The article deals with the interpretation of the Council of Europe Convention on Human Rights and Biornedicine, article 17. The author develops the idea of dignity in regard to therapeutic and non-therapeutic research. He points out the tension and unity between the aim of healing and the aspect of wellbeing of the patient in research. The article discusses especially the criteria for non-therapeutic research and stresses the fact that this research aims to attain benefits for »other persons in the same (...) age category or afflicted with the same disease or disorder or having the same condition« as the patient. Media coverage of migration and migrants can exert considerable influence on the public’s understanding of and attitudes towards migration. During the peak of what has been called ‘the refugee crisis’ in 2015, heated discussions about immigration and its possible impact filled the media landscape. This study focuses specifically on the news framing of insecurities regarding immigration, exploring what we have termed ‘uncertainty frames’ in the coverage of refugees, asylum seekers and immigrants. This study will thus lend empirical support to a (...) novel attempt to combine the concepts of uncertainty, risk, and framing. These frames were analyzed within French and Austrian media from 2015 to 2016. Drawing on a content analysis of tabloid and broadsheet articles, different types of uncertainty frames (economy, values, society, etc.) as well as different types of solution frames (the kind of solutions provided for the issue of immigration) were examined. Results suggest that even though all frames decrease in salience over time, important variations in different types of uncertainty frames do appear. It is argued that frames related to abstract issues seem to stay more salient throughout time in both countries. (shrink)

Societally salient issues, like migration, stimulate user engagement with political parties on social media. This user engagement, in turn, is associated with political behavior, such as voting. Nonetheless, few studies so far have investigated the interaction between these factors. We examine how anti-immigration attitudes are associated with user engagement with political parties on social media. In this study, user engagement is understood as following political parties on social media. Through online data that were collected in October 2019 among adults (N= (...) 1,000) in Belgium, we investigate how attitudes and user engagement are associated with voting behavior. Results suggest that attitudes towards migration are associated with user engagement with both left and right-wing parties on social media. Moreover, these attitudes and user engagement – and the interaction between the two – are related to voting behavior: being against (being in favor of) migration and following right-wing (left-wing) parties on social media is associated with a higher likelihood of voting for a right-wing (left-wing) party. Soren Kierkegaard’s Lutheran existentialism represents a distinctively postmetaphysical philosophy of religion, focused in particular on a Christian vision of ethical authenticity. His philosophy continues to pose challenging questions for postmetaphysical philosophers in contemporary pluralistic settings. Focusing on specific works of Kierkegaard, this essay develops three such questions: (1) Can philosophy in a postmetaphysical vein still give advice for the pursuit of the good life, today’s diversity of life styles and values notwithstanding? (2) How can a postmetaphysical philosophy relate to the (...) ethical teachings and truth claims of religious doctrines? Methodenstreit in Economics. This essay offers an account of the Methodenstreit in economics between first Menger and Schmoller and later Max Weber and again Schmoller. It is argued that, for Schmoller, two issues were central; to use economics (widely conceived) as an instrument for economic policy and notably social policy: and to base the science empirically with all the modern methods available. In contrast, the Austrian position had a different view of economics as a science, seeing it more as a (...) system of ideas, which implies a radically different use of empirical evidence. (shrink)

Arming uninhabited vehicles (UVs) is an increasing trend. Widespread deployment can bring dangers for arms-control agreements and international humanitarian law (IHL). Armed UVs can destabilise the situation between potential opponents. Smaller systems can be used for terrorism. Using a systematic definition existing international regulation of armed UVs in the fields of arms control, export control and transparency measures is reviewed; these partly include armed UVs, but leave large gaps. For preventive arms control a general prohibition of armed UVs would be (...) best. If that is unattainable, several measures should be taken. An explicit prohibition of autonomous attack, that is without a human decision, should be added to IHL. Concerning armed UVs remotely controlled by a human soldier, recommendations differ according to type or mission. New kinds of uninhabited nuclear-weapon carriers should be banned. Space weapons should be prohibited in general. UVs smaller than 0.2–0.5 m should be banned. Bigger remotely controlled armed UVs not equipped with weapons of mass destruction should be subject to numerical limitations in various categories. For these the Treaty on Conventional Armed Forces in Europe is an important precedent. (shrink)

Der Artikel behandelt die Problemstellung inwieweit der Klassik-Begriff als Periodenbegriff sinnvoll ist. Dabei wird herausgearbeitet, dass ein historisch-kritischer Zugang den Begriff als einen Wertungsbegriff aus einer jeweils gegebenen historischen Perspektive zu dechiffrieren vermag.

In a case study Kuhn's morphology of scientific revolutions is put to the test in confronting it with the contemporary developments in physics. It is shown in detail, that Kuhn's scheme is not compatible with the situation in physics today.

In _The New Order and Last Orientation,_ Eric Voegelin explores two distinctly different yet equally important aspects of modernity. He begins by offering a vivid account of the political situation in seventeenth-century Europe after the decline of the church and the passing of the empire. Voegelin shows how the intellectual and political disorder of the period was met by such seemingly disparate responses as Grotius's theory of natural right, Hobbes's _Leviathan,_ the role of the Fronde in the formation of the (...) French national state, Spinoza's _Tractatus Theologico-Politicus,_ and Locke's _Second Treatise,_ the blueprint of a modern middle-class society. By putting these responses and the thought of Montesquieu, Hume, and others in the context of the birth pains of the national state and the emergence of a new self-understanding of man, Voegelin achieves a brilliant mixture of political history and profound philosophical analysis. Voegelin's verdict of modernity is pronounced most powerfully in the opening part of "Last Orientation," in the chapter entitled "Phenomenalism." His discussion of the intellectual confusion underlying the modern project of scientistic phenomenalism is the most original criticism leveled against modernity to date. It is at the same time the first step toward a recovery of reality through philosophy conceived as a science of substance in the spirit of Giordano Bruno. Voegelin's first example of such an effort at recovering reality is the chapter on Schelling, one of the spiritual realists who has not been affected by the prevailing rationalist or reductionist creeds that are part of the modern disorder. Schelling's indirect yet powerful influence on Schopenhauer, Nietzsche, and Freud more than justifies Voegelin's interest in his philosophy and character, even though Voegelin would later distance himself from some of Schelling's positions. The volume's concluding chapter, "Nietzsche and Pascal," applies the understanding gained from the study of Schelling to the thought of the most powerful critic of the age, Nietzsche. Nietzsche's self-avowed affinity with Pascal provides the key to an analysis of the strengths and weaknesses of his thought and reaffirms the connection that links the beginning of modernity with its most recent crises and the efforts to overcome them.
