ABSTRACT This study is based on statistical data about reading in the lives of young people aged 11 to 17 years old. It addresses how one can (re)approach the education of readers from an understanding of what reading literature is all about in the 21st century. It discusses the change of format of reading from the book to the screen, but not from the perspective of exclusion or with the intention of arguing that one mode of access is better than (...) another. It stresses the importance of mediating reading with an openness to the different media and forms that have been offered by digital information and communication technologies. Reflections are made to conceptualize literature in the 21st century and then some examples are provided of how literature converges from the written text to other media and vice versa, which suggests that young people are reading in different ways and this fact can be used to enhance the process of educating literary readers. Evidence-Based Medicine (EBM) is defined as the conscious, and judicious use of current best evidence in making decisions about the care of individual patients. The greater the level of evidence the greater the grade of recommendation. This pioneering explicit concept of EBM is embedded in a particular view of medical practice namely the singular nature of the patient-physician relation and the commitment of the latter towards a specific goal: the treatment and the well being of his or her client. Nevertheless, (...) in many European countries as well as the United States, this integration of the best evidence from systematic research with clinical expertise and patient values appears to be re-interpreted in light of the scarcity of healthcare resources. The purpose of this paper is double. First, to claim that from an ethical perspective EBM should be a guideline to clinical practice; and second, that in specific circumstances EBM might be a useful tool in macro-allocation of healthcare resources. Methodologically the author follows Norman Daniels' theory of democratic accountability to justify this assumption. That is, choices in healthcare must be accountable by democratic procedures. This perspective of distributive justice is responsible for the scope and limits of healthcare services. It follows that particular entitlements to healthcare — namely expensive innovative treatments and medicines —may be fairly restricted as long as this decision is socially and democratically accountable and imposed by financial restrictions of the system. In conclusion, the implementation of EBM, as long as it limits the access to drugs and treatments of unproven scientific results is in accordance with this perspective. The use of EBM is regarded as an instrument to facilitate the access of all citizens to a reasonable level of healthcare and to promote the efficiency of the system. (shrink)

O discurso funcional é tanto ubíquo quanto central na ecologia contemporânea, principalmente no contexto das pesquisas sobre biodiversidade e funcionamento ecossistêmico, que emergiram nos anos 1990 em meio à crise da biodiversidade. Entretanto, a despeito dessa forte presença na ecologia, o discurso funcional ainda não tem sido investigado de maneira adequada nesta ciência, na medida em que muitos problemas fundamentais a respeito do tema ainda permanecem sem respostas claras. Por um lado, os ecólogos que lançam mão de explicações funcionais parecem (...) simplesmente tomar como dado ou autoevidente o conceito de função. Contudo, ele nada tem de trivial, tendo em vista os problemas filosóficos suscitados pela linguagem funcional ou teleológica nas explicações biológicas, pelo menos desde Aristóteles. Por outro lado, poucos filósofos da ciência têm se mostrado especialmente interessados nos problemas epistemológicos associados ao discurso funcional em ecologia. Tomando essa situação como ponto de partida, nossa abordagem neste artigo se dá em três etapas. Inicialmente, procedemos a uma análise conceitual de função na ecologia atual, com ênfase nos estudos que relacionam a biodiversidade às propriedades ecossistêmicas. Esboçamos três significados principais do conceito, mostrando os pressupostos e as implicações associados a cada um deles. Num segundo momento, procedemos a uma análise das razões que levam a suspeitas ou objeções contra a linguagem funcional na ecologia. Por fim, num terceiro momento, lançamos algumas sugestões sobre como fundamentar ou dar mais clareza ao discurso funcional na ecologia contemporânea. (shrink)

