In general, existential threats are those that may potentially result in the extinction of the entire human species, if not significantly endanger its living population. Among the said threats include, but not limited to, pandemics and the impacts of a technological singularity. As regards pandemics, significant work has already been done on how to mitigate, if not prevent, the aftereffects of this type of disaster. For one, certain problem areas on how to properly manage pandemic responses have already been identified, (...) like the following: (a) not being able to learn from previous experiences, (b) the inability to act on warning signals, and (c) the failure to reach a global consensus on a problem (i.e., in a timely manner). In terms of a singularity, however, it may be said that further research is still needed, specifically on how to aptly respond to its projected negative outcomes. In this paper, by treating the three problem areas noted above as preliminary assessment measures of a country’s capacity to coordinate a national response to large-scale disasters, we examine the readiness of the Philippines in preparing for an intelligence explosion. By citing certain instances of how the said country, specifically its national government, faced the coronavirus disease 2019 pandemic, it puts forward the idea that the likely Philippine disaster response towards a singularity needs to be worked on, appealing for a more comprehensive assessment of such for a more informed response plan. Expondré a continuación algunas notas sobre el pensamiento económico en América Latina a finales del siglo XVIII y comienzos del XIX. Me referiré al pensamiento ilustrado y al mercantilismo, y haré entrar a una filosofía que ejerció bastante influencia entonces -con particular relevancia desde finales de la década de 1810- en España e Iberoamérica, en un episodio poco estudiado en la historia de las ideas: el utilitarismo.

Hailed as the most influential book ever written in favor of freedom, John Stuart Mill’s On Liberty is a contradictory and imprecise work. Mill’s notion of liberty coexists with anti-liberal ideas. He defended the private property of capitalists, but not of landowners. He criticized protectionism, but made an exception for infant industries. He defended competition, but set limits on it. He criticized general public education, but allowed the State to force citizens to study. He defended women and men’s freedom, but (...) not the freedom to choose the number of children they wanted to have, or decide about their education, or bequeath goods to them. He said parting from laissez faire was bad unless it produced some good. This admired friend of liberty could not find the logic in family, marriage, religion, tradition, morality, custom; he saw them only as repressive obstacles to freedom. A book supposedly upholding liberty ignores or disdains natural or pre-legal rights, and directs the bulk of its criticism not against the legal or political power of the State but against the tyranny of public opinion. This study focuses on taxonomic and typological methods of innovation policies in the European institutional context. Although many types of policies affect innovation, no universally accepted criteria exist to classify them. As innovation policy in a myriad of thematic areas—systemic model—has become pluralized, this article offers a method for classification. Such policies are grouped and categorized according to biological and neofunctional approaches.

This paper is an attempt to point that a most fitting way of accounting for rule-following is seeing the knowledge involved in this behaviour as a specifically practical one. "Practical" here is taken from the Continental tradition which dates back to Aristotle and has Gadamer as its last mentor. In this way, rule-following comes to be related to taste and aesthetics.

In 2015 Dag Prawitz proposed an Ecumenical system where classical and intuitionistic logic could coexist in peace. The classical logician and the intuitionistic logician would share the universal quantifier, conjunction, negation and the constant for the absurd, but they would each have their own existential quantifier, disjunction and implication, with different meanings. Prawitz’ main idea is that these different meanings are given by a semantical framework that can be accepted by both parties. La correspondencia bolivariana de Jeremías Bentham revela las razones del interés del filósofo inglés por la lucha emancipadora en la América hispana, así como alguna de las reacciones de los hispanoamericanos ante las ideas utilitaristas.

Presenta este trabajo un análisis del proceso de creación y de aplicación de la Ley de Libertad Religiosa de 1967 y de la limitación de sus resultados. Se destaca su importancia por ser el primer marco legal para las Confesiones no Católicas, promovido por el Gobierno español después del Concilio Vaticano II.

