This report characterizes the state of affairs in the field of business ethics in Central and Eastern Europe. It reveals the major problems and challenges brought about by the profound reforms to these societies and economies. It also offers some results of surveys looking at public opinion on morals and ethics, as well as on current business practices. In order to give a complex picture, it presents brief lessons from the history of particular countries. The article introduces a special section about history of science in Central and Eastern Europe before and after the fall of Communism, and sketches a conceptual framework within which the three papers in the section can be understood together. This introduction provides information about the workshop from which the papers were recruited, and continues with more general considerations on the nationalization of scientific knowledge in the territories of the Habsburg empire and its successor states. This special issue explores an interdisciplinary topic that lies at the heart of Studies in Ethics, Law, and Technology. The life science industry is increasingly recognised as a key sector in the growth and development of many economies. As it gains momentum, policymakers are confronted with the need to facilitate growth whilst dealing with important ethical and regulatory challenges arising from new technosciences addressing human health and the environment. Such activities present special opportunities and threats to emerging economies such as (...) those in Central and Eastern Europe . Countries transitioning from state-run to free market economies are confronted with the need to engage with new actors within the innovation system, such as transnational corporations and public-private partnerships while finding a place within processes of scientific and academic globalisation. At the same time science throws up new social and ethical dilemmas connected with issues such as genetic databases, drug trials and GM crops. The special issue emerged from a workshop held in Prague in October 2007 that attempted to map a number of these dynamics within the region, and explore cases from outside of it that might inform life sciences development. We examine corruption across three Central and Eastern Europe countries through a social psychology framework which integrates social identity theory, social cognitive theory and moral disengagement mechanisms. We illustrate how various social identities influence individual and collective action in terms of ethical behavior and corruption, thereby creating, maintaining and perpetuating petty, grand and systemic public/private corruption through triadic co-determination via cognition, behavior and the environment. Despite growing research on corruption normalization, less is known about the cognitive and (...) behavioral mechanisms in ethical decision making, the cognitive workings of how individuals reconcile unethical behavior and the social psychological processes behind corruption in society and organizations. Expert interviews reveal internally conflicted multi-layered social identities perpetuating corruption, some embedded in nationalistic history and others tied to the European Union, which supports the divergent paths of CEE countries since the fall of communism. Some moral disengagement mechanisms are common across all three countries, while others are linked to specific circumstances. Social identity mechanisms feed into moral disengagement, which individuals draw upon to reconcile the conflict between unethical behavior and moral codes. Patterns of moral disengagement aggregate to the country level and explain normalization of corruption in CEE society and organizations. (shrink)

This book presents the origins of Central and Eastern European phenomenology. It features chapters that explore the movement's development, its most important thinkers, and its theoretical and historical context. This collection examines such topics as the realism-idealism controversy, the status of descriptive psychology, the question of the phenomenological method, and the problem of the world. The chapters span the first decades of the development of phenomenology in Czechoslovakia, Poland, Romania, Russia, and Yugoslavia before World War II. The contributors (...) track the Brentanian heritage of the development. They show how this tradition inspired influential thinkers like Celms, Špet, Ingarden, Frank, Twardowski, Patočka, and others. The book also puts forward original investigations. Moreover it elaborates new accounts of the foundations of phenomenology. While the volume begins with the Brentanian heritage, it situates phenomenology in a dialogue with other important schools of thought of that time, including the Prague School and Lvov-Warsaw School of Logic. This collection highlights thinkers whose writings have had only a limited reception outside their home countries due to political and historical circumstances. It will help readers gain a better understanding of how the phenomenological movement developed beyond its start in Germany. Readers will also come to see how the phenomenological method resonated in different countries and led to new philosophical developments in ontology, epistemology, psychology, philosophy of culture, and philosophy of religion. The historical trajectory of Central and Eastern Europe differed significantly from that of the West. The region became the periphery of a transforming West during the early modern centuries. The nineteenth and twentieth centuries were characterized by repeated attempts to catch up with the West. Romanticism brought in Western ideas and generated struggles for national independence and modernization. Failures paved the way for desperate revolts