One of the measures taken by states to relieve the burden of providing for asylum seekers and refugees is privatization and delegation of asylum regimes. I analyze the privatization and delegation of authority that is taking place within asylum systems and describe three tiers of privatization/delegation: 1. admission at points of entry or criminalization of undocumented entry, 2. status determination, 3. social integration and provision of social and economic rights and benefits. I then ask why states are privatizing and delegating (...) authority within the context of asylum systems and argue that privatization and delegation of authority are intended to be used to maintain control and reduce immigration and integration of asylum seekers. Governments are often helpless in their attempts to manage refugee migration and need to recruit other sectors to assist them in regaining control over immigration. This “tool” is particularly instrumental as it allows governments to maintain—to a large extent—control of immigrations and at the same time distance themselves from their responsibilities, from human rights violations, etc. Governments attempt to have private or other actors carry out acts that they cannot—whether because of practical reasoning or due to legal constraints. Finally, I argue that asylums systems are a special locus; thus, special care, great caution, much regulation, or complete refrain from privatizing at all, is paramount since privatization of asylums systems carries unique and severe consequences. These essays, written in the spirit of Goethe’s Epimetheus who "traces the quick deed to the dim realm of form-combining possibilities", display the depth and breadth of Tallis’s fascination with our lives. Whether discussing philosophical "hardy perennials" like time, or a mundane artefact like ink, Tallis challenges us to think differently about who we are and why we are. The first part of the book – Analysis – dives into the deep-end to explore some of the big (...) questions in philosophy: perception, knowledge and belief; time; the relationship between mathematics and reality; and probability and causation. The middle section – Tetchy Interludes – takes a wry look at some aspects of contemporary art; stupidity (including the author’s own); and Christmas. The third part – Celebration – is more experimental in both its subject matter and treatment. It celebrates the complexity of ordinary, everyday consciousness by contemplating the miracle of speech, artefacts that have transformed our lives (and what they reveal about our cognition) such as the wheel, the sail, and ink; and ‘snapshots’ of the author’s own consciousness on an ordinary day, of past consciousness, as captured in historical memory. Notwithstanding their diversity in theme and style, these essays share the common aim of discovering and celebrating the submerged riches in the "quick deeds" of our everyday lives and perceptions. For a Ruthless Critique of All that Exists takes as its point of departure two profound and interrelated phenomena. The first is the pervasive sense of what Mark Fisher had called "capitalist realism", in which (to cite the famous expression variously attributed to Fredric Jameson and Slavoj Žižek) it is easier to imagine the end of the world than then end of capitalism. As Jameson in particular has noted, "perhaps this is due to some weakness in our imaginations," and the (...) attenuation of the imaginative function in cultural criticism has far-reaching implications for the organization and reformation of institutions more generally. This manifests itself as a waning of speculative or theoretical energy, which in turn leads to a general capitulation to the tyranny of "what is," the actually existing state of affairs, and the preemptive disavowal of alternative possibilities. Connected to this is the second phenomenon: the prevalent tendency in literary and cultural criticism over the past 30 or more years to eschew critical theory and even critique itself, while championing approaches to cultural study that emphasize surface reading, thin description, ordinary language philosophy, object-oriented ontology, and post-critique. Together these forms of anticritical and antitheoretical criticism have constituted a tendency that has in its various incarnations come to dominate the humanities and other areas of higher education in recent years. The latter has served to reinforce the former, and the result has been to align literary and cultural criticism with the broad-based forces of neoliberalism whose influence has so deleteriously transformed not only higher education but the whole of society at large. Robert T. Tally Jr. argues that, in order to counter these trends and empower the imagination, the time is ripe for "a ruthless critique of all that exists," to borrow a phrase from the young Marx. For some people, the name Raymond Tallis evokes theoretical controversy, oversimplified arguments, biting rhetoric, and