The almost immediate Western detection and news reportage of the Chernobyl nuclear accident underscored the urgency of Gorbachev's call for glasnost and perestroika. While state-sanctioned church leaders played a minimal role in the coming of glasnost, other believers, through clandestine samizdat, figure prominently in the launching of the Soviet information revolution. In contrast to the USSR, the churches and the media, especially television, played an immediate, transparent, and successful part in the East European upheavals of 1989.

This paper discusses using the Chernobyl Incident as a case study in engineering ethics instruction. Groups of students are asked to take on the role of a faction involved in the Chernobyl disaster and to defend their decisions in a mock debate. The results of student surveys and the Engineering and Science Issues Test indicate that the approach is very popular with students and has a positive impact on moral reasoning. The study uncovers the drama of Stei Baita (Romania), a former uranium mine, which experienced during the communism period, an intensive industrialization. This shaped the territorial pattern, cultural, economic and social relationships, with a tremendous impact on the quality of the environment which was sacrificed against a rapid of a so-called economic growth. Stei Baita is a classic example of legacy mine land and the authors aim is to capture and assess all important aspects of sustainable development within this study-case (...) of disadvantaged community living in a radon prone area. More specifically, authors introduce their responses to several questions: (1) What do we know about social, economic and environmental capital of the selected settlement?; (2) Is the legacy of a uranium mine the platform of debate for negotiating for sustainable development?; and (3) What is the role of ethics in the current context of Stei Baita? Within the framework of analysis, equity, seen as part of ethics, is valued both as the premise of the debate and mandatory requirement for human development that should target sustainability. Authors have not discussed truths, but positions on identified problems by investigating community members’ perceptions. Thus, peculiarities of this community are dealt within a thematic context (e.g., resources and environment, individual development, social system). Finally, ethics is valued as social construct built by negotiating interpretations of morally desirable situations and behaviors accepted in a particular society at a certain historical moment. This view is consistent with ethical relativism which denies the existence of a unique moral truth and which sets the understanding of Stei Baita context on the path of the “new ethics”. In this paper, I predict a reaction within the English literary world if Ukrainian poets head to England owing to war. I also identify two reasons for pastiche. I attempt to do so by means of a pastiche of a notable writer from the Indian sub-continent, for a version of one of these reasons.

Foucault appears to challenge traditional views of truth, reason, and knowledge in the doctrine of power/knowledge developed in his post?1970 writings. This doctrine applies to all the sciences (and to non?scientific and non?discursive practices that are not discussed here). Foucault's notions of discourse (1) and power (3) are sufficiently discussed to set out his explanatory theory of the cause of our discourses and their change. In (4) three theses concerning the power/knowledge link are distinguished, of which the more important is (...) called the ?Primacy Thesis?, namely the causal priority of power over knowledge. Various formulations of this thesis are investigated, some of which are contrasted with Francis Bacon's more plausible account of the link between power and knowledge. In (5), six criticisms of the thesis are discussed. Foucault's notion of truth is explored on the way, more particularly in (6). The outcome of the discussion is that Foucault's doctrine of power/knowledge, apart from some insights for an empirically based sociological investigation into the causes of some of our scientific beliefs, is generally false; for philosophical theories of truth and knowledge it has nothing to say. In fact if Foucault is to be a critic of the beliefs which circulate as a result of power, he needs the traditional account of truth and knowledge. (shrink)

This article considers what it means to give plants a voice as witnesses to nuclear events. It examines two texts that attempt to represent the nonverbal testimony of irradiated plants through a hybrid approach of text and image: Sugihara Rieko’s Pilgrimage to the A-Bombed Trees (Hibakuju junrei, 2015) and Michael Marder and Anaïs Tondeur’s The Chernobyl Herbarium: Fragments of an Exploded Consciousness (2016). Published a year apart, both texts focus on the afterlife of nuclear catastrophes: the atomic bombing of (...) Hiroshima in 1945 and the Chernobyl nuclear disaster in 1986. Sugihara’s book is an account of the hibakujumoku – trees that survived the atomic bombing of Hiroshima and continue to produce new growth to this day. Combining maps, photographs, interviews, and short essays, Pilgrimage to the A-Bombed Trees is intended as an immersive guidebook to the nearly 170 irradiated trees located within a two-kilometer radius around Hiroshima’s ground zero. It presents these trees as “living witnesses” whose subsequent flourishing has provided human survivors with a conceptual figuration of destructive