Political trust is a cornerstone of political survival and development. This paper makes use of data from the 2006 AsiaBarometer Survey to examine the level of political trust in Hong Kong and Taiwan. It finds that the people of Hong Kong have a high level of trust in their government and judiciary, but a relatively low level of trust in their legislature. In contrast, the Taiwan people have a lower level of trust (...) in all of their executive, judicial, and legislative branches, reflecting a serious problem with political confidence in Taiwan. A further analysis shows that institutional factors such as ratings of government performance, life satisfaction, and satisfaction with democratic rights and freedoms, and cultural factors such as interpersonal trust, post-materialism, and traditionalism have varying degrees of effect on the different domains of political trust in Hong Kong and Taiwan, but institutional factors appear to be more powerful than cultural factors in explaining the experiences of both societies. While the importance of social and political trust has been well documented, there is a lack of scholarly consensus over where trust originates. This article tests three theoretical arguments – social-psychological, social-cultural, and political institutional – on the origin of political trust against three East Asian democracies. The empirical analysis from the AsiaBarometer survey illustrates that political institutional theory best explains the origin of political trust in East Asian cases. Citizens of (...) these East Asian democracies have a high level of political trust when they believe that their governments perform well in management of the national economy and political representation of elected officials. Meanwhile, social-psychological and social-cultural theories explain the origins of social trust, but not political trust. Kant suggests in The Metaphysics of Morals that we may sometimes say something untrue or insincere since others are free to interpret our statements as they wish. (1996, 6:238) Yet he also argues that even in conflict situations we should be truthful so as to not eliminate trust and to make it possible for a rightful condition to arise. My paper considers the conditions Kant believes essential to maintain basic trust so that in better times peace is possible. (...) It also considers their relation to sincerity. I argue that Kant’s view can provide a model for building political trust after wars and other forms of conflict. Furthermore, I consider the need for the possibility of help as also necessary for trust, through the work of Jean Améry. In certain situations, sincerity is not the most important thing. More important are truthfulness and the willingness to act as if we were sincere and thought others and the world worthy of our trust. (shrink)

Contemporary social and political theory has reached an impasse about a problem that had once seemed straightforward: how can individuals make ethical judgments about power and politics? Crisis of Authority analyzes the practices that bind authority, trust and truthfulness in contemporary theory and politics. Drawing on newly available archival materials, Nancy Luxon locates two models for such practices in Sigmund Freud's writings on psychoanalytic technique and Michel Foucault's unpublished lectures on the ancient ethical practices of 'fearless speech', or (...) parrhesia. Luxon argues that the dynamics provoked by the figures of psychoanalyst and truth-teller are central to this process. The representative institutions of democratic government require the public sphere; but this in turn rests on the fellow‐feeling of citizens. In this article, I explore some recent ways of fleshing out Mill’s thought that patriotic fellow‐feeling is instrumental for a form of trust that the public sphere requires. Deliberation, argument and negotiation in the public sphere require a willingness to discuss, alter one’s position, compromise with others, and do so in good faith and in the belief that other participants (...) are broadly also taking part in the same fashion. Since politics is a realm in which interests and identities clash, we have at least a prima facie reason to worry that others may in fact not be trustworthy in the desired way. Some potential for distrust is inherent in political deliberation, since it presupposes that there is some important conflict or disagreement that needs to be overcome through discussion: in other words, that I cannot simply rely on others to further my interests for the right reasons, or at all. While trust seems inherently problematic, political dialogue in the public sphere seems to require it from those who take part. I look at four accounts of the basis of democratic trust, viz. the communitarian, the ‘societal culture’ account, the public culture account, and what is known as the ‘constitutional patriotism’ account. In outline, my argument is that all four accounts fail to explain the basis of trust in the democratic sphere. I conclude that sharing a national identity still leaves the politics of trust to be negotiated by the participants concerned. (shrink)

