Many commentators and experts arguethat extensive agricultural systems across theEuropean Union (EU) should be supported toreach the two main functions of the EuropeanModel of Agriculture (EMA): lively economicsystems and environmental awareness. We arguethat the main current policy instrument of theEMA, the CAP (Common Agricultural Policy),should be targeted to take advantage ofexisting regional diversity in social realitiesand agricultural structures. Community-basedresearch work has been carried out throughoutthe 1990s in the cereal–sheep farming system ofCastile-La Mancha (south-central Spain), wherea system of (...) land-use operates in which cerealcropping and sheep farming are carried out onthe same land. Local agricultural staff andfarmers acted as collaborators in rating themain constraints and devising proposals forstructural, social, and institutional reforms.Results showed that the two social groupsinvolved (cultivators and pastoralists) haddivergent interests and unbalanced numbers forcollective action to be effective. Governmentintervention is required, but current EUagricultural policy is not accomplishing therestructuring objectives. Results of theopinion survey also support switching the EUsubsidy scheme to sheep from a per-head basisto a per-hectare basis and making grazing landmore accessible to landless shepherds. Regionalpolicy schemes should be devised that aretailored to meet the circumstances ofparticular land areas, but sensible policyschemes can only be devised after properknowledge of the structure and institutionalframework of EU agricultural systems. Large tracts of European rural land, mostly in the less favored areas (LFA), are devoted to low-inputs and large scale grazing systems (LSGS) with potential environmental and social functions. Although these LSGS may provide harbor for a good part of European nature values, their continuity is facing contrasting threats of intensification and abandonment. These areas, however, may be characterized by particular grazing structures and social dynamics of change that should be unveiled prior to attempts to devise rural development strategies (...) or to adapt policy frameworks in general. To wit, stakeholder interactions and legal and institutional processes are described and analyzed for the cereal-sheep system of Castile-La Mancha (CLM) in the central Iberian plain. Farmers and pastoralists still share the use of the land, but their roles and interests have changed over time, and particularly in the last 50 years. Arable farming, mainly cereal cropping, has followed an intensification path, partially tempered by the environmental constraints of the Castilian plain. Extensive pastoralism is still a secondary option of land use; in the main, sheep farmers depend on, and look to, the management practices of arable farmers. A mixed cereal and sheep operation may deliver environmental and economic benefits, but successful implementation of this strategy is only possible when the system serves the needs of both types of stakeholders. Paradoxically, the main drivers of change in the countryside overall are arrayed against this sensible and traditional agricultural system. We argue that the recent legal and institutional frameworks do not favor social cohesion and that policy-support schemes of the European Union (EU) have been, and continue to be, devised without taking into account the particular structures and social dynamic of the farming system. Cattle production has the potential of being an important component of sustainable agriculture globally. The ability to transform feed not suitable for humans into high-quality food will be of great importance in the long-term for feeding a growing population. Other aspects such as preservation of landscape values and maintenance of rural communities are highly appreciated values, especially in the industrialized part of the world.To exploit the sustainable potential of cattle production systems, problems of pollution (such as ozone (...) destruction, acid rain, and nitrate leaching) and of health and welfare, which are associated with cattle production, are critically reviewed. The possibilities of integrating cattle production with other types of production are evaluated. Cattle can be used for single purposes such as dairy, beef, and draught, but dairy cows can also be used for restricted suckling combining dairy and beef production. In addition a mixture of species makes grazing more efficient, and a combination of cattle and mixed cropping can increase resource efficiency. (shrink)

In a world which can be increasingly described as a “society of organizations,” it is incumbent upon organizational researchers to account for the role of organizations in determining the well-being of societies and the individuals that comprise them. Workplace spirituality is a young area of inquiry with potentially strong relevance to the well-being of individuals, organizations, and societies. Previous literature has not examined ethical dilemmas related to workplace spirituality that organizations might expect based upon the co-existence of multiple ethical work (...) climates, nor has previous literature accounted for the relevance of the cosmopolitan source of moral reasoning in the ethical treatment of workplace spirituality. The purpose of this paper is to address these gaps by articulating two such ethical dilemmas related to workplace spirituality: the “quiet desperation” dilemma and the instrumentality dilemma. Moreover, I propose two theoretical contexts that foster “both-and” rather than “either-or” thinking, thereby mitigating the relationships between climate combinations and conflictual aspects of the ethical dilemmas. For the “quiet desperation” dilemma, I propose a person–organization fit perspective to emphasize diversity of individual preferences instead of a managerially prescribed uniformity of spirituality. For the instrumentality dilemma, I propose a multiparadigm approach to workplace spirituality research to avoid the privileging of one research interest over another. Order picking, which is collecting a set of products from different locations in a warehouse, has repeatedly been described as one of the most laborious and time-consuming internal logistic processes. Each order is issued to pick some products located at given locations in the warehouse. In this paper, we consider an order picking problem, in which a number of orders with different delivery due dates are going to be retrieved by a limited number of order pickers in multiperiods such that (...) the total tardiness is minimized. The aim is to determine a retrieval plan in terms of order batching and order picker multitrip routing as decision variables. Besides, products are arrived and replenished at the predetermined locations at different periods. Therefore, products sitting in those locations should be delivered soon to provide empty rooms for replenishment. A mixed integer linear programming formulation is proposed for this new problem. The model is optimally solved for small-size problems. For larger instances, grouping metaheuristic algorithms are proposed based on particle swarm optimization and the league championship algorithm that use group-based operators to generate reasonable batches of orders. Improvement heuristics are designed as well. The performance of the MILP formulation and metaheuristic algorithms is analyzed for different problem instances whose designs are based on real data gathered from an auto parts warehouse. Results indicate that our algorithms can stably solve large instances of the problem in a reasonable time. (shrink)

