In the first part of this essay, I develop the argument that Michel Foucault's work should be read with geographical and topological ideas in mind. I argue that Foucault's archeology and genealogy are fundamentally determined by spatial, topological, geographical, and geometrical metaphors and concepts. This spatial dimension of genealogy is explicitly related to racism and the regimes that domesticate agents through the practices, institutions and ideologies of racialization. The second part offers a genealogical reading of US history and spatiality in (...) terms of its racial institutions. I suggest that if we want to read the US geographies of topographies and cartographies of racism in a Foucauldian manner, then we must focus on plantations, ghettos, and prisons as the spaces‐institutions‐geographies that consolidated the racial matrix of US polity. My goal is to acculturate Foucauldian racial genealogy to the US racial matrix, and, conversely, to read US geo‐history in terms of racializing spatialities. (shrink)

This essay develops a loosely understood Marxist notion of material conditions in light of the Caribbean plantation complex. The racial order endemic to the plantation and its continuation in post-emancipation contexts undermines any spurious base/superstructure distinction at work in an understanding of material conditions even in some accounts of racial capitalism. Material conditions are as ideological as they are “infrastructural” (Sylvia Wynter) in being ongoingly articulated by anti-black coordinates of sense. The ongoing actualization of the racial order of (...) slavery is understood not as required by altered material conditions, but rather as altering material conditions. The essay considers the continuity of the racial order of the plantation through the contract in a specific site, namely, post-emancipation Puerto Rico. (shrink)

In republican political philosophy, citizenship is a status that is constituted by one’s participation in the public life of the polity. In its traditional formulation, republican citizenship is an exclusionary and hierarchical way of defining a polity’s membership, because the domain of activity that qualifies as participating in the polity’s public life is highly restricted. I argue that Black American abolitionist Frederick Douglass advances a radically inclusive conception of republican citizenship by articulating a deeply capacious account of what it means (...) to participate in the public life of the polity. On Douglass’s conception of republican citizenship, what it means to contribute to the polity, and thereby be a citizen, is to act in ways that contest and shape what the polity values. We contest and shape what the polity values not only through public discourse traditionally conceived or grand political acts like revolt, but also through quotidian forms of social interaction. In his pre-American Civil War political thought, Douglass deployed his radically inclusive account of republican citizenship as the conceptual foundation of his stance that enslaved and nominally free Black Americans were already, in the 1850s, American citizens whom the polity ought to acknowledge as such. The everyday resistance in which enslaved Black Americans engaged—their plantation politics—is, for Douglass, a paradigmatic type of citizenship-constituting activity, because it involves modes of collaboration and confrontation that enact a recognition of mutual vulnerability and embody the assertion that one matters. Douglass’s conception of republican citizenship offers a normative framework for emancipatory struggles that strive to secure meaningful membership for the marginalized through the transformation of unjust polities. This study analyzes the gendered nature of recent production and labor force restructuring in the Dominican Republic. Using a longitudinal case study of work relations on a large transnational corporate pineapple plantation, the author explores the production politics involved in the initial corporate attempt to create a wage labor force and the subsequent replacement of employees with contracted labor crews. She demonstrates how female, and then male, labor forces were negotiated in this process and how labor relations became embedded (...) in local gendered institutions. The study reveals how workforces and spheres of work are constituted through struggles over gender, as well as ethnicity and class, in intersecting arenas linking the local community to the global economy. In this case, gender proves critical in shaping both worker identity and the shifting scope and form of resistance to plantation practices. (shrink)