plasticity. Marder and Tondeur’s The Chernobyl Herbarium formally resembles Sugihara’s Pilgrimage to the A-Bombed Trees, and likewise combines text (a combination of short theoretical essays and personal remembrances of the Chernobyl meltdown) and images (Tondeur’s photograms of plants grown in the exclusion zone) into a slim volume that calls for a rejection of language as the sole means of bearing witness. According to Marder, Tondeur’s photograms “bring out the testimony of the plant,” and yet the same procedure renders these plant witnesses “specimens,” full of radioactivity but devoid of life (something Sugihara’s book avoids through the medium of photography). The Chernobyl Herbarium is an attempt to capture, in fragmentary form, the limits of language in the conceptualization of plant life and in the proper conceptualization of the Chernobyl disaster. Ultimately, both texts are experiments to “think the unthinkable and represent the unrepresentable,” to borrow Marder’s words, through a deep, speculative engagement with the botanical realm. As wordless testimony is given voice through human–botanical intra-action, the plasticity of plant life (its capacity to adapt and change) is highlighted, and this allows us to locate moments of phytomorphism – the attribution of vegetal qualities to the human – in these two self-proclaimed “guidebooks.”. The nuclear disaster that Japan suffered at Fukushima in the months following March 11, 2011 has been compared with other major nuclear disasters, especially, Three Mile Island (1979) and Chernobyl (1986). It is more like Chernobyl in severity, the only other 7 on the International Nuclear Event Scale; more like Three Mile Island in long-term effects. Yet Fukushima is not just another nuclear disaster. In ways important to engineering ethics, it is much more like Katrina’s destruction of New (...) Orleans than like any nuclear disaster. It is (primarily) a consequence of a natural disaster, the enormous earthquake and tsunami that wrecked much of northeast Japan. One lesson of Fukushima, one shared with Katrina, concerns the different roles engineers have at different stages in an engineering project (planning, designing, management, and operations). In the planning stage, engineers seem to have relatively little power to affect certain early large-scale trade-offs between public safety and public welfare. Another lesson may be the importance of not leaving complex technical systems untended. The events that made the disasters at Three Mile Island and Chernobyl inevitable lasted only a few minutes or hours; the events that made the disasters in New Orleans and Fukushima inevitable were spread over several days. Fukushima avoided a more serious disaster because the plants were not abandoned in the way New Orleans was. A third lesson concerns our ideas of heroism, especially our sense that heroism is sometimes one’s duty. An engineer’s duty sometimes includes protecting others from harm even at the risk of the engineer’s life. (shrink)

Biobanks are vital for diagnostic, epidemiological and research purposes following radiation disasters, but there is a history of delays in this type of research and specifically in setting up important resources including tissue repositories following the rare occurrence of these events. Here, we argue that one key lesson from Chernobyl and Fukushima has still not been learned: it is essential to agree on a proactive international plan for a radiation disaster biobank and accompanying data collection before the next disaster (...) occurs. More than 10,000 people have died in the Japanese tsunami, and the survivors are cold and hungry. But the media concentrate on nuclear radiation from which no one has died—and is unlikely to. Nuclear radiation at very high levels is dangerous, but the scale of concern that it evokes is misplaced. Nuclear technology cures countless cancer patients everyday—and a radiation dose given for radiotherapy in hospital is no different in principle to a similar dose received in the environment. What of (...) Three Mile Island? There were no known deaths there. And Chernobyl? The most recent UN report confirms the known death toll—28 fatalities among emergency workers plus 15 fatal cases of child thyroid cancer—which would have been avoided if iodine tablets had been taken. And in each case, the numbers are minute compared with the 3,800 people at Bhopal in 1984 who died as a result of a leak of chemicals from the Union Carbide pesticide plant. (shrink)

After the Chernobyl’s and Three Miles’s accidents, the relation between technology and risk started to be questioned. Social scientist posited considerable criticism against technology and how its interventions may engender new dangers. However, these views ignored the fact that risks are not just a result of technology, but also depend upon the trust and knowledge. Any risk, first, should be defined as a narrative which is enrooted in a previous cultural and stereotyped framework. By itself, technology is only an (...) instrument employed in different directions. Our world is enormously sophisticated and nature's complexity is literally inexhaustible. As a result, projects to describe and explain natural science can never be completed. This volume explores the nature of complexity and considers its bearing on our world and how we manage our affairs within it.Rescher's overall lesson is that the management of our affairs within a socially, technologically, and cognitively complex environment is plagued with vast