Both Aristotle and Ernst Mayr present theories of dual explanation in biology, with proximal, clearly physical explanations and more distal, biology-specific explanations. Aristotle’s presentation of final cause explanations in Posterior Analytics relates final causes to the necessary material, formal, and efficient causes that mediate them. Johnson and Leunissen demonstrate the problematic nature of historical and recent interpretations and open the door for a new interpretation consistent with modern evolutionary theory. Mayr’s differentiation of proximate and ultimate/evolutionary causes provides a key to (...) appropriating Aristotle for modern use, if care is taken to differentiate Mayr’s proximate/distal and mechanical/evolutionary distinctions from his intentional/non-intentional distinction. Building on Mayr, and noting his appropriation of ancient and recent commentary, a strong case can be made for nested explanation, wherein evolutionary explanations are instantiated in systems of mechanical explanations. Biological concepts of organism, gene, function, etc., are etiologically prior to mechanical explanations of function, but temporally posterior to mechanical explanations of historical adaptation. Such an analysis sheds light on recent arguments within evolutionary biology while highlighting the importance of epistemology in contemporary science. (shrink)

This study describes the results of experiments motivated by an attempt to understand spectral processing in the cerebral cortex (DeValois and DeValois, 1988; Pribram, 1971, 1991). This level of inquiry concerns processing within a restricted cortical area rather than that by which spatially separate circuits become synchronized during certain behavioral and experiential processes. We recorded neural responses for 55 locations in the somatosensory (barrel) cortex of the rat to various combinations of spatial frequency (texture) and temporal frequency stimulation of their (...) vibrissae. The recordings obtained from single and multi-unit bursts of spikes were mapped as surface distributions of local dendritic potentials. The distributions showed a variety of patterns that are asymmetric with respect to the spatial and temporal parameters of stimulation, and were, therefore, not simply reflecting whisker flick rate. Next, a simulation of our results showed that these surface distributions of local dendritic potentials can be described by Gabor-like functions much as in the visual system. The results provide support for a model of distributed cortical processing that imposes a physiologically derived frame (the limited extent of a dendritic patch) and an anatomically derived (axonal) sampling of the distributed process. This combination provides a complex Gabor wavelet that encodes phase, which is necessary to processing such details as edges and texture in a scene. The synchronization across cortical areas that make the Gabor wavelet processes within restricted cortical areas available to one another (the binding problem) proceed at a ''higher order'' level of integration. Both levels of distributed processing accomplish computation in the conjoint spacetime and spectral domain. (shrink)

In this paper I explore the production aesthetics that define the sound of most arranged traditional music albums produced in the early 2000s in Istanbul,Turkey. I will focus on two primary aesthetic characteristics, the achievement of which consume much of the labor put into tracking and mix- ing: parlak (“shine”) and büyük ses (“big sound”). Parlak, at its most basic, consists of a pronounced high frequency boost and a pattern of harmonic distortion characteristics,and is often described by studio musicians (...) and engineers in Turkey as an exaggeration of the perceived brightness of the majority of Anatolian folk instruments. Büyük ses, which in basic terms connotes a high density of heterogeneous musical parts,in contrast to parlak has no relation to any known longstanding Anatolian musical performing traditions or timbral aesthetics, and is a recent development in Istanbul-produced record- ings.Parlak and büyük ses became widespread after 2000,accompanying the paradigm shift of Istanbul studios from analog to digital workflows. Parlak and büyük ses are of interest for reasons that transcend music-aesthetics. The successful creation of mixes with parlak and büyük ses necessitates a palpable change in the performance practice of folk music instruments, as well a fundamental reconfiguration of the social structure of music-making, which in turn involves new musical competences and conceptualizations of musical practice. Parlak and büyük ses are not just a result of using a particular set of technologies (i.e., microphones or effects plugins), but instead arise from arduous and detailed arrangement and nonlinear editing work that is made feasible through DAW (digital audio workstation) systems. Although parlak and büyük ses index the transformation of traditional music aesthetics in the context of digital audio recording production, and their production is at the forefront of concerns of the professionals working in the recording studio environment, the terms are never mentioned in published music criticism, and only usually uttered in the studio context at the inception of a project and at the completion of a mix. Considerable preemptive work is done by studio musicians, engineers, and arrangers to avoid the need for the terms to be mentioned at all. (shrink)

