Summary In this paper we examine the reaction of the Leiden low-temperature laboratory of Heike Kamerlingh Onnes to new ideas in quantum theory. Especially the contributions of Albert Einstein (1906) and Peter Debye (1912) to the theory of specific heat, and the concept of zero-point energy formulated by Max Planck in 1911, gave a boost to solid state research to test these theories. In the case of specific heat measurements, Kamerlingh Onnes's laboratory faced stiff competition from Walter Nernst's Institute (...) of Physical Chemistry in Berlin. In fact, Berlin got the better of it because Leiden lacked focus. After the liquefaction of helium in 1908, Kamerlingh Onnes transformed his laboratory into an international facility for low temperature research, and for this reason it was impossible to make headway with the specific heat measurements. In the case of zero-point energy, Leiden developed a magnetic research programme to test the concept. Initially the balance of evidence seemed to be tipping in favour of zero-point energy. After 1914, however, Leiden would desert the theory in fovour, of a concept from calssical physics. A curious move that illustrates Kamerlingh Onnes's discomfort with the new quantum theory. A modus tollens against zero-dimensional material objects is presented from the premises (i) that if there are zero-dimensional material objects then there are bare particulars, and (ii) that there are no bare particulars. The argument for the first premise proceeds by elimination. First, bare particular theory and bundle theory are motivated as the most appealing theories of property exemplification. It is then argued that the bundle theorist’s Ockhamism ought to lead her to reject spatiotemporally located zero-dimensional property (...) instances. Finally, it is argued that since she must accept such instances if she accepts zero-dimensional material object bundles, she ought to avoid the latter. This leaves bare particular theory as the default view of zero-dimensional material objects. The argument for the second premise invokes the thesis that the exemplification of at least one sparse property is a prerequisite for the existence of any particular. It is argued from Humean considerations that bare particulars fail this prerequisite. (shrink)

On the basis of an experimental investigation of the construals of present under past in child French, we argue that French children, just like Japanese adult speakers, but unlike French adult speakers, allow pure simultaneous construals of present under past, where the present denotes an interval that lies completely in the past, be it in relative or complement clauses. We conclude that French children have two presents: an indexical present and a zero present (just like Japanese adults, cf. Ogihara (...) 1999, 2008), suggesting that French children have both the Japanese and the French setting for the Sequence of Tense parameter since they allow simultaneous construals of both present and past under past. This multiple grammar approach to tense interpretation in child French extends to child Japanese in so far as Japanese children have been argued to allow simultaneous readings of past under past, although this reading is unavailable in the target grammar (Matsuo & Hollebrandse 1999). To state an important fact about the photon, physicists use such expressions as (1) “the photon has zero (null, vanishing) mass” and (2) “the photon is (a) massless (particle)” interchangeably. Both (1) and (2) express the fact that the photon has no non-zero mass. However, statements (1) and (2) disagree about a further fact: (1) attributes to the photon the property of zero-masshood whereas (2) denies that the photon has any mass at all. But is there really (...) a difference between saying that something has zero mass (charge, spin, etc.) and saying that it has no mass (charge, spin, etc.)? Does the distinction cut any physical or philosophical ice? I argue that the answer to these questions is yes. Put briefly, the claim of this paper is that some zero-value physical quantities are not mere “privations”, “absences” or “holes in being”. They are respectable properties in the same sense in which their non-zero partners are. This, I will show, has implications for the debate between two rival views of the nature of property, dispositionalism and categoricalism. (shrink)

Since the World Health Organization first declared the novel coronavirus a pandemic, diverse strategies have emerged to address it. This paper focuses on two leading strategies, elimination and mitigation, and examines their ethical basis. Elimination or ‘Zero-COVID’ dominates policies in Pacific Rim societies. It sets as a goal zero deaths and seeks to contain transmission using stringent short-term lockdowns, followed by strict find, test, trace and isolate methods. Mitigation, which dominates in the US and most European nations, sets (...) targets for community transmission and lifts restrictions once targets are met. This approach takes calculated risks and regards a certain amount of disease and death as ethically justified. Section I examines different societal responses to risk that underlie these different policy approaches. Section II focuses on ethical arguments favouring Zero-COVID and raises health equity objections. Section III proposes a long-term strategy that balances the twin goals of promoting population health and health equity. There are no data available for this work. (shrink)

