Justo antes de la pandemia por COVID-19, la Organización Mundial de la Salud definió unas prioridades de trabajo para la década 2020-2030. Un grupo interdisciplinario de profesionales de la salud reflexiona sobre estas prioridades, determinando unas categorías de análisis y, desde una perspectiva bioética, analiza cada una de ellas, ve su pertinencia, algunos eventos causales, las implicaciones que pueden tener si no son enfrentadas adecuadamente y hace sugerencias sobre la forma de llevarlas a cabo. En esta primera entrega se analiza (...) el primer grupo de prioridades estratégicas: “poblaciones más sanas”. En las conclusiones se destaca la conveniencia de acometer cada una de ellas de una manera colaborativa, gubernamental y privada; de reestructurar el sector salud con base en estas prioridades, aprovechando la experiencia obtenida en la lucha contra el COVID-19. La relación del ser humano con el medio ambiente también debe cambiar, apelando a la responsabilidad humana por el cuidado del planeta. (shrink)

Spontaneous brain activity has received increasing attention as demonstrated by the exponential rise in the number of published papers on this topic over the last thirty years. Such “intrinsic” brain activity, generated in the absence of an explicit task, is frequently associated with resting-state or default-mode networks. The focus on characterizing spontaneous brain activity promises to shed new light on questions concerning the structural and functional architecture of the brain and how they are related to “mind”. However, many critical questions (...) have yet to be addressed. In this review, we focus on a scarcely explored area, specifically the energetic requirements and constraints of spontaneous activity, taking into account both thermodynamical and informational perspectives. We argue that the “classical” definitions of spontaneous activity do not take into account an important feature, that is, the critical thermodynamic energetic differences between spontaneous and evoked brain activity. Spontaneous brain activity is associated with slower oscillations compared with evoked, task-related activity, hence it exhibits lower levels of enthalpy and “free-energy” (i.e. the energy that can be converted to do work), thus supporting noteworthy thermodynamic energetic differences between spontaneous and evoked brain activity. Increased spike frequency during evoked activity has a significant metabolic cost, consequently, brain functions traditionally associated with spontaneous activity, such as mind wandering, require less energy that other nervous activities. We also review recent empirical observations in neuroscience, in order to capture how spontaneous brain dynamics and mental function can be embedded in a non-linear dynamical framework, which considers nervous activity in terms of phase spaces, particle trajectories, random walks, attractors and/or paths at the edge of the chaos. This takes us from the thermodynamic free-energy, to the realm of “variational free-energy”, a theoretical construct pertaining to probability and information theory which allows explanation of unexplored features of spontaneous brain activity. Education is a pillar of buen vivir, the guiding ideal of Ecuador’s 2008 Constitution. In this framework, Ecuador made significant shifts in its education system from 2006 to 2016, the decade of the Citizens’ Revolution. The key buen vivir concepts and processes that framed these shifts were considering education as a right, as a social debt, and as a driver of a more just, knowledge-intensive and clean economy. Resource allocation, general access, learning, and inclusion of structurally marginalized groups showed significant (...) improvement in this decade, along with other key political, economic and social changes, thus making significant advances in the emancipation of society toward buen vivir, and marking elements of how and why advancing this transformation is important. El Realismo Científico Estándar sostiene el enfoque metafísico de que el mundo es como es independiente de la mente. Sin embargo, el presente artículo demuestra cómo esta postura es incompatible con todas las teorías no-eliminativistas sobre la mente, lo cual hace que la postura sea inconsistente, incompatible con la ciencia, elimina la consciencia, la intencionalidad, la causación mental y la ética. Se propone una tesis realista alternativa que conserva la idea de que el mundo en general es de la forma (...) que es, independiente de lo que pensemos sobre él, compatible con la mente como parte real del mundo. Este cambio restaura la posibilidad de consistencia, la mente, la consciencia, la intencionalidad, la ciencia y la ética. -/- Standard Scientific Realism holds the metaphysical view that the world is the way it is independent of the mind. However, this paper demonstrates how this view is incompatible with all non-eliminativist theories of mind, leading it to be inconsistent, incompatible with science, and eliminating consciousness, intentionality, mental causation and ethics. An alternative realist thesis is proposed which preserves the idea that generally the world is the way it is independent of what we think of it, compatible with mind as a real part of the world. This reform restores the possibility of consistency, mind, consciousness, intentionality, science and ethics, while at the same time preserving the theoretical advantages over non-realist competitors. John Searle believes that computational properties are purely formal and that consequently, computational properties are not intrinsic, empirically discoverable, nor causal; and therefore, that an entity’s having certain computational properties could not be sufficient for its having certain mental properties. To make his case, Searle’s employs an argument that had been used before him by Max Newman, against Russell’s structuralism; one that Russell himself considered fatal to his own position. This paper formulates a not-so-explored version of Searle’s problem with computational (...) cognitive science, and refutes it by suggesting how our understanding of computation is far from implying the structuralism Searle vitally attributes to it. On the way, I formulate and argue for a thesis that strengthens Newman’s case against Russell’s structuralism, and thus raises the apparent risk for computational cognitive science too. (shrink)

