Typically seniors like others choose to avoid institutional care. However, when age-related infirmity requires it, they not only enter into the care of others, but they also do so as vulnerable members of society. As their frailty increases with age, so does their dependence on the professionals who care for them and on the enforcement of policies concerning their care. A qualitative case study involving seniors and their carers revealed that breaches of confidentiality, unprofessional behaviour and the non-enforcement of policy, (...) continue to hide the physical and emotional abuse perpetrated by nursing and other staff on vulnerable consumers. Professional ethics, including at a corporate level, enforcing policy, protecting whistleblowers and creating reporting mechanisms for aged care researchers, are amongst the recommendations arising from this study. Information management systems improve the retention of information in large collections. As such they act as memory prostheses, implying an ideal basis in human memory models. Since humans process information by association, and situate it in the context of space and time, systems should maximize their effectiveness by mimicking these functions. Since human attentional capacity is limited, systems should scaffold cognitive efforts in a comprehensible manner. We propose the Principles of Mnemonic Associative Knowledge (P-MAK), which describes (...) a framework for semantically identifying, organizing, and retrieving information, and for encoding episodic events by time and stimuli. Inspired by prominent human memory models, we propose associative networks as a preferred representation. Networks are ideal for their parsimony, flexibility, and ease of inspection. Networks also possess topological properties—such as clusters, hubs, and the small world—that aid analysis and navigation in an information space. Our cognitive perspective addresses fundamental problems faced by information management systems, in particular the retrieval of related items and the representation of context. We present evidence from neuroscience and memory research in support of this approach, and discuss the implications of systems design within the constraints of P-MAK’s principles, using text documents as an illustrative semantic domain. Data mining is a new technology developed in recent years. Through data mining, people can discover the valuable and potential knowledge hidden behind the data and provide strong support for scientifically making various business decisions. This paper applies data mining technology to the college student information management system, mines student evaluation information data, uses data mining technology to design student evaluation information modules, and digs out the factors that affect student development and the various relationships between (...) these factors. Predictive assessment of knowledge and personalized teaching decision-making provide the basis. First, the general situation of genetic algorithm and fuzzy genetic algorithm is introduced, and then, an improved genetic fuzzy clustering algorithm is proposed. Compared with traditional clustering algorithm and improved genetic fuzzy clustering algorithm, the effectiveness of the algorithm proposed in this paper is proved. Based on the analysis system development related tools and methods, in response to the needs of the student information management system, a simple student information management system is designed and implemented, which provides a platform and data source for the next application of clustering algorithm for performance analysis. Finally, clustering the students’ scores with a clustering algorithm based on fuzzy genetic algorithm, the experimental results show that this method can better analyze the students’ scores and help relevant teachers and departments make decisions. The “Chu shuo” 儲說 chapters of the Hanfeizi 韓非 子, attributed to Han Fei 韓非, encompass an extensive collection of anecdotes. The jing 經 sections of these chapters are traditionally understood to be a set of “canonical” teachings, to be explicated by the anecdotes in the shuo 說 sections. Eschewing this assumption, my analysis substantiates an alternative hypothesis that sees many of the jing texts as later superimpositions intended to serve as paratexts to existing anecdotal collections. By interpreting the jing (...) and shuo sections as paratexts and main texts, respectively, this study reveals how early compilers sought to organize and inventory information, as well as to guide future users’ understanding and memorization of the anecdotal materials. This approach not only facilitates the reconstruction of early frameworks of information management and knowledge acquisition, but also places the “Chu shuo” chapters in a comparative context. It also proffers new answers to several long-standing philological debates, such as the meaning and function of the label yi yue 一曰. In its conclusion, this study draws attention to potential continuities between the pre-imperial and imperial periods’ textual and bibliographical practices. (shrink)

The development of synthetic biology calls for accurate understanding of the critical functions that allow construction and operation of a living cell. Besides coding for ubiquitous structures, minimal genomes encode a wealth of functions that dissipate energy in an unanticipated way. Analysis of these functions shows that they are meant to manage information under conditions when discrimination of substrates in a noisy background is preferred over a simple recognition process. We show here that many of these functions, including transporters (...) and the ribosome construction machinery, behave as would behave a material implementation of the informationmanaging agent theorized by Maxwell almost 150 years ago and commonly known as Maxwell’s demon (MxD). A core gene set encoding these functions belongs to the minimal genome required to allow the construction of an autonomous cell. These MxDs allow the cell to perform computations in an energy-efficient way that is vastly better than our contemporary computers. (shrink)

