Efforts for better services are achieved by small steps such as analyzing data of the customer. What is significant for the customer should as well significant for the banking institution. Transparency and a better understand- ding of the pattern behavior of customers can be used for the good of both partners such as good relationships in the fu- ture eventually be beneficial for the customer as well as a banking institution. The responsibility of both sides is crucial to understand the (...) accountability of customers and banking institutions. The method of identification of user messages of the banking application proposed in the article involves the use of user data for information processing, taking into account the peculiarities of the use of mobile devices and the user's dialogue with bank messages. Also, the proposed method allows you to rank messages to identify the most important messages and get the desired result by providing ef- fective recommendations in favor of each of the participants in customer interaction with the bank. The introduction of modern educational programs "Information Control Systems and Technologies", "Artificial Intelligence Systems" and "Systems Analysis" in the field of information technology, allows users and managers to interact with the bank's custo- mers sufficient information to make informed recommendations for effective management decisions. The article consi- ders the conceptual model of interaction of users and managers on interaction with users of the bank, use of technolo- gies and algorithms of artificial intelligence, machine learning processes to formalize the process of dialogue, systema- tization and ranking of messages and notifications between customers and managers. The Conceptual model of inter- action of the user of banking services with messages is presented. The article also describes the features of the dialogue between the user of banking services and the manager for the implementation of algorithms for interaction with custo- mers. The example of the city block of bank users considers and takes into account the difference in the amount of in- formation received by the bank, which must be sent during different periods of the week and take into account the amount of information to be sent, which will be significantly less and, consequently, the number of necessary services. will also be smaller. In this example, taking into account the amount of information that can be consumed during differ- rent periods of the week, the number of services that can be provided to the user will also be much smaller. _Purpose._ The paper attempts to investigate the constructivist approach to the social world and its implications for social forecasting. _Theoretical basis._ Social forecasting is mainly based on the idea that a human is "determined ontologically". Using the methodology of the natural sciences, most predictions and forecasts fail to encompass all the multiplicity and variability of the future. The postmodern interpretation of reality gave impetus to the development of the new approaches to it. A constructivist approach to social reality began to (...) compete with essentialism. Social constructivism asserts that reality is a set of mental constructs, that it is ultimately a text. Radical constructivism interprets reality as a specific system of meanings emphasizing the artifact aspects of our reality. An interpretation of the social actors’ behavior is based on the ways of understanding accepted in a given society/community and do not possess ontological universality. The creators of social space are also its creations. _Originality._ Within the framework of the postmodern approach to reality, the second-order forecasting, or forecasting of forecasting, is particularly relevant. That means that the observers-forecasters must be included in the forecast as a part of one-unified process. At this stage, a forecaster must realize that he/she is a part of a larger system, a part of the world he/she observes (and actually creates). The situation changes dramatically – the forecaster is forced to take responsibility for his/her own observations. This ultimately leads to the "humanization" of forecasting. Acting in our world full of uncertainty, unpredictability, and turbulence, modern researchers of the future should be mindful of powerful social constructs of reality. _Conclusions._ Social forecasting should be embedded in a wider context, which requires a joint effort of philosophers, foresight practitioners, historians, psychologists, sociologists, political scientists, religious scholars, anthropologists, etc. To develop promising visions and scenarios of the future, it is necessary to answer the question "Why?", which is the task of philosophically oriented research, because without this answer, we will deal with the consequences; and the implementation of the negative scenarios will reproduce itself in new socio-cultural and historical conditions. An in-depth understanding of this "Why?" provides opportunities to be in the flow of transformations. The study of the deep mental processes of the actors of social changes, the multidimensional influence on the transformation of social structures can gradually expand an answer to the question "Why?", that can cause positive changes and, accordingly, allow to create fruitful projects of the future and form effective behavioral strategies that correspond to the desired level of social development. A large proportion of hospital inpatients are affected by cognitive impairment, posing challenges in the provision of their care in busy, fast-paced acute wards. Signs and symbols, known as visual identifiers, are employed in many U.K. hospitals with the intention of helping healthcare professionals identify and respond to the needs of these patients. Although widely considered useful, these tools are used inconsistently, have not been subject to full evaluation, and attract criticism for acting as a shorthand for a routinized response. (...) In order for visual identifiers to be used effectively in acute care settings, thorough consideration must be given to the ethical and legal issues that are engaged in this context, and their potential benefits and harms must be weighed and balanced. This paper proposes a set of legal and ethical principles that can be used to guide the implementation of visual identifiers. Together, these principles provide a framework applicable in the design and implementation phases to systematically identify relevant considerations arising from the use of these tools. We outline some tensions that arise between principles and conclude that selecting a preferred moral framework could help to guide decision-making, as does clarity around the purpose and objectives of the identifier. Two papers published recently (1,2) suggest strongly that an inductive signal from dorsal ectoderm is involved in subdividing the underlying mesoderm, and present evidence that one of the signalling factors is Decapentaplegic (Dpp), a member of the bone morphogenetic protein subgroup of the Transforming Growth Factor‐β (TGF‐β) (...) super family of proteins. Way back in the 1980s corporations began collecting, combining, and crunching data from sources through-out the enterprise. This approach was widely accepted as a methodology that provides objectivity and trans-parency in decision-making. Good processing of the garnered data paved way for improved analysis of trends and patterns leading to better business and increased profit margins. Corporations began investing in collect-ing, storing, processing and maintaining enterprise wide data. The focus was always on the quality of data and the process of converting (...) it into knowledge that enables right decisions. It was soon realized that a wide range of personal biases has an impact on the way decisions are made. The entire process is replete with ethical dilemmas. This paper provides a framework to understand the interplay of data, information, personal biases, ethics and decision-making. This approach is suitable for every individ-ual, team, organization or a nation. Several years of turmoil in South Africa make it imminent for it to take a fresh look at the way data is transformed into knowledge. The leadership within South Africa has to arrive at wise decisions that can withstand the scrutiny of generations to come. (shrink)

The tasks of communist education of the working population place great responsibility upon our ethical philosophers. A particularly rounded and profound study of the morality of society in all its forms and manifestations is needed today, in order more clearly to see the paths and methods by which communist morality can take root.

Traditional document clustering algorithms consider text-based features such as unique word count, concept count, etc. to cluster documents. Meanwhile, event mining is the extraction of specific events, their related sub-events, and the associated semantic relations from documents. This work discusses an approach to event mining through clustering. The Universal Networking Language -based subgraph, a semantic representation of the document, is used as the input for clustering. Our research focuses on exploring the use of three different feature sets for event clustering (...) and comparing the approaches used for specific event mining. In our previous work, the clustering algorithm used UNL-based event semantics to represent event context for clustering. However, this approach resulted in different events with similar semantics being clustered together. Hence, instead of considering only UNL event semantics, we considered assigning additional weights to similarity between event contexts with event-related attributes such as time, place, and persons. Although we get specific events in a single cluster, sub-events related to the specific events are not necessarily in a single cluster. Therefore, to improve our cluster efficiency, connective terms between two sentences and their representation as UNL subgraphs were also considered for similarity determination. By combining UNL semantics, event-specific arguments similarity, and connective term concepts between sentences, we were able to obtain clusters for specific events and their sub-events. We have used 112 000 Tamil documents from the Forum for Information Retrieval Evaluation data corpus and achieved good results. We have also compared our approach with the previous state-of-the-art approach for Router-RCV1 corpus and achieved 30% improvements in precision. (shrink)
