The book (in German) on “Solar Energy – challenge for research, development and international co-operation” is the report of a study group of the Akademie der Wissenschaften zu Berlin. It reviews solar thermal, photovoltaic, and bio mimetic solar energy techniques; prospects of de-central techniques in developing countries; transport and storage of solar energy; and chances for cooperation with Arabic countries and countries of the South of the former Soviet Union. The prospect of large scale energy production in arid areas, and (...) the modern potentials of conducting electricity over long distances by high-voltage DC transmission (V, 2.1) are particularly relevant for the concluding section. Political chances as well as risks were considered for reliable long term cooperation with various Arab countries on these issues. The recommendations appear to be still appropriate 25 years after the book was published, particularly the political advice in favour of cooperation between Europe and suitable countries of the Maghreb. The global time scale of implementation (discussed in chapter I, 7.2) is of the same (high) magnitude as that of other major changes in the history of technology, such as the substitution of sailing ships by steamboats which took almost a century. In the Introduction of the Tugendlehre, Kant identifies love of human beings as one of the four moral predispositions that make us receptive to the moral law. We claim that this love is neither benevolence nor the aptitude of the inclination to beneficence in general (both are also called love of human beings); rather it is amor complacentiae, which Kant understands as the delight in moral striving for perfection. We also provide a detailed analysis of Kant's almost completely neglected theory (...) of moral predispositions. They are necessary conditions to be aware of the moral law and to be motivated by it. Kant is by no means the pure rationalist that Husserl and others represented him as being. To the contrary I claim that Kant is an ethical intuitionist when it comes to our recognition of the validity of the moral law. Interpreting Kant’s famous thesis about the “fact of reason”, I will first argue for three interpretative theses: 1. The factum theory explains our insight into the binding character of the moral law; it is a theory of justification. 2. In our (...) consciousness of the categorical imperative, the moral law is immediately given in its unconditional and binding validity. 3. The unconditional validity of the CI is given in the feeling of respect. Drawing on basic thoughts of Reformed Epistemology, I will then sketch a way to defend Kant’s theory. (shrink)

Precision medicine is an emerging approach to treatment and disease prevention that relies on linkages between very large datasets of health information that is shared amongst researchers and health professionals. While studies suggest broad support for sharing precision medicine data with researchers at publicly funded institutions, there is reluctance to share health information with private industry for research and development. As the private sector is likely to play an important role in generating public benefits from precision medicine initiatives, it is (...) important to understand what the concerns are and how they might be mitigated. This study reports outcomes of a deliberative method of citizen engagement in Singapore that asked whether sharing precision medicine data with private industry would be permissible, and if so, under what circumstances. Findings from this citizens’ jury suggest sharing with industry would be permissible under certain conditions that are set out in nine recommendations. Implications of the recommendations and their underlying assumptions for policy decision makers are discussed. This study aligns with prior international studies which found conditional acceptance for data sharing with private industry, a public benefit requirement, specific reluctance to share with insurance companies and an emphasis on accountability and transparency to demonstrate trustworthiness. However, our results differ from prior studies in that opt-in consent did not dominate the deliberations as jurors were able to set it aside as an assumed prerequisite for participation in a precision medicine programme. An incomplete degree is cuppable if it can be joined by an incomplete degree to a complete degree. For sets fulfilling some type of simplicity property one can now ask whether these sets are cuppable with respect to a certain type of reducibilities. Several such results are known. In this paper we settle all the remaining cases for the standard notions of simplicity and all the main strong reducibilities.

Starting with D. Scott's work on the mathematical foundations of programming language semantics, interest in topology has grown up in theoretical computer science, under the slogan `open sets are semidecidable properties'. But whereas on effectively given Scott domains all such properties are also open, this is no longer true in general. In this paper a characterization of effectively given topological spaces is presented that says which semidecidable sets are open. This result has important consequences. Not only follows the classical Rice-Shapiro (...) Theorem and its generalization to effectively given Scott domains, but also a recursion theoretic characterization of the canonical topology of effectively given metric spaces. Moreover, it implies some well known theorems on the effective continuity of effective operators such as P. Young and the author's general result which in its turn entails the theorems by Myhill-Shepherdson, Kreisel-Lacombe-Shoenfield and Ceĭtin-Moschovakis, and a result by Eršov and Berger which says that the hereditarily effective operations coincide with the hereditarily effective total continuous functionals on the natural numbers. Is causal analysis an appropriate method to discover causal laws? Some prerequisites for any successful application of mathematical causal models are worked out and discussed. It can be shown that these prerequisites cannot be fulfilled by present models and there are strong reasons to assume that they cannot be satisfied by any model. Therefore causal analysis will probably be of no importance for the discovery of causal laws in sociology.