management problems and risks of mishap. In primitive societies, failure to understand how (...) things work can endanger a family or, at worst, a clan or tribe. In the modern world, man-made catastrophes on the model of Chernobyl can endanger millions, possibly even risking the totality of human life on our planet. Rescher explains "technological escalation" as a sort of arms race against nature in which scientific progress requires more powerful technology for observation and experimentation, and, conversely, scientific progress requires the continual enhancement of technology. The increasing complexity of science and technology (and, in consequence, of social systems) along with problems growing faster than solutions confront us with major management and decision problems.This study is the first of its kind. There have been many specialized studies of complexity in physics and computation theory, but no overall analysis of the phenomenon. Although Rescher offers a sobering outlook, he also believes that complexity entails mixed blessings: our imperfect knowledge provides a rationale for putting forth our best efforts. Rescher urges us to gear the conduct of life's practical affairs to the demands of a complex world. This highly readable and accessible volume will be of interest to those interested in philosophy, the philosophy of science, science policy studies, and future studies. (shrink)

In this commentary, I reflect on the differences between two independent citizen approaches to monitoring radiological contamination, one in Belarus after the 1986 Chernobyl nuclear accident and the other in Japan following the 2011 Fukushima Daiichi accident. I examine these approaches from the perspective of their contribution to making radiological contamination more publicly visible. The analysis is grounded in my earlier work, where I examined how we have come to know what we know about post–Chernobyl contamination and its (...) effects in Belarus, a former Soviet republic most heavily affected by the fallout. As I described in this study, much of what we know about the consequences of Chernobyl is based on the work of the Belarusian nonprofit Institute of Radiation Safety, “Belrad.” I compare Belrad’s approach to radiological monitoring with the work of the volunteer network Safecast, arguably one of the best-known citizen science projects in the world, which is working to monitor the scope of the post–Fukushima contamination. Through this comparison of approaches, I raise broader questions about a form of sensing practices—data-related practices of citizen science that make environmental hazards publicly in/visible. STS research has devoted relatively little attention to the promotion and reception of science and technology by non-scientific actors and institutions. One consequence is that the relationship of science and technology to political power has tended to remain undertheorized. This article aims to fill that gap by introducing the concept of sociotechnical imaginaries. Through a comparative examination of the development and regulation of nuclear power in the US and South Korea, the article demonstrates the analytic potential of the imaginaries concept. (...) Although nuclear power and nationhood have long been imagined together in both countries, the nature of those imaginations has remained strikingly different. In the US, the state’s central move was to present itself as a responsible regulator of a potentially runaway technology that demands effective containment. In South Korea, the dominant imaginary was of atoms for development which the state not only imported but incorporated into its scientific, technological and political practices. In turn, these disparate imaginaries have underwritten very different responses to a variety of nuclear shocks and challenges, such as Three Mile Island (TMI), Chernobyl, and the spread of the anti-nuclear movement. Berlin’s comments on world affairs, especially the continuing conflict between Israel and the Palestinians, and the collapse of Communism, are characteristically acute. This is also the era of the Northern Ireland Troubles, the Iranian revolution, the rise of Solidarity in Poland, the Chernobyl nuclear disaster, the fall of the Berlin Wall, Ayatollah Khomeini’s fatwa against Salman Rushdie, the spread of Islamic fundamentalism, and wars in the Falkland Islands, the Persian Gulf and the Balkans. Michael Marder, a well-known specialist in environmental philosophy and political theory, studied at universities in Canada and the United States, received a Ph. D. from the New School of Social Research in New York, and taught at the Universities of Georgetown, Saskatchewan, and Washington. He conducted research at the University of Lisbon and served as an associate professor of Philosophy at Duquesne University in Pittsburgh before becoming a research professor at the University of the Basque Country. M. Marder is a (...) member of the editorial board of journal «Telos» (New York), as well as the editor of four book series: «Political Theory and Contemporary Philosophy», «Critical Plant Studies», «Future Perfect: Images of the Time to Come in Philosophy, Politics, and Cultural Studies» and «Palgrave Studies in Postmetaphysical Thought». Michael Marder works in the phenomenological tradition of continental philosophy. Because woman has disappeared both figuratively and literally from society [see Sen, “More Than 100 Million Women Are Missing”], Irigaray conceives the contemporary ethical (...) project as a recall