This essay examines the aims, labor regime, and workers of the St. Vincent botanic garden to highlight differences in the infrastructure of government‐funded botany across the British empire. It argues that slavery was a foundational element of society and natural history in the Anglo‐Caribbean, and the St. Vincent botanic garden was both put into the service of slavery and transformed by it. When viewed from the Caribbean context and the perspective of enslaved workers, the St. Vincent garden's affiliation with imperial (...) improvement becomes less salient than its support of the status quo of slavery as a system and labor regime. The garden was dependent on enslaved laborers, yet the conditions of work and contemporary prejudices led superintendents to see them as undifferentiated labor. The politics of the archive make it impossible for historians to reconstruct the experiences of the garden's enslaved workers as individuals, including the specific labor that they performed or skills that they possessed. Plantation slavery's appropriation of and influence on the infrastructure of colonial botany through the St. Vincent botanic garden suggests that historians should center the local logics of the societies where scientific knowledge making took place to reveal the many meanings of science. This paper examines the critique of capitalism provided by the New World Group. Emerging from the West Indian Society for the Study of Social Issues at The University of The West Indies, Mona, the Group was formed in 1963 specifically to address the reconfiguration of social and political forces in the wake of Caribbean territories gaining formal independence from European colonial powers. This reconfiguration went beyond matters of political economy, and included psychological and ideological reworkings, all items necessary to evaluate (...) the kinds of societies West Indians could strive for. Set within intra-Marxist debates on early capitalist development, this paper focuses on the collaboration and creative tensions between Norman Girvan, George Beckford, and Lloyd Best as they helped one another construct their respective political philosophy, social theory, and economic analysis of the logic of plantation societies, which while incomplete from our vantage point, did mostly capture the historical dynamics found in the Caribbean. Pour affronter les défis de l’Anthropocène, nous devons faire davantage attention aux socialités qui se trament entre les espèces, socialités dont nous dépendons tous. Aussi longtemps que nous maintenons une séparation imperméable entre (...) nous et tout ce qui n’est pas humain, nous faisons de la soutenabilité un concept cruel relevant de l’esprit de clocher. Nous perdons de vue le tramage commun qui rend possible la vie sur Terre des humains avec les non-humains. De toutes façons, maintenir cette séparation ne fonctionne pas : les efforts des investisseurs pour réduire tous les autres êtres au statut d’actifs ont généré de terrifiantes écologies, que je qualifie ici de proliférations anthropocéniques. Allen Carlson's aesthetics of nature contends that a deepening in the scientific knowledge of natural objects and environments is required to achieve an appropriate aesthetic appreciation of them. This 'scientific cognitivism' is often presented as supporting the emergence and development of environmental awareness as well as a theory consistent with the requirements of environmentalism that have been set out by Carlson himself. But Carlson's view about the aesthetic appreciation of contemporary agricultural landscapes gives more relevance to their functional fitness for (...) human purposes than to scientific cognitivism. It will be shown here how this different treatment weakens the link between Carlson's work and his requirements of environmentalism. (shrink)

Plantation workers have seemingly little opportunities for labour agency, defined as the worker’s ability to act and improve their conditions. In response to a call for a better understanding of the horizontal dimension shaping labour agency, this article questions what local factors determine the worker’s ability to act by analysing the institutional constraints embedded in the national context through a mixed methods approach. A combination of qualitative and quantitative data is used to understand what shapes and constrains the potential (...) for labour agency in the case of plantation workers in the pineapple sector of Costa Rica. We provide new empirical evidence of the relation between the local opportunity structure—proxied by perceived job security and union awareness—and labour agency in terms of a worker’s intention to choose forthright (voice), evasive (exit) or repressed (loyalty) actions. The model results indicate that a lack of job security and a lack of union awareness significantly reduce the likelihood to use forthright actions (such as voicing concerns, striking or joining a union) compared to evasive (such as leaving the job) or repressed actions (such as doing nothing). In addition, the qualitative analysis of the local opportunity structure identifies four institutional constraints: weak employment protection, vulnerability of migrant workers, limited workers’ representation and insufficient labour law enforcement. Besides overcoming these institutional constraints, empowering workers to make their voices heard also requires awareness raising about their collective bargaining rights and more job security. Certification of banana plantations is widely used as a device for protecting and improving socio-economic conditions of wageworkers, including