The past three decades of policy process studies have seen the emergence of a clear intellectual lineage with regard to complexity. Implicitly or explicitly, scholars have employed complexity theory to examine the intricate dynamics of collective action in political contexts. However, the methodological counterparts to complexity theory, such as computational methods, are rarely used and, even if they are, they are often detached from established policy process theory. Building on a critical review of the application of complexity theory to policy (...) process studies, we present and implement a baseline model of policy processes using the logic of coevolving networks. Our model suggests that an actor’s influence depends on their environment and on exogenous events facilitating dialogue and consensus-building. Our results validate previous opinion dynamics models and generate novel patterns. Our discussion provides ground for further research and outlines the path for the field to achieve a computational turn. (shrink)

Coreference resolution is the task of finding all expressions that refer to the same entity in a text. It is one of the higher level NLP (Natural Language Processing) tasks. It allows, for example, to extract more information about medical products from larger texts. A product such as ‘ambidextrous gloves’ may appear in a text in many different forms. For example, they could be referred to by the pronoun ‘they’, such as in this sentence. The algorithm presented in this paper (...) finds pronouns and for each of them (except the pleonastic ‘it’) it creates a coreference candidate with entities that appeared earlier in the same sentence or in the previous sentence. Each candidate (pair of mentions) is described by 48 binary features which represent their grammatical and location properties. In the training set, each pair is marked as a coreference or not, based on which a decision tree classifier is trained. A classifier with a high precision of 0.94 and a decent recall of 0.61 were obtained on the training set, still with a good precision out of a sample of 0.64. (shrink)

A paper on how to adapt your probabilisitc beliefs when learning a conditional.

The article analyzes the effectiveness of quantum theories of mental experience in relation to two ontological problems - the problem of the existence of consciousness in the material world and the problem of the interaction of consciousness and body. A critical analysis of the quantum theories of consciousness by Penrose-Hameroff, M. Tegmark, G. Stapp, M. Fischer and M.B. Mensky shows that they fail to fully explain how complex physical systems generate mental experience without violating the principle of causal closure of (...) the physical world and the principle of epistemological completeness of physics. Quantum mechanics provides specific processes that are the physical basis of the psyche, but do not explain the phenomenal aspect of subjective reality. Nevertheless, the Heisenberg uncertainty principle gives an understanding of how the interaction of consciousness and body within the scientific picture of the world can be carried out without violating the law of energy conservation. It is shown that the quantum theories of consciousness currently being developed have a predominantly panprotopsychic character, which faces a problem due to the fact that the protomental property of physical systems must be expressed quantitatively and correspond to the value included in the physical equations. As a result, it is concluded that in order to develop quantum theories of consciousness more effectively, it is necessary to give an emergent character, not jumping from the quantum level to the psychic, but explaining the mechanism of the emergence of systemic properties during the sequential transition between different ontological regions of existence, including physical, chemical, biological, neurophysiological and psychic. As cognitive enhancement research advances, important ethical questions regarding individual autonomy and freedom are raised. Advocates of cognitive enhancement frequently adopt a procedural approach to autonomy, arguing that enhancers improve an individual’s reasoning capabilities, which are quintessential to being an autonomous agent. On the other hand, critics adopt a more nuanced approach by considering matters of authenticity and self-identity, which go beyond the mere assessment of one’s reasoning capacities. Both positions, nevertheless, require further philosophical scrutiny. In this paper, we investigate (...) the ethics of cognitive enhancement through the lenses of political and philosophical arguments about autonomy and freedom. In so doing, we contend that a substantive, relational account of individual autonomy offers a more holistic understanding of the ethical concerns of cognitive enhancement. (shrink)

We give a negative solution to the problem, posed by A. Chagrov and M. Zakharyaschev, of whether every quasi-normal propositional modal logic can be axiomatized by an independent set of axioms, with the inference rules of Substitution and Modus Ponens.

We introduce a general representation of unary hyperintensional modalities and study various hyperintensional modal logics based on the representation. It is shown that the major approaches to hyperintensionality known from the literature, that is state-based, syntactic and structuralist approaches, all correspond to special cases of the general framework. Completeness results pertaining to our hyperintensional modal logics are established.

The article introduces substructural epistemic logics of belief supported by evidence. The logics combine normal modal epistemic logics with distributive substructural logics. Pieces of evidence are represented by points in substructural models and availability of evidence is modelled by a function on the point set. The main technical result is a general completeness theorem. Axiomatisations are provided by means of two-sorted Hilbert-style calculi. It is also shown that the framework presents a natural solution to the problem of logical omniscience.