Roughly 20 percent of organic cropland wasdevoted to produce compared to only 3 percent forconventional agriculture in 1995. At the otherextreme, only 6 percent of organic cropland was incorn production while 25 percent of all croplandproduced corn. Only 30 percent of all organicfarmland was in pasture and rangeland compared to 66percent of all farmland. Clearly, these differencesreflect the greater importance of meat and dairyproduction in agriculture overall than in the organicsubsector. In recent years, the organic industry hasgrown not only (...) in volume but in products offered,moving well beyond fresh produce into dairy, snacks,and frozen foods. The estimated growth in retail salesof organic foods averaged over 20 percent a year forthe last eight years compared to only two percent inthe food industry overall, reaching an estimated $4.5billion in 1998. The mix of commodities produced atthe farm level have and will continue to change inresponse to several dynamic forces, including consumerdemand, regulation, and consolidations, mergers, andmainstream entrants at the farm, manufacturing, andretail levels. Consumer demand for organic foods hasbeen spurred by a number of factors including concernsover pesticide residues on foods, food produced usinggenetically modified organisms (GMOs), and hormones indairy and meat products. These concerns coupled withthe overall increase in demand for convenience foodsexplain the phenomenal recent growth of over 70 percent in sales of organic snacks, candy, and frozenfoods. The result has been increased demand forGMO-free grains for snacks, cereals, soy products, andfeed for dairy cows. The recent allowance by USDA forthe labeling of meat and poultry as organic willaccelerate already heightened demand for organic grainand feed from the organic dairy industry. Although thefastest growth in organic foods has been in categoriesother than produce, clearly produce plays an importantrole in the consumers decision on where to shop, anddemand should increase with the overall increase inthe number of organic consumers. Market outlets nowinclude sophisticated natural food store chains,gourmet specialty stores, and e-commerce, allowing fora broadened array of products. Mainstream agriculturalproducers, manufacturers, and supermarket chains haveentered the organic marketplace at a time of lowprices for commodities at the farm gate, fiercecompetition for retail shelf space, and increasinglysophisticated targeting of consumers. Inevitably,these changes in food products offered and in retailoutlets will lead to an organic agriculture thatincreasingly resembles the conventional foodindustry. (shrink)

A wide literature in the sociology of agriculture has depicted the development of agricultural experiment stations at land grant colleges as part of a development project to improve agricultural productivity in particular commodities. Some experiment stations developed regional agricultural centers or stations to improve productivity and address local concerns, recognizing the importance of context in rural development. Through analysis of one such station, the Dixon Springs Agricultural Center in Southern Illinois, this paper describes how regional agricultural stations played a key (...) role in the often conflicting agricultural programs of and following the New Deal. Changes in university structure from the 1970s to present and the current national recession have led to financial crises that have put these stations in a precarious position. Still, we argue that these institutions ought to be recognized as regional resources for a new era of agricultural development, and we suggest approaching that new era by building on the existing literature of community–university partnerships. Separate focus on crop fertilization or feeding practices inadequately describes nitrogen (N) loss from mixed dairy farms because of (1) interaction between animal and crop production and between the production system and the manager, and (2) uncertainties of herd N production and crop N utilization. Therefore a systems approach was used to study N turnover and N efficiency on 16 conventional and 14 organic private Danish farms with mixed animal (dairy) and crop production. (...) There were significant differences in N surplus at the farm level (242 kg. N/ha. vs. 124 kg. N/ha. on conventional and organic dairy farms respectively) with a correlation between stocking rate and N surplus. N efficiency was calculated as the output of N in animal products divided by the net N import in fodder, manure and fertilizer. N turnover in herd and individual crops calculated on selected farms showed differences in organic and conventional crop N utilization. This is explained via a discussion of the rationality behind the current way of planning the optimum fertilizer application in conventional agriculture. The concept of marginal N efficiency is insufficient for correcting problems of N loss from dairy farms. Substantial reductions in N loss from conventional mixed dairy farms is probably unlikely without lower production intensity. The concept of mean farm unit N efficiency might be a way to describe the relation between production and N loss to facilitate regulation. This concept is linked to differing goals of agricultural development—i.e. intensification and separation vs. extensification and integration. It is discussed how studies in private farms—using organic farms as selected critical cases—can demonstrate possibilities for balancing production and environmental concern. (shrink)

Biological phenomena can be investigated at multiple levels, from the molecular to the cellular to the organismic to the ecological. In typical biology instruction, these levels have been segregated. Yet, it is by examining the connections between such levels that many phenomena in biology, and complex systems in general, are best explained. We describe a computation-based approach that enables students to investigate the connections between different biological levels. Using agent-based, embodied modeling tools, students model the microrules underlying a biological (...) phenomenon and observe the resultant aggregate dynamics. We describe 2 cases in which this approach was used. In both cases, students framed hypotheses, constructed multiagent models that incorporate these hypotheses, and tested these by running their models and observing the outcomes. Contrasting these cases against traditionally used, classical equation-based approaches, we argue that the embodied modeling approach connects more directly to students’ experience, enables extended investigations as well as deeper understanding, and enables “advanced” topics to be productively introduced into the high school curriculum. Transnational food retailers expanded to middle-income countries over recent decades responding to supply and demand. Control in new markets diffuses along three axes: socio-economic, geographic, and product category. We used a mixed method approach to study the progression of modern retail in Thailand on these three axes and consumer preferences for food retailing. In Thailand modern retail controls half the food sales but traditional fresh markets remain important. Quantitative questionnaires administered to members of a large national cohort study revealed (...) around half of respondents were primarily traditional shoppers and half either utilized modern and traditional formats equally or primarily shopped at supermarkets. Fresh foods were mainly purchased at traditional retail formats and dry packaged foods at supermarkets. Qualitative interviews found price and quality of produce and availability of culturally important products to be significant reasons for continued support of fresh markets. Our results show socio-economic and geographic diffusion is already advanced with most respondents having access to and utilizing modern retail. Control of the fresh food sector by transnationals faces barriers in Thailand and may remain elusive. The short to mid-term outcome may be a bifurcated food system with modern and traditional retail each retaining market share, but fresh markets longer term survival may require government assistance as supermarkets become more established. Fresh markets supply affordable, healthy foods, and livelihoods for poorer Thais and are repositories of Thai food culture and social networks. If they survive they will confer cultural, social, economic, and health benefits. (shrink)

