In the early 1970s, the major industrial states were preparing to shift to nuclear fission as their principal source of electrical power. But that change has not occurred. In part, this is due to a growing public recognition that techniques and institutions for management of spent nuclear fuel, separated plutonium, and long-lived radioactive wastes are not yet fully developed. The consequent pressures for resolution have spurred a series of often ill-defined and sometimes contradictory attempts to promote international cooperation and control (...) of hazardous activities. How are these varied suggestions to be compared and evaluated? By what criteria can plans be selected that are likely to be both effective and negotiable? In this study, Gene I. Rochlin, physicist and social scientist, explores the technical, political, and institutional aspects of international nuclear export and fuel cycle policies. He categorizes existing proposals and suggests way to develop new ones that better promote both national and international goals. Dr. Rochlin argues neither for nor against the use of nuclear power or plutonium fuels. Instead, he addresses the question of how international arrangements could be reached that might jointly satisfy the objective of the several key nations, yet not be too difficult to negotiate. He concludes that a major fault has been the tendency to improvise arrangements for specific technical or industrial operations. As a result, overall social and political goals have become the bargaining points for compromise. Yet attempts to simultaneously resolve all problems are unlikely to prove fruitful. Dr. Rochlin suggests instead the formation of institutions organized around more limited social, political, and technical objectives, even at the expense of excluding some nations or omitting some aspects of the nuclear fuel cycle. Only by so doing, he argues, can immediate agreements be reached that preserve the potential for more comprehensive future arrangements without sacrificing industrial, environmental, or nonproliferation goals. The present paper probes the relation between the metaphysics of human freedom and the Rothbardian branch of Austrian economics. It transpires that Rothbard and his followers embrace metaphysical libertarianism, which holds that free will is incompatible with determinism and that the thesis of determinism is false as pertaining to human action. However, as we demonstrate, their economics with its reliance on value scales requires for its tenability compatibilist freedom. Moreover, we attempt to show that the notion of value scales (or (...) preferences) postulated by them implies that value scales are determinative of choices people make. We contend that it is for this reason that the said Austrians should jettison their metaphysical libertarianism. (shrink)

A paper on how to adapt your probabilisitc beliefs when learning a conditional.

Combining relevant and classical modal logic is an approach to overcoming the logical omniscience problem and related issues that goes back at least to Levesque’s well known work in the 1980s. The present authors have recently introduced a variant of Levesque’s framework where explicit beliefs concerning conditional propositions can be formalized. However, our framework did not offer a formalization of implicit belief in addition to explicit belief. In this paper we provide such a formalization. The article analyzes the effectiveness of quantum theories of mental experience in relation to two ontological problems - the problem of the existence of consciousness in the material world and the problem of the interaction of consciousness and body. A critical analysis of the quantum theories of consciousness by Penrose-Hameroff, M. Tegmark, G. Stapp, M. Fischer and M.B. Mensky shows that they fail to fully explain how complex physical systems generate mental experience without violating the principle of causal closure of (...) the physical world and the principle of epistemological completeness of physics. Quantum mechanics provides specific processes that are the physical basis of the psyche, but do not explain the phenomenal aspect of subjective reality. Nevertheless, the Heisenberg uncertainty principle gives an understanding of how the interaction of consciousness and body within the scientific picture of the world can be carried out without violating the law of energy conservation. It is shown that the quantum theories of consciousness currently being developed have a predominantly panprotopsychic character, which faces a problem due to the fact that the protomental property of physical systems must be expressed quantitatively and correspond to the value included in the physical equations. As a result, it is concluded that in order to develop quantum theories of consciousness more effectively, it is necessary to give an emergent character, not jumping from the quantum level to the psychic, but explaining the mechanism of the emergence of systemic properties during the sequential transition between different ontological regions of existence, including physical, chemical, biological, neurophysiological and psychic. As cognitive enhancement research advances, important ethical questions regarding individual autonomy and freedom are raised. Advocates of cognitive enhancement frequently adopt a procedural approach to autonomy, arguing that enhancers improve an individual’s reasoning capabilities, which are quintessential to being an autonomous agent. On the other hand, critics adopt a more nuanced approach by considering matters of authenticity and self-identity, which go beyond the mere assessment of one’s reasoning capacities. Both positions, nevertheless, require further philosophical scrutiny. In this paper, we investigate (...) the ethics of cognitive enhancement through the lenses of political and philosophical arguments about autonomy and freedom. In so doing, we contend that a substantive, relational account of individual autonomy offers a more holistic understanding of the ethical concerns of cognitive enhancement. (shrink)

Could you tell us how exactly you became familiar with these ideas, or, in other words, how you discovered Eurasianism?

