The role of subnational regions is ill-conceived in international law scholarship, which has come to slowly accept the important role that cities can play as international actors. Opening up the academic debate for a perspective on regions promises to develop new insights on the divide of governance functions between international organizations and states, regions and cities. At the same time, the regional focus helps to unearth some of the shortcomings of overly enthusiastic approaches to what cities (...) can do as global actors. International law scholarship has found it difficult, however, to engage with the concept of the region. This is owed, as this Article demonstrates, to difficult definitional issues as well as the informalizing bend of a focus on regional governance, which is hard to square with traditions of formalist thinking in international law. Ultimately, the Article argues that regions can function as a useful prism through which to analyze current governance challenges. (shrink)

In the face of the COVID-19 pandemic, governments worldwide established various mechanisms to facilitate the pandemic response and ensure the state’s functioning. As a consequence, the economic impact of the COVID-19 crisis varies in countries, depending on the region. We are looking for answers to research questions: how the COVID-19 pandemic influenced the finances of local government institutions in 2020–2021; Is it possible to distinguish the types of units where this impact was greater or smaller, and whether and how the (...) pandemic-related legislation influenced the fiscal relations between the state and local government, especially in the context of the local government institutions’ financial independence. We have noticed that financial solutions dedicated to local government units, as well as making local government fiscal rules more flexible, allowed to maintain the potential of the local economic base. Introduction. For three decades, the subjects of the Russian Federation have been participants in international relations, establishing international, foreign economic, cross-border cooperation with foreign partners. What are the opportunities and limitations of the international activities of the Russian regions? Have they transformed during this period? If so, in which direction and what was the reason for this? The purpose of this article is to find answers to these questions. Methodology. The conceptual basis of this study is the concept of (...) paradiplomacy. The methodological basis of the study was the approach of Manuel Du- ran. The researcher suggests studying four aspects relevant to the study of the role of subnational government (powers, capabilities, abilities and presence). Methods. From the view point of the research design, the article is a case study, because it is based on the method of studying specific cases (case-study). The Sverdlovsk region was chosen as the object of the research. Results. Summarizing the results of the analysis of the Sverdlovsk region’s paradiplomacy, the author comes to the conclusion that Russian regions enter into international / foreign economic agreements, but only with the subjects of foreign federal states, administrative-territorial entities of foreign states. Secondly, the subjects of the Russian Federation take part in the work of international organizations, but only with those created specifically for these purposes. Thirdly, the regions also communicate with foreign states authorities, but only with the consent of the Government of the Russian Federa- tion. Fourthly, the subjects of the Russian Federa- tion open their representative offices outside the country, but in agreement with the Russian Foreign Ministry. Finally, the authorities of the constituent entities of the Russian Federation create institu- tions of paradiplomacy, which is expressed in the activities of regional ministries whose task is to as- sist in the developing international cooperation. Conclusions. The author outlines possibilities and limitations of paradiplomacy at the legislative level. Informally, the heads of the constituent entities of the Russian Federation should be guided by the foreign policy line formulated by the head of the state. The central theme of Japanese subnational governmental study has been centerlocal relations and the administrative institutions that define the relations. Indeed, one needs to ask what determines subnational policy outcomes, to what degree the national influence affects the determinants, and under what conditions these determinants function autonomously. The present paper directly examines the subnational policymaking process itself, not the center–local relations, and tries to understand its mechanism. In the framework, national influence is integrated into an analysis of subnational policymaking as one of the factors that affect policy determinants. Informal institutions are found to shape the behaviors of economic organizations within the business world by creating localized social norms and moral commitments. However, the existing literature pays greater attention to the financial consequences of such institutions, and little is known about their environmental impacts, especially in the context of transition economies. By linking institutional theory with environmental strategy literature, in this study, we develop a theoretical framework and empirically test how social trust, one of the dimensions of informal institutions, (...) influences corporate environmental responsibility. Using a longitudinal data set of Chinese listed firms from 2006 to 2015, we find support that firms located in regions with a higher level of social trust engage in more environmental responsibility activities. We also show that this effect is more pronounced when local environmental protests are fewer and information transparency is worse. Our findings highlight the importance of social trust in environmental governance and provide evidence of how it serves as a substitute for formal environmental institutions in transition economies. The paper illustrates the evolution of the territorial system of government in Italy. A traditionally centralized state is turning into a quasifederation. The reasons underpinning this transformation are the growing insatisfaction with the inefficiency of the central government, the quest for autonomy by the fastest growing regions and the opposition by the latter to the interterritorial redistribution of resources made by the central government with the use of nontransparent and inefficient instruments.A substantial degree of subnational tax autonomy has (...) been reintroduced. The powers of subnational governments have been expanded. The main impact on decentralization derives, however, from the direct, popular, election of mayors and of presidents of regional and provincial governments.The transformation is far from complete. The central government is still reluctant to relinquishing its powers. The increased local tax autonomy did not yet introduce substantial tax competition. More