With the emergence of service provisioning environments and new networking capabilities, antagonistic businesses have been able to collaborate securely by sharing information in order to have a beneficial result for all. This collaboration has sometimes been imposed by state legislation and sometimes been desirable by the firms themselves so as to resolve frequently occurring abnormalities. In any case, as information exchange takes place between antagonistic firms, security and privacy issues arise. In the context of this paper, a (...) collaborative environment has been analyzed for enterprises that set out in the banking sector. A Grid-based Anti-Money Laundering (AML) system has been developed in an effort to take advantage of the Grid infrastructure, supporting the secure and trustful exchange of information between financial institutions and ensuring the confidentiality of the data transferred and the authentication of the users to whom they are available. Special emphasis is put on security mechanisms for supporting identity and privacy management as well as in Service Level Agreements (SLA) enforcement for enabling a trust enforcement platform in a collaboration business model. Health information exchanges represent one way of making medical information available to practitioners across institutional boundaries. One health information exchange in Memphis Tennessee has been operational since May of 2006 and provides information supporting care for over 1.2 million individuals. Creating such an exchange challenged traditional institutional boundaries, roles, and perceptions. Approaching these challenges required leadership, trust, sound policy, new forms of dialogue, and an incremental approach to technology. Early evidence suggests a positive impact (...) on patient care and a change in the way providers interact with their patients and on another. Personal health records, consolidated EHR systems, and other alternative models promise to have similar impacts on the way in which providers and patients interact with one another. (shrink)

Patients and their physicians frequently make important health care decisions with incomplete information. Memory fails; records are incomplete; the onset of significant events is confused with other life stories; and even the most basic information about medications, laboratory tests, allergies, and problems is often the result of guesswork. As providers and as patients, we suffer because information vital to health care is not available when and where it is needed. Data required for care are dispersed across various (...) settings and represented in a range of formats; incentives to bring these data together do not exist.In recent years, four specific approaches have emerged to address patient-centered information access. The first model attempts to consolidate all care into a single care delivery and financing system. This model — prevalent in many European countries — is to some degree extant at Kaiser-Permanente and other integrated care and financing systems. This model is ideal if and when one organization is responsible for all care delivery and financing. Such models present “one-stop shopping” for managing health information, coordinating care, communicating with providers and support groups, and ensuring both payment and accountability. (shrink)

This paper attempts to revive a once-lively program in the philosophy of language—that of reducing linguistic phenomena to facts about mental states and actions. I argue that recent skepticism toward this project is generated by features of traditional implementations of the project, rather than the project itself. A picture of language as essentially a mechanism for cooperative information exchange attracted theorists to metasemantic accounts grounding language use in illocutionary action (roughly, using an utterance to elicit a propositional attitude). The article analyses information exchange agreements between competitors. The article aims to reveal the cases where the exchange of information between competitors might be considered as a prohibited agreement, violating Article 101 of the Treaty on the Functioning of the European Union or Article 5 of the Law of the Republic of Lithuania on Competition. The article analyses the legal nature of the information exchange agreements between competitors, with utmost regard to the criteria, according (...) to which an agreement on the exchange of information could be acknowledged as prohibited or violating the rules of competition law. When information is transformed from what has traditionally been a paper-based format into digitized elements with meaning associated to them, new and intriguing discussions begin surrounding proper and improper uses of this codified and easily transmittable information. As these discussions continue, some health care providers, insurers, laboratories, pharmacies, and other healthcare stakeholders are creating and retroactively digitizing our medical information with the unambiguous endorsement of the federal government.Some argue that these enormous databases of medical information offer (...) improved access to timely information, evidence-based treatments, and complete records from which to provide care. To the extent that these claims are true, it would seem that this is a valuable asset that offers immeasurable benefit to all. Others believe this digitization to be an egregious invasion of privacy. In this article, I investigate the broad research questions of whether the public good aspect of capturing private health information outweighs individual interests and whether it is ethical to mandate participation in health information exchanges by all individuals who use the U.S. health system. Common‐sense intuition suggests that, when people are engaged in informational exchanges, they communicate so as to be reasonably sure that they perform the exchanges faithfully. Over the years, we have found evidence suggesting that this intuition, which is woven into several influential theories of human communication, may be misleading. We first summarize this evidence and discuss its potential limitations. Then, we present a new study that addresses the potential limitations. A confederate instructed participants to “pick up the skask” from a (...) tray containing six objects and move it to a specific location. Since skask is a non‐word invented by us, participants had to ask for clarification to perform the instruction faithfully. In contradiction with the intuition that people pursue faithfulness when engaged in informational exchanges, 29 of the 48 participants we tested performed the instruction without asking for clarification. We identified a possible cause for this behavior, which occurred more frequently when avoiding the clarification was unlikely to result in an overt consequence (an error in the execution of the instruction that could be noticed by the confederate or the experimenter). Other factors such as individual differences and the specific interpersonal dynamics of the experimental settings, if they played a role at all, did it to an extent that is unlikely to be comparable to that of the role played by overt consequences. Considered together, our various assessments of the extent to which people engage in faithful informational exchanges converge on a simple conclusion: Communicating faithfully is a substantially demanding task, and people often fail at it. We discuss the implications of this conclusion and speculate on its relevance for understanding the evolutionary past of human communication. (shrink)

