The landscape of the Sundarbans today is a product of two countervailing forces: conversion of wetland forests to cropland vs. sequestration of the forests in reserves to be managed for long-term sustained yield of wood products. For two centures, land-hungry peasants strove to transform the native tidal forest vegetation into an agroecosystem dominated by paddy rice and fish culture. During the colonial period, their reclamation efforts were encouraged by landlords and speculators, who were themselves encouraged by increasingly favorable state policies (...) (land grants, tax incentives, cadastral surveys, and eventually colonization projects and subsidized irrigation) designed by revenue officials to maximize the rate of transformation of wetland forest to taxable agricultural land.In the late nineteenth century, as the rate of agricultural conversion increased, the colonial Forest Department succcessfully sought to preserve large areas of the remaining Sundarbans tidal forest by giving them legal status as Reserved or Protected Forests. These forests were intensively managed to provide a sustainable supply of timber and firewood for the increasing population of southern Bengal. Institutionalization of conflicting policies by the Revenue and Forest Departments reflected the escalating needs for both food and forest products as the colony grew. Today, supplies of some economically valuable trees have been depleted, and some mammals are locally extinct (although the Bengal tiger remains), but government policy in both Bangladesh and India now favors use of the Sundarbans as forest rather than its transformation to agricultural land. Further expansion of cropland to meet the grain demands of the burgeoning Bengali population in both nations has largely taken place outside the boundaries of the Sundarbans. Overexploitation of these forests for wood products remains a possibility, but large-scale clearing for rice paddies is unlikely under present policies. (shrink)

For my special purposes, it is enough to say, I (...) shall be using the word ‘nature’ in one of its narrower senses — so as to include only that which, setting aside the supernatural, is human neither in itself nor in its origins. This is the sense in which neither Sir Christopher Wren nor St Paul's Cathedral forms part of ‘nature’ and it may be hard to decide whether an oddly shaped flint or a landscape where the trees are evenly spaced is or is not ‘natural’. The question I am raising, then, is what our attitudes have been, and ought to be, to nature in this narrow sense of the word, in which it excludes both the human and the artificial. And more narrowly still, I shall be devoting most of my attention to our attitudes towards that part of nature which it lies within man's power to modify and, in particular, towards what Karl Barth calls ‘the strange life of beasts and plants which lies around us’, a life we can by our actions destroy. Epistemic justifi cation is necessary for deliberative democracy, yet there is a question about what we mean by the concept of epistemic values of public deliberation. According to one reading, the epistemic value of public deliberation implies a procedure’s ability to achieve a correct outcome, as judged by a procedure-independent standard of correctness. As I shall show in this paper, however, there is another reading of the "epistemic" value of public deliberation extant in the literature: Epistemic values are constitutive of (...) a deliberative process as an exchange of reasons. If the distinction between two concepts of epistemic values of public deliberation holds, then we can re-conceptualize the relationship between procedural fairness, epistemic values, and legitimacy. Thus, a concept of legitimacy that combines procedural fairness and a procedure-independent standard of correctness on the one hand, versus one that combines procedural fairness and the constitutive epistemic value of deliberation on the other hand. Among Thomists the standard practice is to show the openness of human nature to beatitude from the speculative side. The intellectual desire to know the richness of the notion of being, the ratio entis, becomes the desire to know the creator who as esse subsistens embodies the intelligible heart of being. I want to try the same strategy but from the practical side. I believe that more people experience a desire to love than a desire to know. Few have noticed (...) that Aquinas’s first practical principle “Good ought to be done” is, as I will explain, a call to be respectful and solicitous of ourselves and others as intellectors of being. Hence, fidelity to this principle illustrates a connection between being and love so that the greater is the concentration of being, then the greater is the concentration of love. A subsistent instance of being should be a subsistent instance of love. In his metaphysics Aquinas attains the creator as subsistent being. Hence, contact with that instance would strengthen in an unparalleled way the human’s fidelity to the first practical principle. Does this contact in fact occur? That philosophical question raises the religious possibility. In its parade of saints, Christianity provides tantalizing evidence that that contact is realized. (shrink)