Aim This study is a systematic review that aims to assess how healthcare professionals manage ethical challenges regarding information within the clinical context.Method and Materials We carried out searches in PubMed, Google Scholar and Embase, using two search strings; searches generated 665 hits. After screening, 47 articles relevant to the study aim were selected for review. Seven articles were identified through snowballing, and 18 others were included following a system update in PubMed, bringing the total number of articles reviewed (...) to 72. We used a Q-sort technique for the analysis of identified articles.Findings This study reveals that healthcare professionals around the world generally employ (to varying degrees) four broad strategies to manage different types of challenges regarding information, which can be categorized as challenges related to confidentiality, communication, professional duty, and decision-making. The strategies employed for managing these challenges include resolution, consultation, stalling, and disclosure/concealment.Conclusion There are a variety of strategies which health professionals can adopt to address challenges regarding information management within the clinical context. This insight complements current efforts aimed at enhancing health professional-patient communication. Very few studies have researched the results of employing these various strategies. The increased complexity of health information management sows the seeds of inequalities between health care stakeholders involved in the production and use of health information. Patients may thus be more vulnerable to use of their data without their consent and breaches in confidentiality. Health care providers can also be the victims of a health information system that they do not fully master. Yet, despite its possible drawbacks, the management of health information is indispensable for (...) advancing science, medical care and public health. Therefore, the central question addressed by this paper is how to manage health information ethically? This article argues that Paul Ricœur’s ‘‘little ethics’’, based on his work on hermeneutics and narrative identity, provides a suitable ethical framework to this end. This ethical theory has the merit of helping to harmonise self-esteem and solicitude amongst patients and healthcare providers, and at the same time provides an ethics of justice in public health. A matrix, derived from Ricœur’s ethics, has been developed as a solution to overcoming possible conflicts between privacy interests and the common good in the management of health information. PurposeThis paper aims to investigate behavioural changes related to self-censorship (SC) in social networking sites (SNSs) as new methods of online surveillance are introduced. In particular, it examines the relationships between SC and four related factors: privacy concerns (PC), privacy awareness (PA), perceived vulnerability (PV) and information management (IM).Design/methodology/approachA national wide survey was conducted in the UK (N= 519). The data were analysed to present both descriptive and inferential statistical findings.FindingsThe level of online SC increases as the level (...) of privacy concern increases. The level of privacy concern increases as the levels of PA and PV increase and the level of effective IM decreases.Originality/valueThis study extends the literature on online SC, showing that PCs increase the level of SC in SNSs. The dependence of socio-political stability on the emotional expectations of voters is investigated. For this, a model of a socio-political system consisting of a society of voters and a democratically elected politician is considered. The neuropsychological model of the voter takes into account his emotional expectations. The social stability is guaranteed by the expectations of positive emotions of all voters. Socio-political stability means both the social stability and the re-election of politician. One type of voter is a Progressist who seeks (...) to fulfil his desires. It is shown that for the socio-political stability of the Progressist society, is enough a supportive environment. Another type of voter—a Phobic works in a fearful environment. It is shown that for the socio-political stability of the Phobic’s society, regular impacts that support their phobias are sufficient. As an example, emotional expectations, socio-political stability and information management in Eastern Europe are considered. The management of phobias in a weak economy is investigated. It is shown that in the absence of regular impacts supporting phobias a Phobic turns into a Progressist. Then the socio-political system becomes unstable with a weak economy and growth limits. The classification of the main social threats and phobias is given. The socio-political consequences of creating phobias, including corporate psychopaths and toxic leaders, are examined. Ways are proposed to resolve the contradiction between increased consumption and growth limits without the use of phobias, using high humanitarian technologies. (shrink)

In this article we describe two core ontologies of law that specify knowledge that is common to all domains of law. The first one, FOLaw describes and explains dependencies between types of knowledge in legal reasoning; the second one, LRI-Core ontology, captures the main concepts in legal information processing. Although FOLaw has shown to be of high practical value in various applied European ICT projects, its reuse is rather limited as it is rather concerned with the structure of legal (...) reasoning than with legal knowledge itself: as many other “legal core ontologies”, FOLaw is therefore rather an epistemological framework than an ontology. Therefore, we also developed LRI-Core. As we argue here that legal knowledge is based to a large extend on common-sense knowledge, LRI-Core is particularly inspired by research on abstract common-sense concepts. The main categories of LRI-Core are: physical, mental and abstract concepts. Roles cover in particular social worlds. Another special category are occurrences; terms that denote events and situations. We illustrate the use of LRI-Core with an ontology for Dutch criminal law, developed in the e-Court European project. (shrink)

