In The Cultural Roots of Strategic Intelligence, Gino LaPaglia argues that Strategic Intelligence is a core dynamic of human rationality and that it has always been foundational for creating meaning in society. For thousands of years the identity of the heroic strategist has provided hope for human life lived in extremis.

The knowledge that organizations possess, produce, and acquire adds to their strategic competency and intelligence. Organizations develop intelligence from practice and learning by doing. There is a definite relationship that exists between organizational learning and productivity that contributes to the development of organizational intelligence. Organizational intelligence is of difference kinds, but almost all of them develop from organizational actions and learning that includes but are not restricted to gaining market information, consumer interactions, business communications, creating (...) new products and services, managing actions, solving emerging problems, etc. Intelligence is the ability to comprehend things or immediate situations and act rationally and according to what the situation demands. In this paper, we examine on what respect organizational intelligence positively relates to organizational competency, and how intelligence help develop strategic competency which adds to their advantage and makes them more robust. We find using a theoretical model that the development of organizational intelligence confers competitive strength to an organization, and contributes to the overall development of higher productivity and organizational competence. Monetary intelligence theory asserts that individuals apply their money attitude to frame critical concerns in the context and strategically select certain options to achieve financial goals and ultimate happiness. This study explores the dark side of monetary Intelligence and behavioral economics—dishonesty. Dishonesty, a risky prospect, involves cost–benefit analysis of self-interest. We frame good or bad barrels in the environmental context as a proxy of high or low probability of getting caught for dishonesty, respectively. We theorize: The magnitude and (...) intensity of the relationship between love of money and dishonest prospect may reveal how individuals frame dishonesty in the context of two levels of subjective norm—perceived corporate ethical values at the micro-level and Corruption Perceptions Index at the macro-level, collected from multiple sources. Based on 6382 managers in 31 geopolitical entities across six continents, our cross-level three-way interaction effect illustrates: As expected, managers in good barrels, mixed barrels, and bad barrels display low, medium, and high magnitude of dishonesty, respectively. With high CEV, the intensity is the same across cultures. With low CEV, the intensity of dishonesty is the highest in high CPI entities —the Enron Effect, but the lowest in low CPI entities. CPI has a strong impact on the magnitude of dishonesty, whereas CEV has a strong impact on the intensity of dishonesty. We demonstrate dishonesty in light of monetary values and two frames of social norm, revealing critical implications to the field of behavioral economics and business ethics. (shrink)

This study explores the bright side of Monetary Intelligence and behavioral economics, frames money attitude in the context of pay and life satisfaction, and controls money at the macro-level and micro-level. We theorize: Managers with low love of money motive but high stewardship behavior will have high subjective well-being: pay (...) satisfaction and quality of life. Data collected from 6586 managers in 32 cultures across six continents support our theory. Interestingly, GDP per capita is related to life satisfaction, but not to pay satisfaction. Individual income is related to both life and pay satisfaction. Neither GDP nor income is related to Happiness. Our theoretical model across three GDP groups offers new discoveries: In high GDP entities, “high income” not only reduces aspirations—“Rich, Motivator, and Power,” but also promotes stewardship behavior—“Budget, Give/Donate, and Contribute” and appreciation of “Achievement.” After controlling income, we demonstrate the bright side of Monetary Intelligence: Low love of money motive but high stewardship behavior define Monetary Intelligence. “Good apples enjoy good quality of life in good barrels.” This notion adds another explanation to managers’ low magnitude of dishonesty in entities with high Corruption Perceptions Index. In low GDP entities, high income is related to poor Budgeting skills and escalated Happiness. These managers experience equal satisfaction with pay and life. We add a new vocabulary to the conversation of monetary intelligence, income, GDP, happiness, subjective well-being, good and bad apples and barrels, corruption, and behavioral ethics. (shrink)