We give a negative solution to the problem, posed by A. Chagrov and M. Zakharyaschev, of whether every quasi-normal propositional modal logic can be axiomatized by an independent set of axioms, with the inference rules of Substitution and Modus Ponens.

In this short paper, we investigate the problems with the employment of the notion of freedom and voluntariness in libertarianism. We pretend to demonstrate that these two, as conceived of by libertarians, figure in as the main issue when it comes to justifying its major institutions, say: bequeathing, gifts, transactions (or what they label as “voluntary transfer”). The difficulty here boils down to the fact that a purely rights-based idea of freedom and voluntariness, the pretentions of Nozick notwithstanding, cannot do (...) alone, since it is the consideration whether we do something (e.g. bequeath, donate etc.) voluntarily (or freely) (in a non-moralized sense) that could account for the rights redistribution. Therefore, it seems that – at least sometimes – the notion of voluntariness (or freedom) is prior to the notion of rights. (shrink)

We introduce a general representation of unary hyperintensional modalities and study various hyperintensional modal logics based on the representation. It is shown that the major approaches to hyperintensionality known from the literature, that is state-based, syntactic and structuralist approaches, all correspond to special cases of the general framework. Completeness results pertaining to our hyperintensional modal logics are established.

Natural language provides motivation for studying modal backwards-looking operators such as “now”, “then” and “actually” that evaluate their argument formula at some previously considered point instead of the current one. This paper investigates the expressive power over models of both propositional and first-order basic modal language enriched with such operators. Having defined an appropriate notion of bisimulation for first-order modal logic, I show that backwards-looking operators increase its expressive power quite mildly, contrary to beliefs widespread among philosophers of language and (...) formal semanticists. That in turn presents a strong argument for the use of operator-based systems in the semantics of natural language, instead of systems with explicit quantification over worlds and times that have become a de-facto standard for such applications. The popularity of such explicit-quantification systems is shown to be based on the misinterpretation of a claim by Cresswell, which led many philosophers and linguists to assume that introducing “now” and “then” is expressively equivalent to explicitly quantifying over worlds and times. The article introduces substructural epistemic logics of belief supported by evidence. The logics combine normal modal epistemic logics with distributive substructural logics. Pieces of evidence are represented by points in substructural models and availability of evidence is modelled by a function on the point set. The main technical result is a general completeness theorem. Axiomatisations are provided by means of two-sorted Hilbert-style calculi. It is also shown that the framework presents a natural solution to the problem of logical omniscience.

Every scientific theory is a simulacrum of reality, every written story a simulacrum of the canon, and every conceptualization of a subjective perspective a simulacrum of the consciousness behind it—but is there a shared essence to these simulacra? The pursuit of answering seemingly disparate fundamental questions across different disciplines may ultimately converge into a single solution: a single ontological answer underlying grand unified theory, hard problem of consciousness, and the foundation of mathematics. I provide a hypothesis, a speculative approximation, supported (...) by a comprehensive overview of scientific evidence and philosophical literature, of a unified epistemic and phenomenological model and, in doing so, propose a parsimonious solution to the hard problem of consciousness. -/- The proposition of the hypothesis bears important implications for cross-disciplinary study between linguistics, mathematics, physics, and computer science, and offers new epistemic, ontological, and ethical propositions about the nature of AI consciousness, as well as existential risk mitigation. With the passage of the Physician Payment Sunshine Act as part of the federal health care reform law, pharmaceutical manufacturers are now required to disclose a wide range of payments made by manufacturers to physicians. We review current state regulation of pharmaceutical marketing and consider how the federal sunshine provision will affect existing marketing regulation. We analyze the legal and practical implications of the Physician Payment Sunshine Act.

