In the current crisis of liberal democracy, Confucianism has been cited as offering superior alternative models of government. With the resources from Dewey’s Pragmatism, this paper defends democracy, which should not be equated to de facto liberal democracies, as desirable for Confucian societies. It examines the affinities between Confucian and Dewey’s conception of the person and community and argues for an understanding of democratic values that brings together Dewey’s democratic values and Confucian ideals of personal (...) cultivation and virtuous governance. This article proposes that autocratic democracy represents the natural political form of right-wing populism. It argues that while the emergence of autocratic democracy as a genuine political alternative to liberal democracy may be currently located primarily in states where liberal democratic norms were not well-consolidated, there are reasons to hold that structural features of contemporary politics in consolidated democracies relating to the decline of mass parties and the globalisation trilemma create the space for the right-wing (...) mobilisation of populism. It is further claimed that the dilemmas of the EU in conjunction with the politics of immigration and multiculturalism provide resources for the right-wing mobilisation of populist discontents such that we should not be sanguine about the ability of liberal democracy to be resilient in the face of continuing populist pressures. Today in Europe we are witnessing a populist turn, we could even speak of a “populist moment” that signals the crisis of neoliberal democracy. According to Chantal Mouffe, “the populist moment” is the expression of a set of heterogeneous demands, which cannot be formulated in traditional right/left frontier. The battles of our time will be between right-wing and left-wing populism. Understanding the relationship between experts and laypeople is crucial for understanding today’s world of post-truth and the contemporary crisis of liberal democracy. The emergence of post-truth has been linked to various phenomena such as a flawed social and mass media ecosystem, poor citizen education, and the manipulation tactics of powerful interest groups. The paper argues that the problem is, however, more profound. The underlying issue is laypeople’s inevitable epistemic dependence on experts. The latter is part and parcel (...) of the “risk society” in which people question the scientific consensus and thus are able to manipulate the facts. It is a powerful weapon in the hands of illiberal democrats, though liberal democrats can make no use of it. The latter downplay the problem of citizens’ epistemic deficits and of the epistemic asymmetries between them. The third and fourth generations of deliberative democrats are a perfect example. The paper argues that the concepts of interactional expertise and epistemic dependence explain why understanding between experts and laypeople is impossible. ABSTRACT A new ‘political philosophy’ is indispensable to the ‘post-Corona world,’ and this paper tries to analyze the future of ‘liberal democracy’ in it. It shows that ‘liberal democracy’ faces a ‘global crisis’ that has begun before, but the ‘novel Coronavirus pandemic,’ as a setback for it, strongly encourages that crisis. ‘Liberalism’ and ‘democracy,’ which had long been assumed by ‘political philosophers’ to go together, are now becoming decoupled, and the ‘liberal values’ (...) of ‘democracy’ are eroding. To find why and how, this paper analyzes ‘authoritarianism,’ ‘totalitarianism,’ and the evils and propensities of ‘democracy’ that bring about further erosions of ‘liberal values.’ There may be difficult trade-offs to be made between ‘liberal’ and ‘authoritarian’ ‘values’ - and, after the experience of ‘Coronavirus,’ this paper shows the ‘illiberal or authoritarian democracy’ may become stronger. -/- KEYWORDS: democracy, liberalism, liberal democracy, illiberal democracy, the novel Coronavirus pandemic, Covid-19, authoritarianism, totalitarianism. -/- EXTENDED ABSTRACT For almost a century in West, ‘democracy’ has meant ‘liberal democracy’-a political system marked not only by ‘free and fair elections,’ but also by ‘liberal values.’ ‘Liberalism’ applied to the problem of the limits of the criminal law would require commitment to the presumption in favor of ‘liberty.’ If the word ‘liberal’ is to have any utility in this context, it should refer to one who has so powerful a commitment to ‘liberty’ that she is motivated to limit the number of acknowledged liberty-limiting or coercion-legitimizing principles as narrowly as possible. So, she only believes in ‘harm-principle’ as the morally relevant reason for criminal prohibitions. ‘Offense principle’ and ‘paternalistic’ and ‘moralistic’ considerations, when introduced as support for penal legislation, have no weight at all. So, it means ‘autonomy’ and ‘self-regarding vs. other-regarding actions distinction’ based on which the human is the owner of her mind and body and everything consenting adults do is beyond the realm of morality and law. It leads to ‘individual’ ‘basic rights and liberties’ such as ‘basic rights and liberties’ of ‘speech,’ ‘religion,’ and ‘property’ and ‘collective’ ‘basic rights and liberties’ such as ‘basic rights and liberties of assembly,’ ‘civil society,’ ‘political pluralism,’ ‘democratic institutions,’ and ‘non-governmental organizations.’ ‘Liberalism’ also believes in ‘equality of conditions, ‘equal and free participatory rights in political decision making,’ and ‘collective self-governance.’ It also believes in the ‘rule of law,’ a ‘separation of powers,’ and ‘checks and balances.’ However, even under fair and free elections, the elected leaders can be ‘populists,’ ‘ultra-nationalists,’ ‘racists,’ ‘fascists,’ and ‘authoritarians’ who do not respect ‘inviolable basic rights and liberties,’ and suppress ‘minorities.’ Democratically elected leaders can routinely ignore constitutional limits on their power and deprive their citizens of ‘basic rights and liberties.’ The two strands of ‘liberal democracy’ have been coming apart in the world, and the ‘liberal’ elements of ‘democracy’ have been fraying and eroding even before the ‘novel Coronavirus pandemic.’ Even before the Coronavirus hit, there was already much discussion of a crisis of ‘liberal democracy.’ In particular, there has been a debate about whether ‘liberalism’ and ‘democracy,’ which had long been assumed to go together, were becoming decoupled. This paper shows ‘liberal democracy’ faces a ‘global crisis’ that had begun before the ‘novel Coronavirus pandemic.’ It also analyzes ‘authoritarianism,’ ‘totalitarianism,’ ‘liberalism,’ and ‘democracy’ and shows that Covid-19 is a setback for ‘liberal democracy.’ What is striking about the current moment is that many of the ‘liberal’ elements of ‘democracy’ are so far holding up under immense pressure. ‘Illiberal democracies’ seemed to be emerging in many countries. This model of ‘illiberal democracy,’ in which elections continue to be held but some individual rights and liberties are curtailed, may emerge stronger from this new crisis. In that sense, the ‘pandemic’ may become a challenge not only to ‘democracy’ as such but also to ‘liberal democracy’ in particular – in other words, a system of popular sovereignty together with guaranteed basic rights, such as freedom of association and expression and checks and balances on executive power. ‘Authoritarian’ procedures may succeed in mitigating the spread of the ‘Coronavirus,’ but the world now faces another problem: that when the virus recedes, many ‘liberal democracies’ will be far less ‘liberal’ or ‘democratic’ than they were before. In times of crisis, ‘liberal values’ have been ignored temporarily in the name of executive power. However, the ‘temporary’ can become ‘permanent.’ In addition, if citizens lose their faith in the legitimacy of ‘liberal democracy’ as the best form of government, and think ‘liberal democracy’ cannot function effectively during a crisis, and ‘authoritarian regimes’ manage the crisis more decisively, the world will slide towards ‘illiberal or authoritarian democracy,’ and many ‘liberal democracies’ will be at grave risk of failure. There may now be difficult trade-offs to be made between those basic rights and security - and, after the experience of Covid-19, many citizens may choose security. (shrink)

This essay reassesses the German-Jewish social and cultural critic, Walter Benjamin's famous, yet widely misunderstood thesis of the aestheticisation of politics with reference to the development of the mass media and the crisis of democracy. I argue that his thesis of the aestheticisation of politics represents the focal point of his account of both the crisis of liberal democracy as a deliberative and representative political system and the emergence of fascism as a form of direct (...) political communication between a political power and the public. My examination of Benjamin's analysis of the interplay between fascist politics and the mass media leads to a wider critical consideration of the function of political spectacle in the media age. In so doing, I seek to draw out its theoretical relevance for our critical understanding of the linkage between new media and democracy, be it 'new' or 'old' democracy. (shrink)

Liberal democracy has been experiencing a crisis of representation over the last decade, as a disconnect has emerged from some of the foundational principles of liberalism such as personal freedom and equality. In this article, I argue that in the third part of Kant’s Religion within the Boundaries of Mere Reason we can find resources to better understand and counteract this crisis of liberal democracy. Kant gives a powerful argument to include an invisible ethical (...) community under a political community, and this ethical community has to take the form of a church. Kant argues then that any political system, and so also liberal democracy, requires religion to ally citizens in a foundational way with the general principles of that system. This would commit liberal nations to having their foundational principles buoyed by religion. Towards the close of the essay, I attend to how this might impact on liberalism’s commitment to religious and ideological pluralism. (shrink)