their incomes, working conditions and—increasingly—voice [related to labour relations and workplace representation]. However, to date, evidence about the effectiveness of certification in these domains is scarce. We collected detailed field data on economic benefits for improving household income, social benefits for labour practices, and the voice of wageworkers focusing on identity and identification issues amongst wageworkers at Fairtrade certified banana plantations and (...) comparable, non-certified plantations in the Dominican Republic. We used different types of regression models to identify significant relationships. Econometrical analysis of survey results complemented by field observations and outcomes from in-depth stakeholder interviews indicate that the impact of Fairtrade certification on wageworkers’ economic benefits is rather limited. However, the impact on the voice of wageworkers, is more evident. On Fairtrade certified plantations workers are more satisfied with the course of life and better represented. Thus while the additional value of Fairtrade certification on primary wages seems limited, Fairtrade has relevant positive effects on the labour force, particularly by delivering in-kind benefits, offering a sense of job-security, improving voice and enabling private savings. Benefits of certification, but also other interventions with a similar purpose, might therefore not be discerned in terms of economic benefits such as wages or basic labour conditions that are under direct control of national law, but they should be identified in terms of social benefits and improved norms of conduct for wageworker engagement. Certification programs seek to promote decent work in global agriculture, yet little is known about their gender standards and implications for female workers, who are often the most disadvantaged. This study outlines the gender standard domains of major agricultural certifications, showing how some programs (Fair Trade USA, Rainforest) prioritize addressing gender equality in employment and others (Fairtrade International, UTZ) incorporate wider gender rights. To illuminate the implications of gender standards in practice, I analyze Fairtrade certification and worker experience on certified (...) flower plantations in Ecuador, drawing on a qualitative and quantitative field research study. (1) I show how Fairtrade seeks to bolster the wellbeing of female workers, addressing their workplace needs via equal employment, treatment, and remuneration standards and their reproductive needs via maternity leave and childcare services. My research demonstrates that for female workers, addressing family responsibilities is critical, since they shape women’s ability to take paid jobs, their employment needs, and their overall wellbeing. (2) I show how Fairtrade seeks to bolster the rights of women workers through individual and collective capacity building standards. My findings reveal how promoting women’s individual empowerment serves as a precondition for collective empowerment, and how targeting traditional labor rights is insufficient for empowering female workers, since their strategic choices are curtailed largely outside the workplace. While Fairtrade certification bolsters the wellbeing and rights of female workers in and beyond the workplace, much still needs to be done before women can claim their rights as workers and citizens. This article proposes a situated reading of maternal love, loss and lovelessness in Donna Hemans’ novel River Woman, locating her text in relation to other contemporary Caribbean women writers and to the early fiction of Toni Morrison. I argue that the complex affects that her representation of ‘child-shifting’ produces, can be articulated both in relation to literary texts that re-imagine historical and contemporary practices leaving a child in order to save her, and in the context of the plantation, where (...) ruptured ties at the level of community and culture continue to be reproduced in the personal, emotional and family spheres. I use the concept of marronage, developed in the work of Glissant and Depestre, to define strategies of survival that necessitated actual and imaginative flight or escape, to contextualise the complex affects of the plantation that are repeated and reproduced in the novel's present—the late twentieth-century Caribbean. Frederick Douglass, in his first autobiography, Narrative of the Life of Frederick Douglass, describes how his sociopolitical identity was scripted by the white other and how his spatiotemporal existence was likewise constrained through constant surveillance and disciplinary dispositifs. Even so, Douglass was able to assert his humanity through creative acts of resistance. In this essay, I highlight the ways in which Douglass refused to accept the other-imposed narrative, demonstrating with his life the truth of his being—a human being unwilling to (...) be classified as thing or property. As I engage selected passages and key events from Douglass's narrative, I likewise explore the ways in which the resistance tactics. (shrink)

