Ethnicity and im/migrant classification systems and their constituent categories have a long history in the construction of public health knowledge on tuberculosis in the United Kingdom. This article critically examines the categories employed and the epidemiological discourses on TB, im/migrants, and ethnic minorities in health reporting between 1965 and 2015. We employ a Sociology of Knowledge Approach to Discourse Analysis to trace the continuities and changes in the categories used and in the discursive construction of im/migrants, (...) ethnic minorities, and TB. These continuities and disjunctures are analysed within their socio-historical context to demonstrate the historical contingency of epidemiological knowledge production. We outline two historical phases in knowledge construction. The first coincides with the period of decolonisation, which witnessed a change in discursive identity ascriptions from ‘immigrants’ to ‘ethnic groups’ in health reporting as the ‘other’. The second commenced after 1991, when the adoption of the census ethnicity categories as a standard in the collection of population statistics entrenched ethnicity categories in health reporting. We argue the health reporting discourse reveals that the ‘new’ public health exhibits continuities with the ‘old’ by targeting the immigrant ‘other’ through biosecuritisation practices. We contend that these categories originated within a postcolonial paradigm and that increasing immigration and new forms of mobility are creating the preconditions for new discourses on identity construction that have implications for the current collaborative TB strategy. Our commentary aims to show that the COVID-19 pandemic has amplified existing barriers to healthcare in England for ethnic minority and migrant women. We expose how the pandemic has affected the allocation of healthcare resources leading to the prioritisation of COVID-19 patients and suspending the equal access to healthcare services approach. We argue that we must look beyond this disruption in provision by examining existing barriers to access that have been amplified by the pandemic in order to understand the (...) poorer health outcomes for women in ethnic minority and migrant communities. Across the countries of Europe and within the European Union, there seems to be no end to discussions of policies related to migrants – from the labor migrants who came to Europe more than 40 years ago to the continued requests from prospective migrants who want to immigrate for asylum and family formation. The discussions on what those policies should be, range from multiculturalism to integration and assimilation. Ethnic minority patients face challenges concerning communication and are at higher risk of experiencing health problems and consuming fewer healthcare services. They are also exposed to disparaging societal discourses about migrants which might undermine healthcare institutions’ ambitions of equitable health care. Therefore, healthcare professionals need to critically reflect on their practices and processes related to ethnic minority patients. The aim of this article is to explore healthcare professionals’ experiences of working with ethnic minority patients by using (...) the critical incident (CI) technique. In two focus group sessions, participants discussed challenging events in their encounters with patients. The critical incidents show that healthcare professionals may experience unfamiliar situations related to their work performance, prejudice toward patients, and labeling by patients the professionals do not identify with. The professionals’ reflections are discussed in relation to social discourses on migration and their work conditions, and the possible influence on the professionals’ preconceptions and the patient–professional relationship in health care. Reflections about work experiences with ethnic minority patients and aligned societal discourses should be included in healthcare workers’ professional development. Critical incident reflections at work may contribute to better‐coping strategies for healthcare professionals and improved patient–professional relationships with ethnic minority patients. (shrink)

