Pris en charge par des organismes spécifiques, les chômeurs sont dans l’obligation de mener des échanges réguliers avec leurs conseillers. Ces interactions articulent trois temporalités distinctes : un rythme des rendez-vous, un horaire de début et une durée. À partir de l’observation d’entretiens entre des chômeurs et leurs conseillers dans plusieurs types d’organismes d’accompagnement, nous interrogeons le pouvoir discrétionnaire que possèdent les agents administratifs en matière de temporalités, ainsi que les marges de négociation détenues par les publics. Cette perspective présente (...) le rapport des chômeurs et des conseillers comme un processus d’ajustements ou de conflits temporels. Elle montre que les temporalités administratives du chômage sont inégalement contrôlées et disputées au niveau des guichets, avec des résultats différents d’une institution à l’autre. Le pouvoir discrétionnaire des conseillers est particulièrement élevé en matière de rythmes de convocation. En revanche, les chômeurs disposent de ressources singulières pour discuter les horaires en Arbeitsagentur ou pour contester les durées à Pôle emploi. Hypothalamic and ovarian GnRH mRNA and pituitary LH~ mRNA levels were determined by respective RNA-blot hybridizations, and ovarian GnRH and estradiol contents and serum LH levels were measured by respective radioimmunoassays. Three animal models such as 1) PMSG-treated, 2) PMSG and heG-treated immature rats and 3) proestrous stage of adult rats were used. Immature rats (25-days old) were administered with PMSG (10 iu) at 10:00 hand 48 h later with heG (10 iu) to induce ovulation. In the PMSG-injected model, hypothalamic GnRH mRNA levels were markedly augmented about 9-fold at 50 h, and pituitary LH mRNA 3-fold at 52 h after PMSG administration. Serum LH levels were increased to the preovulatory surge levels at 56 h, and ovarian GnRH mRNA levels were augmented 4-fold at 60 h after PMSG injection. Administration of heG also induced a marked enhancement in ovarian GnRH mRNA levels in comparison to the values shown in both intact and PMSGtreated rats at 52 hand 54 h, respectively. In the proestrous stage of normal adult rats, pituitary LH~ mRNA levels were peaked at 16:00 h. The preovulatory LH surge was evident at 4 h before increment in ovarian GnRH mRNA levels as shown in PMSG-treated rats. The present study clearly showed the sequential increase in hypothalamic GnRH mRNA, pituitary LH~ mRNA and ovarian GnRH mRNA levels, indicating that ovarian GnRH may play a possible role in the control of follicular maturation and the ovulation process. Currently, anomalous lived temporality is not included in the main diagnostic criteria or standard symptom checklists. In this article, we present the Transdiagnostic Assessment of Temporal Experience, a structured interview that can be used by researchers and clinicians without a comprehensive phenomenological background to explore abnormal time experiences in persons with abnormal mental conditions regardless of their diagnosis. When extensive data gathered by this scale are available, it will be possible to delineate well-defined anomalous lived temporality profiles for each psychopathological (...) disorder. This instrument may also prove useful for clinicians by providing a more refined assessment of relevant psychopathological symptoms and an in-depth understanding of the patient’s abnormal behaviour as related to specific types of time experience. In the first part of the article, we provide a brief overview of the phenomenological concept of temporality, including pre-phenomenal and phenomenal time, synthesis, conation and synchronization, and of abnormal time experiences in persons affected by psychopathological conditions. In the following part, we describe the basic structure of the interview that comprises seven categories corresponding to the abnormal features of lived temporality: anomalies of synchrony, of time structure, of implicit time flow, of explicit time flow, and anomalous experiences of the past, the present and the future. The paper also includes a section on administration and scoring of the TATE scale, the complete interview and a Likert table for quantifying the frequency, intensity and interference with daily life of the phenomena explored. From the temporal perspective, this article examines shifts in the productionof sociological knowledge. It identifies two kinds of rhythms of sociology: 1) that of sociological standpoints and techniques of investigation and 2) that of contemporary academic life and culture. The article begins by discussing some of the existing research strategies designed to "chase"high-speed society. Some, predominantly methodological, currents are explored and contrasted with the "slow" instruments of sociological analysis composed of different, yet complementary, modes of inquiry. Against this background, the (...) article stresses that it is through the tension between fast and slow modes of inquiry that sociology reproduces itself. The subsequent part explores the subjective temporal experience in contemporary academia. It is argued that increasing administration and auditing of intellectual work