This article claims that the familiar distinction between “first-person” and “third-person” perspectives is not a very strong distinction, given that both are perspectives. Quite apart from any perspective we might take on things there are the things themselves, in what the author calls their “zero-person” reality. Appealing to an unorthodox reading of Brentano, Husserl, and Heidegger, the author makes a lengthy critique of David Chalmers for remaining a reductionist in the physical realm even as he opposes reductionism for (...) minds. Many theorists would include among these determinants aspects of the speaker’s intention in speaking. My thesis is that, on the contrary, the determinants of the context never include the speaker’s intention. My argument for this thesis turns on a consideration of the role that the concept of proposition expressed in context is supposed to play in a theory of linguistic communication. To (...) illustrate an alternative approach, I present an original theory of the reference of demonstratives according to which the referent of a demonstrative is the object that adequately and best satisfies certain accessibility criteria. COVID-19 has stolen millions of lives and devastated livelihoods around the world and led to the exacerbation of existing inequities within and between countries. This part of a tragic pattern in catastrophes, where the most vulnerable populations are typically the ones to bear the greatest burdens. Jecker and Au1 offer a keen observation of how one particular COVID-19 response—Zero COVID—appears particularly problematic from a health equity perspective. Under Zero COVID, countries enact stringent lockdowns and movement restrictions in order (...) to keep cases as low as possible. Yet such restrictive policies hurt disadvantaged populations the most, by severely curtailing their ability to earn a living and forcing them to remain in cramped living spaces for potentially extended periods of time. However, the link between Zero COVID and health inequity is more complex than it might at first appear. This is because Zero COVID is itself compatible with meaningful efforts to mitigate inequities, including those caused by Zero COVID policies themselves. In recent years, the target of reaching “net zero” emissions by 2050 has come to the forefront of global climate politics. Net zero would see carbon emissions matched by carbon removals and should allow the planet to avoid dangerous climate change. But the recent prominence of this goal should not distract from the fact that there are many possible versions of net zero. Each of them will have different climate justice implications, and some of them could have (...) very negative consequences for the world's poor. This article demonstrates the many ambiguities of net zero, and argues in favor of a net zero strategy in which those who can reasonably bear the burden adopt early and aggressive mitigation policies. We also argue for a net zero strategy in which countries place the lion's share of their faith in known emissions reduction approaches, rather than being heavily reliant on as-yet-unproven “negative emissions techniques.” Our overarching goal is to put net zero in its place, by providing a clear-sighted view of what net zero will achieve, and where the “net” in net zero needs to be tightened further if the world is to achieve climate justice. A defining characteristic of modern science is its ability to make immensely successful predictions of natural phenomena without invoking a putative god or a supernatural being. Here, we argue that this intellectual discipline would not acquire such an ability without the mathematical zero. We insist that zero and its basic operations were likely conceived in India based on a philosophy of nothing, and classify nothing into four categories—balance, absence, emptiness and nonexistence. We argue that zero is a (...) tangible representation of nonexistence and constitutes all nonzero numbers, which together represent existence. It appears that zero’s journey out of India somewhat separated its mathematical and philosophical aspects, with the former being more valued by some cultures and the latter by others. The European culture, in which modern science grew, largely ignores a philosophy of nothing due to a deep-rooted Greek philosophical base, although this science relies on the notion of nonexistence through zero. Consequently, zero is a mere number of convenience without its foundational philosophy in science, and techniques to circumvent zero are developed. We insist that, while such techniques contribute to the progress of science and mathematics within the current framework, a tendency to avoid zero and its philosophy leads to approximations and may hinder a deeper understanding. Finally, we argue that nonexistence may notionally constitute existence, and hence may be the fundamental. This implies that, if a supernatural being exists, it is not the fundamental. The independence of modern science from a supernatural being is consistent with this. (shrink)

In this paper I demonstrate that there is an explanation of the number marking we see on nouns when they combine with the numeral _zero_ which combines Martí’s (Semant. Pragmat., 2020a, https://doi.org/10.3765/sp.13.3 ) account of the morphosyntax and semantics of the numeral-noun construction with Bylinina and Nouwen’s (Glossa 3(1):98, 2018 ) semantics for _zero_ and which does not need to appeal to any further principles (e.g., agreement).