in the inter-war years. Left- and right-wing revolutions engulfed the region. Authoritarian, Fascist (...) and Communist regimes looked for short cuts to finish nation-building and industrialization. In the end, all versions of state-run modernization failed, and the region revolted against them. At least its western rim seems to be successfully returning to Europe at the turn of the millennium. Publication ethics is an important aspect of both the research and publication enterprises. It is particularly important in the field of biomedical science because published data may directly affect human health. In this article, we examine publication ethics policies in biomedical journals published in Central and Eastern Europe. We were interested in possible differences between East European countries that are members of the European Union (Eastern EU) and South-East European countries (South-East Europe) that are not (...) members of the European Union.The most common ethical issues addressed by all journals in the region were redundant publication, peer review process, and copyright or licensing details. Image manipulation, editors’ conflicts of interest and registration of clinical trialswere the least common ethical policies. Three aspects were significantly morecommon in journals published outside the EU: statements on the endorsement of international editorial standards, contributorship policy, and image manipulation.On the other hand, copyright or licensing information were more prevalent in journals published in the Eastern EU. The existence of significant differences amongbiomedical journals’ ethical policies calls for further research and active measuresto harmonize policies across journals. This article examines the role of mainstream political participation in the quest for gender equitable citizenship as a measure of the attainment of democracy. Citizenship stands here as the appropriate measure for the implementation of women's rights as human rights. The article examines citizenship status through the prism of representation in mainstream politics in the context of democratisation in Central and Eastern Europe. Prior to European Union accession negotiations, gender was marginal on the political agenda in most (...) countries in the region. Indeed, what counts as 'political' had been narrowed to denote formal party and legislative politics alone. The contradiction between this definition and the discursive validation of civil society involvement is explored, both within the region and by international donor agencies and supranational governments such as the European Union. Some empirical evidence of the barriers hindering women's access to the public sphere of the polity is presented. Finally, strategies such as the introduction of quotas that are designed to overcome the factors curtailing women's capacity to become active citizens in the public sphere of politics are discussed. During the last two decades, the intra-industry trade between western companies and former socialist enterprises in Central and Eastern Europe gradually shifted from the subcontracting of marginal operations such as final assembly to the outsourcing of products and intermediate inputs. To further enhance their competitiveness, firms in Central and Eastern Europe have yet to take one more step forward: integrate services with manufacturing. Developing such capabilities hinges, aside from intensive training and learning on the (...) existence of functional interactive knowledgebased innovation systems. Whereas Central and East European economies exhibit conspicuous weaknesses in this last respect, they still possess a countervailing advantage that is apt to lure foreign investors into the region: lower wage rates relative to western countries across all industries and skill levels. Offshoring therefore seems to be the most appropriate means to reconcile the two sides of the coin. (shrink)

Since 1989, clinical ethics consultation in form of hospital ethics committees was established in most of the transition countries of Central and Eastern Europe. Up to now, the similarities and differences between HECs in Central and Eastern Europe and their counterparts in the U.S. and Western Europe have not been determined. Through search in literature databases, we have identified studies that document the implementation of clinical ethics consultation in Central and Eastern (...) Europe. These studies have been analyzed under the following aspects: mode of establishment of HECs, character of consultation they provide, and their composition. The results show that HECs in the transition countries of Central and Eastern Europe differ from their western-European or U.S. counterparts with regard to these three aspects. HECs were established because of centrally imposed legal regulations. Little initiatives in this area were taken by medical professionals interested in resolving emerging ethical issues. HECs in the transition countries concentrate mostly on review of research protocols or resolution of administrative conflicts in healthcare institutions. Moreover, integration of non-professional third parties in the workings of HECs is often neglected. We argue that these differences can be attributed to the historical background and the role of medicine in these countries under the communist regime. Political and organizational structures of healthcare as well as education of healthcare staff during this period influenced current functioning of clinical ethics consultation in the transition countries. There has been a growing debate about the ethics of management buy-outs (MBOs). One possible criticism of the MBO is that it serves the interests of incumbent management at the expense of shareholders. In this paper we develop the general arguments concerning the ethical aspects of the MBO to include other forms of buy-out beyond going privates and apply the analysis to MBOs as a mode of privatisation in Central and Eastern Europe (CEE). MBOs are justified in (...) this context postperestroika as a means of incentivising economic activity by giving managers an ownership stake in former state enterprises. The actual mode of privatisation, though, raises issues of social justice and the criticism that MBOs are at the expense of the broader social good. The ethical problem for the CEE is to balance the economic gains of a move to markets with the ethical risks to the agents of these markets. (shrink)