Every scientific theory is a simulacrum of reality, every written story a simulacrum of the canon, and every conceptualization of a subjective perspective a simulacrum of the consciousness behind it—but is there a shared essence to these simulacra? The pursuit of answering seemingly disparate fundamental questions across different disciplines may ultimately converge into a single solution: a single ontological answer underlying grand unified theory, hard problem of consciousness, and the foundation of mathematics. I provide a hypothesis, a speculative approximation, supported (...) by a comprehensive overview of scientific evidence and philosophical literature, of a unified epistemic and phenomenological model and, in doing so, propose a parsimonious solution to the hard problem of consciousness. -/- The proposition of the hypothesis bears important implications for cross-disciplinary study between linguistics, mathematics, physics, and computer science, and offers new epistemic, ontological, and ethical propositions about the nature of AI consciousness, as well as existential risk mitigation. With the passage of the Physician Payment Sunshine Act as part of the federal health care reform law, pharmaceutical manufacturers are now required to disclose a wide range of payments made by manufacturers to physicians. We review current state regulation of pharmaceutical marketing and consider how the federal sunshine provision will affect existing marketing regulation. We analyze the legal and practical implications of the Physician Payment Sunshine Act.

In 2008 pharmaceutical companies spent over $12 billion on product promotion and detailing aimed at U.S. health care practitioners. Drug and device manufacturers rely on a workforce of detailers and physician speakers to reach health care practitioners and nudge their prescribing habits. To prevent undue influence and protect the public fisc, a number of states began regulating these marketing practices, requiring companies to disclose all gifts to practitioners, prohibiting the commercialized sale of prescription data, and prohibiting certain gifts altogether. The (...) 2010 enactment of the Physician Payment Sunshine Act marks the first Congressional involvement in the regulation of disclosure related to pharmaceutical marketing. Overall, the Act improves transparency in pharmaceutical marketing to physicians and expands the regulation of disclosure of pharmaceutical marketing activities in important substantive ways. Mindwandering is associated with both positive and negative outcomes. Among the latter, negative mood and negative cognitions have been reported. However, the underlying mechanisms linking mindwandering to negative mood and cognition are still unclear. We hypothesized that MW could either directly enhance negative thinking or indirectly heighten the accessibility of negative thoughts. In an undergraduate sample we measured emotional thoughts during the Sustained Attention on Response Task which induces MW, and accessibility of negative cognitions by means of the Scrambled Sentences (...) Task after the task. We also measured depressive symptoms and rumination. Results show that in individuals with elevated levels of depressive symptoms MW during SART predicts higher accessibility of negative thoughts after the task, rather than negative thinking during the task. These findings contribute to our understanding of the underlying mechanisms of MW and provide insight into the relationship between task-involvement and affect. (shrink)

I reconstruct Aristotle’s analytical procedure in Prior Analytics I.45 and its metalogical implications. Aristotle’s analysis unfolds three groups of syllogisms: symmetrically analysable, asymmetrically analysable, and non-analysable syllogisms. From the first and the third group could be extracted 27 combinations of the two mutually non-derivable deductive rules. Aristotle’s reduced deductive system in APr. I.7 with the two moods in the first figure (traditionally called Barbara and Celarent) follows this pattern. I demonstrate that the deductive system with Barbara and Celarent is just (...) one of 27 possible complete deductive systems with the two mutually non-derivable syllogistic rules. On top of that, given the fact that there are two combinations of mutually non-derivable conversion rules, I conclude that Prior Analytics hides in itself 54 complete deductive systems with a minimal number of mutually non-derivable rules. Finally, it is commented what might be the role of analysis; to what extent Aristotle could be aware of possibilities presented here; why he still prefers only one deductive system to many others with the same deductive power. Although a substantial number of papers is published on the topic of consciousness, there is still little consensus on what its nature is and how the physical and phenomenal worlds are connected. Most published research establishes a causal relation between the brain and the mind, but it lacks a cogent theory of how this relation comes to be. In contrast, this paper uses a set of thought experiments grounded in quantum information theory to derive a framework for resolving the hard (...) problem of consciousness. Despite the common tendency to treat the problem purely philosophically, in this paper, consciousness and qualia are analyzed through established formal theory deriving conclusions regarding their relation which provide counter-arguments for the commonly held dualist view. Through the informational monism framework, a case is made for a fundamentally phenomenal nature of information. (shrink)

Prevajalca Anja Božič in Brane Senegačnik sta pripravila posrečen izbor iz sicer obsežne zbirke Petrarcovih pisem domačim oziroma prijateljem (Rerum fa­miliarum libri), ki sta ga razdelila na tri dele: Prijateljem, V spodnji svet, kjer gre za antične avtorje, ter pisma V zgornji svet, namenjena Petrarcovim sodobnikom.