An important topic in evolutionary art is the development of systems that can mimic the aesthetics decisions made by human begins, e.g., fitness evaluations made by humans using interactive evolution in generative art. This paper focuses on the analysis of several datasets used for aesthetic prediction based on ratings from photography websites and psychological experiments. Since these datasets present problems, we proposed a new dataset that is a subset of DPChallenge.com. Subsequently, three different evaluation methods were considered, one derived from (...) the ratings available at DPChallenge.com and two obtained under experimental conditions related to the aesthetics and quality of images. We observed different criteria in the DPChallenge.com ratings, which had more to do with the photographic quality than with the aesthetic value. Finally, we explored learning systems other than state-of-the-art ones, in order to predict these three values. The obtained results were similar to those using state-of-the-art procedures. (shrink)

In 1821, John Bowring published, probably with only his own additions, a manuscript of Bentham's under the title of Observations on the restrictive and prohibitory commercial system: especially with a reference to the Decree of the Spanish Cortes of July 1820. It seems likely that Bentham's text was originally conceived as an appendix to a work that Bentham never published, ‘Rid Yourselves of Ultramaria’, a commentary on Spanish colonization.

Este trabajo surge a partir de la investigación general de las técnicas hidropónicas teniendo en cuenta sus ventajas y desventajas para de esta forma poder encontrar aquel factor determinante a través de una comparación de técnicas hidropónicas que permitan clasificarlas y escoger la mejor opción que genere menos impacto ambiental negativo y demuestre ser más productivo en los entornos urbanos. Adicionalmente, un factor determinante en las ciudades es su espacio limitado por lo que la mejor opción también deberá incluir un (...) óptimo manejo del espacio que permita a casi cualquier individuo poder aplicarlos desde su entorno sin recurrir a excesivas modificaciones. Como principal resultado se escogió a la Hidroponía recirculante como método predominante por los excelentes resultados que se obtienen con relación a los demás, adicionalmente, este puede ser fácilmente aplicado en los ambientes urbanos por su versatilidad y buen manejo de recursos. The increasing application of artificial intelligence (AI) to healthcare raises both hope and ethical concerns. Some advanced machine learning methods provide accurate clinical predictions at the expense of a significant lack of explainability. Alex John London has defended that accuracy is a more important value than explainability in AI medicine. In this article, we locate the trade-off between accurate performance and explainable algorithms in the context of distributive justice. We acknowledge that accuracy is cardinal from outcome-oriented justice because it helps (...) to maximize patients’ benefits and optimizes limited resources. However, we claim that the opaqueness of the algorithmic black box and its absence of explainability threatens core commitments of procedural fairness such as accountability, avoidance of bias, and transparency. To illustrate this, we discuss liver transplantation as a case of critical medical resources in which the lack of explainability in AI-based allocation algorithms is procedurally unfair. Finally, we provide a number of ethical recommendations for when considering the use of unexplainable algorithms in the distribution of health-related resources. (shrink)

Alasdair MacIntyre´s criticism of Modernity essentially refers to the problem of compartmentalization, which restricts the possibility of achieving excellence in an integral lifestyle. Among other reasons, compartmentalization is especially derived from an insular valorization of the workplace based on a reductionist understanding of productivity in terms of mere efficiency. Aimed at overcoming the moral confusion derived from the overestimation of technical, skilled productivity and individualistic cooperation in private corporations, this article offers a thicker explanation of MacIntyre’s theory of productive work (...) in light of a narrative approach that opens up the possibility of achieving standards of excellence in modern production. To do so, it follows MacIntyre’s understanding of productivity in terms of craftsmanship by explaining what excellence in production is and the role it plays in achieving unity of life and excellence in modern corporations based on two criteria derived from a historical definition of production, namely, craftsmanship and collegiality. El objetivo principal de este manuscrito es presentar una nueva metodología de abordaje en la radicalización violenta usando como herramienta principal la metodología Scrum, la cual ha sido ampliamente usada en entornos de construcción de software. Se plantea una metodología de trabajo centrada en los destinatarios de la intervención: los adolescentes. Así, el método Scrum se ha mostrado, en multitud de ocasiones, muy eficaz como estrategia de aprendizaje colaborativo, habiéndose utilizado en entornos universitarios para el desarrollo de proyectos de gran (...) calidad durante breves periodos de tiempo. Abordando la carta de valores e interviniendo hacia valores incompatibles con la violencia se pretende lograr la disminución de la radicalización en este colectivo. (shrink)

The objective of this article is to analyse cultural influences when French companies cooperate with Mexican companies (subsidiaries of the French, established in Mexico) in the field of automotive manufacturing. An OEM supplier and a final assembly plant were selected to perform the study. Interviews with the workers, supervisors and managers have been performed. Case studies were collected in order to analyse the problems and to illustrate technical as well as cultural solutions. The analysis showed that important differences and coincidences (...) in the manufacturing solutions could be explained from the cultural (French and Mexican) standpoint. The conclusions integrate some recommendations for French and Mexican companies that are in actual cooperation or that are planning to globalise in the corresponding countries. (shrink)