The structures of discourse used by legal and ordinary languages share differences that foster technical issues when applying or fine-tuning general-purpose language models for open-domain question answering on legal resources. For example, longer sentences may be preferred in European laws (i.e., Brussels I bis Regulation EU 1215/2012) to reduce potential ambiguities and improve comprehensibility, distracting a language model trained on ordinary English. In this article, we investigate some mechanisms to isolate and capture the discursive patterns of legalese in order (...) to perform zero-shot question answering, i.e., without training on legal documents. Specifically, we use pre-trained open-domain answer retrieval systems and study what happens when changing the type of information to consider for retrieval. Indeed, by selecting only the important parts of discourse (e.g., elementary units of discourse, EDU for short, or abstract representations of meaning, AMR for short), we should be able to help the answer retriever identify the elements of interest. Hence, with this paper, we publish Q4EU, a new evaluation dataset that includes more than 70 questions and 200 answers on 6 different European norms, and study what happens to a baseline system when only EDUs or AMRs are used during information retrieval. Our results show that the versions using EDUs are overall the best, leading to state-of-the-art F1, precision, NDCG and MRR scores. (shrink)

‘Zero tolerance’ of avoidable infection events is explicit in UK and international policy documents describing strategies for the control of healthcare-associated infection. I consider what principles governing avoidable infections acquired in healthcare institutions might be reasonably rejected from the contractualist perspective of Thomas Scanlon. Many hospital infections can be cost-effectively avoided. There would seem to be additional reasons to take the prevention of avoidable infection acquired in hospitals seriously in addition to optimizing the cost-effectiveness of healthcare. These include the (...) irretrievable nature of the harm of some of the infections; the reasonable rejection of avoidable harm when the patient could not rationally consent to the risk of harm and the social consequences such as loss of trust in healthcare providers. Despite these reasons, a principle of ‘zero tolerance’ has implausible implications, promotes unrealistic patient expectations and can be reasonably rejected from the perspective of those who will suffer unacceptable opportunity costs. However, the contractualist perspective would also seem to reject a principle of tolerance of harm when there is a feasible reconfiguration of institutional arrangements that reduces the risk of harm without a redistribution of a proportionate or greater burden to others. Zero pronominals challenge Type Logical Grammar in two ways. One, TLG displays a linear resource management regime for semantic composition, meaning that pronominals call for special treatment if they want to do resource multiplication. Two, as a grammar of lexicalism, TLG applies to phonologically realized lexical entries only, illegitimating the phonetically null items during syntactic derivation. Jägor extends the inventory of category-forming connectives of TLG by a third kind of implication that creates categories of anaphoric items and solves the (...) first problem above. This article goes a step further to tackle the second one. In order to formalize the constructions with zero pronominals, we design a ternary category A B C and include the latter into Jägor’s system. The proposed system is proof-theoretically well-behaved. It is complete, sound, and decidable. More importantly, zero pronominals of various forms can be derived in the system. (shrink)

This article discusses the classical problem of zero probability of universal generalizations in Rudolf Carnap’s inductive logic. A correction rule for updating the inductive method on the basis of evidence will be presented. It will be shown that this rule has the effect that infinite streams of uniform evidence assume a non-zero limit probability. Since Carnap’s inductive logic is based on finite domains of individuals, the probability of the corresponding universal quantification changes accordingly. This implies that universal (...) generalizations can receive positive prior and posterior probabilities, even for (countably) infinite domains. (shrink)

The physicists of the early twentieth century were unaware of two aspects which are vital to understanding some aspects of modern physics within classical theory. The two aspects are: the presence of classical electromagnetic zero-point radiation, and the importance of special relativity. In classes in modern physics today, the problem of atomic collapse is still mentioned in the historical context of the early twentieth century. However, the classical problem of atomic collapse is currently being treated in the presence of (...) classical zero-point radiation where the problem has been transformed. The presence of classical zero-point radiation indeed keeps the electron from falling into the Coulomb potential center. However, the old collapse problem has been replaced by a new problem where the zero-point radiation may give too much energy to the electron so as to cause “self-ionization.” Special relativity may play a role in understanding this modern variation on the atomic collapse problem, just as relativity has proved crucial for a classical understanding of blackbody radiation. This article follows up a previous study, which has investigated English speakers’ practices of employing zero anaphora in ordinary conversations, with special reference to the kind of interactional work that they accomplish by the practice. The findings of Oh have demonstrated that unlike previously-held assumptions, zero anaphora may be systematically deployed by English speakers in order to achieve certain interactional functions, for example, marking the current talk as a second or re-saying or displaying the secondary-level of the (...) action being done by the current talk. The current article identifies three additional functions of zero anaphora, that is, resuming the prior turn-constructional unit after a parenthetical insert, marking maximum continuity, and avoiding a choice among alternative reference forms. The point is thus reasserted that zero anaphora must be regarded as a serious resource in the construction of conversational interaction by English speakers. (shrink)

