Drawing a link between energy policy and sustainable development, this paper explores the normative dimensions of policy analysis that inform energy sector decision-making, and how these norms fall short of incorporating adequate considerations of sustainability. The discussion focuses on the obligations that our present generation has to conserve for future generations, the decision of which discount rate to use, and the importance of citizen-oriented preferences in economic valuation. This analysis concludes with the claim that if sustainability insights are (...) applied to conventional methods of approaching these issues, we may be better prepared to address issues that are unconventional and complex, such as those involving the production and use of energy resources. Energy efficiency and energy security are emerging concerns in climate change policy. But. there is little acknowledgment of energy justice issues. Marginalised and vulnerable communities may be disproportionately exposed to both climate change impacts (e.g. heat, flooding) and costs associated with energy transitions related to climate change mitigation and adaptation (e.g. particulate exposure from biofuel combustion). Climate change is producing energy-related impacts such as increased cooling costs. In some cases it threatens energy security. Higher (...) electricity costs associated with ‘climate proofing’ energy network infrastructure may exacerbate ‘fuel poverty’ - itself a form of injustice. In this paper we critically review the literature about multiple interrelations between energy policy, justice and climate change. We identify key issues, illuminate knowledge gaps, and synthesise findings to develop a conceptual model. We chart a research agenda and highlight policy implications. (shrink)

In 1981, the Atlantic Council's Energy Policy Committee, in collaboration with the Japanese Committee for Energy Policy Promotion and the Japanese Institute of Energy Economics, published a joint policy paper entitled 'U.S.-Japan Energy Relationships in the 1980s.'.

Relatively few thinkers have attempted to develop a systematic ‘ethics of expertise’ (EOE) that can guide scientists and other technical experts in providing information to the public. This paper argues that the prima facie duty to disseminate information in a manner that does not damage the self-determination of decision makers could fruitfully serve as one of the core principles of an EOE. Moreover, this duty can be fleshed out in promising ways by drawing on the concept of informed consent, which (...) guides medical clinicians in preserving the self-determination of their patients. The paper applies the resulting ethical framework to recent policy discussions about hydrogen fuel-cell (HFC) vehicles, both because they have received a good deal of research funding and because their merits have been hotly debated. It concludes that technical experts providing information about HFC vehicles should be especially cognizant of three issues: (1) important alternatives to hydrogen technology that need to be addressed, (2) major false beliefs that should be prevented or corrected, and (3) significant framing effects that could influence the recipients of information. It examines the uncertainties of a political, strategic, economic, and technological nature that are involved in energy supply, as well as the unavoidable certainty of finite resources.

Arguing that a crisis is upon us, the Bush Administration has proposed an energy strategy remarkable in its scope and audacity. While much criticism has been directed towards the plan’s ecological impacts, it also guarantees the continuing collapse of communities tha stand in the way of the full realization of the current energy economy. This situation is best understood reference to evolving notions of environmental justice. The government of Ontario has adopted wind energy development as an alternative energy source. It enacted the Green Energy and Economy Act, May 2009, with the intention to fast track the approval process regarding industrial wind turbines. The Act legislated a centralized decision making process while removing local jurisdictional authority. After the Fukushima Daiichi nuclear disaster, the Japanese government tried to democratize energy policy-making by introducing public participation. Over the course of its implementation, however, public participation came to be subordinated to expert committees as the primary mechanism of policy rationalization. The expert committees not only neutralized the results of public participation but also discounted the necessity of public participation itself. This trajectory of public participation, from its historic introduction to eventual collapse, can be fully explained only in reference (...) to complex interactions between the macroinstitutions and microsituations of Japanese policy-making at the time of the nuclear disaster: the macroinstitutional reassembling of the developmental state to reallocate more power from the bureaucracy to the cabinet office and the civil society vis-à-vis the microsituational, shifting power dynamics involving political parties, citizens and NGOs, businesses and labor unions, and other relevant actors. This case study thus helps advance the growing science and technology studies research on how the macro and microparameters of policy-making, ranging from the durable institutions of nation-states to situationally specific political struggles, combine to shape the designs, implementations, and policy influences of public participation at particular places and times as well as in particular policy domains. In 2004, a government-backed Japanese consortium signed an agreement with the government of Iran to develop the major Azadegan oil field. Not only has the project been given the go-ahead despite numerous political obstacles and poor prospects attributed it, but the agreement also appears to be in conflict with Japan's energy policy, materializing from the mid 1980s to date. Consequently it is important to evaluate Azadegan in terms of Japan's evolving oil policy. Three alternative arguments are proposed to evaluate (...) the quality of policy change: Japanspecial relationship’, bureaucratic factors in the energy policy-making process, and the rise of China. The conclusion emerging from this article is that the rise of China and the growing competition between Tokyo and Beijing in the Middle East and elsewhere are the primary factors in Japan's decision to conclude the Azadegan oil deal. The Azadegan case study therefore sets a new precedent for Japanese energy policy which emphasizes the political and strategic rather than economic factors leading this policy formulation. (shrink)

