In this article I shall examine a number of historical writings published in the 1780s. This was a decade of intense intellectual activity which saw the publication of the defining works of the later Neapolitan enlightenment, such as Gaetano Filangieri’s Scienza della legislazione from 1780 and Francesco Mario Pagano’s Saggi politici between 1783 and 1785. 2 It was also the decade in which Giuseppe Maria Galanti’s Storia filosofica e politica delle nazioni antiche e moderne [End Page 641] introduced in translation important texts of the British and French Enlightenments, and the journal Scelta miscellanea briefly became an important focal point of collaboration and intellectual exchange for reform-minded intellectuals in Naples. 3 The impetus which bound together these many projects of the 1780s was twofold: on one hand, the growing awareness of the particular problems of Neapolitan society and of the urgent need for reform, expressed through the language and concerns of the wider enlightened movement; and at the same time a revived sense of a distinct cultural and political identity. The writing of history, even of the most remote age, did not escape these concerns.The cultural renewal of the 1780s brought new histories of the Kingdom, and in these Rome played an essential role. As Naples’s most powerful neighbor in ancient times, Rome defeated the Samnites, the tribe which had inhabited the Kingdom, and brought the region under Imperial control. From the Middle Ages the universal pretensions of the Roman papacy had continually threatened the temporal authority of Neapolitan rulers, and the symbol of these pretensions had survived into the eighteenth century with the offering each year of a feudal homage, the Chinea, to Rome. It was against this threat which Pietro Giannone’s anti-clericalism in the Istoria civile del Regno di Napoli (1723) was directed. 4 The symbol of Rome, ancient and modern, served as an effective foil for Neapolitan intellectuals who believed that the development of good government in the Kingdom had been frustrated by the interference of outside powers.This interference was perceived as having broken the natural bond between the rulers of Naples and their subjects. The Spanish viceroys already had an established and especially reviled place in this history of misgovernment in Naples. 5 The arrival of Charles III in 1734 and the establishment of an autonomous monarchy in the Kingdom broke this history and brought a new optimism for the possibility of reform. While constitutionalism is generally reduced to the idea of limited government, little has been said to its contribution to the juridification of the social sphere. The article shows the significance of constitutionalism for the institutionalization of modern civil societies. Modern civil societies, it is argued, can only flourish in a form of modern state that has undergone a process of internal differentiation in the direction of a separation of powers. Through the analysis of the process of self‐constitution (...) of Argentine civil society, I show how the erosion of the constitutional components of the state by populist democratizing movements resulted in the disintegration of civil society. This short article was originally delivered as a lecture in China, The article sketches a process view of history from ancient to medieval civilization, to modernity in two major phases, and to the current transition to a constructive postmodern, ecological civilization.

Johann Arnason’s exploration of the historical constellation of East Asia has helped reproblematize the conceptual framework of modernity and civilization. This article outlines Arnason’s innovations in civilizational analysis and social theory in the field of comparative studies of Japan. It sets out the terms on which a nuanced elaboration of Arnason’s framework could occur. Two areas warrant closer attention: state formation and the institution of capitalism. It is argued that there are signs of what might be termed a ‘tertiary’ phase (...) of state formation, implicit in Arnason’s discussion of advanced modernity. Moreover, this phase brought Japan into close contact with the newly unfolding context of the West’s civilizational imaginary, particularly in its ideological expressions of evolutionism. The article ends on the problematic of capitalism, raising questions about further potential theoretical developments based on Arnason’s conclusions and other inventive studies of Japanese capitalism. Social change does not occur in the same form and direction in every social structure. In this context, every society experiences the modernization process with its own dynamics. These dynamics started with an intervention either from the top or from outside for the countries that want to be included in the modernization process. Due to the government's modernization initiatives, many differences have been made in the individual and social structure. Because, with the changes in the powers governing the state many (...) times in the short term, the society on the way to modernization has faced a new mentality and modernization steps accordingly. However, this