Previous research on gender and political leadership has narrowly defined gender consciousness, failing to account for the broader commitments, concerns, and loyalties held by women of color. In this article, the author calls for an intersectional approach to analyzing the gender consciousness of political leaders. She presents findings from four months of participant observation in a Latina candidate’s campaign for city council. The author finds that the campaign presented an intersectional consciousness in the candidate’s messages, using gendered discourses (...) to frame her commitment to issues of greatest concern to Hispanic and low-income communities. The campaign’s mobilization efforts targeted both women and Hispanics, but focused most of its resources into courting the vote of middle- and upper-class white women. Contrary to recent claims that intersectionality has outlived its usefulness as an analytic tool, the author argues that intersectionality remains an underutilized and much-needed framework for helping to close gaps in the understanding of political life. This article focuses on the idea of ‘human rights city’ and explores its practice. It starts from the concepts of human rights cities and subsidiarity to explain what a human rights city is and delves into the existing literature identifying the challenges to guarantee human rights in local contexts, such as the legal framework, education and training, the institutional structure, and the resources. Our article is based on an empirical-based study of Madrid Human Rights Plan (2017–2019). We carried (...) out semi-structured interviews, focus group, and participant observation to grasp the obstacles that civil servants encounter in the implementation of the Plan. We identify five types of obstacles that we classify as conceptual, ideological, legal, organisational, and budgetary. Our study questions the idea that the local context, just because of its proximity to the citizenry, is the best equipped level of government to guarantee human rights. Without proper training and resources human rights can be lost in translation. Through the identification of such obstacles in a specific case study, we contribute to the academic debate on human rights in practice with the aim of fostering its guarantee in local contexts. City councils hold meetings several times a week. There is a need for computer support at certain meetings. This paper examines the potential for group support systems for use in city council meetings and shows in what ways they can be helpful in pre-meeting and post-meeting activities. The study is based on 17 computer-supported city council meetings, carried out in Stuttgart, Kornwestheim and other cities as part of the Cuparla Project between 1996 and 1998. Three (...) of these meetings are described in the paper as brief case studies. Following this, all 17 meeting sequences are evaluated and analysed. Guidelines have been developed from the results of the study for the introduction of group support systems in city council meetings. (shrink)

The emergence of urban tech economies calls attention to the multidimensional spatiality of ecosystems made up of people and organizations that produce new digital technology. Since the economic crisis of 2008, city governments have aggressively pursued economic growth by nurturing these ecosystems. Elected officials create public-private-nonprofit partnerships to build an “innovation complex” of discursive, organizational, and geographical spaces; they aim not only to jump-start economic growth but to remake the city for a new modernity. But it is difficult (...) to insert tech production space into the complicated urban matrix. Embedded industries and social communities want protection from expanding tech companies and the real estate developers who build for them. City council members, state legislators, and community organizations oppose the city government’s attempts to satisfy Big Tech companies. While the city’s density magnifies conflicts of interest over land-use and labor issues, the covid-19 pandemic raises serious questions about the city’s ability to both oppose Big Tech and keep creating tech jobs. Many interpreters of Plato's Laws have seen the introduction of the ‘nocturnal council’ towards the end of that dialogue as a return to the sort of philosophic dictatorship allegedly recommended in the Republic and thus as a betrayal of the principle of the rule of law evinced in most of the Laws. This paper defends the consistency of the council with the larger programme of the Laws by showing that its function is philosophic discussion and not rule. Its (...) influence will be the influence of philosophy on its members, who already occupy political offices in the city, and not direct rule as a body. In this way, the council provides a point of entry for the transpolitical good of philosophy into the city and thus offers an essentially legal regime the means of transcending some of its characteristic limitations. The paper presents the territorial and axiological context and the peculiarities of the participatory project developed by the Polis Research Centre and the Bon Pastor Neighbourhood Association, as well as the first steps in the design of two interventions. The first intervention, the Wall and Party Walls in Rodriguez de la Fuente Square, is proposed within the framework of the sustainable development strategies of Barcelona City Council. Its main objective is to achieve thermal insula­tion of the affected dwellings, (...) thus contributing to the well being of the residents and to the reduc­tion of CO 2 emissions into the atmosphere. Besides, it is aimed to solve landscape discontinuity. In the lower part of the party walls, there is a wall, a kind of plinth that the residents have chosen as a site for the expansion of the work on the civic remembrance of the neighbourhood. There, the “Living Memory” space will be set up, reserved for interventions by children from the quarter’s schools through a work programme run in cooperation with them. The second intervention is the case of the centennial Mulberry Tree classified as a tree of local interest. In 2018, the mulberry tree suffered some damage from thugs who threw firecrackers inside. Therefore, the need was pointed out to reorganise the space around the tree in order to create dissuasive effects and preserve its integrity. These are preliminary studies to be discussed by the agents involved in the project: the Sant Andreu District, the IMPUQV (Institut Municipal del Paisatge Urbài la Qualitat de Vida), and the Bon Pastor Neighbourhood Association. In this paper we explore the practice of interdisciplinarity by examining how the UK research councils addressed the problem of the sustainable city during the 1990s. In developing their research programmes, the councils recognised that the problems of the sustainable city transcended conventional disciplinary boundaries and that an interdisciplinary approach was needed. In practice, however, initially radical proposals to research the city as a complex combination of science and technology and society contracted into more cognate collaborations that (...) emphasised either science or technology or society, with the result that interdisciplinarity came to be located within research councils rather than between them. This, in turn, led to the development of a third kind of interdisciplinarity as the responsibility for making the connections between the research programmes was outsourced to the user communities—the local authorities. Unfortunately, local authorities struggled to find the resources to conduct this work so that the radical interdisciplinarity recommended at the start of the decade remained unaccomplished at the end. In describing these events we emphasise roles of paradigms and epistemic cultures in shaping research approaches and the complications they raise for the triangulation between approaches that is assumed in the idea of interdisciplinarity. We do not wish to be entirely negative, however, and conclude by suggesting some ways in which the quality and success of this much-needed interdisciplinary work could be increased. (shrink)

