This thesis studies the enabling properties of ICT and their effects and potential for social change, and prepares the ground for a sustainability-oriented ethico-political assessment of this technology. It primarily builds on interdisciplinary scholarship to describe and explain the multifaceted co-evolution between the global deployment of ICTs and the emergence of the Information Society, understood as a socioeconomic restructuring of capitalism. Beyond the role of ICTs in this regime transition, the thesis delivers other philosophical insights about crucial (...) aspects of ICT development, applications and management. These include arguments about how we should conceptualize ICTs on the basis of their different roles in extending human communication and in performing or facilitating the remote control of humans and animals, machines and systems operations; about the entanglement between telecommunications, transport networks, urban development and work and organization; and about the relations between ICTs, culture and human values. Examples are offered to illustrate the potential that these empirical and philosophical lessons may hold for the construction of a framework for the ethico-political assessment of ICTs. (shrink)

Modernity is marked by the advent of technologies capable of storing data almost indefi­nitely. On the other hand, the data collection takes place without the conscious permission of the users. The storage and collection of personal data is a potential problem, since the digital footprint of a person on the Internet has an impact on the social and political rep­resentation of the individual, its perception by other actors. Compromising the content of a digital footprint can expose information that (...) is not intended for others. There is cur­rently an increasing trend of misuse of stored data, both by criminals and by companies that use the data for sale or surveillance. The need to control how data is collected, stored and used leads to the emergence in the academic literature and the legal field of the “right to be forgotten”, which allows a person to actively moderate the process of collecting and storing data, to participate in determining the circle of those to whom they can be accessed, and delete personal data. The adoption of such a right not only allows the state to influence the collection and storage of data, regulating interactions through law-making activities, but also to realize the potential of an autonomous individual. The prospect of legislating the right to be forgotten has sparked debate in the academic and professional community about the destruction of the free marketplace of ideas and the imposition of political censor­ship on the Internet. The article deals with the philosophical, ethical and political founda­tions of the right to be forgotten. The article substantiates the conclusion that the right to be forgotten has a positive heuristic potential, but at the same time it has conceptual flaws, and is also not able to completely correct the current situation of data processing. However, the implementation of the right to be forgotten in the future can have a beneficial effect on the current situation in the field of collection and storage of personal data. (shrink)

Purpose. Our study aims at developing a conceptual model of transdisciplinary synthesis of philosophical-anthropological, sociopolitical and epistemological aspects of co-evolution of the scientific and technical designs of High Hume class and the socio-cultural / political context in the process of anthropo-socio-cultural genesis. The relevance of the topic is justified by the technologization of all spheres of human existence and the emergence of High Hume class technologies, which can be called technology-driven equally. As a result, the concepts of "bio-power" (...) and "biopolitics" have become ones of the most frequently mentioned in modern philosophical and anthropological discourse and attract increasing attention of philosophers, sociologists, and, in the last decadecades, experts in the field of practical political science and economics (Foucault, Agamben, Žižek, Kebnik, Nadesan, etc.). Theoretical basis. It is problem-theoretical research; We synthesize the results of our publications in recent years. We proceed from the fact that the main question of the informational phase of the development of a technogenic civilization lies in the rationalization and technologization of the evolutionary process, i.e. in the removal of the fundamental ontological antinomy “Evolution versus Reasonable Design”, as a result for modern neoliberal political democracy, biopower and its theoretical understanding (biopolitics) are effective tools and technologies to form of optimal trends of the global evolutionary process, in the framework of this ideological system. We have chosen the comparative conceptual analysis combining with the results of the content analysis of Web publications by the main method of the study. Originality of the research is in the fact that the central core of such a model is the use of a conceptual and terminological apparatus for describing the mechanisms of the progressive evolution of complex systems, known as the “triple spiral” by Ledeisdorf-Itskovich. This allowed us to integrate the bio-power phenomenon into the general scheme of a stable evolutionary strategy of a technogenic civilization. The conclusions. We justified the transformation of biopolitics into the main factor in the global evolution of self-organizing human-sized systems, including the biosphere as a whole. This is achieved through the creation of a specific (bio) ethical system of imperatives and the activities of individuals in relation to themselves and other agents of social actions. Bioethics with a trail of associated conceptual areas (biosociology, bioeconomics, biohistory, etc.) turned out to be the only rationalized regulator of the process of biological and sociocultural evolution. The triple spiral biotechnology – bioeconomy – bioenergy as the material substance of the life of technological civilization is reflected in the ideal world as a triad of bioethics – biosociology – biopolitics. Both triads form closed cycles of evolutionary transformations that transmit and amplify the initial momentum of transformations on each other through a cascade mechanism with positive feedback. Governmental reports promote the idea of a new information society, or network society, where ITs are a prerequisite for the economic and social development. The discourse and the rhetoric about technology and its relation to society are dominated by modern, rational and macrosocial understandings of technology. In this paper we challenge dominant rational discourses on technology and present alternative views to bring (...) new perspectives to the subject in order to complicate and enrich our understanding of technology and how it relates to society. Our aim is to develop a theoretical framework that can account for a dynamic and microsocial approach to studying the implementation of an Electronic Patient Record (EPR) at a Danish hospital. The global digital divide represents one of the most significant examples of international inequality. In North America and Western Europe, nearly 70% of citizens use the Internet on a regular basis, whereas in Africa less than 4% do so. Such inequality impacts business and trade, online education and libraries, telemedicine and health resources, and political information and e-government. In response, a group of educators and community leaders in South Africa and the United States have used various information (...) technologies to create a ―global classroom‖ that connects people in the two countries. University students, high school students, and other citizens communicate via Internet exchanges, video conferencing, and digital photo essays. The project has produced a number of tangible benefits and it has developed a model for reducing inequality in global education, at least for those institutions with the technological resources to participate. We also present several recommendations for how to expand the initiative and thereby increase the number of people who can benefit from it. (shrink)

This paper looks beyond the mostly technical and business issues that currently inform the design of knowledge-based systems (e.g., expert systems) to point out that there is also a social and organisational (a socio-organisational) dimension to the issues affecting the design decisions of expert systems and other information technologies. It argues that whilst technical and business issues are considered before the design of Expert Systems, that socio-organisational issues determine the acceptance and long-run utility of the technology after it (...) has been implemented. It shows how four issues within the organisation can affect the design or the after-effects of the design and implementation of the technology. It is a truism that the design and deployment of information and communication technologies is vital to everyday life, the conduct of work and to social order. But how are individual, organisational and societal choices made? What might it mean to invoke a politics and an ethics of information technology design and use? This editorial paper situates these questions within the trajectory of preoccupations and approaches to the design and deployment of information technology since computerisation (...) began in the 1940s. Focusing upon the dominant concerns over the last three decades, the paper delineates an interest in design and use in relation to socio-technical theories, situated practices and actor-network theory. It is argued that each of these approaches is concerned with a particular form of politics that does not explicitly engage with ethics. In order to introduce ethics into contemporary debates about information technology, and to frame the papers in the special issue, it is argued that Levinas’ ethics is particularly valuable in problematising the relationship between politics and ethics. Levinas provides a critique of modernity’s emphasis on politics and the egocentric self. It is from a Levinasian concern with the Other and the primacy of the ethical that a general rethinking of the relationship between politics, ethics and justice in relation to information and communication technologies can be invoked. This paper is an attempt to present disclosive ethics as a framework for computer and information ethics – in line with the suggestions by Brey, but also in quite a different manner. The potential of such an approach is demonstrated through a disclosive analysis of facial recognition systems. The paper argues that the politics of information technology is a particularly powerful politics since information technology is an opaque technology – i.e. relatively closed to scrutiny. (...) It presents the design of technology as a process of closure in which design and use decisions become black-boxed and progressively enclosed in increasingly complex socio-technical networks. It further argues for a disclosive ethics that aims to disclose the nondisclosure of politics by claiming a place for ethics in every actual operation of power – as manifested in actual design and use decisions and practices. It also proposes that disclosive ethics would aim to trace and disclose the intentional and emerging enclosure of politics from the very minute technical detail through to social practices and complex social-technical networks. The paper then proceeds to do a disclosive analysis of facial recognition systems. This analysis discloses that seemingly trivial biases in recognition rates of FRSs can emerge as very significant political acts when these systems become used in practice. (shrink)

