Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to (...) remedy this situation, fully launching a new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. As viewed and as practiced by contributors to this ground-breaking volume, comparative political theorizing must steer a course between uniformity and radical separation--this is the path of "border crossings.". The aim of the article is to review Japanese Political Studies in Japan (JPSJ) circa 2000 for the purpose of identifying the trends of JPSJ and gauging its scope, subject areas, and methods. I then identify the key questions asked in JPSJ, i.e. for the third quarter of the last century: (1) What went wrong for Japan in the 1930s and 1940s, which had been seemingly making progress in the scheme of and was with a ? (2) What is (...) the secret of Western democracy in excelling itself in terms of keeping freedom and accumulating wealth? For the last quarter of the last century: (1) Why is Japanese politics shaped so heavily by bureaucracy? (2) Why are its citizens so weakly partisan in their voting choice? (3) How are politics and economics intertwined in policy making and electoral behavior? Following these trends in JPSJ in the latter half of the last century, I identify the three trends that have emerged in the first quarter of this century: (1) historicizing the normative and institutional origins of Japanese politics, (2) putting Japanese politics in comparative perspective, (3) the new self-conscious impetus for data collection and theory construction. Despite the steady tide of globalization and the strong influence of American political science, market size, long tradition, and language facility, lead political scientists in Japan to think and write more autonomously. The two important factors in science development are the social economy (gross domestic product, GDP) and freedom. In order to follow the development of science for both old Arabic-Islamic and Western civilizations, a statistical method is used to trace the variation of scientists' population with time. The analysis shows that: 1- There is a growth in Arabic-Islamic sciences for a period of three centuries (AD 700-1000). Then it is followed by period of declination. The decay time is (...) about of eight centuries. Major factor behind that decay in science activities and the block of the science thoughts may be attributed to religious thoughts domination, and cultural or thoughtful problems, in addition to the normal social problems like wars, disasters..etc. 2- The growth in western civilization started approximately in AD 1200 and remains in its growing. It looks that the wars, political problems have no serious effect in western sciences growth. The growth behaviour has a natural growth form. That may prove that, the secular society is quite perfect for such activities. For present time Arab-Islam societies have no distinguished contributions. The most important factor for that catastrophic retardation is the absence of the freedom of thought and believes. The obtaned curve has similarities with world GDP curve. (shrink)

This dissertation defends the place of representation in music. Music’s status as a representational art has been hotly debated since the War of the Romantics, which pitted the Weimar progressives (Liszt, Wagner, &co.) against the Leipzig conservatives (the Schumanns, Brahms, &co.) in an intellectual struggle for what each side took to be the very future of music as an art. I side with the progressives, and argue that music can be and often is a representational medium. Correspondence (or resemblance) theories (...) of representation, such as the one I offer, have been much maligned in philosophy since the 1960s. Most theories assimilate representation under “meaning,” which has usually been thought to belong primarily to language. As a result, representational content has been taken to be purely conventional in the way that sentential meaning is. People want to know what music “means,” and these theories interpret this as “what does it refer to?” or “what propositions does it express?” I argue that propositional communication is only one (small) part of the issue. Once we overcome the bias of conceiving of musical works as essentially linguistic items, speech acts (performed) or sentence tokens (written), we can begin to take music on its own terms to discover how it represents—one way in which it “means.” The first step is to “naturalize” music’s representational content. Influenced by recent discussions in the philosophies of mind and science, I argue in Chapter 1 that composers represent extra-musical objects, events, and states of affairs through their works by exploiting antecedent relations (such as similarities in pitch, timbre, and structure) in order to secure reference to them. In Chapter 2, I survey and respond to the main challenges that those skeptical of music’s representational possibilities would raise against my theory of musical representation. In Chapter 3, I explore a number of ways through which music has been claimed to represent in order to show how my theory accounts for these diverse phenomena better than its conventionalist rivals, both in terms of the metaphysics and the epistemology. Chapter 4 extends this discussion by offering an account of how we perceive, understand, appreciate, and interpret sophisticated musical representations. Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. Racism is responsible for discrimination against some citizens in Nigeria. It influences government's policies and actions and militates against equity and equal opportunity for all. It has effaced indigenous values and ebbed the country into groaning predicaments of shattered destiny and derailed national development. Racism hinges on superciliousness and the assumed superiority of one tribe and religion over the others. These bring to the fore two forms of racism in Nigeria: institutional and interpersonal racisms. The Western selfish motive to (...) dominate, marginalize, and sustain economic gains, political expansion, psycho-mental control, and socio-cultural devaluations escalated racism in Nigeria. Racist ideologies were entrenched through the selfish ventures of slave trade, colonialism and neo-colonialism, which enforced an unprecedented unjust harvest of impugnable systemic practices. Neo-colonial forces continue to promote ethnocentrism, cultural imperialism, and the dehumanization, exploitation, oppression, and suppression of Africans. Adopting a methodical approach of critical analysis, this article spotlights the negative effects of racism on Nigeria's development. The influence of liberal political ideology on nursing sciencePrevious notions of science as impartial and value-neutral have been refuted by contemporary views of science as influenced by social, political and ideological values. By locating nursing science in the dominant political ideology of liberalism, the author examines how nursing knowledge is influenced by liberal philosophical assumptions. The central tenets of liberal political philosophy — individualism, egalitarianism, freedom, tolerance, neutrality, and a free-market economy — are (...) primarily manifested in relation to: (i) the individualistic focus of our science; (ii) our view of society as essentially egalitarian and equitable; (iii) our preference for politically neutral knowledge development, and (iv) an economy of knowledge development that supports rather than challenges the status quo. I argue that exposing, rather than ignoring, the liberal ideological values inherent in nursing science will render these assumptions open to debate, stimulate ongoing development of critically oriented knowledge, and increase our capacity to influence the social, political and economic determinants of health. As reports of genocide, terrorism, and political violence fill today’s newscasts, more attention has been given to issues of human rights—but all too often the sound bites seem overly simplistic. Many Westerners presume that non-Western peoples yearn for democratic rights, while liberal values of toleration give way to xenophobia. This book shows that the identification of rights with contemporary liberal democracy is inaccurate and questions the assumptions of many politicians and scholars that rights are self-evident in all circumstances (...) and will overcome any conflicts of thought or interest. _Rethinking Rights_ offers a radical reconsideration of the origins, nature, and role of rights in public life, interweaving perspectives of leading scholars in history, political science, philosophy, and law to emphasize rights as a natural outgrowth of a social understanding of human nature and dignity. Julius Evolas writing covered a vast range of subjects, from a distinctive and categorical ideological outlook and has been extremely influential on a significant number of extreme right thinkers, activists and organisations. This book is the first full length study in English to present his political thought to a wider audience, beyond that of his followers and sympathisers, and to bring into the open the study of a neglected strand of contemporary Western thought, that of traditionalism. Evola deserves (...) more attention because he is an influential writer. His following comes from an important if largely ignored political movement: activists and commentators whose political positions are, like his, avowedly traditionalist, authoritarian, anti-modern, anti-democratic and anti-liberal. With honourable exceptions, contemporary academic study tends to treat these groups as a minority within a minority, a sub-species of Fascism, from whom they are held to derive their ideas and their support. This work seeks to bring out more clearly the complexity of Evolas post-war strategy, so as to explain how he can be adopted both by the neo-fascist groups committed to violence, and by groups such as the European New Right whose approach is more aimed at influence from within liberal democracies. Furlong also recognises the relevance of Evolas ideas to anti-globalisation arguments, including a re-examination of his arguments for detachment and spontaneism (apolitia). (shrink)

