The aim of this book is to explain economic dualism in the history of modern Europe. The emergence of the manorial-serf economy in the Bohemia, Poland, and Hungary in the 16th and the 17th centuries was the result of a cumulative impact of various circumstantial factors. The weakness of cities in Central Europe disturbed the social balance – so characteristic for Western-European societies – between burghers and the nobility. The political dominance of the nobility hampered the development (...) of cities and limited the influence of burghers, paving the way to the rise of serfdom and manorial farms. These processes were accompanied by increased demand for agricultural products in Western Europe. (shrink)

Despite the size and thanks to the rich brown coal reserves, the Czech Republic is one of the leading energy producers in Europe, and the 7th biggest exporter of electricity in the world. However, following the climate change mitigation, the novel energy policy that enhances the reduction of coal mining is about to be implemented. A preliminary material flow analysis of the Czech energy sector was carried out. The data obtained confirmed that this government act would result in a (...) dramatic reduction of revenues from electricity sales. Conversely, increased costs would be necessary in order to modernize nuclear power plants and promote the production of renewable energy. In addition, the economic analysis revealed that the act might be prejudicial to economic relations in Central and Western-European countries as some of them are significantly dependent on the electricity imported from the Czech Republic. Disputes between engineers and politicians were highlighted. The aforementioned interrelations were subsequently analyzed and a conclusion was made stating that global interests should have the highest moral priority. (shrink)

The course of development in the XVIth century Central Europe relied on many insignificant factors which their joint influence gradually outweighed the impact of developmental regularities according to which societies in Central and Western Europe evolved from the XIth to circa the XVIth centuries. Factors that appear in the cascade of (...) European differentiation are divided by the author into its core, i.e., a set of factors which operated in each of the societies under study, i.e., Polish, Bohemian and Hungarian societies, and specific factors responsible for the development of each of those Central European societies. This contribution to the Common Knowledge symposium “Fuzzy Studies” considers how the ultramodernist aesthetics of Central Europe has related to and reacted against the region's political history and cartography. Central Europe has been a rich source of “soluble” realities that can be observed as they emerge, mature, and rapidly decay. Central European modernism, represented here by Adolf Loos in architecture and by Arnold Schoenberg and Leoš Janáček in music, experimented with blurry regions between presence and (...) absence, light and shadow, sound and silence. Loos disrupted the logic of architecture, while Schoenberg and Janáček nearly dissolved the acoustic paradigm of sound. This essay argues that the curious positioning of Central Europe, with its frequently changing borders and national entities, conduced both to positive experiments in cultural vagueness and to a corrosive reaction against existing and potential identities, parameters, distinctions, foci, and logics. The author reconstructs different meanings of this term used in the works of George Schopflin, Peter Burke, Oskar Halecki, Piotr Wandycz. This notion has not only geographic but also social and historical meaning.