Patrick Deneen’s Why Liberalism Failed offers a compelling critique of liberalism that casts considerable light on many of our current discontents. Nevertheless, its argument is vitiated by certain shortcomings, namely, a failure to recognize the role of other traditions in inspiring and shaping liberal democracy, and to do justice to the achievements, history, and complexities of the liberal intellectual tradition. Likewise, its account of liberalism fails to address that tradition’s defining philosophical commitments, commitments that determine the limits (...) and possibilities of its political theorizing and explain its historical trajectory toward an ever-deeper individualism. It will not be possible to escape the intellectual prison of Enlightenment Liberalism’s moral emotivism and hyper-individualism until we have transcended the impoverished metaphysics from which they issue. This book argues that contemporary liberal democracy is reaching a crisis. Brendan Sweetman contends that this crisis arises from a contentious pluralism involving the rise of incommensurable worldviews that emerge out of the absolutizing of freedom over time in a democratic setting. This clash of worldviews is further complicated by a loss of confidence in reason and by the practical failure of public discourse. A contributory factor is the growing worldview of secularism which needs to be (...) distinguished from both the process of secularization and the concept of the secular state. In liberal thought, democracy is guaranteed by the unity of community and government. The community of citizens elects its government according to political preferences. The government rules over the community with powers that are limited by unalienable human, civil, and political rights. These assumptions have characterized Classical Liberalism, Revisionist Liberalism, and contemporary Neo-Liberal theories. However, the assumed unity of community and government becomes problematic in Global Post-Fordism. Recent research on the globalization of the economy and society has (...) underscored the increasing inability of nation-states to exercise power over their communities, which, in turn, limits the ability of communities to express their will at the nation-state level. The current phase of capitalism is characterized by socio-economic relations that transcend the jurisdictions of nation-states and local spaces. By introducing features characteristic of Classical Liberalism, Revisionist Liberalism and Neo-liberalism, and the contribution of the theory of Reflexive Modernization, which represents a novel attempt to rethink democracy within the liberal tradition, the issue of the fracture of the unity of community and government can be addressed. The inability of governments to control economic and non-economic environments creates a crisis of representation that implies serious limits to liberal democracy. This situation is particularly important for the agricultural and food sector since its development and programs for its democratization have been historically based on the intervention of agencies of and control by the nation-state. The present article aims to show the effects that the coalescence of liberal democracy and globalisation has on the law as a social institution. The law as a social institution is one of the key foundations for the social integration of modern society, which is why we may suggest a reasonable assumption that the role of the law in modern Western societies should be growing in significance. However, the coalescence of liberal democracy and globalisation is a (...) consequence of the evolution of modern Western civilisation and the main context of its further development that gives feedback to the very development process. The analysis of the crisis of the financial capital makes us question the previous assumption because the essence of the law as a social institution lies not in its legal regulation but in its self-regulation that should increase the society’s trust in different institutions, including the financial capital. The present research makes an attempt to answer the following questions: 1) what is the traditional role of the relationship between society and the law as a social institution? 2) what are the most important social consequences of the coalescence of liberal democracy and globalisation? 3) what is the significance of the legal culture under the circumstances of the coalescence of liberal democracy and globalisation? Events in recent years have underscored the dependence of the liberal international order (LIO) on the domestic fate of liberalism in countries like the United States—where, according to critics such as Mark Lilla and Francis Fukuyama, liberals have imperiled themselves through an unwise embrace of identity politics. These critics argue that identity politics undermines solidarity and empowers the illiberal right, and that it should be rejected in favor of a unifying creedal nationalism based on common liberal values. This (...) analysis, I argue, overlooks the fact that “common” creedal values have expanded in American history when their meanings were being controversially reinterpreted from identity-based perspectives. If American liberalism is to emerge from its current crisis, it will need to incorporate the claims of identity into a sense of national belonging that can resist the authoritarian, ethnoracial nationalism promoted by the LIO's enemies. The likelihood that such a process will be controversial is reason for liberal critics of identity politics to consider