Bilinguals have been shown to perform worse than monolinguals in a variety of verbal tasks. This study investigated this bilingual verbal cost in a large-scale picture-naming study conducted in Spanish. We explored how individual characteristics of the participants and the linguistic properties of the words being spoken influence this performance cost. In particular, we focused on the contributions of lexical frequency and phonological similarity across translations. The naming performance of Spanish-Catalan bilinguals speaking in their dominant and non-dominant language was compared (...) to that of Spanish monolinguals. Single trial naming latencies were analyzed by means of linear mixed models accounting for individual effects at the participant and item level. While decreasing lexical frequency was shown to increase naming latencies in all groups, this variable by itself did not account for the bilingual cost. In turn, our results showed that the bilingual cost disappeared when naming words with high phonological similarity across translations. In short, our results show that frequency of use can play a role in the emergence of the bilingual cost, but that phonological similarity across translations should be regarded as one of the most important variables that determine the bilingual cost in speech production. Low phonological similarity across translations yields worse performance in bilinguals and promotes the bilingual cost in naming performance. The implications of our results for the effect of phonological similarity across translations within the bilingual speech production system are discussed. (shrink)

Recent work by Keyser in applied epistemology of experiment has focused on the iterative ‘production’ of knowledge: knowledge stabilizes within a given physical context and it is iteratively tested within that context to meet standards of reliability. This implies that in a given physical context (e.g., laboratory), the inferences, methods/techniques, and physical products form coherence relations with one another. We apply this epistemological stabilization account to the martial arts in order to argue that the context of stabilization dictates the (...) training methods, techniques, and even the philosophical concepts of a given martial arts system. We describe key elements of stabilization pertaining to rules, training methodology, warrior philosophy, and spectator/media tropes. The account of stabilization requires a case study that shows how a dynamic system is stabilized. We describe the stabilization of modern mixed martial arts by tracking it on a time scale, but also in different contexts (e.g., Pancrase, Pride, UFC). (shrink)