The discrepancy between syntax and semantics is a painstaking issue that hinders a better comprehension of the underlying neuronal processes in the human brain. In order to tackle the issue, we at first describe a striking correlation between Wittgenstein's Tractatus, that assesses the syntactic relationships between language and world, and Perlovsky's joint language-cognitive computational model, that assesses the semantic relationships between emotions and “knowledge instinct”. Once established a correlation between a purely logical approach to the language and computable psychological activities, (...) we aim to find the neural correlates of syntax and semantics in the human brain. Starting from topological arguments, we suggest that the semantic properties of a proposition are processed in higher brain's functional dimensions than the syntactic ones. In a fully reversible process, the syntactic elements embedded in Broca's area project into multiple scattered semantic cortical zones. The presence of higher functional dimensions gives rise to the increase in informational content that takes place in semantic expressions. Therefore, diverse features of human language and cognitive world can be assessed in terms of both the logic armor described by the Tractatus, and the neurocomputational techniques at hand. One of our motivations is to build a neuro-computational framework able to provide a feasible explanation for brain's semantic processing, in preparation for novel computers with nodes built into higher dimensions. The second is to stress the importance of the concept of purpose.Given any object, relatively abstracted from its surroundings for study, the behavioristic approach consists in the examination of the output of the object and of the relations of this output to the input. Auty (1993) and Sachs and Warner (1997) reignited the line of argument of the resource curse: the idea that natural resource wealth has negative net effects on the development of nations. However, the result has been found to be highly dependent on the types of variables used to represent natural resource wealth (Brunnschweiler, 2007) and similar questions can raised about variables used to represent being “cursed”. In this paper we pursue the hunt for better variables by looking at the relationship (...) between average income from natural resources per person and a wide array of key development indicators: Adjusted National Net Income, GDP per capita, an aggregate of services and industrialized goods, inequality measured by the Gini index, Poverty, the Human Development Index, the Prosperity Index, the Social Progress Index and the Fragile State Index. We do this on a global scale between 1970 and 2010. On the contrary, we find that natural resource wealth is positively linked to development. We suggest, alternatively, that much of the actual cases where abundant natural resources hurt nations have been cases of common theft by tyrants, often backed by imperial powers. (shrink)

Physical and biological measurements might display range values extending towards infinite. The occurrence of infinity in equations, such as the black hole singularities, is a troublesome issue that causes many theories to break down when assessing extreme events. Different methods, such as re-normalization, have been proposed to avoid detrimental infinity. Here a novel technique is proposed, based on geometrical considerations and the Alexander Horned sphere, that permits to undermine infinity in physical and biophysical equations. In this unconventional approach, a continuous (...) monodimensional line becomes an assembly of countless bidimensional lines that superimpose in quantifiable knots and bifurcations. The brain displays both the anatomical features of a vast amount of interconnected topological mappings as well as the functional features of a nonlinear, metastable system at the edge of chaos, equipped with a phase space where mental random walks tend towards lower energetic basins. Nevertheless, with the exception of some advanced neuro-anatomic descriptions and present-day connectomic research, very few studies have been addressing the topological path of a brain embedded or embodied in its external and internal environment. Herein, by (...) using new formal tools derived from algebraic topology, we provide an account of the metastable brain, based on the neuro-scientific model of Operational Architectonics of brain-mind functioning. We introduce a “topodynamic” description that shows how the relationships among the countless intertwined spatio-temporal levels of brain functioning can be assessed in terms of projections and mappings that take place on abstract structures, equipped with different dimensions, curvatures and energetic constraints. Such a topodynamical approach, apart from providing a biologically plausible model of brain function that can be operationalized, is also able to tackle the issue of a long-standing dichotomy: it throws indeed a bridge between the subjective, immediate datum of the naïve complex of sensations and mentations and the objective, quantitative, data extracted from experimental neuro-scientific procedures. Importantly, it opens the door to a series of new predictions and future directions of advancement for neuroscientific research. (shrink)

