Many contemporary thinkers of the Anthropocene, who attempt to articulate a non-modern and relational ontology, all too readily dismiss critical theory inherited from the Frankfurt School for being anthropocentric, failing to acknowledge certain basic similarities. Instead, this article argues that the scaffolding of Anthropocene thinking—the recognition of the origins of the contemporary condition of ‘loss of world’ and the hope of ‘living on in the ruins’—share much with earlier critical theorists’ recognition that the Holocaust necessitated a fundamental break with the (...) past. In reading these two sets of literatures together, we suggest we can get a better grasp of the stakes involved in the contemporary crisis of critique, and in the speculative framings enabling alternative futures to come into being. Fleur Johns argues that the contraposition of a ‘bottom-up’ approach of politics of prototypical technique rather than the ‘top-down’ politics of the master plan or normative principle no longer seems as straightforwardly radical as it appeared when James C Scott posited the value of local knowledge or métis against grand plans of high modernization, just over 20 years ago. This paper seeks to follow Johns’ call, ‘to capture and probe some of the effects of sensibility, rationality or style widely reproduced (...) in the details of development work’. It draws upon fieldwork in Nairobi to open up a discussion of a shift in sensibility from a ‘bottom-up’ or ‘postliberal’ approach to a framing of open-ended encounter. The paper critiques this imaginary of relational encounter by engaging contemporary work in critical black studies. It suggests that the problem of critique is that it reproduces the problems of governing imaginaries, continually seeking to rework the human subject via adaptive capacities, sensitivities to difference and openness to alterity, while leaving intact the coloniality of being, the antiblack world. This article seeks to analyse the rise of ‘resilience ethics’, in terms of the shift in ethical approaches away from the hierarchical liberal internationalist constructions of the 1990s and towards broader and more inclusive understandings of ethical responsibility for global problems. This shift in ethical attention away from the formal international politics of inter-state relations and towards the unintended consequences of both institutional structures and the informal market choices of individuals has diversified understandings of global ethical responsibilities. It is argued (...) that the recasting of ethical responsibility in the increasingly sociological terms of unintended and indirect consequences of socio-material embeddedness constructs new ethical differentials and hierarchies of responsibility. These framings have facilitated new policy practices, recasting interventionist policy-making in terms of the growing self-awareness and reflexivity of Western actors, reframing ethical foreign policy as starting with the choices of individual citizens, and, at the same time, operating to reify the relations of the market. In 15 years, the international community has been blamed for resorting too easily to the use of force on some occasions (Iraq, Afghanistan, Kosovo), and also it has been blamed for intervening too late or not at all in other crises (Rwanda, Bosnia and today Sudan and Congo). In liberal modernity, the democratic collective will of society was understood to emerge through the public and deliberative freedoms of associational life. Today, however, democratic discourse is much more focused on the formation of plural and diverse publics in the private and social sphere. In these ‘non-linear’ approaches, democracy is no longer seen to operate to constitute a collective will standing above society but as a mechanism to distribute power more evenly through the social empowerment of individuals and communities as (...) the ultimate decision-makers. Government is brought back ‘to the people’ and democracy is seen to circulate through the personal decisions made in everyday life. This article seeks to analyse the development of non-linear approaches to the political sphere, which seek to overcome the rationalist assumptions of the public/private divide, paying particular attention to the work of two key liberal theorists, John Dewey and Friedrich von Hayek. This article is organized in four sections. The first section introduces sensing governance in terms of the governance of effects rather than causation, focusing on the work of Bruno Latour in establishing the problematic of contingent interaction, rather than causal depth, as key to emergent effects, which can be unexpected and catastrophic. The second section considers in more depth how sensing governance enables politics by other means through putting greater emphasis on relations of interaction, rather than on ontologies of being, (...) and links the methodological approach of sensing governance closely to actor network assumptions that disavow structures of causation. The final two sections analyze how correlation works to reveal new agencies and processes of emergence and how new technologies have been deployed in this area, providing some examples of how the shift from causal relations to sensing effects has begun to alter governmental approaches. This