significantly coshapes sociological knowledge production not only by requiring academics to work faster due to an increasing volume of tasks, but also by normalizing time-pressure.The article concludes by considering the problem as to whether the increasing pace of contemporary academic life has detrimental consequences for the more organic reproductive rhythms of sociology. Recently three studies have reported on the test-retest reliability of the Francis Scale of Attitude toward Christianity; however, these studies were limited to comparatively small samples . The present study examined the temporal stability of the 7-item version of the Francis Scale of Attitude toward Christianity over a 15-week period among a sample of 581 English children aged between 10 and 12 years. This contribution intends to explore patients’ lived experience, with a focus on the temporal dimension. On the basis of a qualitative study that led me to interview persons with Parkinson’s disease, caregivers, and medical professionals, I develop an empirical and philosophical investigation of the temporalities surrounding the implementation of deep brain stimulation in Greece. I raise the issue of access to DBS medical care, and show how distinct temporalities are implied when the patients face such a matter: that (...) of linear time, linked with the medical discourse, the bureaucratic time linked to administrative and financial hurdles in the implementation and maintenance of DBS, and the technological time of the body/technology fusion. I consider initially the impact of technology and health care settings on the lived experience of patients and the enactment of multiple bodies which are interrelated with the social world. I then expand my analysis in order to show that this experience cannot be a solipsistic one, or specific to one physician/patient relationship. It is fully socially shaped. (shrink)

This article examines the temporal politics of the 2017 California Gender Recognition Act (CGRA). The author first offers a brief history of the dominant temporal requirements for “gender recognition” in prior legislation around sex/gender markers on identity documents in the United States and United Kingdom, focusing on how this legislation places temporal boundaries around legitimate gender identity. Then, turning directly to the CGRA, the author asks to what extent the act's emphasis on self-identification revises or intervenes in these prior conceptualizations (...) of time and identity by the state administration of sex/gender systems. The article closes with an exploration of the temporality of identity documentation itself, speculating about how this legislation might be placed more directly into conversation with the role of time in colonial and racial state building. Higher education and the institution of the university exist in time, their essential nature now continually subject to change; change in students, in knowledge, in structure and in their own communities and those service. The nature of time in all the contemporary work on the university has been largely overlooked. This is an important omission and Universities in the Flux of Time has gathered leading academics whose contributions to the volume raise a debate as to the influence and use of (...) time in the university. They do this in an exploration of how these changes are perceived in higher education and how these affect its temporality from local, national and global perspectives. This book systematically elaborates Scott Eacott's "relational" approach to organizational theory in education. Contributing to the relational trend in the social sciences, it first surveys relational scholarship across disciplines before providing a nuanced articulation of the relational research program and key concepts such as organizing activity, auctors, and spatio-temporal conditions. It also includes critical commentaries on the program from key figures such as Tony Bush, Megan Crawford, Fenwick English, Helen Gunter, Izhar Oplatka, Augusto Riveros, and Dawn Wallin. As such, the (...) text models an approach to, or social epistemology for building knowledge claims in relation rather than through parallel monologues. Eacott's relational approach provides a distinctive, post-Bourdieusian variant of the relational sociological project. Shifting the focus of inquiry from entities (e.g., leaders, organizations) to organizing activity and recognizing how auctors generate - simultaneously emerging from and constitutive of - spatio-temporal conditions unsettles the orthodoxy of organizational theory in educational administration and leadership. By presenting its claims in the context of other approaches, the book stimulates intellectual debate among both relational sociologists and opponents of relational approaches. Beyond Leadership provides significant insights into the organizing of education. As it does not fit neatly into any one field, but instead blends educational administration and leadership, organizational studies, and relational sociology, among others, it charts new territory and promotes important dialogue and debate. Collections of living organisms are reservoirs