In this article we discuss the molecular signaling mechanisms that coordinate interactions between Schwann cells and the neurons of the peripheral nervous system. Such interactions take place perpetually during development and in adulthood, and are critical for the homeostasis of the peripheral nervous system (PNS). Neurons provide essential signals to control Schwann cell functions, whereas Schwann cells promote neuronal survival and allow efficient transduction of action potentials. Deregulation of neuron–Schwann cell interactions often results in developmental abnormalities and diseases. Recent investigations (...) have shown that during development, neuronally provided signals, such as Neuregulin, Jagged, and Wnt interact to fine‐tune the Schwann cell lineage progression. In adult, the signal exchange between neurons and Schwann cells ensures proper nerve function and regeneration. Identification of the mechanisms of neuron–Schwann cell interactions is therefore essential for our understanding of the development, function and pathology of the peripheral nervous system as a whole. -/- . This article deals with public manifestations of Catholic religious officials, members of the hierarchy and recognized laity, in the context of the discussion of the National Education Plan - PNE. The focus of the analysis is a condemnation of what they call "gender ideology", present in the proposal document. Such manifestations are the reaffirmation of a conception of human beings as subject to the inexorable "laws of nature" that determine a social order marked by the rigid distinction of roles assigned (...) to women and men. The texts published at the time reveal changes and continuities in the Catholic discourse in its reference to "nature", understood in its biological materiality, as an unswerving fact of human reality, consisting in two sexes must unite under the "natural order". Gender theories are blamed by family disintegration, for providing support to new understandings of humanity, no longer based on bipolarity: men / women. A non extensive dossier of these texts formed the basis for the proposed analyzes. (shrink)

Functional language is ubiquitous in ecology, mainly in the researches about biodiversity and ecosystem function. However, it has not been adequately investigated by ecologists or philosophers of ecology. In the contemporary philosophy of ecology we can recognize a kind of implicit consensus about this issue: while the etiological approaches cannot offer a good concept of function in ecology, Cummins’ systemic approach can. Here we propose to go beyond this implicit consensus, because we think these approaches are not adequate for ecology. (...) We argue that a sound epistemological framework to function in ecology is to be found in organizational approaches. In this line, we define function in ecology as a precise effect of a given constraint on the ecosystem flow of matter and energy performed by a given item of biodiversity, within a closure of constraints. Neste texto analisamos blogs da Internet como espaços educativos nos quais se produzem/constroem as identidades juvenis de indivíduos que buscam se inserir no grupo cultural conhecido como nerd/geek. Inseridos nos Estudos Culturais, na sua vertente pós-moderna e pós-estruturalista, valemo-nos da noção de Representação Cultural para analisar como as identidades são constituídas com a escrita/leitura de blogs disponibilizados na web. Destacamos que a forma como se dá o agrupamento dos jovens que escrevem/leem os blogs é efêmera e espontânea, baseada no prazer (...) de estar junto, no consumo de alguns itens e no estabelecimento de alguns laços afetivos momentâneos. Tal compartilhamento tem semelhança com outras “tribos” urbanas deste início de século XXI. Destacamos, também, que não estamos associando a juventude a uma faixa etária particular, mas, isto sim, a um estilo de vida fortemente ligado ao lazer e ao consumo. Os blogs analisados, ao colocarem em circulação representações de identidades nerd/geek, contribuem para a produção discursiva dessas mesmas identidades em função dos modos como os/as integrantes desse grupo partilham formas de apropriar-se de saberes diversos, de utilizar equipamentos tecnológicos, de consumir produtos comerciais e textos midiáticos. Notwithstanding the existence of aDeaf-World, deafness should be considered as ahandicap. Therefore, society should provide themeans for the (...) fulfilment of a deaf child'sspecific needs.For the time being there is no definitiveanswer with regard the best way to rehabilitatea particular deaf child. Therefore,communitarian values may be acceptable. If thedeaf child parents' decide not to implant,their decision should be respected. Guardiansare entitled to determine which standard ofbest interest to use in a specificcircumstance. They are the proper judges ofwhat (re)habilitation process is best for theirdeaf child. However, most deaf children areborn to two hearing parents. Probably, theywill not be acculturated in the Deaf-World. Itfollows that cochlear implantation is awelcomed (re)habilitation technology.If auditory (re)habilitation will in the futureprovide the necessary communicative skills, inparticular oral language acquisition, customs,values and attitudes of the hearing worldshould be regarded as necessary to accomplish adeaf child's right to an open future. Ifcochlear implantation technology will provideall deaf children with the capacity to developacceptable oral communicative skills –whatever the hearing status of the family andthe cultural environment – then auditory(re)habilitation will be an ethical imperative. According to a particular interpretation of quantum mechanics, the causal role of human consciousness in the measuring process is called upon to solve a foundational problem called the “measurement problem.” Traditionally, this interpretation is tied up with the metaphysics of substance dualism. As such, this interpretation of quantum mechanics inherits the dualist’s mind-body problem. Our working hypothesis is that a process-based approach to the consciousness causes collapse interpretation (CCCI) ---leaning on Whitehead’s solution to the mind-body problem--- offers a better metaphysical (...) understanding of consciousness and its role in interpreting quantum mechanics. This article is the kickoff for such a research program in the metaphysics of science. (shrink)