Background: Black, Asian and minority ethnic groups have a high need for organ transplantation but deceased donation is low. This restricts the availability of well-matched organs and results in relatively long waiting times for transplantation, with increased mortality risks. Objective: To identify barriers to organ donor registration and family consent among the BAME population, and to develop and evaluate a training intervention to enhance communication with ethnic minority families and identify impacts on family consent. Methods: Three-phase programme comprising (...) community-based research involving two systematic reviews examining attitudes and barriers to organ donation and effective interventions followed by 22 focus groups with minority ethnic groups; hospital-based research examining staff practices and influences on family consent through ethics discussion groups with staff, a study on intensive care units and interviews with bereaved ethnic minority families; and development and evaluation of a training package to enhance cultural competence among ICU staff. Setting: Community focus group study in eight London boroughs with high prevalence of ethnic minority populations. Hospital studies at five NHS hospital trusts. Participants: Community studies: 228 focus group participants; hospital studies: 35 nurses, 28 clinicians, 19 hospital chaplains, 25 members of local Organ Donation Committees, 17 bereaved family members; and evaluation: 66 health professionals. Data sources: Focus groups with community residents, systematic reviews, qualitative interviews and observation in ICUs, EDGs with ICU staff, bereaved family interviews and questionnaires for trial evaluation. Review methods: Systematic review and narrative synthesis. Results: Community studies: Organ Donor Register – different ethnic/faith and age groups were at varying points on the ‘pathway’ to organ donor registration, with large numbers lacking knowledge and remaining at a pre-contemplation stage. Key attitudinal barriers were uncertainties regarding religious permissibility, bodily concerns, lack of trust in health professionals and little priority given to registration, with the varying significance of these factors varying by ethnicity/faith and age. National campaigns focusing on ethnic minorities have had limited impact, whereas characteristics of effective educational interventions are being conducted in a familiar environment; addressing the groups’ particular concerns; delivery by trained members of the lay community; and providing immediate access to registration. Interventions are also required to target those at specific stages of the donation pathway. Hospital studies: family consent to donation – many ICU staff, especially junior nurses, described a lack of confidence in communication and supporting ethnic minority families, often reflecting differences in emotional expression, faith and cultural beliefs, and language difficulties. The continuing high proportion of family donation discussions that take place without the collaboration of a specialist nurse for organ donation reflected consultants’ views of their own role in family consent to donation, a lack of trust in SNODs and uncertainties surrounding controlled donations after circulatory death. Hospital chaplains differed in their involvement in ICUs, reflecting their availability/employment status, personal interests and the practices of ICU staff. Evaluation: professional development package – a digital versatile disk-based training package was developed to promote confidence and skills in cross-cultural communication. Initial evaluation produced positive feedback and significant affirmative attitudinal change but no significant difference in consent rate over the short follow-up period with requirements for longer-term evaluation. Limitations: Participants in the focus group study were mainly first-generation migrants of manual socioeconomic groups. It was not permitted to identify non-consenting families for interview with data regarding the consent process were therefore limited to consenting families. Conclusions: The research presents guidance for the effective targeting of donation campaigns focusing on minority ethnic groups and provides the first training package in cultural competence in the NHS. Future work: Greater evaluation is required of community interventions in the UK to enhance knowledge of effective practice and analysis of the experiences of non-consenting ethnic minority families. The first part of this article summarizes research carried out during the last decade in the field of media use of ethnic minorities throughout Europe. Guiding research questions, underlying paradigms, and empirical evidence will be critically discussed in a comparative way. In the second part, empirical data of a Swiss survey among 1,600 adolescents aged 12 to 17 with migrant and Swiss backgrounds are presented. The comparative study points at similarities and differences in access to and use of (...) old and new media such as the Internet as well as with the link between media use and social integration or cultural identity. Special emphasis is given to ethnic versus social factors as underlying explanatory factors. The results of the Swiss study are placed in the context of European research evidence. (shrink)

Since coming to power in 2010, the UK Coalition government has enacted a series of cuts to public spending, under the auspices of austerity. Underpinning these cuts is a neo-liberal model of citizenship, in which citizens are expected to be autonomous, independent and economically productive, and in which the responsibilities of citizenship outweigh the rights. This model of citizenship is characterised by a paradoxical approach to social reproduction. The Coalition government has taken a significant interest in social reproduction as a (...) means of creating the next generation of ‘good’ neo-liberal citizens; yet, the current austerity measures involve the withdrawal of state support for social reproduction activities. Drawing on participant observation carried out with migrant women's groups in Sheffield and Manchester, as well as interviews with group members, this article demonstrates how the government's paradoxical approach to social reproduction, combined with gendered and racialised discourses of citizenship and ‘Britishness’, have led to policies that place ethnic minority migrant women in an untenable situation. The social reproduction activities of ethnic minority migrant women are the subject of intense government interest, because of the concern that they will be unable to produce ‘good’ neo-liberal citizens. In some cases, this has led to government policies clearly intended to dissuade ‘undesirable’ migrants from having children. In other cases, migrant women are expected to show their commitment to integration, both for themselves and their children, specifically by learning English, even as the government has drastically cut funding for English as a Second or Other Language (ESOL) classes. While seemingly paradoxical, this is in keeping with a racialised neo-liberal model of citizenship under which the ‘responsible’ migrant mother should be able to parent and learn English without government assistance. Nonetheless, these policies are actually self-defeating, as they prevent migrant women from exhibiting the very characteristics of neo-liberal citizenship that they are ostensibly trying to encourage. Recruiting minorities into research studies requires special attention, particularly when studies involve “extra-vulnerable” participants with multiple vulnerabilities, e.g., pregnant women, the fetuses/neonates of ethnic minorities, children in refugee camps, or cross-border migrants. This study retrospectively analyzed submissions to the Ethics Committee of the Faculty of Tropical Medicine (FTM-EC) in Thailand. Issues related to the process and outcomes of proposal review, and the main issues for which clarification/revision were requested on studies, are discussed extensively.

