Attitudes towards active voluntary euthanasia (AVE) and physician-assisted suicide (PAS) among 1,238 doctors on the medical register of New South Wales varied significantly with self-identified religious affiliation. More doctors without formal religious affiliation ('non-theists') were sympathetic to AVE, and acknowledged that they had practised AVE, than were doctors who gave any religious affiliation ('theists'). Of those identifying with a religion, those who reported a Protestant affiliation were intermediate in their attitudes and practices between the agnostic/atheist and the Catholic groups. Catholics (...) recorded attitudes most opposed to AVE, but even so, 18 per cent of Catholic medical respondents who had been so requested, recorded that they had taken active steps to bring about the death of patients. The same research proposal was submitted to 24 district health authority (DHA) research ethics committees in different parts of the country. The objective was to obtain permission for a multi-centre research project. The study of neonatal care in different types of unit (regional, subregional and district), required that four health authorities were approached in each of six widely separated health regions in England. Data were collected and compared concerning aspects of processing, including application forms, information required, timing and decision-making. The (...) key finding was that ethics committees received and processed the applications variably, reflecting individual factors and local problems. To improve consensus and facilitate multicentre studies, standard forms and instructions are suggested and the establishment of a national committee or advisory group advocated. (shrink)

Psychiatry is rapidly adopting digital phenotyping and artificial intelligence/machine learning tools to study mental illness based on tracking participants’ locations, online activity, phone and text message usage, heart rate, sleep, physical activity, and more. Existing ethical frameworks for return of individual research results (IRRs) are inadequate to guide researchers for when, if, and how to return this unprecedented number of potentially sensitive results about each participant’s real-world behavior. To address this gap, we convened an interdisciplinary expert working group, supported by (...) a National Institute of Mental Health grant. Building on established guidelines and the emerging norm of returning results in participant-centered research, we present a novel framework specific to the ethical, legal, and social implications of returning IRRs in digital phenotyping research. Our framework offers researchers, clinicians, and Institutional Review Boards (IRBs) urgently needed guidance, and the principles developed here in the context of psychiatry will be readily adaptable to other therapeutic areas. Ethical challenges in public health can have a significant impact on the health of communities if they impede efficiencies and best practices. Competing needs for resources and a plurality of values can challenge public health policymakers and practitioners to make fair and effective decisions for their communities. In this paper, the authors offer an analytic framework designed to assist policymakers and practitioners in managing the ethical tensions they face in daily practice. Their framework is built upon the following set of (...) six considerations: determining population-level utility of the proposed action; demonstrating evidence of need and effectiveness of actions; establishing fairness of goals and proposed implementation strategies; ensuring accountability; and, assessing expected efficiencies and costs associated with the proposed action. Together, these considerations create a structured guide to assist decision-makers in identifying potential ethical challenges and in assessing the moral considerations that underlie public health practice - and possibly even, if the conditions are met, reduce the creation of ethical tension. Although the authors’empirical experiences provide the basis for the framework advanced here, their approach remains to be tested and evaluated by public health practitioners. (shrink)

In recent years, scholars have begun to lay the groundwork to justify a distinct application of ethics to the field of public health. They have highlighted important features that differentiate public health ethics from bioethics, especially public health’s emphasis on population health rather than issues of individual health. Articulations of public health ethics also tend to emphasize the role of social justice compared to the predominance of autonomy in the bioethical literature. Now that the field of public health ethics is (...) developing a unique focus and a language of its own, including a code of ethics disseminated by the American Public Health Association, the future of public health ethics may well be global health ethics, focusing on issues of global justice. As public health ethics evolves from its nascent stage of reflection to a place of action and application in the national and global arenas, two interrelated developments will need to occur: public health professionals, including practitioners, policymakers, and scholars, will need a richer understanding of the ethical challenges practitioners face on a daily basis and scholars will need to develop useful tools that practitioners may employ for identifying and tackling these ethical challenges. Kant’s solution for the problem of freedom of the will rests on his transcendental idealism and its differentiation of appearances and things in themselves. Human beings, with their bodies and observable inner and outer activities, are objects of perception (empirical intuition) and therefore appearances. These are only the appearances of their noumenal selves. Human beings are determined by laws of nature in all their perceivable alterations which include all their actions, but their noumenal selves, not being in time, are not (...) determined by the necessity of causal laws of nature, but can be determined by the moral law of their pure practical reason which they give to themselves. The actions of the will, observable volitions and external actions, can therefore, at the same time, be under the necessitating law of nature, i.e. be unfree, and, as appearances of the self-determination of their noumenal will (by fulfilling the demands of the moral law), be free. Two professors of Jena University, Ulrich and Schmid, accept part of Kant’s transcendental idealism but contend that the many transgressions of the moral law in human acting must have their noumenal reason in the agent’s intelligible character or in the intelligible substrate of nature. Heyman's model, paradoxically, predicts that whereas a maximizing approach to drug choice will prevent escalation of drug use it will never yield complete abstinence. We suggest an alternative model that overcomes this difficulty by focusing on changes in drug tolerance. A small modification allows maximization to predict either abstinence or moderation (e.g., social drinking).