This book with an introduction by Witold Marciszewski, views the history of philosophy and logic from 1837 to 1939 from the perspective of the cradle of modern exact philosophy - Central Europe. In a series of case studies, it illuminates the developments in this region, most notably in Austria and Poland, examining thinkers such as Bolzano, Brentano, Meinong, Husserl, Twardowski, Lesniewski, and Tarski, as well as the logicians like Frege and Russell with whom they bore a close resemblance. Efforts to bring science into early 19th century breeding practices in Central Europe, organised from Brno, the Hapsburg city in which Mendel would later turn breeding experiments into a body of timeless theory, are here considered as a significant prelude to the great discovery. During those years prior to Mendel's arrival in Brno, enlightened breeders were seeking ways to regulate the process of heredity, which they viewed as a force to be controlled. Many were specialising in sheep breeding (...) for the benefit of the local wool industry while others were showing an interest in commercial plants, especially fruit trees and vines, and later cereals. Breeders explained their problems in regulating heredity in terms of climatic influences disruption due to crossing sports or saltations. Practical experience led them to the concepts of 'inheritance capacity' and the 'mutual elective affinity' of parents. The former was seen to differ among individuals and also among traits; the latter was proposed as a means of adding strength to heredity. The breeders came to recognise that traits might be hidden and yet transmitted as a 'potential' to future generations. They also grew to understand that heredity would be strengthened when a quality was 'fixed' within a lineage by 'pure blood relations.' Continued selection of the desired quality might then lead to 'a higher perfection.' But the ultimate 'physiological' question about breeding, 'what is inherited and how?,' found no answer. Major figures in this development included Abbot Napp, the one who asked this question and who was due to receive Mendel into the monastery in 1843, and Professor Diebl whose lectures on agriculture and natural science at the Brno Philosophical Institute Mendel would attend in 1846. Here we analyse their progress in theorizing about breeding up until about 1840. In discussing this development, we refer to certain international contacts, especially with respect to information transfer and scientific education, within the wider context of the late Enlightenment. SummaryThis paper deals with the less researched issue of regional federation projects in East-Central Europe from the period 1848 to 1918. Based on exhaustive research, primarily using original sources—works of the intellectuals who designed these projects—the paper examines the reasons why these federation projects were written, their historical-political context, and why these plans had to fail at their time. Similarities and differences of ideas in these projects are also presented. The intention is not to give a simple presentation (...) of a series of historical facts, but to present some early ideas focused on regional integration, which, in turn, could also provide inspiration in the present. The paper links higher education reforms and welfare states reforms in postcommunist Central European countries. It links current higher education debates (and reform pressures) and public sector debates (and reform pressures), stressing the importance of communist-era legacies in both areas. It refers to existing typologies of both higher education governance and welfare state regimes and concludes that the lack of the inclusion of Central Europe in any of them is a serious theoretical drawback in comparative social research. (...) The region should still, after more than two decades of transition and heavy international policy advising, be viewed as a “laboratory of social experimentation”. It is still too risky to suggest generalizations about how Central European higher education and welfare systems fit existing typologies. Consequently, the “transition” period is by no means over: it is over in terms of politics and economics but not in terms of social arrangements. Both higher education and welfare states should be viewed as “work in progress”: permanently under reform pressures, and with unclear future. (shrink)

The aim of this article is to provide a description, an analysis and an explanation of Mitteleuropa and of other closely related concepts, such as East-Central Europe. The first section briefly addresses the broad historiographical issues. The second addresses the more strictly political and intellectual history of the concept in the period between 1975 and 1989 while the third section will describe the evolution of the concept after the end of the Cold War. This chapter examines Richard Rorty's conception of what it means to be a public intellectual in the modern world and how this conception is related to his pragmatist approach to philosophy. It also discusses the influence that this conception and approach had on Central Europe. The article employs music to describe the dynamics of Central European identity at the turn of the 20th century. Conceptually, the analysis is based on the notion of cultural resonance and the distinction between political territories, which isolate identity, and cultural landscapes which let it escape. This theoretical understanding is derived from the acoustic philosophy and musical practice of two Central European composers, Leoš Janáček and Béla Bartók. Exemplified here is artistic ‘extra-territorial’ identity, which is indeed how Theodor (...) Adorno at one point referred to the ‘peripheral’ sound coming from the region. This process of identity construction amplifies paradoxical middle spaces, which Jean Luc Nancy describes evocatively as a cultural mêlée. The vitality of cultural resonance is fuelled by this primary contact with mundane reality and the ‘navigational hesitation’ underpinning identity and its many trajectories. (shrink)