Paul Virilio is one of the most prolific and penetrating critics of the drama of technology in the contemporary era, especially military technology, technologies of representation, computer and information technologies, and biotechnology. For Virilio, the question of technology is the question of our time and his life work constitutes a sustained reflection on the origins, nature and effects of the key technologies that have constituted the modern/ postmodern world. In particular, Virilio carries out a radical critique (...) of the ways that technology is transfonning the contemporary world and even the human species. Yet I want to argue in this study that Virilio has a flawed conception of technology that is excessively negative and one-sided, thus missing the empowering and democratizing aspects of new computer and media technologies. My argument is that his vision of technology is overdetermined by his intense focus on war and military technology and that this optic drives him to predominantly technophobic perspectives on technology per se as well as the new technologies of the contemporary era. I contend that Virilio's project is essentially conservative, wishing to preserve the human body and natural life against the assaults of what he regards as a demonic technology which he considers as having a highly destructive impact, on nature, human beings and socio-political life. However, it is precisely the extremely critical discourse on war and military technology, as well as his penetrating reflections on war, cinema, technologies of representation and vision machines, and biotechnology, that constitute the valuable aspects of his work. This article seeks to identify the political and ideological dimensions of the contemporary presence of information technology or infotech. This presence is experienced as the progressive unfolding of technology as the logic of the social itself. Rather than approaching these dimensions through their reduction to a ground, a symbolic totality or a specific interest, and argument is constructed from Laclau and Mouffe's concept of `antagonism' in conjunction with Claude Lefort's notion of `invisible ideology'. This gives the (...) argument the advantage of relating the constitution of ideology to a historically specific political formation, instead of positing a timeless relation to the constitution of an abstract subject as the ground of an explanation. The argument is that insofar as information technology appears as a substance that absorbs the dynamic of community, which I call autotechnopoiesis, then ideology constructs the identity of this space with itself. The political is understood as the failure of this self-presence. In conclusion, these issues are located in terms of the governmentality of the `performative state' which seeks the recruitment of subjects to the `promotion of the social' through an investment in the banality of communication. Laing contends that the practice of eugenics has not disappeared. Conceptually related to the utilitarian and Social Darwinist worldview and historically evolving out of the practice of slavery, it led to some of the most spectacular human rights abuses in human history. The compulsory sterilization of and experimentation on those deemed “undesirable” and “unfit” in many technologically developed states like the US, Scandinavia, and Japan, led inexorably and most systematically to Nazi Germany with the elimination of countless millions of people (...) for their race, class, political views, sexuality, religion or disability. Biometric databases exposing one’s medical data, DNA defects, IQ, political views, while in some ways appearing socially useful, demonstrates how vulnerable humans are, not just at the hands of political malfeasors and tyrants but insurance companies, government snoopers, false friends and determined social engineers. This paper will address the question of the morality of technology. I believe this is an important question for our contemporary society in which technology, especially information technology, is increasingly becoming the default mode of social ordering. I want to suggest that the conventional manner of conceptualising the morality of technology is inadequate – even dangerous. The conventional view of technology is that technology represents technical means to achieve social ends. Thus, the moral (...) problem of technology, from this perspective, is the way in which the given technical means are applied to particular (good or bad) social ends. In opposition to this I want to suggest that the assumed separation, of this approach, between technical means and social ends are inappropriate. It only serves to hide the most important political and ethical dimensions of technology. I want to suggest that the morality of technology is much more embedded and implicit than such a view would suggest. In order to critique this approach I will draw on phenomenology and the more recent work of Bruno Latour. With these intellectual resources in mind I will propose disclosive ethics as a way to make the morality of technology visible. I will give a brief account of this approach and show how it might guide our␣understanding of the ethics and politics of technology by considering two examples of contemporary information technology: search engines and plagiarism detection systems. Algorithmic technologies and artificial intelligence are centred on data and generate new business models, known as the data-driven economy. In the European Union context, the development of such new business is accompanied by a regulatory and political framework. An important aspect of this regulatory framework regards the legal conditions that enable the data collection, availability, sharing, use and reuse. Within the larger context, this article analyses the development of the European Union regulatory framework governing the availability, sharing and reuse (...) of public sector data, also referred to as Public Sector Information policy. Anchored in the analytical tools provided by Discursive Institutionalism and Critical Data Studies and after studying the evolution of this policy over 25 years, this article argues that economic considerations have been overwhelmingly decisive in the European Union