Although nanotechnology is often defined as operations on the 10-9 meters, the lack of charisma in the scale-bound definitions has been fortified by remarkable dreams and alluring promises that spark excitement for nanotechnology. The story of the rhetorical development of nanotechnology reveals how speculative claims are powerful constructions that create legitimacy in this emerging technological domain. From its inception, nanotechnology has been more of a dream than reality, more fiction than fact. In recent years, however, the term nanotechnology has been (...) actively drawn toward the present to begin to deliver on the fantastic expectations. This debate over time and timing is loaded with paradox. This work examines how future claims work to define what counts as nanotechnology and reveals dilemmas that accompany temporal disjunctures. This volume brings together chapters about aging in many non-Western cultures, from Africa and Asia to South America, from American Indians to Australian and Hawaii Aboriginals. It also includes articles on other issues of aging, such as falling, dementia, and elder abuse. It was thought that in Africa or Asia, elders were revered and taken care of. This certainly used to be the case. But the Western way has moved into these places, and we now find that elders are often (...) left on their own or in institutions, as younger people have migrated to other cities and even countries. Grandparents often find themselves being parents to their grandchildren, a far cry from the kind of life they believed they would have as they aged. This book will explore all these issues and will be of use to students and researchers in this relatively new field. (shrink)

The national-level scenarios project NanoFutures focuses on the social, political, economic, and ethical implications of nanotechnology, and is initiated by the Center for Nanotechnology in Society at Arizona State University (CNS-ASU). The project involves novel methods for the development of plausible visions of nanotechnology-enabled futures, elucidates public preferences for various alternatives, and, using such preferences, helps refine future visions for research and outreach. In doing so, the NanoFutures project aims to address a central question: how to deliberate the social implications (...) of an emergent technology whose outcomes are not known. The solution pursued by the NanoFutures project is twofold. First, NanoFutures limits speculation about the technology to plausible visions. This ambition introduces a host of concerns about the limits of prediction, the nature of plausibility, and how to establish plausibility. Second, it subjects these visions to democratic assessment by a range of stakeholders, thus raising methodological questions as to who are relevant stakeholders and how to activate different communities so as to engage the far future. This article makes the dilemmas posed by decisions about such methodological issues transparent and therefore articulates the role of plausibility in anticipatory governance. (shrink)

This study investigated the relationship between cultural value orientations and country-specific changes in mobility during the Covid-19 pandemic. The aim was to understand how cultural values relate to mobility behavior during the initial stages of the pandemic. The aggregated data include Schwartz's cultural orientations, Gross Domestic Product (GDP) per capita, number of Covid-19 cases per million, and mobility change during the Covid-19 pandemic (Google Mobility Reports; percentage decrease in retail and recreation mobility, transit station mobility, workplace mobility and percentage mobility (...) increase in residential areas). Regression analyses showed that, after controlling for economy and severity of disease, hierarchy was the primary factor reducing mobility, such as staying at home, and mobility in public spaces, such as avoiding retail and recreation sites (marginally significant). The results are discussed in the light of previous literature and the implications for social distancing measures. (shrink)

