Economics has become a monolithic science, variously described as formalistic and autistic with neoclassical orthodoxy reigning supreme. So argue Dimitris Milonakis and Ben Fine in this new major work of critical recollection. The authors show how economics was once rich, diverse, multidimensional and pluralistic, and unravel the processes that lead to orthodoxy’s current predicament. The book details how political economy became economics through the desocialisation and the dehistoricisation of the dismal science, accompanied by the separation of economics from (...) the other social sciences, especially economic history and sociology. It is argued that recent attempts from within economics to address the social and the historical have failed to acknowledge long standing debates amongst economists, historians and other social scientists. This has resulted in an impoverished historical and social content within mainstream economics. The book ranges over the shifting role of the historical and the social in economic theory, the shifting boundaries between the economic and the non-economic, all within a methodological context. Schools of thought and individuals, that have been neglected or marginalised, are treated in full, including classical political economy and Marx, the German and British historical schools, American institutionalism, Weber and Schumpeter and their programme of Socialökonomik, and the Austrian school. At the same time, developments within the mainstream tradition from marginalism through Marshall and Keynes to general equilibrium theory are also scrutinised, and the clashes between the various camps from the famous Methodenstreit to the fierce debates of the 1930s and beyond brought to the fore. The prime rationale underpinning this account drawn from the past is to put the case for political economy back on the agenda. This is done by treating economics as a social science once again, rather than as a positive science, as has been the inclination since the time of Jevons and Walras. It involves transcending the boundaries of the social sciences, but in a particular way that is in exactly the opposite direction now being taken by "economics imperialism". Drawing on the rich traditions of the past, the reintroduction and full incorporation of the social and the historical into the main corpus of political economy will be possible in the future. A friend, correspondent and intellectual successor to David Ricardo, John Ramsay McCulloch forged his reputation in the emerging field of political economy by publishing deeply researched articles in Scottish periodicals and the Encyclopaedia Britannica. From 1828 he spent nearly a decade as professor of political economy at the newly founded University of London, thereafter becoming comptroller of the Stationery Office. Perhaps the first professional economist, McCulloch had become internationally renowned by the middle of the century, recognised (...) for sharing his ideas through lucid lecturing and writing. The present reference work, first published in 1845, reflects McCulloch's extraordinarily wide reading across subjects relating to his field of expertise. Featuring sections on foundling hospitals and slavery, as well as money and prices, the bibliography is annotated throughout with McCulloch's frank assessments. Foucault’s analysis of the relation of power and the economy in the lectures given at the Collège de France between 1975 and 1979 opens up modern societies for a radically different interrogation of the relations of force inscribed in historically heterogeneous forms of wealth creation and distribution, but more specifically within the period of liberal capitalism. Its vast scope clears the ground for genealogies of power, political economy and race that demonstrate their intertwinement, yet he underplays several (...) elements which have been central for the institution of the political economy of liberal capitalism, particularly regarding colonial expansion and subjugation, the prior existence of trade and other networks operating on a world scale, and politico-economic and technical developments, such as banking and finance, that acted as conditions of possibility. By redressing the balance, this article outlines a different genealogy of the emergence of biopolitics and the mechanisms supporting global capitalism, making visible the constitutive role of colonialism. It suggests elements for a more fundamental critique of inequality, one that relays the Foucaldian themes of economy, territory, security, population and race according to a longer periodization that reveals most economies to have been zero-sum games of ‘winners’ and ‘losers’. Transcending this situation requires a radically different, transcolonial and transindividual understanding of the essentially collaborative and co-implicate character of the production of all life. The implications mean the rejection of ontologies that support not only neoliberalism but other forms of dispossession and pauperization, often allied to the hierarchization of difference, opening the way for a different history of the present and for imagining new economies and socialities. This study examines the theory of media systems and the models offered by