to difference rather than equality, to difference between women and men—that is, sexual difference. She characterizes relations between men and women as market relations in which women are commodities, objects, but never subjects of exchange, objects to men but not to themselves: women do not belong to themselves but exist “to keep relationships among men running smoothly” [TS 192]. Women under these conditions require imaginative ways to reconfigure the self, to subvert the melancholy and regression of masculinist economies and envisage a future in which women would not be ashamed of the feminine, would experience it as a positivity worth emulating.Irigaray contends that after the gains of egalitarian politics are carefully examined, the inclusion of women in the political arena has failed to take into account women’s distinct and different position from men, and from each other, as well as perpetuating the fiction of the “neutral” citizen, the ahistorical individual citizen of the nation-state. Women without access to the legal protection of sex-neutral citizenship, poor working women without language (the money for an effective “mouthpiece” to represent their distress in a court of law), are further disempowered by liberal politics’ insistence on sexual neutrality—that is, on repression or amnesia regarding the lived experiences of women.Sexual difference is key to any project of self-definition by women. Irigaray insists on the sexual nature of this self-definition, not solely for its obvious procreative necessity, but because the natural world is a source of renewal and fecundity which requires attentive interrogation and respect [SG 15]. This article examines public communication about atomic energy as an important vector in the political, institutional, and technological transformations of Ukraine's nuclear industry since the breakup of the USSR. It explores the ongoing effort to make the atom more domestic, familiar, human, and accessible against the not-so-distant backdrop of the Chernobyl nuclear disaster in 1986. The central focus of this article is the analysis of children's drawings of nuclear power stations produced for art contests organized by local nuclear information (...) centers. These contests and other activities of the centers have contributed to the increased visibility of nuclear power in Ukraine. The drawings reveal the inscription of the atom into complex representations about the Ukrainian nation, its past, present, traditions, and modernity. The analysis of these drawings as well as government and nuclear power station (NPP) documents, press articles, and interviews indicates that the notion of the “domestication” of the atom is a particularly appropriate way to describe the banalization of nuclear technologies in Ukraine. This article traces disagreements about the genetic effects of low-dose radiation exposure as waged by James Neel, a central figure in radiation studies of Japanese populations after World War II, and Yuri Dubrova, who analyzed the 1986 Chernobyl nuclear power plant accident. In a 1996 article in Nature, Dubrova reported a statistically significant increase in the minisatellite DNA mutation rate in the children of parents who received a high dose of radiation from the Chernobyl accident, contradicting studies that (...) found no significant inherited genetic effects among offspring of Japanese A-bomb survivors. Neel’s subsequent defense of his large-scale longitudinal studies of the genetic effects of ionizing radiation consolidated current scientific understandings of low-dose ionizing radiation. The article seeks to explain how the Hiroshima/nagasaki data remain hegemonic in radiation studies, contextualizing the debate with attention to the perceived inferiority of Soviet genetic science during the Cold War. This essay explores the faultlines, poetic pressures and social structures of feeling determining poetry “after” Hiroshima. Nuclear bombs, accidents and waste pose theoretical and poetic challenges. The argument outlines a model of nuclear implicature that reworks Gricean conversational implicature. Nuclear implicature helps to describe ways in which poems “represent” nuclear problems implicitly rather than explicitly. Metonymic, metaphorical, and grammatical modes of implication are juxtaposed with recognition of social attitudes complicit with nuclear problems. Costly security measures have to be taken to guard against terrorist attacks and theft of materials usable for nuclear devices. When full safety features are included, nuclear power plants become ever more expensive to build, and the costs of insuring them against accidents are so prohibitive that governments have to subsidize them, which they are increasingly unwilling to do.Not long after the explosions and meltdowns at the Fukushima Daiichi nuclear power station in March 2011, two dismal world records were announced: in 2010 we discharged a record amount of carbon dioxide (more than 30 gigatons) into the atmosphere, mainly by burning fossil fuels, and, as a direct consequence, carbon dioxide levels in the atmosphere (as measured at the Earth Systems Research Laboratory in Hawai'i) reached a record level of 395 parts per million. Other nations (such as Germany, Italy, Switzerland, Thailand, and Malaysia) have decided to phase out or cancel plans to build more nuclear power stations. Yet the primary motivations remain unclear, since people's attitudes toward the dangers of nuclear radiation are anything but rational—as evidenced by the mass departure