Robotics and artificial intelligence are beginning to fundamentally change the relative profitability and productivity of investments in capital versus human labor; creating technological unemployment at all levels of the workforce; from the North to the developing world. As robotics and expert systems become cheaper and more capable the percentage of the population that can find employment will also fall; stressing economies already trying to curtail "entitlements" and adopt austerity. Two additional technology-driven trends will exacerbate the structural unemployment crisis in (...) the coming decades; desktop manufacturing and anti-aging medicine. Desktop manufacturing threatens to disintermediate the half of all workers involved in translating ideas into products in the hands of consumers; while anti-aging therapies will increase the old age dependency ratio of retirees to tax-paying workers. Policies that are being proposed to protect or create employment will have only a temporary moderating effect on job loss. Over time these policies; which will impose raise costs; lower the quality of goods and services; and lower competitiveness; will become fiscally impossible and lose political support. In order to enjoy the benefits of technological innovation and longer; healthier lives we will need to combine policies that control the pace of replacing paid human labor with a universal basic income guarantee provided through taxation and the public ownership of wealth. The intensifying debate over the reform of "entitlements" will be the strategic opening for a campaign for BIG to replace disability and unemployment insurance; Social Security; and other elements of the welfare state. Artificial Intelligence-as-a-Service empowers individuals and organisations to access AI on-demand, in either tailored or ‘off-the-shelf’ forms. However, institutional separation between development, training and deployment can lead to critical opacities, such as obscuring the level of human effort necessary to produce and train AI services. Information about how, where, and for whom AI services have been produced are valuable secrets, which vendors strategically disclose to clients depending on commercial interests. This article provides a critical analysis of how AIaaS vendors manipulate (...) the visibility of human labour in AI production based on whether the vendor relies on paid or unpaid labour to fill interstitial gaps. Where vendors are able to occlude human labour in the organisational ‘backstage,’ such as in data preparation, validation or impersonation, they do so regularly, further contributing to ongoing techno-utopian narratives of AI hype. Yet, when vendors must co-produce the AI service with the client, such as through localised AI training, they must ‘lift the curtain’, resulting in a paradoxical situation of needing to both perpetuate dominant AI hype narratives while emphasising AI’s mundane limitations. Modern weaponry is often too complex for unaided human operation, and is largely or totally controlled by computers. But modern software, particularly artificial intelligence software, exhibits such complexity and inscrutability that there are grave dangers associated with its use in non-benign applications. Recent efforts to make computer systems more accessible to military personnel through natural language processing systems, as proposed in the Strategic Computing Initiative of the Defense Advanced Research Projects Agency, increases rather than decreases the dangers of (...) unpredictable behavior. Defense systems constitute, in fact, a paradigm case of the wrong kind of application for this technology. Sequential decision theory formally solves the problem of rational agents in uncertain worlds if the true environmental prior probability distribution is known. Solomonoff's theory of universal induction formally solves the problem of sequence prediction for unknown prior distribution. We combine both ideas and get a parameter-free theory of universal Artificial Intelligence. We give strong arguments that the resulting AIXI model is the most intelligent unbiased agent possible. We outline how the AIXI model can formally solve a number of problem (...) classes, including sequence prediction, strategic games, function minimization, reinforcement and supervised learning. The major drawback of the AIXI model is that it is uncomputable. To overcome this problem, we construct a modified algorithm AIXItl that is still effectively more intelligent than any other time t and length l bounded agent. The computation time of AIXItl is of the order t x 2^l. Artificial Intelligence (AI) in the 21st century is no longer perceived as a purely technological phenomenon, more and more becoming a social and humanitarian phenomenon that develops in a complex context of cultural, value, philosophical, and ethical aspects of human life. The impact of AIrelated technologies on contemporary society is still difficult to assess fully, which does not prevent enthusiastic researchers and political leaders from attempting to define a value framework that will ensure the use of AI for societal (...) development. As interest in AI grows, more and more technologically advanced countries in the world are creating their own strategies for the development and use of this technological marvel of the 21st century. These pioneering documents often seem vague and indefinite, but nevertheless they allow us to assess how the political and scientific and technological elites of these countries see the value orientations of AI technology development, both nationally and internationally. The article presents a philosophical analysis of the value orientations of AI technology development in the USA and China – modern scientific and technological leaders in this field – on the basis of strategic documents defining the development and application of AI in these countries from the position of post-non-classical scientific rationality. The authors of the article conclude that, at the contemporary post-non-classical stage of science development, the value component is not only one of the integral components of scientific and technological activities but may be decisive in determining the goals and objectives of high-tech