Genetic research aimed at understanding human health and disease is grounded in the study of genetic variation. The inclusion of research subjects with diverse ancestral backgrounds is essential for genetic and genomic research that fully explores human diversity. Large-scale cohort studies and biobanks in Europe and the United States often do not include the breadth of ethnic and racial diversity observed in their countries' citizens. This article explores the findings of a qualitative study of U.S. scientists' understanding and views (...) of the NIH Policy and Guidelines on the Inclusion of Minorities as Subjects in Clinical Research. The findings suggest that the policy restricts how scientists use racial and ethnic categories to define and report their study populations and does little to motivate their efforts to increase the inclusion of non-European ancestral populations in genetic and genomic research. As genetic and genomic research has progressed since the sequencing of the human genome, scientists have continued to struggle to understand the role of genetic and socio-cultural factors in racial and ethnic health disparities. Recognition that race and ethnicity correlate imperfectly with differences in allele frequency, environmental exposures, and significant health outcomes has made framing the relationship between genetic variation, race, ethnicity, and disease one of the most heated debates of the genome era. Because racial and ethnic identities (...) reflect a complicated mix of social and genetic factors, critics have argued that use of racial and ethnic categories as analytical variables in biomedical research lacks rigor, leads to potentially dangerous stereotyping in medical practice, and sends harmful messages of innate racial difference to the broader public.Concerns over the current lack of diversity in human genetic and genomic studies have developed in parallel to discussions of the appropriate use of racial and ethnic categories during the research process. International migration is an important issue for many high‐income countries and is accompanied by opportunities as well as challenges. South Asians are the largest minority ethnic group in the United Kingdom, and this diaspora is reflective of the growing diversity of British society. An empirical study was performed to ascertain the faith‐based values, beliefs, views and attitudes of participants in relation to their perception of issues pertaining to end‐of‐life care. Empirical observations from this study, as well as the extant (...) knowledge‐base from the literature, are used to support and contextualise our reflections against a socio‐legal backdrop. We argue for accommodation of faith‐based values of migrants at end‐of‐life within normative structures of receiving countries. We posit the ethically relevant principles of inclusiveness, integration and embedment, for an innovative bioethical framework as a vehicle for accommodating faith‐based values and needs of migrants at end‐of‐life. These tenets work conjunctively, as well as individually, in respect of individual care, enabling processes and procedures, and ultimately for formulating policy and strategy. (shrink)

Multiculturalism has become a political touchstone in many countries around the world. While many of those on the right oppose it, and many of those on the left embrace it, things are not this simple. For those who defend them, multicultural policies are generally seen as key to the fair and successful integration of minorities, many of whom are immigrants, into diverse democratic societies. For those who oppose multiculturalism, who have become part of the so-called "backlash" against multiculturalism, they (...) are charged with generating segregation rather than inclusion, undermining national cultures, reinforcing difference, and privileging minority groups. Around the world, we see failing attempts at migrant integration, persistent religious intolerance and racial and ethnic discrimination, resurgent national minorities, emboldened majorities, permanent minorities, continuing social isolation, and increasing extremism, including in the form of white nationalism. But is multiculturalism the solution to these problems or does it just make them worse? In this for-and-against book, two prominent scholars of multiculturalism put forward different answers to this important question. While Patti Tamara Lenard argues for minority rights as both the consequence of a right to culture and a way to redress the effects of nation-building, Peter Balint rejects minority rights altogether, instead arguing for a re-imagined liberal neutrality. This theoretical disagreement plays out in real-world policy disagreement. Lenard, for example, argues strongly in favor of exemptions from general rules for minority cultures including the right of Sikhs to be exempt from helmet laws, and for Jews and Muslims to be exempt from bans on male circumcision. She also defends the right of minority cultures to have government-supported separate spaces. Balint, on the other hand, argues directly against these types of exemptions and government support. He is opposed to any form of differentiation based on culture, religion, or ethnicity. The book uses a wide range of real-world examples to demonstrate their significant theoretical disagreement, and to recommend very different policy proposals. (shrink)

