Purpose This paper aims to assess the usage pattern of telecentres, how rural women frame telecentres and barriers that limit use of telecentres. Further, the study examined the effects of demographic characteristics and location on telecentre usage. Design/methodology/approach The study used a sequential mixed research design in three rural districts surrounding telecentres: Kongwa, Sengerema and Kilosa districts. The study population comprised rural women who were users and non-users of telecentres. The study conducted six focus group discussions with 37 users and (...) six FGDs with 36 non-users in the first phase of the study in 2014; questionnaires were administered to 90 users and 90 non-users in the second phase of the study in 2015. Findings The primary use of telecentres among users was to access internet, followed by information and communication technology training courses and secretarial purposes. Rural women used internet for educational purposes, followed by news, information on health issues, job opportunities, social and entertainment issues. Rural women currently using internet were more likely to be better educated and have higher incomes at both bivariate and multivariate analysis. Users indicated that they faced the following barriers towards using telecentre: short duration of ICT training, frequent power outages, low speed of internet and few computers at the telecentres. Non-users were not using telecentres because of lack of ICT skills and language barriers. Originality/value This study provides empirical evidence to telecentres, libraries and other rural ICT initiatives to design rural ICT services that are gender-sensitive and demand-driven. (shrink)

This article investigates the discourse on child marriage as reflected in the entire corpus of official investigations Statens Offentliga Utredningar and government bills proposing legislative measures against child marriage in Sweden since the first motions on the issue were drafted in 2001. It analyzes them as instances of sexularism: a form of secularism where the secular is construed in relation to sexual emancipation and gender equality rather than in relation to politics or the public sphere. Given the apparent nondisplaceability and noncancellability of the derogatory content of slurs, it may appear puzzling that non-derogatory uses of slurs exist. Moreover, these uses seem to be in general available only to in-group speakers, thereby exhibiting a peculiar kind of context-sensitivity. In this paper the author argues that to understand non-derogatory uses we should consider slurs in terms of the kind of social practice their uses instantiate. A suitable theory of social practices has been proposed by McMillan. In typical (...) uses the practice is one of bigotry and discrimination. Non-derogatory uses are only possible to the extent that they consitute acts of an alternative, non-derogatory practice. In the core cases it must be a subversive practice of satire or reappropriation. The social identity of speakers is not an ultimately decisive factor but it is an important constitutive condition: most non-derogatory practices of slur-use can only be performed by a member of the target group. Most accounts of the derogatory meaning of slurs are semantic. Recently, Nunberg proposed a purely pragmatic account offering a compelling picture of the relation between derogatory content and social context. Nunberg posits that the semantic content of slurs is identical to that of neutral counterparts, and that derogation is a result of the association of slur use with linguistic conventions of bigoted speakers. The mechanism responsible for it is a special kind of conversational implicature. However, this paper argues that Nunberg’s (...) proposal suffers from technical and conceptual problems regarding the application of the concepts of implicature and convention. It is proposed that the implicature mechanism should be replaced by expressive commitment attribution. The account advocated here preserves crucial insights of Nunberg’s analysis, 25–48, 2013a, Analytic Philosophy 54, 350–363, 2013b; Bolinger Nous, 51, 439–462, 2017), giving them a firmer conceptual basis. It supports a distinction between derogation and offensiveness of slurs that improves on the one proposed by Hom and May, 293–313 2013), and sheds light on puzzling borderline cases: the use of slurs by ignorant speakers and controversies surrounding the status of some words as potentially slurs. Traditional explanations of multistable visual phenomena (e.g. ambiguous figures, perceptual rivalry) suggest that the basis for spontaneous reversals in perception lies in antagonistic connectivity within the visual system. In this review, we suggest an alternative, albeit speculative, explanation for visual multistability – that spontaneous alternations reflect responses to active, programmed events initiated by brain areas that integrate sensory and non-sensory information to coordinate a diversity of behaviors. Much evidence suggests that perceptual reversals are themselves more closely related to the expression (...) of a behavior than to passive sensory responses: (1) they are initiated spontaneously, often voluntarily, and are influenced by subjective variables such as attention and mood; (2) the alternation process is greatly facilitated with practice and compromised by lesions in non-visual cortical areas; (3) the alternation process has temporal dynamics similar to those of spontaneously initiated behaviors; (4) functional imaging reveals that brain areas associated with a variety of cognitive behaviors are specifically activated when vision becomes unstable. In this scheme, reorganizations of activity throughout the visual cortex, concurrent with perceptual reversals, are initiated by higher, largely non-sensory brain centers. Such direct intervention in the processing of the sensory input by brain structures associated with planning and motor programming might serve an important role in perceptual organization, particularly in aspects related to selective attention. This paper offers a general model of the semantics of lexicalized social meanings, i.e. semiotic properties of certain expressions in a socio-political context. Examples include slurs, problematically charged expressions such as inner city, as well as terms such as mother, which also carry implicit ideological associations. Insofar as their linguistic properties are