The introduction maps five panoptic-shaped establishments in Australia's colonial history, as well as discusses how the convict industry in Australia developed a unique pattern, alternating out-door and in-door penal servitude. In-door confinement was modelled on a variety of influences, of which Bentham’s is one among many. The label Panopticon might appear inaccurate to describe these prisons, however it is still used today as the term is loaded with connotations with encapsulates some of the spirit of the penal colony.

Recently, wildfires affecting America and Europe have been adding their horrifying fumes to century-old pollution. Even clouds ("the clouds up there, the marvelous clouds" of Baudelaire) are being targeted: China recently announced the country's intention to accelerate its cloud seeding program1 (in 2008, over one thousand shells loaded with silver iodide were dispersed in order to clear the skies of Beijing and prevent rain from ruining the opening ceremony of the Olympic games. This technique is also used more and more frequently to generate rainfall and avoid agricultural droughts. This type of 'sky colonization' or climate militarization is a profanation of language as much as of nature: to "sow the clouds" (or "grow meat")—even language tells us something is wrong…)It took a great amount of time and much denial before widespread bodily infection and industrial pollution's public health effects could be recognized. Industrialists may object (at times with doctors), but in the most working-class regions, bodies know: "lungs and our sense of smell protest in their own way against any conclusive evidence which would exonerate factories" (Zimmer 23).The history of pollution is, in fact, also a question of exploitation as well as a social history: that of the unequal distribution of air and the inequitable exposure (depending on one's living milieux) to what is oppressive, stifling—in a word, unbreathable. Unsanitary housing, proximity to mines or factories, and lack of access to healthcare are always factors; respiratory diseases are the most prevalent of occupational illnesses2; and the staggering surge in childhood lead poisoning in the very heart of our capitals—the weakest of bodies have... Intense interspecies engagements are central to the work of ecologists, as they seek to understand our rapidly changing world. To explore researcher-bird engagements in ecological fieldwork, we use a lens of care. Taking as a starting point the widely shared photos of bird-in-the-hand that portray situations where individual birds become sources of data about populations, we show the significance of complex care work in ethically and epistemically loaded moments. Crucial knowledge about survival, biodiversity loss and animal welfare emerges at the (...) intersection of multispecies care for individuals, for populations and for knowledge infrastructures. We put forth the concept of intermittent care to explain the changing concerns for individual birds here-and-now or for populations of the future. Attention to care therefore helps unravel how ecological knowing depends on entanglements between humans, nature, and technologies that take shape through a constant negotiation of different strands and matters of multispecies care. In vertebrates, single cell analyses of replication timing patterns brought to light a very well controlled program suggesting a tight regulation on initiation sites. Mapping of replication origins with different methods has revealed discrete preferential sites, enriched in promoters and potential G‐quadruplex motifs, which can aggregate into initiation zones spanning several tens of kilobases (kb). Another characteristic of replication origins is a nucleosome‐free region (NFR). A modified yeast strain containing a humanized origin recognition complex (ORC) fires new origins at NFRs (...) revealing their regulatory role. In cooperation with NFRs, the histone variant H2A.Z facilitates ORC loading through di‐methylation of lysine 20 of histone H4. Recent studies using genome editing methods show that efficient initiation sites associated with transcriptional activity can synergize over several tens of kb by establishing physical contacts and lead to the formation of early domains of DNA replication demonstrating a co‐regulation between replication initiation and transcription. This article presents a novel control approach, hybrid neuro-fuzzy, for the load frequency control of a four-area interconnected power system. The advantage of this controller is that it can handle nonlinearities, and at the same time, it is faster than other existing controllers. The effectiveness of the proposed controller in increasing the damping of local and inter-area modes of oscillation is demonstrated in a four-area interconnected power system. Areas 1 and 2 consist of a thermal reheat power plant, whereas Areas (...) 3 and 4 consist of a hydropower plant. Performance evaluation is carried out by using fuzzy, artificial neural network, adaptive neuro-fuzzy inference system, and conventional proportional and integral control approaches. Four different models with different controllers are developed and simulated, and performance evaluations are carried out with said controllers. The result shows that the intelligent HNF controller has improved dynamic response and is at the same time faster than ANN, fuzzy, and conventional PI controllers. (shrink)

It is commonly accepted – not only in the philosophical literature but also in daily life – that ignorance is a failure of some sort. As a result, a desideratum of any ontological account of ignorance is that it must be able to explain why there is something wrong with being ignorant of a true proposition. This article shows two things. First, two influential accounts of ignorance – the Knowledge Account and the True Belief Account – do not satisfy this (...) requirement. They fail to provide a satisfying normative account of the badness of ignorance. Second, this article suggests an alternative explanation of what makes ignorance a bad cognitive state. In a nutshell, ignorance is bad because it is the manifestation of a vice, namely, of what Cassam calls “epistemic insouciance”. (shrink)

Investigating the theoretical and empirical relationships between transparency and trust in the context of surveillance, this volume argues that neither transparency nor trust provides a simple and self-evident path for mitigating the negative political and social consequences of state surveillance practices. Dominant in both the scholarly literature and public debate is the conviction that transparency can promote better-informed decisions, greater oversight, and restore trust damaged by the secrecy of surveillance. The contributions to this volume challenge this conventional wisdom by considering (...) how relations of trust and policies of transparency are modulated by underlying power asymmetries, socio-historical legacies, economic structures, and institutional constraints. They study trust and transparency as embedded in specific socio-political contexts to show how, under certain conditions, transparency can become a tool of social control that erodes trust, while mistrust-rather than trust-can sometimes offer the most promising approach to safeguarding rights and freedom in an age of surveillance. Objective—To identify and describe the current state of clinical ethics support services in the UK.Design—A series of questionnaire surveys of key individuals in National Health Service (NHS) trusts, health authorities, health boards, local research ethics committees and health professional organisations. Interviews with chairmen/women of clinical ethics committees identified in the surveys.Setting—The UK National Health Service.Results—Responses to the questionnaires were received from all but one NHS trust and all but one health authority/board. A variety of models of clinical ethics support were (...) identified including twenty formal clinical ethics committees (CECs). A further twenty NHS trusts expressed an intention to establish a CEC within the next twelve months. Most CECs in the UK have been in existence less than five years and are still defining their role. The chairmen identified education of committee members and contact with other ethics committees as important requirements for committee development. Problems were identified around lack of support for the committee and with raising the profile of the committee within the institution. There has been little evaluation of clinical ethics support services either in the UK or in other countries with longer established services. What evaluation has occurred has focused on process rather than outcome measures.Conclusions—Clinical ethics support services are developing in the UK. A number of issues have been identified that need to be addressed if such support services are to develop effectively. (shrink)

Kline's evolutionary analysis of teaching provides welcome reframing for cross-species comparisons. However, theory based on competition cannot explain the transmission of human cultural elements that were collectively created. Humans evolved in a cultural niche andteaching-learningcoevolved to transmit culture. To study human cultural variation in teaching, we need a more articulated theory of this distinctively human engagement.