In what ways is students’ participation in school related to their participation and becoming subjects across the school context and other contexts in which they participate? This is the question analyzed in this paper, based on observations of, and narratives and perspectives provided by, three 15-year-old ethnic minority boys and their teachers at a school in Denmark. Drawing upon Davies’ concept of teaching-as-usual, I explore exclusions and marginalization inside school before exploring how these can be seen as connected to, (...) and seemingly having an impact on, the lives the students lead outside school, with an understanding of this connection rooted in Holzkamp’s concept of conduct of everyday life. In this regard, I make use of concepts of recognition ) and viable life in order to point to how a lack of such within the school tends to drive the students away from the school context, while simultaneously driving them towards other contexts outside school, with gang related street communities being a particularly potential one. This paper inquires further into how reliable Milan Kundera’s assessment of the taxi driver is. It seems to me that Kundera, though probably from a highly privileged background, approaches fiction writing like a member of an oppressed group: as soon as there is some problem, such as a difficult to digest sentence or a boring passage, the mainstream reader is shutting this book. Possibly the taxi driver would not be on this last chance saloon system.

Surnames of grandparents were collected from children in the primary schools of the AlbanianItalian and Greek–Italian villages of southern Italy and Sicily. The coefficients of relationships by isonymy show almost no relationship with ethnicity. Ethnolinguistic minorities of southern Italy and Sicily are geographically subdivided into two main clusters: the first cluster comprises the Albanian, Croat and Greek communities of the Adriatic area; and the second cluster comprises the Albanian and Greek communities of the Ionian, Thirrenian and Sicilian areas.