how the claims of identity might be an asset, not an obstacle, to revitalizing liberal democracy against its challengers. It is indisputable that Black Theology of Liberation intentionally un-thinks the West. BTL has its own independent conceptual and theoretical foundations and can hold without the West if it rejects the architecture of Western knowledge as a final norm for life. This, however, is a spiritual matter which the article argues. The historical arrest of the progression of liberative logic and its promises might be self-inflicted by rearticulating and reinterpreting liberation strong thought. At a time when neofascism, which is virtually (...) an open display of psychological and ideological confusion, racism, classism, sensibilities of integralism and gender violence, having become rife, liberal democracy is arguably in crisis today. BTL has to move beyond rethinking and repeating its tried and tested ways of response to black pain caused by racism and colonialism. Un-thinking the West is not only cognitive but also spiritual. Umoya, the spirit of life, the article argues, to un-think the West, constitutes inter alia, the rejection of Hellenocentric concepts as a starting point of knowledge. Umoya should reject the self-serving periodisation of history centred on Europe, dualistic obfuscating secularism and willingness by black to occlude their knowledge systems. Without this, the article argues, the lethargic sleep, the mocking laughter of the West at the self-wounding black African remains a syndrome that arrests the translation of liberation knowledge from history. Examining the social and political upheavals that characterized the collapse of public judgment in early modern Europe, Liberating Judgment offers a unique account of the achievement of liberal democracy and self-government. The book argues that the work of John Locke instills a civic judgment that avoids the excesses of corrosive skepticism and dogmatic fanaticism, which lead to either political acquiescence or irresolvable conflict. Locke changes the way political power is assessed by replacing deteriorating vocabularies of legitimacy with a (...) new language of justification informed by a conception of probability. For Locke, the coherence and viability of liberal self-government rests not on unassailable principles or institutions, but on the capacity of citizens to embrace probable judgment. The book explores the breakdown of the medieval understanding of knowledge and opinion, and considers how Montaigne's skepticism and Descartes' rationalism--interconnected responses to the crisis--involved a pragmatic submission to absolute rule. Locke endorses this response early on, but moves away from it when he encounters a notion of reasonableness based on probable judgment. In his mature writings, Locke instructs his readers to govern their faculties and intellectual yearnings in accordance with this new standard as well as a vocabulary of justification that might cultivate a self-government of free and equal individuals. A new emphasis on diversity and difference is displacing older myths of nation or community. A new attention to gender, race, language or religion is disrupting earlier preoccupations with class. But the welcome extended to heterogeneity can bring with it a disturbing fragmentation and closure. Can we develop a vision of democracy through difference: a politics that neither denies group identities nor capitulates to them? In this volume, Anne Phillips develops the feminist challenge to exclusionary versions of democracy, (...) citizenship and equality. Relating this to the crisis in socialist theory, the growing unease with the pretensions of Enlightenment rationality, and the recent recuperation of liberal democracy as the only viable politics, she builds on debates within feminism to address general questions of difference. When democracies try to wish away group difference and inequality, they fail to meet their egalitarian promise. When yearnings towards an undifferentiated unity become the basis for radical politics and change, too many groups drop out of the picture. Through her critical discussions of recent feminist and socialist theory Anne Phillips rejects this democracy of denial. She also warns, however, of the dangers on the other side. The simpler celebrations of diversity risk freezing group differences as they are, encouraging a patchwork of local identities from which people can speak only to themselves. Her arguments then combine in a powerful restatement of the case for a more active and participatory democracy. In this essay, I attempt to measure various prevailing democratic theories against an argument that Carl Schmitt advances in the first chapter of his ‘Crisis of Parliamentary Democracy’. In practice, he claims there, democratic politics is compelled to introduce a distinction between ‘the will of the people’ and the behaviour of the empirical people, thus justifying the bracketing and unlimited suspension of the latter in the name of the former, even to the point of dictatorship. I argue that (...) no contemporary approach to democracy as a fundamental value is able to mount a compelling response to this critique and that we should therefore reconsider the status of democracy as a normative commitment. I