Desde el momento en que se consumó la independencia de Colombia, y como efecto del legado militar que se heredó de la guerra, se generó una intensa discusión sobre los asuntos militares, y especialmente sobre el lugar y el papel que los uniformados debían ocupar y desempeñar en el marco del nuevo orden institucional. El desarrollo de ese debate no solo aparejó dicha discusión, sino que desembocó en la configuración de un ingenioso y persuasivo discurso civilista, en virtud del cual (...) se intentó subordinar a los uniformados y cimentar el orden institucional de la república. Describir el contenido y alcance político de esos discursos y debates, a partir de lo que se publicó en algunos periódicos y documentos de la época; y dilucidar cómo influenciaron el curso de la vida política e institucional colombiana durante aquellos años, son los objetivos del presente artículo. Background: COVID-19 has taken many lives worldwide and due to this, millions of persons are in grief. When the grief process lasts longer than 6 months, the person is in risk of developing Complicated Grief Disorder. The CGD is related to serious health consequences. To reduce the probability of developing CGD a preventive intervention could be applied. In developing countries like Mexico, the psychological services are scarce, self-applied interventions could provide support to solve this problem and reduce the health impact (...) even after the pandemic has already finished.Aims: To design and implement a self-applied intervention composed of 12 modules focused on the decrease of the risk of developing CGD, and increasing the life quality, and as a secondary objective to reduce the symptomatology of anxiety, depression, and increase of sleep quality. The Intervention Duelo COVID follows the principles of User Experience and is designed according to the needs and desires of a sample of the objective participants, to increase the adherence to the self-applied intervention, considered one of the main weaknesses of online interventions.Methods: A Randomized Controlled Trial will be conducted from the 22nd of December of 2020 to the first of June 2021. The participants will be assigned to an intervention with elements of Cognitive Behavioral Therapy, Acceptance and Commitment Therapy, Mindfulness and Positive Psychology. The control group will be a wait-list condition, that will receive the intervention 1.5–2 months after the pre-measurement were taken. The Power Size Calculation conducted through G*Power indicated the need for a total of 42 participants, which will be divided by 21 participants in each group. The platform will be delivered through responsive design assuring with this that the intervention will adapt to the screen size of cellphones, tablets, and computers.Ethics and Dissemination: The study counts with the approval of the Research Ethics Committee of the Autonomous University of Ciudad Juárez, México, and it is registered in Clinical Trials. The article is sent and registered in clinical trials before the recruitment started. The results will be reported in future conferences, scientific publications, and media. (shrink)