precisely, tax rates were not reduced, but rather increased, due to the fiscal stringency of the whole public sector.L’article illustre l’évolution du système territorial de gouvernement en Italie. The 1970-1971 revision of the Belgian constitution recognized the existence of three cultural communities and three geographic regions.The implementation of the constitutional provisions regarding cultural and regional autonomy led to the creation of several new subnational institutions of which the most important are the cultural and the regional Councils. Each cultural Council groups the senators and the representatives of similar linguistic group, while the regional Councils are composed of these same parliamentarians in accordance with their geographic residence. Councils may thus be seen as sub-groupings of the national Parliament.Although both are essentially advisory bodies, the cultural Councils do legislate decrees which, when enforced by the respective Ministers of Culture, have the force of law. On the other hand, the regional Councils are purely consultative assemblies, providing opinions and requesting clarifications and justifications of national decisions in the functional areas, specified by the Constitution. A ministerial committee of each region considers the Council's recommendations in enforcing national policies in the regions.The complexity of national-community-regional relations and the political discussions between the supporters of regionalization and those favoring culturalization shows the temporary nature of the present institutionalization. Our thinking is still the captive of the dichotomy “national/ international.” The reaction to nationalism takes the form of an abstract internationalism, and reaction to internationalism leads to the rebirth of nationalism. However, this dichotomy was only true (and that relatively) in 19th century Europe, or at the latest, at the beginning of the twentieth century, when subnational cultures seemed on the way to disappearing, and everything European was considered “universal” (two hypotheses that the facts prove to be untrue). Frey observes, “Today, the decline or decadence of the West is part of the contemporary view of the world, like the electron or the dinosaur.” The linear outline of progress, with Europe at the head, did not withstand the test of the First World War. The year 1918 marked the beginning of the end of Europeanism. Since then, we have begun to speak of “areas of civilization” (Splengler), “civilizations” (Toynbee), “cultural coalitions” (Lévi-Strauss). The existence of “areas of civilization” (regions) is commonly admitted today; it has entered journalistic language and even the structure of regional commissions and agencies of the United Nations (Europe, Near East, Southern Asia, South-east Asia, and the Far East). New communities have inserted themselves between nations and humanity. What do they represent? Are they something unique, or are they divided into a certain number of types in opposition to each other because of some characteristic? In this article, Spain’s system of autonomous communities as a model of regionalisation in terms of subnational integration is analysed regarding its historical background, legal framework, and political context. Regionalism is examined with special emphasis on Bask nationalism and is also discussed with reference to the recent independence movement taking place in Catalonia. The contribution of the European Union’s encouragement of regional self-government to the development of regional democracy in Spain is stated in the mentioned as well. Regionalisation in (...) Spain is important as the discussion on 2017 independence referendum in Catalonia continues to be relevant. Being within unitary state level the regionalised state model strengthened the integration of the historical nationalities/regions with Spain and soothed the influence of the separatist movements; however, with the recent rally of Catalan nationalism this model became a controversial topic. This article argues that studies of late-development should be altered in two respects: the unit of analysis should increasingly be the subnational economy, and an understanding of economic outcomes should be sector specific. Variation in the developmental outcomes of particular sectors can be best understood by analyzing the fit between local institutions and firms within a particular sector. The specific development needs of firms vary across sectors, and the institutional structures required to meet firm-level needs are local more often (...) than national. The article examines and examines the research of foreign specialists in the field of economics and healthcare organization, who used a comparative approach to analysis in their works. The article examines the features of the application of mechanisms and models of health management characteristic of different countries, studied the experience of the UK, USA, Sweden, Finland, Germany and Japan. The article systematizes the views of scientists on the problem of applying comparative research in the field of healthcare. The article defines (...) generalizations that characterize almost all existing healthcare systems in the world today. Studies are shown that allow us to identify common principles of the organization of health systems in the world, but, at the same time, to identify specific regional and national conditions that become the basis of existing regional, subnational and national health systems. In Russia, at the same time, the healthcare system includes an insurance component and private medicine. The development of the modern healthcare system in Russia can be assessed as not very positive, since with a general reduction in the number of medical personnel and the number of medical institutions in the 90s, this trend is currently continuing, albeit in a more smoothed form. A common place in the development of the healthcare system remains the growth of paid medical services and the orientation of sectoral public authorities in the direction of the development of the health care market with the strengthening of the role of the private sector. The healthcare system is undergoing, on the one hand, an upswing due to the growth of investments caused by coronavirus infection, and, on the other hand, especially for "traditional" diseases, the trend outlined in previous years continues. The promises and risks of Artificial Intelligence permeate current policy statements and have attracted much attention by AI governance research. However, most analyses focus exclusively on AI policy on the national and international level, overlooking existing federal governance structures. This is surprising because AI is connected to many policy areas, where the competences are already distributed between the national and subnational level, such as research or economic policy. Addressing this gap, this paper argues that more attention should be dedicated (...) to subnational efforts to shape AI and asks which themes are discussed in subnational AI policy documents