Hallin and Mancini (2004) by focusing on critical junctures in which changes occur. Based on critical political economy and historical institutionalism, we analyzed the Israeli media system transition in the 1980s and early 1990s, seeking to understand the nature of this change and its theoretical implications. Our findings show a combination of government, market, and public forces in a unique situation where political, economic, (...) and social circumstances change. Accordingly, we conclude that a distinction between politics and economy, as the media system theory and, specifically, the liberal model suggests, is invalid under neoliberalism. We argue that research attention should be paid to critical junctions, and that a closer analysis of government and market interrelations can enrich theories of media systems. (shrink)

This article addressed historical aspects of the political economy involving sustained forest ecology in Sierra Leone as a whole, with emphasis on the Freetown Peninsula and its surrounding communities. Attention is paid to cultural, social and economic aspects involving forest livelihoods of residents on the Freetown Peninsula and far afield. The term 'Political Economy' is used in this situation to denote the relationship between the economics of people's livelihoods and public policy (in relation to the (...) management of legislative procedures) in ensuring that resources in the forest environment is sustainably managed to cater for the livelihood needs of people in Sierra Leone, while at the same time maintaining a balance in protecting the forest ecosystems. The paper has provided a critical review of the political economy of forest ecology in the country on the basis of scholarly discourses, and its applicability in adapting to the fragile political administrative management Sierra Leone have (and is continuing to) experienced. This article analyses the political economy of the image today, a historical conjuncture in which art contributes its meanings (even its critiques and negations) to a process of socialization through consumption. This analysis is pursued in light of the reception of an idea of the image drawn from a world before capitalism – or certainly on the edge of capitalism and modernity – as found in Novalis’s unfinished and posthumous novel Henry von Ofterdingen of 1802.

In this article, I show that Hegel’s philosophical articulation of the family is inextricably bound to his engagement with political economy by focusing on three central aspects of his theory of the family. Firstly, I analyze how Hegel construes the family as a historically distinct social dispositif and constitutive element of the modern order of property. I argue that Hegel’s construction of the family and its place in the modern order of property is not only gendered but also (...) racialized. Secondly, I focus on Hegel’s articulation of the nexus between the family and civil society and his critical diagnosis of the structural problems that result from it. Thirdly, I discuss Hegel’s concept of labor and the political-epistemic limitations of his problematization of civil society, which are bound to it. I draw attention to three aspects, namely the confinement of the concept of labor to civil society, Hegel’s rearticulation of the gendered matter/form distinction, and the relation between Hegel’s economic notion and speculative usage of “labor.” Finally, I consider briefly how a critical reading of Hegel’s articulation of the political economy of the family can provide productive insights for a multidimensional theory of the family today. In this response to the symposium on our two books we try to deal as fully as possible in the brief space available with most of the major issues raised by our distinguished commentators. Although at least three of them are in agreement with the main thrust of the arguments put forward in our books, they all raise important issues relating to methodology, the history of economic thought, and a number of more specific issues. Our answer is based on the (...) restatement of the chief purpose of our two books, describing the intellectual history of the evolution of economic science emphasising the role of the excision of the social and the historical from economic theorising in the transition from political economy to economics, only for the two to be reunited through the vulgar form of economics imperialism following the monolithic dominance of neoclassical economics at the expense of pluralism after the Second World War. The importance of political economy for the future of economic science is vigorously argued for. (shrink)

