Although the management and planning of water resources are extremely significant to human development, the complexity of implementation is unimaginable. To achieve this, the high-precision water consumption prediction is actually the key component of urban water optimization management system. Water consumption is usually affected by many factors, such as weather, economy, and water prices. If these impact factors are directly combined to predict water consumption, the weight of each perspective on the water consumption will be ignored, which will be greatly (...) detrimental to the prediction accuracy. Therefore, this paper proposes a deep neural network-based complex system for urban water management. The essence of it is to formulate a water consumption prediction model with the aid of principal component analysis and the integrated deep neural network, which is abbreviated as UWM-Id. The PCA classifies the factors affecting water consumption in the original data into three categories according to their correlation and inputs them into the neural network model. The results in the previous step are assigned weights and integrated into the form of fully connected layer. Finally, analyzing the sensitivity of the proposed UWM-Id and comparing its performance with a series of commonly used baseline methods for data mining, a large number of experiments have proved that UWM-Id has good performance and can be used for urban water management system. Aging has become a serious social problem in China. Traditional informal long-term care is hard to sustain because of the reduction in family size and elders’ children migration to big cities. The institution offering services for the disabled elders has been a tendency. There exists a strange phenomenon: some nursing homes are difficult to enter for most disabled elders, while the other ones must search for elders to maintain operation. Therefore, for the evaluation of nursing homes, two problems should be (...) considered: selecting suitable nursing homes for disabled elders; obtaining the key factors influencing the selection of elders and helping nursing homes improve their services based on the key factors. First, we propose a new DEMATEL method for PLTSs to solve the second problem. Then, we present a novel PROMETHEE method to rank the alternatives and make a sensitivity analysis for criteria. Finally, we illustrate our proposed methods to an evaluation problem in Zhenjiang City by a case study. Based on the case study, we can obtain that our proposed methods are effective and practicable. Presently, the State Grid Corporation of China has accumulated a large amount of maintenance records for power primary equipment. Unfortunately, most of these records are unstructured data which lead to difficultly analyze and utilize them. The emergence of natural language processing technology and deep learning methods provide a solution for unstructured text data. This paper proposes a progressive multitype feature fusion model to recognize Chinese named entity of unstructured maintenance records for power primary equipment. Firstly, the textual characteristics and word (...) separation difficulties of maintenance records are analyzed, then 7 main entity categories of power technical terms from unstructured maintenance records are chosen, and 3452 maintenance records are labeled by these categories, which is so called EPE-MR training dataset. Secondly, the standard test reports, standard maintenance, and fault analysis reports for three types of power primary equipment are employed as corpus to train character embedding in order to obtain certain words representation ability of maintenance records. After that, progressive multilevel radicals feature extraction module is designed to get detailed and fine semantic information in a hierarchical manner. Further, radicals feature representation and character embedding are concatenated and sent to BiLSTM module to extract contextual information in order to improve Chinese entity recognition ability. Moreover, CRF is introduced to handle the dependencies among prediction labels and to output the optimal prediction sequence, which can easily obtain structured data of maintenance records. Finally, comparative experiments on public MSRA dataset, China People’s Daily corpus, and EPE-MR dataset are implemented, respectively, which show the effectiveness of the proposed method. (shrink)