This paper discusses the correlation balance of transport as a dynamic system and the economic growth of specific regions and countries expressed in gross domestic product. The contemporary transformation processes of the input resources to the desired outcomes need new intelligent approaches based on new information system techniques. These research determinations are specifically focused on achieving the objective of providing with the analyses concerned with giving a more estimated answer to some of the complex questions related to the economic dynamics, (...) new information technologies, sustainable development, and transport. The assumption is that transport can be considered as one of the most influential and vibrant systems of the economy. Taking into consideration that transport system is a dynamic system which is continually changing in time and space, to maintain functioning and competing level, it should be enabled and followed by the high communication and operation technology. From this assumption, a research an interesting question has arisen: do transport contribution to the GDP increases, of the same is decreasing over time? To answer this answer, a research encompassed the mix research methodology combined with qualitative and quantitative research features. The qualitative research conclusions represent the identified and defined factors which determine the relationship between transport and the economy. The quantitative research is oriented in generating information and knowledge based on statistical data which provide with the evidence about the more realistic relationship between transport and the economy. The main goal of this research paper is to provide decision makers, planners, and academic spectrum with a demanding clarification of the applied relationship between the transport system and the economic development of a country or a region in terms of economic growth expressed in GDP, and to make them aware with regard to the implementation of new technology, new information systems, and smart or intelligence approaches within the field. Production methods for food from U.K. livestock industries (milk, dairy products, meat, eggs, fibre) are undergoing substantial change as a result of the need to respond to environmental and animal welfare awareness of purchasing customers, and to espouse the principles of environmental protection. There appears to be a strong will on the part of livestock farmers to satisfy the environmental imperative, led by the need to maintain market share and by existing and impending legislation. There has been support forthcoming (...) in the form of Government-sponsored scientific research and technological development to provide the necessary framework for new environmentally sensitive practices. The agricultural community has itself made substantial responses to market demand through the inception of Farm Assured Quality Assurance Schemes. These appear to have a more sustainable future than the extremes of organic farming and free-range practices. Pollution of agricultural land with nitrate and phosphate by intensive livestock industries is a greater problem in some parts of continental Europe than it is in the U.K. The distribution of livestock out of intensive units and into mixed farming systems, would require substantial restructuring of the industry. Many of the animal welfare requirements which have been forwarded as a part of the environmental agenda for agriculture have been voluntarily accepted by livestock producers. However, some major aspects, such as alternative housing systems for pigs and poultry, remain unresolved. Analysis of the science and technology support for the environmental imperative, especially from Government sources, would suggest that, although dramatically increased in recent years, environmentally orientated research remains a relatively small proportion of the whole. Whilst a movement away from governmental funding of volume production appears to be justifiable, there has not been an equivalent balancing of effort toward funding for product quality, sustainability, environmental protection and animal welfare. Nevertheless, the university education system is producing a generation of more environmentally aware agricultural science graduates who are opting to pursue Government-sponsored environmentally orientated postgraduate research programs. Driven by population pressures on natural resources, peri-urban pastoralists in the Far North Province of Cameroon have recently intensified livestock production in their traditional pastoral system by feeding their cattle cottonseed cakes and other agricultural byproducts to cope with the disappearance of rangelands typically available through the dry season. Although the crop–livestock interactions in this altered intensive pastoral system seem similar to alterations recently named in mixed-farming systems in West Africa, they are distinctly different and would require (...) a different type of agricultural development support. The effects of the COVID-19 pandemic have rippled across the United States’ (US) agri-food system, illuminating considerable issues. US seed systems, which form the foundation of food production, were particularly marked by panic-buying and heightened safety precautions in seed fulfillment facilities which precipitated a commercial seed sector overwhelmed and unprepared to meet consumer demand for seed, especially for non-commercial growers. In response, prominent scholars have emphasized the need to support both formal (commercial) and informal (farmer- and gardener-managed) seed (...) systems to holistically aid growers across various contexts. However, limited attention to non-commercial seed systems in the US, coupled with a lack of consensus surrounding what exactly a resilient seed system looks like, first warrants an exploration into the strengths and vulnerabilities of existing seed systems. This paper seeks to examine how growers navigated challenges in seed sourcing and how this may reflect the resilience of the seed systems to which they belong. Using a mixed-methods approach which includes data from online surveys (n = 158) and semi-structured interviews (n = 31) with farmers and gardeners in Vermont, findings suggest that growers were able to adapt – albeit through different mechanisms depending on their positionality (commercial or non-commercial) within the agri-food system. However, systemic challenges emerged including a lack of access to diverse, locally adapted, and organic seeds. Insights from this study illuminate the importance of creating linkages between formal and informal seed systems in the US to help growers respond to manifold challenges, as well as promote a robust and sustainable stock of planting material. Disturbance-generated biomass results from endogenous and exogenous natural and cultural disturbances that affect the health and productivity of forest ecosystems. These disturbances can create large quantities of plant biomass on predictable cycles. A systems analysis model has been developed to quantify aspects of system capacities (harvest, transportation, and processing), spatial aspects of the biomass generation process, and deterioration impacts on biomass quality in the various inventory states (field stands, field-harvested inventories, transportation prepared inventories, and production facility inventories). Optimal (...) decision alternatives can be used to guide responses to reclamation, utilization, mitigation, and control. This is particularly advantageous in insect and disease outbreaks, in which the process may last several years, with varying levels of intensity. The prescriptive system description, assuming capacities are fixed, results in a linear programming model. The time-dependent capacity decision model results in a mixed-integer programming model. Traditional agricultural systems in Mediterranean Europe were characterised by diversity and multifunctionality, and polycultures played a fundamental role in them. Some of these farm systems and the traditional agricultural practices linked to them have now largely disappeared, but they are increasingly recognised as a valuable source of agroecological knowledge. In this study, we seek to recover the long-lost experience from a traditional Mediterranean intercropping system that combined the cultivation of vines and cereals. Using local historical resources available for (...) a Catalan village for the second half of the nineteenth century, we compare the characteristics and functioning of intercropping and monocultures of vines and cereals using socioeconomic and agrarian metabolism indicators, and discuss the advantages of the traditional intercropping system as an adaptation to the productive limitations of the agroecosystem (particularly in terms of soil quality and productivity, and availability of labour and draft force), but also as a peasant economy strategy that responded to a multifunctional balancing rationale. This way, this research contributes to recovering the knowledge and experience of a long-lasting traditional crop system that had been used until the second half of the twentieth century, and provides an understanding of the rationale and advantages of traditional Mediterranean crop systems beyond productivity and profit maximisation strategies. Climate change is a threat to food system stability, with small islands particularly vulnerable to extreme weather events. In Puerto Rico, a diminished agricultural sector and resulting food import dependence have been implicated in reduced diet quality, rural impoverishment, and periodic food insecurity during natural disasters. In contrast, smallholder farmers in Puerto Rico serve as cultural emblems of self-sufficient food production, providing fresh foods to local communities in an informal economy and leveraging traditional knowledge systems to manage varying (...) ecological and climatic constraints. The current mixed methods study sought to document this expertise and employed a questionnaire and narrative interviewing in a purposeful sample of 30 smallholder farmers after Hurricane María to identify experiences in post-disaster food access and agricultural recovery and reveal underlying socioecological knowledge that may contribute to a more climate resilient food system in Puerto Rico. Although the hurricane resulted in significant damages, farmers contributed to post-disaster food access by sharing a variety of surviving fruits, vegetables, and root crops among community members. Practices such as crop diversification, seed banking, and soil conservation were identified as climate resilient farm management strategies, and smallholder farmer networks were discussed as a promising solution to amass resources and bolster agricultural productivity. These recommendations were shared in a narrative highlighting socioecological identity, self-sufficiency, community and cultural heritage, and collaborative agency as integral to agricultural resilience. Efforts to promote climate resilience in Puerto Rico must leverage smallholder farmers’ socioecological expertise to reclaim a more equitable, sustainable, and community-owned food system. (shrink)