of foreigners from Japan after the catastrophe at Fukushima, when health dangers beyond the vicinity of the power station were minimal.In Europe, the reaction to the Fukushima disaster has clearly been aggravated by memories of the catastrophe at Chernobyl in 1986. While Chernobyl was a more widely destructive event than Fukushima, releasing a much greater amount of radioactivity, its effects on human health continue to generate disagreement. According to the third report on the effects of the Chernobyl catastrophe issued by the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), among the 134 plant staff and emergency workers who suffered acute radiation syndrome (ARS), the condition proved fatal for twenty-eight of them. By 2006 another nineteen ARS survivors died, although their deaths were not directly attributable to the effects of ionizing radiation. This is a response to an article by Wade Allison in which he argues that we should accept drastically higher doses of ionizing radiation than what we currently do. He employs four arguments in defence of his position: comparisons with background radiation, the positive experiences of radiotherapy, the presence of biological defence mechanisms against radiation, and a concession by Swedish authorities that their approach to reindeer meat after the Chernobyl fallout was unnecessarily strict. "This is an exceedingly long short book, stretching at least fifty thousand years into the past and who knows how many into the future." So begins Visions of the Future, the prophetic new book by eminent economist Robert Heilbroner. Heilbroner's basic premise is stunning in its elegant simplicity. He contends that throughout all of human history, despite the huge gulf in social organization, technological development, and cultural achievement that divides us from the earliest known traces of homo sapiens, there have (...) really only been three distinct ways of looking at the future. During a period Heilbroner refers to simply as the Distant Past, stretching from prehistory to the appearance of modern nation-states in seventeenth century Europe, there was no notion of a future measurably and materially different from the present or the past. From the Stone Age to the Bronze, Mesopotamia and Egypt to Greece and Rome, and throughout the Middle Ages, a continuum of cultures and civilizations shared one defining expectation--the absence of any expectation of material progress for the great masses of people. Heilbroner maintains that it was not until the first stirrings of the period he refers to as Yesterday, spanning from roughly 1700 to 1950, that the future entered into human consciousness as a great beckoning force. Capitalism, continually reinvigorated by the seemingly endless forward march of science and an evolving sense of democracy, appeared to promise all levels of society some expectation of a future at least somewhat better than the past. It was this unwavering faith in the superiority of the future that separated Yesterday from the age we have now entered, that of Today. While we are still driven towards tomorrow by the same forces that determined the recent past, the lessons of Hiroshima and Chernobyl, the chaos in the former Soviet Union, the stagnation of the West, and the anarchic rage unleashed in our inner cities and in hot spots around the globe have brought on a palpable anxiety that is quite apart from both the resignation of the Distant Past or the bright optimism of Yesterday. In a brilliant conclusion drawing together the threat of nuclear blackmail, global warming and the growing commodification of life represented by video games, voice mail, and VCRs, Visions of the Future issues a call to face the challenges of the twenty-first century with a new resolve strengthened by the inspiration of our collective past. In this article, I propose to examine the origins and follow the process of the development of philosophy in Mexico, its periods, currents and most important features, and some of the problems that it is confronting in modern times. One of the guiding ideas that structure this reflection is that philosophy in Mexico has developed along the horizon of a series of economic, political and social events to which philosophy itself has attempted to respond but that, in a manner both (...) simultaneous and decisive, have contributed to configuring philosophy itself. Among these events I would emphasize, first, the experience of the Mexican Revolution, but would add the experience of the Russian Revolution, World Wars I and II, the explosion of the atomic bomb and, later, the Cuban Revolution, the 1968 Student Movement in Mexico, the nuclear catastrophe in Chernobyl, the fall of the Berlin Wall and, more recently, the emergence of the Neo-Zapatista movement in the country, as well as the ecological disasters that characterized the 20th century. Nor can we ignore the great challenges that have emerged in recent decades due to the worldwide scourge of inequality, and the extensive migratory movements from poor countries to rich ones caused by the overwhelming force of diverse forms of political and religious fundamentalism, climate change and new forms and waves of violence on both the national and international levels. The recent development of philosophy in Mexico has been marked by growing professionalization and specialization and the formation of a solid community of philosophers with specialized journals that provide spaces for reasoned public discussion and debate that is subject to the