The European project European and Latin American Systems of Ethics Regulation of Biomedical Research Project (EULABOR) has carried out the first comparative analysis of ethics regulation systems for biomedical research in seven countries in Europe and Latin America, evaluating their roles in the protection of human subjects. We developed a conceptual and methodological framework defining ‘ethics regulation system for biomedical research’ as a set of actors, institutions, codes and laws involved in overseeing the ethics of biomedical research on humans. This (...) framework allowed us to develop comprehensive national reports by conducting semi-structured interviews to key informants. These reports were summarised and analysed in a comparative analysis. The study showed that the regulatory framework for clinical research in these countries differ in scope. It showed that despite the different political contexts, actors involved and motivations for creating the regulation, in most of the studied countries it was the government who took the lead in setting up the system. The study also showed that Europe and Latin America are similar regarding national bodies and research ethics committees, but the Brazilian system has strong and noteworthy specificities. (shrink)

Este trabajo muestra cómo una modificación en el sentido del término caracter adquirido llevó a rechazar la hipótesis de la herencia de esos caracteres. Se considerará el ejemplo del experimento llevado a cabo por Weismann que fue tomado como un caso paradigmático en los libros de textos y en la bibliografía especializada para refutar esa hipótesis. Ese diseño experimental fue aceptado por la comunidad como una refutación, a pesar de que los caracteres a los que hacía referencia no cumplían con (...) ninguna de las condiciones necesarias para poder ser considerado un carácter adquirido. Así, quedó establecida la premisa de que sólo las células germinales podían heredarse fundándose lo que se conoció como la barrera de Weismann. Este caso pretende poner en consideración cómo la enseñanza y reproducción de los términos científicos y de sus indicadores puede llevar a limitar el desarrollo de las teorías. Se concluye acerca de la necesidad de reflexionar sobre la manera en que se citan y enseñan las teorías científicas a fin de evitar barreras en el desarrollo de los campos disciplinares. (shrink)

This work aims to make a historical recovery of the emergence of CEBB and his experiences as a vehicle for dissemination of Tibetan Buddhism in Brazil, as well as the very trajectory of Lama Padma Samten, its founder, and current religious leadership of this tradition. We intend to demonstrate that the CEBB experience set in a form of social and engaged Buddhism where prospects facing on education, social welfare and the preservation and respect for human rights are elements that approach (...) the Brazilian reality. The lived experience of CEBB also binds to work at great social risk communities, but always connected with Brazilian identities of Buddhism that mirror the altruistic action, based on generosity and contemplation. Linked to CEBB it is also, in large part, the history and development of Buddhism in Brazil that link growth statistics and expansion as a result of social work engaged and universal responsibility with human beings. Con "Fede e critica", saggio inedito del 1955-1956, Guido Morselli volle innanzitutto spiegare a se stesso, ragionando con quella lucidità ben nota ai lettori dei suoi romanzi, un passaggio decisivo della sua vita, in cui si sentì ricondotto, dalla sua posizione di «uomo qualsiasi... senza alcuna particolarità pia o edificante» a quella di uomo religioso. Piuttosto che darci ancora una volta «il racconto, drammatico o più spesso patetico, di una conversione», illuminato perciò da un punto d’arrivo, Morselli ha voluto offrirci (...) la sua vicenda «nella successione degli aspetti che le cose hanno mostrato via via che si presentavano». Perciò, al sorprendente manifestarsi di una ‘fede’ si accompagna qui a ogni passo la lama affilata della ‘critica’, una dura critica che vuole continuamente mettere «con le spalle al muro» le giustificazioni teologiche – innanzitutto per quanto riguarda il rapporto fra Dio e il male – e insieme mettere alla prova quell’ignoto personaggio che, all’interno del soggetto, dichiara appunto di credere. Nulla di apologetico, conciliativo o acquietante si troverà dunque in questo libro, che rivela l’altra parte, saggistica e speculativa, del narratore Morselli, ma una mobilissima e pulsante «fisiologia della vita religiosa», in forma di resoconto scritto da uno spirito disincantato sulla scoperta del mistero. Tutti i più grandi temi ed enigmi della religione cristiana vengono toccati in questo percorso: dalla carità al "Libro di Giobbe", dall’esistenza del male alla preghiera, dalla Trinità al peccato originale. As a result, the important work [End Page (...) 