This abridged and revised edition of the original book (Springer-Verlag Vienna, 2001) offers the only comprehensive history and documentation of the Vienna Circle based on new sources with an innovative historiographical approach to the study of science. With reference to previously unpublished archival material and more recent literature, it refutes a number of widespread clichés about "neo-positivism" or "logical positivism". Following some insights on the relation between the history of science and the philosophy of science, the book offers an accessible (...) introduction to the complex subject of "the rise of scientific philosophy" in its socio-cultural background and European philosophical networks till the forced migration in the Anglo-Saxon world. The first part of the book focuses on the origins of Logical Empiricism before World War I and the development of the Vienna Circle in "Red Vienna" (with the "Verein Ernst Mach"), its fate during Austro-Fascism (Schlick's murder 1936) and its final expulsion by National-Socialism beginning with the "Anschluss" in 1938. It analyses the dynamics of the Schlick-Circle in the intellectual context of "late enlightenment" including the minutes of the meetings from 1930 on for the first time published and presents an extensive description of the meetings and international Unity of Science conferences between 1929 and 1941. The chapters introduce the leading philosophers of the Schlick Circle (e.g., Hans Hahn, Otto Neurath, Rudolf Carnap, Philipp Frank, Felix Kaufmann, Edgar Zilsel) and describe the conflicting interaction between Moritz Schlick and Otto Neurath, the long term communication between Moritz Schlick, Friedrich Waismann and Ludwig Wittgenstein, as well as between the Vienna Circle with Heinrich Gomperz and Karl Popper. In addition, Karl Menger's "Mathematical Colloquium" with Kurt Gödel is presented as a parallel movement. The final chapter of this section describes the demise of the Vienna Circle and the forced exodus of scientists and intellectuals from Austria.The second part of the book includes a bio-bibliographical documentation of the Vienna Circle members and for the first time of the assassination of Moritz Schlick in 1936, followed by an appendix comprising an extensive list of sources and literature. It is a remarkable fact that Hilbert's programmatic papers from the 1920s still shape, almost exclusively, the standard contemporary perspective of his views concerning (the foundations of) mathematics; even his own, quite different work on the foundations of geometry and arithmetic from the late 1890s is often understood from that vantage point. My essay pursues one main goal, namely, to contrast Hilbert's formal axiomatic method from the early 1920s with his existential axiomatic approach from the 1890s. Such a contrast illuminates (...) the circuitous beginnings of the finitist consistency program and connects the complex emergence of existential axiomatics with transformations in mathematics and philosophy during the 19th century; the sheer complexity and methodological difficulties of the latter development are partially reflected in the well known, but not well understood correspondence between Frege and Hilbert. Taking seriously the goal of formalizing mathematics in an effective logical framework leads also to contemporary tasks, not just historical and systematic insights; those are briefly described as “one direction” for fascinating work. Scientific Philosophy: Origins and Development is the first Yearbook of the Vienna Circle Institute, which was founded in October 1991. The book contains original contributions to an international symposium which was the first public event to be organised by the Institute: `Vienna--Berlin--Prague: The Rise of Scientific Philosophy: The Centenaries of Rudolf Carnap, Hans Reichenbach and Edgar Zilsel.' The first section of the book - `Scientific Philosophy - Origins and Developments' reveals the extent of scientific communication in the inter-War years between (...) these great metropolitan centres, as well as presenting systematic investigations into the relevance of the heritage of the Vienna Circle to contemporary research and philosophy. This section offers a new paradigm for scientific philosophy, one which contrasts with the historiographical received view of logical empiricism. Support for this re-evaluation is offered in the second section, which contains, for the first time in English translation, Gustav Bergmann's recollections of the Vienna Circle, and an historical study of political economist Wilhelm Neurath, Otto Neurath's father. The third section gives a report on current computer-based research which documents the relevance of Otto Neurath's `Vienna method of pictorial statistics', or `Isotypes'. A review section describes new publications on Neurath and the Vienna Circle, as well anthologies relevant to Viennese philosophy and its history, setting them in their wider cultural and political perspective. Finally, a description is given of the Vienna Circle Institute and its activities since its foundation, as well as of its plans for the future. (shrink)