In 2008 pharmaceutical companies spent over $12 billion on product promotion and detailing aimed at U.S. health care practitioners. Drug and device manufacturers rely on a workforce of detailers and physician speakers to reach health care practitioners and nudge their prescribing habits. To prevent undue influence and protect the public fisc, a number of states began regulating these marketing practices, requiring companies to disclose all gifts to practitioners, prohibiting the commercialized sale of prescription data, and prohibiting certain gifts altogether. The (...) 2010 enactment of the Physician Payment Sunshine Act marks the first Congressional involvement in the regulation of disclosure related to pharmaceutical marketing. Overall, the Act improves transparency in pharmaceutical marketing to physicians and expands the regulation of disclosure of pharmaceutical marketing activities in important substantive ways. The pivotal point in the Austrian literature on homogeneity, choice and indifference was constituted by Nozick’s On Austrian Methodology. Nozick provoked a long debate on the above notions within Austrianism. The aim of this paper is to elaborate such an account of homogeneity that would take the sting out of Nozick’s challenge and allow for non-trivial formulation of the law of diminishing marginal utility. Hence, we shall first take a closer look at the debate on indifference within the Austrian camp, (...) while defending and building upon the Hoppean account vis-à-vis Block’s criticism. Our justification of the Hoppean position shall consist in showing that his account of the correct description of an action is not an ad hoc move aimed at solving just one problem of indifference but is highly intuitive and widely applicable. We conclude by restating the above-mentioned law, thus demonstrating that the Nozickian objection can be successfully replied. (shrink)

Evolution and literature bring us into thinking about literature as an evolutionary adaptation and perception of literature as something that is strongly anchored in the distant history of mankind and even in its evolutionary prehistory.

Mindwandering is associated with both positive and negative outcomes. Among the latter, negative mood and negative cognitions have been reported. However, the underlying mechanisms linking mindwandering to negative mood and cognition are still unclear. We hypothesized that MW could either directly enhance negative thinking or indirectly heighten the accessibility of negative thoughts. In an undergraduate sample we measured emotional thoughts during the Sustained Attention on Response Task which induces MW, and accessibility of negative cognitions by means of the Scrambled Sentences (...) Task after the task. We also measured depressive symptoms and rumination. Results show that in individuals with elevated levels of depressive symptoms MW during SART predicts higher accessibility of negative thoughts after the task, rather than negative thinking during the task. These findings contribute to our understanding of the underlying mechanisms of MW and provide insight into the relationship between task-involvement and affect. (shrink)

Commentaries on the Guide of the Perplexed occupy a central but neglected place in the history of Jewish thought. In the first study on the subject, Igor De Souza examines this dynamic tradition in its most creative period. Rather than mere interpretation, De Souza reads commentaries as texts in their own right. At the same time, he illustrates how texts are reimagined through commentary, and repurposed for new generations of readers.

Although a substantial number of papers is published on the topic of consciousness, there is still little consensus on what its nature is and how the physical and phenomenal worlds are connected. Most published research establishes a causal relation between the brain and the mind, but it lacks a cogent theory of how this relation comes to be. In contrast, this paper uses a set of thought experiments grounded in quantum information theory to derive a framework for resolving the hard (...) problem of consciousness. Despite the common tendency to treat the problem purely philosophically, in this paper, consciousness and qualia are analyzed through established formal theory deriving conclusions regarding their relation which provide counter-arguments for the commonly held dualist view. Through the informational monism framework, a case is made for a fundamentally phenomenal nature of information. (shrink)

This paper argues—contra some Austro-libertarians—that whether a given exchange is welfare-enhancing or welfare-diminishing does not depend on whether that exchange is just or unjust, respectively. Rather, we suggest that in light of our two thought experiments, Austro-libertarianism has at least a pro tanto reason to conceive of justice and welfare as two logically distinct ideals. This would in turn, most interestingly, predict the possibility of (a) just but welfare-diminishing exchanges and (b) unjust but welfare-enhancing ones. Upon considering possible rejoinders to (...) our points, we suggest that Austro-libertarians abandon a justice-based notion of welfare. (shrink)