A study of some little-known writings of Le Mercier de la Rivière should enable us to define the nature of his experiences, first as a planter, and subsequently as intendant of La Martinique, from 1759 to 1764. A reappraisal of his book, L’ordre naturel et essentiel des sociétés politiques , in the light (...) of his experience of the slave and segregationist colonies of America sheds new light on his physiocratic theory of capitalism and on the genesis of concepts as central as those of legal despotism, physical liberty and chattel property, the latter being considered in relation to an unexpected source, the 1685 Code Noir. Pathologizing Black Bodies reconsiders the black body as a site of cultural and corporeal interchange; one involving violence and oppression, leaving memory and trauma sedimented in cultural conventions, political arrangements, social institutions and, most significantly, materially and symbolically engraved upon the body, with "the self" often deprived of agency and sovereignty. Consisting of three sections, this text focuses on works of the 20th and 21st century fiction and cultural narratives by mainly African American authors, aiming to highlight the different ways (...) in which race has been pathologized in America and examine how the legacies of plantation ideology have been metaphorically inscribed on black bodies. The variety of analytical approaches and thematic foci with respect to theories and discourses surrounding race and the body allow us to delve into this thorny territory in the hope of gaining perspectives about how African-American lives are still shaped and haunted by the legacies of plantation slavery. Furthermore, this volume offers insights into the politics of eugenic corporeality in an illustrative dialogue with the lasting carceral and agricultural effects of life on a plantation. Tracing the degradation and suppression of the black body, both individual and social, this text includes analysis of the pseudo-scientific discourse of social Darwinism and eugenics; the practice of mass incarceration and the excessive punishment of black bodies; and food apartheid and USDA practices of depriving black farmers of individual autonomy and collective agency. Based on such an interplay of discourses, methodologies and perspectives, this volume aims to use literature to further examine the problematic relationship between race and the body and stress that black lives do indeed matter in the USA. This analysis of enslavement in an American South subregion provides an historical microcosm for understanding the complexities of provincial culture formation in the modern world-system. Simultaneously rooted in multiple points of local and world-systemic origin, peoplehood is an historical product of the capitalist world-system. Despite widespread notions to the contrary, low black population density and geographical isolation did not forestall slave community building on small plantations. Despite extreme repression, slaves dialectically preserved and altered hidden transcripts in order to recapture pasts (...) that had been silenced by the capitalist system. Embracing the collective diasporic memory of many disparate communities, small slave populations shared the collective grievance and the counter-hegemonic culture of all who had been forced to participate in international and domestic labor migrations. In 1999, Darjeeling tea became India’s first Geographical Indication. GI has proliferated worldwide as a legal protection for foods with terroir, or “taste of place,” a concept most often associated with artisan foods produced by small farmers in specific regions of the Global North. GI gives market protection to terroir in an increasingly homogenous food system. This article asks how Darjeeling tea, grown in an industrial plantation system rooted in British colonialism, has become convincingly associated with artisan GIs such (...) as Champagne, Cognac, and Roquefort. The answer lies in a conceptual dyad that frames how British colonial officials, the Indian state, and international consumers have understood Darjeeling and its signature commodity. Since the colonial era, these actors have conceived Darjeeling as both an idyllic “garden” space and an industrial “plantation” space. As I show through an analysis of GI marketing materials and interviews with planters, pluckers, and consumers, this dyad maps in surprising ways onto labor relations. While planters’ and marketers’ discourses tend to emphasize the “garden,” laborers’ investment in GI lies primarily in an active—if also ambivalent—embrace of the plantation, encapsulated in the Nepali word “kamān.”. A compartmental model is described for the spread of Gambian sleeping sickness in a spatially heterogeneous environment in which vector and human populations migrate between two "patches": the village and the plantations. The number of equilibrium points depends on two "summary parameters": gr the proportion removed among human infectives, and R0, the basic reproduction number. The origin is stable for R0 1. Control strategies are assessed by studying the mix of vector control between the two patches that bring R0 below (...) 1. The results demonstrate the importance of vector control in the plantations. For example if 20 percent of flies are in the village and the blood meal rate in the village is 10 percent, then a 20 percent added vector mortality in the village must be combined with a 9 percent added mortality in the plantations in order to bring R0 below 1. The results are quite insentive to the blood meal rate in the village. Optimal strategies (that minimize the total number of flies trapped in both patches) are briefly discussed. (shrink)