The article refutes the widespread view that Dostoevsky's Christian beliefs were strictly Orthodox. It is proved that Dostoevsky's religious and philosophical searches' central tendency is the criticism of historical, ecclesiastical Christianity as a false, distorted form of the teaching of Jesus Christ and the desire to restore this teaching in its original purity. Modern researchers of the history of early Christianity find more and more arguments in favor of the fact that the actual teaching of Jesus Christ is contained in (...) that religious movement, which the church called the Gnostic heresy. The exact philosophical expression of the teaching of Christ was received in the later works of J.G. Fichte, whose ideas had a strong influence on the Russian writer. Like Fichte, Dostoevsky understands Christ as the first person who showed the possibility of revealing God in himself and gaining divine omnipotence and eternal life directly in earthly reality. In this sense, every person can become like Christ. Dostoevsky's main characters walk the path of Christ and show how difficult this path is. The article shows that Dostoevsky used in his work not only the philosophical version of true Christianity developed by German philosophy, but also the key motives of the Gnostic myth, primarily the idea that our world, filled with evil and suffering, is created not by the supreme, good God-Father, but by the evil Demiurge, the Devil. Early research on the cell cycle revealed correlations between protein accumulation and cell proliferation. In this review, I describe the data showing that abnormality of cell growth and tumor development are dependent upon oncogene‐induced increases in the levels and activity of factors that determine the rate of protein synthesis. It is proposed that the establishment of a vicious circle, namely oncoproteins → increase in translation → oncoproteins, is a major biological mechanism that fuels neoplastic growth. The constitutively high rates of (...) protein synthesis and accumulation of proteins, including those necessary for DNA replication and mitosis, would drive cells to excessive proliferation. O objetivo deste artigo é mostrar como as reconfigurações na estrutura de significação da peça O Pagador de Promessas no cinema e na televisão permitiram diferentes fusões dos indícios temporais e espaciais (cronotopo), novas “zonas de contato” com a realidade cotidiana, novas imagens do indivíduo e do espaço e um novo tipo de acabamento axiológico do herói pelo autor (exotopia).

There has been a growing debate about the ethics of management buy-outs (MBOs). One possible criticism of the MBO is that it serves the interests of incumbent management at the expense of shareholders. In this paper we develop the general arguments concerning the ethical aspects of the MBO to include other forms of buy-out beyond going privates and apply the analysis to MBOs as a mode of privatisation in Central and Eastern Europe (CEE). MBOs are justified in this context postperestroika (...) as a means of incentivising economic activity by giving managers an ownership stake in former state enterprises. The actual mode of privatisation, though, raises issues of social justice and the criticism that MBOs are at the expense of the broader social good. The ethical problem for the CEE is to balance the economic gains of a move to markets with the ethical risks to the agents of these markets. (shrink)

We provide a complete binary implicational axiomatization of the positive fragment of propositional dynamic logic. The intended application of this result are completeness proofs for non-classical extensions of positive PDL. Two examples are discussed in this article, namely, a paraconsistent extension with modal De Morgan negation and a substructural extension with the residuated operators of the non-associative Lambek calculus. Informal interpretations of these two extensions are outlined.

Natural language provides motivation for studying modal backwards-looking operators such as “now”, “then” and “actually” that evaluate their argument formula at some previously considered point instead of the current one. This paper investigates the expressive power over models of both propositional and first-order basic modal language enriched with such operators. Having defined an appropriate notion of bisimulation for first-order modal logic, I show that backwards-looking operators increase its expressive power quite mildly, contrary to beliefs widespread among philosophers of language and (...) formal semanticists. That in turn presents a strong argument for the use of operator-based systems in the semantics of natural language, instead of systems with explicit quantification over worlds and times that have become a de-facto standard for such applications. The popularity of such explicit-quantification systems is shown to be based on the misinterpretation of a claim by Cresswell, which led many philosophers and linguists to assume that introducing “now” and “then” is expressively equivalent to explicitly quantifying over worlds and times. Topoi in Critical Discourse Analysis Topos is one of the most widely-used concepts from classical argumentation theory. It found its way not only in philosophy, sociology, anthropology, and linguistics; it found its way in everyday life and everyday conversation as well.In this article, I will examine the role that topoi play in Critical Discourse Analysis. Starting with definitions from Aristotle and Cicero, contrasting them with new conceptualisations by Perelman and Toulmin, and examining the superficial use of topoi in everyday conversation, (...) I will try to show that Critical Discourse Analysis relies mostly on simplified, unreflected use of topoi as found in everyday use, thus neglecting much more productive, theoretical elaborations of the concept. The author compares the outlook of the early twentieth-century Russian literary and artistic avant-garde with the anticapitalist critique of the early Marx, with special reference to the concepts of defamiliarization and alienation.