It is intended to problematize the concept of essence, based on Edmundo Huserl’s menology, which is directly related to the zero of knowledge, which takes place from the process of époche, or suspension of the degree of judgment, to apprehend the knowledge of to intentional experiences (Husserl, 1907). Would we be able to reach the zero degree of knowledge? Would it be possible to apprehend the essence of things? Would the phenomenological method give us elements that allow it to aim (...) at things? Would we be able to overcome, through suspension of judgments, the concepts that we use on a daily basis? What essence would this be, when we are formed and conformed to the concept of essence, as a pure form deriving from the Platonic doctrine (Plato, 1972). What conclusion can we reach on this matter? And what are the consequences for a rigorous reading of the concept of essence in Husserl? This is our intention in this article, as a reflective challenge. (shrink)

This work aims at elucidate the reasons for appropriating the sentiments and emotions in the approach of moral dilemmas. Therefore, first it will start with an analysis of Williams in his article Ethical Consistency where the author approaches de role of the emotions such as remorse and regret, and also introduces the idea of “moral remainder” in moral dilemmas. In a second moment, this work will be concentrated in the analysis of Statman in his article The debate over the so-called (...) reality of moral dilemmas and his systematization of the “sentiments argument” in favor of moral dilemmas. In a third moment, the analysis will focus on the article Sentiment and Value, of D’arms and Jacobson which approaches important questions concerning the possibility of a moral sentimentalism with a rational basis. Finally, the focus will be in the question if in such approaches the appeal of “moral facts” could possibly justify the feelings of regret, guilty or remorse experienced by the agent in moral dilemmas, then these feelings cannot be disregarded in a more intuitive and broader approach of the issue. What is considered ugly, grotesque or unpleasant by the fashion world? The first collection presented by Rei Kawakubo in Paris was classified as offensive to Western aesthetic standards, for it questioned the French ideal of beauty and elegance. Through silhouettes covered in frayed, perforated and monochromatic fabrics, Kawakubo disrupted the established notion of the beautiful body, stripping it of the clichés of femininity, explicit sexuality and glamour. The increasing costs of healthcare delivery led to different political and administrative approaches trying to preserve the core values of the welfare state. This approach has well documented weaknesses namely with regard to healthcare rationing. The objective of this paper is to evaluate if independent healthcare regulation is an important tool with regard to the construction of fair processes for setting limits to healthcare. Methodologically the authors depart from Norman Daniels’ and James Sabin’s theory of accountability for reasonableness and try (...) to determine if new regulatory models—namely independent agencies—perform better with regard to the public disclosure of the reasons and rationales of healthcare rationing. In publicly financed healthcare systems independent regulation is an important tool to assure fair and reasonable procedures of prioritising services. In accordance with the principle of public accountability, independent regulatory agencies are particularly well suited to assure publicity of the decision-making processes, relevance of the rationale involved and particularly mechanisms for challenge and dispute resolution regarding limit setting decisions. It follows that independent healthcare regulation could be regarded not only as an instrument for performance improvement but also as a tool of social justice. The authors conclude by stating that accountability for reasonableness should be regarded as a landmark of any healthcare reform. And therefore regulators have the social task of assuring that the rationales for limit-setting decisions are clearly accessible to the public. (shrink)

