In 2007 the Chinese government embraced ‘ecological civilization’ as a central policy objective of the government. In 2012, the goal of achieving ecological civilization was incorporated into its constitution as a framework for China’s environmental policies, laws and education, and was included as a goal in its five-year plans. In 2017, the 19th Congress of the Communist Party called for acceleration in achieving this goal. Expenditure on technology to ameliorate environmental damage, reduce pollution and reduce greenhouse (...) gas emissions has been massively increased. It is also presented and promoted as a vision for our global future, in Cornelius Castoriadis’ terminology, a new social imaginary. (shrink)

The devastation arising from multiple factors originating in the Earth System has reached an unprecedented level in the last decades. So much so, that global, industrial civilization can be declared the cause of the shift of climatic and geological history, on Earth, in the age of Anthropocene. Industrial civilization is therefore threatened by consequences arising from its conditions. If civilization is to endure during the climate regime of Anthropocene it will need to transform into a form that (...) allows it to coexist harmoniously within the Earth System. The concept of ecological civilization tries to formulate the principles and imperatives of this transformation. Although it originated in the USA, only in China has it, so far, become part of the public, constitutional and political discourse. This chapter focuses on the philosophical roots of its Chinese version. It illuminates the different meanings associated with the concepts of culture and civilization in Western and Chinese thinking. Although the Chinese version of the concept of ecological civilization follows several Western concepts, it emphasizes traditional Chinese patterns of thought and ways of interpreting the world, especially Daoism. Contrary to the original version of Daoism’s emphasis on the principle of ecological democracy, the Chinese version exhibits authoritarian tendencies and this is reflected in Chinese environmental policies. Finally, the chapter focuses on risks, and inconsistencies, within the concept and with other Chinese policies and suggests ways in which China repeats approaches identifiable as European and North American green policies, not only, in industrialization but, also, in pursuit of green transformation. The global ecological crisis is the greatest challenge humanity has ever had to confront, and humanity is failing. The triumph of the neo-liberal agenda, together with a debauched ‘scientism’, has reduced nature and people to nothing but raw materials, instruments and consumers to be efficiently managed in a global market dominated by corporate managers, media moguls and technocrats. The arts and the humanities have been devalued, genuine science has been crippled, and the quest for autonomy and democracy undermined. The (...) resultant trajectory towards global ecological destruction appears inexorable, and neither governments nor environmental movements have significantly altered this, or indeed, seem able to. The Philosophical Foundations of Ecological Civilization is a wide-ranging and scholarly analysis of this failure. This book reframes the dynamics of the debate beyond the discourses of economics, politics and techno-science. Reviving natural philosophy to align science with the humanities, it offers the categories required to reform our modes of existence and our institutions so that we augment, rather than undermine, the life of the ecosystems of which we are part. From this philosophical foundation, the author puts forth a manifesto for transforming our culture into one which could provide an effective global environmental movement and provide the foundations for a global ecological civilization. Chinese environmentalists have called for an ecological civilization. To promote this, ecology is defended as the core science embodying process metaphysics, and it is argued that as such ecology can serve as the foundation of such a civilization. Integrating hierarchy theory and Peircian semiotics into this science, it is shown how “community” and “communities of communities,” in which communities are defined by their organization to promote the common good of their components, have to be recognized as central (...) concepts not only of ecology, but of life itself. This perspective is used to defend Lovelock’s “Gaia” hypothesis and the call of Prugh, Costanza, and Daly for strong democracy. The central place accorded the notion of ‘sustainable development' among those attempting to overcome ecological problems could be one of the main reasons for their failure. ‘Ecological civilization' is proposed and defended as an alternative. ‘Ecological civilization' has behind it a significant proportion of the leadership of China who would be empowered if this notion were taken up in the West. It carries with it the potential to fundamentally rethink the basic goals of life and (...) to provide an alternative image of the future. It could both inspire people and provide the cultural foundations for the cultural, social and economic transformations necessary to create a new world order, a world order in which humans augment rather than undermine the ecosystems of which they are part. This short article was originally delivered as a lecture in China, The article sketches a process view of history from ancient to medieval civilization, to modernity in two major phases, and to the current transition to a constructive postmodern, ecological civilization.