The ability to recognize and correct errors in one's explanatory understanding is critically important for learning. However, little is known about the mechanisms that determine when and under what circumstances errors are detected and how they are corrected. The present study investigated thought experiments as a potential tool that can reveal errors and trigger belief revision in the service of error correction. Across two experiments, 1149 participants engaged in reasoning about force and motion (a domain with well‐documented misconceptions) in a (...) pre‐training—training—post‐training design. The two experiments manipulated the type of mental model manipulated in the thought experiments (i.e., whether participants reasoned about forces acting on their own bodies vs. on external objects), as well as the level of relational and argumentative reasoning about the outcomes of the thought experiments. The results showed that: (i) thought experiments can serve as a tool to elicit inconsistencies in one's representations; (ii) the level of relational and argumentative reasoning determines the level of belief revision in the service of error correction; and (iii) the type of mental model manipulated in a thought experiment determines its outcome and its potential to initiate belief revision. Thought experiments can serve as a valuable teaching and learning tool, and they can help us better understand the nature of error detection and correction systems. (shrink)

The present article is primarily concerned with the imagined community of liberal intellectuals, rather than the community that "objectively" existed. This imaginary community constructed notions of the collective identity of their own group as well as that of Russian society. For this purpose, they instrumentalized the notions of "progress," "backwardness," "culturedness" and "benightedness", thereby creating hierarchies in which the "constructors" of collective identities granted themselves the important role of intermediaries between state and society. Special attention is paid to the prominent (...) role Russia 's liberal historians played in this process insofar as historians possessed great power in nineteenthcentury Europe—the power to tell their states and societies about their past, present, and future—and this transformed them into professional producers of identities. Their work combined expert knowledge and ideological clichés in a highly complex manner. The central question posed is to what extent and in what respect the reality constructed by Russian intellectuals coincided with the actions of intellectuals in other European regions or, on the contrary, to what extent their discursive activities had a specifically local character. This article addresses the role of auditory-related verbs in the work of Jean-Luc Nancy and Pierre Schaeffer in order to shed light on a broader tendency in French thought. Through a comparative reading of the ways in which Nancy, in Listening, and Schaeffer, in Treatise on Musical Objects, mobilize verbs such as écouter and entendre, I connect the issue of language to debates about descriptive and prescriptive approaches towards listening. Drawing on the Dictionary of Untranslatables, I argue that Nancy's and (...) Schaeffer's engagements with listening can be mapped onto historical modes of framing politics and ethics, which are also characterized by descriptive and prescriptive approaches. By showing how theories of listening connect to political and ethical debates, this study discusses the ideological instrumentalization of listening as opposed to more descriptive and exploratory forms of engagement in the auditory and the faculty of the ear. Interest in the topic of wisdom-focused education has so far not resulted in empirically validated programs for teaching wisdom. To start filling this void, we explore the emerging empirical evidence concerning the fundamental elements required for understanding how one can foster wisdom, with a particular focus on wise reasoning. We define wise reasoning through a combination of intellectual humility, recognition of world in flux/change, open-mindedness to diverse viewpoints, and search for compromise/integration of diverse perspectives. In this article, we review evidence (...) concerning how wise reasoning can be facilitated through experiences, teaching materials, environments and cognitive strategies. We also focus on educators, reviewing emerging evidence on how the process of explaining and guiding others impacts one’s wisdom. We conclude by discussing the development of wisdom-focused education, proposing that greater attention to the situational demands and the variability in wisdom-related characteristics across social contexts should play a critical role in its development. Here is examined the work done in many laboratories on the proposition that the mechanisms underlying consciousness in living organisms can be studied using computational theories. This follows an agreement at a 2001 multi‐disciplinary meeting of philosophers, neuroscientists and computer scientists that such a research programme was feasible and worthwhile. Here this effort is reviewed both as a historical statement and for the positions held at the time of going to print of this volume. The approaches cover diverse techniques ranging (...) from the machine modeling of neural structures in the brain to abstract models based on the type of logic found in computer programming.