of biological knowledge that operate across times and places. From the mid-20th century, scientific institutions dedicated to the cultivation of such collections have routinized and professionalized their care. But “care,” for these collections, is focused not just on individual organisms—instead, a principal aim of a curator is to maintain the integrity of a reproducing “strain,” “variety,” “line,” or “stock,” and the composition of a collection as a whole. This paper explores the forms, the material (...) dimensions, the temporalities, and the values of that care, to recover the conditions under which scientist-custodians maintain continuity of research over many decades. This paper does so by focusing on two rather different kinds of scientific collection: that of Drosophila fruit flies on the one hand, and plant seeds on the other. Their comparison is valuable because their vastly different needs and life cycles engender very different practices of care. Comparing the materialities, life cycles, needs, and values of these divergent collections helps to draw attention to the routine and the apparently mundane. First, the paper asks: what kinds of work go into managing such collections—that is, the day-to-day management and cultivation, surveillance, and administration of information? Second, it asks: how do these practices maintain the integrity of the strains and stocks, and the collections themselves? What kinds of value does this work create? Third, what are the future imaginaries that are rhetorically drawn into the funding strategies of these collections, and how do they envision future use, ownership, and control? (shrink)

Anthropologists, linguists, cultural historians, and literary scholars have long emphasized the value of examining writing as a material practice and have often invoked the list as a paradigmatic example thereof. This Focus section explores how lists can open up fresh possibilities for research in the history of science. Drawing on examples from the early modern period, the contributors argue that attention to practices of list making reveals important relations between mercantile, administrative, and scientific attempts to organize the contents of (...) the world. Early modern lists projected both spatial and temporal visions of nature: they inventoried objects in the process of exchange and collection; they projected possible trajectories for future endeavor; they publicized the social identities of scientific practitioners; and they became research tools that transformed understandings of the natural order. Sociological studies of work and time have argued that academic temporalities are increasingly rationalized and rendered accountable, resulting in a divergence of planned and experienced time in academic work. Shared research facilities that provide platform technologies to large user pools are no exception to this, as its administrations seek to increase the profitability of limited instrument time. Based on an ethnographic study of three facilities at an American university, this article examines how diverging rhythms are enacted in organizational schedules (...) and instrument work and kept aligned on the laboratory floor. Drawing insights from time studies and repair sociology, I argue that although technologies of time accounting provide powerful templates for action, they become effective only through ongoing “synchronization” work. Synchronization calls attention to discrete techniques and work practices, such as the adjustment of users’ bodies, user expectations, or work processes, that technical staff draw upon to resolve slippages between organizational rhythms and the temporal realities of data collection. This analysis suggests that technicians’ local and embodied practices not only affect their own professional roles but also organizational stability and productivity in time-sensitive environments. What did science make possible for colonial rule? How was science in turn marked by the knowledge and practices of those under colonial rule? Here I approach these questions via the social history of Madras Observatory. Constructed in 1791 by the East India Company, the observatory was to provide local time to mariners and served as a clearinghouse for the company’s survey and revenue administration. The astronomical work of Madras’ Brahmin assistants relied upon their knowledge of jyotiśāstra [Sanskrit astronomy/astrology], and (...) can be seen as a specialized form of the kind of South Indian scribal labor and knowledge that also staffed the company’s tax offices. If at Greenwich the division of labor meant observatory work bore resemblances to the factory and the accounts office, in Madras, astronomy and accounting drew on similar labor forms because they were part of the same enterprise. But the company did not just adapt preexisting forms of labor, it also attempted to produce its own at a school built near the observatory to train “half-caste” orphans as apprentice surveyors and assistant computers. The school, staffed by the Brahmins, drew upon knowledge and pedagogical practice associated with the tinnai, the schools in which upper-caste children learned