Economics has long been the ‘dismal science’. The crisis in classical political economy at the end of the nineteenth century produced radically differing intellectual responses: Marx’s reconstitution of value theory on the basis of his dialectical method, the marginalists’ development of subjective value theory, and the historical school’s advocacy of inductive and historical reasoning. It is against this background that economics was established as a discrete academic discipline, consciously modelling itself on maths and physics and developing (...) its focus on theorising exchange. This entailed extraordinary reductionism, with humans regarded as rational, self-interested actors, and class, society, history and ‘the social’ being excised from economic analysis. On the basis of this narrowing of its concerns, particularly from the 1980s onwards, economics has sought to expand its sphere of influence through a form of imperialism which seeks to apply mainstream economic approaches to other social sciences and sees economics as ‘the universal grammar of social science’. The implications of this shift are discussed in Ben Fine and Dimitris Milonakis’s two volumes, where they analyse the fate of the social, the political and the historical in economic thought, and assess the future for an inter-disciplinary critique of economic reason. Lighthouse and the Trinity House case have triggered extensive debate on the possibility of private production of public goods and, more especially, lighthouse services provision. This contribution sums up current academic debate about lighthouse provision. It shows that the English system of lighthouse services provision cannot be rigorously considered as an example of private provision. Some historical experiences have shown that private provision was possible, although governmental hindrances restrained a full-fledged market process provision. This contribution defends the interest of (...) mobilizing a political economy perspective for an understanding of the different frameworks and institutional designs for providing such services. The assumption that there are no political relationships between capital and labour has led to the development of incomplete—and sometimes false—economic models. An institutional approach, one which takes intoaccount the historical social dynamics underlying the relationship between capital and labour, shows more clearly how the asymmetry of power in the labour contract affects freedom in a wider—and political—sense. Through consideration of the different forms (...) of household government in Locke and Aristotle we can reach a better understanding of how the ancient contract of servitude, which Roman law defined as locatio conductio operarum, became today’s ‘labour contract’. This paper aims to show that the supposed contractual freedom is structurally limited by social asymmetries, in other words, by the fact that one of the parties to the contract is not completely autonomous as he/she is not a property owner. Good economic theory should seek to incorporate not only the economic dimension of social asymmetries but also their unyielding political dimension. (shrink)

The digitisation of academic journals has created the technical possibility that research can be made available to any interested party free of charge. This possibility has been undermined by the proprietary control that commercial publishers exercise over the majority of this material. The control of commercial publishers over publicly-funded research has been criticised by charitable bodies, politicians and academics themselves. While the existing critical literature on academic publishers has considerable value, it fails to link questions of control within the journal-industry (...) to the wider restructuring of economic and social relations that has taken place over the last three decades. This article seeks to complement this literature by highlighting how broader profitability pressures and the subsequent attempts by state-managers to expand the social space for capitalist accumulation have structured the development of the journal-industry. This paper explores the methodological foundations of Thomas Piketty's recent book Capital in the twenty-first century. The current literature on Piketty's work lacks consensus as to which paradigm of economic thought Capital fits into. In response to that literature, this paper argues that Piketty offers a new methodological direction for economic science in the form of an analytical 'new-historicism'. The central emphasis of this methodology is an analysis of general dynamic laws on three levels: distribution, institutions, and history. A new- (...) class='Hi'>historical methodological framework applies new analytical tools to old economic problems raised by Smith, Ricardo, Marx, and others. This distinguishes Piketty's framework from other contending paradigms or schools of economic thought, thereby alleviating confusion in the current literature surrounding Piketty's book. (shrink)

In 1842, the Parisian editor Louis-Antoine Pagnerre published the Dictionnaire politique. This large volume was the manifesto of the French Republicans in opposition to the conservative governments of King Louis-Philippe under the July Monarchy. One of the most original aspects of the Dictionnaire resides in the attempt to link the doctrine of republicanism to political economy. It is the purpose of this paper to analyse the republican political economy presented in Pagnerre's dictionary. First, we detail the (...) historical context in which it appeared, stressing on Pagnerre's biography and on the composition of the group of young republicans who wrote the main economic entries of the book. Second, we focus on the economic ideas about the political regulation of industrial phenomena and the solutions these Republicans imagined to solve the social question. Third, we conclude by attempting to summarize the main characteristics of this republican political economy and to appreciate its originality. (shrink)