Social impact bonds have emerged as an innovative financial instrument designed to support the social service sector in delivering innovative social programs. In particular, SIBs can be used to finance prevention of homelessness among those regarded as vulnerable. There is little evidence that outcomes from SIB-funded programs are significantly different compared to more traditional programs. This is the first scoping review of academic and gray literature that explores the main features and outcomes from all SIBs for homelessness based on evidence, (...) addressing an important gap in the literature. The scoping review provides a transparent and comprehensive approach for mapping areas of this research. A total of 73 studies and articles were found eligible for inclusion. These concerned 32 SIBs for homelessness implemented in the United Kingdom, the United States, Australia, and Belgium. The review found that academic papers on SIBs for homelessness lack evidence-based analysis, while gray literature lacks transparency, especially in evaluation method and outcome. We found that fourteen projects met their target outcomes. The common features of these SIBs were a navigator intervention model, effective partnership working, and use of Special Purpose Vehicles. Our findings show that it is necessary for the managers of SIBs to improve outcome metrics and evaluation methods, support target groups fairly, and attract more private investors to finance SIBs for better addressing homelessness. With the awakening of people's health consciousness, the concept and practice of health promotion has become the main target of health policies throughout the world. In this study, the relationship between physical education and health promotion was examined. Art students from a university in Taoyuan were selected for research, and a total of 320 questionnaires were issued. Invalid and incomplete questionnaires were eliminated, with a total of 227 valid questionnaires. Finally, the LISREL model was used to analyze the correlation between (...) various factors and health promotion. The results of the model analysis show that in terms of basic fit, the three factors of physical education have a high correlation with the influence of physical education, reaching a significant level. In terms of overall mode fit, the overall mode fit standard χ2/Df was 1.344, less than the standard value of 3 or less, and the RMR value was 0.007, indicating that the χ2/DF and RMR result standards were appropriate, and the chi-square value was very sensitive to the sample size. Therefore, there was a positive correlation among physical education, sports participation, and health promotion. In conclusion, physical activities can improve the human body's immune function, reduce the symptoms of chronic diseases, and positively promote health. The research result is important for emphasizing the benefit of sports to art students, and provides reference for improving the quality of school physical education, and the physical and mental health level of people in Taiwan. Background Informed consent is often cited as the “cornerstone” of research ethics. Its intent is that participants enter research voluntarily, with an understanding of what their participation entails. Despite agreement on the necessity to obtain informed consent in research, opinions vary on the threshold of disclosure necessary and the best method to obtain consent. We aimed to investigate Australian researchers’ views on, and their experiences with, obtaining informed consent. Methods Semi-structured interviews were conducted with 23 researchers from NSW institutions, working (...) in various fields of research. Interviews were analysed and coded to identify themes. Results Researchers reported that consent involved information disclosure, understanding and a voluntary decision. They emphasised the variability of consent interactions, which were dependent on potential participants’ abilities and interests, study complexity and context. All researchers reported providing written information to potential participants, yet questioned the readability and utility of this information. The majority reported using signed consent forms to ‘operationalise’ consent and reported little awareness of, and lack of support in implementing more dynamic informed consent procedures, such as verbal informed consent, that was fit for the purposes of their studies. Views on Human Research Ethics Committees varied. Some reported inconsistent, arduous inputs on the information form and consent process. Others expressed reliance on HRECs for guidance, viewing them as institutional safeguards. Conclusions This study highlights the importance of transparent relationships, both between researchers and participants, and between researchers and HRECs. Where the relationship with study participants was reported as more robust, researchers felt that they were better able to ensure participants made better, more informed decisions. Where the relationship with HRECs was reported as more robust, researchers were more likely to view them as institutional safeguards, rather than as bureaucratic hindrances. Conscientious and mindful researchers are paramount to ensuring the procedure accommodates individual requirements. This study advocates that when designing ethical informed consent practices, researchers should be integrated as autonomous players with a positive input on the process, rather than, in the worst case, predatory recruiters to be curtailed by information forms and oversight. Time theft is a prevalent, costly, and generally discreet employee activity in firms; nonetheless, very limited research is available on it. To explore why, how, and when employees exhibit time theft, we investigate the influence mechanism of work-related use of information and communication technologies after hours (W_ICTs) on time theft from the perspective of resource gain and loss. Our study found that W_ICTs significantly promotes employee time theft. Emotional exhaustion and moral disengagement play a mediating role in the relationship between (...) W_ICTs and time theft, respectively, and these two variables have a chain-mediating role in the relationship above. Perceived organizational support moderates this chain mediation by moderating the positive effect of W_ICTs on emotional exhaustion. Overall, the findings have important theoretical and managerial implications for research on W_ICTs and time theft. (shrink)

This study aims to examine how the relationship between intellectual capital and bank profitability changed during COVID-19. Based on the data of 34 Chinese banks and 39 Pakistani banks, this study uses ordinary least squares to examine this relationship during the COVID-19 era. Profitability is measured by return on assets and return on equity, and IC is measured by the value added intellectual coefficient model. The findings show that, even during the COVID-19 pandemic, IC has managed to sustain its positive (...) influence on bank profitability in China and Pakistan. Among IC components, our study reports that human capital is the only IC resource that continues to enhance ROA and ROE of Chinese and Pakistani banks during the pandemic period. Our study suggests that policymakers should pay more attention to IC resources, which has the potential to improve banks’ profitability even during crisis times. (shrink)

In this paper, I provide a framework for accounting for the self, based on a reconstruction of Galen Strawson’s “theory of SESMETs,” or the Pearl view, with Barry Dainton’s continuous consciousness thesis. I argue that the framework I provide adequately accounts for the self and is preferable to solely adopting either Strawson’s or Dainton’s theory. I call my reconstruction the “Necklace” view of the self.