Business schools, and universities providing business education, from across the globe have increasingly engaged in responsible management education (RME), that is in embedding social, environmental and ethical topics in their teaching and research. However, we still do not fully understand the institutional pressures that have led to the adoption of RME, in particular concerning under-researched regions like Central and Eastern Europe (CEE). Hence, we undertook what is to our knowledge the most comprehensive study into the adoption of (...) RME in CEE to date (including 13 countries: Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Russia, Slovenia and Ukraine). We find that, with regard to RME, isomorphic pressures seem to shape teaching and research in different ways, which suggests that the idea of a holistic approach to RME, promoted by, for example, the Principles of Responsible Management Education (PRME), needs to be revisited; rather, different trajectories of organizational engagement may emerge for each principle. As a contribution to institutional theory, we discuss how a highly fragmented organizational field—like RME with its multiple dimensions—impacts on notions of actor centrality, where actors achieve centrality with regard to some dimensions of the field but fail to do so for others. In particular, we found that the European Union holds centrality in the area of RME teaching, but not in RME research. Our findings thus suggest that the concept of field centrality needs further clarification. (shrink)

The article explores the location of Central and Eastern Europe in transnational feminist studies. Despite the acknowledgement of the situatedness of knowledge, feminist theorising nevertheless seems to continue to be organised around a limited number of central axes and internalised progress narratives. The authors argue that there is a pressing need for theories which can approach the near absence of Central and Eastern European perspectives from transnational feminist theorising, and challenge the limited number of (...) discursive tropes associated with post-socialist Central and Eastern Europe – especially that of a ‘lag’, where difference is translated into a temporal distance. Instead, the authors suggest that a more inclusive vision of transnational feminist studies can be achieved by applying the decolonial framework to the post-socialist context, as explicated in the work of Madina Tlostanova. Niche parties have been increasingly successful during the last 30 years and have accordingly received a lot of scholarly attention. So far most of the focus has been on Green and radical right parties, and to a more limited extent, regional parties. In this paper I analyze the electoral fates and policy outcomes of another type of niche party, namely those focusing on anti-corruption, whose successes culminated during the 2000s. The study is limited to all new parties campaigning on the (...) issue of anti-corruption in Central and Eastern Europe since the fall of the Berlin wall and the questions to be answered are: To what extent are these parties successful in obtaining relevant positions in the government so that they are able to effectively fight corruption? What impact do they have on anti-corruption measures, thereby influencing the level of corruption? How successful are these parties in the elections that follow? In short, to what extent do anticorruption parties matter? Apart from electoral and governmental data, the analysis is based on the Freedom House Nation in Transit annual reports, in which one section deals with the efforts to curb corruption. The results are rather mixed, but indicate that the more influential positions the anti-corruption parties (ACPs) have in government, the better are their anti-corruption performances. That implies that they are serious and competent enough to tackle those issues, despite their newness and lack of experience. Not surprisingly, the incumbent ACPs fare worse than those in opposition in subsequent elections, but quite a few still remain popular. Finally, all but one party abandoned their anti-corruption rhetoric in their second election, which implies that anti-corruption is a different type of issue, compared to the ones used by previous niche parties. This book carefully examines the most recent wave of the emergence and case law of activist constitutional courts: those that were set up after the fall of communism in Central and Eastern Europe. The most important voices concerning the changes now occurring in Central and Eastem Europe are those that come from within, for those voices are informed not only by indifferent data and objective reports, but by personal hopes, fears, desires and needs. Without careful consideration of what such voices say, judgment can only be sterile. Furthermore, policy decisions made without the benefit of the intemal perspective are likely to be flawed, and ineffectual. Policies won’t work if they do not (...) take into account the point of view of those who are supposed to be