to read, write, and calculate. For a time, the observatory’s social order was literally “half-caste.” The paper also considers how the relationship between caste, status, and instrument was reflected in the visual and material culture of the observatory, such as in Indian-language inscriptions on its central pillar. For company astronomers, the measurement of time meant reworking the relationships among the Indian past, the colonial present, and an imperial posterity. Science under colonial rule spanned multiple temporal and social registers because it was the result of negotiations between the demands of political economy and the knowledge and practices of colonized others. The COVID-19 pandemic that struck New York City in the spring of 2020 was a natural experiment for the clinical ethics services of NewYork-Presbyterian (NYP). Two distinct teams at NYP’s flagship academic medical centers—at NYP/ Columbia University Medical Center (Columbia) and NYP/ Weill Cornell Medical Center (Weill Cornell)—were faced with the same pandemic and operated under the same institutional rules. Each campus used time as an heuristic to analyze our collective response. The Columbia team compares consults during the pandemic with (...) the same period during the year prior. The Weill Cornell service describes the phases of the pandemic to depict its temporal evolution and subsequent ethical challenges. Both sites report that the predominant ethical challenges centered around end-of-life decision making, setting goals of care, and medical futility, all complicated by resource allocation questions and the ambiguity of state law under crisis standards of care. The Columbia campus saw a statistically significant increase in ethics consultations provided to Hispanic patients, perhaps reflective of the disproportionate burden of COVID-19 suffered by this demographic. While Weill Cornell and Columbia saw a surge in clinical ethics consultations, the two services assumed a more expansive role than one normally played in institutional life. Serving as intermediaries between frontline clinicians and senior hospital administrators, consultants provided critical intelligence to hospital leadership about the evolution of the pandemic, disseminated information to clinicians, and attended to the moral distress of colleagues who were asked to provide care under truly extraordinary circumstances. The COVID-19 surge in New York City revealed latent capabilities in ethics consultation that may prove useful to the broader clinical ethics community as it responds to the current pandemic and reconceptualizes its potential for future service. Despite its consistently mild tone, Simon Glendinning’s The Idea of Continental Philosophy is a provocative and uncompromising work. It is to be admired for this. Without “chickening out” (94), Glendinning purports to show that there can be no coherent philosophical understanding of continental philosophy as comprising any sort of distinct or unified tradition. Furthermore, he argues that the vast majority of us working in this so-called tradition actually know this at some level but shy away from this uncomfortable conclusion. This (...) second claim might seem to be readily falsifiable, but Glendinning’s suggestion that we can’t face up to this absence of a unified tradition guards against this. In fact, many of his central arguments rely upon a highly perceptive deconstructive and psychoanalytic understanding of the ‘divide’ between analytic and continental philosophy, which is not surprising given his previous important work on Derrida in Arguing With Derrida (Blackwell 2001) and On Being With Others (Routledge 1998). In what follows, however, I’ll raise some questions about the largely unilateral direction in which his account of the motives for the divide is pursued: analytic philosophy is envisaged as pathologically projecting the internal and unavoidable threat of philosophical failure upon an external ‘continental’ other, much as the foreign policy of successive US administrations has projected an internal threat upon others through rhetoric like the ‘axis of evil’ and ‘rogue states’. I will also contend that Glendinning’s claims regarding the lack of thematic and methodological continuity at work in continental philosophy are overstated. Without denying that there is less of a normative consensus undergirding this polyvocal tradition than is evinced in the analytic tradition, in the second half of the paper I will argue for a ‘quasi-unity’ that revolves around the co-imbrication of methodological considerations and what I characterise as continental philosophy’s ‘temporal turn’. This essay traces out, in the works of Thomas Hobbes, the theoretical development of what I argue is the essential temporal element of modern thought: anxiety regarding the future. What finds systematic expression in Hobbes’s psychology and politics is the dilemma that modern thinking inherits: the project of social rationalization perpetuates an image of an indeterminate future, to which the only possible response is rational submission to a project of administration over men akin to that which science practices on nature.