An important challenge in bilingualism research is to understand the mechanisms underlying sentence processing in a second language and whether they are comparable to those underlying native processing. Here, we focus on verb-particle constructions (VPCs) that are among the most difficult elements to acquire in L2 English. The verb and the particle form a unit, which often has a non-compositional meaning (e.g., look up or chew out), making the combined structure semantically opaque. However, bilinguals with higher levels of English proficiency (...) can develop a good knowledge of the semantic properties of verb-particle constructions (Blais and Gonnerman, 2013). A second difficulty is that in a sentence context, the particle can be shifted after the direct object of the verb, (e.g., The professor looked it up). The processing is more challenging when the object is long (e.g. The professor looked the student’s last name up.). This shifted structure favors syntactic processing at the expense of VPC semantic processing. We sought to determine whether or not bilinguals’ reading time (RT) patterns would be similar to those observed for native monolinguals (Gonnerman and Hayes, 2005) when reading VPCs in sentential contexts. French-English bilinguals were tested for English language proficiency, working memory and explicit VPC semantic knowledge. During a self-paced reading task, participants read 78 sentences with verb-particle constructions that varied according to parameters that influence native speakers’ reading dynamics: verb-particle transparency, particle adjacency and length of the object noun phrase (NP; 2, 3, or 5 words). RTs in a critical region that included verbs, NPs and particles were measured. Results revealed that RTs were modulated by participants’ English proficiency, with higher proficiency associated with shorter RTs. Examining participants’ explicit semantic knowledge of VPCs and working memory, only readers with more native-like knowledge of VPCs and a high working memory presented RT patterns that were similar to those of monolinguals. Therefore, given the necessary lexical and computational resources, bilingual processing of novel structures at the syntax-semantics interface follows the principles influencing native processing. The findings are in keeping with theories that postulate similar representations and processing in L1 and L2 modulated by processing difficulty. (shrink)