Public Sector Information policy and much less attention has been paid to fundamental rights and democracy issues. It also shows how European Union Public Sector Information policy contributes to the data infrastructure, enabling a thriving data-driven economy. In doing so, this article argues that the possible problematic effects of this new data-driven economy are not only affordances of the technology itself but are also the result of political and regulatory choices. More globally, the article stresses the need for policymakers to inscribe each of the policies and regulations affecting the digital transformation in the framework of fundamental rights and democracy. In their respective commentaries to my article “Postphenomenology and the Politics of Sustainable Technology” both Robert Scharff and Michel Puech take issue with my postphenomenological inroad into the politics of technology. In a first step I try to accommodate the suggestions and objections raised by Scharff by making my account of the political more explicit. Consequently, I argue how an antagonistic relational conceptualisation of the political allows me to address head on Puech’s plea to leave politics (...) behind and move towards an ethically informed, post-political approach to sustainability. “But perhaps the question philosophy is confronted with—through the question of the political—might be whether not all reasoning, including a purely theoretical reasoning, can truly only be a political reasoning, resulting in an inevitable, indeed necessary circular structure” (Boehm 2002; author’s translation). In a footnote to my original article ‘Postphenomenology and the Politics of Sustainable Technology’, I wrote that “for the purpose of this paper, it suffices to say that I use the adjective ‘political’ to indicate all aspects of human and non-human agency that are related to ‘shaping the good life’ (Goeminne 2011a).” With hindsight, brought about by the commentaries of Scharff (2011) and Puech (2011), I now see that I could not have been more optimistic. Or should I say naïve? Indeed, although coming from different angles and resulting in very different suggestions, both commentaries precisely target my postphenomenological inroad into the ‘politics’ of technology. In challenging my grounding of the politics of technology in a postphenomenological perspective, Scharff in particular invites me to make my notion of the political more explicit. In what follows, I will therefore first elaborate my take on the political dimension of technology in dialogue with Scharff’s comments and suggestions. Armed with this deepened concept of the political, I will then address Puech’s plea to leave politics behind and move towards an ethically informed, post-political approach to sustainability. Evidently, within the limits of this piece, I can only indicate the broader direction my conceptualisation of the political takes. It suffices perhaps to say that, partly induced by the commentaries of Scharff and Puech, the question of the political has meanwhile taken a much more prominent place in my research as can be seen from a few recent publications [e.g. Goeminne (2012) and Goeminne (forthcoming)]. In saying this, I am also expressing my indebtedness to the commentators for nudging me in this political direction. (shrink)

It is well known that AI-based language technology—large language models, machine translation systems, multilingual dictionaries, and corpora—is currently limited to three percent of the world’s most widely spoken, financially and politically backed languages. In response, recent efforts have sought to address the “digital language divide” by extending the reach of large language models to “underserved languages.” We show how some of these efforts tend to produce flawed solutions that adhere to a hard-wired representational preference for certain languages, which we (...) call language modeling bias. Language modeling bias is a specific and under-studied form of linguistic bias were language technology by design favors certain languages, dialects, or sociolects with respect to others. We show that language modeling bias can result in systems that, while being precise regarding languages and cultures of dominant powers, are limited in the expression of socio-culturally relevant notions of other communities. We further argue that at the root of this problem lies a systematic tendency of technology developer communities to apply a simplistic understanding of diversity which does not do justice to the more profound differences that languages, and ultimately the communities that speak them, embody. Drawing on the concept of epistemic injustice, we point to the broader ethico-political implications and show how it can lead not only to a disregard for valuable aspects of diversity but also to an under-representation of the needs of marginalized language communities. Finally, we present an alternative socio-technical approach that is designed to tackle some of the analyzed problems. (shrink)

In this article, we discuss, from a complex systems perspective, possible implications of the rising dependency between autonomous human social/individual action, ubiquitous computing, and artificial intelligent systems. Investigation is made of ethical and political issues related to the application of ubiquitous computing resources to autonomous decision-making processes and to the enhancement of human cognition and action. We claim that without the feedback of fellow humans, which teaches us the consequences of our actions in real everyday life, the indiscriminate use (...) of ubiquitous computing in decision-making processes seems to be beyond the reach of any clear ethical control. We argue that the complex systems perspective may help us to foresee possible long-term consequences of our choices, in areas where human autonomous action can be directly affected by informational technologies. The article focuses on exploring the directions for implementing innovative