Law moves, whether we notice or not. Set amongst a spatial turn in the humanities, and jurisprudence more specifically, this book calls for a greater attention to legal movement, in both its technical and material forms. Despite various ways the spatial turn has been taken up in legal thought, questions of law, movement and its materialities are too often overlooked. This book addresses this oversight, and it does so through an attention to the materialities of legal movement. Paying attention to (...) how law moves across different colonial and contemporary spaces, this book reveals there is a problem with common law's place. Primarily set in the postcolonial context of Australia - although ranging beyond this nationalised topography, both spatially and temporally - this book argues movement is fundamental to the very terms of common law's existence. How, then, might we move well? Explored through examples of walking and burial, this book responds to the challenge of how to live with a contemporary form of colonial legal inheritance by arguing we must take seriously the challenge of living with law, and think more carefully about its spatial productions, and place-making activities. For Hannah Arendt, some of the most distinctive features of the modern age derived from the adoption of a process-imaginary in science, history, and administration. This article examines Arendt’s work, identifying what it calls the ‘process-frame’ in her criticism of imperialism, economy, and the biologization of politics. It discusses an interpretation in which ‘natality’ presents a completely alternative mode of temporality, a resistance to the process-frame. This interpretation, it is argued, needs to be specified by taking into account that political (...) action both interrupts and starts processes of its own. To confine and overcome the negative effects of process-framing, it is important to emphasize action as a world-building activity – something capable of establishing a relatively stable area of the common world by initiating processes of its own. Second, it is also important to cultivate ways of thinking and perceiving particular acts as meaningfully independent of all-embracing processes. (shrink)

Compared with data that is initially collected for research purposes, the mandatory authorization of a government database for secondary use deserves greater scrutiny because it consists of information that is collected initially for administrative purposes. Using the case of Taiwan’s National Health Insurance (NHI) Database as an example, this paper analyzes the ethical issues that emerge when the research participants are “participated” in studies without their consent, according to the current policy. The proponents of secondary use for research purposes (...) maintain that the authorized use of the NHI Database is necessary for public interests, while the opponents argue that the potential lack of democratic accountability and the infringement on people’s rights to privacy and information autonomy is unwarranted. Drawing on the solidarity‐based approach, this paper proposes a temporal solution as a possible reform direction for better ethical justification of the secondary use of the NHI Database. (shrink)

This chapter attempts to further the understanding of Sahelo‐Sudanic systems of slavery via enquiries into the daily life of slaves. This work is based on the memories of elders in certain villages within the zone of the ancient state of Kaarta and the buffer zone between it and the state of Segou, an area corresponding to the modern Malian administrative Cercles of Kolokani and Banamba. The article examines the Scandinavian model of public administration, which is characterized by a corporate decision-making system (state – trade unions – employers), in which the role of coordinator in this structure is assigned to the authorities. It was determined that the state assumes responsibility for providing the population with social benefits and exercises control over the economy, promoting fair competition, safe working conditions and employment of the population. Characteristic features are a high level of trust of citizens in public (...) authorities and their participation in decision-making (through a referendum, consultations with the public, trade unions), openness and accountability of public authorities to the population. It is highlighted that the studied Scandinavian countries, Sweden and Norway, are leaders in the world in terms of the standard of living of the population, economic development, ensuring social standards and political stability, which is a guarantee of the high competitiveness of the Scandinavian countries. It is noted that different levels of government (state, regional, local) work together on favorable conditions for the country’s development and on ensuring quality living conditions for its citizens. A reliable basis for ensuring the high competitiveness of the countries under study is the balanced and effective functioning of all subsystems within the nation. Scandinavian countries are able to maximally combine progressive political and economic development and a high level of social security in modern conditions, which is a necessary condition for achieving high competitiveness in the world.Thus, the comparative study conducted in the mentioned Scandinavian countries using the method of binary longitudinal temporal comparison made it possible to single out a model of public policy of liberal democratic states, in which effective interaction between the government and society regarding the development and implementation of political decisions is established.Constructive factors that affect the relationship between the government and society and contribute to the functioning of this model of public policy are: clear legislative regulation of the legal status of all participants in the socio-political process; high level of political and legal culture and consciousness; stable economy; the activity of expert groups, the presence of independent institutes of control over the activities of the authorities, and others. The number of constructive factors of influence in these states significantly exceeds the level of destructive ones. An important condition for the functioning of public policy in liberal democracies is the presence of feedback between the government and society. (shrink)