This study examines the effectiveness of the inoculation strategy in countering vaccine-related misinformation among Hong Kong college students. A three-phase between-subject experiment was conducted to compare the persuasive effects of inoculation messages, supportive messages, and no message control. The results show that inoculation messages were superior to supportive messages at generating resistance to misinformation, as evidenced by more positive vaccine attitudes and stronger vaccine intention. Notably, while we expected the inoculation condition would produce more resistance than the control condition, there (...) was little evidence in favor of this prediction. Attitudinal threat and counterarguing moderated the experimental effects; issue involvement and political trust were found to directly predict vaccine attitudes and intention. The findings suggest that future interventions focus on developing preventive mechanisms to counter misinformation and spreading inoculation over the issue is an effective strategy to generate resistance to misinformation. Interventions should be cautious about using health advocacy initiated by governments among populations with low political trust. (shrink)

Americans today are far less likely to trust their institutions, and each other, than in decades past. This collapse in social and political trust arguably fuels our increasingly ferocious ideological conflicts and hardened partisanship. Many believe that our previously high levels of trust and bipartisanship were a pleasant anomaly and that we now live under the historic norm. Seen this way, politics itself is nothing more than a power struggle between groups with irreconcilable aims: contemporary American (...) politics is war because political life as such is war. -/- Must Politics Be War? argues that our shared liberal democratic institutions have the unique capacity to sustain social and political trust between diverse persons. In succinct, convincing prose, Kevin Vallier argues that constitutional rights and democratic governance prevent any one ideology or faith from dominating all others, thereby protecting each person's freedom to live according to her values and principles. Illiberal arrangements, where one group's ideology or faith reigns, turn those who disagree into unwilling subversives, persons with little reason to trust their regime or to be trustworthy in obeying it. Liberal arrangements, in contrast, incentivize trust and trustworthiness because they allow people with diverse and divergent ends to act with conviction. Those with opposing viewpoints become trustworthy because they can obey the rules of their society without acting against their ideals. Therefore, as Vallier illuminates, a liberal society is one at moral peace with a politics that is not war. (shrink)

“Trust” is not usually considered a Hobbesian concept, which is odd since it is central to the definition of a covenant. The key to understanding Hobbes’s concept of trust is to be found in his account of conquest— “sovereignty by acquisition”—which is a heavily revised adaptation of the Roman justification of slavery. Hobbes introduces a distinction between servants, who are trusted with liberty, and imprisoned slaves. The servant/master relationship involves mutual trust, an ongoing exchange of benefits (protection (...) for service and obedience), and performance monitoring. In contrast to Quentin Skinner’s and Philip Pettit’s shared concentration on the contrast between slavery and freedom, I argue that the salient analogy is between servants and subjects.The trust relationship between subjects and the sovereign involves defined roles, limited absolutism, and accountability in the early-modern form of licensing subjects to switch political allegiance should a regime fail. In business, politics, marriage, indeed in any significant relationship, trust is the essential precondition upon which all real success depends. But what, precisely, is trust? How can it be achieved and sustained? And, most importantly, how can it be regained once it has been broken? In Building Trust, Robert C. Solomon and Fernando Flores offer compelling answers to these questions. They argue that trust is not something that simply exists from the beginning, something we can assume (...) or take for granted; that it is not a static quality or "social glue." Just as testimony is affected by unjust social relations, so too is intellectual self-trust. I defend an account of intellectual self-trust that explains both why it is properly thought of as trust and why it is directed at the self, and explore its relationship to social power. Intellectual self-trust is neither a matter of having dispositions to rely on one?s epistemic methods and mechanisms, nor having a set of beliefs about which ones are reliable. Instead, it (...) is a stance that an agent takes towards her own cognitive methods and mechanisms, comprising both cognitive and affective elements. Our intellectual self-trust is created and sustained socially and is thus porous to social power. Unjust social relations cause epistemic injustice, which undermines self-trust among the underprivileged; unjust social relations cause excessive self-trust among the privileged, which perpetuates epistemic injustice, which further undermines the self-trust of the disadvantaged in a vicious feedback loop. I conclude by exploring ways in which socially distorted intellectual self-trust can become better calibrated. (shrink)