166] of the Italian Jesuit Ippolito Desideri (1684–1733) has not received the attention it deserves. There had been centuries of missionary contact with the Buddhists of Sri Lanka, Japan, and China, but it was not until the mission of Desideri to Tibet (1716–1721) that the connection between the Buddhism of Southeast Asia and that of China and Japan could be established on the basis of Desideri’s study of Tibetan historiographical materials.Desideri was the first European to become fluent in Tibetan, the first to understand Buddhist Mahayana scholasticism, the first to grasp the meaning of Vajrayana ritual and practice, the first to describe the political situation of Tibet, the first to engage in serious debate with Tibetan lamas, and the first to write extensively on Catholic Christianity in Tibetan. Desideri left a body of works in Tibetan that have been translated into Italian by Giuseppe Toscano, SX, and published by IsMEO during the 1980s. Yet Desideri’s greatest achievement, the translation into Latin of Je Tsong Kapa’s Lam Rim Chen Mo, seems to have been lost. Moreover, the great intellectual and spiritual accomplishments of this Jesuit missionary were not much appreciated in his own lifetime, in part because of the political situation of the Society of Jesus at that time. As a result, although the overall facts of Desideri’s life were never completely forgotten, his writings lay hidden in the Jesuit Archives at Rome at precisely the time when those engaging in contact with Asian religions would have benefited from his insights.The author of this summary of the works of Ippolito Desideri and of the entire corpus of materials related to his oeuvre, Enzo Gualtiero Bargiacchi, is convinced that even today the works of this eighteenth-century Jesuit missionary have something to offer. I would agree with Bargiacchi, because I am equally convinced that the Desiderian project is in many ways a better model for interreligious dialogue between Christians and Buddhists than any of the more recent models that have been proposed and implemented since the Second Vatican Council. Recent essays by Trent Pomplun and Michael Sweet in Buddhist-Christian Studies (vol. 26, 2006) have shown that exchanges between missionaries and Buddhists in the seventeenth and eighteenth centuries were more profound and more fruitful than we are inclined to believe on the basis of superficial histories of the period. It seems that, with the suppression of the Jesuits (1773–1815), a certain retrenchment in the Catholic theology of grace operating outside the confines of the Church set in, muting the vibrant speculations of theologians seeking to make theological sense of the reports of missionaries such as Desideri.Desideri’s approach to the Buddhism of Tibet continues to challenge our own approach to interreligious dialogue. In the first place, Desideri underwent extensive linguistic, spiritual, and theological training as a young Italian Jesuit. He seems to have had unusual physical stamina and mental acuity, particularly for the study of languages. He learned Tibetan in about four months and immediately began writing a treatise, the Tho rangs, explaining Christianity to the Tibetan literati. As his Tibetan improved, he composed other, more sophisticated works in which he took up the topics on which Buddhists and Catholic Christians could agree (the contingency of the created world, the moral law) and on which they disagree (the law of karmic retribution, [End Page 167] emptiness, reincarnation, soteriology). Desideri sought to take seriously the philosophical positions of the lamas, with whom he lived and engaged in debate. One of the biggest challenges of the study and practice of ethics is that of the moral dilemma, e.g. how should a compassionate person deal with injustice? This paper attempts to resolve this thorny issue from the perspective of Buddhist philosophy. I firstly introduce the 14th Dalai Lama’s distinction between act and actor and suggest a way to denounce wrongful acts without harboring hatred towards the perpetrator. Secondly, I argue that the philosophical grounds of this distinction can be traced back (...) to ancient Buddhist texts on Non-Self and Emptiness, which take all things as being in a constant state of change. Thirdly, I point out that a unique feature of the ‘empty ethics’ of Buddhism is that it inspires a middle way approach which allows for congruity between justice and compassion, between the realistic and the idealistic, and between rationality and sentimentality. Based on this, I suggest that it has much to contribute to contemporary ethics. (shrink)

