I propose in this essay to briefly describe some of the main current stakeholders who issue guidance on the ethics of human subjects research. This will be preceded by a very brief historical introduction.Prior to World War II, as far as I have been able to ascertain, there were no international efforts to regulate human experimentation. National activities were few and far between. One exception was a Directive on Human Experimentation issued in December 1900 by the then Prussian Minister of (...) Religious, Educational and Medical Mairs. This was followed by a Circular on innovative therapy and scientific experimentation promulgated by the then Reich Minister of the Interior in February 1931. Just over five years later, in April 1936, the Bureau of the Medico-Scientific Council of the People’s Commissariat for Health of the Russian Socialist Federated Soviet Republic, the main constituent Republic of the then Union of Soviet Socialist Republics, issued an Advisory Resolution on the procedures for testing new medicinal substances and methods which may present a hazard for the health and life of patients. South Korea created miracles out of a mess in the second half of the twentieth century. They have built an industrial production and export giant called Han Miracle and a democratic culture. They also began to create a cultural fever worldwide called the Korean Wave. However, what makes the Korean modernisation story unique compared to other development experiences in Asia is neither its industrial development nor its democratisation. The rapid Christianisation, especially the Protestantisation of Korea, which walks alongside modernisation, is (...) what makes this story special. Catholics entered Korea first, but they failed due to various reasons. Then, a peasant movement called Tonghak, which is organised around a syncretic religion named Cheondogyo, began to rise. They even started a nationwide uprising and gained massive supporters, but they could not succeed in expanding aggressively after the Japanese occupation. The latest comers, the Protestants, eventually became the largest religious group in South Korea. The Protestants studied the Catholics’ failure and the Tonghak movement’s success well and created a syncretic folk religion that did not exclude local religious elements. This syncretism was the key to their mind-blowing success in South Korea. (shrink)

Based on worldwide consultations with experts in science and ethics the revised CIOMS 2002 International Ethical Guidelines for Biomedical Research Involving Human Subjects provide guidance on when the use of placebo as a comparator in clinical research is ethically acceptable. The article reviews the main points of the CIOMS Guidelines and commentaries including the use of placebo in situations where the best current method is available and the relation of placebo to established effective intervention. It discusses the use of placebo (...) in externally sponsored research in low-resource countries and requirements for informed consent related to placebo studies. (shrink)

Many current neurophysiological, psychophysical, and psychological approaches to vision rest on the idea that when we see, the brain produces an internal representation of the world. The activation of this internal representation is assumed to give rise to the experience of seeing. The problem with this kind of approach is that it leaves unexplained how the existence of such a detailed internal representation might produce visual consciousness. An alternative proposal is made here. We propose that seeing is a way of (...) acting. It is a particular way of exploring the environment. Activity in internal representations does not generate the experience of seeing. The out- side world serves as its own, external, representation. The experience of seeing occurs when the organism masters what we call the gov- erning laws of sensorimotor contingency. The advantage of this approach is that it provides a natural and principled way of accounting for visual consciousness, and for the differences in the perceived quality of sensory experience in the different sensory modalities. Sev- eral lines of empirical evidence are brought forward in support of the theory, in particular: evidence from experiments in sensorimotor adaptation, visual “filling in,” visual stability despite eye movements, change blindness, sensory substitution, and color perception. The main aim of this paper is to show that we can extract an elaborate account of phe- nomenal consciousness from Leibniz’s (1646-1716) writings. Against a prevalent view, which attributes a higher-order reflection account of phenomenal consciousness to Leibniz, it is argued that we should understand Leibniz as holding a first-order concep- tion of it. In this conception, the consciousness aspect of phenomenal consciousness is explained in terms of a specific type of attention. This type of attention, in turn, is (...) accounted for in terms of cognitive appetites aiming at knowledge about a repre- sented object by means of initiating cognitive operations on representational content. Furthermore, against the view that Leibniz holds a reifying account, it is argued that Leibniz accepts an epistemic account of phenomenal character. According to this view, the phenomenal character of phenomenally conscious states rests on the con- fusing effect of imperfect acts of attention directed towards representational contents. Holding this view, Leibniz finds fruitful middle ground between contemporary stan- dard positions like higher-order theories, representationalist conceptions, and qualia accounts of phenomenal consciousness. His position possesses resources to meet sev- eral objections these standard accounts are confronted with. (shrink)