Based on Kolchinsky and Wolpert’s work on the semantics of autonomous agents, I propose an application of Mathematical Logic and Probability to model cognitive processes. In this work, I will follow Bateson’s insights on the hierarchy of learning in complex organisms and formalize his idea of applying Russell’s Type Theory. Following Weaver’s three levels for the communication problem, I link the Kolchinsky–Wolpert model to Bateson’s insights, and I reach a semantic and conceptual hierarchy in living systems as an explicative model (...) of some adaptive constraints. Due to the generality of Kolchinsky and Wolpert’s hypotheses, I highlight some fundamental gaps between the results in current Artificial Intelligence and the semantic structures in human beings. In light of the consequences of my model, I conclude the paper by proposing a general definition of knowledge in probabilistic terms, overturning de Finetti’s Subjectivist Definition of Probability. Interorganizational information systems are information systems that cross organizational boundaries. Information managers and system developers often assume that the more integrated these information systems are, the more successful the system will be. Such an assumption is indeed intuitively appealing, and, from a technological standpoint, readily understandable. In practice, development and use of integrated information systems that cross organizational boundaries often result in confusing power struggles, politicking, and sometimes manifest sabotage. BackgroundMany medical emergency practices are regulated by written procedures that normally provide reliable guidelines for action. In some cases, however, the consequences of following rule-based instructions can have unintended negative consequences. The article discusses a case - described on a type level - where the consequences of following a rule formulation could have been fatal.Case presentationA weak and elderly patient has cardiac arrest, and a Do Not Resuscitate clause is written in the patient’s medical record. Paramedics at the scene cannot (...) see that the patient’s general appearance match conditions which would indicate the DNR clause, so they start cardiopulmonary resuscitation, and the patient survives. This turns out to be a crucial decision. The DNR clause is from an earlier bout with serious disease from which the patient has recovered, against all odds, and someone has forgotten to remove the clause from the medical record.AnalysisIn order to be able to interpret the validity of written guidelines, paramedics and other health workers need to develop personal skills that transcend the ability simply to follow written instructions. Within traditional virtue ethics, personal judgment is conceived of as crucial for being able to make ‘good’ autonomous decisions. Virtue ethical analyses, decision-making abilities and non-technical communication skills are important as conceptual tools when health workers need to make difficult clinical decisions.ConclusionThe case study accentuates the significance of prudent judgment in medical practice. In the case described, the consequence of trusting the written advance directive could have been fatal, but the point is general: for the purpose of achieving excellent organizational performance, it is insufficient for health workers to rely uncritically on rules and procedures. Even the clearest rule formulations must be interpreted contextually in order to determine ethically correct behavior and avoid potential negative consequences that are not in the patient’s best interests. The word blat refers to the system of informal contacts and personal networks which was used to obtain goods and services under the rationing which characterised Soviet Russia. Alena Ledeneva's book is the first to analyse blat in all its historical, socio-economic and cultural aspects, and to explore its implications for post-Soviet society. In a socialist distribution system which resulted in constant shortages, blat developed into an 'economy of favours' which shadowed an overcontrolling centre and represented the reaction of ordinary (...) people to the social constraints they faced. In social and economic terms, blat exchanges became vital to the population, and to the functioning of the Soviet system. The book shows that the nature of the economic and political changes in contemporary Russia cannot be properly understood without attention to the powerful legacy of the blat economy. (shrink)