In times of the coronavirus, complying with public health policies is essential to save lives. Understanding the factors that influence compliance with social distancing measures is therefore an urgent issue. The present research investigated the role of political and social trust for social distancing using a variety of methods. In Study 1, conducted with a sample from the United Kingdom in the midst of the virus outbreak, neither political nor social trust had main associations with self-reported (...) social distancing tendencies. However, both factors interacted such that social trust was associated with lower social distancing tendencies among participants with low levels of political trust. In Study 2, using an experimental longitudinal design and again conducted with a sample collected from the UK during the first wave of the pandemic, social distancing practices increased over time, independent of an experimental manipulation of political trust. Moreover, while the interaction between political and social trust from the first study could not be conceptually replicated, social trust was positively related to social distancing intentions. Moving from the individual to the country level and assessing actual behavior at both the first and second wave of the pandemic, in Study 3, country-level political trust was related to less social distancing during the first wave. Social trust was related to a higher growth rate of infections. Against the background of these inconsistent findings, we discuss the potential positive and unexpected negative effects of social trust for social distancing. (shrink)

In times like these, a new ethico-political ideal is required to contest the adequacy of dominant understandings of social interaction as matters of choice and rational decision-making and in contesting these understandings encourage us to imagine social alternatives. We wish to make a contribution to this project of expanding the universe of political discourse as a means to invigorating ethico-political debate. A range of existing vocabularies — the languages of trust (and relatedly respect), care and associated (...) concepts, including corporeal generosity — are currently put forward as the means to contest the dominance of neo-liberal premises about `atomistic individualism'. While many of these accounts focus on nation-states, others attend to an emerging global community. Nevertheless, we have some reservations about these languages and their premises. In our view they tend frequently to locate the `problem' in the character of citizens. We also make the case that such languages and their associated political agendas reinstate aspects of social hierarchy that mimic neo-liberal conceptions of autonomous individualism. Central to our critique is the claim that the problematic aspects of these existing languages of (inter)connection are due to an attenuated understanding of embodiment and an inadequate dialogue between the socio-political and embodiment. It is this inadequate dialogue we wish to redress. In this paper we offer a new ethical ideal called `social flesh' to ground an alternative politics for reconfiguring exploitative social relations. As an ethico-political starting point, `social flesh' highlights human embodied interdependence and in the process configures a new, more transformative political vision. It draws attention to shared embodied reliance, mutual reliance, of people across the globe on social space, infrastructure and resources. Insistence upon this shared reliance underpins a profoundly levelling perspective, a radical politics. (shrink)

This is an inquiry into the economic psychology of trust: that is, what model of the political economy of complex liberal democracies is conducive to attitudes that allow difference to be perceived in the terms of ‘significant other’, rather than as a menacing or an irrelevant stranger. As a test case of prevailing perceptions of otherness in European societies, I examine attitudes towards Turkey’s accession to the European Union.

I shall argue that the central doctrines of Locke's politics have a theological basis, a doctrine of Creation similar to the Thomist one. Locke does not elaborate this doctrine; he presupposes it. It is not a hidden, esoteric element in his thought; it is there on the surface, but in a scattered and fragmentary form.I shall proceed in this fashion: First, I shall set out this doctrine of Creation and show its connexion with Locke's moral theory by way of an (...) examination of his doctrines of property and power. I shall then show that Locke extends this doctrine of Creation to human productive activity with crippling results for his political theory. (shrink)