The article addresses the gendered implications of Covid-19 in the Global South by paying attention to the intersectional pre-existing inequalities that have given rise to specific risks and vulnerabilities. It explores various aspects of the pandemic-induced ‘crisis of social reproduction’ that affects women as the main caregivers as well as addressing the drastic increase of various forms of gender-based violence. Both, in addition to growing poverty and severely limited access to resources and health services, are particularly devastating in marginalized and (...) vulnerable communities in the Global South. The article looks at specific regions and countries to illustrate wider challenges faced by LGBTQ populations, ethnic minorities, domestic workers, migrants and sex workers. Against the background of these gendered intersectional challenges, the article then moves to discuss feminist initiatives and mobilizations to deal with the crisis in specific local contexts as well as nationally, regionally and transnationally. It concludes by highlighting a number of visions, tensions and dilemmas faced by feminists in the Global South that will need to be taken into consideration in terms of transnational feminist solidarities. Grounded on the social exchange theory (SET), social cognitive theory (SCT), and self-determination theory (SDT), this study aims to explore the mediating role of self-efficacy (SE) and work engagement (WE) on the effect of social support (SS) on job satisfaction (JS) among Chinese ethnic minority kindergarten teachers (KTs). The results show that: (1) SS has a directly significant effect on JS; (2) WE mediates the relationship between SS and JS; and (3) SE mediates the relationship between SS and WE. (...) Although the mediation of SE on the relationship between SS and JS is not found, the posited multiple mediations of SE and WE on the relationship between SS and JS are totally accepted. The results reveal that SS mainland Chinese ethnic minority KTs received can not only have a direct effect on JS but also have an indirect impact through the one-path mediating role of WE and the chain mediating role of SE and WE. The results suggest that governments, supervisors, and sponsors should work together to provide ethnic minority KTs with more prioritized SS from both cultural psychology and financial material and opportunities for facilitating professional knowledge and skills in order to enhance their SE, inspire their WE, and eventually accumulate their JS. This study combines quantitative content and qualitative production analysis of two television news programs in Flanders to investigate the impact of a Charter of Diversity on the portrayal of ethnic minorities. Findings of interviews with news production and ethnic minority experts show the ineffectiveness of a Diversity Charter not implemented at the heart of the newsroom. It seems unable to have an impact on journalists' media literacy and social capital, on the discursive structure of the news or (...) characteristics of the production process itself – all more decisive factors in minority reporting. These findings are confirmed by the results of content analysis showing no gradual improvement of ethnic minority portrayal in a newscast produced under a Diversity Charter compared to news produced under no such Charter – both showing little changes in ethnic minority reporting. My new book, Exile, Statelessness, and Migration. Playing Chess With History From Hannah Arendt to Isaiah Berlin, considers the intertwined lives and work of Jewish intellectuals as they make their escape from war-torn Europe into new countries. Although the group which I consider, including Hannah Arendt, Theodor Adorno, Walter Benjamin, Judith Shklar, Albert Hirschman and Isaiah Berlin, have a unique profile as migrants because of their formidable education and intellectual capital, I argue that their lives are still exemplary for (...) many of the dilemmas and risks faced by all migrants. In the reply to critics, I consider such issues as the intellectual relations between Benjamin, Adorno and Horkheimer; differences between Arendt’s and Adorno’s views of an interpretive social science; and why international law played such an important role in the imagination of Jewish intellectuals. A further question involves the generalizability of the experience of Jewish otherness in European culture. Liberal societies always designate some others as their constitutive exterior. How continuous is the experience of emigré Jewish intellectuals with the exclusion of ethnic and racial minorities in our societies? Finally, if the founding of the State of Israel has by no means resolved the problems of statelessness but re-created it for the Palestinian population, what kind of political stance should we assume vis-à-vis this reality today? BackgroundThe experiences of UK ethnic minority healthcare workers are crucial to ameliorating the disproportionate COVID-19 infection rate and outcomes in the UKEM community. We conducted a qualitative study on UKEM healthcare workers’ perspectives on COVID-19 vaccine hesitancy in the UKEM community.MethodsParticipants were 15 UKEM healthcare workers. Data were collected using individual and joint interviews, and a focus group, and analyzed using thematic analysis.ResultsWe generated three themes: heterogeneity, mistrust, and mitigating. Therein, participants distinguished CVH in the UKEM community in educational (...) attainment and ethnicity. They pointed to the role of mistrust in CVH in the UKEM community. They opined that the mistrust underlying CVH in the UKEM community is rooted in history and religion, conspiracy theories, the speedy development and novelty of the vaccines, post-vaccination complications/side effects, false positive test results, and social media and social support/influence. Participants recommended that interventions targeted at mitigating CVH in the UKEM community need to, in a non-judgmental way, tackle dis/misinformation and provide education, and incorporate UKEM healthcare worker endorsement. They also suggested such interventions be community-oriented, enhance the convenience of vaccination centers and the possibility of vaccine choice, and appreciate that overcoming CVH and accepting vaccination is a gradual process involving personal assessment of risks and benefits.ConclusionCVH in the UKEM community is a multifaceted phenomenon requiring multicomponent interventions. Through an exploration of the representation of ethnic minorities in the museums of Kunming, Yunnan Province of China, this article discusses the active role that museums play in the processes of memory and identity engineering, whereby museum images and narratives are used to support collective imagination about ethnic minorities' identities and past. Drawing from a comparative analysis of museum displays in Kunming, I discuss how the image of ethnic minorities is conveyed through a selective (...) process of i) remembering and emphasizing specific cultural elements, ii) forgetting other elements, and lastly, iii) modifying the perception of ethnic minorities relation to the Han majority. By revealing the extent and modalities through which museum representations manipulate ethnic minorities' identities in China, the analysis aims to contribute to our understanding of the multiple ways in which museums act as sites for the enactment of collective memory and imagination. The aim of this article is to discuss the position of ethnic minority women in relation to their career-building in the Serbian higher education system and reaching decision-making positions. The author defines two hypotheses: that there are invisible biases in the sciences that put ethnic minority women in a challenging position when attempting to build a career in academia, and that these women encounter a glass ceiling when trying to reach more senior positions. The analysis is based on (...) 16 semi-structured interviews conducted with Hungarian, Slovak, and Romanian female teaching staff employed at two Serbian universities. Intersectionality as a theoretical framework and method was used in the analysis of interviews, along with narrative analysis. Analysis of the interviews showed that ethnic minority women adopt specific strategies when discussing and explaining their difficulties and opportunities in the higher education system of Serbia. The intersectional analysis indicates that ethnic minority women struggle with invisible biases at the individual level, and, due to the horizontal segregation in sciences, have to overcome a situation of double jeopardy in Science, Technology, Engineering and Mathematics studies. The findings suggest that women from ethnic minorities face a glass ceiling in relation to obtaining decision-making positions. Namely, such positions are usually only guaranteed to them within their own ethnic enclaves at departments with majority female staff. However, positions higher than these are rarely attainable. Ethnic minority status and female gender convey a risk for suicidal behavior, yet research of suicidality of ethnic minority female immigrants is scarce. The authors of this article conducted qualitative interviews with 15 young women in the Netherlands, who either had attempted suicide or contemplated suicide, and analyzed these in a narrative psychology tradition. Suicidality was associated with despair and frustration over the violation of the women’s personal autonomy and self-integrity regarding strategic life choices. Autonomy restrictions and violations (...) followed two patterns, which are interconnected with four criteria regarding the capacity for autonomy. Findings are discussed with referral to Durkheim and feminist theories of autonomy. (shrink)