Leo Strauss and his alleged political influence regarding the Iraq War have in recent years been the subject of significant media attention, including stories in the _Wall Street Journal _and _New York Times._ _Time_ magazine even called him “one of the most influential men in American politics.” With _The Truth about Leo Strauss_, Michael and Catherine Zuckert challenged the many claims and speculations about this notoriously complex thinker. The famous gulf between the arts and the sciences comes from the current pervasiveness of scientific illiteracy. The resultant increased fragmentation of science threatens scientific research; the resultant increase of the portion of the population of the advanced world that shows general ignorance of science threatens Western culture and democracy, and thus science itself. Historians and popularizers of science can help reduce this gulf. Introducing science historically can help solve many acute social and (...) class='Hi'>political problems. Historians of science can try to bring this about. Discussions of the social role of intellectuals require a great deal of a sense of proportion, since most people are still barely educated, hardly familiar with science, much less with its history. Science nonetheless influences lives. Current increased inaccessibility of science boosts the prevailing excessive scientific specialization that scientific and technological progress have imposed. Consequently, the search diminishes severely for comprehensive overviews of the world and even of specific parts of it, leading to disorientation that imperils even the normal functioning of science. There is then a vital need for a search for remedy. Philosophers and historians and popularizers of science can help develop the tools necessary for this vital search. (shrink)

This paper takes Franco's Spain to be a powerful case study for analyzing the ways in which power shapes science and technology and is shaped by them in return. Spain was the last country in Western Europe to establish closer links with any of the international cooperative institutions emerging after WWII. As such, developments internal to Spanish society were quite autonomous and relatively free from foreign influences. The paper focuses first on the brand new, powerful institution that the (...) Francoist regime created to promote scientific research under tight political control, the Consejo Superior de Investigaciones Científicas. Next it turns to applied science and technology, top priorities for the regime's state-supported programs of industrialization. They were implemented through the politically and financially powerful Instituto Nacional de Industria. Using diplomatic sources, the paper next argues that, until the late 1950s, Spain maintained substantial political and economic isolation essentially because the regime bet on autarkic policies and a model of largely isolated development. In this model, it was crucial for the regime to develop its own technological and scientific resources. Finally, the paper examines how the regime fostered a new Spanish identity in which science had a new role. (shrink)

Modern science and technology originated in Western Europe within a specific culture, but they have now been adopted and developed by several Eastern countries as well. We analyze the features of Western culture that may explain the rise of modern science with its associated economic development. A comparative analysis of Eastern cultures will then help us evaluate how far could contemporary science be successfully integrated within very different cultures. Without denying the role of social and (...) political institutions, we would like to investigate the influence of Western and Eastern cultural thought patterns on the respective development of Europe and East Asia. Resolving this mystery is of significance not only to philosophers and physicists but is also a very practical concern. Our perception of time shapes our values and way of life; it also mediates the interaction between science and religion both of which rest fundamentally on assumptions about the nature of time. C K Raju begins with a critical exposition of various time-beliefs, (...) ranging from the earliest times through Augustine, Newton and Einstein to Stephen Hawking and current notions of chaos and time travel. He traces the role of organised religion in subverting time beliefs for its political ends. The book points out how this resulted in a facile dichotomy between 'linear' and 'cyclic' time, thereby inaugurating a confusion which, according to the author, has handicapped Western thought ever since, eventually influencing the content of science itself. Thus, this book daringly asserts that physical theory, traditionally regarded as amoral and objective, has depended on cultural beliefs about time. The author points out that time beliefs are again being manipulated today as the credibility of science is being exploited to promote a picture of time and, hence, a pattern of human behaviour which is convenient to the agenda of globalisation of culture. The linkages between modern theology and this 'brave new physics' are traced against the wider context of the so-called 'clash of civilisations', and the attempts to remake the world order. The conclusions point to the need to de-theologise time. The author challenges Einstein's understanding of relativity theory and suggests that a 'tilt in the arrow of time', or a small tendency towards cyclicity, will help repair the prevalent confusion about time. A 'tilt' also enables a physics that permits both memory and creativity, so that purpose and spontaneous growth of order are returned to human life. The book ends with a vision of Man as Creator, surprising God. Extensive research