The current implementation of the Neo-Darwinian model of evolution typically assumes that the set of possible phenotypes is organized into a highly symmetric and regular space. Most conveniently, a Euclidean vector space is used, representing phenotypic properties by real-valued variables. Computational work on the biophysical genotype-phenotype model of RNA folding, however, suggests a rather different picture. If phenotypes are organized according to genetic accessibility, the resulting space lacks a metric and can be formalized only in terms of a relatively unfamiliar (...) structure. Patterns of phenotypic evolution—such as punctuation, irreversibility, and modularity—result naturally from the properties of the genotype-phenotype map, which, given the genetic accessibility structure, define accessibility in the phenotype space. The classical framework, however, addresses these patterns exclusively in terms of natural selection on suitably constructed fitness landscapes. Recent work has extended the explanatory level for phenotypic evolution from fitness considerations alone to include the topological structure of phenotype space as induced by the genotype-phenotype map. Lewontin’s notion of “quasi-independence” of characters can also be formalized in topological terms: it corresponds to the assumption that a region of the phenotype space is represented by a product space of orthogonal factors. In this picture, each character corresponds to a factor of a region of the phenotype space. We consider any region of the phenotype space that has a given factorization as a “type”, i.e., as a set of phenotypes that share the same set of phenotypic characters. Thus, a theory of character identity can be developed that is based on the correspondence of local factors in different regions of the phenotype space. (shrink)

Religious sects and their practices have become highly topical in the recent past in Germany. The call for criminal sanctions in order to tackle actual or presumed misconduct is becoming louder and louder. The author, a criminal law professor, analyses the present discussion and puts it into a constitutional law perspective. Any civil society that aims to optimise the scope of the personal freedoms of its members must withstand the temptation of creating a special regime of criminal law rules just (...) to combat religious sects and their practices. Criminal law has tobe applied uniformly in the whole society. Therfore, criminal sanctions can only be handed out, when practices infringe intolerably with the individual' s rights protected by the law. (shrink)

The Hygiene Hypothesis has been recognized as an important cornerstone to explain the sudden increase in the prevalence of asthma and allergic diseases in modernized culture. The recent epidemic of allergic diseases is in contrast with the gradual implementation of Homo sapiens sapiens to the present-day forms of civilization. This civilization forms a gradual process with cumulative effects on the human immune system, which co-developed with parasitic and commensal Helminths. The clinical manifestation of this epidemic, however, became only visible in (...) the second half of the twentieth century. In order to explain these clinical effects in terms of the underlying IgE-mediated reactions to innocuous environmental antigens, the low biodiversity of antigens in the domestic environment plays a pivotal role. The skewing of antigen exposure as a cumulative effect of reducing biodiversity in the immediate human environment as well as in changing food habits, provides a sufficient and parsimonious explanation for the rise in allergic diseases in a highly developed and helminth-free modernized culture. Socio-economic tendencies that incline towards a further reduction of environmental biodiversity may provide serious concern for future health. This article explains that the “Hygiene Hypothesis”, the “Old Friends Hypothesis”, and the “Skewed Antigen Exposure Hypothesis” are required to more fully explain the rise of allergy in modern societies. In Hume’s Of Miracles the person movecl by faith is put in a dilemma between faith and reason. Can one resolve this dilemma as a compleat Humean? The answer is yes. Within the Humean context different approaches can be developed ta overcome Hume’s dilemma. One uses Hume’s theory of utility to defend the belief in the afterlife. The other requires Hume to place faith on a par with beauty and therefore among the passions to which reason must be a slave. (...) In this article we give a unifying approach to the theory of fundamental sequences and their related Hardy hierarchies of number-theoretic functions and we show the equivalence of the new approach with the classical one.