proceed by carefully and closely reading Schmitt’s chapter and then by juxtaposing various currents of democratic theory (including liberal, deliberative, epistemic and various hybrids thereof) with the trajectory of Schmitt’s argument. This essay is therefore less of a contribution to Schmitt scholarship, in the sense that it does not take a panoramic view of his corpus to determine his final stance on democracy, and more of an intervention into contemporary democratic theory using Schmitt’s argument as a kind of lever. What is to be learned from the chaotic downfall of the Weimar Republic and the erosion of European liberal statehood in the interwar period vis-a-vis the ongoing European crisis? This book analyses and explains the recurrent emergence of crises in European societies. It asks how previous crises can inform our understanding of the present crisis. The particular perspective advanced is that these crises not only are economic and social crises, but must also be understood as crises of (...) public power, order and authority. In other words, it argues that substantial challenges to the functional and normative setup of democracy and the rule of law were central to the emergence and the unfolding of these crises. The book draws on and adds to the rich ’crises literature’ developed within the critical theory tradition to outline a conceptual framework for understanding what societal crises are. The central idea is that societal crises represent a discrepancy between the unfolding of social processes and the institutional frameworks that have been established to normatively stabilize such processes. The crises at issue emerged in periods characterized by strong social, economic and technological transformations as well as situations of political upheaval. As such, the crises represented moments where the existing functional and normative grid of society, as embodied in notions of public order and authority, were severely challenged and in many instances undermined. Throughout his career, Alexis de Tocqueville was deeply concerned about the replacement of public-minded politics by materialistic egoism in modern democratic societies. Though there is a substantial literature on his response to democratic materialism, the poetic aesthetic category of the ideal and beautiful has been rarely discussed as a major element of his remedy for the crisis. Contrary to a common scholarly assumption, this article argues that Tocqueville conceived democratic individuals’ poetic taste for the ideal and beautiful as a (...) key source of materialistic democracy’s political redemption. Focusing on his poetic idealisation of the French revolutionaries of 1789, the article recovers a branch of his political aesthetics according to which the beauty of a heroic moral ideal inspired by revolutionary political actors can play a significant role in generating public-spirited politics in a democratic society. Unlike contemporary neo-Tocquevillian scholars who tend to privilege the language of interest or duty in reinvigorating the public life of liberal democracy, Tocqueville believed in an alternative strategy premised on the essentially poetic nature of democratic citizens. Corruption is of central interest to business ethics but its meaning is often assumed to be self-evident and universal. In this paper we seek to re-politicize and unsettle the dominant meaning of corruption by showing how it is culturally specific, relationally derived and varies over time. In particular, we show how corruption’s meaning changes depending on its relationship with Western-style liberal democracy and non-Western local experience with its implementation. We chose this focus because promoting democracy is a (...) central plank of the international anti-corruption and development agenda and yet the relationship between corruption and democracy is rarely specified. Adopting a critical-discursive approach that draws on poststructuralism and postcolonialism, we explore how the meaning of corruption constructed in The Jakarta Post (TJP) changed in relation to Indonesia’s experience in implementing democratic reform, a condition of the international financial aid it received following the 1997 Asian Financial Crisis. In the 1990s, corruption was seen as an illness, and democracy the cure; from 2000 to 2011 experience with democracy brought disillusion—democracy had not cured corruption but caused it to spread; while from 2012 to 2014 democracy was constructed as a valued end in its own right, but needed protection from corruption in order to survive. From translating the international development agenda in a relatively straightforward way, TJP moved towards constructions of increasing complexity and ambivalence. This demonstrates how corruption’s meaning is fundamentally contingent and unstable—even dominant meanings have the potential to be contested, showing how they are an effect of power and raising the possibility of alternatives. A growing genre of ‘crisis studies’ traces liberal-democratic instability to technocratic reformism and populist reaction to it. Most contributions recommend restoring economic growth, rebuilding civic culture and eschewing populist ‘us-versus-them’ narratives. This literature relies on a problematic way of thinking we label irenicism, and show to be a contemporary variant of what political realists call progressive moralizing. Irenicism portrays liberal-democracy as the product of voluntary consensus among rational individuals to sustain institutions that, by promoting endless economic (...) growth, support universal interests and values. By way of a synthesis of realist thinking and Dewey’s pragmatic approach to experimental theory-building, irenicism is shown to preserve a lacuna for political interpretation. The task for current political theory should not be to affirm old ideas in the face of new challenges. Rather, it should be to do away with ‘traditionalized’ ideas, to clear the field for experimental responses to democratic political thought and action. (shrink)