Çağdaş sanat olarak tanımlanan bu yeni kimlik, disiplinlerarası, çok kültürlülük özelliği taşıyan, zaman, mekan kavramından bağımsız, anlatım ve plastik dil açısından çok çeşitlilik içeren bir yapıya sahiptir. Sanat, ilk çağlardan beri insanların doğa karşısında güçlü olmalarını ve kendilerini ifade etmelerini sağlayan kültürel bir güçtür. The cultural connotations of globalization, such as homogenization, polarization, and hybridization, have given a new identity to art. This new identity, defined as contemporary art, has a multidisciplinary structure that is independent of time, space and diverse in terms of expression and plastic language. Art is a cultural power that has enabled people to be strong against nature and to express themselves since the earliest ages. According to the Communication Theorist McLuhan, the culturally determinant principle is concerned with the quality of the means in which it is transmitted (Eskinat.1998, s. 37). Digital technology and media are important determinants of contemporary art. Contemporary art has become independent of time and space by acquiring the speed with the development of communication, technologies. The artist himself has also come to the forefront as a conductor. Contemporary art with its various features takes part in life and forms a large part of the cultural dimension of globalization. Globalization occurs with a combination of economic, political and socio-cultural structures and the global use of new communication technologies (Erdoğan. 2013, s. 76). It is emphasized that modern art forms an integrated structure with the economic system. It is observed that the artist himself is an important part of the art production in this whole structure. Contemporary art, artists, curators, contemporary art fairs and biennials have been studied through the phenomenon of globalization. Purpose of the study is to provide evidence for the fact that contemporary art is an important dynamism of globalization. This article presents four analyses of an interaction between the middle-Bronze Age Pharaoh Nibmuarea and the Babylonian king Kadashman-Enlil as described in the Amarna letters (Moran [1992] The Amarna Letters, The Johns Hopkins Universiy Press, Baltimore, Maryland). Intent on denying the Pharaoh his daughter in marriage, the Babylonian king was faced with the choice of sending messengers who could (''dignitaries'') or could not identify (''non-dignitaries'') his missing sister in the Pharaoh's court. Intent on marrying the king's daughter, the Pharaoh was (...) faced with the choice of showing the sister or showing someone else. Based on the assumption of complete information (game 1), the analysis revealed a dominant-strategy equilibrium: Nibmuarea shows the sister and Kadashman-Enlil sends non-dignitaries. Based on the assumption of one-sided incomplete information (Pharaoh's misperception; game 2), the analysis revealed that the Pharaoh had a dominant strategy of showing the sister irrespective of whether the king is keen or reluctant to learn about his sister's fate. Based on the assumption of one-sided incomplete information (Kadashman-Enlil's misperception; game 3), the analysis revealed that if non-dignitaries are sent, the Pharaoh prefers showing someone other than his sister. Based on the assumption of two-sided incomplete information (game 4), the Pharaoh finds it more beneficial to present the sister irrespective of whether his intentions are genuine or feigned. With incomplete information, it is difficult to judge the other's intentions; the cost of being caught cheating by not showing the sister to knowledgeable messengers was quite high. These analyses highlight the strategic uncertainty that characterized this Bronze-Age interaction. (shrink)

We focus on a key IR Theory article by Alexander Wendt (1992) and two Jackson Pollock paintings. Our aim is to identify meanings Pollock’s art communicates and reveals for Wendt (1992). It derives from an appeal to visual imagination and a desire for semiotic interpretation of Constructivist view of anarchy. The visual sign is an association such that there is Wendt’s theoretical claim on the one hand and an abstract painting on the other. We do not gaze at Wendt’s claim, (...) we read it. We do not read a painting, look at it. This remark does not imply a one-way relationship. We can argue that a specific painting comes to life in our mind where colored movements are inextricably mixed up when we read the constructivist claim. Both Pollock paintings selected for our sign-making effort confirm the dynamic character of Constructivism and reveal not only three but countlessly many anarchies in international relations. They foment our assessments of abrupt changes of intersubjectivity among states. Cyclicality of dripped paints provides an anchor to fix Wendt’s anarchy conceptualization in these structural-abstract paintings. As to Wendt’s concept of anarchy, it acts as a helper, as a standard, against which interpretations of Pollock’s artwork construct meanings. (shrink)

This paper works on the relation between spectacles and death. I present a decolonial genealogy, of the relation between sovereignty and spectacle, and specifically what coloniality does to this relation, how it shifts the very core of sovereign punishment. I demonstrate the formation of what I call “colonial sovereignty” as the emergence of a new relation between sovereignty and terror: in colonial sovereignty, terror is an inseparable element of sovereignty, formed through not the uniqueness but rather the repetition and proliferation (...) of spectacles of death. The colonial/modern nation-state functions as a government by terror, where death becomes meaningless, and the spectacles of dead bodies outlive death. (shrink)