Neuroscientists are able to detect physical changes in information entropy in the available neurodata. However, the information paradigm is inadequate to describe fully nervous dynamics and mental activities such as perception. This paper suggests explanations to neural dynamics that provide an alternative to thermodynamic and information accounts. We recall the Banach–Tarski paradox, which informally states that when pieces of a ball are moved and rotated without changing their shape, a synergy between two balls of the same volume is achieved instead (...) of the original one. We show how and why BTP might display this physical and biological synergy meaningfully, making it possible to model nervous activities. The anatomical and functional structure of the central nervous system’s nodes and edges makes it possible to perform a sequence of moves inside the connectome that doubles the amount of available cortical oscillations. In particular, a BTP-based mechanism permits scale-invariant nervous oscillations to amplify and propagate towards widely separated brain areas. Paraphrasing the BTP’s definition, we could state that: when a few components of a self-similar nervous oscillation are moved and rotated throughout the cortical connectome, two self-similar oscillations are achieved instead of the original one. Furthermore, based on topological structures, we illustrate how, counterintuitively, the amplification of scale-free oscillations does not require information transfer. (shrink)

Adicionalmente, se propone la caracterización metafísica del mal como privación, tal como la entiende Tomás de Aquino, como un punto clave para iluminar el debate actual sobre la cuestión. Contemporary philosophers of religion usually depict God as a responsible moral agent with virtues and obligations. This picture seems to be incompatible with the metaphysically perfect being of classical theism. In this paper I will defend the claim, based on a reading of Thomas Aquinas’s thought, that there is no such incompatibility. I will present Aquinas’s arguments that show that we can attribute to God not only moral goodness in general, but also some moral virtues in a strict sense, such (...) as justice and mercy. I will show why for Aquinas we can say that God has moral duties toward Himself and toward creatures. I will explain how for Aquinas God’s moral duties are not absolute, but conditionally necessitated. Finally, I will show how on Aquinas’s view there is no contradiction in saying that every act of God is, simultaneously, an act of justice and a supererogatory act of mercy. (shrink)

In this interview Prof. Brian Leftow answers questions concerning the causes of the emergence of Analytic Philosophical Theology within the analytic tradition; the advantages of maintaining the traditional picture of perfect being theology with regards to divine attributes; his conception about the origin of necessary truths; the problem of evil; and the importance for universities of investing in research on philosophical theology.

Original, or 'old', institutional economics (OIE) – also known as 'institutionalism' – played a key role in its early stages; it could be said that it was once the 'mainstream economics' of the time. This period ran approximately from the first important contributions of Thorstein Veblen in 1898 to the implementation of the New Deal in the early 1930s, where many institutionalists played a significant role. However, notwithstanding its promising scientific and institutional affirmation, institutional economics underwent a period of marked (...) decline that spanned from the mid-1930s to the late 1980s, when a new season for institutional economics was set in motion. In order to cast some light on this complex issue – without any claim of completeness – we have organised the work as follows: in the first section we consider the main interpretations of this phenomenon. In the subsequent sections we analyse a number of 'endogenous' aspects which might have played a significant role in the period of decline: (i) the relations of institutional economics with Keynes's macroeconomic theory; (ii) the links between theoretical and empirical analysis and the supposed lack of a clear theory; (iii) the interdisciplinary orientation. The intention and the result of a scientific inquiry is to obtain an understanding and a control of some part of the universe. This statement implies a dualistic attitude on the part of scientists. Indeed, science does and should proceed from this dualistic basis. But even though the scientist behaves dualistically, his dualism is operational and does not necessarily imply strict dualistic metaphysics.