development at the state level. Artificial Intelligence (AI) offers numerous opportunities to improve military Intelligence, Surveillance, and Reconnaissance operations. And, modern militaries recognize the strategic value of reducing civilian harm. Grounded in these two assertions we focus on the transformative potential that AI ISR systems have for improving the respect for and protection of humanitarian relief operations. Specifically, we propose that establishing an interface for humanitarian organizations to military AI ISR systems can improve the current state of ad-hoc humanitarian notification systems, which (...) are notoriously unreliable and ineffective for both parties to conflict and humanitarian organizations. We argue that such an interface can improve military awareness and understanding while also ensuring that states better satisfy their international humanitarian law obligations to respect and protect humanitarian relief personnel. Persuasion is an important and yet complex aspect of human intelligence. When undertaken through dialogue, the deployment of good arguments, and therefore counterarguments, clearly has a significant effect on the ability to be successful in persuasion. Two key dimensions for determining whether an argument is “good” in a particular dialogue are the degree to which the intended audience believes the argument and counterarguments, and the impact that the argument has on the concerns of the intended audience. In this paper, (...) we present a framework for modelling persuadees in terms of their beliefs and concerns, and for harnessing these models in optimizing the choice of move in persuasion dialogues. Our approach is based on the Monte Carlo Tree Search which allows optimization in real-time. We provide empirical results of a study with human participants that compares an automated persuasion system based on this technology with a baseline system that does not take the beliefs and concerns into account in its strategy. In July 2017, China’s State Council released the country’s strategy for developing artificial intelligence, entitled ‘New Generation Artificial Intelligence Development Plan’. This strategy outlined China’s aims to become the world leader in AI by 2030, to monetise AI into a trillion-yuan industry, and to emerge as the driving force in defining ethical norms and standards for AI. Emotion recognition is an important part of building an intelligent human-computer interaction system and plays an important role in human-computer interaction. Often, people express their feelings through a variety of symbols, such as words and facial expressions. A business ecosystem is an economic community based on interacting organizations and individuals. Over time, they develop their capabilities and roles together and tend to develop themselves in the direction of one or more central enterprises. This paper aims to study a multimodal ER (...) method based on attention mechanism. It analyzes the current emotional state of consumers and the development direction of enterprises through multi-modal ER of human emotions and analysis of market trends, so as to provide the most appropriate response or plan. This paper firstly describes the related methods of multimodal ER and deep learning in detail, and briefly outlines the meaning of enterprise strategy in the business ecosystem. Then, two datasets, CMU-MOSI and CMU-MOSEI, are selected to design the scheme for multimodal ER based on self-attention mechanism. Through the comparative analysis of the accuracy of single-modal and multi-modal ER, the self-attention mechanism is applied in the experiment. The experimental results show that the average recognition accuracy of happy under multimodal ER reaches 91.5%. (shrink)

The US-Australia strategic relationship has evolved from more or less an adversarial position in the 19th century to an Australia largely dependent on the US during the Cold War to the interdependent partnership we see today. Strategic interdependence means that the US-Australia relationship is not merely a one-sided affair; that Australia has something of substance to offer the strategic relationship. Part of the reason that the relationship is strong is because of a shared language, similar social values, (...) and compatible political-legal systems. Moreover, the relationship has been thoroughly institutionalised via intelligence cooperation, defence science collaboration, and extensive personal relationships. But what the US really seems to value is Australia’s reliability as an ally. I argue that Australia best demonstrates its reliability as an ally, however, when it follows US strategic decision-making for the right reasons. This sense of reliability is more akin to trustworthiness than it is to loyalty. History demonstrates that Australia has not always agreed with the US. But agreeing doesn’t matter so much when Australia has established a track record of consistently applying sound reasoning to its strategic decisions and it has made substantive contributions to jointly sought after strategic outcomes. As symbols of adaptability and transformation, together with qualities of vigilance and intelligence, we argue the relevance of dragons for spatial planning in China. We develop a metaphorical concept – the green dragon – for grasping the condition of contemporary Chinese societies and for facilitating the development of theories and practices of spatial planning which are able to face the challenges of rapid change. We ask Chinese scholars and spatial planners to liberate Deleuzian