The Analysis of Matter is perhaps best known for marking Russell's rejection of phenomenalism and his development of a variety of Lockean representationalism–-Russell's causal theory of perception. This occupies Part 2 of the work. Part 1, which is certainly less well known, contains many observations on twentieth-century physics. Unfortunately, Russell's discussion of relativity and the foundations of physical geometry is carried out in apparent ignorance of Reichenbach's and Carnap's investigations in the same period. The issue of conventionalism in its then (...) contemporary form is simply not discussed. The only writers of the period who appear to have had any influence on Russell's conception of the philosophical issues raised by relativity were Whitehead and Eddington. Even the work of A. A. Robb fails to receive any extended discussion;1 although Robb's causal theory is certainly relevant to many of Russell's concerns, especially those voiced in Part 3, regarding the construction of points and the topology of space-time. In the case of quantum mechanics, the idiosyncrasy of Russell's selection of topics is more understandable, since the Heisenberg and Schrödinger theories were only just discovered. Nevertheless, it seems bizarre to a contemporary reader that Russell should have given such emphasis2 to G. N. Lewis's suggestion that an atom emits light only when there is another atom to receive it–-a suggestion reminiscent of Leibniz, and one to which Russell frequently returns. In short, the philosophical problems of modern physics with which Russell deals seem remote from the perspective of post-positivist philosophy of physics. (shrink)

A four dimensional approach to Newtonian physics is used to distinguish between a number of different structures for Newtonian space-time and a number of different formulations of Newtonian gravitational theory. This in turn makes possible an in-depth study of the meaning and status of Newton's Law of Inertia and a detailed comparison of the Newtonian and Einsteinian versions of the Law of Inertia and the Newtonian and Einsteinian treatments of gravitational forces. Various claims about the status of Newton's Law of (...) Inertia are critically examined including these: the Law of Inertia is not an empirical law but a definition; it is not a law simpliciter but a family of schemata; it is a convention and gravitational forces exist only by convention; it is (or is not) redundant; the concepts it embodies can be dispensed with in favor of operationally defined entities; it is unique for a given theory. More generally, the paper demonstrates the importance of space-time structure for the philosophy of space and time and provides support for a realist interpretation of space-time theories. (shrink)

Information searches are designed to discover unknown knowns, whose value is calculable ex ante, such that this value justifies the cost of the search. In this model of human information acquisition, there is no primal or ?radical? ignorance that might prevent people from knowing which information to look for, (...) lacking omniscience. Unlike ignorance that is rationally chosen on the basis of an accurate cost/benefit calculation, radical ignorance can explain human error. The study of Borel equivalence relations under Borel reducibility has developed into an important area of descriptive set theory. The dichotomies of Silver [20] and Harrington, Kechris and Louveau [6] show that with respect to Borel reducibility, any Borel equivalence relation strictly above equality on ω is above equality on , the power set of ω, and any Borel equivalence relation strictly above equality on the reals is above equality modulo finite on . In this article we examine the effective (...) content of these and related results by studying effectively Borel equivalence relations under effectively Borel reducibility. The resulting structure is complex, even for equivalence relations with finitely many equivalence classes. However use of Kleene’s O as a parameter is sufficient to restore the picture from the noneffective setting. A key lemma is that of the existence of two effectively Borel sets of reals, neither of which contains the range of the other under any effectively Borel function; the proof of this result applies Barwise compactness to a deep theorem of Harrington establishing for any recursive ordinal α the existence of singletons whose α-jumps are Turing incomparable. Relative to a hyperstrong cardinal, it is consistent that measure one covering fails relative to HOD. In fact it is consistent that there is a superstrong cardinal and for every regular cardinal κ, κ + is greater than κ + of HOD. The proof uses a very general lemma showing that homogeneity is preserved through certain reverse Easton iterations.

By forcing over a model of with a class-sized partial order preserving this theory we produce a model in which there is a locally defined well-order of the universe; that is, one whose restriction to all levels H is a well-order of H definable over the structure H, by a parameter-free formula. Further, this forcing construction preserves all supercompact cardinals as well as all instances of regular local supercompactness. It is also possible to define variants of this construction which, in (...) addition to forcing a locally defined well-order of the universe, preserve many of the n-huge cardinals from the ground model. To be successful, policy must anticipate a broad range of constituents. Yet, all too often, technology policy is written with primarily mainstream populations in mind. In this article, drawing on Value Sensitive Design and discount evaluation methods, we introduce a new method—Diverse Voices—for strengthening pre-publication technology policy documents from the perspective of underrepresented groups. Cost effective and high impact, the Diverse Voices method intervenes by soliciting input from “experiential” expert panels. We first describe the method. Then we report on two (...) case studies demonstrating its use: one with a white paper on augmented reality technology with expert panels on people with disabilities, people who were formerly or currently incarcerated, and women; and the other with a strategy document on automated driving vehicle technologies with expert panels on youth, non-car drivers, and extremely low-income people. In both case studies, panels identified significant shortcomings in the pre-publication documents which, if addressed, would mitigate some of the disparate impact of the proposed policy recommendations on these particular stakeholder groups. Our discussion includes reflection on the method, evidence for its success, its limitations, and future directions. (shrink)