in physics, the history of science, comparative religions, and sociology lend weight to the important and challenging conclusions reached by the author. Written as a rejoinder to Stephen Hawking's A Brief History of Time, this book goes much further and, unlike any previous book, it gives a critical exposition of various world religions-Buddhism, Christianity, Hinduism, Islam, and Jainism-while exploring their intricate links, through time beliefs, to current physics on the one hand, and to global political and economic trends, on the other. Ideological considerations have always influenced science, butrarely as directly and massively as in the Soviet Union during the early Cold War period, when cosmology was among the sciences that became politicized. This field of science developed very differently in the Communist countries than in the West, in large measure because of political pressure. Certain cosmological models, in particular of the big bang type, were declared pseudo-scientific and idealistic because they implied a cosmic creation, a concept which was (...) taken to be religious. The result of the ideological pressure was not an independent Soviet cosmology, but that astronomers and physicists abandoned cosmological research in the Western sense. Onlyin the 1960s did this situation change, and cosmology in the Soviet Union began to flourish. The paper reviews the relationship between cosmology and political ideology in the Soviet Union from about 1947 to 1963, and it briefly relates this case to the later one in the People’s Republic of China. We employ the Social Signaling Model and life history of a Western Dani big-man, Tibenuk, to analyze a neglected curiosity in the career of the big-man type. The big-man is renowned as an economic entrepreneur, the master of material displays. In New Guinea, however, big-men had invariably first gained fame and some influence as eminent warriors. The SSM accounts for this two-part career path by proposing that small-scale social organization rests on honest, competitive signaling of individual and collective fighting (...) strength, with leaders being those who excel in these contests. The performances for which big-men are already known, conspicuous ceremonial displays, broadcast this strength indirectly. Explicitly conceptualized as symbolic fighting, they constituted indexical proxies for their sponsors’ individual and collective willingness and ability to fight. Success on the battlefield, though, signaled fighting strength more directly. Men therefore had to demonstrate strength on both the battlefield and the ceremonial ground if they were to become big-men. This was Tibenuk’s achievement. When he was young and at his physical peak, he demonstrated outstanding capability in war. War is a young man’s game, however, and as his physical capacities waned, he shifted to politics, an older man’s game, honing his political talents and developing extensive political networks that allowed him to sponsor massive pig feasts, the principal form of conspicuous ceremonial display. Tibenuk’s career also reveals synergies between warrior and political talents that hitherto have been overlooked in big-man analysis. (shrink)

Insect white wax is a type of biological wax, mainly produced in Jiading Fu (now Leshan, Sichuan province) in southern Sichuan province, also known as Sichuan wax. It is a special export product in China and an important source of income for local wax farmers. From the seventeenth century onward, Westerners who traveled deep into southwestern China studied the wax, including its geographical distribution, biological experiments, and production techniques. They assessed its commercial prospects and strove to introduce it to Europe (...) and the areas it controlled. Based on the reports of the European scholars’ expeditions, travelogues, conference proceedings, and correspondence, this paper examines the history of Western research on the insect white wax and aims to investigate the underlying motivations for the exploration activities, proposes the concept of “object colonialism,” and discusses the impact of adopting objects from their countries of origin on the world’s political and economic landscape. The idea of civil society is one of the oldest and most contested in Western political and sociological thought. Among the social sciences, anthropology has been the discipline that has prompted the boldest critiques of the concept. This paper argues that the “revival” of civil society in Central and Eastern Europe in one particular field—that of environmental activism—has been contingent with the outcomes of EU enlargement policies. I introduce the case study of one of the most complex and (...) contested transport development projects in Central Eastern Europe: the Budapest Ring Road. I maintain that within the EU enlargement project alternative forms of political power have been built from below and that they eventually come to compete with the state (and local governments) to influence decision-making processes. These forms, to be individuated in the emergence of environmental activism, take shape at local, state and transnational levels and aim, although often contradictorily, at restituting political agency under the condition of lowering public participation in decision-making processes.