Due to the large amount of student information that can be used to design valuable patterns relevant to student learning behavior, research in the field of education is continuously expanding. Educational data mining can be used by educational institutions to assess student performance, assisting the institution in recognizing the student’s accomplishments. In DM, classification is a well-known technique that has been regularly used to determine student achievement. In this study, the process of DM and the application research of association rules is introduced in the development of IMS in universities and colleges. The results show that the curriculum covers the whole field and the minimum transaction support count be 2, minconf = 70%. The results also suggested that students who choose one course also tend to choose the other course. The application of DM theory in university information will greatly upsurge the data analysis capability of administrators and improve the management level. (shrink)

Purpose Interdisciplinary linkage of information is an emerging topic to create knowledge by collaboration of experts in diverse domains. New insights can be found by using the combined techniques and information when people have the chance to discuss and communicate on a common basis. Design/methodology/approach This paper describes RMS Cloud, an information management system which allows distributed data sources to be searched using dynamic joins of results from heterogeneous data formats. It is based on the well-known (...) Mediator architecture, but reverses the connection of the data sources to grant data owners full control over the data. Findings Data owners and learners are enabled to retrieve information and to cross-connect domain-extrinsic knowledge and enhances collaborative learning with a search interface that is intuitive and easy to operate. Note?takers in early modern Europe mixed a number of scribal practices. Not only did they write down extracts of texts, they also collected data from observation or from accounting. Practices such as commonplacing were part of sometimes communal, rather informal personal practices that laid the foundations for personal diaries. Other note?taking was prescriptive, fact?establishing technical data entry. Yet both the personal, sentimental and technical forms of note?taking were interrelated. It was during this period that merchants, administrators, scholars and scientists sought (...) methods to transform raw information such as notes into formalized knowledge for practical use. Notes had formed a part of larger writing and archival projects since the dawn of writing and literacy, but during the seventeenth and eighteenth centuries, figures such as Bacon, Boyle and Pepys not only mixed note?taking practices from both scholarly and mercantile traditions; they also thought about the very act of note?taking and how to transform it into a tool for the management of large?scale government, industry and research. Most of all, in the seventeenth century, scholars, merchants and naturalists began thinking in formal terms about how to use notes as part of larger information systems which they called collections, compilations and even archives. This paper aims to identify computerized management information systems resources and their relationship to the development of performance in the Electricity Distribution Company in Gaza. This research used two dimensions. The first dimension is computerized management information systems and the second dimension the Development of Performance. The control sample was (063). Several statistical tools were used for data analysis and hypotheses testing, including (...) reliability correlation using Cronbach’s alpha, “ANOVA”, Simple Linear Regression and Step Wise Regression. The overall findings of the current study suggested the presence of a statistically significant relationship between resources (physical, software, and human and organizational) for the computerized management information systems and the development of performance in the Electricity Distribution Company in Gaza. The study recommended the following: The need to strengthen the company's management interest in the potential of computerized management information systems and using them in the computerization of all the company's activities. And the need to involve workers and users in the design of computerized management information systems and assessment and development process. And strengthen the relationship between users and information systems personnel in the department responsible for the system. And it is essential that the company is developing the infrastructure for information technology in general, and computerized management information systems, in particular for the development of performance. And increase interest in providing resources (physical, software, and human and organizational) for the computerized management information systems. It is reasonable to consider and trust that information taken from us about our medical health and history will be protected by rules on confidentiality and consent. Apart from very rare cases, perhaps of major public interest or for public health reasons, this information will not be shared with others without our consent. However, both a number of reforms in National Health Service patient data management policy and developments in the general law on privacy challenge this traditional (...) view of our control and choice over our medical information, as this article will show. In doing so, it analyses the question as to whether in spite of the rhetoric do any of us now really have choice over the access to and use of our medical data? This research tackled the challenges public secondary schools in Sagbayan District, Bohol, faced regarding records management. The study employed a mixed research design, combining both descriptive-qualitative and descriptive- quantitative methods. The qualitative phase involved conducting in-depth interviews and focus group discussions with relevant stakeholders involved in records management. On the other hand, the quantitative phase utilized survey questionnaires to gather data from relevant stakeholders to determine the acceptability of the proposed MIS among end-users. The first phase findings revealed (...) various challenges in records management faced by the schools, such as inefficient manual record-keeping systems, difficulties in data retrieval, and the risk of data loss due to inadequate backup procedures. These challenges highlighted the need for a comprehensive, technology-driven solution to streamline records management processes and ensure data security. The evaluation results in the second phase showed that the developed Management Information System (MIS) was well-accepted among the end users. The absence of any significant difference in the level of acceptability among the participants further validated the system's suitability for addressing their specific needs. This article describes some essential parts of this knowledge and information management in Hendrix Voeders Holland, a Dutch feed factory. It concentrates on the Support System, an information technology (IT) application that allows the agricultural advisors to store and retrieve market information in a structured and uniform way, facilitates the information exchange with “headquarters” (e.g., gives the (...) managers access to this information), and makes immediate feedback and action possible. This system was rewarded with the IT Star Award in a worldwide competition of BP Companies. Special attention is given to a part of the Support System: the Daily Reports. The case study contains a profile of the company, the analysis of its MIS referred to the three dimensions of sustainability, and an evaluation of the strong points and issues to be developed. This approach to evaluate the gap between desired requirements of an information system for sustainability and current data available in a firm, has proved its consistency and usefulness. : Arguments for efficiency in health care delivery have been used to support some level of withholding of information about available treatment options from patients in managed care systems. To the extent that such arguments prevail, they may necessitate changes in the established understanding of and commitment to informed consent and the disclosure of information to patients.