abstract: This project began as an interreligious exercise during Lent, a Christian season of increased spiritual practice. What resulted, in part, is this work, a translation and commentary on the Dhammapada (included here: the introduction and translations of three chapters with chapter commentaries). Like the Sermon on the Mount to Christians and the Bhagavad Gita to Hindus, the Dhammapada is considered the heart of Buddhist teaching. Ultimately, this work is a secondary translation or popular interpretation, akin to Thomas Merton's translations (...) of Chuang Tzu and Coleman Bark's translations of Rumi's poetry. And rather than a scholarly translation, this work is a spiritual and devotional interpretation. Among the choices I have made in this translation include gender-inclusive and affirming language, often opting for they/ them pronouns. In chapter intros, I have included resources, brief commentary, and cultural and academic notes that have helped to shape this translation. Such influencers of this translation include Ella Baker, Kendrick Lamar, Bessel van der Kolk, Lama Rod Owens, and others. The next choice I have made, instead of translating the words dukkha and samsara to sorrow/suffering and reincarnation, respectively, I have often translated these terms to harm cycles and generational suffering. My hope is that these terms capture the original meanings while also creating expansive language to hold possibilities for new understandings within Gautama Buddha's teaching. As the translator of this text, it is important to name my twenty-first-century context, influences, and identity as a person raised mostly in the Upper Midwest of the United States and who has lived in Brooklyn, New York, for the past twenty years. This translation is filtered through the lenses of my lived experience, education, social-familial position, economic status, ethnic-cultural and gender identity (as a cis male of Scandinavian-Hutterite descent, who is identified as white ), and multiple other influences. My sources include peace studies, trauma/resilience studies, liberation theology, and more than fifteen years of experience as a spiritual teacher and minister in the Anabaptist tradition (i.e., the historic peace church) of Christianity. It is through these lived experiences that this translation emerges. And, specifically, what has emerged, at least in part, is a trauma aware, liberationist interpretation of the Dhammapada. A philosopher and a cognitive neuroscientist conversed with Buddhist lama Tilmann Lhündrup Borghardt (TLB) about the unresolved phenomenological concerns and logical questions surrounding “pure” consciousness or minimal phenomenal experience (MPE), a quasi-contentless, non-dual state whose phenomenology of “emptiness” is often described in terms of the phenomenal quality of luminosity that experienced meditators have reported occurs in deep meditative states. Here, we present the excerpts of the conversation that relate to the question of how it is possible to first have and (...) later retrieve such non-dual states of selflessness and timelessness that are unrelated to sensory input. According to TLB, a “pure” experience of consciousness contains the phenomenal quality of luminous clarity, which is experienced solely in the transitional phase from the non-dual state of absolute emptiness to the state of minimal emptiness, when the person gradually returns to duality. However, this quality of luminous clarity can also be experienced in non-minimal states as in the experiential mode of being awakened. TLB describes this transition as a kind of ephemeral afterglow in the form of a maximally abstract phenomenal quality, i.e., luminosity, which justifies the conclusion of having been in a state of “pure” consciousness. McMahan).3• that a Shin Buddhist approach to human knowledge—which in this chapter is brought into dialogue with Martin Heidegger's (1889-1976) notion of truth—opens up to a Kuhnian philosophy of science that emphasizes how paradigmatic shifts occur when new perspectives replace older frameworks (Dennis Hirota).4• that the questions raised by theoretical and quantum physics provide a scientific framework for discussing fundamental epistemological, ontological, and metaphysical questions that Buddhists and Christians might otherwise disagree about (Mark T. However, they provide a broader context for my interactions with Dennis Hirota's chapter on Shinran's (1173-1263) epistemology and its implications for both religious and scientific knowledge. As an evangelical Christian, I am particularly intrigued by the challenges confronting a Shin Buddhist approach to the sciences, even as I am hopeful that such a consideration will precipitate creative insights both for the Buddhist-Christian encounter and for the religion-science dialogue. I am all the more motivated since I have long been convinced that the religion-science dialogue has been dominated by generically religious approaches and that it is time for more particularistic or even confessional positions to be registered in the discussion.11 I am optimistic that the specificity of the Shin tradition will provide both complementary and contrasting perspectives to the contemporary Buddhist encounter with science that has so far been dominated by the