analytical-statistical technologies as a tool for monitoring and detecting corruption in the state. To achieve this goal, the author clarifies the content of key concepts, defines the essence of innovative analytical-statistical technologies, and analyzes the applications of these technologies as elements of the state’s anti-corruption policy. It is determined that modern analytical-statistical technologies are integral to information technologies, which have emerged as a separate branch of production known as the (...) information industry. Information technologies, including analytical-statistical ones, are realized through information systems, which combine technical tools (computers, communication devices and channels, peripherals, input/output devices, etc.) with software applications that facilitate the functioning of the technical components and analytical aspects, including the mathematical component (statistics). The use of analytical-statistical technologies as a tool to counter corruption at the state level is driven by the specificity of the corruption identification process. The application of relevant technologies is possible when perceiving corruption as a form of fraud. Therefore, the search for corruption in modern society requires a comprehensive approach, utilizing mathematical, analytical, and psychophysical research methods. This approach enables not only the identification but also the prediction of probable instances of abuse. Five directions for implementing innovative analytical-statistical technologies in anti-corruption activities are identified: 1) automation of data collection and processing; 2) automation of communication and office processes; 3) automation of direct management processes; 4) automation of decision-making processes and development; 5) development of expert systems. It is noted that analytical-statistical technologies find the most implementation in four of the identified directions: data collection/processing, direct management, decision support, and expert support. Such questions, when explored from various perspectives of wisdom, can yield significant insights, increase awareness of the issues, deepen the dialogue and help redesign an increasingly technology-driven future. However, there is little researched published material available on such questions and issues. Practical Wisdom in the Age of Technology: Insights, Issues and Questions for a New Millennium will provide a space to engage in thought-provoking dialogue and critical reflection on a variety of themes linking technology and practical wisdom. It will offer a foundation for exploration, inquiry, engagement, and discussion among organizational, political and social leaders, technology professionals, information systems academicians, wisdom researchers, managers, philosophers of technology, and other practitioners. As information technologies have become synonymous with progress in modern society, several ethical concerns have surfaced about their societal implications. In the past few decades, information technologies have had a value-laden impact on social evolution. However, there is limited agreement on the responsibility of businesses and innovators concerning the ethical aspects of information technologies. There is a need to understand the role of business incentives and attitudes in driving technological progress and to understand how they steer the (...) ethics discourse on technology. In the information technology industry, there is an observed trivialization of ethics supported by a business driven and technology-centric approach to ethics. This trivialization rests on hardened beliefs, ideologies, and arguments which hint at reduced accountability for business and tend to individualize social responsibility. The phenomenon of ethics trivialization needs to be duly addressed to resolve the tensions between business needs and ethical concerns. This paper has identified from literature and conceptually analyzed the beliefs and ideologies underlying ethics trivialization which undermine ethics in business contexts. The paper has attempted to address the business concerns indicated by this phenomenon as well as highlight the weaknesses of its assumptions, rhetoric, and justifications. The aim of this paper is to systematically present the justifications in favor of and against the practice of ethics trivialization in the information technology domain, thereby highlighting the need to develop frameworks for assessment of ethical responsibility, accountability, and democratization of the value trade-offs involved in the design of technologies. B a c k g r o u n d. The article examines the appearance, essence and formation of the concept of "echo chamber" in the field of philosophy. The main interpretations and practical aspects of the application of this concept by representatives of the philosophical community are considered. Considering the lack of an established version of the concept of "echo chamber", an attempt was made to define its meaning by analogy with the already established interpretation of a physical analogue, (...) namely, a resonator. The appropriateness of such an analogy is justified. The specifics of the operation of echo chambers are considered by analogy with the operation of the resonator and its associated phenomena. The phenomenon of "intellectual inbreeding" ("geistiger Inzucht") described by H. Franke is considered. M e t h o d s. The theoretical and methodological foundations of the research are based on the principles of scientific objectivity, impartiality and systematicity. During the research, general scientific, philosophical, and special methods of studying social and political phenomena were used, including general methods of analysis, synthesis, and comparative methods. R e s u l t s. The author's understanding of the meaning of the concept of "echo chamber" and the prerequisites for its stability, which are determined by the properties of human consciousness, namely: "comfort zone", "clipping of