In his classic paper On Computable Numbers Turing analyzed what can be done by a human computor in a routine, “mechanical” way. He argued that mechanical op-erations obey locality conditions and are carried out on configurations satisfying boundedness conditions. Processes meeting these restrictive conditions can be shown to be computable by a Turing machine. Turing viewed memory limitations of computors as the ultimate reason for the restrictive conditions. In contrast, Gandy analyzed in his paper Church’s Thesis and Principles for Mechanisms (...) what can be done by “discrete deterministic mechanical devices” and appealed to physical considerations to motivate restrictive principles. These devices include, crucially, ones that carry out parallel processes, e.g., cellular automata. Following Turing’s methodological ways and guided by Conway’s “Game of Life” as a paradigm, Gandy formulated four restrictive principles and proved that devices satisfying them are computationally equivalent to Turing machines. Since their inception, the Perspectives in Logic and Lecture Notes in Logic series have published seminal works by leading logicians. Many of the original books in the series have been unavailable for years, but they are now in print once again. This volume, the fifteenth publication in the Lecture Notes in Logic series, collects papers presented at the symposium 'Reflections on the Foundations of Mathematics' held in celebration of Solomon Feferman's 70th birthday (The 'Feferfest') at Stanford University, California in 1988. These papers reflect his broad interests as well as his approach to foundational research, which emphasizes the solution of mathematical and philosophical problems. This volume is a result of the international symposium “The Tradition of the Lvov-Warsaw School in European Culture,” which took place in Warsaw, Poland, September 2015. It collects almost all the papers presented at the symposium as well as some additional ones. The contributors include scholars from Austria, the Netherlands, Ireland, and Poland. The papers are devoted to the history and reception of the Lvov-Warsaw School, a Polish branch of analytic philosophy. They present the School’s achievements as well as its (...) connections to other analytic groups. The contributors also show how the tradition of the School is developed contemporarily. The title will appeal to historians of analytic philosophy as well as historians of philosophy in Central Europe. (shrink)

In this rapid commentary, a mini-review is given of the present state-of-knowledge regarding the etiology and epidemiology of the new coronavirus 2019-nCoV and the risks for developing Acute respiratory distress syndrome. The available knowledge on the viral genomics, molecular biology and pathogenicity of viruses of the Coronaviridae family and other Nidovirales, forms a helpful template for understanding the present pandemic outbreak. However, important questions remain unanswered about the underlying mechanism causing the very high case fatality ratios and mechanisms regarding severe (...) reactions like ARDS, fatal cardiac and renal failures, associated with a number of important comorbidity factors. Immunological reactions to lung alveoles in particular in late phase ARDS in SARS-like CoV diseases, so far may not have received enough attention. Finally a shortlist of questions for high priority further research is suggested. (shrink)

The Federation of Belgian companies is a confederation which groups 36 branch associations covering 30. 000 individual firms. About 85 % are small and medium-sizedfirms occupying less than 50 employees. The VBO/FEB is the most important exponent of the high degree of affiliation on the employers' side. The process of decision making reflects the structure of the federation. The mandate is defined in the board of the VBO/FEB, composed by a representative ofeach branch association. This representative holds his mandate on (...) the basis of the deliberations held in the elected board of his association. The guiding principle is consensus, which is not synonymous of unanimity. When a consistent and representative majority emerges from the debate, the members holding another opinion join that majority in a spirit ofemployers' solidarity. The decision making process aims in this way to combine efficiency and democracy. This is particularly important for the VBO/FEB, as that organisation not only acts as a lobby but also as a social partner able to conclude agreements. In the Belgian system, social partners are consulted by the authorities, because of their representativeness. It must however be clear that they may not interfere with the political decisions which in our democratic system rest with government and parliament. (shrink)

This book explores the complexity of two philosophical traditions, extending from their origins to the current developments in neopragmatism. Chapters deal with the first encounters of these traditions and beyond, looking at metaphysics and the Vienna circle as well as semantics and the principle of tolerance. There is a general consensus that North-American pragmatism and European Logical Empiricism were converging philosophical traditions, especially after the forced migration of the European Philosophers. But readers will discover a pluralist image of this relation (...) and interaction with an obvious family resemblance. This work clarifies and specifies the common features and differences of these currents since the beginning of their mutual scientific communication in the 19th century. The book draws on collaboration between authors and philosophers from Vienna, Tübingen, and Helsinki, and their networks. It will appeal to philosophers, scholars in the history of philosophy, philosophers of science, pragmatists and beyond. (shrink)