This article addresses two great global challenges of the 2020s. On one hand, the accelerating climate crisis and, on the other, the deepening crisis of representation within liberal democracies. As temperatures and water levels rise, rates of popular confidence in existing democratic institutions decline. So, what is to be done? This article discusses whether sortition – the ancient Greek practice of selecting individuals for political office through lottery – could serve to mitigate both crises simultaneously. Since the (...) 2000s, sortition has attracted growing interest among activists and academics. Recently it has been identified in countries like the UK and France as a mechanism for producing legitimate political answers to the climate challenge. However, few theoretical reflections on the potentials and perils of sortition-based climate governance have yet emerged. This article contributes to filling the gap. Based on a critique of the first successful case of sortition used to enhance national environmental policy – in Ireland in 2017–18 – we argue that sortition-based deliberation could indeed speed up meaningful climate action whilst improving the health of democratic systems. However, this positive outcome is not preordained. Success depends not only on green social movements getting behind climate sortition but also on developing flexible, context-specific designs that identify adequate solutions to a number of problems, including those of power ; expertise ; and participation. Against the backdrop of an alarming rise in authoritarianism and the crisis of liberal democracy, few would consider extoling the virtues of politics today. Yet in this lively dialogue with journalist Aude Lancelin, leading French thinker Alain Badiou argues that it is precisely through politics that humanity can still achieve its most ambitious aims. As illiberal and authoritarian trends are on the rise--both in fragile and seemingly robust democracies--there is growing concern about the longevity of liberalism and democracy. The purpose of this volume is to draw on the analytical resources of various disciplines and public policy approaches to reflect on the current standing of liberal democracy. Leading social scientists from different disciplinary backgrounds aim to examine the ideological and structural roots of the current crisis of liberal democracies, in (...) the West and beyond, conceptually and empirically. In an address entitled "Democracy and Liberal Education" delivered in 1887, Edward Everett Hale attacked the then President of Princeton University, the distinguished Scottish philosopher James McCosh for his remarks in a lecture to the Exeter Academy. Hale argued, in effect, that McCosh was ultimately "un-American" in his pedagogical purposes. The issues which Hale goes on to address, and the arguments to which he gives vent, show clearly the battle lines as far as liberal education in America (...) was concerned. Hale says that McCosh "encourages the students...to supply our lack of a political body of noblemen by an aristocracy founded on letters and learning." In doing so, Hale explains, McCosh is drawing on analogies "as old as Plato." "They are analogies which come most naturally to a man trained among well-defined classes in social order. But they ought not to be long sustained among people who have been trained in the social order of a democratic republic." For Hale the idea liberal education has no "elitist" or exclusivist overtones. Liberal education does not seek "to make any class of scholars." Indeed, "a true republic expects, in the end, to give a liberal education to all its people...the republic regards a liberal education not as the good fortune of a governing class, but as the privilege, if you please, the necessity of all." When we turn to the man who was the springboard of some of Hale's remarks on education we see that McCosh's concern is whether "America has arrived at a stage at which there is a body of men and women who have leisure and taste to cultivate the liberal arts and advance the higher forms of civilization." But it should be observed that, despite their basic differences of concern and approach, both Hale and McCosh believed that there was such a thing as the truth, that God or the Divine was the ultimate phenomenon for human beings, and that belief in these things helped sustain the good that was liberal society. By recalling the arguments of such men we are provided with a picture which contrasts with the debate between "town and gown" in our