concerned, social meanings can be construed as context-structuring devices: without introducing specific at-issue contents, they evoke background assumptions which shape the context of conversation. An inferentialist model of discourse (...) is developed to account for this effect, in which the discursive significance of an utterance is defined as the set of inferences it licenses relative to a discursive context. A discursive context is a set of propositions that can serve as auxiliary premises in material inferences, together with a salience ranking that makes some of these propositions more readily available and therefore more relevant to determining discursive significance. Social meanings are defined as functions on discursive contexts that modify the salience ranking, increasing the salience of certain assumptions and stereotypes. As a result, they impact the discursive significance of utterances indirectly and independently of at-issue contents. They are also largely independent of speaker intentions in virtue of the ideological nature of discursive contexts. (shrink)

During the second half of the eighteenth century, the most powerful literary work in Britain was nonfictional: philosophy, history, biography, and political controversy. Leo Damrosch argues that this tendency is no accident; at the beginning of the modern age, writers were consciously aware of the role of cultural fictions, and they sought to ground those fictions in a real world beyond the text. Their political conservatism (often neglected by modern scholars) was an extensively thought out response to a world in (...) which meaning was inseparable from consensus, and in which consensus was increasingly under attack. Damrosch finds strong affinities between writers who are usually described as antagonists. The first chapter places Hume and Johnson in dialogue, showing that their responses to the challenge of their age have deep similarities, and that their thinking points forward in significant ways to twentieth-century pragmatism. Subsequent chapters explore the interrelationship of the fictive and the "real" in a wide range of works by Boswell, Gibbon, White, Burke, and Godwin. ABSTRACTThe essay analyses the potential for a negative hermeneutic in liturgical studies, taking as its basis Cyprian Krause’s ‘justification of the ritual in the face of the absurd’. It then examines consequent challenges for other theological subjects. The method of negative hermeneutics focusses on the limits of and gaps within the process of sense. This article explores how different aspects of negativity of sense can help to study otherwise ignored and liminal aspects of liturgy. A negative hermeneutics of ritual can (...) allow us to read the Christian liturgy as a performance whose power lies in its capacity precisely to unsettle, transform and subvert, rather than merely to authorize, justify and unify. In order to contribute to the consolidation in the field ofPositive Psychology, we reinvestigated the factor structure of top 10 positive emotions of Barbara Fredrickson. Former research in experimental settings resulted in a three-cluster solution, which we tested withexploratoryandconfirmatorymethodology against different factor models. Within our non-experimental data (N= 312), statistical evidence is presented, advocating for a single factor model of the 10 positive emotions. Different possible reasons for the deviating results are discussed, as well as the theoretical significance to various (...) subfields inPositive Psychology(e.g., therapeutical interventions). For the English speaking reader of today, Ranke is surprisingly inaccessible; indeed, he has become something of a patron saint, more praised than read. Now all his major works have been translated, while almost none of his letters, notes, or essays, so important in getting an informal appraisal of his craft of history, is in English. Many of his of books, whether in German or in English, are no longer in print, and the modern reader is less likely to bear (...) up with the four or six volume works which are. Thus the purpose of this anthology is to bring attention to some of the riches which a reader might find in a more extended study of Ranke's histories. Its emphasis is on Ranke as an historian, with translations of essays and addresses which lay down his program for research, politics, and the relationship between and historian's values and his work. It also attempts to give some sense of Ranke's literary skill, by including examples of his historical portraiture from his History of the Popes, History of France, and History of the Reformation. Finally, a selection of letters and brief reflections culled from his works and notes tries to recapture the man, whose own inner development joined with the tendencies of his age to make him a world-historical figure in Ranke's own sense of the word. Although their nature and origin remain topics of debate, these stochastic switches are generally thought to be the automatic and inevitable consequence of viewing a pattern without a unique solution. We report here that in humans such (...) perceptual alternations can be slowed, and even brought to a standstill, if the visual stimulus is periodically removed from view. We also show, with a visual illusion, that this stabilizing effect hinges on perceptual disappearance rather than on actual removal of the stimulus. These findings indicate that uninterrupted subjective perception of an ambiguous pattern is required for the initiation of the brain-state changes underlying multistable vision.Visual perception involves coordination between sensory sampling of the world and active interpretation of the sensory data. Human perception of objects and scenes is normally stable and robust, but it falters when one is presented with patterns that are inherently ambiguous or contradictory. Under such conditions, vision lapses into a chain of continually alternating percepts, whereby a viable visual interpretation dominates for a few seconds and is then replaced by a rival interpretation. This multistable vision, or 'multistability', is thought to result from destabilization of fundamental visual mechanisms, and has offered valuable insights into how sensory patterns are actively organized and interpreted in the brain1, 2. Despite a great deal of recent research and interest in multistable perception, however, its neurophysiological underpinnings remain poorly understood.