The call by Chinese environmentalists for an ecological civilization to supersede industrial civilization, subsequently embraced by the Chinese government and now being promoted throughout the world, makes new demands on legal systems, national and international. If governments are going to prevent ecological destruction then law will be essential to this. The Chinese themselves have recognized grave deficiencies in their legal institutions. They are reassessing these and looking to Western traditions for guidance. Yet law as it has (...) developed in the West, particularly in Anglophone countries, which has crystallized as the tradition of ‘liberal legalism’, is in a state of crisis. Rather than being taken as a cause for despair at the legal traditions of East and West, this challenge could be taken as an opportunity to fundamentally rethink the basis of the law and its role in society and civilization. To overcome the deficiencies in the theory and practice of law in so-called ‘liberal democracies’ I will argue here that it will be necessary to revive and develop the philosophies of law associated with the ‘Radical Enlightenment’. The post-Kantians were inspired by Kant’s Critique of Judgment to forge a new synthesis of natural philosophy, art and history that would overcome the dualisms and gulfs within Kant’s philosophy. Focusing on biology and showing how Schelling reworked and transformed Kant’s insights, it is argued that Schelling was largely successful in laying the foundations for this synthesis, although he was not always consistent in building on these foundations. To appreciate this achievement, it is argued that Schelling should not be interpreted (...) as an idealist but as a process metaphysician; as he claimed, overcoming the oppositions between idealism and realism, spiritualism and materialism. It is also argued that as a process metaphysician, Schelling not merely defended an organic view of nature but developed a theory of emergence and a new conception of life relevant to current theoretical and philosophical biology. This interpretation provides a defense of process metaphysics as the logical successor to Kant’s critical philosophy and thereby as the most defensible tradition of philosophy up to the present. It provides the foundations for post-reductionist science, reconciling the sciences, the arts and the humanities, and provides the basis for a more satisfactory ethics and political philosophy. Most importantly, it overcomes the nihilism of European civilization, providing the foundations for a global ecological civilization. (shrink)

: ‘Ecological civilization’ has been put forward as a utopia, as this notion has been defended by Ernst Bloch and Paul Ricoeur. It is a vision of the future that puts into question that which presently exists, revealing its contingency while offering an inspiring image of the future that can mobilize people to create this future. Ecological civilization is a vision based on ecological thinking, seeing all life as interdependent communities of communities. Humanity’s place in (...) nature is redefined as participating in communities, both human and non-human, including the global ecosystem. From this perspective, the end of life in both ethics and politics should be to augment life through augmenting the conditions for life, that is, through ‘ecopoiesis’ or ‘home-making’. What is involved in this has been clarified by work in biosemiotics and biohermeneutics where life is identified with semiosis, the production and interpretation of signs. Advancing biosemiotics and biohermeneutics, I will argue that living processes can be understood as proto-narratives organizing living processes to advance the conditions for life. They are inchoate in Ricoeur’s sense because they are not reflectively formulated as such but are being lived out. Developing our understanding of the world involves understanding these inter-related proto-narratives, including the proto-narrative that has operated in the creation of the biosphere and semiosphere, and recognizing the potential of human culture as part of this semiosphere to make explicit and re-emplot these proto-narratives. Most importantly, it is to make explicit and further develop the proto-narrative of the global ecosystem to augment the conditions for life. This will involve articulating a new grand narrative of not only humanity but of terrestrial life, orienting human communities at all levels to create and sustain a global ecological civilization. The notion of ecological civilisation has become central to Chinese efforts to confront and deal with environmental problems. However, ecological civilisation is characterized by its proponents in different ways. Some see it as simply an adjunct to the existing system designed to deal with current ecological crises. Its more radical proponents argue for a socialist