Browning and Kilmister review the nature and possibility of critical political economy in the light of recent post-modern and cultural theory. They provide an historical understanding of critical political economy, focusing on the development of the critical perspectives on capitalism of Hegel and Marx. Alain Badiou’s theoretical work maintains an ambiguous relation to Marx’s critique of political economy. In seemingly refusing the Marxian analytical strategy of displacement and referral across the fields of politics and economy, Badiou is frequently seen to be lacking a rigorous theoretical grasp of capitalism itself. In turn, this is often seen as a consequence of his understanding of political subjectivity. But the origins of this ‘lack’ of analysis of the social relation called ‘capital’ in his (...) work can also be investigated by means of a detour into the economic writings of theUnion des communistes de France marxiste-léniniste, the political organisation in which Badiou played a leading rôle throughout the 1970s in particular. By excavating this theoretical work of the 1970s, we can identify more precisely the historical and political reasons behind Badiou’s ambiguous relation to Marx and specifically to Marx’s systematic grasp of the logic of capital. This excavation will consequently lead us to a reflection on the limits and openings in Badiou’s thought for the Marxian critique of political economy. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Toward a Political Economy of the Libro De AlexandreSimone Pinet (bio)The carefully composed and craftily pronounced stanzas of the thirteenth-century Libro de Alexandre, if mostly a (free) translation of Gautier de Châtillon’s Alexandreis, provide readers with glimpses of northern Iberia in descriptions and comparisons, but especially through curious formulations and eloquent rewritings.1 These incite the reader to reflect upon the emergence of the vernacular regime of literary (...) composition by clerics that developed in the thirteenth century, a corpus known to us as the mester de clerecía. In this corpus, the use of the vernacular, in particular, brings with it an unproblematized sense of transparency of the context in which the works of mester de clerecía were produced, a genre of which the Libro de Alexandre is a key poetic point of origin. Next to an emphasis on a Latinate syntax and recitation techniques that underline the corpus’s clerical production, the irruption of quotidian phrases, vocabulary, figures of medievalization, and especially of Iberization, make these texts a privileged site to study the articulation of the varied phenomena that from economics to the grammatical, from Aristotle to technology, come to revolutionize medieval culture from the twelfth century onward. Of the many peculiar uses of the vernacular in the Libro de Alexandre, references that connote a sense of worthlessness through the repeated structure “not worth an X, ” especially those that express the comparison with minted coinage of little value: dinero, meaja, pepión, or sueldo, as in “not worth a penny,”2 will serve here as a point of entry. These hyperbolic [End Page 44] expressions, common to Romance languages, underline not only the moral and economic ambivalence of terms such as preçio, valor, honor, pagar(se), dar crédito, and so forth, but also the incorporation of a monetary economy within this ambivalence. These types of expressions, moreover, produce a linguistic marker for such ambiguity, as Louis F. Sas noted when he underlined the “affect” which marks, at the level of speech, the reference to abstract terms such as infinity, nothing, and zero in these types of constructions [469, 471].3Sas notes that the vast majority of the occurrences of these phrases in the Libro de Alexandre happen “in combination with the word valer, with its synonyms, or with dar por, that is, in contexts of exchange” [475]. Many years before Sas exhaustively documented these expressions, Alois Richard Nykl had interpreted their presence as related to barter and a supposed clerical contact with local markets, which to some extent could explain their frequent use in the poem, and he especially mentioned the use of fruits and vegetables in these expressions. Nykl also suggested these were “rustic” similes, favored by men of the clergy such as Berceo, Juan Ruiz, and the authors of the Alexandre and the Fernán González, showing, in his opinion, these men’s contact with a certain world in which fruits and vegetables could serve as payment for the church or diezmo, bringing in through this curious interpretation not only a historical economic context but also its [End Page 45] qualification as something “rustic” or at least foreign to the cleric [311].4In 1929, a couple of years after Nykl’s article appeared, George Irving Dale would correct his affirmations, noting that the expressions called “rustic” by Nykl belonged to a well-studied figure called figurative negation. Dale remarked that figurative negation appeared already in the Poema de mio Cid, and he