with a case study of Germany’s 16 states. Our qualitative analysis of 34 AI policy documents issued on the subnational level demonstrates that subnational efforts focus on knowledge transfer between research and industry actors, the commercialization of AI, different economic identities of the German states, and the incorporation of ethical principles. Because federal states play an active role in AI policy, analysing AI as a policy issue on different levels of government is necessary and will contribute to a better understanding of the developments and implementations of AI strategies in different national contexts. This study uses the institutional perspective to examine the interaction effects between the subnational institutional context and firm-level parameters on corporate environmental behaviors, based on a unique cross-sectional data set of private firms compiled from three different sources in China. Our results suggest that both enforcement stringency of environmental regulations at the provincial-level and private firms’ foreign ownership negatively affect compensation fees, which are levies charged for firms’ emissions. Enforcement stringency also moderates the firm-level relationship between foreign ownership and (...) compensation fees, but such a cross-level moderating effect holds only for private firms with non-HMT investments. Extended simple regions have been the focus of recent developments in philosophical logic, metaphysics, and philosophy of physics. However, only a handful of works provides a rigorous characterization of an extended simple region. In particular, a recent paper in this journal defends a definition based on an extrinsic notion of least distance. Call it the Least Distance proposal. This paper provides the first assessment of it. It argues that Least Distance faces difficulties and drawbacks. The region of the Middle East is highly conflict-loaded. The absence of one distinct regional power may be considered both cause and consequence of this structural feature. At the same time, there are significant power gaps between states in the Middle East, with Israel among the most powerful actors and accordingly defined as a potential regional power. Due to the specific empirical setting of the Middle East region, an analytical design emphasizing relational and procedural dynamics is required. In attempting to (...) develop such a design, this paper utilizes three well-established schools of thought of international relations: (neo)realism, institutionalism, and constructivism. These three schools of thought are further used for developing hypotheses on both Israeli regional policy and its effects on the Middle East. After illustrating these hypotheses in relation to four periods in the contemporary history of Israel, theoretical lessons to be learned for the analysis of regional powers in other world areas are presented. A topological description of space is given, based on the relation of connection among regions and the property of being limited. A minimal set of 10 constraints is shown to permit definitions of points and of open and closed sets of points and to be characteristic of locally compact T2 spaces. The effect of adding further constraints is investigated, especially those that characterise continua. Finally, the properties of mappings in region-based topology are studied. This paper describes the research carried out into small and medium enterprises (SMEs) and corporate responsibility (CR) in the Northwest of England during Phase I of Responsibility Northwest, a partnership programme designed to significantly increase the CR of the region. By engaging with significant numbers of SMEs and SME support providers across the region, key insights were gained in three key areas: • The current attitudes to, understanding of, and management of CR issues in the SME sector.• The barriers to (...) greater implementation of CR management.• The opportunities for overcoming the barriers and improving regional CR. The research revealed a large diversity both in terms of understanding of the issues and their management. Seven key barriers to improve CR performance were identified which centred round the inappropriateness and inaccessibility of current CR approaches and support services on CR, certain characteristics of SMEs which tend to reduce their interest and opportunities for engaging in CR activities and supply-chain barriers. Fortunately there was significant agreement on the mechanisms which should be used to overcome these barriers, in particular the importance of delivering CR support through existing business networks that are valued and trusted by SMEs. These results have been used to create the partnership programme, Responsibility Northwest Phase II that runs until 2008 and aims to significantly increase the overall CR of Northwest England. I will outline four justifications of regional ecological obligations calling for different political authorities to collaborate for ecological reasons: through voluntary agreement between political entities united by an ecological region; by a shared regional history or cultural relations to an ecological region; with reference to ‘place-based’ duties with an ecological basis; or by obligations to an extended set of individual right-holders. None are conclusive reasons but show that there are normative grounds for regional collaboration of separate political authorities. This book explores the key motif of the religious Other in devotional (bhakti) literatures and practices from across the Indian subcontinent. The primary aim of this book is to reconsider and challenge inherited notions of the bhakta's or devotee's Other and unmask processes of representation that involve adoption, appropriation, and rejection of different social and religious agents. The book considers the ways in which bhakti might be conceived as having an inter-regional impact--as a force, discourse, network, mythology, ethic--while critically engaging (...) with extant scholarly narratives about what bhakti is and tracing when and how those narratives have been used. The sheer diversity of South Asia's devotional traditions renders them an especially rich resource for examining social and religious fault lines, thereby furthering scholarly understanding of how communalism and sectarianism originate and develop on local or regional levels, with wider geographic implications. Bringing together studies from a subcontinent-wide variety of linguistic, geographical, and historical frames for the first time, this book will be an important contribution to the literature on bhakti, and it will be of interest to scholars of South Asian Religion and Asian Religion. This paper introduces a new theory of constant regions, which generalizes that of interstices, in nonstandard models of arithmetic. In particular, we show that two homogeneity notions introduced by Richard Kaye and the author, namely, constantness and pregenericity, are equivalent. This led to some new characterizations of generic cuts in terms of existential closedness.