bruised egos. For others, like the editor of The Raymond Tallis Reader, Michael Grant, he is a twenty-first-century man of Enlightenment who has the (...) vision and the courage to reveal the foibles of poststructuralist literary and cultural theory. It should come as no surprise that an overview of his work so far shows that both of these views are justified, though incomplete.This selection of Tallis's writings draws on most of his published works, aside from his clinical writings. Texts range from philosophical investigations into the nature of consciousness to close methodological critiques of poststructuralist (or what Tallis also calls post-Saussurean) theory. He has consistently argued that that such theories are fundamentally flawed by relativism, obscurantism [End Page 480] and anti-humanist concepts (such as the language-bound subject), and many of his views are shared by scholars such as Wendell V. Harris (Beyond Poststructuralism and Literary Meaning) and Paisley Livingston (Literary Knowledge). "It is poststructuralism," Tallis writes, "that has brought to a climax the anti-rationalist, anti-individualist and, indeed, anti-humanist strains of the Counter-Enlightenment thought" (p. 152). Tallis has done a valuable service in expressing the most common objections to such theorizing with clarity and vigor, and The Raymond Tallis Reader is useful in collecting his arguments in a single volume, with Grant's prefaces to each reading providing a clear view of the main points. The collection does, however, also bring into focus some of the problems involved in Tallis's critiques. He is an admirable synthesizer of thought, but does occasionally fall into the trap of unsupported generalizations he spends so much effort in trying to eradicate in the writings of others.The first of section of the book focuses on Tallis's conception of "the explicit animal," on rescuing the idea of consciousness and rational will from scientistic neurological theories. Such views may come as a surprise to those readers who have come to know Tallis as the champion of Enlightenment thinking. He argues, however, that even though neurology has been in many ways invaluable, it has not been able to explain the synchronic and diachronic unity of the self, which collects the various impulses experienced by a human being and which preserves a connection between them over time.The second section brings together writings concerning the nature of language. Again, the central concept is explicitness: Tallis emphasizes the way human language differs from animal signaling systems or natural signs by virtue of being composed of explicit signs—signs in the Saussurean sense of combining a signifier with a signified in an arbitrary fashion. What he absolutely denies, however, is that such a system of signs would be completely cut off from reality: "Because words do not mirror the world, it does not follow that discourse is cut off from the world" (p. 134). Those theorists who have taken the step from defining the relationship between the signifier and the signified as arbitrary to declaring the relationship between reality and the sign as a whole to be equally arbitrary, have moved from Saussurean theories to what Tallis calls post-Saussurean thinking. His main objection lies in the way such theories deny the existence and efficacy of individual, explicit and conscious human selves: "Our contemporary anti-Enlightenment figures see society, or one of its proxies such as history, socially mediated instincts or language, as being anterior to, and transcending, the individuals that make it up.... The post-Saussureans... saw selves vanish completely into nodes in sign systems or soluble fish in a boundless sea of discourse" (pp. 148-49). Tallis particularly opposes the Lacanian view of the language-bound psyche. This paper is a continuation of the authors' work , where the main problem considered was whether a given recursive structure is recursively isomorphic to a polynomial-time structure. In that paper, a recursive Abelian group was constructed which is not recursively isomorphic to any polynomial-time Abelian group. We now show that if every element of a recursive Abelian group has finite order, then the group is recursively isomorphic to a polynomial-time group. Furthermore, if the orders are bounded, (...) then the group is recursively isomorphic to a polynomial-time group with universe A being the set of tally representations of natural numbers Tal = s{;1s};* or the set of binary representations of the natural numbers Bin. In this paper, we study the lower semilattice of NP-subspaces of both the standard polynomial time representation and the tally polynomial time representation of a countably infinite dimensional vector space V∞ over a finite field F. We show that for both the standard and tally representation of V∞, there exists polynomial time subspaces U and W such that U + V is not recursive. We also study the NP analogues of simple and maximal subspaces. We show that (...) the existence of P-simple and NP-maximal subspaces is oracle dependent in both the tally and standard representations of V∞. This contrasts with the case of sets, where the existence of NP-simple sets is oracle dependent but NP-maximal sets do not exist. We also extend many results of Nerode and Remmel concerning the relationship of P bases and NP-subspaces in the tally representation of V∞ to the standard representation of V∞. (shrink)