thinking" and the principle of "own-foreign" are offered. The appropriateness of consideration and the main properties of the echo chamber as a technology of effective communication influence are substantiated. Among the methods of destroying echo chambers, the development of critical thinking skills and digital literacy, compliance with the principles of diversification of information sources and "range of reasonable alternatives", the occurrence of cognitive dissonance, as well as the phenomenon of emotional resonance are considered. C o n c l u s i o n s. Echo chambers pose a significant threat both to the harmonious development of the human personality and to the stable existence of civilized societies. This paper aims at investigating comparatively the ethical orientation of information technology professionals in the Middle East and the United States. It tests for attitudes toward and awareness of ethically-related issues, namely intellectual property, privacy and other general ethical IT aspects. In addition, through a comparison between the two regions, this paper intends to examine whether differences in IT professional demographics and characteristics, including gender and academic level, have any impact on attitudes to business ethics. A ttest is (...) used to establish significant differences between the targeted samples, while an ANOVA F-test is conducted to determine significant differences among the sample countries on a group basis. The results show a general awareness of ethical issues concerning information technology, and no significant differences are found between the two samples. However, different ethical attitudes are reported among respondents in terms of their reactions to the targeted IT ethical aspects. On an individual sample basis, the results about gender support the claim that male and female respondents are different, while mixed results are revealed for the influence of academic level on attitudes towards IT ethics. For intellectual property, the results are significant regarding ethical attitude differences between Middle-Eastern professionals and their counterparts in the US, while no significance differences are reported in terms of privacy. This paper examines the international information technology (IT) sourcing decision from an ethical perspective. The internationalsourcing of IT activities, termed IT offshoring in this paper, has received considerable attention recently. Differing views on IT offshoring prevail, ranging from the protection view that IT offshoring steals jobs away from the domestic economy, to the market view that it creates jobs and improves the overall global economy through market efficiencies. Despite the large amount of material devoted to managing and evaluating (...) the practice of IT offshoring, the ethical issues surrounding the decision has received little attention. This paper seeks to address that need, examining the IT offshoring decision through the application of a series of ethical frameworks. Several normative theories of ethics, including stockholder theory, stakeholder theory, social contract theory, utilitarianism, and a Kantian’ categorical imperative framework, are employed to gain insights into the ethical aspects of this practice. Our resulting framework represents an early attempt to examine the ethics of the IT offshoring and provides managers with practical guidelines and insights when addressing the IT offshoring decision. In the contemporary debate about values, information technology constitutes an important source of hard ethical questions and in turn is a testing area for the moral theory of values. Values are difficult to track down and yet there are a number of inquiries starting from economics, social psychology, ethics, and political theory that engage with the cognitive, epistemic, and moral status of values. This paper is a contribution to an account of values in connection with information (...) technology. It argues that information technology may provide further support to a theory of values that is able to embrace the transformative effects of the digital revolution. In particular, it is plausible that a non-ideal reflection on digital wrongdoings is better equipped to produce substantive knowledge about values that have been undermined than a different approach focused on ideal guiding values. Moreover, information technology overcomes the vaunted fact/value dichotomy and supports the fact/value entanglement. As the principal concern of data-mining and machine-learning communities are ways of remedying a remarkable number of biases and conformism in techno-social systems, it is within the bounds of possibility to supplement the non-ideal theory from this new practical angle. I therefore call for a fully conceptual consideration of values drawing on the experience and reflection that is growing in the field of information technology. (shrink)

The scientific development of 3D bioprinting is rapidly advancing. This innovative technology involves many ethical and regulatory issues, including theoretical, source, transplantation and enhancement, animal welfare, economic, safety and information arguments. 3D bioprinting technology requires an adequate bioethical debate in order to develop regulations in the interest both of public health and the development of research. This paper aims to initiate and promote ethical debate. The authors examine scientific aspects of 3D bioprinting technology and explore related (...) ethical issues, with special regard to the protection of individual rights and transparency of research. In common with all new biotechnologies, 3D bioprinting technology involves both opportunities and risks. Consequently, several scientific and ethical issues need to be addressed. It is our responsibility to investigate these shifts from the aspects of society and mankind for the prosperity of future generations. For this, societies should share with each other their wisdom and knowledge in an effort to plan for the future.