This article is based on a research project drawing upon in-depth qualitative interviews (N=61) and data from a survey (N=628) of young people and parents belonging to the five largest ethnic minority groups in Denmark. The theoretical framework combines conceptualisations about conflict and the family with theories about modernisation/individualisation and discrimination effects. The dominating tendencies in the inter-generational relationships between young people and their parents on the subject of the young people’s intimate partnership formation are analysed and discussed. The (...) ethic minority youth and parents’ reflections on the ethnic majority partnership formation patterns are delineated. The analyses indicate that r elationships between young people and parents on the issue of intimate partnership formation can be cooperative or in opposition. This is contrary to the widespread discourse about serious conflicts between generations. Thus the article criticises the reductionistic conception of partnership formation being a question of either-or processes, i.e. own choice or parental choice, and appeals for broad concepts which include both-and processes, i.e. own choice and parental accept. The Scandinavian welfare states are known for their universal access to healthcare; however, health inequalities affecting ethnic minority patients are prevalent. Ethnic minority patients' encounters with healthcare systems are often portrayed as part of a system that represents objectivity and neutrality. However, the Danish healthcare sector is a political apparatus that is affected by policies and conceptualisations. Health policies towards ethnic minorities are analysed using Bacchi's policy analysis, to show how implicit problem representations are translated from (...) political and societal discourses into the Danish healthcare system. Our analysis shows that health policies are based on different ideas of who ethnic minority patients are and what kinds of challenges they entail. Two main issues are raised: First, ethnic minorities are positioned as bearers of ‘culture’ and ‘ethnicity’. These concepts of ‘othering’ become both explanations for and the cause of inappropriate healthcare behaviour. Second, the Scandinavian welfare states are known for their solidarity, collectivism, equality and tolerance, also grounded in a postracial, colour‐blind and noncolonial past ideology that forms the societal self‐image. Combined with the ethical and legal responsibility of healthcare professionals to treat all patients equally, our findings indicate little leeway for addressing the discrimination experienced by ethnic minority patients. Analysis and synthesis were guided by the critical interpretive synthesis approach.ResultsFifty one articles were included. Four dimensions emerged, describing the intercultural care encounter as a meeting of two different cultural contexts of care, in a dynamic and circular process of balancing between the two cultural contexts, which is influenced by mediators as concepts of being human, communication, family members and the hospital’s organizational culture.ConclusionsThis review provides in-depth insight in the dynamic process of establishing intercultural care relationships in the hospital. We call for a broader perspective towards cultural sensitive care in which patients are cared for in a holistic and dignity-enhancing way. (shrink)

Background: Genetic research involving racial/ethnic populations has novel ethical implications for various stakeholders, but ethical acceptability among stakeholders regarding such research is not clear. Methods: As part of a multifaceted National Institute of Mental Health (NIMH)/National Human Genome Research Institute (NHGRI) funded survey, we used repeated-measures factorial multivariate analysis of variance (MANOVA) to compare the perspectives of institutional review board (IRB) chairs (n = 203), investigators (n = 183), and community members (n = 192) on the ethical acceptability of (...) participating in and reporting of psychiatric genetic research focused on racial/ethnic minority groups. Stakeholder views were assessed with two sets of three questions. Results: All stakeholder groups perceived participation in genetic studies focused on racial/ethnic groups as ethically acceptable and endorsed as ethical any decisions by racial/ethnic minorities to decline to participate in such studies if concerned about possible discrimination/stigmatization based on the study findings. Stakeholders disagreed considerably on the ethical acceptability of researchers or journal editors choosing not to publish genetic study results focused on racial/ethnic minority groups based on potential harm of the study findings. Conclusion: Findings show community and professional stakeholders support participation in genetic research focused on specific racial/ethnic groups but recognize that the results of such studies may contribute to discrimination or stigmatization. Stakeholders differed in their perspectives of investigators and editors in balancing ethical issues intrinsic to advancing science versus minimizing harm to potentially vulnerable populations. Media use by ethnic minorities is increasingly becoming a politicized matter, appearing regularly in discussions on multiculturalism and integration. In a globalizing media-landscape, the rise of ethnic and global ethnic media paradoxically enables ethnic minorities to maintain links with forms of ethnic identity. Especially interesting in this respect is media use by adolescents, often on the crossroads between different cultures. This article departs from the notion concerned with the extent to which media use (...) of adolescents from ethnic minorities actually differs from that of their Belgian counterparts, and instead focuses on the role ethnicity plays as a determinant of media use when weighed up against other socio-economic or education-related variables. Based on a large-scale Belgian survey of 12- to 18-year-olds, this article shows, amongst other results, that the importance of ethnic-cultural background as an indicator for media use by adolescents from ethnic minorities ought to be placed into perspective. The publication ‘Governance arrangements for NHS Research Ethics Committees’ is clear in its recommendations about the composition of National Health Service research ethics committees in the United Kingdom. It highlights the need for a sufficiently broad range of experience and expertise, balanced age and gender distribution and every effort to be made to recruit members from black and ethnic minority backgrounds, as well as people with disabilities. It was considered that this composition would make it possible for the scientific, (...) clinical and methodological aspects of a research proposal to be reconciled with the welfare of research participants, and with broader ethical implications. Black and other ethnic minorities constitute 7.9 per cent of the UK population. Ideally, in any research ethics committee with a maximum of 18 members, at least one would be a member of the black or other ethnic minority groups. However, this does not appear to be the case; some committees having more than one, while most do not have any. This paper looks at the present position and suggests ways of improving recruitment and retention of members of these groups. (shrink)

