that interviewees were initially guided by business and family-oriented values, beliefs and practices, but in response to the institutional entrepreneurship by Miraka, approximately half of the interviewees changed these values, beliefs and practices, by internalising people and environmental values. The main strategies employed by Miraka were mobilisation of material resources such as incentives and awards, creation of a rationale addressing environmental and social concerns in the dairy sector, and proactive connection with new actors. The research shows an indigenous owned small-medium enterprise can make changes in values, beliefs and practices amongst its supply farmers, but requires a stronger shared base of values to contribute to a wider economic change. The discussion connects these findings to wider literature on diverse economies and indigenous entrepreneurship to identify to what extent an indigenous small-medium enterprise can contribute to a system change. This article identifies power, subjectivity, and practices of freedom as neglected but significant elements for understanding the ethics of social entrepreneurship. While the ethics of social entrepreneurship is typically conceptualized in conjunction with innate properties or moral commitments of the individual, we problematize this view based on its presupposition of an essentialist conception of the authentic subject. We offer, based on Foucault’s ethical oeuvre, a practice-based alternative which sees ethics as being exercised through a critical and creative dealing with the (...) limits imposed by power, notably as they pertain to the conditioning of the neoliberal subject. To this end, we first draw on prior research which looks at how practitioners of social enterprises engage with government policies that demand that they should act and think more like prototypical entrepreneurs. Instead of simply endorsing the kind of entrepreneurial subjectivity implied in prevailing policies, our results indicate that practitioners are mostly reluctant to identify themselves with the invocation of governmental power, often rejecting the subjectivity offered to them by discourse. Conceiving these acts of resistance as emblematic of how social entrepreneurs practice ethics by retaining a skeptical attitude toward attempts that seek to determine who they should be and how they should live, we introduce three vignettes that illustrate how practices of freedom relate to critique, the care for others, and reflected choice. We conclude that a practice-based approach of ethics can advance our understanding of how social entrepreneurs actively produce conditions of freedom for themselves as well as for others without supposing a ‘true self’ or a utopian space of liberty beyond power. This study introduces a human empowerment framework to better understand why some businesses are more socially oriented than others in their policies and activities. Building on Welzel’s theory of emancipation, we argue that human empowerment—comprised of four components: action resources, emancipative values, social movement activity, and civic entitlements—enables, motivates, and entitles individuals to pursue social goals for their businesses. Using a sample of over 15,000 entrepreneurs from 43 countries, we report strong empirical evidence for two ecological effects of the (...) framework components on prosociality. We find that human empowerment lifts entrepreneurs’ willingness to choose a social orientation for their business, and reinforces the gender effect on prosociality in business activity. We discuss the human empowerment framework’s added value in understanding how modernization processes fully leverage the potential of social business activities for societies. (shrink)

Alternative food movements work to create more environmentally and economically sustainable food systems, but vary widely in their advocacy for social, racial and environmental justice. However, even those food justice activists explicitly dedicated to equity must respond to the unintended consequences of their work. This paper analyzes the work of activists in Oakland, CA, who have increasingly realized that their gardens, health food stores and farm-to-table restaurants play a role in what scholars have called green gentrification, the upscaling of neighborhoods (...) through the creation of environmental amenities. Gentrification has had grave consequences for the low-income communities of color that food justice activists seek to serve. Activists are reflexive about this dynamic, and have developed strategies to push back against displacement. Most commonly, non-profit organizations and individual social entrepreneurs found businesses that seek to raise the profile of people of color in the trendy Oakland food scene while employing long-term residents in well-paying, green jobs. However, while these efforts are an essential component of a broader agenda to create both food justice and development without displacement, even these relatively high paying “good food jobs” cannot keep up with escalating rents. For this reason, we also highlight the direct action and policy-oriented strategies engaged by a smaller number of food justice activists, and argue that these are necessary compliments to a market-based approach. Recently, international funding agencies and practitioners in the area of corporate social responsibility and small and medium enterprises have argued that microfinance institutions could promote the adoption of environmentally friendly business practices in microenterprises in developing countries. This article explores the potential and limitations of MFIs in promoting the spread of environmental risk management techniques and practices in microenterprises using a case study of an MFI-sponsored pilot program in this area in El Salvador. The author argues that caution should be (...) exercised about the role that MFIs can play in relation to inducing change to the environmentally harmful practices of micro-entrepreneurs. In fact, this study reveals that the MFI had some difficulties in building internal skills and reconciling its environmental and performance objectives, limiting its ability to assist microenterprises in the area of environmental management. Furthermore, the pilot program, as it was designed, did not sufficiently take into account the psychological and financial barriers that constrain micro-entrepreneurs’ capacity to engage in any meaningful environmental behavior change. Finally, factors such as the lack of an adequate legal framework and local infrastructure also countered the effort of the MFI and limited the potential of microenterprises for effectively engaging in environmental risk management practices. This article tries to seek a solution to the problem of NPA in the small scale industries under the present circumstances of banking and insurance working together under the same roof. What is stressed in this article is the pressing need of the small-scale entrepreneur for becoming aware and educated in modern business management holding a professional attitude toward rational decision-making and banks have to facilitate that process as a part of the credit policy sold by them.

It has long been recognized that productivity growth and the business cycle are closely interrelated. Yet, until recently, the two phenomena have been investigated separately in the economics literature. This book provides the first consistent attempt to analyze the effects of macroeconomic volatility on productivity growth, and also the reverse causality from growth to business cycles. The authors show that by looking at the economy through the lens of private entrepreneurs, who invest under credit constraints, one can go some (...) way towards explaining persistent macroeconomic volatility and the effects of volatility on growth. Beginning with an analysis of the effects of volatility on growth, the authors argue that the lower the level of financial development in a country the more detrimental the effect of volatility on growth. This prediction is confirmed by cross-country panel regressions. The data also suggests that a fixed exchange rate regime or more countercyclical budgetary policies are growth-enhancing in countries with a lower level of financial development. The former reduce aggregate volatility whereas the latter reduce the negative effects of volatility on long-term productivity-enhancing investment by firms. The book concludes with an investigation into how the interplay between credit constraints and pecuniary externalities is sufficient to generate persistent business cycles and to explain the occurrence of currency crises.