This paper reviews current initiatives to establish carbon offset forests in suburban and peri-urban environments. While moments of density occur within urban territories the general spatial condition is one of fragmented and patchy networks made up of a heterogeneous mix of residential enclaves, industrial parks, waste sites, infrastructure easements interspersed with forests, agriculture, leftover voids and overlooked open space. These overlooked open spaces have the potential to form a new green urban structure of carbon offset forests as cities respond to (...) the carbon economy. Furthermore such urban spaces are not likely to diminish over time as cities are not only growing larger but are becoming more dispersed according to recent World Bank reports. This strong trend is not limited to developed or developing cities but is a worldwide phenomenon. In the future, policy incentives for carbon sequestration will drive land use change in rural and urban areas alike. The paper documents projects in Blacktown City Council in Western Sydney. UMI Number: 3319553 This study is a historical ethnography of religious diversity in post-revolutionary Nicaragua from the vantage point of Catholics who live in the city of Masaya located on the Pacific side of Nicaragua at the end of the twentieth century. My overarching research question is: How may ethnographically observed patterns in Catholic religious practices in contemporary Nicaragua be understood in historical context? Utilizing anthropological theory and method grounded in Weberian historical theory, I explore Catholic ritual as contested (...) politico-religious cultural terrain. The patron saint celebration of Masaya becomes a contested symbol in 1999 as those who carry Saint Jerome in street procession refuse to honor a sitting president, challenging his right to rule. The deep Marian devotion of the Nicaraguan people is reflected in the household and neighborhood celebrations of the Immaculate Conception of the Virgin Mary, while nation-building elites have a long history of claiming the Virgin as patron saint of the nation. While these traditional Catholic saint celebrations figure in imagining a nation, three "new" Catholic movements also compete for attention, while the polity is increasingly exposed to Protestant and Pentecostal groups. When Anastasio Somoza Debayle was overthrown in 1979, ending the 40-year family dictatorship, the Sandinista National Liberation Front (FSLN) ruled for a decade with the attention of the world placed on its religion of revolution, the Christian base community and liberation theology. At the same time, however, two other movements began growing quietly. They, like liberation theology, draw their justification from the second Vatican Council. In Masaya, Catholic Charismatic Renewal and the Neocatechumenal Way are "exemplary" prophetic movements gaining ground within the Catholic Church in competition with the "ethical" prophets of the Christian base community. Selectively adopting "protestant-like" forms of worship through these modern movements, the Nicaraguan Roman Catholic Church reacts to the challenge to its cultural hegemony coming from evangelical competitors. New history is continuously being made as people in this part of Nicaragua struggle over the direction of their country within a complex terrain of religious competition. (shrink)

In the confrontation between states, and especially during the Cold War, these models were insightful and useful in anticipating a wide array of challenges and in stabilizing the world peace enough to prevent nuclear war. But now our society faces a whole new range of challenges from non-state actors who are committed to die in order (...) to kill and terrorize enough of our citizens to change the course of history. Today, the earth is an interconnected globe humming with electronic transmissions-a chattering planet nestled in the provident silence of space. The ethical question is whether this is contributing to authentic human development and helping individuals and peoples to be true to their transcendent destiny. The new media are powerful tools for education, cultural enrichment, commercial activity, political participation, intercultural dialogue and understanding. They also can serve the cause of religion. Yet the new information technology needs to be informed and guided (...) by solidarity in the service of the common good bridging the digital divide within and among nations. The value-laden message of Western secular culture to people and traditional societies in many cases ill-prepared to evaluate it leads to widespread crisis, for example, in regard to marriage and family life. This technology can be a means for solving human problems, promoting the integral development of persons, creating a world governed by justice, peace, and love. It also can help men and women in their age-old search for self-understanding. Like today's world itself, the world of media, including the Internet, has been brought by Christ, inchoately yet truly, within the boundaries of the kingdom of God and placed in service to the word of salvation.