Human interaction has two principle functions: building and maintaining relationships with others and exchanging information. The function of building and maintaining relationships with others relates to interpersonal coordination; this behavior pattern is expected to predict the outcome of social relationships, such as between therapists and patients. It is unclear, however, whether the exchange of information is associated with interpersonal coordination. In the present study, we tested a hypothesis of whether body movement synchrony occurs in a natural conversation (...) and whether this synchrony has a positive correlation with the degree of information exchange. Fifty participants were engaged in a conversation task; each had different roles in the conversation. We measured their body movements during this conversation using an optical motion capture system. Similar to methods that can be found in previous research, we calculated body movements and quantified their synchrony applying the methods previously reported that automatically quantified their body movements. Moreover, we determined the participants’ degree of information exchange concerning the conversation using a questionnaire. We observed that the body movement synchrony of pairs who talked with each other was significantly higher than that of pairs who did not talk with each other, and that this synchrony was positively associated with the degree of information exchange. These results suggest that body movement synchrony predicted information exchange. (shrink)

The paper presents two case studies of multi-agent information exchange involving generalized quantifiers. We focus on scenarios in which agents successfully converge to knowledge on the basis of the information about the knowledge of others, so-called Muddy Children puzzle and Top Hat puzzle. We investigate the relationship between certain invariance properties of quantifiers and the successful convergence to knowledge in such situations. We generalize the scenarios to account for public announcements with arbitrary quantifiers. We show that the (...) Muddy Children puzzle is solvable for any number of agents if and only if the quantifier in the announcement is positively active (satisfies a version of the variety condition). In order to get the characterization result, we propose a new concise logical modeling of the puzzle based on the number triangle representation of generalized quantifiers. In a similar vein, we also study the Top Hat puzzle. We observe that in this case an announcement needs to satisfy stronger conditions in order to guarantee solvability. Hence, we introduce a new property, called bounded thickness, and show that the solvability of the Top Hat puzzle for arbitrary number of agents is equivalent to the announcement being 1-thick. Disaster response requires the cooperation of multiple emergency responder organizations (EROs). However, after‐action reports relating to large‐scale disasters identity communication difficulties among EROs as a major hindrance to collaboration. On the one hand, the use of two‐radio communication, based on multiple orthogonal frequencies and uneven coverage, has been shown to degrade inter‐organization communication. On the other hand, because they reflect different areas of expertise, EROs use differing terminologies, which are difficult to reconcile. These issues lead to ambiguities, misunderstandings, and inefficient (...) exchange of data and information among those involved, which can impede the response process and slow decision making. We, therefore, hypothesize that promoting semantic interoperability across ERO information systems might improve information exchange among stakeholders and thereby allow a more coherent response to the disaster. We propose an ontology‐based messaging service on the basis of the Emergency Data Exchange Language (EDXL) standards. The parties involved will continue to use the terminologies to which they are accustomed, but the system will resolve inconsistencies and thereby enhance mutual understanding among EROs by ensuring semantic translation of the exchanged information. The evaluation of the semantic translation demonstrated the effectiveness and accuracy of the proposed service. (shrink)

The emergence of new technologies such as the Internet of things and the Cloud transforms the way we interact. Whether it be human to human interaction or human to machine interaction, the size of the networks keeps growing. As the networks get more complex nowadays with many interconnected components, it is necessary to develop distributed scalable algorithms so as to minimize the computation required in decision making in such large-scale systems. In this paper, we consider a setup where each agent (...) in the network updates its opinion by relying on its neighbors’ opinions. The information exchange between the agents is assumed to be mutual. The cluster consensus problem is investigated for networks represented by static or time-varying graphs. Joint and integral connectivity conditions are utilized to determine the number of clusters that are formed, as the interactions among the agents evolve over time. Finally, some numerical examples are given to illustrate the theoretical results. (shrink)