broadly Tibetan approaches of His Holiness the Fourteenth Dalai Lama (1935-) and those in his circle of dialogue partners,12 and that this will in turn open up new trajectories—even initiate new paradigms, as Hirota suggests—for the Buddhist... The strained relation between Samaritans and Jews as a fruit of long-term process from the division of the United Kingdom of Israel (ca. 931 B.C.E) became a dominant issue since the post-exilic period and became more pronounced in the first century C.E. Beside the Old Testament, the story of their relation which was full of conflict can be traced to extra-biblical sources. One of them is Flavius Josephus’ works (ca. 70 to 100 C.E), i.e., Jewish War and Jewish Antiquities. The (...) root of the conflict is related to the presence of the Second Jerusalem Temple. The peak of the conflict is the construction of the Mount Gerizim temple in which some Jews regarded the adherents of the Samaritan cult as schismatic. The founding of this rival temple of Jerusalem aggravated the bad relations between Samaritans and Jews. The destruction of the Mount Gerizim temple by John Hyrcanus was a crucial incident for their relations. The conflict between Samaritans and Jews still continued in the Roman period. By historical approach, this study would setforth the examination of some Josephus’ accounts regarding the historical process of the estrangement and rivalry between Samaritans and Jews which resulted in the final split in second century B.C.E. The answer, at first, seemed simple and obvious (though perhaps distasteful for some): if the machine was self-aware, sentient, and conscious, then it would be only reasonable to assume that it could also attain enlightenment. Yes, simple and obvious, of course, but this takes for granted some very large and complex issues. After all, what makes for self-awareness, sentience, and consciousness to begin with, and how would we manufacture them in a machine?If we take a moment to think about the creation of artificial enlightenment the paradox becomes clear. In order to manufacture enlightenment, we must first manufacture samsara, because for a Buddhist, enlightenment is the "event" of deconstructing the problematic natures of "self," sentience (suchness), and consciousness, all of which are samsaric illusions. "Self," sentience, and consciousness represent the prerequisites of samsara/Nirvana, realized or unrealized, artificial or organic. They represent the prerequisites of desire. They represent the prerequisites for the illusion of death and birth. And thus they represent the truly salient issues that must be addressed before we can assemble our complicated hard (and soft) ware. Interestingly, because computational information consists of a conceptualized, dualistic [End Page 123] binary system of ones and zeroes, and because the nature of Nirvana/samsara also consists of a conceptualized, dualistic system of "self"/"other," technology, in theory anyway, may probably be capable of manufacturing a facsimile of samsara, if only because computational information is, by its very nature, samsaric to begin with. Of course, all this demands that consciousness, self-awareness, and sentience be a function of information processing. Personally, I believe they are, and that, in fact, the words information and samsara are synonymous with one another. Thus it follows that information technology will most certainly be capable of manufacturing the prerequisites, at least, of enlightenment. If that blunt statement strikes you as utterly preposterous, technically impossible, or even offensive, you might want to first read any number of excellent texts describing the future of artificial intelligence (AI). Two of the best popular books on the subject are Robot by Hans Moravec and The Age of Spiritual Machines by Ray Kurzweil. The financial Crunch of 2008 was easily explained by both the left and right–too easily. Each insisted that events thoroughly confirmed its own long-held views and utterly refuted those of the opposed camp. This essay argues that there are indeed new lessons to be drawn from the Crunch, lessons that involve balancing the bounty of the Invisible Hand against perils of the Prisoner's Dilemma. Liberal moral imperatives are traced to variables of Personal Choice and External Cost that are typically in (...) tension with each other and thus generate needs for institutional reconstructions that change according to time and circumstance. Personal bankruptcy protection, limited liability corporations, and intellectual property are cited as examples. It is argued that the Crunch occurred because of failure adequately to balance these variables. Three paradoxes came to a head in 2008: Paradox of Efficient Markets; Paradox of Reduced Risk; Paradox of Hard-won Knowledge. The essay concludes with suggestions concerning specific lessons to be drawn from the Crunch and a corresponding list of lessons not to be drawn. (shrink)