North Sumatra and West Java in Indonesia, the Andes of Bolivia and Peru, Western Province, the Coast and Machakos in Kenya, were Small Ruminant Collaborative Research Support Program (SR-CRSP) sites in which the role of small ruminants was studied and where technological interventions were designed. In all cases the target groups were poor rural households that could maintain sheep, goats, or South American camelids. The objective was to increase the welfare of families through the use of small ruminant technologies. (...) Access to and control of resources, and intrahousehold dynamics were analyzed to understand if, how, and when, technological interventions help achieve this objective. The way in which the studied villages integrate into the market, the specific role that livestock and other productive enterprises play in the household economy, the risks faced by families in rural areas condition the role of livestock and other resource management technologies. As an asset, small and large stock are gendered, but this is qualified by the alternatives that household members have. Small ruminants under the domain of women, either through production or marketing, are shown to contribute to in-kind consumption or, as liquid assets, to household welfare purchases, in the case of Andean agropastoral households and households in Kenya. Women are also managers of the grazing areas, which are often fallow fields. The research experiences show the relationship between gender, resource management, and the ability to build livestock assets and security, in different houehold production systems. (shrink)

A part les contraintes imposées aux décisions publiques par 1a mobilité, l’analyse reçue des choix publics postule que le processus politique fonctionne essentiellement de la même façon en régime fédéral qu’en régime unitaire. Il s’avère cependant qu’il existe une dimension du processus politique en régime fédéral qui se prête spécifiquement à l’analyse économique, nommément le fait que, là où les fonctions se recoupent dans un même territoire, il se trouve deux niveaux de gouvernement qui se concurrencent dans l’offre des mêmes (...) services à un même groupe de votants. Si alors on définit les votes comme des inputs dans la production d’outputs politiques, on se trouve en situation de concurrence par deux offreurs ou plus visà- vis d’une même ressource placée en propriété commune. On peut supposer que l’analyse conventionnelle de l’allocation des ressources en régime de propriété commune puisse jeter un éclairage sur l’aboutissement du processus politique fédéral. Dans ces conditions, il y va de l’intérêt de chacun des deux offreurs de chercher à s’attirer les votes et donc d’être le premier à offrir l’output politique en question. En l’absence de droits exclusifs sur le bassin de votes, le chevauchement amène les deux joueurs à vouloir réaliser le profit politique, de crainte de le perdre à l’avantage de l’autre partie. Et pourtant, le profit s’en trouvera ultimement dissipé ex post pour les deux parties après l’avènement du deuxième joueur. On découvre ainsi que les forces mises en branle dans un régime fédéral type sont de deux ordres : une force restrictionniste d’abord, fondée sur la mobilité des ressources entre les entités décentralisées, et une force expansionniste liée à la dynamique politique étudiée dans ces lignes. Ce résultat peut expliquer pourquoi le dossier empirique reste ambigu sur la contribution du fédéralisme au freinage de la croissance du secteur public. Les conséquences de ce processus sont dégagées et les avenues possibles de solution explorées.Except for the mobility constraints imposed on political decisions of lowerlevel governments, public choice analysts assume that the working of the political process under federalism remains the same at all levels of government as under unitary state. This paper argues that one dimension of the political process in a federalist framework lends itself to specific economic analysis, namely the fact that, once constitutional limits break down and functions overlap, two or more levels of government compete for the same voters in the supply of services in a given territory.Viewing votes as inputs in the production of political outputs, the conventional analysis of allocation under cnmmon-property rule should shed light on the outcome of this process. The analysis shows that it is in the interest of both suppliers to seek to gain the votes in being first to implement programs.There are thus two forces operating in a typical federalist system, an expansionist one rooted in the political dynamics analyzed here, and a restrictionist one based on the mobility of resources among decentralized entities. This may explain why the empirical record is rather mixed on the contribution of federalism to containing government growth. The consequences of this process are derived and possible avenues for improvement are explored. (shrink)