Relations between Turkish authorities and their Kurdish minority have been a source of conflict for decades. On 11 April 2015, in the run-up to Turkey’s parliamentary elections, a gunfight broke out in the south-eastern province of Ağrı, resulting in six Kurdish people being killed and four Turkish military personnel wounded. Although skirmishes like this are not unusual, this caught the public imagination as it became clear that Kurdish civilians had helped wounded Turkish soldiers after the shoot-out. The government denied such (...) help and was keen to place the blame for the fight on the Kurdish opposition in its attempt to dissuade the public from voting for Kurdish-oriented parties, thereby increasing their chances of securing a parliamentary majority. The Kurds were keen to do the same to the government for the sake of votes, while the mainstream opposition saw this as an opportunity to represent the government and Kurds as poor voting options. The Turkish media, polarised and closely aligned to political interests, recontextualised events in ways which showed their political ties. This article uses critical discourse analysis to show how this was done in three national newspapers. Furthermore, the article argues that representations as such do nothing to aid in solving the decades-old problem of how Turks and Kurds can coexist peacefully. (shrink)

In the contemporary theory of practice, there is an increased awareness about the necessity of focusing on corporeality as a fundamental feature of practice. In this respect, there is a discussion about reflections on the phenomenology of the body, in particular as it is developed in the work of Merleau-Ponty. In the present study, we would like to broaden the discussion and answer some of the criticisms expressed by the theory of practice, such as an exaggerated focus on the first-person‘s (...) perspective, or a too strong concept of consciousness, supposedly marking the,classical‘ theory of the lived body in Merleau-Ponty. We consider here the later period of Merleau-Ponty’s thinking, in particular after he became a professor at the Collége de France in 1952 onto his death in 1961. In this period, he deepens consistently his understanding of the notion of,body schema‘, which clearly becomes the key to his approach to practice, affectivity, and to the phenomenon of sociality. His focus thereby was to depart from a traditional philosophy of perception and move on to a philosophy of,expression‘, which would uncover the ambiguity of corporeal practice as the difference between institution and sedimentation of sense. The unconscious in the sense of a social phenomenon surprisingly becomes a field of encounter between the later philosophy of Merleau-Ponty and the schizoanalysis of Guattari and Deleuze. (shrink)

In seinen Schriften richtet Merleau-Ponty seine besondere Aufmerksamkeit auf die leibkorperliche Natur unseres Zur-Welt-Seins. Dieser Fokus auf die leibliche Erfahrung geht al lerdings mit einem Problem einher: Leib bleibt Medium unserer Erfahrung und ist daher durch ein notwendiges Entzugsmoment gekennzeichnet. Merleau-Pontys Antwort auf die Beschrankung leibtheoretischer Forschung ist die Offnung zu einem systematischen Zusammenhang von Korporalitat und Praxis. Vor diesem (...) We emphasize the value of the socio-ecological approach in addressing the problem of population variances. The socio-ecological perspective studies how social and natural habitats shape human behaviors, and are in turn shaped by those behaviors. This focus on system-level factors is particularly well-suited to studying the origins of group differences in human behavior.