In this paper, dynamic behavior analysis has been discussed for a class of switched complex-valued neural networks with interval parameter uncertainties and impulse disturbance. Sufficient conditions for guaranteeing the existence, uniqueness, and global robust exponential stability of the equilibrium point have been obtained by using the homomorphism mapping theorem, the scalar Lyapunov function method, the average dwell time method, and M-matrix theory. Since there is no result concerning the stability problem of switched neural networks defined in complex number domain, the (...) stability results we describe in this paper generalize the existing ones. As many philosophers agree, the frame problem is concerned with how an agent may efficiently filter out irrelevant information in the process of problem-solving. Hence, how to solve this problem hinges on how to properly handle semantic relevance in cognitive modeling, which is an area of cognitive science that deals with simulating human's cognitive processes in a computerized model. By "semantic relevance", we mean certain inferential relations among acquired beliefs which may facilitate information retrieval and practical reasoning under certain epistemic (...) constraints, e. g., the insufficiency of knowledge, the limitation of time budget, etc. However, traditional approaches to relevance—as for example, relevance logic, the Bayesian approach, as well as Description Logic—have failed to do justice to the foregoing constraints, and in this sense, they are not proper tools for solving the frame problem/relevance problem. As we will argue in this paper, Non-Axiomatic Reasoning System (NARS) can handle the frame problem in a more proper manner, because the resulting solution seriously takes epistemic constraints on cognition as a fundamental theoretical principle. This paper provides a systematic and critical review of the existing literature on the phenomenon of ‘commercial contract cheating’ (CCC). Unlike some existing systematic reviews _generally_ on CCC, this paper focuses on the potential causes and suggested preventative measures specifically, intending to develop effective interventions on the basis of empirical insights. We reviewed primary studies with empirical data and systematic reviews focusing on higher education published between 2012 and 2020. A logic model is developed to graphically indicate the complex and (...) dynamic interplay between a variety of factors identified. Our inquiry reveals a highly specified, uncoordinated and fragmented research landscape that urgently needs integrated, holistic and critical reflection. It shows that the current research is still far from establishing causal relationships as the scholarship opts to reveal an abundance of contextual factors identified only, without probing the relational dynamics or striving for causality. A range of broad and tentative recommendations are proposed on that basis but are barely empirically examined. We also attend to lack of conceptual clarity and work towards a more inclusive and future-proof definition of CCC beyond assignment-based conceptualisation. It is argued that CCC should never be reduced to plagiarism (a natural inclination inspired by the plagiarism research tradition) nor neutralised as a legitimate business (a potential risk revealed mostly by the supply side research). As an interdisciplinary field, CCC should move beyond student perceptions of education cheating and affordability, while including more inquiries into the exploitative, predatory nature of the industry. Cyberbullying is a serious global problem that affects many teenagers and university students. Recent studies have explored the relationship between personality traits and cyberbullying, but the mechanism needs further research. This paper examines the impact of personality traits on cyberbullying perpetration of Chinese university students and the moderating role of Internet self-efficacy and gender. By random cluster sampling, 549 university students participated in filling out the self-report questionnaires. The results revealed: conscientiousness, agreeableness, and openness were significantly negatively correlated with cyberbullying (...) perpetration. The stratified regression showed that ISE moderated the relation between agreeableness and cyberbullying. Gender moderated the relationship between agreeableness and cyberbullying, and openness and cyberbullying. (shrink)

A Higher education system is closely related to a country’s development. Governments need to make appropriate adjustments to ensure the healthy and sustainable development of higher education. To measure and evaluate the development status of the national higher education system and propose a set of policies, the following work has been done in this paper: First, this paper establishes a comprehensive evaluation index system based on the AHP-FCE model. The healthy development of education in significant countries was compared horizontally and (...) vertically. The results of weighted scores were used to determine the Japanese higher education system as the research object. Secondly, this paper uses factor analysis and principal component analysis to evaluate the level of sustainable development of higher education, detecting development barriers that migrate from the current to the future. This paper proposes a healthy and sustainable development policy blueprint from four aspects. Finally, this article uses the ARMA time series model to predict the development trend of Japanese higher education in the next 30 years and formulates a timetable for corresponding implementation arrangements. In addition, this paper quantitatively evaluates the effectiveness of the policies we propose and their impact on reality and provides references for other countries in the world. (shrink)

In order to account for how children can generalize words beyond a very limited set of labeled examples, Bloom's proposal of word learning requires two extensions: a better understanding of the “general learning and memory abilities” involved, and a principled framework for integrating multiple conflicting constraints on word meaning. We propose a framework based on Bayesian statistical inference that meets both of those needs.