difference has not always been in the way the state predicted and organized it. In this sense, the society sometimes accepted the foreseen change and continued it, and sometimes showed resistance to the change. The failure to legitimize the change successfully in the eyes of the people, however, the fact that it was put to work with various sanctions caused the new norms to not be internalized among the people. The modernization movements that could not be internalized by the society were tried to be applied superficially and formally. However, as a result of the development of information opportunities over time and the convergence of the levels in the state on both political and social planes, modernization has started to take its own motivation from internal processes. Thus, an eclectic culture has emerged between the east and the west, but with its own unique motifs. Individuals who grew up in this line have also applied the patterns of the society while living their own modernization experience. These patterns formed in society have changed the emotional and embarrassment thresholds of individuals. Thus, the sense of control, which started from the outside, descended to the core while human beings were civilized. Based on this background, the aim of our study is to read through clothes, within the scope of Elias' theory of civilization, how the change brought about by Turkish modernization has changed the emotional threshold of a single person in social and individual terms. Literature review was preferred for the progress of the study. The research is limited to dress as a subject. Temporally ıt was limited to the period from the II. Mahmud period to the early Republican period. Thus, the study made inferences about today by going back to the Turkish modernization adventure, which dates back 200 years. The study has been divided into three main parts. While these sections were being presented, the topics were often associated with the "religion" theme. (shrink)

The Confucian notion of civility has for thousands of years guided all aspects of socio-ethical life in East Asia. Confucians express their central concern for civility in their notion of li, which is commonly translated ?ritual? and refers to the conventions and courtesies through which we submit to the socio-ethical order, as we do, for example, in performing sacrifices, weddings, and funerals, and various daily acts of deference. Since the rise of China and other East Asian countries as economic powers, (...) it has been suggested that we have in East Asia a ?Confucian? ritual-based culture that is opposed to the law-based culture of the West, a culture of rites opposed to a culture of rights, and that this ritual-based culture can be carried into modernity as another way to secure social harmony. I argue that the values central to Confucian ritual ? deference, repayment, and harmony ? are incompatible with the freedom enacted in modern civility. It is unlikely, therefore, that Confucian ritual can be carried into modernity and, as some suggest, remedy the fragmentation, and indeed lack of civility, characteristic of modern societies. Japan, Russia, and Turkey are major examples of countries with different ethnic, religious, and cultural background that embarked on the path of modernization without having been colonized by a Western country. In all three cases, national consciousness has played a significant role in this context. The project of Modernity is obviously of European origin, but is it essentially European? Does modernization imply loss of a country’s cultural or national identity? If so, what is the “fate” of the modernization process in (...) these cases? The presence of the idea and reality of civil society can be considered a real marker of Modernity in this respect, because it presupposes the development of liberalism, individualism and human rights. But are these compatible with nationalism and with the idea of a national religion? These questions are the more pressing, as Japan is considered part of the Western world in many respects, and Russia and Turkey are defining their relation to the European Union in different ways. It is claimed that Hegel denies the possibility of a modern epic and that his lectures on aesthetics demand the condemnation of all the art of his own time. I use the available student transcripts of his lectures on aesthetics, in conjunction with Lukács's views on the novel, to show that Hegel suggests that the novel might count as a modern epic and that it may perform a significant function in modern ethical life (Sittlichkeit) as presented in (...) his own philosophy of right. While Hegel raises questions concerning the possibility of a modern epic, he also presents the novel with a task that Lukács's interpretation of Balzac's Illusions perdues shows the novel is able to fulfill. This becomes evident when we consider Hegel's remarks on the novel in connection with his theory of civil society. (shrink)