The issue, which is at stake here, consists in analysing the modern view of ethics in the context of the social and cultural transformation of the status of the individual. The role of ethics in the history of the modern mind is strictly related to the struggle between liberal individualism and the ge- neric idea of “man,” presented as a social actor in a large political and ideological arena. As a matter of fact, beginning with Illuminism, the radical as- sumption (...) concerning the “human rights” has sev- ered two different directions of thought: 1) The theory of human rights, which are immediately and unconditionally related to the preservation of both negative and positive rights of the individual; 2) the Hegelian and Post-Hegelian view (especially Marxism) – the social and political liberty of the indi- vidual is protected only by the direct intervention of the State. Thus, introducing the traditional concept of “virtue” – following Alasdair MacIntyre’s theory on traditional virtues – into the arena of the modern ethics debate is seen at first as an adven- turous task, but finally, as a possible solution – the neo-Aristotelian view of virtues could be considered as a positive response to the more increasing crisis of traditional values in our society. One of the most important methods in dealing with the optimization of large, complex systems is that of hierarchical decomposition. The idea is to reduce the overall complex problem into manageable approximate problems or subproblems, to solve these problems, and to construct a solution of the original problem from the solutions of these simpler prob lems. Development of such approaches for large complex systems has been identified as a particularly fruitful area by the Committee on the Next Decade in Operations (...) Research (1988) [42] as well as by the Panel on Future Directions in Control Theory (1988) [65]. Most manufacturing firms are complex systems characterized by sev eral decision subsystems, such as finance, personnel, marketing, and op erations. They may have several plants and warehouses and a wide variety of machines and equipment devoted to producing a large number of different products. Moreover, they are subject to deterministic as well as stochastic discrete events, such as purchasing new equipment, hiring and layoff of personnel, and machine setups, failures, and repairs. The Drosophila compound eye is an excellent experimental system for analysing fate induction of identifiable single cells. Each ommatidium, a unit eye, contains eight photoreceptors (R1‐R8), and the differentiation of these photoreceptors occurs in the larval eye imaginal disc in discrete steps: first R8 is determined, then R2/R5, R3/R4, R1/R6 and finally R7. Induction of R7, in particular, has been extensively studied at the molecular level. The R8 photoreceptor presents on its surface a ligand, Bride of Sevenless, that binds and (...) activates Sevenless receptor tyrosine kinase in the R7 precursor. Autophosphorylated Sevenless initiates a Ras1‐mediated cascade, which eventually activates transcription factors in the nucleus via Raf1 and MAP kinases, resulting in R7 development. However, recent studies indicate that Sevenless (Sev) functions just to neuralize the cell and has no role in R7 fate determination per se. It appears that the R7 fate may represent the lowest rung of a ‘neuronal ground state’, which is attained without any specific inductive cue. After several decades during which diagrams were neglected as a reliable source of mathematical knowledge, in recent years we have witnessed a revival of interest in the role of diagrams in mathematical cognition. In the paper, I consider how those investigations relate to the concept of spatial intuition and its role in mathematical cognition. It is argued that some characteristics of mathematical cognition that involve the use of diagrams are analogous with characteristics usually attributed to intuitive knowledge, above all the (...) immediacy of access to the analyzed object that in-tuition is said to deliver. First of all, this is due to the special characteristics of dia-grams, such as their structural similarity to the mathematical object represented and their ability to convey a lot of information. However, it is argued that the immediacy of mathematical cognition related to diagrams should not cancel the necessity to use concepts or reasoning, which are in fact indispensable in mathematical practice. Sev-eral other possible ways of using the concept of “intuition” are then indicated. One of them is connected with the common distinction between “intuition that” and “intuition of”. Visual “intuition that” is a mathematical belief that appears in us as a result of a visual contact with a diagram, and visual “intuition of” a mathematical object may appear when we have a tendency to visualize this object while thinking or reasoning with it (this may be the case with objects like a triangle, graph, lattice, as well as number line). Finally, it is stressed that many analyses of the use of diagrams and visualization in mathematics completely dispense with the use of the term “intuition”. (shrink)

His own preoccupation with the problem began at an early date in his career, for the lnquiry Concerning Virtue or Merit (1699), the first draft of (...) which he wrote in his twenties, deals with it at length,1 and it is, according to him, the "main problem" of that work. This interest must have been deepened by his knowledge and experience of the bitter and tumultuous factional strife of the seventeenth century. There was also a family tradition of public life, the first Earl having been one of the foremost statesmen in the third quarter of the seventeenth century. The third Earl himself was briefly a figure of some importance on the political scene, serving in Parliament for two sessions? Something of Shaftesbury's character and point of view is revealed in the independent position which he took on certain issues during this time. With the emergence of the Whig and Tory parties a new emphasis was being placed on party organization. The English philosopher pictures the defenders of egoism as saying: "Act as disinterestedly or generously as you please, self still is at the bottom, and nothing else."