article critiques the shift towards valorizing indigeneity in western thought and contemporary practice. This shift in approach to indigenous ways of knowing and being, historically derided under conditions of colonialism, is a reflection of the “ontological turn” in anthropology. Rather than seeing indigenous peoples as having an inferior or different understanding of the world to a modernist one, the ontological turn suggests that their importance lies in the fact that they constitute different worlds and “world” in a performatively different (...) way. The radical promise this view holds is that a different world already exists in potentia, the access to which is a question of ontology—of being differently: ‘being in being’ rather than thinking, acting and world-making as if we were transcendent or “possessive” modern subjects. The paper contrasts two readings of Cambodian politics and society, labelled by the author `Cambodge' and `Kampuchea'. The `Cambodge' reading was invented by the French in the colonial era (1863-1954). It blended the grandeur of Cambodia's past, symbolized by the Angkor ruins, with an assessment of the Cambodian people as insouciant and needful of protection. This reading persisted in the so-called `Sihanouk years' (1955-70). The `Kampuchea' reading was imposed by the Cambodian Communists (`Khmer Rouge') when they seized power in 1975. (...) It emphasized the empowerment of the poor, a conflict model of society, the predominance of politics, and a Marxist-Leninist, linear view of history. ‘‘Undone science’’ refers to areas of research that are left unfunded, incomplete, or generally ignored but that social movements or civil society organizations often identify as worthy of more research. This study mobilizes four recent studies to further elaborate the concept of undone science as it relates to the political construction of research agendas. Using these cases, we develop the argument that undone science is part of a broader politics of knowledge, wherein multiple and competing groups struggle over the construction (...) and implementation of alternative research agendas. Overall, the study demonstrates the analytic potential of the concept of undone science to deepen understanding of the systematic nonproduction of knowledge in the institutional matrix of state, industry, and social movements that is characteristic of recent calls for a ‘‘new political sociology of science.’’. Interviews focusing on the last century take a look at history from the standpoint of the ordinary people of the country.

The incident in May-June 2007 involving a U.S. citizen traveling internationally while infected with drug-resistant tuberculosis involved the U.S. federal government's application of its quarantine and isolation powers. The incident and the isolation order raised numerous important issues for public health governance, law, and ethics. This article explores many of these issues by examining how the exercise of quarantine powers provides a powerful lens through which to understand how societies respond to and attempt to govern threats posed by dangerous, contagious (...) pathogens. The article considers historical aspects of governmental power to quarantine and isolate individuals and groups; analyzes the current state of quarantine and isolation law in the United States in light of the recent incident with drug-resistant tuberculosis; and explores global aspects of public health governance and law highlighted by this incident. Dramatic events involving dangerous microbes often focus attention on isolation and quarantine as policy instruments. The incident in May-June 2007 involving Andrew Speaker and drug-resistant tuberculosis joins other communicable disease crises that have forced contemplation or actual application of quarantine powers. Implementation of quarantine powers, which encompasses authority for both isolation and quarantine actions, is important not only for the handling of a specific event but also because the use of such authority provides a window on broader issues of public (...) health and the legal rules, ethical principles, and governance systems that support it. Debates about quarantine powers reflect political and social attitudes about public health that often tell us more about this policy endeavor than acts of isolation and quarantine themselves. Spermatogenesis is an elaborate process involving both cell division and differentiation, and cell‐cell interactions. Defects in any of these processes can result in infertility, and in some cases these can be genetic in cause. Mapping experiments have defined at least three regions of the human Y chromosome that are required for normal spermatogenesis. Two of these contain the genes encoding the RNA binding proteins RBM and DAZ, suggesting that the control of RNA metabolism is likely to be an important control (...) point for human spermatogenesis. A similar analysis in mice has shown that at least two regions of the mouse Y chromosome are essential for spermatogenesis. Both genetic and reverse genetic approaches have been used to identify mouse autosomal genes required for spermatogenesis. These studies have shown that genes in a number of different pathways are essential for normal spermatogenesis, and also provide putative models of human infertility. (shrink)