Upholding sustainability in the use of energies for the increasing global industrial activity has been one of the priority agendas of the global leaders of the West and East. The projection of different GHGs has thus been the important policy agenda of the economies to justify the positions of their own as well as of others. Methane is one of the important components of GHGs, and its main sources of generation are the agriculture and livestock activities. Global diplomacy regarding the (...) curtailment of the GHGs has set the target of reducing the levels of GHGs time to time, but the ground reality regarding the reduction is far away from the targets. Sometimes, the targets are fixed without the application of scientific methods. The aim of the present study is to examine sustainability of energy systems through the forecasting of the methane emission and agricultural output of the world’s different income groups up to 2030 using the data for the period 1981–2012. The work is novel in two senses: the existing studies did not use both the Box–Jenkins and artificial neural network methods, and the present study covers all the major economic groups in the world which is unlike to any existing studies. Two methods are used for forecasting of the two. One is the Box–Jenkins method, where linear nature of the two variables is considered and the other is artificial neural network methods where nonlinear nature of the variables is also considered. The results show that, except the OECD group, all the remaining groups display increasing trends of methane emission, but unquestionably, all the groups display increasing trends of agricultural output, where middle- and upper middle-income groups hold the upper berths. The forecasted emission is justified to be sustainable in major groups under both methods of estimations since overall growth of agricultural output is greater than that of methane emission. Infrastructure management has traditionally been based on a logic of predict and provide in which rising demand was met with an increase in infrastructure capacity. However, recent changes in political, economic, and environmental priorities mean that projects such as new roads, which simply expand supply, have become more controversial, and that reducing demand is now a key challenge. This article is about the different ways in which infrastructure managers have tried to achieve reductions in demand, as well as the range (...) of plans that blend various proportions of technological and institutional innovation. For the sociology of science, the controversies over these urban environment plans are interesting not just because they are scientific controversies but because they are controversies over the relationships between science, expertise, technology, and society. As a result, the authors argue that sociologists of science have a contribution to make as experts in their own right. This article argues that the sociology of scientific knowledge needs to move beyond symmetry and neutrality and outlines some of the ways in which SSK can make a difference by repositioning itself at the center of contemporary policy debates. How voters view the importance of societal issues with significant science and engineering content will drive how policy-makers weigh scientific and technical information. In many cases, as issues become more embroiled in partisan politics, the use of scientific and technical information declines. The use of science and technical information and its weight in environmental and energy policy has differed because of differences in how voters perceive risk in (...) these issue areas. New energy vehicle policies have greatly promoted the growth of the NEV industry in China, while also attracting a lot of investor attention. Using Chinese NEV concept stocks and related industrial policies, including purchase tax incentives and promotion and application policies, issued from 2011 to 2020 as the research setting, this paper adopts a panel data model to examine the impact of policy announcement on the volatility of NEV concept stocks, as well as the mediating role of investor attention (...) in transmitting the impact. We find that NEV P&A policies have a significant and positive impact on NEV concept stock volatility, while PTI policies do not have a significant impact. Moreover, investor attention plays a partial mediating role in transmitting the impact of P&A policies on NEV stock market by increasing the stock volatility risk. Furthermore, there is heterogeneous effect of equity ownership in the relationship between policy announcement and investor attention on the volatility of NEV concept stocks; non-state-owned firms are more sensitive to the NEV P&A policies than state-owned firms. By analyzing the relationship between policy announcement and concept stock volatility, this paper enriches the research on NEV concept stocks and provides policy implications for the NEV industry. This paper provides a detailed account of the prehistory of the KEK National Laboratory for High Energy Physics at Tsukuba in Japan. Attempts to establish Japan's first truly national laboratory marked the beginning of ‘big science’ in Japan. An examination of the debate and decision-making processes, which spanned over a decade, provide insight into the political aspects of policy making in the post-war period. By interpreting political possibilities with Christian commitments to justice, the book makes a distinctively practical contribution to the literature on Christianity and climate; it lifts an important theological voice in the growing subfield of climate ethics.The book begins by elaborating the general notion of ecological justice into workable criteria. Martin-Schramm describes four basic norms of ecojustice (sustainability, sufficiency, participation, and solidarity), from which he develops twelve energy policy guidelines (e.g., equity, adequacy). He then specifies those guidelines into fourteen criteria by which to assess