This collection consists almost entirely of papers from a 1995 conference at Dartmouth on "The Idea of a System of Transcendental Idealism in Kant, Fichte, Schelling, and Hegel." Four categories of (...) papers address: (1) the relation between Kant's three Critiques and the Opus Postumum; (2) Fichte's reception of the Critical Philosophy; (3) Schelling's Naturphilosophie as a reaction to Kant and Fichte; and (4) Hegel's indebtedness to and famous departure from Kantianism.In "The Unity of Nature and Freedom: Kant's Conception of the System of Philosophy," Paul Guyer argues that, appearances aside, Kant's thought from the first Critique to the Opus Postumum forms a continuous and self-consistent project. Indeed, Guyer claims that Kant's conception of transcendental philosophy remained essentially unchanged throughout this period (this despite frequent—and often flattering—remarks in the Opus Postumum concerning Spinoza). In contrast, Jeffrey Edwards' "Spinozism, Freedom, and Transcendental Dynamics in Kant's Final System of Transcendental Idealism" points to a conceptual tension present in Kant's late attempt to find common ground between Spinoza and transcendental idealism. Edwards argues that Kant's notion in the Opus Postumum of a dynamical form of matter leads him to embrace a realist (quasi-Spinozistic) conception of space. Finally, in "Is the Critique of Judgment Post-Critical?" Henry Allison challenges the view (common from Hegel to Guyer) that a profound change in Kant's project occurs in the Critique of Judgment, viz., that something profoundly un-transcendental emerges with Kant's notions of the intuitive intellect and purposiveness of nature.Günter Zöller, in "From Critique to Metacritique: Fichte's Transformation of Kant's Transcendental Idealism," offers an interpretation of the development of notions of "system" and "transcendental idealism" from Kant to Fichte. In "The Spirit of the Wissenschaftslehre," Daniel Breazeale offers an outstanding survey of the defining features of Fichte's early Jena Wissenschaftslehre. The breadth and depth of Breazeale's paper is a signal achievement, one that puts before the reader's eyes the lay of the often convoluted and confusing land that is the Wissenschaftslehre. Furthermore, Breazeale's discussion of the subdivisions of the Wissenschaftslehre (i.e., the particular sciences grounded by the "science of science") is of particular benefit for understanding the totality of Fichte's conception of philosophy."The 'I' as Principle of Philosophy" by Allen Wood, and "The Practical Foundation of Philosophy in Kant, Fichte, and After" by Karl Ameriks offer differing evaluations of the kind of "primacy of the practical" that each author locates in Fichte. Ameriks rejects Wood's sympathetic reading of the fundamentally practical character of the Fichtean "I." What is at stake for the authors is the success or failure of Fichte's attempt to account for the unity of theoretical and practical reason. It is important to note however that, unlike Kant, Fichte does not subscribe to the "primacy of the practical" thesis; indeed, Fichte holds the two aspects of reason to be "equiprimordial." As such, some of Wood's and Ameriks' claims are either misleading or simply wrong. This point aside, a common criticism of Fichte is that he reduces the world to the bare posit of the "I," a view of which Robert Pippin's "Fichte's Alleged Subjective, Psychological, One-Sided Idealism" quickly disposes. Instead, Pippin presents a "normative non-psychologistic" interpretation of Fichtean idealism.Regarding Schelling's Kant-reception, Manfred Baum's "The Beginnings of Schelling's Philosophy of Nature" locates the origins of Schelling's Naturphilosophie in his youthful interpretation of Plato's Timaeus. On the moderate view, an objecting pharmacist may refuse to fill a prescription, provided that the pharmacist then refers the client to a non-objecting pharmacist who will fill the prescription in a timely manner (see, e.g., Cantor and Baum, 2004, or Brock, 2008). This view seeks to balance the interests of the pharmacist and the interests of the client. The complicity objection holds that the moderate view fails to balance these interests, because the referral itself makes the objecting pharmacist (...) complicit in the act she sought to stop or at least avoid (see, e.g., Brock, 2008, Card, 2007, Charo, 2005, Nelson 2005, Snyder, 2010, Wicclair, 2006). Some claim that this objection shows that an objecting pharmacist should not be required to refer the client to another pharmacist. But what are the limits of the complicity objection? For example, does the complicity objection imply that an objecting pharmacist should also refuse to return the prescription to the client? I argue that the complicity objection has this implication. This does not mean that pharmacists should confiscate prescriptions. My goal is just to examine the moral reach of the complicity objection to the moderate position. What we should do, once we recognize the reach of this objection, is a separate question that I do not take up here. (shrink)

In this article I discuss the problem of how we can change our world into a _wiser world_ that is driven by a culture of wisdom inquiry (CWI), i.e., a world that frees humanity from a looming totalitarian catastrophe. How best can we interrogate the traditional wisdom of culture (TWC) that is responsible for the academic institutions of learning, among other kinds of institutions, dogmatically and solely aiming at the acquisition of knowledge and technological prowess (technologisches koennen), instead of the (...) promotion of wisdom and human well-being? What kind of strategic transformations of institutional design, policy and goals within diverse institutions, particularly academic institutions of learning, regionally and globally, are imperative? This article argues from the principle of universal interconnectedness across nature/universe and the fundamental asymmetry of human well-being interests and nature’s well-being interests. From this, the development of a _culture of wisdom inquiry_ as an overarching (allumfassend) methodology of institutional change from within at two levels of analysis is proposed, viz., (1) at the level of the ecological–economic analysis of safeguarding nature’s abundant ecosystems from human greed; and (2) at the level of the transformation of the educational, academic _and_ political–economic institutions, as well as international institutions, that must _be_ dedicated to human well-being. Revijo je izdajala Bromsgrove School, kjer se je šolal kot najstnik (1870–77); na šolo, ki je prva prepoznala njegov jezikovni in pesniški talent, se je za kratek čas (1881–82) vrnil kot pomožni učitelj po ne­pričakovanem študijskem porazu na Oxfordu. Kot ugotavlja Ralph Marcellino, ni naključje, da besedilo paro­dira predvsem Ajshila, ki je bil (...) Housmanov najljubši pesnik. V njem odzvanja Oresteja, zlasti drami Agamemnon in Prinašalke pitnih darov, verjetno zato, ker so ju dijaki na šoli, kjer je poučeval, pri pouku največ brali.