The 2020 introduction by China’s central government of a national security law in Hong Kong marked a watershed moment in the social and political history of the semiautonomous city. The law emerged after months of street protests that reflected declining public trust in Hong Kong’s government. Against this turbulent backdrop, Hong Kong’s policy projects moved forward, including smart city development. This article explores public trust in and political legitimacy of Hong Kong’s smart cities endeavors in the (...) period leading up to the introduction of the NSL. At a theoretical level, the smart cities phenomenon invites critical reflection about tensions between technocracy and democracy, but this topic remains largely unexploited by empirical literature. Using survey data from 1,017 residents, this study identifies confidence in the benefits of smart cities but lesser trust in privacy and security and lesser satisfaction with participation opportunities in related policymaking. Probing these dynamics, the study finds that trust in smart city mechanics and governance associate positively with support for smart cities, controlling for ideology and issue awareness. Illuminating a theoretical and practical puzzle, these findings contribute empirically to discussions about the political legitimacy of scientific, technological, and technocratic undertakings in the public sector. In light of the increasing refusal of some parents to vaccinate children, public health strategies have focused on increasing knowledge and awareness based on a “knowledge-deficit” approach. However, decisions about vaccination are based on more than mere knowledge of risks, costs, and benefits. Individual decision making about vaccinating involves many other factors including those related to emotion, culture, religion, and socio-political context. In this paper, we use a nationally representative internet survey in the U.S. to investigate socio-political characteristics (...) to assess attitudes about vaccination. In particular, we consider how political ideology and trust affect opinions about vaccinations for flu, pertussis, and measles. Our findings demonstrate that ideology has a direct effect on vaccine attitudes. In particular, conservative respondents are less likely to express pro-vaccination beliefs than other individuals. Furthermore, ideology also has an indirect effect on immunization propensity. The ideology variable predicts an indicator capturing trust in government medical experts, which in turn helps to explain individual-level variation with regards to attitudes about vaccine choice. Morality is an abstract consideration, and language is an important regulator of abstract thought. In instances of moral ambiguity, individuals may pay particular attention to matters of interactional justice. Politeness in language has been linked to greater perceptions of social distance, which we contend is instrumental in regulating attitudes toward a brand. We posit that politeness in a brand’s advertising will impact consumers who are attuned to violations of interactional justice [i.e., those with low belief in a just world ]. (...) In three studies, we demonstrate that the politeness used in advertising as well as consumers’ individual differences in BJW affect judgments and attitudes toward brands. Specifically, individuals with a low just world belief are more likely to harbor negative attitudes towards a brand with ethically ambiguous business practices if the language used in advertising is impersonal than when the language used in advertising is personal. Importantly, for individuals with a low BJW, lowered trust due to the advertisement’s language mediated the relationship between politeness and attitudes toward the brand. In A Moral Theory of Political Reconciliation Colleen Murphy develops a rich and potentially transformative account of political reconciliation. The potential of this account is not fully realized because of limitations in how Murphy conceptualizes political relationships. For example, group-differentiated integration into states opens up important questions about partial legality and group-differentiated experiences of repression that Murphy does not address. Murphy’s framework is well-suited to take up these questions, once they are acknowledged. But doing so requires a (...) revised understanding of how states’ relationships with individuals structure individuals’ relationships with one another. (shrink)