potential for strategic spatial planning (...) in a ‘becoming-between, coming-together’ of concepts which can effectively make a difference in the world. Having outlined what we regard as key transversals or diagonals between our reading of Gilles Deleuze and aspects of Chinese philosophy, we then offer the metaphor of strategic spatial planning as Chinese literati landscape painting. This is a form of painting which rejects the idea of the world being supremely organised from a particular point of view, preferring to paint immanence and transformation. Chinese literati landscape paintings, like philosophy and strategic spatial planning, ‘look only at the movements’. We conclude that connections between what concepts of Chinese philosophy and those of Gilles Deleuze can do, suggest that in China, a conception of strategic spatial planning as metaphorical green dragon may offer academics and planning practitioners a transverse way to relate the legacies of past philosophies and current thinking. Secondly, I shall consider the negative case—different breakdowns of understanding and connected forms of failure to make sense . Third, I shall criticize three important misconceptions of nonsense and unintelligibility: the austere conception of (...) nonsense propounded by the New Wittgensteinians ; the “no nonsense position” which roundly denies that there are cases of nonsense—Chomsky’s semantic anomalies or Ryle’s category mistakes–that are grammatically well-formed, without even having the potential for being used to make a truth-apt statement ; the individualistic conception of language and of semantic mistakes championed by Davidson . All three positions, I shall argue, ignore or deny combinatorial nonsense, the fact that perfectly meaningful sentence-components can be combined in a way that may be grammatical, yet without resulting in a sentence that is itself “meaningful”, i.e. endowed with linguistic sense. At a more strategic level, the first and the third position deny or ignore that natural languages are communal historical practices that go beyond idiolects and the employments of expressions in specific contexts and that are guided by semantic rules—standards for the meaningful use of words. Patent strategy is increasingly recognized as a vital contributor in promoting core competitiveness of an enterprise. A top management team has been indicated as one of the key factors driving changes in patent strategy. Based on upper echelons theory, this study examines how TMT characteristics, including, team diversity, emotional intelligence, and safety climate, influence enterprise patent strategic change and, hence, the business outcome. The data from 930 top managers in 228 enterprises showed that the changes in patent strategies (...) are significantly influenced by the characteristics of top managers. These aforementioned internal TMT factors have diverse effects on the speed and scope of the enterprise patent strategic change, which in turn affects firm performance in a positive and negative way, respectively. This paper makes the case for more systematic development of the strategic thinking, or 'meta thinking', competences of directors, as distinct from strategic planning. It reviews the historic development of the terms 'governance', 'directing' and 'learning'. It looks at the current political skewing towards board compliance through Codes, which are making the acquisition of strategic thinking skills more difficult, as well as the psychological blocks, both personal, and organisational which reinforce this. It proposes the development of regular (...) and rigorous 'director's homework' using both the PPESTT analysis and the Learning Board model. It ends with proposing three ways of encouraging the development of director's strategic thinking the encouragement of the use of 'intelligent naivety', the development of divergent thinking styles, and the profiling of Thinking Intentions. As the use of artificial intelligence (AI) technologies, particularly generative AI (Gen AI), becomes increasingly prevalent in nursing education, it is paramount to address the ethical implications of their implementation. This article explores the realm of cyberethics (a field of applied ethics that focuses on the ethical, legal, and social implications of cybertechnology), highlighting the ethical principles of autonomy, nonmaleficence, beneficence, justice, and explicability as a roadmap for facilitating AI integration into nursing education. Research findings suggest that ethical dilemmas (...) that challenge these five principles can emerge within the context of nursing education; however, adherence to these very principles, which is essential to improving patient care, can offer solutions to these dilemmas. To ensure the ethical and responsible use of Gen AI in nursing education, these principles must be woven into the fabric of curricula, and appropriate guidelines must be developed. Nurse educators have a pivotal role in strategizing comprehensive approaches for ethical AI integration, establishing clear guidelines, and instilling critical thinking among students. Fostering lifelong learning and adaptability is key to ensuring that future nurses can successfully navigate the constantly evolving landscape of health care technology. Future research should investigate the long-term impacts of AI utilization on learning outcomes and ethical decision-making. (shrink)