The increasingly lively controversy over scientific realism has become one of the principal themes of recent philosophy. 1 In watching this controversy unfold in the rather technical way currently in vogue, it has seemed to me that it would be useful to view these contemporary disputes against the background of such older epistemological issues as fallibilism, scepticism, relativism, and the traditional realism/idealism debate. This, then, is the object of the present book, which will recon sider the newer concerns about scientific (...) realism in the context of these older philosophical themes. Historically, realism concerns itself with the real existence of things that do not "meet the eye" - with suprasensible entities that lie beyond the reach of human perception. In medieval times, discussions about realism focused upon universals. Recognizing that there are physical objects such as cats and triangular objects and red tomatoes, the medievels debated whether such "abstract objects" as cathood and triangularity and redness also exist by way of having a reality indepen dent of the concretely real things that exhibit them. Three fundamen tally different positions were defended: (1) Nominalism. Abstracta have no independent existence as such: they only "exist" in and through the objects that exhibit them. Only particulars (individual substances) exist. Abstract "objects" are existents in name only, mere thought fictions by whose means we address concrete particular things. (2) Realism. There is a widespread assumption in Construction Grammar that the meanings of verbs correlate with or even determine their complementation forms and patterns. There is much less research on noun complementation, however, although this category is even more interesting for a number of reasons such as the potential for valency reduction, nominal topicalization constructions, and additional complementation options, e.g.of-PPs and existential constructions.In this paper we focus on the class of nouns reporting commissive illocutionary acts, and address the question of whether (...) there is a correlation between the meaning of these nouns and their preferred complementation patterns, and between their semantic similarity and their similarity in the distribution of complementation patterns.We report the results of a study of a set of 17 commissive nouns chosen from a wider collection of illocutionary nouns. Two types of analysis were carried out in order to compare the semantic and grammatical characteristics of these nouns. The semantic analysis was based on insights from speech act theory and the philosophy of language. We developed a framework for a systematic comparative description of the nouns in our word field. The results were tallied with a corpus-based grammatical analysis. Two hundred tokens of each noun type were randomly sampled from the Corpus of Contemporary American English. Using these data, the 17 nouns were subjected to an analysis of the relative frequencies of their complementation patterns.Results indicate a general match between noun meanings and complementation patterns. More specifically, however, they indicate that the closeness of this match depends on the prototypicality of nouns as members of the class of commissives.The study, then, contributes to our understanding of the relation between lexis and syntax. At the same time, it confirms the need for a close semantic analysis to account for the great extent to which item-specific information, i.e. properties of individual nouns, have to be taken into consideration at the expense of large-scale generalizations. This brief essay considers a small selection of works by two distinguished twentieth-century American authors-artists: William Steig (1907–2003) and Maurice Sendak (b. 1928). It argues that, with their artful words and pictures, Steig and Sendak construct very different—even contrasting—visions of childhood. By “ethos” in this context I mean to suggest a vision of what a child is, a sense of what it means both to be a child and to address one. Such visions differ not only through the ages and from one culture and locale to another but also from one author-artist of the same period and locale to another. Invited to speak on Sendak’s and Steig’s respective works at meetings scheduled just a week apart in New York City during the winter of 2007, I found in these paired invitations a fortuitous opportunity to juxtapose several of their works and thereby discover some arresting