One of the more striking, surprising, and optimism-inducing features of the contemporary international system has been the decline of interstate war. The key question for students of international relations and comparative politics is how this happy state of affairs came about. In short, was this a universal phenomenon or did some regions play a more important and pioneering role in bringing about peaceful change? As part of the roundtable “International Institutions and Peaceful Change,” this essay suggests that Western Europe (...) generally and the European Union in particular played pivotal roles in transforming the international system and the behavior of policymakers. This helped to create the material and ideational conditions in which other parts of the world could replicate this experience, making war less likely and peaceful change more feasible. This argument is developed by comparing the experiences of the EU and the Association of Southeast Asian Nations and their respective institutional offshoots. The essay uses this comparative historical analysis to assess both regions’ capacity to cope with new security challenges, particularly the declining confidence in institutionalized cooperation. The paper considers the role of universities as actors in regional development, and the implications for approaches to knowledge, including knowledge construction. The new role for universities requires the production of knowledge, which relates to the needs of the region. Particular attention was given to the Agder region of Norway, and Agder University College.

Having been supressed and denied their rights by successive Syrian governments over the years, Syrian Kurds are now asserting a de facto autonomy. Since the withdrawal of the Syrian President's forces from the ethnically Kurdish areas in the early months of the current civil war, the inhabitants have declared a self-rule government along the lines of the Kurdistan regional government in northern Iraq. For Syrian Kurds, the creation of a small autonomous region is a dream fulfilled, albeit one unrecognized by (...) the international community. Some 15% to 17% of the Syrian population is Kurdish. Whether they can achieve statehood will depend on a reading of international law and on how the international community reacts. Contrastive neuroimaging is often taken to provide evidence about the localization of cognitive functions. After canvassing some problems with this approach, I offer an alternative: neuroimaging gives evidence about regions of the brain that bear difference-making relationships to psychological processes of interest. I distinguish between the specificity and what I call the systematicity of a difference-making relationship, and I show how at least some neuroimaging experiments can give evidence for systematic difference-making.

It is understandable that, since the fall of the Berlin wall, researchers interested in the social and political upheavals brought about by this phase of history should have concentrated their attentions on what had been the immediate sphere of influence of the Soviet centre of power. However we are within our rights today to ask why our understanding of the structural (economic and social) transformations in what is conveniently called the ‘post-communist’ period and space, and of post-bipolarisation regional relationships, should (...) be confined to that region of the world corresponding to the ex-USSR and the Eastern countries. La libre circulation des personnes et des biens est loin d’être réglée entre les États de l’Afrique centrale. Cet échec est lié aux difficultés de la mise en pratique des traités d’ouverture des frontières signés entre les États de cette région. Cependant, le modèle d’ouverture des frontières proposé par le géographe américain Oscar J. Martinez, qui décrit le passage de frontières aliénées à des frontières intégrées, semble s’appliquer à l’espace transfrontalier que forment le Sud-Cameroun, le Nord-Gabon et la partie continentale (...) de la Guinée Équatoriale. Cette région se présente comme un exemple d’espace d’intégration sociospatiale grâce à la transnationalité de l’ethnie Fang, à l’implantation des marchés frontaliers et à la coopération décentralisée amorcée par les collectivités locales. During brain development, neural precursor cells (NPCs) in different brain regions produce different types of neurons, and each of these regions plays a different role in the adult brain. Therefore, precise regionalization is essential in the early stages of brain development, and irregular regionalization has been proposed as the cause of neurodevelopmental disorders. The mechanisms underlying brain regionalization have been well studied in terms of morphogen‐induced expression of critical transcription factors for regionalization. NPC potential in different brain (...) class='Hi'>regions is defined by chromatin structures that regulate the plasticity of gene expression. Herein, we present recent findings on the importance of chromatin structure in brain regionalization, particularly with respect to its regulation by Polycomb‐group proteins and chromatin accessibility.