The article discusses the main trends in the development of artificial intelligence systems and robotics (AI&R). The main question that is considered in this context is whether artificial systems are going to become more and more anthropomorphic, both intellectually and physically. In the current article, the author analyzes the current state and prospects of technological development of artificial intelligence and robotics, and also determines the main aspects of the impact of these technologies on society and economy, indicating the (...) geopolitical strategic nature of this influence. The author considers various approaches to the definition of artificial intelligence and robotics, focusing on the subject-oriented and functional ones. It also compares AI&R abilities and human abilities in areas such as categorization, pattern recognition, planning and decision making, etc. Based on this comparison, we investigate in which areas AI&R’s performance is inferior to a human, and in which cases it is superior to one. The modern achievements in the field of robotics and artificial intelligence create the necessary basis for further discussion of the applicability of goal setting in engineering, in the form of a Turing test. It is shown that development of AI&R is associated with certain contradictions that impede the application of Turing’s methodology in its usual format. The basic contradictions in the development of AI&R technologies imply that there is to be a transition to a post-Turing methodology for assessing engineering implementations of artificial intelligence and robotics. In such implementations, on the one hand, the ‘Turing wall’ is removed, and on the other hand, artificial intelligence gets its physical implementation. (shrink)

Conversely, if the training, education and strategic enactment for new MHN roles is formulated and delivered from predominantly non‐MHN axiomatic and epistemological stances, MHN identity can be seriously and potentially permanently diminished. This paper offers the construct of emotional intelligence as a framework to respond to these future challenges through making individual MHN enablement a primacy. This enablement of MHNs through enhanced emotional intelligence competencies is argued as requiring priority over the standard approach of enhancing strategies alone. (shrink)

This article explores the challenges surrounding generative artificial intelligence (GenAI) in public administrations and its impact on human‒machine interactions within the public sector. First, it aims to deconstruct the reasons for distrust in GenAI in public administrations. The risks currently linked to GenAI in the public sector are often similar to those of conventional AI. However, while some risks remain pertinent, others are less so because GenAI has limited explainability, which, in return, limits its uses in public administrations. Confidentiality, (...) marking of GenAI outputs and errors are specific matters for which responses should be technical as well as cultural, as they are pushing the boundaries of our instrumental conceptions of machines. Second, this article proposes some paradigm shifts in the perspective of using GenAI in public administrations due to the radical change caused by its language-based nature. GenAI represents a profound break from the “numerical” nature of AI systems implemented in public administrations to date. The transformative impact of GenAI on the intellectual production of the state raises fears of the replacement, or rather enslavement, of civil servants to machines. The article argues for the development of critical thinking as a specific skill for civil servants who have become highly specialized and will have to think with a machine that is eclectic by nature. It anticipates a transformation in the political nature of public administrations, which should lead to more considerations for the strategic stake related to training corpus and for our conceptualization of the neutrality of AI. M. B. Hintikka and J. Hintikka claimed that their reconstruction of the ‘Sherlock Holmes sense of deduction’ can “serve as an explication for the link between intelligence and memory”. The claim is vindicated, first for the single-agent case, where the reconstruction captures strategies for accessing the content of a distributed and associative memory; then, for the multi-agent case, where the reconstruction captures strategies for accessing knowledge distributed in a community. The object of the study is artificial intelligence technology in Chinese show business. The subject of the study is the following technologies of Chinese show business, at the basis of which we can find an artificial intelligence: virtual idols, digital avatars, virtual influencers. The following aspects of these technologies are considered in detail: making a profit, strengthening national identity. Special attention is focused on the fact that the development of artificial intelligence technology is part of the state (...) policy of the People's Republic of China, which is reflected in the country's regulatory legal acts. The theoretical basis of the study is the work of the following authors: A.M. Gridnev, G. A. Ioakimidi, M. D. Pysin, K. F. Lee, H. Khan and others. The following methods are used in the article: analysis of special literature, publications of mass media, normative legal acts, synthesis, deduction. The study showed that virtual idols and influencers such as "Xiangwan Big Devil", digital copies of celebrities (B. Sa, S. Zhu, B. Gao, Ya. Long) and presenter Xiao Xi bring additional profits and attract an audience, as well as strengthen the national image and unity of China. The scientific novelty