contrasts and formulate the following readings.2First, a word on the topic of methodology. Nearly one hundred years have elapsed since Freud published his celebrated-cum-notorious foray into psychobiography with Leonardo da Vinci and a Memory of His Childhood,3 wherein shards of circumstantial biographical evidence were laid out in seductive mosaic patterns secured with a grout of ingenious speculation. Despite subsequent decades of critical reflection, Freud’s method soldiers on nonetheless as a modus operandi in the psychological interpretation of art and literature.4 By bracketing a small selection of Steig’s and Sendak’s works here and limiting myself to extracting a tentative underlying ethos from them, I am [End Page 64] taking the position that to write psychologically one need not mention or exploit a creator’s personal life. Our research on the texts of the Byzantine historians and chroniclers revealed an apparently curious phenomenon, namely, the abandonment of terminally ill emperors by their physicians when the latter realised that they could not offer any further treatment. This attitude tallies with the mentality of the ancient Greek physicians, who even in Hippocratic times thought the treatment and care of the terminally ill to be a challenge to nature and hubris to the gods. Nevertheless, it is a very curious attitude (...) in the light of the concepts of the Christian Byzantine physicians who, according to the doctrines of the Christian religion, should have been imbued with the spirit of philanthropy and love for their fellowmen. The meticulous analysis of three examples of abandonment of Byzantine emperors, and especially that of Alexius I Comnenus, by their physicians reveals that this custom, following ancient pagan ethics, in those times took on a ritualised form without any significant or real content. We give resource bounded versions of the Completeness Theorem for propositional and predicate logic. For example, it is well known that every computable consistent propositional theory has a computable complete consistent extension. We show that, when length is measured relative to the binary representation of natural numbers and formulas, every polynomial time decidable propositional theory has an exponential time (EXPTIME) complete consistent extension whereas there is a nondeterministic polynomial time (NP) decidable theory which has no polynomial (...) class='Hi'>time complete consistent extension when length is measured relative to the binary representation of natural numbers and formulas. It is well known that a propositional theory is axiomatizable (respectively decidable) if and only if it may be represented as the set of infinite paths through a computable tree (respectively a computable tree with no dead ends). We show that any polynomial time decidable theory may be represented as the set of paths through a polynomial time decidable tree. On the other hand, the statement that every polynomial time decidable, relative to the tally representation of natural numbers and formulas, is equivalent to P = NP. For predicate logic, we develop a complexity theoretic version of the Henkin construction to prove a complexity theoretic version of the Completeness Theorem. Our results imply that that any polynomial space decidable theory △ possesses a polynomial space computable model which is exponential space decidable and thus △ has an exponential space complete consistent extension. This study explores the relationship between the poetic language of Donne, Herbert, Milton, and other British poets, and the choral music and part-songs of composers including Tallis, Byrd, Gibbons, Weelkes, and Tomkins. The seventeenth century was the time in English literary history when music was most consciously linked to words, and when the mingling of Renaissance and 'new' philosophy opened new discovery routes for the interpretation of art. McColley offers close readings of poems and the musical settings of (...) analogous texts, and discusses the philosophy, performance, and disputed political and ecclesiastical implications of polyphony. She also enters into current discourse about the nature of language, relating poets' use of language and composers' use of music to larger questions concerning the arts, politics and theology. Background Clinical papers so flawed that they are eventually retracted may put patients at risk. Patient risk could arise in a retracted primary study or in any secondary study that draws ideas or inspiration from a primary study. Methods To determine how many patients were put at risk, we evaluated 788 retracted English-language papers published from 2000 to 2010, describing new research with humans or freshly derived human material. These primary papers—together with all secondary studies citing them—were evaluated using ISI (...) Web of Knowledge. Excluded from study were 468 basic science papers not studying fresh human material; 88 reviews presenting older data; 22 case reports; 