A large proportion of nursing home residents in developed countries come from ethnic minority groups. Unmet care needs and poor quality of care for this resident population have been widely reported. This systematic review aimed to explore social conditions affecting ethnic minority residents' ability to exercise their autonomy in communication and care while in nursing homes. In total, 19 studies were included in the review. Findings revealed that ethno‐specific nursing homes create the ideal social condition for residents to (...) express their care needs and preferences in a language of choice. In nonethno‐specific nursing homes, staff cultural competence and nursing home commitment to culturally safe care are crucial social conditions that enable this group of residents to fulfil their autonomy in communicating and in participating in their care. In contrast, social conditions that undermine residents' ability to express their care needs and preferences include low levels of staff cultural awareness and cultural desire, negative attitudes towards residents and limited organisational support for staff to improve culturally responsive and culturally safe care. In conclusion, it is important to optimise the social conditions to support ethnic minority residents to communicate their care needs and preferences. (shrink)

Drawing on extensive Thai literary and oral history sources this article sets out to explain the complex social, political, ethnic and religious framework within which the opening by ‘the Irish Buddhist’ U Dhammaloka of a free, bilingual and multi-ethnic Buddhist school at Wat Ban Thawai, Bangkok in May 1903 acquires a broader and deeper significance. The article documents the mutual relationships between the local Buddhisms of Tai, Burmese and Lao ethnic minorities and the politics of British-Siamese (...) alliance in the period before and during the First World War. It examines the British-Siamese support of these Buddhist communities in Bangkok and explores the British-Siamese use of their diplomatic relationship with the Tai, Burmese and Lao ethnic minorities in Ban Thawai and elsewhere (i.e. across the borders between Siam and Burma) in order to centralize power. It also discusses the anomalous effect of British and French influence in Ban Thawai which allowed local resistance to Siamese centralization and saṅgha reform. (shrink)

Seven hundred adolescents with mean age of 15.3 years. Multigroup confirmatory factor analysis was performed to assess measurement invariance of the MSPSS scale across Chinese and South Asian ethnic minority samples. Results show that the original three-factor structure of the MSPSS was supported in both samples. Measurement invariance was supported in terms of configural, metric, and partial scalar invariance. Given partial scalar invariance was achieved, the latent mean differences were compared across samples. Chinese adolescents had higher levels of all (...) three types of social support when compared with their South Asian ethnic minority counterparts. The present study attempts to assess the measurement invariance of the MSPSS across ethnic groups in Asian society, which sheds light on future research that involves perceived social support among adolescents in Chinese culture contexts. Constructing Race on the Borders of Europe investigates the visual imagery (in painting, photography, prints, film, and design) of race construction primarily in Scandinavia and the empires of Austro-Hungary, Germany, and Russia at a time when the disciplines of ethnography and anthropology were expanding and publications on race were debating competing theories of biological, geographic, linguistic, and cultural determinants. These regions, while on the periphery of continental Europe, largely marginalized in the scholarship of nineteenth-century art history, and ignored by Edward (...) Said (Orientalism 1978), have been central locations for theorizing white identity and for containing diverse ethnic populations that have generated substantive ethnographic study and regional conflicts since the eighteenth century. This anthology explores art that engaged with ethnography and anthropology to shape visual representations of subordinate ethnic populations and material cultures, both indigenous (Roma, Sámi, Inuit, and Celts) and migrant or colonial (Muslims and Blacks), chiefly between 1850 and 1930, but extending into the early twenty-first century. The essays in this book contribute to postcolonial research by documenting colonial-style treatment of minority groups and by seeking to qualify binary systems through explorations of anomalies, complexities, and contradictions that emerge when seen from the perspective of the fine and applied arts. This book presents a range of different artistic voices that responded to ethnographic and anthropological information by producing images or objects that adopted, altered, or critiqued that information. The authors seek to uncover instances of connections and variability, to establish the fabricated nature of ethnic identity, and to challenge the certainties of racial categorization. (shrink)

