1 This book is the product of a one-year project conducted by the Hastings Center, Institute of Society, Ethics and the Life Sciences, during 1976-1977. The Behavior Control Research Group-an ongoing, interdisciplinary working group com posed of philosophers, psychiatrists, psychologists, social sci entists, and lawyers-met four times over the course of the year with special consultants with expertise in the field of mental retardation. At those meetings, participants gave in formal presentations, which were followed by group discus sion. De Léonard de Vinci à l’artiste surréaliste Max Ernst, sont analysées les relations entre ces temps vacants de diverses natures psychologiques et circonstancielles avec la capacité, qui leur succède, à saisir une sollicitation imprévue pour l’intégrer (...) à leur démarche artistique. Tournure stylistique et dramatique pour mieux faire ressortir l’instant fertile sérendipien? Rhétorique de l’ironie, qui retourne la durée morne en moment d’intense création? Repos nécessaire pour mieux aiguiser l’attention qui succède? Ou plongée dans l’inconscient riche d’images, qui souffle parfois des solutions époustouflantes de justesse? Ces moments vides, quelle qu’en soit la teneur, tiennent probablement un rôle plus soutenu qu’il n’y paraît dans la temporalité de la démarche sérendipienne chez nombre d’artistes. We consider a sequence of absolute-space kinematical theories which differ more or less from the special theory of relativity (STR) in the amount of clock retardation which they predict, but which agree with STR with respect to roundtrip light experiments, such as Michelson-Morley and Kennedy-Thorndike. This sequence of theories is imbedded in the synchrony-free formulation of STR developed by Winnie by modifying the equal passage time principle. The paper has bearing on the relationship between the slow clock transport behavior of (...) clocks and the one-way velocity of light. Experiments which claim to measure the latter are discussed. One important problem in cognitive science is to understand the development of cognitive processes in children and to devise computer models to explore the mechanisms that underlie these changes. Our research addresses these general goals. In particular, we are concerned with developmental changes in cognitive strategies in typical children and in children with mild mental retardation.

The general expressions with retardation of the matrix elements for a central potential of the transitions S1/2−P1/2 and S1/2−P3/2 have been established previously for all the cases of degeneracies. Here, they are calculated, for any Z, as combinations of hypergeometric series, for the transitions between 1S1/2 and the continuum (photoeffect). A verification of the results is achieved for the approximation Z2α2≪κ2 by using the integral representation in the complex plane of the confluent hypergeometric functions and the residues theorem.

We show how a recently introduced retarded version of the Bohm Model evades the Hardy proof that hidden-variable models must violate Lorentz Invariance. We also discuss a possible test of such models.

Although a low genetic barrier is said to separate humans from apes, Homo sapiens is characterized by striking developmental and anatomical particularities. On the one hand, humans have a very extended life history (retardation). In this way, the main particularities of the human body (extended life history; long limbs, and very long legs; very low brachial and crural indices; highly developed pollex and hallux; reduced prognathism; advanced telencephalization etc.) can be reduced to a single developmental matrix. Fragile X‐linked mental retardation is an enigmatic inheritable syndrome in which severe mental retardation, a cytogenetically detectable fragile site at Xq27.3 (FraX) and a number of dysmorphic features are associated. Genetic analysis shows that the mode of inheritance is more complex than a straightforward X‐linked recessive trait and probably involves a two‐step process for which several models have been proposed. Early attempts ‘at cloning the fragile site’ provided several DNA segments lying in its general vicinity, and large scale DNA mapping (...) methods were extensively applied in an effort to generate maps including this region. These efforts were complemented by more focussed methods such as microdissection; together these approaches have now provided a number of DNA segments within a 5cM interval around FraX, and with the help of these new probes the site is indeed being cloned. Unravelling the nature of the sequence(s) responsible for the mental retardation syndrome will probably take some time, however. (shrink)

A synchrony-free, velocity-independent formulation of the Lorentz transformation is derived in a very simple manner with the help of thek-calculus. The dependence of the well-known relativistic effects on the choice of simultaneity metric is put forth, and the significance of the possibility of eliminating these effects is explored. This leads to a simple analysis of the clock paradox, or round-trip clock retardation. The doctrine of the conventionality of simultaneity is brought to bear on the interpretation of this effect. It is (...) argued that such a round-trip effect constitutes a physical realization not only of the conventionality of simultaneity but of that of temporal congruence as well. Some physics perhaps vindicates a little philosophy. (shrink)

This article considers the reception of subaltern studies in France. Its two starting points are, on the one hand, the uses which were made of Gramsci’s theses on « the subaltern », depending on the various translations which were adopted and, on the other hand, the circulation within social history of the theses of e.p. Thompson (belatedly translated into French). While social history in France does not make explicit reference to the findings of subaltern studies as it first emerged, it (...) nonetheless pursued a parallel approach, at least until the end of the “1968 era”, prior to the delegitimation of Marxism in the social studies in France. The situation today is characterized by the circulation of the translations which make available the culturalist and postmodernist current within subaltern studies, by a renewed interest for subjective experience, for popular movements of revolt and for a social history “from below”. This goes along with a rereading of the work of E.P. Thompson. (shrink)

Among the various human forms alluded to in the Hebrew prayer, mental retardation appears to be one of the most difficult to celebrate. It is the disability that other disabled persons do not want attributed to them. It is the disability for which prospective parents are most likely to use selective abortion (Wertz 2000). And it is the disability that prompted one of the most illustrious United States Supreme Court Justices to endorse forced sterilization, because "three generations of imbeciles are (...) enough." The mentally retarded have at times been objects of pity, compassion, or abuse by their caretakers and society at large. But they have rarely been seen as subjects, as citizens, as persons with equal entitlement to fulfillment. (shrink)

Through an immanent reversal of Husserl’s approach to the problems of genesis, writing, and time, Derrida radicalizes the phenomenology of historicity in the direction of a contamination between the empirical and the transcendental. In this paper, I argue that this also entails a transformation of the very concept of tradition: every tradition is always already tainted by the possibility of constitutional crisis and oblivion and it can only be questioned by thought after the historical fact. I conclude with an account (...) of the general meaning of Derrida’s analysis of Husserl’s phenomenology, and indicate its importance for his later work. (shrink)

Low birth weight, intrauterine growth retardation, and prematurity are overwhelming risk factors associated with infant mortality and morbidity. The lack of efficacious prenatal screening tests for these three outcomes illuminates the problems inherent in bivariate estimates of association. A biocultural strategy for research is presented, integrating societal and familial levels of analysis with the metabolic, immune, vascular, and neuroendocrine systems of the body. Policy decisions, it is argued, need to be based on this type of biocultural information in order to (...) impact the difficult-to-change problems of low birth weight, intrauterine growth retardation, and prematurity. By using a geometrical form of the Darwin solutions of the Dirac equation, the general expressions with retardation of the matrix elements of the transitions S1/2-P1/2 and S1/2-P3/2 are established. The extension to the calculation with retardation of the sum rules relative to the intensities in the anomal Zeemann decomposition of the transitions between two levels is carried out.