Interest in the intersection between bilingualism and cognitive control and accessibility to neuroimaging methods have resulted in numerous studies with a variety of interpretations of the bilingual cognitive advantage. Neurocomputational Emergentism (or Neuroemergentism for short) is a new framework for understanding this relationship between bilingualism and cognitive control. This framework considers Emergence, in which two small elements are recombined in an interactive manner, yielding a non-linear effect. Added to this is the notion that Emergence can be captured in neural systems (...) using computationally inspired models. This review poses that bilingualism and cognitive control, as examined through the Neuroemergentist framework, are interwoven through development and involve the non-linear growth of cognitive processing encompassing brain areas that combine and recombine, in symbiotic and parasitic ways, in order to handle more complex types of processing. The models that have sought to explain the neural substrates of bilingual cognitive differences will be discussed with a reinterpretation of the entire bilingual cognitive advantage within a Neuroemergentist framework incorporating its neural bases. It will conclude by discussing how this new Neuroemergentist approach alters our view of the effects of language experience on cognitive control. Avenues to move beyond the simple notion of a bilingual advantage or lack thereof will be proposed. (shrink)

La psicología contemporánea parece caracterizarse desde sus propios orígenes por la multiplicidad de sus contenidos, además de por su casi infinita fragmentación en corrientes encontradas. Esto crea importantes dificultades, no sólo a quienes quieran tener una primera aproximación, sino también a los especialistas, que muchas veces no llegan a una opinión suficientemente clara sobre la naturaleza epistemológica de la psicología, ni sobre su unidad disciplinar. Esta obra, sin descuidar el problema global, se centra en un aspecto particular: el que presenta (...) la praxis de la psicología, en particular la psicoterapia y sus fundamentos teóricos. Se pone especial interés en una visión crítica del psicoanálisis, punto de referencia inevitable (positivo o negativo) para la mayoría de las corrientes de psicoterapia. Pero este intento de esclarecimiento epistemológico y práctico se lleva a cabo desde un punto de vista original: a la luz del pensamiento de Santo Tomás de Aquino (1225-1274), conocido como uno de los más grandes teólogos y filósofos de la Iglesia Católica. Las calidades del Aquinate como epistemológico son sobradamente conocidas. Menos conocida es su faceta de psicólogo, que esta obra quiere poner de manifiesto con gran detalle para evidenciar la actualidad de las líneas maestras de la psicología de Santo Tomás, como también la posibilidad de practicar hoy la psicología bajo la guía fundamental del Doctor Humanitatis.\n. In a recent essay Professor Taylor criticizes the criteria used by Rosenblueth, Wiener and Bigelow in 1943 to distinguish purposeful from non-purposeful behavior. He also criticizes our definition of behavior, our concept of the vague as opposed to the general, our use of the word correlation, and our statement that a system may reach a final condition. Indeed, there seems to be little, if anything, in our paper to which he does not emphatically object.He maintains that the notions of purpose (...) and teleology are not only useless for the understanding of mechanical behavior, but wholly incongruous when applied to this behavior. He further affirms that our use of the term purpose “bears no similarity whatever to the meaning which is ordinarily attached to it.” He does not state, however, his own notions of purpose and teleology; and the meaning which he considers to be ordinarily attached to the term purpose. La perspectiva de la amistad en la antigüedad tardía constituye un considerable horizonte de reflexión y análisis. Este trabajo pretende delimitar las características singulares de la amistad en el mundo cristiano del s. IV d. C. y, más concretamente, ahondar en el legado epistolar de Paulino de Nola, considerado uno de los grandes referentes de la época patrística, y cuyos postulados reflejan una incidencia notoria de la amistad. Por eso, en un primer momento, ofreceré una visión general de su vida; (...) a continuación, examinaré el tema de la amicitia en su epistolario; finalmente, desentrañaré la noción de amistad epistolar con Agustín de Hipona. El siguiente artículo tiene por finalidad explorar el concepto de exilio desde el enfoque filosófico. Se trata de un examen de la construcción teórica del concepto, a partir del análisis situado en pasajes de dos obras centrales en la cultura de Occidente: La Il íada de Homero y Las leyes de Platón. Se atiende a estas obras a la luz del exilio, para esclarecer una problemática que subyace a la propia constitución de la comunidad política en la historia jurídica, ética (...) y política. La construcción conceptual se ve procedida, en el artículo, por la propuesta final en la aproximación crítica del exiliado con otras figuras como el indigente, el vagabundo, el paria o el refugiado; las cuales comparten rasgos cercanos, en su situación jurídico-política y existencial cualitativa, que en el exilio se esperaba generar: el abandono de la comunidad respecto a quien formó parte de ella.