argumentative constraints proper to the discipline and conforms to the criteria established by a community that finds itself coming into ever-closer contact with other philosophical communities in and beyond the Spanish-American world. However, and paradoxically, beside this emphasis on specialization, philosophy has lost some of its presence in the public space and grand national discussions and debates. As another central element of its discourse in recent decades we can mention the fact that, parallel to increasing specialization, philosophy in Mexico has been conducted, through its own development, towards greater interaction and dialogue with other sciences and disciplines, leading it to insert itself into a learning process that has allowed it to potentiate the development and advancement of philosophy itself. This book provides a current analysis of the legal and ethical challenges in preparing for and responding to chemical, biological, radiological, nuclear and explosive crises. From past events like the Chernobyl nuclear incident in Russia or the Bhopal chemical calamity in India, to the more recent tsunami and nuclear accident in Japan or the Ebola crisis in Africa, and with the on-going threat of bioterrorism, the need to be ready to respond to CBRNE crises is uncontroversial. What is controversial (...) is whether we are on a path that adequately prepares us for the next event. The ethical and legal scholars in this volume hold that much work remains to be done and offer this book to stimulate further reflection and dialogue around CBRNE crises. This is an indispensable book for both students and scholars of bioethics, international law, public health, as well as for regulators and administrators developing policy and legislation related to public health planning and emergency responses. An oasis of authorized criticism in the 1960s and the 1970s, and a privileged public arena for ‘extreme non-conformist’ intellectuals in the same period, ecology was also the matrix for the national movements which precipitated the end of the decaying party-state at the end of the 1980s and which had been in gestation since the late 1960s. Ideal metaphor for the fall of a system emblematized by the catastrophe at Chernobyl (April 1986), the ecological crisis - the crisis in (...) the relationship between nature and urban space - made it possible to understand the full extent of the post-war upheavals that had taken place at the heart of Soviet society. The rapid, huge-scale industrialization and urbanization of the country had produced a new educated middle class of ‘specialists’ (technicians, engineers, applied research managers, economists and administrators, and so on), which in the early 1960s constituted the hard core of the first generation of Soviets to be a majority of urban-dwellers. If it was not embodied, as in Western countries, in political movements or parties, the ecological cause was no less institutionalized. The horticultural societies (tovariscestva) on the edge of towns (ogorodniki), the ‘nature protection brigades’ which organized reafforestation campaigns (DOP), the Society for the Protection of Nature (VOOP), or local historical and ethnographical societies (kraevedenie) had a considerable number of supporters. It allowed the expression of a very extensive range of individual and collective sentiments, and of reactions both rejecting and adapting to a radically new natural, social and cultural environment - that of the town and a larger community. For a disorientated society, it was a question of re-appropriating its immediate, daily environment, of attempting to impose, individually or collectively, meaning on its existence and its social trajectory. Ecological sentiment was thus intimately bound up with the emergence of an ‘urban civilization’ in the Soviet Union under Brezhnev. (shrink)

In this article, the author examines an exemplary part of the Soviet media discussion following the Chernobyl disaster. She traces transformations in this discourse affecting the concepts of risk and uncertainty and indicates their relevance for the reconfiguration of the relationships between the state, scientific experts, and the public. Chernobyl occurred during a period of unprecedented potential for change: in the wake of Gorbachev’s perestroika, newly emerging environmental groups gradually managed to gain access to a previously closed forum, (...) the national print media. During the ensuing public debates between environmentalists and energy officials, nuclear risks or uncertainties were used as powerful, yet flexible, rhetorical tools for articulating political positions, for assigning or denying authority and legitimacy, and for reconceptualizing “the public.” The shorthand “Chernobyl” came to be deployed strategically to solicit change, to challenge old practices, and to legitimize the continuation and extension of these practices. The main trends of the bioethics development in Belarus have been analyzed on the basis of the materials collected by the Ethics Documentation Center (ISEU, Minsk, Belarus). A critical review of the most important publications in the field since 2000 suggests that development of bioethics in Belarus has occurred in two parallel directions distantly connected to each other: a theoretical direction and a practical one. Despite there are objective and subjective reasons for introducing bioethics in Belarus as an institutionally-organized system (...) based on liberal values such as individual rights and freedom, a range of