Some very recent “states of the field” of the history of political thought are rich in valuable information and raise many considerations. As often happens, though, rather than dwelling on what is shared, perhaps it could be more fruitful to reason in dialogue with the authors on how their reflection surprises or perplexes. In order to avoid unconscious ideological trends, the main issues to debate seem to be the idea of a role for the history of political thinking, (...) the global perspective, the meaning of context, the relationship between the history of political thought and political theory and, mainly, the concept of scholar’s interest. There is a widely recognized dilemma of political epistemic trust. While the public needs to rely on the testimonies of epistemic authorities (e.g. politicians, policymakers, and scientists), it is risky to do so. One source of risk is self-interest. Epistemic authorities are prone to abuse the trust placed in them by misinforming the public for material and social gain. To reap the benefits of trust and mitigate the risk of abuse, liberal political theorists adopt the (...) strategy of cultivating vigilant trust. By enhancing epistemic vigilance and epistemic autonomy, trust is both constrained and intellectualized. This chapter rejects this strategy for two reasons. First, it is undesirable. By over-intellectualizing trust, such an approach deprives trust of its important epistemic and social benefits. Second, it is unnecessary. The risk of abuse is exaggerated. The strategy fails to appreciate that epistemic authorities in virtue of their social roles are typically governed by the social norm of epistemic trustworthiness, not self-interest. The chapter concludes by suggesting an alternative strategy of cultivating trustworthiness. It seeks to strengthen epistemic authorities’ responsiveness to the social norm of epistemic trustworthiness, thereby improving epistemic trust without over-intellectualizing it. Even before trust became a buzzword, theoretical developments were made, which have instigated the development of two forms of trust which are described as personal trust and system trust/confidence. However, this distinction remained rather secondary in the overall literature. There is an overall lack on the historical developments of these forms of trust, their internal logic and how they interlink, overlap, or work against each other. The paper aims to advance these three aspects: first through (...) a historical overview of the semantic of this distinction, followed by a theoretical reconstruction of the historical material and third by demonstrating how these theoretical concepts can be applied to political crises (Revolutions of 1989), thus revealing their logic and mutual interlocking. The correct identification of the abuse of political power during the COVID-19 crisis remains a challenge because officially declaring the pandemic allowed political representatives to exercise additional power disguisable as the maintenance of functioning social order under the principle of preserving humankind. One way to observe the abuse of power in its excess is the degree of compliance exhibited by the people who laid juridical restrictions for the purpose of combating COVID-19. The behaviour of political representatives was (...) evidence of political exceptionalism, for political representatives, as decisive authorities, were the first to disregard measures introduced without suffering negative consequences. Such abuse catalysed the collapse of trust in state communities, but has for its true result the consolidation of the class system in which the ethical value of trust is played out. In this paper, I discuss how the behaviour of state representatives demonstrates the existence of political exceptionalism based on the class system and what this means for the persistence of national trust. Drawing on case studies from the modern era of pharmaceutical regulation in the UK, US and Europe, I examine how the extent and distribution of trust between regulators, the pharmaceutical industry, and the medical profession about drug testing and monitoring influences knowledge and regulatory judgements about the efficacy and safety of prescription drugs. Introducing the concepts of ‘acquiescent’ and ‘investigative’ norms of regulatory trust, I demonstrate how investigative norms of regulatory trust—which deter pharmaceutical companies from assuming that (...) their data analyses will be accepted without independent de-construction—drive up bioethical and regulatory standards of drug assessment in the interests of health. By contrast, acquiescent norms of regulatory trust, which are associated with industrial capture and professional closure of interests, promote permissive standards allowing patients to take pharmaceuticals with greater risks to health and less evidence of therapeutic efficacy. Linda Zagzebski’s book on epistemic authority is an impressive and stimulating treatment of an important topic. 1 I admire the way she manages to combine imagination, originality and argumentative control. Her work has the further considerable merit of bringing analytic thinking and abstract theory to bear upon areas of concrete human concern, such as the attitudes one should have towards moral and religious authority. The book is stimulating in a way good philosophy should be -- provoking both disagreement and emulation. (...) I agree with much of what she says, and have been instructed by it, but it will be of more interest and relevance here if I concentrate upon areas of disagreement. Perhaps they are better seen as areas, at least some of them, where her emphases suggest a position that seems to me untenable, but that she may not really intend. In that event, I will be happy to have provoked a clarification or the dispelling of my misunderstanding. My focus will be upon problems in her account of communal authority and autonomy, especially with respect to religious and political authority. Here my worry is that she places too much trust in trust and not enough in what I call selective mistrust. (shrink)

During the Nineties Italian politics underwent major changes. Following the uncovering of systemic corruption, the current political establishment was wiped out. The system of representation at both the national and local level underwent a significant transformation that improved voters’ control over their elected representatives. We argue that both events were the consequence of citizens’ demand for greater accountability of public officers. We model the relationship between voters and politicians as a repeated Trust game. In such game, cooperation can (...) be attained by means of external or internal controls. Whereas judicial investigation is an external monitoring mechanism, the electoral reform provides controls internal to the political system. We explain the Italian transition between these different modes of control and show under which conditions a cooperative equilibrium can be established in which voters trust their representatives who in turn act in the public interest. In the process of unravelling the tensions and aporias at the heart of Dunn's work we see very clearly the problems and difficulties that must attend all serious attempts to understand and interpret our political circumstances. As the political thinker to whom Dunn is most indebted and the interpretation of whose thought has been such a consistent feature of his own work, once wrote: �when a man by use hath got this faculty of observing and judging of the (...) reasoning and coherence of what he reads and how it proves what it pretends to teach; he is then and not till then in the right way of improving his understanding�. Dunn's persistent search for the appropriate way to structure and conduct the tasks of political theory serves to help us improve our own understanding of what is, after all, one of the most important questions that face any human agent. He helps as well to orient us in the necessarily contested fields of contemporary political theory. It is perhaps a happy irony that someone who emphasizes prudence so much should have been so imprudently, yet so illuminatingly, wide ranging in the reference and variety of his work. (shrink)

Americans today don't trust each other and their institutions as much as they once did, fueling destructive ideological conflicts and hardened partisanship. In Trust in a Polarized Age, political philosopher Kevin Vallier argues that to build social trust and reduce polarization, we must strengthen liberal democratic institutions--high-quality governance, procedural fairness, markets, social welfare programs, freedom of association, and democracy.