Background Forward-looking, democratically oriented governance is needed to ensure that human genome editing serves rather than undercuts public values. Scientific, policy, and ethics communities have recognized this necessity but have demonstrated limited understanding of how to fulfill it. The field of bioethics has long attempted to grapple with the unintended consequences of emerging technologies, but too often such foresight has lacked adequate scientific grounding, overemphasized regulation to the exclusion of examining underlying values, and failed to adequately engage the public. Methods (...) This research investigates the application of scenario planning, a tool developed in the high-stakes, uncertainty-ridden world of corporate strategy, for the equally high-stakes and uncertain world of the governance of emerging technologies. The scenario planning methodology is non-predictive, looking instead at a spread of plausible futures which diverge in their implications for different communities’ needs, cares, and desires. Results In this article we share how the scenario development process can further understandings of the complex and dynamic systems which generate and shape new biomedical technologies and provide opportunities to re-examine and re-think questions of governance, ethics and values. We detail the results of a year-long scenario planning study that engaged experts from the biological sciences, bioethics, social sciences, law, policy, private industry, and civic organizations to articulate alternative futures of human genome editing. Conclusions Through sharing and critiquing our methodological approach and results of this study, we advance understandings of anticipatory methods deployed in bioethics, demonstrating how this approach provides unique insights and helps to derive better research questions and policy strategies. Rationale: High-frequency oscillations in intracranial EEG are used to delineate the epileptogenic zone during presurgical diagnostic assessment in patients with epilepsy. HFOs are historically divided into ripples, fast ripples, and their co-occurrence. In a previous study, we had validated the rate of FRandRs during deep sleep to predict seizure outcome. Here, we ask whether epileptic FRandRs might be confounded by physiological FRandRs that are unrelated to epilepsy.Methods: We recorded iEEG in the medial temporal lobe MTL in 17 patients while they (...) performed cognitive tasks. The three cognitive tasks addressed verbal working memory, visual working memory, and emotional processing. In our previous studies, these tasks activated the MTL. We re-analyzed the data of these studies with the automated detector that focuses on the co-occurrence of ripples and FRs.Results: For each task, we identified those channels in which the HFO rate was modulated during the task condition compared to the control condition. However, the number of these channels did not exceed the chance level. Interestingly, even during wakefulness, the HFO rate was higher for channels within the seizure onset zone than for channels outside the SOZ.Conclusion: Our prospective definition of an epileptic HFO, the FRandR, is not confounded by physiological HFOs that might be elicited by our cognitive tasks. This is reassuring for the clinical use of FRandR as a biomarker of the EZ. (shrink)

One of the levels of analysis used in Political Science studies is the individual. Analyzes at the individual level are carried out based on the personality of the political decision-makers, and in this direction, the individual characteristics of the decision-makers are the main factor taken into account in interpreting the quality of politics. This is also valid in the political books that constitute the main source of Islamic political thought. There is a leader-centered political narrative in the policy books written (...) for state administrators. In these works, the issues of which personal characteristics a leader should have and which behaviors should be avoided are especially discussed. A vision is built around these personal characteristics, from the ideal leader to the ideal politics. In this context, the ruler who is the chief executive of politics is not only an actor to whom advice is given but also the main element in politics. Therefore, examining the emphasis on the personal characteristics of the ruler in Islamic political thought becomes important in interpreting the leader-centered political narrative. In this context, in this study, it is aimed to examine the leader-centered political conception in Islamic political thought within the framework of Ebü’n-Necîb Şeyzerî’s Nehcü’s-Sülûk fî Siyaseti’l-Mülûk. The method of discourse analysis was used in the study and it was concluded that the personality of the leader, who is accepted as the founding element of the state and politics in Islamic political thought, directs politics and that the way to reach the ideal politics is to build the ideal leader. Hâlbuki bu düşünürlerin görüşlerindeki amaçsal araçsallığın yakından incelenmesi, hem onların zaman felsefelerinin hem de genel olarak zamanın “yapıcı ve kurucu” özelliğinin daha anlaşılır olmasını sağlamaktadır. Aristoteles’in ve Heidegger’in ontolojik zaman soruşturmaları, zamanın amaçsal anlamda da araçsallığının olanaklı olabileceğine işaret etmektedir. Bu fikirden hareketle meydana getirilen bu makale, Aristoteles ve Heidegger’in zaman düşüncelerini amaçsal araçsallık ışığında incelemeyi amaçlamaktadır. Bu sebeple (...) yazının ilk bölümünde, zaman ve araçsallık kavramlarının anlamı ve içeriği kısaca betimlenmektedir. One of the important factors influencing perceptions of the existence of an ethical climate is leader behaviors. It is argued that paternalistic leadership behaviors are developed to humanize and remoralize the workplace. In various studies, leadership behaviors and climate regarding ethics were evaluated as antecedents of organizational commitment. In this sense, the purpose of this study is to investigate the relationship between paternalistic leadership behaviors, climate regarding ethics and organizational commitment. Data were obtained from 142 individuals. Results indicated that benevolent (...) paternalistic leadership had a moderate effect on affective commitment and strong effect on continuance commitment. Moreover, it was found that paternalistic leadership had an effect on the perception of an ethical climate. Strong relationship was found between climate regarding ethics and affective commitment; moderate relationship was found between climate regarding ethics and continuance commitment. Finally, results indicated that climate regarding ethics had a mediating effect between benevolent paternalistic leadership and affective commitment. (shrink)