This article identifies civilizational analysis as one response to a recent crisis in the sociology of large-scale social configurations and explores how far the concept of civilization can go in analyzing the contemporary global social constellation. The reasoning proceeds in four steps. First, a brief review of the recent conceptual debate in social theory and historical sociology leads to the conclusion that concepts such as ‘civilization’ and ‘modernity’ still work with too strong presuppositions about continuity and commonality of patterns of (...) world interpretation. Second, a proposal is made to distinguish several basic problématiques that all human collectivities need to address and to suggest that such a distinction lends itself to research-oriented disentangling of various aspects of social phenomena. In an explorative manner, third, this approach will be applied to South Africa and Brazil, two social configurations that can fruitfully be studied as collectivities but lend themselves much less to civilizational analysis. By way of conclusion, finally, the trajectories of these non-European modernities will briefly be compared to the European one to illustrate the potential of this approach for a global sociology of plural trajectories of modernity. This article engages with Johann Arnason’s approach to the entanglements of culture and power in comparative civilizational analysis by simultaneously reframing the themes of the civilizing process and the public sphere. It comments and expands upon some key insights of Arnason concerning the work of Norbert Elias and Jürgen Habermas by adopting an ‘Islamic perspective’ on the processes of singularization of power from its cultural bases and of reconstruction of a modern collective identity merging the steering capacities and the (...) participative ambitions of an emerging urban intelligentsia. The Islamic perspective provides insights into the interplay between civilizing processes and the modes through which cultural traditions innervate a modern public sphere. By revisiting key remarks of Arnason on Elias and Habermas, the Islamic perspective gains original contours, reflecting the search for a type of modernity that is eccentric to the mono-civilizational axis of the Western-led, global civilizing process. While this eccentric positioning entails a severe imbalance of power, it also relativizes the centrality of the modern state in the civilizing process and evidences some original traits of the public sphere in a non-Western context. Arguing against Max Weber’s characterization of Buddhism as other-worldly and divorced from politics, this study shows that Buddhist practice necessitates public validation within an economy of merit in which moral action earns (...) future rewards. The intervention of colonial modernity in traditional Burmese Buddhist worldviews has created conjunctures at which public concerns critical to the nation’s future are reinterpreted in light of a Buddhist paradigm of power. Author Juliane Schober begins by focusing on the public role of Buddhist practice and the ways in which precolonial Buddhist hegemonies were negotiated. Her discussion then traces the emergence of modern Buddhist communities through the colonial experience: the disruption of traditional paradigms of hegemony and governance, the introduction of new and secular venues to power, modern concerns like nationalism, education, the public place of religion, the power of the state, and Buddhist resistance to the center. The continuing discourse and cultural negotiation of these themes draw Buddhist communities into political arenas, either to legitimate political power or to resist it on moral grounds. Ian Hunter approaches philosophical doctrines as ways of fashioning personae for envisaged historical circumstances, here of confessional conflict and political desacralization. Civilizational analysis has not concerned itself too greatly with the historical experiences of the American New World. There are good reasons to correct this position and Shmuel Eisenstadt’s principal work on America’s distinct modernities goes some way to establishing the colonization of the Atlantic world as an opening phase of modernity. Nonetheless, a more far-reaching analysis of the distinctiveness of diverse American societies can be developed that goes beyond the image of a Protestant North America contrasted with southern Latin cultures. This article outlines the basis for a more nuanced approach in three steps: a focus on intercivilizational engagement, examination of civilizational factors neglected by Eisenstadt and reconsideration of the conceptual range of the notion of ‘civilization’ itself. This paper seeks to establish that Bernard Mandeville's ideas on courage and honour shaped the Scottish debate about ancients and moderns by formulating a perspective how eighteenth-century civil societies grew large, luxurious and feminine without losing their ability to wage war. My focus is on Mandeville's positive influence on David Hume, whose writings were a springboard for many Mandevillean ideas in Scotland. In contrast to a recent claim in scholarship, Hume aimed to discredit, instead of developing, Shaftesburyan ideas of ancient (...) courage. The concluding part of the paper will discuss Andrew Millar and Adam Ferguson in this context. (shrink)