We show that, assuming the Axiom of Determinacy, every zero-dimensional homogeneous space is strongly homogeneous (i.e. all its non-empty clopen subspaces are homeomorphic), with the trivial exception of locally compact spaces. In fact, we obtain a more general result on the uniqueness of zero-dimensional homogeneous spaces which generate a given Wadge class. As philosophers from Jacques Derrida, to Gilles Deleuze and Félix Guattari, to Alain Badiou have shown, the concept of border entails a logic of exclusion that sustains itself on an empty place. In the absence of this empty place, what does the contemporary experience of being ‘without boundaries’ imply mathematically? This paper suggests that if the Anthropocene confirms Deleuze and Guattari's insight that the older, ‘castrative’ logic of the border-cut is extinct, this does not require us to abandon the categories (...) that traditionally inscribed us as subjects altogether. Rather, it helps us to understand how the Symbolic Law is being logically inscribed. One often talks loosely about the ‘perversity’ of the Law, but this analysis of three parables of climate change enables us to pinpoint more precisely the structure of how the Law presents today. It suggests that to try to ‘diagnose’ the contemporary experience of the Law, we should look not to perversion but to the ‘prime zero’ of a specifically ‘feminine’ psychosis. (shrink)

In this chapter, Mark Budolfson and Dean Spears analyse the marginal effect of philanthropic donations. The core of their analysis is the observation that marginal good done per dollar donated is a product (in the mathematical sense) of several factors: change in good done per change in activity level of the charity in question, change in activity per change in the charity’s budget size, and change in budget size per change in the individual’s donation to the charity in question. Após ter tornado preciso o que é a expertise e quais são os principais problemas postos pelo recurso (...) à expertise nos contextos da ação cidadã, proponho que as expertises técnicas podem ser postas no mesmo patamar que outros tipos de expertise, referindo principalmente aos saberes comuns, à prática e à experiência concreta, dita "de campo", o que corresponde a uma ampliação. Sugere-se, então, o modelo de fórum híbrido como quadro teórico possível dessa reformulação da concepção de expertise. Many terms have a technical meaning although it is not evident for everyone, for example, the "environmental governance", term that refers in the present context to citizen participation on this type of question, for example, of the health of a specific ecosystem, such as a forest or an agricultural field, from shared preoccupations and not from a problematic of organizational control. After having made precise what is the expertise and what are the main problems posed by the recourse to the expertise in the contexts of citizen action, I propose that technical expertise can be tantamount to other types of expertise, referring mainly to profane knowledge, to the practice and concrete experience called "of field", which corresponds to an enlargement. Then it is suggested the model of an hybrid forum as a possible theoretical frame of this reformulation of the conception of expertise. (shrink)

We extend BDDs for plain propositional logic to the fragment of first order logic, consisting of quantifier free logic with zero, successor and equality. We allow equations with zero and successor in the nodes of a BDD, and call such objects -BDDs. We extend the notion of Ordered BDDs in the presence of zero, successor and equality. -BDDs can be transformed to equivalent Ordered -BDDs by applying a number of rewrite rules until a normal form is reached. Quotatives have been studied extensively in the language of teenagers in recent years as they present distinctive features of their own that make them different in part from those used by adults in mainstream English and Spanish. However, zero quoting has not received all the attention it certainly deserves as it has not been fully probed in terms of its discourse and pragmatic functions. This corpus-based study is focused on the strategies used by British and Spanish teenagers to introduce (...) constructed dialogue without the use of a particular marked and an explicit quotative form. The results indicate that the absence of quotatives is not casual; there are some linguistic contexts that favor the existence of this type of quotatives, namely non-lexicalized and sound words, and the dramatic recreation of situations where the speaker perform new voices. The lack of quotatives also serves to involve the interlocutor more directly and in a higher degree in what is being told, and gives more self-assurance to the narrator. These tendencies apply equally to English and Spanish. The study of null/zero quotatives should go then beyond the simple reporting of an absence of a verbal mark, and should address pragmatic and interpersonal factors closely associated with the context where they occur and with the speaker’s attitude and communicative intention and purpose. ABSTRACT What is to be done when parents disagree about whether to raise their children as vegans? Three positions have recently emerged. Marcus William Hunt has argued that parents should seek a compromise. I have argued that there should be no compromise on animal rights, but there may be room for compromise over some ‘unusual’ sources of non-vegan, but animal-rights-respecting, food. Carlo Alvaro has argued that both Hunt and I are wrong; veganism is like religion, and there should be no (...) compromise on religion, meaning there should be no compromise on veganism. This means that even my minimal-compromise approach should be rejected. This paper critiques Alvaro’s zero-compromise veganism, demonstrating that his case against Hunt’s position is undermotivated, and his case against my position rests upon misunderstandings. If vegans wish to reject Hunt’s pro-compromise position, they should favour a rightist approach, not Alvaro’s zero-compromise approach. (shrink)