7 papers retracted for journal error and 23 papers unavailable on Web of Knowledge. Overall, 180 retracted primary papers (22.8%) met the inclusion criteria. Subjects enrolled and patients treated in 180 primary studies and 851 secondary studies were combined. Results Retracted papers were cited over 5000 times, with 93% of citations being research related, suggesting that ideas promulgated in retracted papers can influence subsequent research. Over 28 000 subjects were enrolled—and 9189 patients were treated—in 180 retracted primary studies. Over 400 000 subjects were enrolled—and 70 501 patients were treated—in 851 secondary studies which cited a retracted paper. Papers retracted for fraud (n=70) treated more patients per study (p<0.01) than papers retracted for error (n=110). Conclusions Many patients are put at risk by retracted studies. These are conservative estimates, as only patients enrolled in published clinical studies were tallied. (shrink)

When at the ancient city of Anuradhapura, I stole away from the group I was with to return for a few minutes to the shrine room adjacent to the sacred bo tree, the one believed to have grown from a cutting of the original tree under which (...) the Buddha gained enlightenment. Devotees dressed in white were sitting or prostrating silently. I joined them and looked toward the image, which showed the Buddha sitting in meditation against a painted scene of pale blue sky, white clouds, and mountains. Suddenly the image became more than mere plaster. All I can say is that it communicated. It beckoned. Against the blue of the sky, the serene head became suffused with cosmic significance. I know that there was unfinished business between me and the Buddha.The moment was prophetic. Two years later, I returned to Sri Lanka to study Buddhism and stayed over seven years. ‘Study’ is not quite the right word because, together with the academic, I also sought to immerse myself in Buddhism with the wish to see it through the eyes of Buddhists. I practiced meditation under Buddhist teachers, participated in temple devotion, and joined pilgrimages. It was a process that meant temporarily letting go of much that was dear to me as a Christian. But the rewards were inestimable. Never again has the image at Anuradhapura ‘spoken’ to me. In fact, on return visits it has appeared artistically poor, certainly no match for the older stone images, open to the air, in other parts of the city. But then, around and inside that very shrine room in May 1985, Tamil guerrillas gunned down 146 innocent devotees, rupturing centuries of devotion with pools of blood.My seven and a half years in Sri Lanka make it almost impossible for me to write about the Buddha as a complete outsider. I remain a Christian, but the Buddha has become part of me. An exquisitely carved wooden image of the Buddha in meditation is now part of my home. The peace that emanates from it gives me strength. In complete honesty, I can say that I revere the Buddha.But what Buddha do I revere? Do I revere the Buddha in the same way as Buddhists? To reflect on how my appreciation of the Buddha may be different from that [End Page 101] of Buddhists is not easy, for Buddhism contains within itself so many faces of the Buddha. There is the historical Buddha of the earlier parts of the Pali canon, the Buddha of the later hagiographic biographies, the Buddha of popular devotion, Mahayana Buddhism’s vision of multiple Buddhas and cosmic buddhahood, the Buddha of what has been termed Protestant Buddhism. Yet I sense that there is a common thread within all of these faces—namely, the Lord Buddha as the supreme embodiment of compassion and wisdom, the one who has seen into the nature of reality and the human predicament and has taught the path of liberation.All that I know of Buddhism tells me that the person of the Buddha is central. The devotion shown to the image is more than would be given to a human teacher and more than would be given to a god. Acchariya manussa is one phrase used in the Pali texts—“wonderful man.” He is human, yet more than human in that he was enlightened and worked toward this enlightenment without outside aid through countless lives of self-sacrifice and virtue. Background Medical research so flawed as to be retracted may put patients at risk by influencing treatments. Objective To explore hypotheses that more patients are put at risk if a retracted paper appears in a journal with a high impact factor (IF) so that the paper is widely read; is written by a ‘repeat offender’ author who has produced other retracted research; or is a clinical trial. Methods English language papers (n=788) retracted from the PubMed database between 2000 and 2010 (...) were evaluated. Only those papers retracting research with humans or freshly derived human material were included; 180 retracted primary papers (22.8%) met inclusion criteria. Subjects enrolled and patients treated were tallied, both in the retracted primary studies and