This collection of essays examines the specific ethical concerns related to traditional areas of political communication, including political culture, campaigns, media, advertising, ghostwriting, discourse, politicians, and new technologies. The contributors touch on such important issues as polls and computer technology, the ethical dimensions of political advocacy, and the ethics of teledemocracy, and conclude that the greatest threat to democracy is neglect of the public forum. Information and communication technology is changing many aspects ofhuman endeavour and existence. This is beyond dispute for most. Whatare contested are the social and ethical implications of thesechanges. Possible sources of these disputes are the multiple ways inwhich one can conceptualize and interpret the informationtechnology/society interrelationship. Each of these ways ofconceptualization and interpretation enables one to see theinformation technology/society relationship differently and thereforeconstrue its social and ethical implications in a different manner. Atthe center of this technology/society (...) interrelationship we find manycomplex questions about the nature of the human, the technical,agency, autonomy, freedom and much more. This is indeed a vastintellectual landscape, which can obviously not be explored here inits fullness. This entry is about just one particular perspective onthis landscape. It is primarily concerned with the phenomenologicalapproach to interpreting information technology and its social andethical implications. It should be noted from the start that there isnot a unified phenomenological tradition or approach to informationtechnology in particular, or other phenomena more generally. Thephenomenological tradition consists of many different approaches thatshare certain characteristics but not all. We may however suggest, with Don Ihde,that they all accept that “phenomenology investigates theconditions of what makes things appear as such [as that which we takethem to be].” Differently stated, phenomenology suggests thatthere is a co-constitutive relationship between us and the phenomenawe encounter in our engagement with the world. In this sensephenomenologists would suggest that to understand thetechnology/society relationship we need to reveal how theyco-constitute each other—i.e. draw on each other for theirongoing meaning and sense. We will elaborate more precisely what thismeans in section 2 below. However, in order to understand the distinctiveness of thephenomenological approach other possible ways of interpreting thistechnology/society relationship will also be outlined brieflybelow., It can be said that information technology has become in a very realsense ubiquitous. Most everyday technologies such as elevators,automobiles, microwaves, watches, and so forth depend onmicroprocessors for their ongoing operation. Most organizations andinstitutions have become reliant on their information technologyinfrastructure to a lesser or greater degree. Indeed informationtechnology is seen by many as a cost-efficient way to solve amultitude of problems facing our complex contemporary society. One canalmost say that information technology has become construed as thedefault technology for solving a whole raft of technical and socialproblems such as health provision, security, governance, etc. Onecould also argue that it has become synonymous with society’sview of modernization and progress. For most it seems obvious thatinformation technology has made it possible for humans to continue toconstruct increasingly complex systems of coordination and socialordering—systems without which contemporary society would not beable to exist in its present form. To say the least, we, ascontemporary human beings, have our manner of being made possiblethrough a rather comprehensive entanglement with information andcommunication technology. Indeed, the economic, organizational andsocial benefit of information technology is not widely disputed. Thedispute is more often about the way information technology is changingor transforming the social domain, and in particular, the ethicaldomain. This dispute is largely centered around different ways ofconceptualizing and interpreting the nature of our entanglement withinformation technology. This debate is not merely an academic debateabout different and competing theoretical ‘models.’Rather, these different ways of conceptualizing it is central to ourunderstanding of how we go about managing our increasingly entangledrelationship with information technology. There is an emergency to inform people about the biotechnological revolution and its multidirectional consequences in every day's life. Bioethical issues should be methodically analysed, since the definition of the term depends upon the educational background and the speciality of each scientist involved.An increasing international awareness is gradually expressed by the various bodies, (political authorities, educational Institutions etc), materialized through a series of declarations and legislative regulations or by establishing various assemblies responsible for bioethical issues. However the economic dimension (...) interfering in the field causes a strong pressure for acceleration of the relevant research and its applications. Thus, the role of the assemblies is deteriorated mainly to consultative recommendations hardly efficient for the acceptance of protective for the consumers countermeasures. The mean citizen is unprotected against the consequences concerning him and his environment. Therefore there is a demand for stregthening the educational initiatives addresed either to the students of particular disciplines or to the wide public which will hopefully increase the