Drawing on 171 in-depth interviews with physicists at universities in the United States and the UK, this study examines the narratives of 48 physicists to explain the concept of ethical ambiguity: the border where legitimate and illegitimate conduct is blurred. Researchers generally assume that scientists agree on what constitutes both egregious and more routine forms of misconduct in science. The results of this study show that scientists perceive many scenarios as ethically gray, rather than black and white. Three orientations to (...) ethical ambiguity are considered—altruism, inconsequential outcomes, and preserving the status quo—that allow possibly questionable behavior to persist unchallenged. Each discursive strategy is rationalized as promoting the collective interest of science rather than addressing what is ethically correct or incorrect. The results of this study suggest that ethics training in science should focus not only on fabrication, falsification, and plagiarism and more routine forms of misconduct, but also on strategies for resolving ethically ambiguous scenarios where appropriate action may not be clear. A Dedekind-finite set is said to be divisible by a natural number n if it can be partitioned into pieces of size n. We study several aspects of this notion, as well as the stronger notion of being partitionable into n pieces of equal size. Among our results are that the divisors of a Dedekind-finite set can consistently be any set of natural numbers, that a Dedekind-finite power of 2 cannot be divisible by 3, and that a Dedekind-finite set can (...) be congruent modulo 3, to all of 0, 1, and 2 simultaneously. We develop a logical modelling approach to describe evolvable computational systems. In this account, evolvable systems are built hierarchically from components where each component may have an associated supervisory process. The supervisor's purpose is to monitor and possibly change its associated component. Evolutionary change may be determined purely internally from observations made by the supervisor or may be in response to external change. Supervisory processes may be present at any level in the component hierarchy allowing us to use evolutionary behaviour (...) as an integral part of system design. We model such systems in a revision-based first-order logical framework in which supervisors are modelled as theories which are at a logical meta-level to the theories of their components. This enables evolutionary change of the component to be induced by revision-based changes of the supervisor at the meta-level. In this way, the intervention required in evolutionary change is modelled purely logically. The hierarchical component-based structure is fairly intricate so we present the basic ideas firstly in a simple setting, the well-known blocks world, before introducing tree-based structures to represent component hierarchies. We also introduce some techniques for establishing the behaviour of evolvable systems specified in this logical framework. The ideas and concepts are driven by example throughout. We conclude with a more substantial example, that of a simple model of an evolvable system of automated bank teller machines. (shrink)

Darwin himself suggested the idea of generalizing the core Darwinian principles to cover the evolution of social entities. Also in the nineteenth century, influential social scientists proposed their extension to political society and economic institutions. Nevertheless, misunderstanding and misrepresentation have hindered the realization of the powerful potential in this longstanding idea. Some critics confuse generalization with analogy. Others mistakenly presume that generalizing Darwinism necessarily involves biological reductionism. Morality seems important, in the sense that there are practical reasons — at least for most of us, most of the time — to be moral. A central theoretical motivation for consequentialism is that it appears clear that there are practical reasons to promote good outcomes, but mysterious why we should care about non-consequentialist moral considerations or how they could be genuine reasons to act. In this paper we argue that this theoretical motivation is mistaken, and that because many arguments (...) for consequentialism rely upon it, the mistake substantially weakens the overall case for consequentialism. We argue that there is indeed a theoretical connection between good states and reasons to act, because good states are those it is fitting to desire and there is a conceptual connection between the fittingness of a motive and reasons to perform the acts it motivates. But while some of our motives are directed at states, others are directed at acts themselves. We contend that just as the fittingness of desires for states generates reasons to promote the good, the fittingness of these act-directed motives generates reasons to do other things. Moreover, we argue that an act’s moral status consists in the fittingness of act-directed feelings of obligation to perform or avoid performing it, so the connection between fitting motives and reasons to act explains reasons to be moral whether or not morality directs us to promote the good. This, we contend, de-mystifies how there could be non-consequentialist reasons that are both moral and practical. (shrink)