The world population aged significantly over the twentieth century, leading to an increase in the number of individuals presenting progressive, incapacitating, incurable chronic-degenerative diseases. Advances in medicine to prolong life prompted the establishment of instruments to ensure their self-determination, namely the living will, which allows for an informed person to refuse a type of treatment considered unacceptable according to their set of values. From the knowledge on the progression of Alzheimer disease, it is possible to plan the medical care, even (...) though there is still no treatment available. Irreversible cognitive incapacity underlines the unrelenting loss of autonomy of the demented individual. Such a loss requires the provision of specific and permanent care. Major ethical issues are at stake in the physician–patient–family relationship, even when dementia is still at an early stage. The authors suggest that for an adequate health care planning in Alzheimer disease the living will can be presented to the patient in the early days of their geriatric care, as soon as the clinical, metabolic or even genetic diagnosis is accomplished. They also suggest that the appointment of a health care proxy should be done when the person is still in full enjoyment of his cognitive ability, and that the existence and scope of advance directives should be conveyed to any patient in the early stages of the disease. It follows that ethical guidelines should exist so that neurologists as well as other physicians that deal with these patients should discuss these issues as soon as possible after a diagnosis is reached. Nursing research using concept analysis plays a critical role for knowledge development, particularly when concerning to broad and foundational concepts for nursing practice, such as dignity. This study aimed to synthesize research concerning concept analysis of dignity in nursing care. Based on a literature review, electronic databases were searched using the terms “dignity,” “human dignity,” “concept analysis,” and nurs*. Papers in Portuguese or English were included. The research synthesis was conducted independently by two reviewers. A total of 35 citations were (...) identified and seven papers were included. Six studies were elected using Walker and Avant concept analysis methodology while one applied the Beth Rodgers evolutionary model. The concept of dignity has been studied by nurses, and its attributes, antecedents, consequences, and similar concepts were synthesized into a definition. Dignity emerged as a fundamental concept in nursing ethics and the main attributes synthesized were personhood, sociability, respect, and autonomy. The antecedents identified were: facilitators—patient focus care, recognition, education, and ethical competence; threats—vulnerability and organizational environment. The consequences were positive coping, empowerment, and dignity preservation. The synthesis of these seven studies using concept analysis provided a clear definition of dignity. These findings challenge future research and education, particularly for the study of undergraduate and postgraduate nursing education programs to enhance skills for preserving patient dignity in clinical practice. Abrangendo resenhas críticas de recepção do existencialismo e do estruturalismo, publicadas na década de 1960, esta coletânea, arquitetada por Victor Sales Pinheiro, acompanha momentos culminantes do pensamento hermenêutico do autor, marcado pela interlocução com as filosofias de Hegel, Husserl, Heidegger, Sartre, Foucault e Ricoeur.

The paper identifies three recent lines of interpretation of the politics that can be derived from Deleuze and Guattari, all of which share a way of reading the dualisms in their work that can be traced back to how they understand the actual/virtual partition, and to an alleged pre-eminence of the virtual over the actual. It is argued that this reading is not only inaccurate, but obscures the political dimension of Deleuze and Guattari's work. Clarifying the latter requires a reinterpretation (...) of the dualisms involved (as dyads rather than binaries), of the relation between virtual and actual (as a formal distinction where one acts back upon the other), and the drawing of a clear distinction between what Deleuze calls a ‘transcendent exercise’ of thought and sensibility and the properly metaphysical exercise that sets up the distinction between virtual and actual. What then appears is an image of Deleuze's and Guattari's thought that is far more concerned with practical questions and with a situated political practice of intervention. (shrink)