level of the respective knowledge. The study examines the need to train future teachers using modern information and communication technologies in the context of adaptation to the aspects of postmodern society. It was found that contemporary postmodern education is impossible without application of information and communication technologies, the use of which gradually leads to changes in the content, the methods and technologies of training future teachers. The analysis of scientific literature, which confirms recognition of ICT as a key technology of the 21st (...) century and the urgency of the problem of development and application of educational technologies capable of modernizing and reforming traditional forms of education in order to meet the level of education of future teachers to the present-day requirements. The current trends of ICT in the training of future teachers in postmodern times are considered, modern practices of ICT use which are the most popular in the educational process of future teachers are singled out. The content of the following compulsory components, according to the authors, of professional training of future teachers, is generalized and concretized: didactic, legal, social and methodological. Discussion issues and perspective directions of future scientific research related to complex ethical contradictions due to uncertainty or lack of necessary knowledge, unexpected effects and insufficient transparency of functioning of information and communication technologies are outlined. Floridi’s Information Ethics has the methodological merit of providing the interpretation of the Informational Turn with a solid philosophical basis, the roots of which deserve a careful investigation. In this perspective, I will analyse a key question, which is essential not only from a theoretical but also from a practical (moral, political and legal) point of view, i.e. (...) whether or not Floridi’s construction of information is consistent with a pluralistic conception of Being. At the current level of economic development, the digital transformation of society is an important factor in advancing any social structure. The purpose of the present study was to explore the transformation of a traditional society into a digital one, with a focus on ethical and environmental aspects. The study draws on a variety of information analysis methods to identify strengths, weaknesses, opportunities, and threats of digitalization, including the environmental aspect. Our research revealed that in Russia, the only highly (...) digitalized sectors were information technology and finance. Digitalization is strikingly different in the European countries, where only transport and building industries slowly implemented digital technologies into their business processes. We also examined digitalization levels in 7 Moscow universities. The universities managed to improve their digitalization scores with the help of recommendations developed for online learning, such as selection of quality software, having qualified teaching staff, constant monitoring, and evaluation of knowledge. The findings can be used in economic, social, and environmental spheres since they highlight the ambiguous effects of digitalization using practical examples. (shrink)

Nanotechnologies, biotechnologies, information technologies and cognitive sciences (NBIC) have gradually gained traction in the United States of America (USA), subsequently expanding to Europe, and are now proliferating worldwide. Scientists are trying with more success to remove the causes of death by “repairing” humans, or even by “increasing” their physical and cognitive capacities. NBICs not only can help researchers promote “one health” by improving environmental conditions, human and animal health, but also, they can lead humanity towards transhumanism through eugenics. Thanks (...) to the principle of totality, the intentional modification of the human body for therapeutic purposes through surgery has always been seen as a source of medical progress. But how far can the living human body be modified at will? Gilbert Hottois and Jean-François Mattei have deciphered transhumanism to question its alleged “humanism” and study its impact on our humanity. Today, science has gone further thanks to the possibilities offered by converging NBIC technologies and especially with the advent of human genome editing! The objective of this article is to highlight the hopes and fears of Homo sapiens following the applications of NBICs, and to propose ethical reflections on the invading transhumanist and posthumanist doctrines that tend to become spiritual movements, even religions. A summary study, based on a scientific bibliography, linked to NBICs and including ethical aspects, will present the ethical issues of the convergence of nanotechnologies, biotechnologies, information technologies and cognitive sciences, which could become a springboard for transhumanism and posthumanism. The convergence of biomedical and information technology holds the potential to alter the discourses of identity, or as is argued here, to turn us inside out. The advent of digital networks makes it possible to ‘see inside’ people in ways not anticipated and thus create new performance arenas for the expression of identity. Drawing on the ideas of Butler and Foucault and theories of performativity, this paper examines a new context for human-computer interaction and articulates potentially disturbing issues (...) with monitoring health rather than wellbeing. It argues that by adopting explicitly social framings we can see beyond the idea of medical interventions for health to recognize the political implications of the new categorizations and their implementation in code.