ecological civilisation that should be developed globally and transform every part of society, changing the way people perceive, live and relate to (...) each other and to nature, and the goals they aspire to. Ecological civilisation is a translation of the Russian notion of ecological culture, and tracing the history of ecology and the concept of culture in the Soviet Union, particularly in the 1920s, I will support this more radical view, arguing that ecological civilisation is not only underpinned by eco-socialism; it provides the means to clarify the meaning of socialism generally in a way that accords with deep assumptions of Marx’s critique of capitalism. That this notion has been officially embraced within China establishes a tradition of socialist thought that now has the potential to challenge and replace global capitalism. (shrink)

With the early success of the deep ecology movement in attracting adherents and with the increasing threat of a global ecological catastrophe, one would have expected this movement to have triumphed. We should be in the process of radically transforming society to create a harmonious relationship between humans and the rest of nature. Instead, deep ecology has been marginalized. What has triumphed instead is an alliance of managerialism, transnational corporations and neo-liberalism committed to replacing communities with markets and transforming (...) every facet of nature and society into means for increasing the profitability of corporations and expanding GDP. This outcome is here explained by the failure of deep ecologists to understand the ideological, political and economic forces driving ecological destruction, and thereby what is required to overcome these. To regain the initiative, it is argued, it will be necessary to recover the whole project of the Radical Enlightenment upholding the Renaissance quest for liberty that was subverted by the scientific materialism and possessive individualism of the Moderate Enlightenment. Not only will it be necessary to transform science to develop a comprehensive alternative conception of nature and humanity and its destiny, it will be necessary to revive and develop the institutions of the Radical Enlightenment to subordinate markets to democratically organized communities at multiple levels, as communities of communities committed to augmenting the life of these communities, including the life of ecological communities. Doing so will involve reformulating the grand narrative of emancipation as a dialogic, polyphonic grand narrative to orient individuals, organizations and nations to create a global ecological civilization. -/- . Aldo Leopold in “The Land Ethic” made the case for an environmental ethic as both a moral imperative and an unfolding historical process. In The Civilising Process, Norbert Elias shows how, in all societies, the molding of personality and the internalization of affective constraints on behavior are linked to long-term processes of social development. In terms of a common root in Darwinian/Humean naturalism, an understanding of the land ethic as an “ecological civilizing process” can shed light on the sociogenetic (...) mechanisms which are transforming, albeit slowly, the “foundations of conduct” toward the environment. No processo de desenvolvimento econômico e social, devido às diferenças nas práticas sociais, diferentes países, regiões e grupos étnicos são forçados a diferir em sua compreensão da conotação da civilização ecológica e de sua expressão externa. No contexto da diversidade cultural, o desenvolvimento da educação da civilização ecológica na China é um projeto sistemático de longo prazo, que requer a participação conjunta do povo, e pode, de modo (...) geral, ser realizado em três níveis, incluindo o nível social, o nível nacional e o nível escolar. O presente artigo argumenta que toda a sociedade é o solo para desenvolver a educação da civilização ecológica; na China, o governo é a garantia externa e as escolas são o principal campo de batalha. Nesse sentido, o governo confia essencialmente nas escolas para alcançar o objetivo da educação da civilização ecológica. Portanto, o presente artigo se concentrará no nível escolar, baseado na diversidade cultural dos dias atuais, para discutir as contramedidas para o desenvolvimento da educação da civilização ecológica, na China, que inclui o sistema de metas, professores, estudantes, currículo, metodologia e meio ambiente. Além disso, o presente artigo toma a região de Sichuan-Tibet e a cidade de Tianjin como exemplos para elaborar as ações específicas de integração da cultura ecológica étnica com a educação da civilização ecológica nas escolas. This is Part 1 of an article aimed at defending Marx against orthodox Marxists to reveal the possibilities for overcoming capitalism. It is argued that Marx’s general theory of history as technological