Complex superpositions of degenerate hydrogen wavefunctions for the n th energy level can possess zero lines (phase singularities) in the form of knots and links. A recipe is given for constructing any torus knot. The simplest cases are constructed explicitly: the elementary link, requiring n≥6, and the trefoil knot, requiring n≥7. The knots are threaded by multistranded twisted chains of zeros. Some speculations about knots in general complex quantum energy eigenfunctions are presented.

Deleuze (1925–1995), in the early 1980s, adopts Peirce’s (1839–1914) semiotics in order to classify the signs that the images of the cinema display. Aiming at insufflating the Peircean principles with the movement that animates the images of cinema, he provides Peirce’s triadic logic with a new category – Zeroness – which stands for the semiotic movement of cinematic images. Deleuze’s new category has impacts on the main domains of Peirce’s philosophy. Accordingly, our inquiry will focus on the irradiation of Zeroness (...) over the (a) system of categories, the (b) Peircean phenomenology (phaneroscopy), the (c) generative categorial role, the (d) semiotic effectiveness, the (e) doctrine of continuity, and the (f) logic of relatives. This article will show that for Deleuze nearly like more recent Peircean scholarship: (a) zeroth state holds a categorial status, (b) some phenomenon instantiates zeroth state, (c) zeroth state plays a generative role regarding Peirce's categories, (d) zeroth state as a phenomenological category is semiotically effective, (e) zeroth state and the doctrine of continuity, and (f) zeroth state is a “medad.” In order to assess these topics, we recover Deleuze’s advances on Peirce’s philosophy and confront them with the Peircean studies on the zeroth state. Finally, we will see that Deleuze, far from being a Peircean scholar, developed the importance of the zeroth state for Peirce’s semiotics in advance to the subsequent Peircean scholarship. Reciprocally, most of Deleuzian scholars understimate the importance of Peirce for Deleuze’s semiotics. (shrink)

To achieve the very specific goal of reducing net greenhouse gas emissions to zero by 2050, many technical challenges and conflicts of interest must be overcome. How can a strategy be developed that is politically and socially acceptable? Research is needed to support societal efforts to rethink the links between energy use and human well-being.

Tarski 1968 makes a move in the course of providing an account of ?definitionally equivalent? classes of algebras with a businesslike lack of fanfare and commentary, the significance of which may accordingly be lost on the casual reader. In ?1 we present this move as a response to a certain difficulty in the received account of what it is to define a function symbol (or ?operation symbol?). This difficulty, which presents itself as a minor technicality needing to be got around (...) especially for the case of symbols for zero-place functions (for ?distinguished elements?), has repercussions?not widely recognised?for the account of functional completeness in sentential logic. A similarly stark comment in Church 1956 reveals an appreciation of this difficulty, though not every subsequent author on the topic has taken the point. We fill out this side of the picture in ?2. The discussion of functional completeness in ?2 is supplemented by some remarks on what is involved in defining a connective, which have been included in an Appendix. The emphasis throughout is on conceptual clarification rather than on proving theorems, and the main body of the paper may be regarded as an elaboration on the remarks just mentioned by Tarski and Church. We propose a reformulation of the ideal $\mathcal {N}$ of Lebesgue measure zero sets of reals modulo an ideal J on $\omega $, which we denote by $\mathcal {N}_J$. In the same way, we reformulate the ideal $\mathcal {E}$ generated by $F_\sigma $ measure zero sets of reals modulo J, which we denote by $\mathcal {N}^*_J$. We show that these are $\sigma $ -ideals and that $\mathcal {N}_J=\mathcal {N}$ iff J has the Baire property, which in turn is (...) equivalent to $\mathcal {N}^*_J=\mathcal {E}$. Moreover, we prove that $\mathcal {N}_J$ does not contain co-meager sets and $\mathcal {N}^*_J$ contains non-meager sets when J does not have the Baire property. We also prove a deep connection between these ideals modulo J and the notion of nearly coherence of filters (or ideals). We also study the cardinal characteristics associated with $\mathcal {N}_J$ and $\mathcal {N}^*_J$. We show their position with respect to Cichoń’s diagram and prove consistency results in connection with other very classical cardinal characteristics of the continuum, leaving just very few open questions. To achieve this, we discovered a new characterization of $\mathrm {add}(\mathcal {N})$ and $\mathrm {cof}(\mathcal {N})$. We also show that, in Cohen model, we can obtain many different values to the cardinal characteristics associated with our new ideals. (shrink)