Pri Slovenski matici je izšla imenitna knjiga izbranih pisem italijan­skega pesnika Francesca Petrarce, ki je po svoji vsebini, številnih aluzijah ter idejnih odvodih v okviru antičnega izročila za ljubitelje književnosti in humanizma prava poslastica. Prevajalca Anja Božič in Brane Senegačnik sta pripravila posrečen izbor iz sicer obsežne zbirke Petrarcovih pisem domačim oziroma prijateljem (Rerum fa­miliarum libri), ki sta ga razdelila na tri dele: Prijateljem, V spodnji svet, kjer gre za antične avtorje, ter pisma V zgornji svet, namenjena Petrarcovim sodobnikom.

The article refutes the widespread view that Dostoevsky's Christian beliefs were strictly Orthodox. It is proved that Dostoevsky's religious and philosophical searches' central tendency is the criticism of historical, ecclesiastical Christianity as a false, distorted form of the teaching of Jesus Christ and the desire to restore this teaching in its original purity. Modern researchers of the history of early Christianity find more and more arguments in favor of the fact that the actual teaching of Jesus Christ is contained in (...) that religious movement, which the church called the Gnostic heresy. The exact philosophical expression of the teaching of Christ was received in the later works of J.G. Fichte, whose ideas had a strong influence on the Russian writer. Like Fichte, Dostoevsky understands Christ as the first person who showed the possibility of revealing God in himself and gaining divine omnipotence and eternal life directly in earthly reality. In this sense, every person can become like Christ. Dostoevsky's main characters walk the path of Christ and show how difficult this path is. The article shows that Dostoevsky used in his work not only the philosophical version of true Christianity developed by German philosophy, but also the key motives of the Gnostic myth, primarily the idea that our world, filled with evil and suffering, is created not by the supreme, good God-Father, but by the evil Demiurge, the Devil. We provide a complete binary implicational axiomatization of the positive fragment of propositional dynamic logic. The intended application of this result are completeness proofs for non-classical extensions of positive PDL. Two examples are discussed in this article, namely, a paraconsistent extension with modal De Morgan negation and a substructural extension with the residuated operators of the non-associative Lambek calculus. Informal interpretations of these two extensions are outlined.

Early research on the cell cycle revealed correlations between protein accumulation and cell proliferation. In this review, I describe the data showing that abnormality of cell growth and tumor development are dependent upon oncogene‐induced increases in the levels and activity of factors that determine the rate of protein synthesis. It is proposed that the establishment of a vicious circle, namely oncoproteins → increase in translation → oncoproteins, is a major biological mechanism that fuels neoplastic growth. The constitutively high rates of (...) protein synthesis and accumulation of proteins, including those necessary for DNA replication and mitosis, would drive cells to excessive proliferation. O objetivo deste artigo é mostrar como as reconfigurações na estrutura de significação da peça O Pagador de Promessas no cinema e na televisão permitiram diferentes fusões dos indícios temporais e espaciais (cronotopo), novas “zonas de contato” com a realidade cotidiana, novas imagens do indivíduo e do espaço e um novo tipo de acabamento axiológico do herói pelo autor (exotopia).

There has been a growing debate about the ethics of management buy-outs (MBOs). One possible criticism of the MBO is that it serves the interests of incumbent management at the expense of shareholders. In this paper we develop the general arguments concerning the ethical aspects of the MBO to include other forms of buy-out beyond going privates and apply the analysis to MBOs as a mode of privatisation in Central and Eastern Europe (CEE). MBOs are justified in this context postperestroika (...) as a means of incentivising economic activity by giving managers an ownership stake in former state enterprises. The actual mode of privatisation, though, raises issues of social justice and the criticism that MBOs are at the expense of the broader social good. The ethical problem for the CEE is to balance the economic gains of a move to markets with the ethical risks to the agents of these markets. (shrink)