directed the reader to the bibliography offered by Menéndez Pidal in his edition of the Poema under the title of “Refuerzo de la Negación” [Cantar de Mio Cid 1: 376 and glossary]. In his article, Dale wrote in passing that the type of adjectives used with these expressions “increases the insignificance or lack of value” [324]. As we enter the new post-socialist century, James M. Buchanan argues that we need to think and act on the premise that the future is uncertain. James M. Buchanan examines the political economy of the post-socialist era, analysing the events of 1989-91 and some of their predicted (...) consequences. In addition he reflects upon the influence of those revolutionary years and the reactions to the changes, as well as the role of economists in the new socio-political environment. The political economy of the post-socialist era will be determined by the forces of historical development, social and cultural evolution, directed political change and exogenous shocks. It has become commonplace within feminist theory to claim that women’s lives are constructed by multiple, intersecting systems of oppression. In this thesis, I challenge the consensus that oppression is aptly captured by the theoretical model of “intersectionality.” While intersectionality originates in Black feminist thought as a purposive intervention into US antidiscrimination law, it has been detached from that context and harnessed to different representational aims. For instance, it is often asserted that intersectionality enables a representational politics that overcomes legacies (...) of exclusion within hegemonic Anglo-American feminism. I argue that intersectionality reinscribes the political exclusion of racialized women as a feature of their embodied identities. That is, it locates the failure of political representation in the “complex” identities of “intersectional” subjects, who are constructed as unrepresentable in terms of “race” or “gender” alone. Further, I argue that intersectionality fails to supplant race- and class-privileged women as the normative subjects of feminist theory and politics. In Chapter One, I demonstrate that intersectionality illicitly imports unitary concepts of “race,” “gender,” and “class.” In Chapter Two, I argue that intersectionality lacks a theory of hierarchy: it is a “flat geography” which cannot capture vertical and horizontal lines of power. In Chapter Three, I explore the role of analogical reasoning in rendering racialized women invisible both as gendered and as racialized subjects in twentieth-century social movements. To concretize this argument, I turn to Simone de Beauvoir’s use of race-sex analogies to describe (white, bourgeois) “women’s” situation in The Second Sex. In Chapter Four, I advance a programmatic unified account of oppression. I suggest that the possibility of a unified theory (as opposed to an intersectional one) is intimated in the concrete articulation of race, class, and gender. My point of departure is a phenomenology of capitalism, which reveals that these are all fundamentally modes of exploitation and appropriation. In Chapter Five, I theorize how they are made visible (and invisible) on the body. I extend Frantz Fanon’s account of “epidermalization,” drawing upon the marxian concepts of “fetishism” and “mode of appearance” to elaborate four structures of gendered racialized perception: first, the “miscegenation taboo” structures perceptions of the “purity” of whiteness and the “polluting” effects of blackness. Whiteness, theorised as a “possessive investment” and as “property” is defined by the right to exclude. Second, the “episteme of tellable differences” produces the conviction that we can automatically “tell the difference” between a body placed in one “racial” or gender category, and another—while bodies that temporarily confound classification cause fear and consternation. Third, the “race/reproduction bind” names the axiomatic assumption that “race” is reproduced through (heterosexual) procreation and that “race” is, therefore, biologically inheritable. Finally, the “fear/criminalisation reflex” refers to the bidirectional equation of particular racialised-gendered bodies with crime, and of crime with those bodies; this a function of the discursive use of ‘crime’ as an alibi for “race’” the systemic racialisation of punitive carceral institutions, and the historical origins of “race” in transatlantic chattel slavery, which shaped perceptual-cognitive associations of freedom with whiteness and captivity with blackness. In his histories of political discourse, Pocock has construed political economy as a prime site for hostile responses to the dilapidating effects of commerce on the virtue of citizens. In this paper, I dispute two aspects of Pocock's treatment of this terrain. The first is the criteria he uses to identify the constitution of political economy, which are vague and make no reference to the emergence of ‘the economy’ as a sphere distinct from the (...) state. A closer look at recent reports of “modern slavery” in the Sahara, particularly the exploitation of sub-Saharan migrants in contemporary southern Libya, shows that they speak of other forms of captivity, such as debt bondage, forced prison labor, and