This paper presents a new solution to the well-known exchange paradox, or what is sometimes referred to as the two-envelope paradox. Many recent commentators have analyzed the paradox in terms of the agent’s biased concern for the contents of his own arbitrarily chosen envelope, claiming that such bias violates the manifest symmetry of the situation. Such analyses, however, fail to make clear exactly how the symmetry of the situation is violated by the agent’s hypothetical conclusion that he ought to (...) switch envelopes on the assumption that his own envelope contains some specific amount of money. In this paper, I offer an explanation of this fact based on the idea that the agent’s deliberations are not only constrained by the epistemic symmetry reflected in the agent’s uniform ignorance as to the contents of the two envelopes, but also by a deeper methodological symmetry that manifests itself in the intuition that the two envelopes constitute equally legitimate sources of potential information. I interpret this intuition as implying that the agent’s final decision should reflect a point of rational equilibrium arrived at through an iterated process of counterfactual self-reflection, whereby the agent takes account of what he would have thought had he instead chosen the other envelope. I provide a formal model of this method of counterfactual self-reflection and show, in particular, that it cannot issue in the paradoxical conclusion that the agent ought to switch regardless of how much money is in his envelope. In this way, by correcting for the bias in the agent’s reasoning, the paradox is resolved. (shrink)

This paper refines the game theoretic analysis of conversations in Asher et al. by adding epistemic concepts to make explicit the intuitive idea that conversationalists typically conceive of conversational strategies in a situation of imperfect information. This ‘epistemic’ turn has important ramifications for linguistic analysis, and we illustrate our approach with a detailed treatment of linguistic examples.

Alternative non‐B‐DNA conformations formed under physiological conditions by sequences called flipons include left‐handed Z‐DNA, three‐stranded triplexes, and four‐stranded i‐motifs and quadruplexes. These conformations accumulate and release energy to enable the local assembly of cellular machines in a context specific manner. In these transactions, nucleosomes store power, serving like rechargeable batteries, while flipons smooth energy flows from source to sink by acting as capacitors or resistors. Here, I review the known biological roles for flipons. I present recent and unequivocal findings showing (...) how innate immune responses are regulated by Z‐flipons that identify endogenous RNAs as self. Evidence is also presented supporting important roles for other flipon classes. In these examples, the dynamic exchange of energy between flipons and nucleosomes enables rapid switching of genetic programs without altering flipon sequence. The increased phenotypic diversity enabled by flipons drives their natural selection, with adaptations evolving faster than is possible by codon mutation alone. (shrink)

In this essay I consider various aspects of the rapidly growing field of cognitive ethology, concentrating mainly on evolutionary and comparative discussion of the notion of intentionality. I am not concerned with consciousness, per se, for a concentration on consciousness deflects attention from other, and in many cases more interesting, problems in the study of animal cognition. I consider how, when, where, and (attempt to discuss) why individuals from different taxa exchange social information concerning their beliefs, desires, and (...) goals. My main examples come from studies of social play in mammals and antipredator behavior in birds. Basically, I argue that although not all individuals always display behavior patterns that are best explained by appeals to intentionality, it is misleading to argue that such explanations have no place in the study of animal cognition. The progress of electronic health technologies and biobanks holds enormous promise for efficient research. Evidence shows that studies based on sharing and secondary use of data/samples have the potential to significantly advance medical knowledge. However, sharing of such resources for international collaboration is hampered by the lack of clarity about ethical and legal requirements for transfer of data and samples across international borders. Here, the International Clinical Trial Center Network reports the legal and ethical requirements governing data and sample (...) class='Hi'>exchange across four continents. The most recurring requirement is ethical approval, whereas only in specific conditions approval of national health authorities is required. Informed consent is not required in all sharing situations. However, waiver of informed consent is only allowed in certain countries/regions and under certain circumstances. The current legal and ethical landscape appears to be very complex and under constant evolution. Regulations differ between countries/regions and are often incomplete, leading to uncertainty. With this work, ICN illuminates the unmet need for a single international collaborative framework to facilitate DSE. Harmonising requirements for global DSE will reduce inefficiency and waste in research. There are many challenges to realising this ambitious vision, including inconsistent terminology and definitions, and heterogeneous and dynamic legal constraints. Here, we identify areas of agreement and significant difference as a necessary first step towards facilitating international collaboration. We propose the establishment of a working group to continue the comparison across jurisdictions, create a standardised glossary and define a set of basic principles and fundamental requirements for DSE. The main purpose of the study is to determine the key aspects of the mechanisms of state management of the exchange of information about cyberattacks, cyber incidents, and information security incidents. The methodology includes a set of theoretical methods. Modern government, on the one hand, must take into account the emergence of such a new weapon as cyber, which can break various information systems, can be used in hybrid wars, influence political events, pose a threat to (...) the national security of any state. As a result of the study, key elements of the mechanisms of state management of the exchange of information about cyberattacks, cyber incidents, and information security incidents were identified. Most explanations of the rational authority of testimony provide little guidance when evaluating individual pieces of testimony. In practice, however, we are remarkably sensitive to the varying epistemic credentials of testimony: extending trust when it is deserved, and withholding it when it is not. A complete account of the epistemology of testimony should, then, have something to say about when it is that testimony is trustworthy. In the typical case, to judge someone trustworthy requires judging them to be competent and (...) sincere. In this essay we develop an exchange-based account of testimony that shows how those who receive testimony are in a position to evaluate the sincerity of speakers. (shrink)