affected by them. There nevertheless remains an important role for outsiders to play in the discussion of the impact of political change on the future of philosophical thought, especially if the outside perspective can serve as a test of the internal view. The growth of research ethics committees worldwide is now fairly rapid and new “markets” for research ethics are opening all the time. The market metaphor is appropriate, since a good deal of the impetus for research ethics review comes from the development of new pharmaceutical products, the globalisation of pharmaceutical research, development and marketing, and the internationalisation of regulatory standards for pharmaceutical R&D. The need for independent ethical review of research protocols by a committee drawing on a range of professional (...) and lay expertise is established as a moral, a quality-management and a regulatory requirement in many jurisdictions, and internationally in the Declaration of Helsinki, the Council of Europe’s Biomedicine Convention, and the International Committee on Harmonisation’s Tripartite Guideline on Good Clinical Practice. The chapter aims to introduce an integrated approach to concepts of smart cities and age-friendly cities and communities. Although these ideas are widely promoted by the European Union and the World Health Organisation, they are perceived as separate. Meanwhile, these concepts are closely intermingled in theory and practise concerning the promotion of healthy and active ageing, a universal design, usability and accessibility of age-friendly environments, reducing of the digital divide and robotic divide, and reducing of older adults’ social isolation. When Communism collapsed in Central and Eastern Europe women seemed to lose the control they had gained over their reproductive lives. Abortion rights became more limited as did access to childcare and maternity benefits. The authors argue that this picture conceals two key points. First, the effects of both Communism and post-Communism for women's reproductive lives need to be understood as byproducts of state initiatives geared towards the fulfilment of quite different political goals – and not attempts (...) to intervene in women's health and well-being per se. Second, these effects are very varied and cannot be attributed to a single cause. ‘Central and Eastern Europe’ comprises a whole range of political, ethnic and religious groupings, the result being that women's reproductive lives have been shaped within a diversity of political processes. Some women have faced pressures from the state to reproduce, some have lost the conditions necessary for them to continue paid work after childbirth, others have lost abortion rights. To understand these very different outcomes of post-Communism, this article looks beyond women's issues per se to unravel their role as symbolic resources which have been drawn upon in power struggles taking place in political arenas which exclude the majority of women. This argument is elaborated through empirical evidence from Poland, Serbia and East Germany. (shrink)

Elected politicians—legislators and, in some systems, members of the executive—can choose to exercise authority themselves or to delegate that authority to any number of agencies. Such delegation of power can occur at the constitutional stage, but is most common at the post-constitutional stage. Two categories of delegation can be distinguished: domestic delegation to agencies within the legislators’ jurisdiction, and international delegation to supranational or international bodies. While some research has been done on domestic delegation, especially in the context of delegation (...) to administrative agencies in the U.S., as well as on delegation to supranational bodies, especially with regard to the E.U., these activities have not been analyzed within a unified framework. This paper attempts to inquire into these issues and provide a general picture of the decision-making process regarding whether to delegate authority and to which body to transfer the authority. The past decade has been a period of rapid change in Central and Eastern Europe. Almost all of these countries have either passed entirely new constitutions or substantially modified the old ones. This is a unique situation in which constitutional delegation of powers can be performed almost simultaneously with post-constitutional delegation. The constitutional process in Israel is very different. It has been underway for fifty years. However, it can also be characterized by simultaneous constitutional and post-constitutional choices. In this paper, we examine such delegation choices in nine countries. We describe the main differences among these countries with regard to delegation of power, try to trace their origins and analyze their effects on delegation of powers. One question raised is what are the ramifications of a quasi-simultaneous constitutional and post-constitutional choice? Have constitutional rules been chosen in anticipation of the necessary compatibility with the rules of international organizations that one wants to join? Has membership in international organizations led to a boost in credibility of those governments concerned? (shrink)

Summary In the late eighteenth and early nineteenth centuries the Polish geoscientist, philosopher, and statesman Stanisław Staszic (1755–1826) conducted an extensive geological survey of Poland and adjacent areas. In 1815, he completed a book (in Polish), On the geology of the Carpathians and other mountains and lowlands of Poland, complemented by a well-made geological map of Central and Eastern Europe. Early in the nineteenth century, Staszic refined the idea of ‘geological mapping’, though initially he was interested in (...) the exploration of mineral deposits, rock salt, copper and iron ores, and coal. Unlike his predecessors, his book adopted a temporal subdivision of rocks, using a somewhat modified version of Abraham Gottlob Werner's system. He delineated the surface distribution of five rock units and coloured them onto his map. His work gave expression to his view of geological history, and brought the ‘Enlightenment Period’ of geology in Central and Eastern Europe to a close. (shrink)