hostage taking for ransom. Such forms of exploitation have an equally long history in the region but are more obviously enmeshed with contemporary phenomena: repressive migration policies, state incarceration, and the worldwide ranking of nationalities. This article seeks to understand them for (...) what they are, using fieldwork and historical examples. Understanding shifts the blame for the migrants’ plight from “local culture” to the international political economy and grants migrants a degree of agency that blanket condemnations of slavery often deny. It also opens up more general questions about links between labor, mobility, and captivity; the relationship between state and nonstate systems of political control, their boundaries and overlaps; and the different ways value is accorded to individual lives—or actively created, negotiated, or denied—in the Sahara and beyond. The book carefully details the settler- colonial ideology and logic of elimination that permeated US territorial expansion over the Northwest Territories at the end of the eighteen and the first decades of the nineteenth centuries. Seeing Red thoroughly examines the complex context of dispossession by the US colonial power, centering on Anishinaabeg communities, the “mix- race” population, and the different Indigenous people inhabiting this region. However, the book focuses on what the author names “unthinkable history,” following Michel- Rolph Trouillot’s argument that this region, and the whole continent, was conceived as an unsettled territory instead of belonging to many Indigenous peoples. Thus, the text explores Indigenous and mixed- raced communities’ political imaginaries and imagined futures to retain autonomy and territory.Author Michael John Witgen is a citizen of the Red Cliff Band of Lake Superior Ojibwe and a professor in the Department of History and the Center for the Study of Ethnicity and Race at Columbia University. His research centers on the complex relations between Indigenous people and settler colonizers in the Great Lakes and the Northwest Territories. Seeing Red expands his previous analysis of race, ethnicity, and citizenship intersections, bringing to the fore Indigenous people’s history to rethink the statemaking process in the United States.This book’s pages show that theft lies at the foundation of wealth transfer from Indigenous territories to the United States government and white citizens. The white settler ideology, based on a “doctrine of discovery,” established a stark division between the civilized and uncivilized to rationalize, among other things, the theft of Indigenous people. This is a central argument of the book that signals how the civili zation project underpinning the territorial expansion of the United States was based on the transformation of commons into private property. Indigenous land became critical in the “political economy of plunder” advanced by the state and the meaning of “native” as a racial categorization of exclusion. Chapter 1 explores this economy of plunder by detailing the advancement of the settler frontier through different [End Page 139] mechanisms, such as the treaty policy— subsequently violated by the state— and territory surveying to make land legible for the state and cheap for settlers. In the Global North, Urban Agriculture is being considered as a way to overcome malnutrition and promote local, ethical production. UA can be understood through two phenomena integral to the capitalist mode of production: capital centralisation and rent. Centralisation explains why capitalist agriculture industrialises, while rent provides a theoretical framework for understanding how social and spatial relations structure urban land uses. Urban farming can occupy niches of the capitalist marketplace; however, its prospects for replacing large-scale agriculture and providing similar use-values (...) are limited. Its expansion is bounded by rising land values expressed in rent, as Detroit’s urban farm, Markham’s food belt, Los Angeles’s community garden, and initiatives in other cities demonstrate. The key tasks for political ecologists are two-fold: situating UA within capital’s drive to accumulate and proposing strategic perspectives that challenge these inherent tendencies. (shrink)

The methodology of Latin American economic structuralism has been generally interpreted as an implicit extension of classic French structuralism of Claude Lévi-Strauss and others, without careful examination of the methodological pronouncements of Latin American economists and social scientists. The present paper provides a detailed treatment of how Latin American structuralist methodology was formed between the 1950s and 1970s, with emphasis on Celso Furtado's views. Furtado was influenced by both C. Lévi-Strauss's and F. Braudel's apparently incompatible approaches to structure and history. (...) The method of analysis that Smith uses is coherent and consistent throughout his whole work. He searches for constant variables and then sees what variables are changed by exogenous changes. In particular, Smith looks for the constancy in human nature, and analyzes how historical and material circumstances change the incentives that the constant human nature faces.