in 851 secondary studies that cited a retracted primary paper. Results Retracted papers published in high-IF journals were cited more often (p=0.0004) than those in low-IF journals, but there was no difference between high- and low-IF papers in subjects enrolled or patients treated. Retracted papers published by ‘repeat offender’ authors did not enrol more subjects or treat more patients than papers by one-time offenders, nor was there a difference in number of citations. However, retracted clinical trials treated more patients (p=0.0002) and inspired secondary studies that put more patients at risk (p=0.0019) than did other kinds of medical research. Conclusions If the goal is to minimise risk to patients, the appropriate focus is on clinical trials. Clinical trials form the foundation of evidence-based medicine; hence, the integrity of clinical trials must be protected. (shrink)

The guides are good for only so much. In these wild places I become part of the map, part of the story, adding my versions there. This Talmudic layering of story on story, map on map, multiplies possibilities, but also warns me of the weight of accumulation. I (...) live in one world—material, seemingly solid—and the weight of that is quite enough.1I have just reread anthropologist Ruth Behar's2 essay, "Anthropology That Breaks Your Heart." It started me thinking about several things—the outer limits of psychic pain, for example, or the relationship of the researcher and the researched, of bearing witness and giving testimony, and of the "ethnographic experience of talking, listening, transcribing, translating, and interpreting" that forms the core of enquiry about people and their lives.3 What can I say, I wonder, to touch readers in such a way that they see the indispensable truth in the individual stories that develop from such enquiries? How can my role as interpreter and witness lead to the understanding that the buffeting winds of lived experience (those of the researcher and of those who are researched) are not inconveniences but an essential quality of humanistic research? How can I use the accretion of stories that make up my research and my life (as if there were a difference), I muse, as I sit at my computer screen reading a text as "it in its turn reads me," as the writer Jeanette Winterson4 describes this experience. For over the years, I, too, not only have come to feel this pulse of the systole and diastole of telling and being told, but I have also used this alternating relationship to develop insight into the nature of the connection of researcher and researched, teacher and taught.There are two main narratives that form the core of this particular undertaking—one personal and the other the result of informal conversations, [End Page 33] formal interviews, casual interactions, social events, and interchanges during the art class for people with HIV/AIDS that I teach weekly at a local hospital. The stories both probe the mystery of disease, expression, and the search for coherence, and, in my case, the role of "the wild places on the map"5 where the researcher/writer adds her witness and testimony to the narrative to become part of the story.Individual ExperienceBefore we begin this discussion of individual experience, art, and illness, it is important to point out that there are only two general types of humanities enquiry: One enumerates, compares and contrasts, creates and tests hypotheses, reads literature, and/or examines the minutiae of materials or systems of one sort or another. The other is engaged in exploring the individual, the idiosyncratic, and the unique. Its subject is that which is particular. My research consists of the second type, qualitative to its core, and deeply sunk in the narrative, personal world of lived experience.The privacy of individual situations, our utter singularity, is one of the factors that most marks our lives as creatures. We can share our stories, describe our impressions, explain our sensations, but unless we participate in an actual experience in which our boundaries momentarily disappear, the most we can hope for is the simultaneous partaking of similar feelings with a sensitive, empathetic companion in what philosopher-sociologist Alfred Schutz6 describes as a We-relationship, an intersubjective experience that leads to sharing time, mutuality, and growing old together. Thus the ticklish nature of achieving actual interpersonal congruence makes enquiries into the specifics of actual lived experience difficult. If one is to learn anything useful from such considerations, one must focus on the individual and the story of his/her particular life journey in an intimate, extended, multifaceted manner and content one's self with the fact that all one will ever be able to report about in such an undertaking are discrete events and single people, never grand numerical accumulations or demographically significant quantities.Researcher's DisclaimerFor a reader to orient herself in...