You would also consider whether the likelihood of a fire was sufficiently high to cause you to take appropriate action – for example, locate a fire extinguisher, call the fire department, or leave the room. Of course, you have not been sitting (...) around waiting for someone to yell “Fire!” You were engaged in some task (unrelated to fires), yet were able to react to that stimulus. By contrast, if you were a police officer who was being trained at a firing range, you would be doing exactly that (i.e., waiting for someone to yell “Fire!”), and when you heard “Fire,” you would pull the trigger on your weapon, rather than look around for the source of the cry. Advocates for re-localizing food systems often encourage consumers to support local farmers and strengthen local food economies. Yet, local food systems hinge not only on consumers’ willingness to buy local food but also on whether farmers have the social support networks to address diverse challenges during food production and distribution. This study characterizes the challenges and support systems of farmers selling to local markets in Québec, Canada, across multiple growing seasons using a mixed-methods research design. (...) We sent an online questionnaire to 1046 farmers and conducted follow-up interviews with 15 of the 133 respondents. Our findings show that farmers relied on an average of four support actor groups, particularly employees, customers, and other farmers. Actors played distinct roles in terms of the importance, frequency, and formality of interactions, providing immediate and long-term support through formal and informal relationships across multiple spatial scales (farm, local community, and regional/international). Our thematic analysis showed that support actors helped farmers in four key domains: (1) Knowledge sharing and emotional support; (2) Labour and workforce; (3) Material and financial aid; and (4) Consumer education and business promotion. Farmer associations provided resources to tackle various challenges, acting as bridges across multiple support actor groups. Yet, our results suggest that political desires to encourage local food systems are in some cases poorly matched with resources to address specific types of challenges farmers face. Specifically, overlooking the role of diverse social support actors in helping farmers build food production and distribution capacity could undermine efforts to foster localization. (shrink)

DCPS is a connectionist production system interpreter that uses distributed representations. As a connectionist model it consists of many simple, richly interconnected neuron‐like computing units that cooperate to solve problems in parallel. One motivation for constructing DCPS was to demonstrate that connectionist models are capable of representing and using explicit rules. A second motivation was to show how “coarse coding” or “distributed representations” can be used to construct a working memory that requires far fewer units than the number of (...) different facts that can potentially be stored. The simulation we present is intended as a detailed demonstration of the feasibility of certain ideas and should not be viewed as a full implementation of production systems. Our current model only has a few of the many interesting emergent properties that we eventually hope to demonstrate: It is damage‐resistant, it performs matching and variable binding by massively parallel constraint satisfaction, and the capacity of its working memory is dependent on the similarity of the items being stored. Alternative food networks (AFN) are argued to provide platforms to re-socialize and re-spacealize food, establish and contribute to democratic participation in local food chains, and foster producer–consumer relations and trust. As one of the most recent examples of AFN, Participatory Guarantee Systems (PGS) have gained notable traction in attempting to redefine consumer-producer relations in the organic value chain. The participation of stakeholders, such as consumers, has been a key element theoretically differentiating PGS from other organic verification systems. While (...) research on farmer participation in PGS is attracting interest, consumer participation is still widely overlooked. Using a mixed methods approach, this paper describes five PGS markets in Mexico, Chile and Bolivia. A survey was conducted with consumers in the PGS markets to explore their awareness of the PGS, how consumers participate in the PGS, and their level of trust in the respective PGS and its certified products. Results showed a low level of awareness of PGS among market consumers, few participation possibilities, and minimal consumer participation overall. Nevertheless, trust in organic quality was generally high. Consumers primarily relied on the direct relationship with producers and the PGS market itself as sources of trust. These results provide novel insight into PGS consumer-market interactions, and contribute to discussions concerning social embeddedness, awareness and participation within AFN. (shrink)

U.S. immigration policies history in the early 20th century has mostly been thought through the linear growing power of restrictionists versus liberals, resulting in 1917 Burnett law - containing the literacy test - and then 1921 and 1924 Quota laws. The latter has been described by scholars as the product of direct infuence of Eugenist activists or of Eugenists mixed with Racists . Yet, the thorough study of the policy process permit to trace the origin of the quota laws (...) in the mind of a key civil servant: William Walter Husband and in the activism of Sydney L. Gulick, a theology professor who spent his whole life searching for quelling American-Japanese relations. The latter conceived an immigration quotas plan whose aim was to give equal treatment to all ‘races’ and peoples. The Immigration Restriction League, had no other choice than to recognize Gulick's large success in loobying his plan. Yet, in a last move, the IRL succeeded to maintain the exclusion of Asians in what became the Emergency Quota Act of 1921. Far from Eugenist influence, this Act is the product of a battle between non racist and racist restrictionists upon the means and goals of immigration control. During years, they were permanently engaged into fierce political battles whose outcome had a significant impact on immigration restriction policies. (shrink)

The problem of determining an optimal benchmark to inefficient decision-making units is an important issue in the field of performance analysis. Previous methods for determining the projection points of inefficient DMUs have only focused on one objective and other features have been ignored. This paper attempts to determine the best projection point for each DMU when the inputs and outputs data are in stochastic form and presents an alternative definition for the best projection by considering three main aspects: technical efficient, (...) minimal cost, and maximal revenue as much as possible. Considering the important role of the electricity industry in the economic growth of each country, a practical example has been implemented on 16 regional electricity companies in Iran in 9 consecutive periods. The efficiency score along with the projection points of the three technical models ), cost, and stochastic revenue are compared with the projection point obtained from the model presented in this article, which simultaneously meets these three objectives, showing the improvement of companies’ performance. The biomedical literature makes extensive use of the concept of a genetic program. So far, however, the nature of genetic programs has received no satisfactory elucidation from the standpoint of computer science. This unsettling omission has led to doubts about the very existence of genetic programs, on the grounds that gene regulatory networks lack a predetermined schedule of execution, which may seem to contradict the very idea of a program. I show, however, that we can make perfect sense of genetic (...) programs, if only we abandon the preconception that all computers have a von Neumann architecture. Instead, genetic programs instantiate the computational architecture of Post–Newell Production Systems. That is, genetic programs are unordered sets of conditional instructions, instructions that fire independently when their conditions are matched. For illustration I present a paradigm Production System that regulates the functioning of the well-known lac operon of E. coli. On close reflection it turns out that not only genes, but also proteins encode instructions. I propose, therefore, to rename genetic programs to biomolecular programs. Biomolecular and/or genetic programs, and the cellular computers than run them, are to be understood not as von Neumann computers, but as Post–Newell production systems. (shrink)