In many educational systems, ethnic minority students score lower in their academic achievement, and consequently, teachers develop low expectations regarding this student group. Relatedly, teachers’ implicit attitudes, explicit expectations, and causal attributions also differ between ethnic minority and ethnic majority students—all in a disadvantageous way for ethnic minority students. However, what is not known so far, is how attitudes and causal attributions contribute together to teachers’ judgments. In the current study, we explored how implicit attitudes and (...) causal attributions contribute to preservice teachers’ judgments of the low educational success of an ethnic minority student. Results showed that both implicit attitudes and causal attributions predicted language proficiency and intelligence judgments. Negative implicit attitudes, assessed with the IRAP, and internal stable causal attributions led to lower judgments of language proficiency, whereas lower judgments of intelligence were predicted by positive implicit attitudes and higher judgments of intelligence by external stable attributions. Substantial differences in the prediction of judgments could be found between the IRAP and BIAT as measures of implicit attitudes. (shrink)

Ethnic minority patients have been discussed and problematised in Western health literature. Drawing on an interpretation of central parts of the French philosopher Michel Foucault's authorship, we analysed a broad selection of materials to identify mechanisms through which the truth about ethnic minority patients is constructed. We identified a single, yet consistent discursive strategy that we termed ‘figure of inconvenience’ in which ethnic minority patients were classified and assigned a specific subjection illustrating them as ‘inconvenient’ to the (...) nurse's practice. Concurrently, their relatives were afforded the position of substitutes. The discourse exemplifies how the behaviour or appearances of ethnic minority patients cannot be reconciled with the traits of ethnic Danish patients. Finally, we discussed implications that such a strategy may have for the provision of healthcare services for ethnic minority patients in Denmark. (shrink)

This article will first of all present a brief literature review on media use and identity construction and integration. This overview will be given in light of two phenomena: The concepts of ‘social quality’ and ‘cultural participation’ and the role played by the media in this on the one hand, and the multicultural composition of Dutch society on the other. The present contribution looks at the four largest ethnic minority groups in the Netherlands: Turkish, Moroccan, Surinamese and Antillean youngsters, (...) and adults. The key issue is ‘integration’ with its six dimensions, among which the extent to which ethnic minorities endorse norms and values of Dutch society, and the minorities’ motivation with respect to integration. We also focus on related features, such as religious outlook and linguistic fluency. The measure of participation or integration in Dutch society is related to the use of four kinds of media: Radio, television, print media, and the Internet. The present contribution addresses the following question: To what extent are, on the one hand, bonding or, on the other, bridging predictors of media use among ethnic minorities? We will address the relative importance of these four media in terms of media time and their twofold ‘bridging’ and ‘bonding’ capacities; for each of these media we check the extent to which ethnic minorities favor media from their native country and use applications which focus on their country of origin or their own group. This paper examines a variety of social scientific studies purporting to demonstrate that transracial adoption is in the best interests of children. Finding flaws in these studies and the ethical and political arguments based upon such scientific findings, we argue for adoption practices and policies that respect the racial and ethnic identities of children of color and their communities of origin.

Because of historical mistreatment of ethnic minorities by research and medical institutions, it is particularly important for researchers to be mindful of ethical issues that arise when conducting research with ethnic minority populations. In this article, we focus on the ethical issues related to the inclusion of ethnic minorities in clinical trials of psychosocial treatments. We highlight 2 factors, skepticism and mistrust by ethnic minorities about research and current inequities in the mental health (...) care system, that researchers should consider when developing psychosocial interventions studies that include ethnic minorities.