Entre estos aspectos se señalan la consideración de la finalidad de la acción como criterio de moralidad, la defensa de una moral del desinterés, la valoración de la grandeza moral o magnanimidad como virtud fundamental, la postulación del propio perfeccionamiento como norma (...) de conducta y la concepción de la felicidad como fin de la vida humana. En el texto se describirá la importancia que tienen las ideologías gerenciales como articuladoras del discurso pro-empresarial contemporáneo para, a continuación, señalar las principales contribuciones del libro de Medina-Vicent, que son la de no solo criticar el peculiar tipo de feminismo presente en los libros de literatura empresarial dirigidos a mujeres, sino proponer una reversión de (...) los discursos neoliberales sostenida en las aportaciones de la teoría feminista.: This contribution aims at making an assessment of the work of Maria Medina-Vicent Mujeres y discursos gerenciales: hacia la autogestión feminista. The text will describe the importance of managerial ideologies as articulators of contemporary pro-business discourses. Besides, the main contributions of Medina-Vicent’s book will be highlighted. Actualmente los estudios de Ciencia, Tecnología y Sociedad constituyen un importante espacio de trabajo en la política pública, la educación y la investigación. La introducción de nuevos procedimientos y tecnologías en la atención médica debe analizarse desde la perspectiva de los estudios de CTS porque requiere de un sustento científico-tecnológico y tiene que cumplir, entre otros, con los requisitos éticos de aplicabilidad a los seres humanos. La utilización secuencial de los antimicrobianos en el tratamiento postoperatorio de la apendicitis aguda complicada (...) en los niños, constituye una modificación de la terapéutica comúnmente empleada en Cuba y en muchas instituciones de salud del mundo. El presente trabajo muestra una reflexión sobre los pilares científicos, tecnológicos y sociales que sustentan la aplicación de un nuevo protocolo de tratamiento con el uso secuencial de los antimicrobianos en los niños con apendicitis aguda complicada. Currently the studies of science, technology and society are an important field on the research, education and public policy. The introduction of new procedures and technologies on the health care system should be considered throughout the science, technology and society point of view. Sequential antibiotic therapy in the postoperative management of children with complicated acute appendicitis is analternative of the commonest therapeutic management for these children in Cuba and in many health care justifys around the world. Las investigaciones que Carlos Alchourrón desarrolló en la Filosofía del Derecho se vincularon, desde inicios de la década de 1980, con problemáticas críticas de la Inteligencia Artificial. Su contribución a la construcción de una lógica de las normas se conectó rápidamente con la deducción automática y los Sistemas Expertos Jurídicos. Su preocupación por la cuestión de los conflictos de obligaciones que pueden plantearse en un sistema normativo cuando el juez se enfrenta a la necesidad de emitir un veredicto considerando (...) ciertos hechos, se vinculó, en sus trabajos, con la noción más general de "condicionales derrotables" y con la formalización del Razonamiento No Monótono. Pero su contribución de mayor impacto fue aquella derivada de la búsqueda de una solución al problema de los resultados múltiples que surgen de la derogación de una norma en un sistema jurídico, problema que puede ser visto, en un contexto epistémico, como el de la contracción de un conjunto de creencias. Su enfoque constructivo, que desarrolló con David Makinson, convergió con el axiomático elaborado por Peter Gärdenfors, dando lugar al surgimiento de la teoría de los Cambios Racionales de Creencias, más conocida como AGM, teoría que fue adoptada en IA como un modelo standard para la especificación de las actualizaciones de Bases de Conocimiento, operaciones que, habitualmente, involucran la introducción de una nueva creencia que puede ser inconsistente con las anteriores. ¿Por qué AGM adquirió rápidamente carta de ciudadanía en IA, al punto de que su influencia, medida según la cantidad de menciones bibliográficas del artículo fundacional de 1985, se ha duplicado en la última década? Mostraremos en este trabajo que la teoría apareció en un momento de crisis de la IA y que el alto nivel de abstracción del modelo de AGM era lo que muchos investigadores de la disciplina estaban buscando. El presente artículo, luego de describir la génesis de AGM, realiza un análisis histórico de las circunstancias en las cuales la teoría se introdujo en la IA y una evaluación cuantitativa y cualitativa de su impacto en dicha disciplina. The main lines of research that Carlos Alchourrón developed in the Philosophy of Law, were connected, from the beginnings of the 80' s, to some critical problems in the Artificial Intelligence. His contributions to the construction of a logic of norms were rapidly linked to automatic deduction and the Legal Expert Systems. His concerns for the conflict of obligations that could arise in a normative system when a judge has to issue a ruling taking some particular facts into account were associated in his work with the more general notion of "defeasible conditionals" and with the formalization of Non Monotonic Reasoning. But his most relevant contribution was the one derived from the search of a solution to the problem of multiple outcomes resulting from the derogation of a norm in a legal corpus, which may be considered -within an epistemic framework- analogous to the contraction of a set of beliefs. The constructive approach he worked out with David Makinson converged with Peter Gärdenfors' axiomatic, giving rise to the formulation of the theory of Rational Changes of Belief, which was adopted in AI as a model for the specification of the updates of Knowledge Bases as it usually involves a new belief that may be inconsistent with the old ones. En este escrito se presentan las bases de una estrategia pragmática, contextualista e inferencialista para articular una teoría que dé cuenta de los grados de justificación de nuestras aserciones. Se arguye que hay contextos de emisión de aserciones configurados con ciertos criterios inferenciales, los cuales responden a propósitos prácticos o teóricos, y conforman, en consecuencia, diferentes estándares de justificación en esos contextos. RESUMENEl presente artículo examina el análisis efectuado por La Mothe le Vayer acerca del hecho religioso y su problemática en su obra Dialogues faits à l´imitation des anciens. Desde un acusado escepticismo, presenta la religión como una construcción cultural y convencional. La filosofía, en tanto ejercicio de análisis escéptico, ofrecerá una visión de la moral y la religión alejadas por completo de toda sacralizad. From a marked scepticism, he presents religion as a cultural and conventional entity. Philosophy, as an exercise of sceptical analysis, offers a view of morality and religion totally removed from any sacredness.