of this study lies in the detailed systematization of information and cultural analysis of the phenomenon of "virtual influencer", which is gaining popularity in the modern digital world. The results of the study provide valuable data for the development and implementation of artificial intelligence strategies in China, especially in such areas as industry, defense, social sphere and show business. These findings contribute to the formation of standards and ethical principles for artificial intelligence, which is critically important for the successful digital transformation of the country. The study highlights China's strategic goals of using AI as a driver of modernization of the national economy by 2030. The document identifies key stages of development and goals, including the development of standards and the widespread introduction of AI in various sectors. China views AI as an important tool to strengthen its position on the world stage, striving to become a leader in high technology, which will undoubtedly have a significant impact on the global economy and the development of technological innovations. It has frequently been recognized that the collection and use of accurate military intelligence was of fundamental importance for the success of Alexander's campaigns. No intelligent strategic or tactical decision can be made by any commander without advance knowledge of an enemy's location, strength, his capabilities and weaknesses, and the geography of the projected campaign. However, an analysis of the procedures Alexander used to obtain and evaluate intelligence has never been undertaken. China communicates strategic narratives about artificial intelligence in digital media productions to create a shared meaning about its actions and its image in the global race to develop AI. Building upon the literature in emotions and strategic narratives, this study seeks to clarify which emotions are discursively used in China’s international AI narratives, and their function and significance. Specifically, the study investigates emotion discourses in AI-focused videos disseminated on China’s international broadcasting. The analysis reveals that pride, hope (...) and fear discourses have multiple functions in China’s international AI narratives on CGTN. Hope is used to represent China as a key competitor in the global AI race, who is catching up to the US. China uses pride to showcase its advances in AI applications, to highlight its transformation of traditional industries, and to identity itself as equal to the US. Fear is used to frame US’s perception of China’s AI developments, to suggest their crisis of confidence, but also to refute the “China threat”. Additionally, the fear discourse is used to deliberate anticipated risks, particularly on job loss and data privacy. These emotion discourses forge China’s identity as a future global AI power. The paper then discusses how these findings contribute to key debates about Chinese discourse and media strategy. (shrink)

Wearable robots are an emerging form of technology that allow organizations to combine the strength, precision, and performance of machines with the flexibility, intelligence, and problem-solving abilities of human wearers. Active exoskeletons are a type of wearable robot that gives wearers the ability to effortlessly lift up to 200 lbs., as well as perform other types of physically demanding tasks that would be too strenuous for most humans. Synchronization between exoskeleton suits and wearers is one of the most challenging (...) requirements to operate these technologies effectively. In this conceptual paper, we extend interpersonal adaption theory (IAT) to the exoskeleton context and explicate (a) the antecedents that are most likely to shape synchrony in human-exoskeleton interactions, (b) automatic and strategic synchrony as adaptive behaviors in human-exoskeleton interactions, and (c) outcome variables that are especially important in these processes. Lastly, we offer a discussion of key methodological challenges for measuring synchrony in human-exoskeleton interactions and offer a future research agenda for this important area. (shrink)

The use of autonomous weaponry in warfare has increased substantially over the last twenty years and shows no sign of slowing. Our chapter raises a novel objection to the implementation of autonomous weapons, namely, that they eliminate moral cost-sharing. To grasp the basics of our argument, consider the case of uninhabited aerial vehicles that act autonomously (i.e., LAWS). Imagine that a LAWS terminates a military target and that five civilians die as a side effect of the LAWS bombing. Because LAWS (...) lacks moral agency, and in particular the capacity for moral emotions, moral cost-sharing is limited to dead civilians and their loved ones. We argue that's unjust insofar as those responsible for unjust harm to others ought to share in those costs. Our worry expands to other strategic uses of AI, e.g., cyber warfare. This presents a dilemma: Either we design autonomous weaponry capable of moral emotions, or we limit the use of autonomous weaponry. The former undermines the risk-mitigation purpose of creating autonomous weaponry and expands the number of sentient individuals whose welfare is risked in war. The latter risks worsening combatant casualties and achieving strategic aims. (shrink)