This paper examines the ability of countries in Central and Eastern Europe to ensure appropriate protection of research participants in the field of increasingly globalizing biomedical research. By applying an analytical framework for identifying gaps in policies and programs for human subjects protection to four countries of CEE—Belarus, Latvia, Lithuania, and Poland, substantial gaps in the scope and content of relevant policies and major impediments to program performance have been revealed. In these countries, public policies on the (...) protection of research participants lack consistency and reliable mechanisms for their implementation. Impediments to program performance most often relate to inadequacies in the national research ethics systems with regard to organizational structure, budgetary support, supervision, and training. The level of research ethics capacity varies from country to country and depends on socio-economic and political factors of post-communist transition. The breadth and depth of the problems identified suggest that the current level of protection for research participants in CEE might be inadequate to the challenges posed by the globalization of biomedical research. In CEE countries, there is a need for strengthening research ethics capacity through modification of relevant policies and improvement of program management. The differences among the countries call for further research on identifying the best approaches for filling the gaps in the policies and programs aimed at ensuring effective protection of research participants. This article examines the development, activities and effectiveness of women’s NGOs in 10 Central and Eastern European countries. It begins by examining the establishment of women’s organizations post-1989, identifying their structure, funding difficulties and the issues on which they focus. It also addresses the tension between the work of NGOs and the wider development of civil society. The article goes on to explore how negative perceptions of feminism have hindered efforts to develop a unified and coherent agenda among (...) women’s NGOs. Finally, it analyses how public attitudes have affected relations between women’s organizations and women politicians as well as how competition and fragmentation have complicated relationships between NGOs. ABSTRACTThe article recovers Henry Brailsford’s reflections on south-eastern and east-central Europe in a transformative period in international politics. Although the British journalist has been considered as key influence in the development of international relations in Britain, his commentary on the national questions in eastern Europe has remained relatively unexplored. The article argues that in response to the international politics of the Eastern Question and to concurrent imperial questions in Britain, Brailsford articulated an imperial anti-imperialist (...) vision of international order based on the support for local autonomy and self-government across eastern Europe and the colonial world. It then proceeds to chart his gradual distancing from the politics of self-determination during the Great War and argues that Brailsford’s international thought was influenced by a series of pragmatic considerations regarding the future of central and eastern Europe. The intricacies of Brailsford’s international thought offer an informative case-study of the symbiosis of liberal and socialist varieties of internationalism in early twentieth century Britain. Among the most used expressions in scholarly articles concerning collective memory, is “dealing with the past”, or its more specific alternative, “dealing with the traumatic past”. This is a rather inexact formulation, because what scholars, artist, curators deal with is not the past in itself but the manner in which it is narrated and represented, or remembered, reconstructed. A series of questions are triggered by this statement: who “remembers”, for what purpose, with what consequences? The scope of this yearbook is (...) to present two different ways of approaching the construction of collective remembrance: the authoritarian one and the post-authoritarian one. Th e articles discuss case studies of collective memory and identity building in Communist Romania, comparative studies of participative art in post-authoritarian regimes in Central and Eastern Europe, or intricate artistic approaches of traumatic collective memories. This study utilizes an exploratory research design to investigate the influence of historical socialism and communism on the shaping of a society’s economic ethos. The discussion of ethics and economics has a very long history across multiple disciplines including the founder of modern economics, Adam Smith. The main objective of this essay is to show that the process of transition from socialism to capitalism in Central and Eastern Europe is a cultural problem rather than a technical one. In pursuing that objective I analyze two interrelated issues. First, analysis shows why and how cultural differences in Central and Eastern Europe have, via transaction costs specific to the process of transition, specific and predictable effects on the results of institutional restructuring, and, (...) consequently, on economic performance.