ABSTRACTHow can political actors identify which putative expert is truly expert, given that any putative expert may be wrong about a given policy question; given that experts may therefore disagree with one another; and given that other members of the polity, being non-expert, can neither reliably adjudicate inter-expert disagreement nor detect when a consensus of experts is misguided? This would not be an important question if the problems dealt with by politics were usually simple ones, in the sense that the (...) answer to them is self-evident. But to the extent that political problems are complex, expertise is required to answer them—although if such expertise exists, we are unlikely to know who has it. This conundrum is illustrated by the financial crisis. The consensus views of financial regulators prior to the crisis appear to have been mistaken, in that the regulators not only failed to anticipate a crisis of the type that occurred, but adopted regulations that may have encouraged the concentration of mortgage risk in financial institutions. Similarly, once the crisis broke, academic financial experts, financial regulators, and journalists—who communicate information from one branch of the division of epistemic labor to another—converged on a narrative of the crisis that, once again, may plausibly be described as inaccurate, but that nonetheless has come to shape the understanding of the crisis shared by the rest of the polity. We develop a new method for coding sets while preserving GCH in the presence of large cardinals, particularly supercompact cardinals. We will use the number of normal measures carried by a measurable cardinal as an oracle, and therefore, in order to code a subset A of κ, we require that our model contain κ many measurable cardinals above κ. Although in most situations approaching desired end-states entails decreasing distance between oneself and an object, and avoiding undesired end-states increases such distance, in some cases distancing can also be a means to approach a given goal. We highlight examples involving responses to obstacles to achievement and self-control dilemmas, showing that motivational direction is not equivalent to the motivational strategy involved when people pursue their goals.

As understanding of the human microbiome improves, novel therapeutic targets to improve human health with microbial therapeutics will continue to expand. We outline key considerations of balancing risks and benefits, optimising access, returning key results to research participants, and potential conflicts of interest.

The main result in this paper is a method for obtaining derivation trees from sentences of certain formal grammars. No parsing algorithm was previously known to exist for these grammars.Applied to Montague's PTQ the method produces all parses that could correspond to different meanings. The technique directly addresses scope and reference and provides a framework for examining these phenomena. The solution for PTQ is implemented in an efficient and useful computer program.

Here we show that the entire universe V is class-generic over, and indeed over the even smaller inner model $\mathbb{S}=$, where S is the Stability predicate. We refer to the inner model $\mathbb{S}$ as the Stable Core of V. The predicate S has a simple definition which is more absolute than any definition of HOD; in particular, it is possible (...) to add reals which are not set-generic but preserve the Stable Core. This article presents a critical edition from the six surviving witnesses of Landulph Caracciolo’s , Scriptum in I Sententiarum, d. 23, a text that has never appeared in print before. A short introduction begins to set Landulph’s treatment of intentions and intentionality in this text into its historical, philosophical, and theological context, in particular linking it to the positions of John Duns Scotus and Peter Auriol.

Since then we have been engaged in the development of such results of greater relevance to mathematical practice. In January, 1997 we presented some new results of this kind involving what we call “jump free” classes of finite functions. This Jump Free Theorem is treated in section 2.

On the three most widely discussed contemporary justifications of induction, the inductive justification, the pragmatic justification, and the analytic justification (or dissolution of the problem), none has received widespread acceptance. There are specific problems with each of these approaches and a general problem that affects all three. The purpose of this paper is to provide a fourth justification of induction which is less problematic than or at least problematic in different ways from-the three traditional justifications.

Although Montague claims that the system of The proper treatment of quantification in ordinary English includes some conjunction and disjunction, the rules for other grammatical constructions do not take conjunction or disjunction into account, and in general fail either syntactically or semantically when one of their arguments is so formed. Using an unlabeled bracketing of syntactic structure and recursive definitions, we have been able to rewrite the rules so that correct results are obtained.These results should provide a firmer basis for (...) extension of PTQ. ABSTRACT The two-hundredth anniversary of the publication of Hegel’s Philosophy of Right allows us to provide an array of exciting interpretations of his work. In one interpretation, exemplified by the reactions of Johann Friedrich Herbart (discussed here by Frederick Beiser) and of Karl Marx (discussed here by Jacob Roundtree), Hegel’s holism is a product of a romantic or mystical metaphysics that prioritizes the invisible reality of the Idea over visible realities. In another interpretation (advanced here by Roundtree himself and by (...) Darren Nah, Alan Patten, and Paul Rosenberg), Hegel’s holism is instrumental to preserving individual freedoms or interests by embedding them in a larger cultural or institutional context. A third interpretation, not necessarily incompatible with the second (and exemplified here by contributions from Frederick Neuhouser, Angelica Nuzzo, and Terry Pinkard), treats the Hegelian whole as rational intrinsically, not merely because it is instrumental to other ends.