This essay rethinks the Tuskegee Syphilis Experiments in light of a long history of experimentation in plantation geographies of the U.S. South. Turning to late nineteenth- and early twentieth-century discourses of the New South and to Booker T. Washington’s Tuskegee Institute, this essay illuminates the extension of the laboratory life of the plantation into the twentieth century. The focus on personal hygiene at the Tuskegee Institute opened the door for alliances with public health initiatives early on, making the (...) school’s student population as well as residents of surrounding counties subjects of intense hygienic surveillance well before the official start of the syphilis study. Multi-stakeholder initiatives claim to make production of commodities more socially and environmentally sustainable by regulating their members and through systems of certification. These claims, however, are highly contested. In this article, I examine how actors use MSI regulation with regard to land conflicts with a focus on the Roundtable on Sustainable Palm Oil. MSIs are a resource that actors in land conflicts can use to generate evidence that gives them leverage in their negotiations. To do so, actors employ the interrelations (...) between two kinds of land conflict: localized land conflicts between local land users, and disputes between more distant actors over aggregated land-use related to the sustainability of palm oil production. To demonstrate this, I use the notion of assemblage in two case studies from Sumatra, Indonesia. Thinking in terms of assemblage allows the contradictory but interrelated practices that shape MSIs to be understood. In distinct locally embedded processes, actors enact MSIs in contexts of unequal power relations, from which MSI governance emerges. The way in which access to an MSI is distributed among contending actors shapes MSI enactments and thus its governance. The unequal distribution of access to the RSPO results in a governance that favors companies over communities. (shrink)

During the last 10 years or so, a number of corporate social responsibility (CSR) initiatives have been introduced in global supply chains, which aim to improve the conditions of workers engaged in producing goods for export. This article discusses the observations of CSR in practice in the Costa Rican-United Kingdom (UK) banana chain. The banana chain makes for an interesting case study because there are dominant corporate actors at each end who are in a position to influence the conditions experienced (...) by workers on banana plantations. At the top of the chain there are four major UK supermarket groups who control access to the retail market and as selfappointed guardians of consumer interest are demanding that producers adopt more socially responsible practices. At the other end, banana production is highly integrated and controlled by three large North American agri-businesses who have developed their own social and environmental certification programmes. Costa Rica also makes for an interesting country to locate the study as it has a tradition of state-led policies to protect worker rights. Yet, in spite of CSR commitments made by both supermarkets and producers that emphasise health and safety and the country's established Labour Law, this article shows that there are problems for workers when they are forced to meet demanding production schedules. Furthermore, it suggests that whilst supermarkets continue to drive down consumer prices and put pressure on producers to reduce costs, a downward spiral of working conditions is created regardless of the CSR policies in place. However, this article also identifies that changes to supermarket behaviour is possible when consumer trust is at stake. (shrink)

This article examines land-use changes by large-scale plantations in Ethiopia and evaluates the impacts thereof on soil organic carbon, micronutrients and bulk density. Remote sensing analysis and field research activities were undertaken at four large-scale plantation projects in Benshanguel Gumuz, Gambella, and Oromia regional states. Results show that the projects largely involved the conversion of both closed and open to closed forests and grasslands, which in turn reduced soil carbon stock and micronutrient levels and increased soil compaction. We argue (...) that unless appropriate soil management activities and impact mitigation strategies are adopted by plantation proponents, these land-use changes will pose a serious threat to the long-term economic viability and sustainability of plantation agriculture in Ethiopia.