The presented paper focuses on the analysis of strategic documents at the level of the European Union concerning the regulation of artificial intelligence as one of the so-called disruptive technologies. In the first part of the article, we outline the basic terminology. Subsequently, we focus on the summarizing and systemizing of the key documents adopted at the EU level in terms of artificial intelligence regulation. The focus of the paper is devoted to issues of personal data protection (...) and cyber security included in these strategic documents. The article outlines the prospects of using J. Hintikka’s interrogative epistemology for modelling cognitive operations carried out by a cognizing agent to create a machine capable of full cognition. It was established that modeling is divided into two objectives: modeling the cognitive operations and modeling the strategic reasoning. Interrogative epistemology presents a solution to the first objective. It relies on a game-theoretic formal apparatus that allows one to correctly describe all types of possible moves within the framework of a (...) particular cognitive game. The second objective cannot be accomplished in a general epistemological theory framework since strategic considerations about the organization of research and even the concept of knowledge inevitably depend on the broader context of an agent’s practical activity. Therefore, interrogative epistemology does not claim a universal and complete description of the process of cognition, focusing on other tasks: primarily on identifying hidden premises that cognitive agents use in their reasoning. For the same reason, interrogative epistemology deems the possibility of the existence of a cognizing machine as formally unsubstantiated and questionable. However, arguments are given in favor of the fact that interrogative epistemology serves as an acceptable conceptual framework for clarifying the nature of the difficulties that arise with attempts to accomplish the second objective and improving the quality of philosophical discourse in the field of artificial intelligence research. The author substantiates this position by arguing that the ability to cognize presupposes the ability to perform all the essential functions that are usually called mental. (shrink)

The article focuses on the inconsistency between the European Commission’s position on excluding military AI from its emerging AI policy, and at the same time EU policy initiatives targeted at supporting military and defence elements of AI on the EU level. It leads to the question, what, then, does the debate on military AI suggest to the EU’s actorness discussed in the light of Europe as a power debate with a particular focus on Normative Power Europe, Market Power Europe, and (...) Military Power Europe. By employing discourse analysis, the article examines the EU’s AI strategic discourse, consisting of selected AI-related policy documents from different EU institutions. As a result, the article proposes the Military Power Europe definition based on four categories proposed from the Europe as power debate: ways of action, self-definition, preferred international engagement, and the role of the military. It argues that alongside normative proposals for military AI governance, there are evident desires for militarization in the context of AI development, and a considerable role for the military in the future directions of the EU’s digital and security policies. Despite the inconsistency among EU institutions, military AI appears to be actively discussed within the selected discourse, and so is a part of the EU’s emerging AI policy. (shrink)

The present paper attempts to highlight the strategy of regional specialisation for technological innovation in R&D laboratories. The paper makes a proposition that regional specialisation should be recognised as a strategic initiative for technology development in R&D laboratories. The rationale for this strategic initiative has been substantiated with the help of illustrations from the cases of technology development efforts taken up in different laboratories in the country under the Council of Scientific and Industrial Research (CSIR), India. In this (...) direction, CSIR and other centres of excellence have played a pioneering role in the development of various industrial clusters and artisan concentrations in different parts of the country. E-commerce has led to a significant increase in internet purchases. The marketing sector is very competitive these days, and marketers have a difficult task: understanding the behavior of their customers. Strategic marketing planning relies heavily on consumer behavior since the consumer acts as the user, buyer, and payer in that process. Consumers’ behavior changes in response to shifts in the factors that influence it. The purpose of this research is to show how Internet usage influence on consumer impulsive buying (...) behavior of agriculture products through moderating role personality traits and emotional intelligence in China organic market. The data gathered in three months from January to March 2022, due to COVID-19 pandemic data was gathered through an online survey questionnaire sent by Chinese social media platforms including WeChat and an email address. The PLS-SEM technique and the SmartPLS software version 3.2.8 were used for data analyses. The result revealed that internet usage positively and significantly influences consumer impulsive buying behavior. Also, both moderator personality trait and emotional intelligence positively and significantly moderate the relationship between internet usage and consumer impulsive buying behavior. Lastly, theoretical and practical implications, and future directions were discussed. (shrink)