In spite of incomplete knowledge we are permanently forced to act in complex real-life situations. First, a modern concept of information, the non-trivial transition from information to knowledge, patterns of missing knowledge, and the concept of perspective notions are studied. The main sections review some guidelines for action under incomplete information. A modern view of the concepts of holism and wholeness reveals that (in contrast to some critics) general system theory does not require any metaphysical assumption or previously accepted worldview. Recently, Uriah Kriegel and Mark Timmons have suggested a “phenomenology of Kantian Respect for Persons”. They offer a reconstruction of Kant’s own account of the phenomenology of respect for persons as well as a refinement of their own. I shall argue that at least with regard to their reconstruction of Kant’s account, they do not succeed. There are a number of shortcomings, the most grievous of which is that Kant does offer a detailed phenomenology of respect in his second Critique (...) which Kriegel and Timmons, however, pay no attention to. Effective inseparability of pairs of sets is an important notion in logic and computer science. We study the effective inseparability of sets which appear as index sets of subsets of an effectively given topological T0-space and discuss its consequences. It is shown that for two disjoint subsets X and Y of the space one can effectively find a witness that the index set of X cannot be separated from the index set of Y by a recursively enumerable set, if X (...) intersects the topological closure of an effectively enumerable subset of Y. As a consequence of a more general parametric inseparability result a theorem of Rice-Shapiro type is obtained. Moreover, under some additional requirements it follows that nonopen subsets have productive index sets. This implies a generalized Rice theorem: Connected spaces have only trivial completely recursive subsets. As application some decision problems in computable analysis and domain theory are studied. It follows that the complement of the halting problem can be reduced to the problem to decide of a number whether it is a computable irrational. The same is true for the problems to decide whether two numbers are equal, whether one is not greater than the other, and whether a number is equal to a given number. In the case of an effectively given continuous complete partial order the complexity of the last problem depends on whether the given element is the smallest element, in which case the complement of the halting problem is reducible to it, whether it is a base element and maximal, then the decision problem is recursively isomorphic to the halting problem, or whether it is none of these. In this case, both the halting problem and its complement are reducible to the problem. The same is true in nontrivial cases for the problems whether an element belongs to the basis, whether two elements of the partial order are equal, or whether one approximates the other. In general, for any nonempty proper subset of the partial order either the halting problem or its complement can be reduced to the membership problem of the subset. (shrink)

Der vorliegende Band repräsentiert eine breitgefächerte Auswahl sowohl der unterschiedlichen Ansatzpunkte, von denen interkulturelles Philosophieren ausgeht, als auch der diversen Forschungsgebiete innerhalb der Philosophie, die durch interkulturelle Fragestellungen angesprochen sind. In examples like the total recursive functions or the computable real numbers the canonical indexings are only partial maps. It is even impossible in these cases to find an equivalent total numbering. We consider effectively given topological T 0 -spaces and study the problem in which cases the canonical numberings of such spaces can be totalized, i.e., have an equivalent total indexing. Moreover, we show under very natural assumptions that such spaces can effectively and effectively homeomorphically be embedded into a (...) totally indexed algebraic partial order that is closed under the operation of taking least upper bounds of enumerable directed subsets. Economic geographers increasingly consider the significance of history in shaping the contemporary socio-economic landscape and believe that experiences and competencies, acquired over time by individuals and entities in particular localities, to a large degree determine present configurations as well as future regional trajectories. Attempts to trace, understand, and investigate the pathways from past to present have given rise to the thriving and exciting sub-field of Evolutionary Economic Geography. EEG highlights the important factors that initiate, inhibit, or consolidate the contextual settings (...) and relationships in which regions and their respective agents, which comprise and shape economic activity and social reproduction, change over time. It has at its core the production and destruction of novelty in space, and the links between innovation and regional economic fortunes. The creation of knowledge, its movement and recombination within different regional ensembles of economic agents and institutions plays a critical role in the evolution of the space-economy. EEG provides a framework to disentangle the complexity of technological change and regional economic development based on a variety of theoretical and methodological approaches. In only a short time, EEG has established itself as a promising and rapidly evolving research framework with its focus on the driving forces of regional development across various scales and its attempt to translate findings into public policy. This book advances the theoretical foundations of EEG, and demonstrates how EEG utilises and operationalises conceptual frameworks, both established and new. Contributions also point to future research avenues and extensions of EEG, attempting to build stronger ties between theory, empirical evidence, and relevance to policy.