determinism along with his call for the dictatorship of the proletariat is inconsistent with his profound insights into alienation and commodity fetishism as the foundations of capitalism. Humanist Marxists focused on the latter in opposition to Orthodox Marxists, but without fully acknowledging this inconsistency and its implications, failed to (...) realize the full potential of Marx’s work. The outcome has been the triumph of “neoliberalism,” effectively a synthesis of the worst aspects of capitalism with Soviet managerialism. Here I argue that eco-Marxists should combine humanistic Marxism with the defence of genuine science to revive a tradition of thought going back to Aleksander Bogdanov and Ernst Bloch, and to Marx himself. However, traditional Marxists’ lack of appreciation of the importance of the “superstructure” has hindered even eco-Marxists from developing the culture required to replace capitalism. In Part 2 I will argue that the call for an “ecological civilization” brings into focus what is required: a realistic vision of the future based on ecological concepts. -/- . (shrink)

Developing MacIntyre’s metaphilosophy, Whitehead’s contention that philosophy ‘is the most effective of all the intellectual pursuits’ is elucidated and defended. It is argued that the narratives through which philosophical ideas are evaluated can refigure the stories constituting societies. In this way philosophical ideas become practically effective and come to be embodied in institutions. This is illustrated by the challenge by process philosophy to scientific materialism in the face of an impending global ecological crisis. The ecological crisis is endangering life on Earth as we know it, giving rise to multiple protests, strikes and marches around the world, most of them lead by children and teenagers. The aim of this paper is to argue for the legitimacy of the presence of children and teenagers in political life in the current state of the ecological crisis through a seemingly paradoxical kind of participation: civil disobedience, i.e. refusal to participate. The paper will start by addressing (...) the need to think the ecological crisis and analyze its origins; it will then consider the significance of the role performed by children and teenagers in the political stances regarding the crisis on the basis of Hannah Arendt’s ontological-political thought. In this article the meaning and main phases of 'economization' as a civilizing process are outlined. It is argued that 'ecologization' of the current political-economic regime can in a certain sense be regarded as a continuation of this development. Due attention is given to social conditions which may be favourable or impedimental to an ecologization of 'the economy'. It is pleaded that environmental policies should used the so-called trickle-down effect to their advantage.

The main characteristic of the modern environment is the negative change by its people – destruction and pollution. Man is part of the biosphere and the technogenic transformations of the biosphere inevitably affect him. Under the influence of technogenic civilization, all spheres of human activity undergo changes, and science above all. Ecology is especially keenly aware of the challenges of technogenic civilization. It focuses on anthropogenic factors, works with the human environment. At the same time, its problem field (...) is expanding due to interdisciplinary research and the allocation of knowledge of new environmental disciplines into an independent industry. The interdisciplinarity of modern ecology is most clearly visible on the example of such a direction as informational ecology. The presence of the digital environment in human life has grown so much that it requires the separation of the digital information environment into a separate subsystem. Information ecology studies the laws of the influence of information on the formation and functioning of man. In turn, interdisciplinarity, assuming the use of knowledge from various branches of science, brings us to the problems of the collective agent of cognition and distributed knowledge. In ecology, the problems of the collective agent of cognition are implemented through crowd-sourcing technology. Ecology is a science that requires massive collection of observation data (samples of water, air, soil pollution in various, sometimes hard-to-reach corners of the planet, observation of fluctuations in the number of species of animals and plants). The popularity of crowdsourcing projects in the field of ecology is explained by the fact that the challenges and threats of anthropogenic civilization have generated such a trend of our time as environmental orientation or environmentalism. Ecological crowdsourcing projects, inspired by the philosophy of environmentalism, can serve as an answer to the challenges of technogenic civilization. (shrink)
