The book (in German) on “Solar Energy – challenge for research, development and international co-operation” is the report of a study group of the Akademie der Wissenschaften zu Berlin. It reviews solar thermal, photovoltaic, and bio mimetic solar energy techniques; prospects of de-central techniques in developing countries; transport and storage of solar energy; and chances for cooperation with Arabic countries and countries of the South of the former Soviet Union. The prospect of large scale energy production in arid areas, and (...) the modern potentials of conducting electricity over long distances by high-voltage DC transmission (V, 2.1) are particularly relevant for the concluding section. Political chances as well as risks were considered for reliable long term cooperation with various Arab countries on these issues. The recommendations appear to be still appropriate 25 years after the book was published, particularly the political advice in favour of cooperation between Europe and suitable countries of the Maghreb. The global time scale of implementation (discussed in chapter I, 7.2) is of the same (high) magnitude as that of other major changes in the history of technology, such as the substitution of sailing ships by steamboats which took almost a century. The Socratic method has a long history in teaching philosophy and mathematics, marked by such names as Karl Weierstra, Leonard Nelson and Gustav Heckmann. Its basic idea is to encourage the participants of a learning group (of pupils, students, or practitioners) to work on a conceptual, ethical or psychological problem by their own collective intellectual effort, without a textual basis and without substantial help from the teacher whose part it is mainly to enforce the rigid procedural rules designed to ensure (...) a fruitful, diversified, open and consensus-oriented thought process. Several features of the Socratic procedure, especially in the canonical form given to it by Heckmann, are highly attractive for the teaching of medical ethics in small groups: the strategy of starting from relevant singular individual experiences, interpreting and cautiously generalizing them in a process of inter-subjective confrontation and confirmation, the duty of non-directivity on the part of the teacher in regard to the contents of the discussion, the necessity, on the part of the participants, to make explicit both their own thinking and the way they understand the thought of others, the strict separation of content level and meta level discussion and, not least, the wise use made of the emotional and motivational resources developing in the group process. Experience shows, however, that the canonical form of the Socratic group suffers from a number of drawbacks which may be overcome by loosening the rigidity of some of the rules. These concern mainly the injunction against substantial interventions on the part of the teacher and the insistence on consensus formation rooted in Leonard Nelson's Neo-Kantian Apriorism. (shrink)

An incomplete degree is cuppable if it can be joined by an incomplete degree to a complete degree. For sets fulfilling some type of simplicity property one can now ask whether these sets are cuppable with respect to a certain type of reducibilities. Several such results are known. In this paper we settle all the remaining cases for the standard notions of simplicity and all the main strong reducibilities.

Starting with D. Scott's work on the mathematical foundations of programming language semantics, interest in topology has grown up in theoretical computer science, under the slogan `open sets are semidecidable properties'. But whereas on effectively given Scott domains all such properties are also open, this is no longer true in general. In this paper a characterization of effectively given topological spaces is presented that says which semidecidable sets are open. This result has important consequences. Not only follows the classical Rice-Shapiro (...) Theorem and its generalization to effectively given Scott domains, but also a recursion theoretic characterization of the canonical topology of effectively given metric spaces. Moreover, it implies some well known theorems on the effective continuity of effective operators such as P. Young and the author's general result which in its turn entails the theorems by Myhill-Shepherdson, Kreisel-Lacombe-Shoenfield and Ceĭtin-Moschovakis, and a result by Eršov and Berger which says that the hereditarily effective operations coincide with the hereditarily effective total continuous functionals on the natural numbers. In examples like the total recursive functions or the computable real numbers the canonical indexings are only partial maps. It is even impossible in these cases to find an equivalent total numbering. We consider effectively given topological T 0 -spaces and study the problem in which cases the canonical numberings of such spaces can be totalized, i.e., have an equivalent total indexing. Moreover, we show under very natural assumptions that such spaces can effectively and effectively homeomorphically be embedded into a (...) totally indexed algebraic partial order that is closed under the operation of taking least upper bounds of enumerable directed subsets. If one wants to compute with infinite objects like real numbers or data streams, continuity is a necessary requirement: better and better (finite) approximations of the input are transformed into better and better (finite) approximations of the output. In case the objects are constructively generated, they can be represented by a finite description of the generating procedure. By effectively transforming such descriptions for the generation of the input (respectively, their codes) into (the code of) a description for the generation of (...) the output another type of computable operation is obtained. Such operations are also called effective. The relationship of both classes of operations has always been a question of great interest. In this paper the setting is extended to the case of multifunctions. Various ways of coding (indexing) sets are discussed and their relationship is investigated. Moreover, effective versions of several continuity notions for multifunctions are introduced. For each of these notions an indexing system for sets is exhibited so that the multifunctions that are effective with respect to this indexing system are exactly the multifunction which are effectively continuous with respect to the continuity notion under consideration. Mostly, in addition to being effective the multifunctions need also possess certain witnessing functions. Important special cases are discussed where such witnessing functions always exist. (shrink)

Philosophie des Geistes und Ethik reagieren seit der Antike auf naturwissenschaftliche Herausforderungen. Bis zum 17. Jahrhundert ist das im Wesentlichen in der Perspektive allgemeiner naturphilosophischer Reflexionen erfolgt.

The right to religious freedom can not only come into conflict with other rights, but there can also exist an immanent conflict within this right. Such a conflict is the one between negative and positive religious freedom. Before it can be solved as regards content, one has to realize that by the opposition negative versus positive religious freedom something completely different can be meant. In a semantic analysis at least eight different meanings of the term 'negative religious freedom' can be (...) discerned. It should, however, be noted that distinctions can be made in this respect whether specific rights of the person entitled are meant, or whether, by claiming this right, consequences are connected for others, who want to positively exercise this right.