This study aims to compare and contrast how specific information health technologies (IHTs) have been debated, how they have proliferated, and what they have enabled in Germany’s and England’s healthcare systems. For this a discourse analysis was undertaken that specifically focussed on future-scenarios articulated in policy documents and strategy papers released by relevant actors from both healthcare systems. The study reveals that the way IHTs have been debated and how they have proliferated depends on country-specific regulatory structures, their respective (...) values, actors’ and institutions’ organized interests, and the status of health professionals. These conditions have enabled IHTs to promote a new and similar concept of patienthood in both countries, although they tend to affect practitioners’ practices more dramatically in England. The conclusion is drawn that with the usage of IHTs, healthcare systems reproduced existing patterns of health provision while also enabling a sort of convergence. Future research should investigate whether the new concept of patienthood emerging in both welfare states actually suits patients’ and professionals’ needs and requirements. (shrink)

The purpose of this study is to identify the requirements of computerized Management Information Systems and their role in improving the quality of administrative decisions in the Palestinian Ministry of Education and Higher Education. The authors used the descriptive analytical method and the questionnaire method to collect the data. This result is due to the existence of the support and attention by the senior management in the Ministry of Education and Higher Education by 65.06%, the physical requirements available for the use of computerized Management Information Systems are available by (72.19%), and the software requirements for the use of computerized Management Information Systems are available at 67.74%. The results found that the human requirements available for the use of computerized Management Information Systems are available at (68.33%). The results showed that the organizational requirements that assist in the use of information systems are available at (64.19%). There are no statistically significant differences between respondents' responses to the role of computerized management information system requirements in improving the quality of administrative decisions in the Ministry of Education and Higher Education attributable to the variables(Gender, academic qualification, age, career level), while there are statistically significant differences in the role of computerized management information system requirements in improving the quality of administrative decisions in the Ministry of Education and Higher Education due to variable years of service. The study concluded that the Ministry of Education and Higher Education is able to cope with the external environmental changes rapidly and the limited time available for the collection and analysis of information. This means that administrative information systems should be used by increasing the approval of senior management on Management Information Systems in making their decisions, and to involve the employees in making any change and keep abreast of technical developments and try to use external bodies to advise in the field of computerized information systems, and work to increase coordination between the different departments of the ministry. The fourth industrial revolution will be ushered in by future high technology, and as a result, the world will face new difficulties relating to people, the environment, and profitability. Accordingly, the competitive edge and long-term viability of businesses would depend on the knowledge workers who could overcome these excruciatingly difficult obstacles and have the knowledge and competency to influence the overall performance of any type of company. But managing knowledge workers falls under the purview of human resources, and only effective (...) human resources tools, plans, and procedures can ensure the success of this task. One such tool, which has the capacity and capability to change the whole scenario in an organization's favor, is the human resource information system. The purpose of this structured review is to provide insight into a field of HRM that has largely been neglected by other reviews of the literature and has only been briefly discussed by a small number of publications published in reputable, top-tier journals. A customized HRIS framework is the result of this structured literature review for managing knowledge and competence. The study presents the content analysis of 48 articles, systematically and purposefully selected for this literature review, published during the past three decades.