essential problems could be identified. Non-equivalent regulation of ethical issues in health care and other fields of biomedical research has been emphasized, as well as the problem of unclear hierarchical relationships among institutions dealing with various aspects of bioethics in the country and low ethical and educational level of the social and professional groups involved in further expansion of bioethical knowledge. The contextual aspects of the development of bioethics in the country such as the consequences of the Chernobyl disaster, the prevalence of the authoritarian social morality and traditionally paternalistic nature of the relations between physicians and their patients are discussed. In Ukraine, historically, there have been various religions, both national religions of peoples and world. In the Ukrainian territory, such a striking phenomenon of the Jewish religious tradition as Hasidism is emerging. This stage of Hasidism is conventionally called the second to separate it from German Hasidism of the Middle Ages. Ukrainian-Polish Hasidism gave birth to its numerous directions. Among them there is good Hasidism, as well as Uman, Chernobyl, Karlin-Stolin directions. Chabad, in its modern form with the adoration (...) of the lover's rebbe, originated in the teachings of Schneur Zalman, who brought Hasidism as close as possible to the traditional tenets of Judaism and insisted on an intellectual service to God, restraining excessive religious emotionality. The Ukrainian roots of Hasidism in general and Chabad in particular, as well as the Ukrainian origin of the Seventh Lubavitch Rebbe, contribute to the return of this movement to the territory of Ukraine after the atheistic period of the Soviet Union. Autobiographies cast their authors as historians of the self, combing through documents and old letters, checking facts. In her first prose work, the (...) accomplished poet Suzanne Antonetta crosses the boundary between memoir and autobiography. Interweaving the rough textures of memory with slick surfaces of corporate data, she gives us a lyric meditation on the struggle to become undeceived. Recounting both the facts of corporate malfeasance and our fantastic capacity to filter our reality, she captures the relation between failures of understanding and failures of responsibility. She shows us how difficult it is to accept an unofficial truth. The Body Toxic is a thoughtful and obsessively readable contribution to environmental ethics.Antonetta tells us of childhood exposure to toxic wastes in a penurious and neglected corner of Barnegat Bay. She writes in retrospect, with painfully acquired knowledge of cancer clusters and disease-ridden families. [End Page 194] Her own body's malformed reproductive organs, riddled with tumors, prove spectacularly and tragically infertile when quadruplets spontaneously abort. Sharp backward glances at childhood pleasures; crabbing, berrying, and running through the sweet-smelling spray of DDT, twist us around. Children of the 1960s trail through pesticide as if the weekly truck brought some poisonous ice cream. The mosquitoes thrived: what happened to the children? We revisit these scenes obliquely. Denzer-Schaefer empties its effluent into the bay, cost-efficient Ciba-Geigy rids their chemical wastes through a pipe running straight into the woods, the local farm has become an illegal toxic dump for an unscrupulous contractor. Fire at a nearby nuclear weapons silo has hapless firemen spraying radioactive water into the air. The government responds: they build a chain link fence around the site. A nuclear power plant of the 'old-school' emanates levels of radioactivity to rival Chernobyl. The plant managers assiduously cover it up. This is not some national catalogue of Superfund sites: all take place within a dozen or so miles of a childhood summer house in New Jersey. These shards of a case study are scattered throughout Antonetta's non-linear narrative, piecing together experience, cause and effect.But this work is more ethically and artistically ambitious than the artificial clarity of case studies. Powerfully, Antonetta shows us the inner tangle of toxic mental life: the depression, listlessness, confusion, and self-medication of barely cognized symptoms. Self-clouding toxicity affects both the body and the mind. She fears that she and other family members are not right in the head. How far can she trust herself, and how far can she trace the causes? Is it heredity? Is it toxicity? Has toxic exposure potentiated some family trait? She reads out strings of hazardous chemicals like a rosary, overdetermining all of her symptoms. The distance between cause and effect shields the guilty. Strong toxicity undermines the ability of its victims to understand and act. The Body Toxic is part case study, part phenomenology of altered consciousness, and all too human. A course in environmental ethics could make imaginative use of its insights into a wide range of anthropocentric concerns. Antonetta considers questions of environmental justice, religious beliefs about the natural order, environmental responsibility and property rights, nuclear risk, and cost-benefit analysis in multi-dimensional form, an entry point for philosophical reflection. The Body Toxic is stimulating, controversial, and beautifully written.Many great works of literature signal their ethical intent by fostering a sense of identification with their subjects or protagonists. The story begins before the beginning, with Antonetta's immigrant family.