Para o autor de O Príncipe, o realismo é um guia para a ação política e entre os principais elementos do realismo, há a afirmação de que a realidade política é composta de conflitos. Maquiavel compreende o conflito como uma condição inerente a própria política. O conflito é fundamental para o equilíbrio das relações na vida política. O tratamento sobre (...) aos conflitos proposto pelo secretário florentino se coaduna com um ambiente democrático. O modelo republicano de Maquiavel não exclui nenhum segmento social. Pela teoria “do vivenciar completo”, alcança-se nãoapenas um conhecimento da vivência do outro, mas também dos valores subjacentesà sua ação. Através desta teoria, pretende-se responder à proposta levinasiana deuma responsabilidade total, por um lado, e, por outro, de P. Este texto discute alguns filmes classificados como de ficção científica para marcar como o cinema nos tem ensinado a ver e a viver nessa civilização altamente tecnológica, à qual se tem atribuído o qualificativo cibernética. (APPIGNANESI; GARRAT, 1998). Tal civilização, também configurada como pós-moderna (Lyotard, 1989), como modernidade líquida (BAUMAN, 2001), ou como modernidade tardia (JAMESON, 2002), tem sido caracterizada por atuar na produção de subjetividades bastante diversas das usualmente invocadas para referir o homem no humanismo moderno. Muitos dos debates (...) conduzidos salientam a centralidade que as TICs alcançam nas sociedades contemporâneas, que também se caracterizam pela emergência de formas ciborgues, pós-humanas ou pós-orgânicas, que representam corpos descritos muito mais como processos ou arranjos da informação do que como corposmáquina, como as perspectivas modernistas enfatizavam. Argumentamos que se rompem nessas novas representações importantes binarismos modernos, tais como, homem/máquina, biológico/tecnológico e natureza/cultura. (shrink)

Questions of social justice and health-care costs are some of the concerns of society. The cost caused by cardiovascular diseases can have an enormous impact, and it is important to know what patients think about illness costs when they are hospitalized. Two interviews were realized in a longitudinal study, in a sample of 106 patients submitted to expensive techniques in Cardiology (Portugal), to understand the patients’ perception about the health costs and behavior changes based on awareness. We can conclude that (...) cardiovascular diseases are a global phenomenon that generally affects all social groups. From those interviewed, 83% of the patients agree about getting information concerning the treatments and intervention costs during hospitalization because the information about costs can bring the necessary tools for improvement in patients and health resources; 70.8% of the patients say that this information could bring awareness to the patient’s life, enhancing responsibility and personal autonomy. In all countries where health care access is considered a social right, regulation is both a tool of performance improvement as well as an instrument of social justice. Both social (equity in access) and economical (promoting competition) regulation are at stake due to the nature of the good itself. Different modalities of regulation do exist and usually new regulatory cycles include the creation of stronger regulatory agencies. Indeed, health care regulation is rising steadily in most developed countries as a consequence (...) of the introduction of the New Public Management perspective to provide essential public goods.Health care is delivered by different organisations with very different cultural backgrounds—public and private (profit and non-profit)—that should be accountable for their decisions. Control by regulatory agencies is instrumental to accomplish this goal. However, there is some dispute with regards the degree of regulatory autonomy. The objective of this paper is to determine if independent regulatory agencies (IRAs) are effective in carrying out health care regulation. The authors apply Walshe’s analytical framework to the Regulatory Authority of Health (Portugal) to answer the question if independent regulation works.In conclusion, the two year experience of the Regulatory Authority of Health is important not only because the primary goals of independent regulation were achieved but also because this authority is now a full partner in the health care sector. However, independent agencies need to develop strong mechanisms of accountability because good regulatory governance is the paradigm of this institutional innovation. (shrink)

It has been argued by some authors that our reaction to deaf parents who choose deafness for their children ought to be compassion, not condemnation. Although I agree with the reasoning proposed I suggest that this practice could be regarded as unethical. In this article, I shall use the term “dysgenic” as a culturally imposed genetic selection not to achieve any improvement of the human person but to select genetic traits that are commonly accepted as a disabling condition by the (...) majority of the social matrix; in short as a handicap. As in eugenics, dysgenics can be achieved in a positive and a negative way. Positive dysgenics intends to increase the overall number of people with a particular genetic trait. Marriage between deaf people or conceiving deaf children through reproductive technology are examples of positive dysgenics. Negative dysgenics can be obtained through careful prenatal or pre-implantation selection and abortion (or discarding) of normal embryos and foetuses. Only deaf children would be allowed to live. If dysgenics is seen as a programmed genetic intervention that undesirably shapes the human condition – like deliberately creating deaf or dwarf people – the professionals involved in reproductive technologies should answer the question if this should be an accepted ethical practice because the basic human right to an open future is violated.