In many countries consumers have shown an increasing interest to the way in which food products are being produced. This study investigates Chinese consumers’ attitudes towards different pig production systems by means of a conjoint analysis. While there has been a range of studies on Western consumers’ attitudes to various forms of food production, little is known about the level of Chinese consumers’ attitudes. A cross-sectional survey was carried out with 472 participants in 6 Chinese cities. Results (...) indicate that Chinese consumers prefer industrial pig production systems, where traditional pig breeds are raised, over large-scale and small family farms. Farms with maximum attention to food safety, which furthermore can provide lean meat with consistent quality, are also preferred. Imported pig breeds and tasty but variable meat were rejected. A 3-cluster solution found that consumers from cluster 1 focus almost exclusively on the food safety aspect (food safety focused). Consumers from cluster 2 (indifferent) show weak overall attitudes to pig production systems in general. Cluster 3 (industrial production oriented) stands out by being very positive about industrial, large-size farms and consistent quality. From a Chinese consumer’s perspective, the industrial approach seems to represent values such as achievement and evolution, as well as quality and safety, since pig production is moving away from low-cost, low-quality, and low-safety family-scale systems. A complex set of rural and environmental development, quality aspects, and food safety measures are challenges that must be met by the stakeholders of pig production systems in China. (shrink)

Pork producers in Western Europe moreand more encounter a variety of societalconcerns about pork and pork production. Sofar, however, producers predominantly focusedon low consumer prices, therewith addressingjust one concern. This resulted in an intensiveand large-scale production system, decreasinglyrelated to the area of farm land, andaccompanied with increasing concerns aboutsafety and healthiness of pork, animal welfare,environmental pollution, and others.An overview was given of possible concernsabout West-European pork production with theconsumers, citizens, and producers, and thoseconcerns are traced back to (...) the pork productionsystem. The various kinds and qualities ofinformation about the pork production system onwhich possible concerns are based have beenworked out extensively in this paper. Knowledgeabout the aspects of pork production that cangive rise to concerns can be used in two ways.First, the communication about those aspectstowards consumers and citizens can be adjustedor extended to give them better possibilitiesto make food choices or to develop their ownopinions about pork production. Second,producers could change the pork productionsystem such that it better satisfies consumersand citizens. Such adaptations are wellpossible, as three pork quality schemes, whichhave been evaluated, illustrate. However, mostof these adaptations can only be carried out atthe cost of the present low consumer prices andwill not occur spontaneously on a large scale.Therefore, accounting for the type andrelevance of the concerns, legislation isnecessary to address societal concerns in abalanced way such that pork production systemsbecome acceptable for the majority of oursociety. This study considered the range of ethical issues and potential stakeholder priorities associated with the application of genomic technologies applied to animal production systems, in particular those which utilised genomic technologies in accelerated breeding rather than the application of genetic modification. A literature review was used to inform the development of an ethical matrix, which was used to scope the potential perspectives of different agents regarding the acceptability of genomic technologies, as opposed to genetic modification techniques applied to (...) animal production systems. There are very few studies carried out on stakeholder attitudes regarding the application of genomics to animal production in the human food chain and it may be that this technology is perceived as no more than an extension of traditional breeding techniques. While this is an area which needs more research, it would appear from this study that genomics, because it avoids many of the disadvantages and consumer perceptions associated with GM, is likely to prove a more publicly acceptable route than is GM for the development of healthier and more productive animals. However, stakeholders also need to have an approach to the moral status of the animals involved that finds credibility and acceptability with civil society. (shrink)

Since the 1970s, the application of microprocessor in industrial machinery and the development of computer systems have transformed the manufacturing landscape. The rapid integration and automation of production systems have outpaced the development of suitable human design criteria, creating a deepening gap between humans and systems in which human was seen as an important source of errors and disruptions. Today, the situation seems different: the scientific and public debate about the concept of Industry 4.0 has raised (...) awareness about the central role humans have to play in manufacturing systems, the design of which must be considered from the very beginning. The future of industrial systems, as represented by Industry 4.0, will rely on the convergence of several research fields such as Intelligent Manufacturing Systems (IMS), Cyber-Physical Systems (CPS), Internet of Things (IoT), but also socio-technical fields such as social approaches within technical systems. This article deals with different human social dimensions associated with CPS and IoT and focuses on their conceptual evolution regarding automated production systems’ sociability, notably by bringing humans back in the loop. Hereby, this paper aims to take stock of current research trends to show the importance of integrating human operators as a part of a socio-technical system based autonomous and intelligent products or resources. Consequently, different models of sociability as a way to integrate humans in the broad sense and/or the develop future automated production systems have been identified from the literature and analysed.