own day. If there is still some of Hale's moral seriousness about citizenship in "town" it seems hard to allow there is much of McCosh's moral seriousness about the task of philosophy in the realm of the "gown." To say the least, both civic and intellectual seriousness has declined since Hale and McCosh's time. That is why the kind of discussion in which they engaged should be interesting to us today. It allows us to track both the origins of our condition and the path we have come. Jiwei Ci's Moral China in the Age of Reform is a landmark in our attempt to understand, diagnose, and provide solutions to the moral crisis in post-Mao China. It is difficult not to be deeply impressed by the perceptive observations, provocative claims, and sophisticated arguments Ci presents in this book. What is the connection between the surge of populism and the deflation of electoral support to traditional left-leaning ideological positions? How can we explain the downfall of the Left in conditions that should be propelling it to power? In its reaction both to the neo-liberal hegemony and to the rise of populism, I claim that the Left is afflicted by what Nietzsche called ‘a democratic prejudice’ – the reflex of reading history as the advent of democracy and its (...) crisis. As a result, the Left now undertakes to recover democracy by resurrecting the growth-and-redistribution policy set that was a trademark of the ‘golden age’ of social democracy in the three post-war decades. This nostalgic gesture, however, is leading the Left into another predicament, which I call the ‘paradox of emancipation’ – while fighting for equality and inclusion as essential conditions for democratic citizenship, the Left is validating the social order within which equality and inclusion are being sought – namely, order shaped by the competitive production of profit which is the root cause of our societies’ plight. The analysis concludes with a proposal for building a counter-hegemony against neo-liberal capitalism by means of enlarging the Left’s focus beyond its traditional concerns with inequality and exclusion, to address also the injustice of growing social and economic insecurity – a harm whose reach surpasses the working poor. Reformulating an agenda of social justice around issues of economic insecurity that cross the ‘class divide’ would allow the Left to mobilize a broad coalition of social forces for radical and lasting change in the direction of socialist democracy. What do people mean when they use the word “democracy”? From a survey of usage, we discover that democracy is a highly contestable notion. It is spoken of simultaneously as a moral principle, a state of being, and a system of government. But if democracy is a vigorously contested notion, it is not a hopelessly contested notion. Certain regular distinctions begin to emerge, with the most important being that between “liberal democracy” and “popular democracy.” (...) Democracy today exists as a concept at war with itself. The resultant crisis for democrats is that they are forced to defend liberal values against popular reform. My own view is that democracy is best understood as pharmakon—as both poison and cure. My overall ambition in this paper, however, is not necessarily to defend one definition against another, but only to ask how we might proceed. In this sense, I want to address Jacques Derrida’s question of : “can one and/or must one speak democratically of democracy?”. (shrink)

In this text the problem of legitimacy of democracy is considered through particular aspects of its crisis. On theoretical and philosophical level, the crisis of legitimacy of democracy is reflected as the primacy which some of the liberal thinkers give to judicial review in relation to self-determination and democratic will. On practical level, crisis as citizens’ distrust in democratic institutions, as well as diminished participation in bringing of political decisions are being discussed. In this special issue, we draw on pragmatist political and social theory and philosophy to illustrate the creative potential of this intellectual tradition for thinking about the numerous crises that haunt liberal democratic societies today. The introduction identifies five overlapping problem constellations (demise of public power, lasting consequences of inequality, pluralization of society, return of authoritarian practices and globalization of the world) that have driven the recent rise of undemocratic or authoritarian patterns of social organization and political rule. Against (...) this backdrop, we conclude that the revitalization of certain dimensions of liberal democracy will not suffice to overcome these problems, which means that democratic practices need radical rethinking and reconceptualization. For this intellectual and political endeavour, we argue, pragmatism provides a suitable framework to identify problems that require resolution and define and mobilize collective problem solving capacities from already existing practices. All eight contributions to this special issue draw on pragmatist political and social theory and philosophy to illustrate to what extent, and to what ends, this intellectual tradition can revitalize the political and social discourse on the past, present and future of democracy.