The aim of the paper is twofold: first, to enrich the factual historical record of the phenomenological movement in the second half of the 20th century in a Central European context by presenting two representatives of this movement who are now relatively unknown in the Czechoslovak philosophical milieu (Marie Bayerová and Josef Cibulka). The genealogy of this stream of phenomenology has been shaped by the difficult conditions under which philosophy was conducted. The second aim is to use the genealogy (...) to describe the type of phenomenology that developed in this milieu. The article considers minor figures in the phenomenological movement, by exploring philosophy, both “in margine” and from the centre. It also consider the concept of “state of emergency”. Taking these pointers of philosophical analysis (elaborated by Jan Patočka and Milan Šimečka in their time) we reveal the anthropological conditions of philosophizing and the type of phenomenology. The self-limiting revolutions of 1989 in Central Europe offer an alternative paradigm of revolutionary change that is reminiscent more of the American struggle for independence in 1776 than the Jacobin tendencies that grew out of the French Revolution of 1789. In order to understand the contradictory impulses of the revolutions of 1989—the desire for a radical renewal and the concern for preservation—this article takes as its point of departure the political thought of Hannah Arendt and Edmund Burke.

When future historians chronicle the twentieth century, they will see phenomenology as one of the preeminent social and ethical philosophies of its age. The phenomenological movement not only produced systematic reflection on common moral concerns such as distinguishing right from wrong and explaining the status of values; it also called on philosophy to renew European societies facing crisis, an aim that inspired thinkers in interwar Europe as well as later communist bloc dissidents. Despite this legacy, phenomenology continues to be (...) largely discounted as esoteric and solipsistic, the last gasp of a Cartesian dream to base knowledge on the isolated rational mind. Intellectual histories tend to cite Husserl's epistemological influence on philosophies like existentialism and deconstruction without considering his social or ethical imprint. And while a few recent scholars have begun to note phenomenology's wider ethical resonance, especially in French social thought, its image as stubbornly academic continues to hold sway. _The Far Reaches_ challenges that image by tracing the first history of phenomenological ethics and social thought in Central Europe, from its founders Franz Brentano and Edmund Husserl through its reception in East Central Europe by dissident thinkers such as Jan Patocka, Karol Wojtyla, and Václav Havel. The present paper is an attempt at examining the value configuration and the socio-demographical profiles of the local political elites in four countries of East-Central Europe: Romania, the Czech Republic, Bulgaria, and Poland. The treatment is a comparative one, predominantly descriptive and exploratory, and employs, as a research method, the case-study, being a quite circumscribed endeavor. The cases focus on the members of the Municipal/Local Council in four towns similar in terms of demography and developmental strategies (i.e. small-to-medium (...) sized communities of around 35,000 inhabitants, with economies largely based on food industry and commercial activities): Tecuci (Galați county, Romania), Česká Lípa (Liberec region, Czech Republic), Targovishte (Targovishte province, Bulgaria), and Oleśnica (Lower Silesia province, Poland). Hypothesizing that the local elites of the former Sovietized Erurope tend to differ in outlook, priorities, and value attainment, as compared to their Western counterparts, the paper considers the former’s attitudes and perspectives in regard to seven values: a series of values customarily connected with the concept of ‘democracy’ (i.e. citizen participation, political conflict, gradual change, economic equality), state intervention in economy, decentralization and increased local autonomy, cultural-geographical self-identification. The study uses, as well, five models of value attainment in what concerns the ‘ideal portrait’ of the local councilor (Putnam 1976): ethical, pragmatic, technocratic, political, and gender. According to the results of a study applying a standard written questionnaire among the local councilors of the three communities in the period December 2010-February 2013, the paper distinguishes among three corresponding types of local elites: (1) ‘predominantly elitistic,’ (2) ‘democratic elitist,’ and (3) ‘predominantly democratic,’ following two types of explanation accounting for the differences among the four cases: the legacy of the defunct regime and the degree of administrative decentralization. This reflection examines the context of philosophical-ethical research and its preceding and continuing particular geopolitical framework in the central zone of Central Europe in the case of the national and state revival of the Czech nation. It focuses on the work and endeavour of František Palacký and its interpretive development by Thomas Garrigue Masaryk, which resulted in the foundation of the Czechoslovak Republic. In this context, it finally outlines the significance of the dramatic Central European affairs (...) since the turn of 1989 to the Russian war on Ukraine. (shrink)