the justice of climate action (e.g., historical responsibility, emissions verifiability).Subsequent chapters use those criteria to evaluate policy options. A chief difficulty in applying them lies in the tension between intergenerational and intragenerational claims. Global climate negotiations founder on disagreements about these undeveloped, plural dimensions of justice. Martin-Schramm therefore deploys criteria with a balancing objective: to develop obligations to the future while recognizing claims of the present poor and vulnerable, and while keeping the result within the bounds of North American political viability.For example, Martin-Schramm recognizes that the criterion of historical responsibility indicates that the United States should bear about one-third of the costs of climate transition. But he finds that the resulting figure ($331 billion) so outstrips realistic acceptance that he rejects financial transfer in favor of a “national obligation wedge” in which the nation compensates by pledging to reduce future emissions. Since those emission reductions are unlikely apart from a price on carbon, Martin-Schramm argues that justice mandates a fossil fuel tax. With an eye to political viability, he proposes beginning with a modest $5/ton (for comparison, the Stern Report estimates the social costs of carbon at $85/ton).Controversy in the details matters to the whole project because the point of Martin-Schramm’s approach is that a meaningful climate ethic should guide contextual action. Yet other accounts of climate justice will find a scandal of modesty on those contextual points. Martin-Schramm’s climate justice entails less economic transformation than the “Northern structural adjustment” demanded by the Latin American Council of Churches. In recent years, governments in a large number of countries have introduced so-called deployment policies to foster the diffusion of clean energy technologies. While there is little doubt that these demand-side measures have been very effective in raising the share of clean electricity generation, currently, much less is known about how deployment policies affect—and are affected by—technological innovation beyond the mere diffusion of existing technologies. Against this backdrop, this dissertation abstract and commentary presents the dissertation work of Dr. Joern (...) Hoppmann. Based on a discussion of deployment policies as a means for addressing pressing societal issues, the dissertation abstract describes four essays that provide a detailed account of the role that these policies play for technological learning in the solar photovoltaic industry. The theoretical background, methods, and main findings of each of the essays are briefly summarized. Building on this, this abstract discusses implications for managers and policy makers in terms of how to improve the design of deployment policies and navigate businesses in policy-induced markets. Throughout the history of mankind, energy security has been always seen as a means of protection from disruptions of essential energy systems. The idea of protection from disorders emerged from the process of securing political and military control over energy resources to set up policies and measures on managing risks that affect all elements of energy systems. The various systems placed in a place to achieve energy security are the driving force towards the energy (...) innovations or emerging trends in the energy sector. Our paper discusses energy security status and innovations in the energy sector in European Union (EU). We analyze the recent up-to-date developments of the energy policy and exploitation of energy sources, as well as scrutinize the channels of energy streaming to the EU countries and the risks associated with this energy import. Moreover, we argue that the shift to the low-carbon production of energy and the massive deployment of renewable energy sources (RES) might become the key issue in ensuring the energy security and independency of the EU from its external energy supplies. Both RES, distributed energy resources (DER) and “green energy” that will be based on the energy efficiency and the shift to the alternative energy supply might change the energy security status quo for the EU. Achieving energy sovereignty is increasingly gaining prominence as a goal in energy politics. The aim of this paper is to provide a conceptual analysis of this principle from an ethics and social justice perspective. We rely on the literature on food sovereignty to identify through a comparative analysis the elements energy sovereignty will most likely demand and thereafter distinguish the unique constituencies of the energy sector. The idea of energy sovereignty embraces a series of values, (...) among which we identified: (i) accessibility, to allow access to everyone, (ii) empowerment and recognition, to develop and sustain capabilities to collaboratively produce solution-oriented energy system knowledge and effectively participate in governance, (iii) stewardship and sustainability, to be able to design and manage decentralised renewable systems in view of protecting the environment, (iv) self-sufficiency, to reduce the negative shocks of exploitative business practises, (v) resilience, to maintain production capacities while withstanding socioeconomic, political, environmental and climatic shocks, (vi) peace, to establish production systems that do not involve hostile relations, (vii) transparency and self-determination, to establish democratic decision-making mechanisms that give a voice to previously underrepresented groups and limit corporate takeover (viii) gender-justice, by acknowledging the contributions of women and eliminate barriers to their empowerment. With a conceptual framework of energy sovereignty, we present a rationale that draws on the key values to be considered when formulating policy solutions for the energy sector. (shrink)