ABSTRACT The aim of this study was to investigate ethical problems caused by teachers accepting gifts in schools. The viewpoints of teachers, administrators, and parents who were involved in the process of gift giving at schools in Turkey were recorded. To facilitate a deeper investigation of ethical problems caused by gift culture in schools, qualitative research methods were used in the study. Data collected through interviews with the participants were analyzed using content analysis techniques largely based on inductive reasoning. This essay works on the role of trauma and forgetting in the subjective formations of the world-traveler and la nueva mestiza. I investigate how forgetting affects the resistant capacities of these figures. I argue throughout that the memory of the world-traveler is an opaque memory, which is unintelligible for the hegemonic demands of transparency, and which forms the silt upon which the resistant possibilities of the world-traveler rest. The first part elaborates María Lugones's conception of world-traveling in relation to Gloria (...) Anzaldúa's New Mestiza consciousness and Mariana Ortega's multiplicitous self. Here I draw attention to the role of opacity and forgetting in the ways in which one can inhabit a world. The second part develops the notions of trauma and haunting to establish the experiential memory of the world-traveler not as a traumatic rupture, but rather as a haunted memory that accompanies her travels. The last section turns to Édouard Glissant's notion of opacity as a resistant mechanism, which works not through the traumatic rupture of experience but rather through sedimentation of experience. The particular dynamics of public health emergencies urge scientists and Ethics Committee (EC) members to change and adapt their operating procedures to function effectively. Despite having previous pandemic experiences, ethics committees were unprepared to adapt to COVID-19 pandemic challenges. This survey aims to learn and thoroughly discuss the most salient issues for ECs during the COVID-19 pandemic. The results indicate that the main problems faced by ECs were lack of/insufficient regulations, lack of data/experience/knowledge, sloppy review, poor research design, and poor (...) adaptation to quarantine measures. Coping with factors that threaten the autonomy and independence of ECs, the ethical dilemma regarding maximizing common good versus protecting the rights and well-being of study participants, comprehending the change in the context of vulnerable populations, and redefining the role of ECs to strengthen trust in science and vaccine confidence were outstanding issues. Yet how can this sermon’s rejection of flowery literature that entertains and arouses pleasant feelings in its readers be reconciled with Newman’s later advocacy in his The Idea of a University that classical literature is an important aspect of a liberal education?

This essay focuses on the spatial organization of the genre of ‘Man.’ In particular, I investigate the spatial attitudes through which the genre of Man emerges as a racialized, geographically determined, and gendered category. There are two main arcs of analysis provided: the first arc follows the relation between the space of exploration and the space of totalization. The second arc focuses on the role of boundary markers such as the ‘Other’ and the ‘Outside,’ in the spatial organization of Man. (...) I argue, overall, that the totalitarian spatial attitude of the Modern State is formed on the basis of the transformation of the cosmogeny of Man from a spatially limited earth to one open to exploration. The racialized ladder of the State rests on such production of a spatial attitude that is at once open and totalitarian. (shrink)