Suppose that X is infinite, connected and of bounded degree. A first-order sentence ϕ in the language of X is almost surely true (resp. a. s. false) for finite substructures of X if for every x ∈ X, the fraction of substructures of $B_n (x)$ (...) satisfying ϕ approaches 1 (resp. 0) as n approaches infinity. Suppose further that, for every finite substructure, X has a disjoint isomorphic substructure. Then every ϕ is a. s. true or a. s. false for finite substructures of X. This is one form of the geometric zero-one law. We formulate it also in a form that does not mention the ambient infinite structure. The problem considered in the paper is whether the stereotype of zerosum games is applicable to present-day discussions on environmental threats. Decision theory could be considered as a tool to substantiate the philosophical notion of rationality of actions and in this aspect, it could be a good methodological instrument of philosophical economics. Decision theory can be used to assess positions in problem situations and predict possible solutions in terms of gains and losses. This can also be applied to human actions (...) in relation to nature. In the paper this theory is used to assess the moral and political validity of the positions of developing countries against the main claims of the forceful countries for unified solutions for protection of the natural environment. Justified solutions in the field of environmental security can be sought only by overcoming the economic and social imbalances and corporate interests. The most justified perspective for international relations and in searching for solutions of present-day social and ecological conflicts is to move from the form of a zero-sum game, in which the powerful countries win and the poor ones invariably lose, to a true non-zero-sum game suitable for implementing cooperative strategies. This type of development can become a reality only on the basis of a new social contract, based on pluralism and balance of interests, on the scale of all humanity. (shrink)

Both theory and experiments indicate that the vacuum is not a state of empty space, but is populated by electromagnetic fluctuations at a lowest nonzero level, the Zero Point Energy (ZPE). This debouches into considerable changes of fundamental physics, as shown by a revised quantum electrodynamic theory (RQED) applied to elementary particles, and by a revised ZPE frequency spectrum applied to the expanding universe. The Standard Model based on a vacuum state of empty space is thus replaced by RQED, (...) thereby resulting in massive elementary particles from the beginning, independently of the theory by Higgs. Also the basic properties of the Higgs-like particle detected at CERN can be reproduced by RQED. It further leads to new fundamental results beyond the theories by Dirac and Higgs, such as to a deduced value of the elementary net charge, magnetic confinement of charged particle configurations, intrinsic local particle charges, photon spin with a very small but nonzero photon rest mass, and needle-like particle-wave properties which contribute to the understanding of the photoelectric effect and two-slit experiments. The real macroscopic pressure due to the revised ZPE frequency distribution further influences the dynamics of the expanding universe, by the ZPE photon pressure gradient acting as dark energy, and the ZPE photon energy density acting as dark matter. Recent studies show that the current punitive approach to bullying, in the form of zero-tolerance policies, is ineffective in reducing bullying and school violence. Despite this significant finding, anti-bullying legislation is increasing. The authors argue that these policies are not only ineffective but that they are also unjust, harmful, and stigmatizing. They advocate a broader integrative approach to bullying programs that includes both victims and bullies.

If one player’s gain is exactly equivalent to another’s loss, the game is said to be zero-sum. For example, football: every improvement of position for one team is an exactly corresponding deterioration for the other team. On the other hand, a buyer and a supplier haggling over a price is not a zero-sum game, since the parties hope to mutually gain.

When an activity is unwanted, administrators often adopt a zero tolerance policy towards that activity. The background assumption is that, by adopting a zero tolerance policy, one is doing everything that one can to reduce or eliminate the activity in question. Yet which policy best serves to reduce an unwanted behavior is always an empirical question. Thus, those who adopt a zero tolerance policy towards some behavior without first investigating and finding that they are in a set (...) of circumstances where that policy is the most cost-effective way of reducing or eliminating the undesirable behavior are committing the zero tolerance fallacy.