This book is open access under a CC BY 4.0 license. We must find new and innovative ways of conceptualizing transboundary energy issues, of embedding concerns of ethics or justice into energy policy, and of operationalizing response to them. This book stems from the emergent gap; the need for comparative approaches to energy justice, and for those that consider ethical traditions that go beyond the classical Western approach. This edited volume unites the fields of energy justice (...) and comparative philosophy to provide an overarching global perspective and approach to applying energy ethics. We contribute to this purpose in four sections: setting the scene, practice, applying theory to practice, and theoretical approaches. Through the chapters featured in the volume, we position the book as one that contributes to energy justice scholarship across borders of nations, borders of ways of thinking and borders of disciplines. The outcome will be of interest to undergraduate and graduate students studying energy justice, ethics and environment, as well as energy scholars, policy makers, and energy analysts. (shrink)

In this work, we discuss how both contractualism, in the Western tradition, and communitarianism, in the African interpretation based on the idea of Ubuntu, conceptualise intergenerational justice. Even though both philosophical theories, taking into account differences and shortcomings, provide theoretical answers to intergenerational justice dilemmas, the implementation of actual policies in the interest of future individuals does not follow straightforwardly. Accordingly, in the second part of the chapter, we analyse what policy tools have been implemented or conceived to deliver intergenerational (...) justice and we advocate a pragmatic approach pointing towards a mix of different policy tools. The convergent development of distributed electricity sources, storage technologies, ‘big data’ devices, and novel ICT infrastructure matching energy supply and demand enables new local and collective forms of energy consumption and production. This socio-technical evolution has been accompanied by the development of citizen energy communities that have been supported by EU energy governance and directives, adopting a political narrative of placing the citizen central in the ongoing energy transition. But to what extent are the ideals (...) that motivate the energy community movement compatible with those of neoliberalism that have guided EU energy policy for the last four decades? Using a framework inspired by Michel Foucault’s idea of governmentality, we analyze the two political forms from three dimensions: ontological, economic and power politics. For the ontological and the economic dimensions, neoliberal governmentality is flexible enough to accommodate the tensions raised by the communitarians. In the dimension of power politics however, the communitarian logic does raise a fundamental challenge to neoliberal governmentality in the sense that it explicitly aims for a redefinition of the ‘common good’ of society’s energy supply based on democratic premises. This article evaluates Japanese foreign aid policy in light of the World Commission on Environment and Development's concept of sustainable development by focusing on Japanese official development assistance (ODA) to energy sectors in the global South. The analysis reported here finds two fundamental weaknesses in Japanese ODA policy on the energy sector: first, its premise of the compatibility of economic growth with environmental sustainability and, second, its heavy reliance on modern science. Abstract Exiting the fossil-fuel interlude of human history means a long, hard transition, not only for energy sources, uses, and policies, but for religious values as well. How do religious values account with integrity for the primal elements upon which all life depends and by which all energy is conveyed—earth, air, fire, water, light? What challenges do energy policies pose to religious values so that the latter might be judged to be truly Earth-oriented and Earth-honoring? Reciprocally, how (...) do shared cross-cultural, interfaith religious values challenge present and prospective energy policies? How might value orientations, such as asceticism, sacramentalism, mysticism, prophetic and liberative practices, together with wisdom traditions, influence energy practices and policies? Children’s exposure to the marketing of energy-dense nutrient-poor (EDNP) foods is a public health concern and marketing investment is known to be shifting to non-broadcast media, such as the Internet. This paper examines the perceptions of parents and children on ethical aspects of food marketing to which children are exposed. The research used qualitative methods with parent-child (aged between 8–13 years), from South Australia. Thirteen parent-child pairs participated in this research. Ethical concerns raised by parents and children included, the (...) marketing of EDNP foods, pester power and family conflict and the use of powerful techniques via the Internet. Their views on rights and responsibilities represented a complex mixture of idealistic and pragmatic positions. They appeared to be caught within the tensions of problematizing unhealthy food marketing to children, both as a social problem and as an individual problem. Their dilemmas are not dissimilar to the broader policy debate in Australia on the matter of food marketing to children. The stale-mate on statutory regulations to protect children from exposure to EDNP food marketing could be advanced by stronger use of ethical arguments to protect children from harmful exploitation and to protect parents from forces that undermine their authority. Abstract This paper begins with an introduction to the ancient spiritual tradition of India. The focus is upon aspects of ancient Indian philosophy relevant to modern society. In the Indian context, science and spirituality are complementary. The application of ethical and religious motivations derived from these ideas is delineated with respect to the practical implementation of energy projects. The efforts of religious and social groups in promoting renewable energy in India are included. A few bioenergy technologies relevant to (...) rural communities in developing nations are then described. The paper argues that though scientific research, technology development, community-based efforts, environmental activism, and renewable energy policy making are important elements in dealing with the energy crisis, they are not sufficient to solve the crisis. The paper closes with the premise that the main wisdom to be drawn from the religious, spiritual, and philosophical traditions concerns the inner transformation that is key to meeting today's energy and environmental crisis.