Ian Maitland defends sweatshop labor on the grounds that “A wage or labor practice is ethically acceptable if it is freely chosen by informed workers” (he calls his view “the Classical Liberal Standard,” CLS). I present several examples of economic exchanges that are mutually beneficial and satisfy the requirements of the CLS, but, nonetheless, are morally wrong. Maitland’s arguments in defense of sweatshops are unsuccessful because they depend on the flawed “CLS.” My paper criticizes Maitland’s arguments in defense of sweatshops, (...) but I do not claim that his conclusions are false—I do not claim to have shown that the labor practices Maitland defends are morally wrong. I argue that some of the disagreements about sweatshops between Maitland and his critics depend on disagreements about the answers controversial questions in ethical theory. In the absence of definitive answers to those questions , there are no decisive arguments for or against Maitland’s view about sweatshops. (shrink)

This article reviews the qualitative changes that big data technology introduced to society, particularly changes that affect how individuals control the access, use and retention of their personal data. In particular interest is whether the practice of privacy self-management in this new context could still ensure the informed consent of individuals to the privacy terms of big data companies. It is concluded that that accepting big data companies’ privacy policies falls short of the disclosure and understanding requirements for informed consent. (...) The article argues that the practice of privacy self-management could remain viable if the review, understanding and acceptance of privacy agreements is streamlined, standardized and automated. Technology should be employed to counter the privacy problems created by big data technology. The creation of the privacy exchange authorities is proposed as a solution to the failures of privacy self-management. The PEA are intermediaries that empower individuals to define their own privacy terms and express informed consent in their dealings with data companies. They will create the technological infrastructure for individuals to select their own privacy terms from a list of standard choices, potentially only once. The PEA will further mediate the delivery and authentication of the individual users’ privacy terms to data companies. A logical proof of concept is offered, illustrating the potential steps involved in the creation of the PEA. (shrink)

Based on ethnographic fieldwork with panhandlers who provide services while asking for money, informal interviews with pedestrians who have interacted with them, and formal interviews with twenty people who regularly interact with panhandlers, this article unpacks the relationship between temporality and ambiguity of meaning in exchange. In line with previous research, I find that providing a service while asking for money allows panhandlers to manage stigma by recasting their relationship with pedestrians who give as a market exchange. More (...) surprisingly, I find that this kind of recasting makes giving less compelling for the pedestrians in fleeting encounters with panhandlers: they resist service provision in fleeting encounters with panhandlers on the grounds that the exchange is experienced as a coldly rational quid pro quo. In contrast, pedestrians who have long-term relationships with panhandlers experience the interaction as a gift exchange and the service as an expression of gratitude and subservience. The development of an open-ended temporal horizon and of a cycle of exchange, I argue, allows the service and the money given to operate as boundary objects, enabling panhandlers and pedestrians to attach different meanings to the exchange of money for services. This emergent ambiguity allows them to carry out interaction and exchange successfully. Contrary to models of interaction and everyday economic transactions that frame shared definitions of the situation as necessary for successful and repeated interactions, I find that ambiguity and polysemy may be productive and sustaining in interactions between participants from distinct social worlds.
